This is the second of a series of reports on a survey of petroleum products manufactured on the Pacific Coast from California crude oils. California crudes differ in many characteristics from the petroleum produced in other parts of the United States, and the claim has been made that some of the present federal Specifications for petroleum products tend to discriminate against California products. The purposes of the present survey are to determine what particular specification requirements California petroleum products characteristically fail to meet, how widely the products deviate from these requirements, and if possible to show whether the fault lies with the specifications or the products, or along what 'lines investigation to determine the question should proceed. The first report* of the series gave the physical and chemical properties of gasoline and mineral spirits made from California crudes. The present report deals with lubricating oils. Sixty-one samples of lubricating stocks and finished commercial products were generously donated by four of the large refining companies of California. Fifteen samples of automobile lubricating oils, made in California from California crudes, were purchased in the open market. Nine samples of lubricating oils mode from Gulf Coast crude were contributed for comparison by a company in Texas. The refining companies have continued the helpful and cordial cooperation shown by them in connection with the earlier work of the survey.

Develop new technology to encourage domestic processing of automobile catalytic converters for recovering platinum -group metals. Background Automobile catalytic converters are used to convert pollutants in automobile exhaust into water vapor, carbon dioxide, and nitrogen, About 1 million troy ounces of platinum-group metals arc used each year in the. United Slates to manufacture catalytic converters. It has been estimated that about 60 pct of the used catalytic converters arc being collected. Most of these used catalytic converters were not processed in the United States but were exported to Japan or Europe for processing. In 1991, about 250,000 troy ounces of platinum-group metals were recovered from scrap catalytic converters collected in the United States. Each short ton of decanned catalyst may contain 30 troy ounces of platinum-group metals valued at over $15,000. Development of an economic process for the recovery of platinum-group metals that can be operated on a small or large scale may increase, the percentage of catalytic converters collected and encourage domestic processing to recover a platinum-group metal concentrate. This would significantly decrease the dependence of the United States on imports for these critical and strategic metals.

Develop hydrometallurgical or pyrometallurgical recycling methods to recover valuable rare-earth compounds from various forms of NdFeB magnet scrap. Background The U.S. Bureau of Mines (USBM) has developed technology to treat and recycle a variety of wastes containing valuable and strategic metals. As part of this effort, the USBM developed a process to separate neodymium and other valuable rare earths from iron in NdFeB magnet scrap (fig. 1). Since this scrap typically contains nearly 30 weight percent neodymium and since the demand for neodymium is constantly increasing, cost-effective methods for scrap treatment could have a significant impact on industrial expenditure and materials supply in the expanding area of magnet manufacture. Approach A hydromctallurgical, H2SO4 dissolution-precipitation process provided the most effective treatment for separating rare earths from bulk NdFcB magnet scrap (fig. 2). Precipitation of neodymium-alkali sulfate double salt proved advantageous over direct precipitation of fluoride or oxalate products. This double salt is easily converted to a variety of useful rare-earth compounds, which eliminates many of the materials-handling and economic problems inherent with direct precipitation. Following rare-earth precipitation, dissolved iron was removed from the acid leach solution by precipitation as a jarosite.

Improve underground mine roof bolt support systems by alleviating problems associated with certain ground support systems currently being used. Approach Convert a passive resin-grouted roof bolt system into a uniform, tensionable roof bolting system. Background Resin-grouted roof bolts are one of the most common forms of ground support in U.S. underground coal mines. These support systems can be installed with a full-column of grout and be loaded with subsequent roof movements after installation. This is called a "passive" support system. An alternative to the passive support system is the mechanically-anchored, tensioned roof bolt system. This system is installed with resin grout. This system is designed to load or tension the support during installation by using a mechanical anchor, coupling, or threaded nut after the resin has properly cured. It is called an "active" support system and is used extensively for improved strata control in a laminated geologic deposition or in difficult ground conditions. To ensure that active bolts have been properly installed, the bolt loads must be checked by using a torque wrench or other suitable equipment. Unfortunately, this practice presents potential safety hazards and has limited accuracy. Laboratory and field experiments also reveal that the torque-to-tension ratio developed on active support systems can vary by 50% from bolt-to-bolt. Variations in bolt load installations can induce stress concentrations and lead to roof degradation or failure.

To assist coal mine operators and regulatory agencies in selecting the most appropriate method to treat coal mine drainage utilizing expert system computer technology. The software package is called the Coal Mine Drainage Treatment PRO. Approach Experts in the field of coal mine drainage treatment were interviewed to determine their methods of assessing mine drainage treatment problems and their rationale for selecting a treatment protocol. These diagnostic, selection, and design criteria were codified in an interactive set of computer programs. Expert systems permit the user to input specific site data and receive treatment advice customized to the user's site and treatment objectives. How It Works The Coal Mine Drainage Treatment PRO package developed by the U.S. Bureau of Mines (USBM) consists of four programs or modules: (1) a control module, (2) a mine drainage treatment tutorial module, (3) a treatment advice module, and (4) a reference module (figure 1). A context-sensitive HELP Facility is also provided.

The method of analysis was to test a large model containing potentially significant variables and on the basis of the results obtained, to reduce the model to one containing only the essential significant variables. This stepwise procedure of "scanning" a large proposed model and subsequently condensing the model consisted of two cycles of the same series of computational procedures. Data Preparation A majority of the variables measured were continuous over a specific range of values; for example, the variable "Width Ratio" varied in practice from 0.25 to 1.00. However, "dummy" values were assigned to certain operational variables in order that these varia¬bles would have numerical expression. The following variables were described in this manner. "Previous Work:As outlined in previous papers* ond clays for graphite crucibles have been tested at the plants of the Detroit Lubricator Co., and the Detroit Copper and Brass Rolling Mills, Detroit, Mich.These tests indicated that there were two American clays (Missouri pot clay and Illinois kaolin) that tested better than the Klingenberg (German) clay. Dorset (English) ball clay was tenth in the list.Making the Crucibles:After it had been determined that American clays can be used successfully in graphite crucible manufacture and service, the next step in the investigation was to determine the value of American graphites as compared to the foreign, These final tests were carried out at the plant of the Detroit Lubricator Co., through the courtesy of Mr. G. B. Duffield. The crucibles, as previously. were made at the plant of the Vesuvius Crucible Co., Swissvale, Penna., from a formula compiled by the Bureau of Mines and under the supervision of Bureau engineers.The graphites to be tested were given an initial to indicate their source. The number of crucibles made and shipped are set forth in Table 1."

Helium shipments for 1965 exceeded the volume shipped during the previous year for the 16th successive time. Shipments from Bureau of Mines helium plants were 698.6 million cubic feet, 2 about 4.7 percent more than in 1964. Production at Bureau of Mines plants totaled 757.4 million cubic feet, and an additional 3,549.6 million cubic feet was produced by private companies participating in the helium conservation program and purchased by the Bureau of Mines and stored underground for future use. The Bureau of Mines continued to sell helium at $35 per thousand cubic feet, the price established in 1961. Production and sales of helium increased from the one private plant operating entirely outside the Government's helium program. A second private plant was virtually complete at yearend, although actual production had not commenced.

NIOSH has developed an automated PC-based seismic monitoring system for use in mine ground control studies. The distribution and coordination of data acquisition and processing functions across a local area network (LAN) is a central feature of the system. Design requirements include (1) the use of lowcost, off-the-shelf, data acquisition and computer hardware, (2) the capability of automatically merging waveform data sets from different types of monitoring systems, (3) delivery of raw and processed data underground and on the surface, as well as to remote sites, and (4) automated data collection and processing over long periods of time without the need for human intervention. Current mine-wide installations utilize multiple, autonomous seismic networks located both underground and on the surface and provide 20 to 40 stations within a radius of several kilometers. Event locations, magnitude estimates, and other processed data are distributed for display and analysis on network nodes both underground and in the offices of mine engineers and managers. This paper describes the system's hardware and software components, examples of installations in hard-rock and coal mines, and a few observations from western U.S. longwall coal mines.

A ferrous chloride-oxygen leaching system was investigated by the Federal Bureau of Mines to determine its effectiveness for recovering copper and silver from a tetrahedrite concentrate that had been pretreated to remove a majority of the antimony. The pretreated concentrate contained coppers, silver, lead, zinc, antimony, and arsenic. Parameters affecting metal extraction (such as temperature, pressure, amount of ferrous chloride, and initial hydro-gen ion concentration) were studied. Copper extraction of 98 pct was achieved by leaching 4 hours at 40 pounds per square inch gage (psig) and 100° C. Copper was recovered from leach solutions by cementation with iron, and the resulting ferrous chloride was recycled. Leaching the residue with cyanide followed by electrowinning recovered 99.7 pct of the silver. Iron, antimony, arsenic, and sulfur reported to the tailings.

It is often desired to obtain samples of air in places where collection by ordinary methods is not feasible, as in shafts amore means of descent or ascent are not provided, in sewer manholes, in gas or water wells, in empty oil tanks, and in sealed areas in mines. Heretofore, when such sampling was required, it was necessary to utilize the aspirating method, which was not always satisfactory; and to obtain samples of air in deep shafts, it was necessary to use long sections of rubber tubing, which was not always available. DESCRIPTION OF NEW DEVICE A new method or "device" employs a common snap-type mousetrap to break the neck of a vacuum tube at the place where it is desired to collect the sample (see fig. 1). A mousetrap is mounted on one end of a block of wood 11-3/4 by 3 by 3/4 inches in such camper that a lead weight attached to the trigger hall spring the trap when the device is given a sharp jerk. A vacuum tube is placed on the other end of the block and held in place by a strong rubber band. A strip of corrugated rubber is placed on each side of the grooved block to prevent the tube from clipping when the sample is taken. An adjustable shoulder, provided with a rubber cap, is pieced se that the neck of the vacuum tube will rest on it. The shoulder is made adjustable to accommodate various sizes of tubas and to keep the neck of the tube from breaking tee far back from the point. A metal handle is fastened to one end of the block, with a hole in the end through which the brass wire used for lowering the device is tied. The device is enclosed by a strong wire-gauge covering, hinged on one side and so arranged that it can be locked shut on the other side. This covering prevent: breaking of the tube while it is being lowered or raised in a shaft or other place. Brass wire of not less than 22 gage should be used for lowering the device. A detailed drawing of the device is shown in figure 2.

Industry must be made to realize that "Safety First" means just that - safety first. The miner must realize that safety first takes precedence over earnings. The employer must realize that safety is the first consideration, and is not to be subordinated to profit-making. Neither employee nor employer is justified in adopting the principle of safety first with reservations; that is they will practice safety first only so long as they think that it does not interfere with earnings or profits. This paper proposes to demonstrate that suberdinating safety to possible profit is short-sighted and that over an ex- tended period of time it dres not result in increased profits or earnings. An employee through disregard of safe practice may receive an injury that will cause him a loss of earnings if, indeed, he is net killed or permanently in- capacitated. If permanently incapacitated any compensation he may receive is very likely to be wholly inadequate as compared with probable earnings if the accident had not cccurred. The employer, upon his part, will find that the burden of compensating his injured employse will far exceed the outlay of money necessary to maintain a reasonable program of safety in his mine or plant. The mine foreman is one of the most important factors in the matter of mine safety. A vigilant and competent mine foreman, once he has established the confidence of the employees in his ability as a foreman, can be of invalu- able assistance in promoting mine safety, for through him and his assistants the employees may be made to cooperate. Every employer should remember, then, that the soluction of the foremen and their assistants is one of the most important matters connected with the work of establishing the maximum amount of safety in his mine. Everyone connected with the mining industry must be made to realize that there is to be no back-sliding and no let-up in safety work; that no matter how dry and tedious the routine may seem it is absolutely essential and justi- fied for both humanitarian and economical reasons. Efficient safety effort pays dividends in actual cash to both employer and employee. About 50 per cent of underground accidents in coal mines take place at the working face where the miners dig and load the coal. Approximately 17 per cent of coal-mine fatal accidents are the result of underground haulage. The order of identification and in same cases the magnitude of the elastic constants of an anisotropic material depends on the orientation of the cartesian coordinate axes with respect to a set of reference coordinate axes within the material; thus confusion will result unless standard orientations are used. In this paper the relationship between the cause (the internal fabric) and the effect (the elastic properties in this case) is discussed for single crystals and for polycrystalline and amorphous materials. While reference axes based on the cause are used in the IRE (Institute of Radio Engineers) standard for piezoelectric crystals) it is shown that a reference coordinate system that would be suitable and practical for all anisotropic polycrystalline and amorphous materials must be based directly on a three-dimensional expression of the effect. The conventions offered are similar to the IRE standards for piezoelectric crystals) but use the elastic coordinates of the wave surface which can be quite readily established experimentally as the reference coordinates.

This report describes magnetic field measurements in the Helvetia Coal Co. Lucene #8 Mine for purposes of deriving a mapping of the magnetic field strength covering the major haulageways which contain conductors. The measurements were performed by Terry S. Cory, P.E. under U.S. Bureau of Mines purchase order P0372716. Assisting in performance of the measurements were personnel from the Bureau of Mines, PMSRC, and Helvetia Coal Co. Acknowledgement is given to Engineer Tom Strong of Helvetia Coal Co. who accompanied the measurement team and who lended support in performing the measurements and in supplying valuable engineering information for use in evaluation of the results. The results of the testing at medium frequency show that coverage of the entire mine area containing conductors can be achieved employing wireless radio techniques whereby radio signals are coupled into and are carried by these conductors. These results confirm earlier qualitative testing of the Collins Mine Wireless Radios in this mine. These results, performed over the frequency range 71-2890 KHz, illustrate the effect of frequency on the radio propagation with the conclusion that the best overall coverage is obtained at frequencies approximating 1000 KHz. This report presents all the raw data and the reduced data in the form of magnetic field strength contour maps. Sufficient information is provided to enable independent reduction of the data. A summary of observations which can be made directly from the contour maps is given.

To devise an economical, environmentally acceptable method for recycling scrap lead-acid batteries. Approach A combination electrorefining-electrowinning method for recycling lead metal and sludge from scrap batteries was devised which produces a 99.99 + percent pure lead product and eliminates the lead and sulfur oxide emissions that are the normal by-products of high-temperature smelting processes. How the Method Works Lead metal grids and lugs are separated from the battery sludge by washing and screening, and are melted and cast into anodes for electrorefining by the Betts process. The electrolyte used is fluosilicic acid, a large volume waste product generated during the production of phosphate fertilizer. During the electrorefining process, impurities in the anode are trapped and held in an adherent slime blanket on the surface as the anode dissolves while pure metallic lead is deposited on a lead cathode. The major problem in the past has been to recover the lead from the battery sludge which consists of approximately 60 percent lead sulfate, 21 percent lead, and 19 per-cent lead dioxide. The National Institute for Occupational Safety and Health (NIOSH), as part of its continuing research program for evaluating coal dust explosion hazards, has investigated several areas in which current practices may need to be updated in order to adequately protect mines against coal dust propagated explosions. In the United States, current rock dusting requirements remained largely unchanged since 1969. US Title 30 Code of Federal Regulations Section 75.403 is based on a coal dust particle size survey performed in the 1920s and later was supplemented by full-scale testing of the rock dust ability to inert a coal dust explosion. NIOSH recently conducted a comprehensive survey of US underground coal mines to determine the range of coal particle sizes found in dust samples collected from the mine entries. Due to advancements in technology and modern coal mining techniques, the current coal dust particles in intake airways are significantly finer than those found in the mines in the 1920s. According to past full-scale dust explosion test results, the current rock dusting practices used in today?s mines to inert a coal dust explosion may not be adequate. Other closely related issues such as rock dust testing methods and sampling procedures are discussed.

Develop technology for preparing thick corrosion-resistant coatings and electroforms of iron-chromium-nickel alloys. Approach To reduce the United States' dependence upon foreign sources for supplies of strategic and critical metals such as chromium, cobalt, and nickel, new technology must be devised to conserve these valuable commodities. One approach being investigated by the Bureau of Mines is the use of a modified-aqueous-electrodeposition method to prepare thick (-25 µm), complex alloy coatings (e.g., stainless steel composition) with properties similar to the commercial alloys. An alloy coating on a low-alloy steel or carbon steel substrate would require significantly less strategic and critical metals than those contained in an equivalent mass of the commercial alloy. Coatings applied to appropriate mandrel materials make possible the preparation of intricately-shaped alloy electroforms (near-net-shape parts). As a result, the loss of valuable metals associated with machining finished products would be minimized.

This paper discusses human judgment and decision-making under stress. The authors review selected recent literature across various disciplines and suggest a definition of stress within the context of decision-making during the management of emergencies. They also discuss fieldwork by the Pittsburgh Research Laboratory, NIOSH, which explores traumatic incident stress, the relationship between previous training and performance under stressful conditions, and human behavior in underground mine fires. The authors assert that stress is one of the factors that decision-makers must contend with in most life-or-death situations. They suggest that a better understanding of individual's judgment and decision-making activities while under stress would yield a better understanding of how people reach the choices they make in emergencies. This enhanced understanding would be of enormous value to emergency managers, researchers, and policymakers.

The objective of this study was to evaluate the circumstances leading to fall from equipment injuries in the mining industry. Method: The 2006 and 2007 Mine Safety and Health Administration annual injury databases were utilized for this study whereby the injury narrative, nature of injury, body part injured, mine type, age at injury, and days lost were evaluated for each injury. Results: The majority of injuries occurred at surface mining facilities (~60%) with fractures and sprains/strains being the most common injuries occurring to the major joints of the body. Nearly 50% of injuries occurred during ingress/egress, predominately during egress, and approximately 25% of injuries occurred during maintenance tasks. The majority of injuries occurred in relation to large trucks, wheel loaders, dozers, and conveyors/belts. The severity of injury was independent of age and the median days lost was seven days; however, there was a large range in severity. Impact on industry: From the data obtained in this study, several different research areas have been identified for future work, which include balance and stability control when descending ladders and equipment design for maintenance tasks.
