The U.S. Bureau of Mines characterized Hg-containing wastes and used a thermal-desorption process to remove and recover the contained Hg. The wastes were generated by an electrical-parts plant engaged in the assembly of Hg-containing switches and contained phenolic resins and paper insulating materials mixed with soil. The average Hg content was 396 ppm. Numerous characterization tests showed the Hg was tightly absorbed and could not be removed or concentrated by leaching or gravity separation techniques. Laboratory retort tests showed the Hg content reduced to < 16 ppm in 2 h at 400 °C; rotary-kiln, thermal-desorption tests required 4 h at 450 °C. Airflow through the retort im¬proved thermal-desorption efficiency, but vacuum operation only slightly reduced the temperature needed for thermal desorption. Offgases from decomposition of organic materials were burned in a high-temperature afterburner and subsequently cooled in a heat exchanger to condense water vapor. Finally, the Hg vapor was condensed and absorbed from the offgas by activated charcoal. Mercury recovery was over 99.99 pct of the desorbed Hg. Thermal-desorption processes have had wide application to many Hg-containing wastes, and historical experience in Hg mining has demonstrated its potential cost effectiveness.

"In at least three out of every four working faces in metal mines there is no attempt made to cause air circulation other than by use of compressed air, and in at least nine cases out of ten the compressed air is released merely by opening, or partly opening, the valve and allowing the compressed air to escape through open air hose used to convey the compressed air to the drilling machines. Usually no blowers are in use during periods of drilling, as the exhaust from the drill provides cool, comparatively fresh air for the driller; however, in some instances, the compressed-air line is provided with a tea connection, which permits taking air for the drill from one side of the tee, and air for ventilation through a separate hose used as a blower, simultaneously with drilling.Table 1 contains temperature and humidity data as to compressed-air blowers from open end of air hose at 36 working places in eleven metal mines of four States, embracing the mining of gold, silver, copper, lead and zinc ores, and at horizons ranging from 500 feet below the surface to as low as 4900 feet.It is noticed that the ordinary air surrounding the worker at the face gives an average wet bulb temperature of 81.7° F. for the 36 working faces, with 84.7° F. dry bulb and 87.2 per cent relative humidity. The average wet bulb tem¬perature of 36 readings at these working faces of compressed air at the end of the,hose as the air issues from the hose was 67.4° F., or 14.3 degrees lower than the average wet bulb readings of the air of the working places; however, the average dry bulb temperature of the 36 readings of compressed air as it issued from the end of the hose was 79.7° F., or only 5 degrees less than that of the general air (84.7°); the relative humidity was 51.1 per cent as against 87.2 per cent for the surrounding air. Readings were taken in five raises, seven crosscuts, ten drifts and 14 stopes.It will be noted that the velocity or movement of the general atmosphere at each of the entire 36 working faces, was found to be practically imperceptible; this might readily be inferred since compressed air is rarely used on blowers if there is adequate circulation of the general air of the place. Where rook temperatures could be obtained readily, they are shown; it is noticeable that the dry bulb temperature of the air of the working place varies little from the rock temperature, and that the dry bulb temperature of the compressed air as it issues from end of air hose varies only a few degrees from the temperature of the surrounding rock; in some instances the dry bulb temperature of the compressed air as it issued from the end of the air hose was higher than the rock temperature or the dry bulb temperature of the surrounding air."

The U.S. Bureau of Mines operated a 2,000-g (4.4-lb) batch process development unit for recovering platinum-group metals (PGM) from automobile catalysts. Virgin monolith, used pellet, and used monolith catalyst samples were tested. Leaching twice with 1-pct sodium cyanide (NaCN) solution at 1600 C for 1 h dissolved more than 95 pct of the PGM from virgin catalysts and more than 90 pct from used pellet catalysts. More than 85 pct of the PGM was dissolved from used monolith catalysts when a third autoclave step was added. Solid PGM concentrates containing more than 99.8 pct of the dissolved PGM and analyzing greater than 70 pct PGM were recovered by heating the pregnant leach solutions from virgin catalysts to 2500 C and used catalyst to 2750 C for 1 h. The solution after heating contained less than 0.2 ppm. total cyanide. The virgin residues passed the EPA Extraction Procedure Toxicity Test (EP Tox Test), the EPA Toxicity Characteristic Leaching Procedure (TCLP), and the California Waste Extraction Test (WET) for all elements except Ba. Adding sodium sulfate (Na2S04) to the virgin leach residues reduced the amount of Ba dissolved to an acceptable level. The used leach residues passed the EP Tox Test for all elements but failed the WET and TCLP for Pb.

The prevention of accidents to children from blasting cans is of vital importance not only to everyone using commercial explosives but to the country at large. The manufacturers of explosives have realized this danger for years and have attempted to publicize the hazards of allowing blasting caps to fall into the hands of children. Unfortunately, many of tie users of explosives have failed to realize the danger or have ignored their responsibilities in the matter. Investigations of accidents to children from blasting caps (and scores of them occur annually) reveal that most of them are caused by blasting caps picked up or made easily accessible to the victims. The children who are blinded, maimed for life, or killed are in large part the innocent victims of the carelessness, thoughtlessness, or negligence of their elders, by whom blasting caps are left lying about, carried in the pockets, dropped or lost around blasting operations, stored away and forgotten, or left in places where trey can be found or are accessible to children. Many such accidents occur to children under 12 years of age, when they are still curious or inquisitive. One of the first reactions of a child upon finding a blasting cap is to investigate and "see" how it is made or how it "works." A blasting cap in itself, with one end open, invites a child to poke it with a nail, piece of wire, or some other object to see what is inside; or he may attempt to break it open with a rock or hammer. A lighted match could be thrust into the open end, and there are numerous other approaches, may of which can result in serious accidents.

Among its investigations into the prevention of waste in production and use of oil and gas, the Bureau of dines has made considerable study of the efficient utilization of gasoline and by-product distillates in motors, this being done chiefly by measuring and analyzing the exhaust gases therefrom. A number of reports3 of a highly practical nature have been published and are available on this subject. The results of these tests have shown that the average motor vehicle wastes approximately 30 per cent of the heat value of the fuel used, as incomplete combustion products - carbon monoxide, hydrogen, and methane, These unnecessary large heat losses are mainly due to improper carburetor adjustment, and by proper¬ly adjusting the carburetors for maximum power and efficiency a large part of this heat loss can be eliminated. This in turn results in an increased mileage per gallon of fuel used.4

In 1942 the Explosives Division investigated electrostatic hazards associated with the manufacture, storage, and use of explosives. A report was issued in 19454/ presenting the data on the spark sensitivities of explosives. In 1948, the apparatus was redesigned and rebuilt to make the routine testing of explosives safer and more convenient. The rebuilt apparatus is described in this re-issue of the former report. Included are details of construction and a list of parts. PRINCIPLES OF METHOD In normal procedures without special precautions, it is possible for static charges to be accumulated on individuals or on ungrounded equipment or structures.5/ Static charges may be produced in many ways, but they are most commonly produced by rubbing or successive contact and separation of unlike surfaces, at least one of which is usually an insulator.

This report documents the status of a laser-based underground guidance system for tracking and controlling the movements of underground mobile mining equipment. This research is part of a multiple project effort at the U.S. Bureau of Mines to increase mine safety and efficiency by developing technology for computer-assisted mining. Guidance systems, which can track and control the movements of underground mining equipment, are essential during computer-assisted mining operations. A continuous mining machine at the Bureau&apos;s surface test facility served as the test-bed for initial development and experimentation of this guidance system. Subsequently, a continuous mining machine in an underground mine served as the platform for in-mine experimentation. The first section of this report includes details of the laser sensors, communication network, and computer hardware. The next section includes experimental results, which show the system capable of accurately tracking and controlling the tram maneuvers of a continuous miner underground. The final section discusses conclusions and recommendations.

This summary of State laws on explosives wag compiled primarily to ascertain what subjects relating to their control have been acted upon by each State legislature and, in general, how they have been treated. It does not Include any legislation passed after 1942, or any proclamations, regulations, or administrative orders. It does not purport or attempt to be authoritative. If any problem arises involving interpretation of the statutes of any particular State, the original source must be consulted for the exact words used by the legislature. This summary, however, will be useful in determining whether relevant statutes exist, and in locating them quickly, with a minimum of effort. It will be of value also in comparing statutes in other States to determine what construction has been placed upon them by the courts of these jurisdictions or to contrast the varying provisions of many States upon a similar subject. To make these comparisons easier, the statutory provisions for each State have been grouped under several major topics in outline form. Although this sometimes has resulted in disruption of the continuity of individual acts, the increased general clarity and availability of comparable sections have more than justified the procedure followed.

The behavioral accident simulator (BAS) is a computer program that can be used to simulate accident situations. It demonstrates how the potential to have an accident grows or diminishes as a result of changes in various environmental, organizational, and behavioral factors. It calculates the number of fatalities that may result from various conditions and graphically displays these data. The BAS is useful for studying systems of accident causes, for demonstrating the various ways to diminish fatalities, and for training employees. This Bureau of Mines report provides the detailed instructions needed to use the BAS.

Clay veins found in coal mines have caused numerous injuries and fatalities. These structures plague all phases of mining, including entry development, pillar recovery, and panel extraction. Clay veins also increase production costs and may disrupt or halt mining. These detrimental aspects have prompted the Bureau of Mines to investigate the physical characteristics of and roof instability problems associated with clay veins. This was accomplished by observing and mapping clay veins in surface and underground mines. The occurrence and origins of clay veins were also investigated to determine predictive capabilities. The investigators found that clay veins normally occur in more stable, less rapidly subsiding coal basins. Clay veins result when tensile stresses develop fissures which are later infilled. These fissures can be propagated by compactional processes and/or tectonic stresses active during and subsequent to coalification. The Bureau also found that associated faults, fractures, and slicken-side planes commonly parallel clay veins and disrupt the lateral continuity of the immediate and, sometimes, main roof. When clay veins parallel or subparallel the direction of face advance, the roof is segmented into cantilever beams, causing unstable conditions. Consequently, the strata on either side of the clay veins should be bolted and strapped together to form a beam.

The handbook is based on research at three underground metal/nonmetal mines having cross-sectional areas of 900 to 2,000 ft2.

Preliminary results of an in situ oil shale retorting experiment conducted by the Bureau of Mines in a shallow bed of Green River oil shale at Rock Springs, Sweetwater County, Wyo., are described. Eleven wells were drilled into a 20-ft-thick section of the shale lying between 68 and 88 It deep, and attempts were made to connect the wells through the shale with a fracture system created by application of high-voltage electricity (electro-linking), hydraulic fracturing, and explosive fracturing. Ignition of the shale through the central well was easily achieved with a propane burner, and shale oil began to collect in three wells within 3 hours. Propane injection was discontinued after 7 days, and combustion continues, although attempts to control the direction of the combustion front have been unsuccessful. Production rates as high as 4 ½ barrels of nil per day have been recorded, but too little is known about underground conditions to permit an estimate of recovery efficiency at this time.

This report is a comprehensive summary of the results of the propagation measurements program conducted for the US Bureau of Mines under Contract H0366028. Data was gathered in the MF frequency range from a cross sample of six mines representative of the industry having typical wireless requirements. From the raw data which was gathered, a logical method of data reduction is presented which culminates in a set of average attenuation characteristics for all mines visited. These characteristics define a typical MF wireless system when the communication range requirements are known. Direct through-the-earth propagation and the range enhancement mechanism due to coupling on and off conductors are evaluated and related to the planning of a typical wireless MF communications system.

Methane-drainage holes must be completely filled by grout before mining to prevent the emission of large quantities of gas during mine-through, which would constitute an explosion hazard. In November 1980, seven horizontal holes at the multipurpose borehole, a small-diameter shaft drilled as a Bureau of Mines coalbed methane-drainage installation on the property of the Federal No. 2 Mine, Monongalia County, WV, were plugged using a sodium silicate gel grout. This report de- scribes the grout mix and the use of the grout at the multipurpose borehole, and discusses the results observed upon mine-through of the holes in early 1981. Cost data for the sodium silicate grout are also presented.

The Bureau of Mines investigated the White Mountain mercury deposit, in the Kuskokwim River Basin, to better determine the extent of mercury mineralization and to encourage its development by private industry. A program of diamond drilling, augering, bulldozer trenching, and sampling was carried on during four field seasons, from 1960 to 1963, inclusive. Significant amounts of cinnabar, with only trace amounts of arsenic and antimony, occur in dolomite over an area about 4,000 feet long and 1,500 feet wide. The deposit differs from other mercury deposits in the Kuskokwim River Basin by the absence of silica-carbonate and rhyolite intrusives. Small-scale mining was started in 1963 as the result of Bureau investigation and continued during the summers of 1964 and 1965. The investigations indicate that open pit mining might be the most feasible method of working this deposit.

Before the World War the use of zirconium and its compounds was largely experimental and confined almost wholly to Germany and Austria . Occasionally small lots of zirconium ore had been produced in the United States ( 1,000 pounds in 1869 , 26 tons in 1883 , and 3,000 pounds in 1903 ) and used (with monazite ) in the manufacture of various lighting devices , especially incandescent gas mantles ; but it was not until 1906 that the discovery of the natural zirconium oxide in large quantities near Sao Paulo , Brazil , first gave promise that a zirconium industry eventually might be developed . Edward Rietz , who worked the Brazilian deposits , interested German chemists in extending the use of zirconium , and by 1911 trade journals were listing German firms as manufacturers of compounds or products derived therefrom . For a time zirconia was one of the various oxides used in the Nernst lamp . It was used also for crucibles and hearths as refractory material ; in the manufacture of chemical utensils ; in enamels ; in the place of bismuth subnitrate for defining Röntgenray pictures of the stomach ; as a pigment ; in medicine ; and in a number of other ways . The Germans were credited also with producing a remarkable zirconium steel , which , it was claimed , was much superior to other alloy steels . During the World War the United States Government investigated the possibilities of zirconium , as well as those of other steel -hardening elements , and a large automobile manufacturer actually purchased a substantial quantity of ore with the purpose of employing zirconium in automobile steels . Immediately after the armistice the Government ceased its investigations ; but despite the difficulties experienced by various investigators in reaching concordant results , interest in the use of zirconium as a steel -hardening agent , as well as in other uses of the element and its compounds , continued . In 1918 the Foote Mineral Co. , which had been interested in zirconium for several years , was exploiting the deposit in Brazil formerly worked by the Germans and was supplying zirconia in the form of ore , brick , and cement for refractory and other purposes . About the same time the Electro Metallurgical Co. , which before the entrance of the United States into the war was experimenting with zirconium alloys , supplied in tonnage quantities the demand for these alloys . In 1919 it was reported that American manufacturers , after several years of research, were producing in commercial quantities pure zirconium oxide , which was finding a place in the manufacture of small refractory articles , scorifying dishes , crucibles , tubes , and one- piece furnace linings . In 1920 the lowering of the price of zirconium metal powder ( because of improved metallurgical methods ) promised the production of the metal on a semicommercial scale . In 1924 the Titanium Alloy Manufacturing Co. introduced a new opacifying agent , " Opax , " made from zircon . A year or two later some of the large pottery manufacturers became interested in the use of zirconium oxide as an opacifying agent , the increased production of titanium pigments having resulted in the production of zirconium as a by-product at a price that could compete with tin oxide . In 1928 it was reported that the industrial use of zirconium oxide was increasing steadily in the manufacture of brick , crucibles , and other refractory products , such as high- temperature cements . Because of the danger to life and property in a coal mine if an oil or natural gas well should be accidentally intersected during mining operations, certain precautionary measures should be carried out prior to entering previously unmined areas. The locations of all wells both at the surface and at the depth of the coalbed should be accurately determined. The condition of the well should be learned from surface observations, and more importantly, from subsurface examination by geophysical logging devices where possible. It is also desirable to learn the physical properties of the hydrocarbon-bearing rock formation and the hydrocarbon fluids. The major hazard presented by oil or natural gas wells to mining operations is that of explosion and fire due to the rapid release of gas into the mine atmosphere. Wellbore pressure, the principal index of danger, should be determined by one or more of the methods described and by a service company such as those listed in the appendix. Because of high pressures involved and the consequent hazard, much emphasis has been placed on underground storage of natural gas in areas containing minable coalbeds. Maps are shown of the principal coal producing areas and the locations of currently active gas storage reservoirs. A checklist has been included of factors to be considered when mining coal in an area where oil or gas wells exist.

This report describes the exploration and recent utilization studies the Bureau of Mines conducted on the Iron King, Chambers, and Dry Camp chromite deposits in the John Day district, Grant County, Oreg. The field investigations were undertaken during parts of 1939 and 1942 to determine the tonnage and grade of chromite in the district that could be utilized as a war reserve for the steel industry. As a result of the Bureau&apos;s field work, which included construction of 9 miles of access road, 6,204 feet of diamond drilling, 195 channel samples, and 1,020 linear feet of trenching, an ore reserve of 208,000 tons of 22-percent chromic oxide was indicated in the 3 deposits. Less than 1,000 tons of this ore has been mined since the field work was completed because the 2 largest deposits are submarginal in grade and there is as yet no incentive to develop and mine the ore. Since the war, however, the Bureau has been seeking means of utilizing the ore. Two methods of utilization that show promise are direct smelting of the ore in an electric furnace and use of the chromite for making refractory brick.

This report is the result of a series of coal-cleaning tests using a dense-medium cone-type washer. Detailed results are given for 2 tests using a magnetite medium and 4 tests using a pulverized-refuse medium. Approximately 120 float-and-sink tests and over 500 separate chemical analyses were made in conjunction with these tests. In these tests higher recovery efficiencies and sharper separations were obtained when using a magnetite medium, especially on coal sizes below one-half inch. When sizes above 1 inch at low specific gravities of separation are cleaned, the pulverized refuse medium compared favorably with the magnetite medium.
