U.S. Bureau of Mines investigation; identified no mineral resources or evidence of mining activity in the Sheep Divide RARE II area. A deposit 10 mi (16 km) southwest of the area contains copper and silver minerals in the Triassic Wild Sheep Creek Formation which probably underlies basalt lava flows covering the study area. Abundant basalt in the area can be crushed and used as aggregate, but suitable deposits closer to markets are widely available No sand, gravel, coal, oil, gas, or geothermal resource, were Identified. INTRODUCTION Location and Access The Sheep Divide RARE II area [10 mi (16 km) west of the Snake River] encompasses 7,100 acres (2,800 ha) of the Hells Canyon National Recreation Area in the Wallowa-Whitman National Forest. Enterprise, Oregon, is located 23 air mi (37 (m) west of the area. Peripheral access is provided by the highway from Joseph to the community of Imnaha, Oregon, then south to the study area by the graveled Upper Imnaha Road (fig. 1).

Electronegativities of the rare-earth elements were calculated from heats of formation. The values obtained from different compounds varied widely. The postulates of Pauling's electronegativity theory were interpreted for bonds that are primarily ionic; the study showed that many compounds obey rules of the form expected. Revised electronegativity values are given for the more electropositive elements, including the rare-earth metals (which are near magnesium in electronegativity). Estimates of un-known heats of formation are made from electronegativities and are compared with other estimates. INTRODUCTION Calculation of the electronegativities of the rare-earth elements is interesting to show how these metals stand relative to the other metals and to each other, and also possibly to systematize the thermochemical data on them.

APPENDIX B - DEVELOPMENT OF FOAM-CONCRETE SLURRY MINE SEALANT 1. Introduction This appendix describes the results of an experimental development and laboratory evaluation of foam-concrete as a rapid setting, lightweight, self-supporting mine sealant material. Foam concrete, otherwise known as Aerated Concrete, is a form of lightweight concrete whose structure consists of air bubbles held together by a hardened cement mortar. Its principal applications are found in roofing, insulation, shock absorbing, and backfill. The air bubbles in foam concrete are formed either by chemical reaction in the wet, placed mortar, or by introducing a stable foam into the mortar during mixing. The mortar is usually a cement slurry with fine sand or fly ash as filler. Our attention focused on preformed foam concrete, since this is most adaptable to field applications. Equipment is available,* which simultaneously mixes and pumps a slurry of foam concrete. Such a slurry can be produced at a rate of up to 50 yards/hr and has been pumped in a 2-inch-diameter hose 1000-feet horizontally and 250 feet vertically up without significant bubble deterioration. During the summer of 1973 we were asked to perform a theoretical investigation of the propagation of low frequency (LF) radio waves down deep (10,000 feet) hoistshafts* for the case where the hoist cable ("rope") is the only metal conductor present. Propagation is by means of the TEM coaxial mode of transmission in which the hoist cable serves as the inner conductor and the surrounding rock acts as the outer conductor. Since the rock is a relatively poor electrical conductor the current in the outer conductor of the coaxial line is not confined to a very thin surface layer as in a metal coaxial cable, but spreads radially to a distance that is generally many times the shaft diameter. This feature of the wave propagation requires a more sophisticated theoretical treatment than the approximate skin-depth theory that is adequate for metal coaxial lines. In this Part we treat the hoist shaft wave propagation loss, characteristic impedance, and the field current distributions in the surrounding rock medium. We also show that the large penetration of the wave into the rock outer conductor does not present a difficult problem with regard to coupling the transmitter or receiver to the transmission line with a minimum of insertion loss, but that the large impedance mismatch caused by the capacitance termination between the cage and shaft wall may well be the most significant contribution to overall system loss. Inductive coupling and impedance matching to the hoist rope/shaft transmission line are also treated briefly. Preliminary results indicate that a broad minimum in overall system loss should occur between 100 kHz and 1 MHz, possibly centered around 300 kHz. Further work is needed to better quantify this signal loss behavior, compare it with hoist shaft electromagnetic noise spectral data recently acquired by NBS, and identify the most favorable operating frequencies.

This Bureau of Mines publication describes the hardware system and software package for the semiautomatic acquisition and automatic processing of high-resolution mass spectrographic plates. The semiautomatic data acquisition allows a tenfold saving of time compared with manual data acquisition. Automatic processing of the high-resolution data to yield exact masses, intensity, and the corresponding empirical formulas is accomplished by efficient programming on a small, inexpensive, programmable calculator system.

Reduce rockfall fatalities and injuries by using innovative blasting practices to reduce damage to the rock at the excavation limits with little or no increase in cost. The Problem Falls of highwall have been a leading cause of fatalities, injuries, and equipment damage in the surface mining industry. Although the number of highwall falls is not great, when such an incident does occur it is about 14 times more likely to be fatal or result in severe injury and damage to equipment than other types of surface mine accidents. Overbreak or damage to the rock from poor or improper blasting practices is a major factor contributing to rock falls. Presplitting or cushion blasting is the technique most often recommended for improved wall control. This type of blasting however, adds to drilling and blasting costs and is not universally accepted by the industry. Air gap presplitting techniques, also called air decks, are currently being used in some mines as a less costly alternative to conventional presplitting. Approach Blasting can cause highwall damage, but proper blasting techniques have been shown to reduce the magnitude of rockfall problems. In preventing rock falls, it is important to maintain the natural strength of the rock structure to the greatest extent possible. Improved blasting practices have three main advantages: 1) they are preventive rather than corrective in nature; 2) they are cost effective; and 3) they have a very low impact on the mining operation when properly implemented. New ways of evaluating highwall integrity, such as seismic refraction tomography, were investigated.

SUMMARY The objective of this program was to develop a system to extinguish coal mine fires by remote sealing of the underground passageways. The system developed had to be versatile enough to function under a wide range of operating conditions, including large variations in passageway geometry, depth of mine, water conditions, both in the mine and at the surface, and rubble in the mine passage. The system developed had to include instrumentation for the remote probing of the passageway prior to sealing, a system for sealing the mine passages, and instrumentation for remote monitoring of the quality of the seal during and after construction. These objectives were successfully achieved during this program. The remote mine sealing capability of the system was satisfactc rely demonstrated in a field test conducted at the Eastern Associated Coal Corporation Federal No. 1 Mine in Grant Town, West Virginia. The remote sealing consists of: (1) A sonar initial probing system which can operate satisfactorily even in the presence of dense smoke. The system is capable of determining both the local passageway geometry, identifying the presence of cribs and other obstructions, and the position of the borehole in the mine passage. (2) A mine sealing material system which utilizes fly ash for making the complete seal or as a bulk filler in conjunction with a urethane, froth foam, seal topping system. The choice of using fly ash alone or fly ash with foam topping depends on a number of factors, such as quality of seal desired, time available per seal, depth of borehole, passageway geometry, and water holding require¬ment. The impact of mining activities on the economy in both 1983 and 1984 was minimal. The most recent available data on the gross domestic product (GDP) indicated a level of $1.6 billion in 1983.2 The estimated value for the production of cement, aragonite, and salt was about $17 million in that year, down from the estimated $20 million in 1982. No data are available on the economic impact of the large petroleum refinery at Freeport on Grand Bahama Island, but it represents the major mineral-related activity. Cement production remained at only a fraction of the 800,000 tons per year of plant capacity. The offshore search for hydrocarbons continued in 1984, and some companies were about to enter the third year of seismic and geological surveying around Andros and Grand Bahamas Islands. Getty Oil (Bahamas) Co. Inc.; Breoco Ltd., a subsidiary of REO Development Corp. of Tulsa, Oklahoma; and Natomas Petroleum (Bahamas) Ltd. were the first companies to be awarded exploration licenses. These companies were committed to drilling at least one well before the end of the third exploration year. Other companies actively engaged in exploration included Exxon Corp., Atlantic Richfield Co. (ARCO), Chevron Oil Bahamas Ltd., and Esso Oil Bahamas Ltd. Geophysical Services Inc. (GSI) of Dallas, Texas, and Petroleum Services (Bahamas) Ltd. of Englewood, Colorado, ran another seismic survey line during 1984. This 1,533-mile line was in the Great Bahama Bank and Cay Sal Bank areas off the southeast Florida coast, and tied in with a 4,530-mile program GSI ran in 1981-82. These surveys were nonexclusive and publicly available through GSI.

Electric discharge ignition has been reinvestigated in a modified Hartmann apparatus for lycopodium powder with air. Minimum stored energy to ignite air dispersions of lycopodium was 25 to 30 mj; ignition occurred with 1 gram of lycopodium dispersed into the 2.7-liter vessel. Ignition energy was measured as a function of the weight of powder used, although some reservations are expressed concerning the uniformity of the lycopodium-air mixtures. In particular, wall layers of lycopodium, remaining after dispersal of 1 gram of lycopodium, were as easily ignitable as the most easily ignited air dispersion. Thus, an unanswered question has arisen concerning the role of surface coatings in the flammability of all marginally ignitable mixtures.

Injury experience in the mineral mining and processing industries during 1968 was slightly improved in the nonfatal-injury record but worse in the fatality record. The resulting frequency rate of all injuries was slightly better, whereas the injury-severity rate retrogressed appreciably from the figure for 1967. Overall operating activity, as measured by man-hours of worktime, was slightly higher in 1968. However, there were several major segments of the mineral industries in which activity was lower owing to reduced demand for mineral products and to several major work stoppages. These statistics comprise the injury and work experience of all personnel engaged in production, exploration, development, maintenance, repair, and force-account construction work, including supervisory and technical personnel, and working partners and owners at mineral-producing and mineral-processing establishments in the United States. Data concerning officeworkers are excluded except for the oil and gas industry for which such information is not separable. All injury rates and totals are calculated from data before rounding. The data for 1968 are preliminary except for the anthracite, coke, petroleum and natural gas, native asphalt, peat, and slag industries, which are final. The figures represent full coverage for all industries except oil and gas for which coverage is not complete, particularly with respect to small companies.

Approach Nonmagnetic materials of different densities are rapidly float/sink separated by an augmented lifting force produced In a magnetic fluid (liquid) by the effect of an external magnetic field. The magnetic fluid is a colloidal suspension of magnetite In kerosene, prepared by a low-cost process. How It Works Separation is accomplished in an open trough filled with magnetic fluid. A magnetic field is established in the fluid, by energizing an electromagnet having poles on each side of the trough. Due to the design of the magnet poles and air gaps, the magnetic field is strongest at the bottom, about 10,000 oersteds, and uniformly decreases in strength to about 2,000 oersteds at the top of the fluid. Therefore, the magnetic field gradient increases with depth. The magnetic force attracts the entire separation medium (magnetic fluid) creating a reaction force of equal magnitude and acting in the opposite direction. This reaction created within a magnetic fluid/magnetic field combination is called a magnetic levitation force. It increases with the field strength. In this case because the magnetic field is strongest at the bottom of the trough, the magnetic levitation force will quickly float lighter material while heavier material sinks.

Problem: An average of three workers a year are killed in surface mining operations when a piece of haulage equipment collides with another smaller vehicle or a worker on foot. Another three workers are killed each year when haulage equipment backs over the edge of a dump point or stockpile. Devices to monitor the blind areas of mining equipment are needed to provide a warning to operators when a vehicle, person, or change in terrain is near the equipment. Method: A proximity warning system (PWS) based on the global positioning system (GPS) and peer-to-peer communication has been developed to prevent collisions between mining equipment, small vehicles, and stationary structures. Results: A final system was demonstrated using one off-highway haul truck, three smaller vehicles, and various stationary structures at a surface mining operation. The system successfully displayed the location of nearby vehicles and stationary structures and provided visual and audible warnings to the equipment operator when they were within a preset distance. Summary: Many surface mining operations already use GPS technology on their mobile equipment for tracking and dispatch. Our tests have shown that it is feasible to add proximity warning to these existing systems as a safety feature. Larger scale and long-term tests are needed to prove the technology adequately. Impact on Industry: A PWSs that incorporates a combination of technologies could significantly reduce accidents that involve collisions or driving over an edge at surface mining operations.

Reduce well construction and operation costs associated with in situ leach mining while increasing mineral recovery. Approach To accommodate the size of centrifugal pumps presently in use, in situ leaching production wells are typically drilled to 6 inches in diameter, while monitor wells are drilled to measure 4 inches in diameter. However, in order to reduce the cost of drilling these larger diameter wells and to increase recovery, the Bureau has developed jet pumps which have smaller diameters than centrifugal pumps of the same capacity. This allows both production and monitor wells to be drilled smaller. Bureau estimates indicate that the cost of drilling a 3-inch-diameter production well at in situ leaching operations would be about 35 percent less than the cost of a 6-inch well. Similarly, the cost of drilling a 2-inch-diameter monitor well would be about 26 percent less than the cost of a 4-inch well. Such significant savings in the cost of drilling these wells would effect a substantial reduction in total capital cost. Use of the new jet pumps can also increase the percentage of recovery because less costly wells allow closer well spacings, improving the distribution of the leach solution. How the System Works After the borehole is cased, the new small-diameter jet pump, along with piping and accessories, is installed and connected to a centrifugal pumping unit on the surface. High-pressure water from the surface pump is forced through a nozzle into the venturi of the jet type pump injector. This jet action lifts the leach and mineral-bearing solution to the surface.

The Gates of the Mountains Wilderness study area is underlain by intrusive and sedimentary rocks, mainly limestone. No limestone has been produced from the study area; suitable material is more readily available elsewhere. Small amounts of gold, sapphires, and corundum were produced from a placer deposit along the banks of the Missouri River. The remaining gravel contains low mineral values. Other alluvial deposits along the Missouri River and Beaver Creek contain no identified economic resources other than sand and gravel. Some deposits could provide suitable construction material for local use.

Develop an alternative to water bath exhaust conditioners (water scrubbers) for permissible diesel equipment used in gassy mines. Background Water scrubbers are a safety device used on diesel-powered vehicles in gassy mines. Exhaust from the engine passes through the scrubber, where it is cooled, and any flames or sparks present in the exhaust are extinguished. This prevents the ignition of combustible mine dust or methane that may be present. Unfortunately, water scrubbers consume large amounts of water and require frequent maintenance. Approach Methods that do not require water replenishment and frequent maintenance were investigated. The dry exhaust conditioning system was selected for investigation because no water is consumed and existing heat exchanger technology can be adapted to underground mine vehicles. In accordance with U.S. Mine Safety and Health Administration (MSHA) requirements, the system was designed to cool exhaust and trap flames and sparks. The U.S. Bureau of Mines (USBM) developed and evaluated a system for large engines and evaluated a second system for smaller engines. Both systems were evaluated on an engine test bed; if warranted, the system was then tested underground.

Reliably detect fires by sensing sub-micrometer-sized particles released into the air by smoldering or burning materials. Approach An extremely sensitive, ionization-type fire detector has been built that continuously draws air samples through its ionizing field and collects the ionized smoke particles downstream, thereby generating a proportional electrical output signal. (An offshoot instrument measures the size distribution and number of sub-micrometer particles in air.) How It Works Mine air to be monitored is drawn through the instrument assembly by a small pump. A pre-filter and cyclone remove dust particles and other particles larger than 0.6 micrometer diameter. The air and remaining aerosol-sized particles flow through a gastight tube which contains the detector. See diagram. Smoke and other sub-micrometer-size particles moving Into the detector, pass through an Ionizing field, and are struck by alpha particles released from radioactive source located on the axis of the tube, The alpha particles move radially outward until they strike smoke particles or molecules of air or water. When struck, a smoke particle or molecule loses an electron and becomes positively ionized.
