In a Bureau of Mines supply evaluation, the known uranium resources in the United States are estimated to have a total recoverable uranium oxide (U3O8) content of 3,132,400 tons at prices up to $69.32 per pound. Only those resources were evaluated for which sufficient quantity data are available and process technology exists for recovering uranium. A total of 160,800 tons of U3O8 is available at $8 per pound from ore deposits presently mined and an additional 244,700 tons available at prices up to $30 per pound from similar but usually lower grade deposits. A total of 2,726,900 tons of U3O8 is available from four other resources: copper leach solutions, wet-process phosphoric acid, Florida phosphate rock Leached zone, and Chattanooga Shale. These resources contain from 30,000 tons of recoverable U30, at a price of $7.52 per pound as a byproduct of copper leach solutions to 2,557,300 tons at a price of $69.32 per pound from Chattanooga Shale.

The Bureau of Mines investigated alloys containing mischmetal (MM), cobalt, copper, magnesium, and iron for use in permanent magnets in place of the scarce samarium-cobalt alloys. The magnetic properties of MM-Co, MM-Co-Cu, MM-Co-Cu-Mg, and MM-Co-Cu-Fe-Mg alloys were evaluated. Magnets were fabricated by powder metallurgy consisting of arc-melting the metals, crushing and grinding the resultant alloys, alining and compacting the powder, and sintering the compacts. Magnetic values of MHc = 4.7 kOe, BHc = 4.07 kOe, Br = 6.81 kG, and (BH)max = 10.0 MGOe were obtained with a MM-Co alloy containing 36±0.5 wt-pct MM. By substituting copper and magnesium for part of the cobalt, the values for MHc and BHc were increased to 29.0 kOe and 5.89 kOe, respectively. This intrinsic coercivity value exceeded that of Sm-Co alloy obtained in our laboratory. The addition of iron to MM-Co-Cu-Mg alloys resulted in an increase of Br to 6.90 kG and (BH)max to 10.3 MGOe. Copper and magnesium contents of these alloys were optimized to obtain maximum values of MHc.

Laboratory metallurgical treatments of three high-iron bauxite ores from Arkansas were conducted to determine the relative effectiveness of experimental methods for recovering alumina and a commercially acceptable iron concentrate. The standard for evaluating recoveries from experimental processes was the Al2O3 recovery from Bayer digests of the crude ores; recoveries from digestion of the three ores were 74.1, 87.4, and 88.7 percent. Flotation, magnetic separation, or various combinations of digestion, calcination, and reduction-sintering, leaching, and magnetic separation of leach residues failed to produce Al2O3 recoveries as high as the standard. A high-iron-bearing fraction, containing between 68 and 78 percent of the total iron, was produced in a three-phase treatment involving a caustic, lime reduction-sinter of the crude ore, water extraction of Al2O3 from the sinter, and magnetic separation of the leach residue.

We have gathered here in Pittsburgh, at the Nineteenth Annual Safety Congress, in order to advance the cause of safety. Although my personal inter- est in this movement alone would have been sufficient to insure my presence here, specific duties have brought me to this congress in an official capacity. My responsibilities as the head of the United States Bureau of Mines, which makes the promotion of safety in the mining and allied industries one of its major activities, necessitate my attendance. My obligations as president of the Joseph A. Holmes Safety Association, an organization closely allied to the bureau and which has for one of its objects the public recognition and reward of outstanding achievements in safety, require that I be present at this time. This morning, my job is to present the Holmes safety certificate to the Lehigh Portland Cement Co. First I will remind you of the nature of this safety association, named in honor of the first director of the Bureau of Mines. After Mr. Holmes' death, in 1915, a number of influential organizations banded together to commemorate the name of this leader in the conservation of human life. In order that you may appreciate the significance of an award by the Joseph A. Holmes Safety Association, I shall read you the list of 24 national organizations which comprise its membership:

OD March 20, 1989, a meeting was held at the U.S. Bureau of Mines Pittsburgh Research Center at the request of Senator Pete V. Domenici of New Mexico. The purpose of the meeting was to engender a technical relationship between the National Laboratories and the minerals industry. During the meeting, the Director of the Bureau of Mines, T S Ary, suggested that since the Bureau is the focal point for mining research in the United States, it would be appropriate for the agency to act as the liaison between the National Laboratories and the minerals industry. As the first step in this process, the author was selected to perform a 6-month investigation to better define the proper role of the Bureau in this area. As part of the investigation, the mining and mineral-related technology available at 21 major U.S. Department of Energy (DOE) Research Laboratories was reviewed. It was assumed that the broad range of scientific and technical areas covered DOE research would provide fertile ground for mining-related technologies. It was hoped that the applicability of DOE research to this liaison effort would be indicative of Federal laboratories in general.

Objective To improve seats on mine shuttle cars with ergonomic design and by reducing shock impact transmitted through the mine vehicle seat to the vehicle operator. Background Operators of underground mobile equipment, particularly shuttle cars, are often exposed to significant levels of shock and whole-body vibration. Past studies have reported that as many as one-third of underground equipment operators could be exposed to adverse levels of shock and whole-body vibration. Moreover, seats on mining equipment, historically, are inadequate relative to the ergonomic needs of the equipment operator. In the extreme, amine vehicle seat has sometimes consisted of blocks of wood or a bent steel plate bolted to the machine frame. Also, the lack of sufficient vertical clearance in some underground mines is an impediment to providing adequate shock isolation systems on mine equipment seats. Approach The NIOSH Pittsburgh Research Center (PRC) is conducting research with viscoelastic foams to improve seats on mine shuttle cars. Viscoelastic foams were used in an ergonomically designed seat to reduce the amount of shock transmitted through the mine vehicle seat to the vehicle operator. Data on selected viscoelastic foams were analyzed from laboratory shock tests at PRC. Using information from the analysis, two ergonomic seats incorporating selected foam were constructed for in-mine testing on a shuttle car (Joy 21SC) in eastern Kentucky. The shuttle car operated in a 35-in-thick coal seam with an approximate mining height of 43 in. Operational data were recorded on the ergonomic and original seats. Further, the shuttle car operator was asked to compare these seats. Results When comparing the original seat (figure 1) with the ergonomic seat (figure 2), the shuttle car operator described the ergonomic seat as generally “much better” than the original seat. The operator explained. “It’s just easy to adjust. And it’s got the lower lumbar support. And the pad is thicker. It’s just much better all the way around.” He added, “It does support you more and [there is] less shock when you hit a hole...I liked the lower lumbar support. That’s where most of your shock is at, in your lower back.” The operational data supported the operator’s comments. In the full-load case, significant improvements in isolation were achieved(down to 15 Hz) with the ergonomic seat. Additional laboratory testing of seven viscoelastic foams was done to further improve the level of isolation from shock and better characterize the material properties of each foam. Data from this testing were used in an analytical model of the seat pan isolation system. Results showed that two of the viscoelastic foams, SUN-MATE EXTRA-SOFT and PUDGEE, gave the most effective shock isolation of the seven materials tested. A composite of EXTRA-SOFT and PUDGEE foams improved the isolation characteristics of the seat pan to approximately 4 Hz. Similarly, EXTRA-SOFT by itself provided isolation to 5 Hz. These results will be validated with future in-mine measurements. Cooperative Research Opportunity NIOSH is seeking cooperators to assist in further research and development of this technology. This report presents the results of a study of mill tailings disposal practices and potential tailings dam stability problems. Recognizing the long period of time that would be required to develop the technology and practices necessary to significantly improve refuse disposal safety, the Bureau initiated this research effort as a first step in that development. Volume 1 includes a summary of conclusions and recommendations resulting from the overall research effort; discussions of disposal systems and methods, geology, seismicity, hydrology, and materials characteristics; evaluations of investigational techniques; discussions of usable interim generalized investigational, analytical and inspection procedures; discussion of general principles and presentation of a tailings technology manual outline; and discussion of needed future research am recommended programs.

The vaporization thermodynamics of the aluminum-silicon carbides Al4SiC4 and Al8SiC7 were studied by the Bureau of Mines over the temperature range of approximately 1,500 to 1,700 K. Vapor pressures were measured by a Knudsen effusion-mass spectrometry technique in which powdered samples were effused from graphite crucibles through small orifices. For each compound, a total of six orifice diameters was tested to verify equilibrium within the cell. Aluminum, mass number 27, was the only vapor species detected over the range 4 to 200 amu. Experimental results are based on the following equations for incongruent decomposition: A14SiC4(cr) - 4A1(g) + SiC(a,hex) + 3C(gr); Al8SiC7(cr) - 8A1(g) + SiC(a,hex) + 6C(gr). The observed vapor pressure-temperature relationships determined with a cell orifice area of 2.0 x 10-3 cm2 for Al4SiC4 and 1.81 x 10-3 cm2 for A18SiC7 are the following: Log P - (-18,682/T) + 12.476, for Al4SiC4 (1,550 to 1,643 K) and Log P = (-19,308/T) + 12.421, for Al8SiC7 (1,526 to 1,784 K), with P in pascals and T in kelvins. Third-law analysis of the data provided the following heats of formation: A14SiC4 ?H at 298.15 K - -50.0 kcal/mol and A18SiC7 ?H at 298.15 K - -92.1 kcal/mol.

"This paper contains some new thermodynamic data for silicates in the series Mg2SiO4-Fe2siO4 and MgSiO3-FeSiO3 and gives the results of a thermodynamic attack on the problems of stability end parageneses.. Although some data are lacking satisfactory agreement with mineralogical and petrological observations is indicated.The use of thermodynamic methods in mineralogy and petrology has been rather limited, because accurate thermal data, especially for the more complicated and more important rock-forming minerals, have been too scanty to permit any systematic application to problems in those fields. It is, nevertheless, a fascinating task to investigate to what extent the mode of occurrence and the stability relations of the minerals and mineral parageneses, as revealed by petrological and mineralogical observations, agree with predictions of thermodynamics. At the present stage of development calorimetric data are needed for most of the abundant silicate minerals.Measurement of the heats of solution in hydrofluoric acid of minerals in the series Mg2SiO4-Fe2SiO4 and MgSiO3-FeSiO3 affords a ready means of obtaining their heats of formation from the oxides. Combination of such data with entropy and heat-capacity values gives a means of obtaining free energies of formation from the oxides, which, in turn, are connected di¬rectly with stability and paragenoses.The two silicates of magnesium, Mg2SiO4 and MgSi03, occur as rock-forming constituents as forsterite and clinoenstatite or enstatite. The orthosilicate (forsterite) forms a series of isomorphic mixtures with ferrous-orthosilicate (fayalite). The continuity of this series, suggested by petrological observations, has boon proved experimentally by Bowon and Shairer.4/ The present work shows that those minerals constitute a series of perfect solid solutions - that is, a series of solid solutions for which heats of formation from the individual pure silicates, Mg2Si04 and Fe2SiO4, aro negligibly small.The metasilicates of magnesium and iron also form an isomorphic series. However, this series differs from the forstorito-fayalite series in the fact that the most iron-rich mixtures, between about En10Fs90 and pure Fs, appear to be unstable with respect to the paragenesis iron-rich olivine plus quartz. The supposed instability of pure FeSiO3 as a crystalline compound, at least at high and at moderate temperatures, is remarkable, as no crystal struc¬tural reason for such instability is apparent. The present work indicates, also, that these minerals form a perfect series of solid solutions and throws additional light on the instability question.In the following, the samples used in this investigation will be described. For each of the natural olivines and orthopyroxenes, with the exception of sample L, a chemical analysis was made of the purified and actually used fraction. All the analytical work was carried cut by Oleg v. Knorring, and the specific gravity determinations, by moans of a pycnomctcr, by Oiva Joensuu, both of the University of Helsinki, Finland. The determinations of the optical properties were made by Mrs. Toini Mikkola, of the Geological Survey of Finland."

Applications of helium in aerostatics, cryogenics, space, and undersea work are described in papers from the Helium Applications Symposium. Specific subjects include investigations of X-ray sources by means of balloon-borne instruments, meteorological soundings by balloons, powered lighter-than-air flight, tethered balloons, refrigeration techniques, large superconductive magnets, electronic devices, superconducting transmission lines, high-precision thermal conductivity analysis, He3-He4 dilution refrigerators, uses of helium in the atomic energy program, helium-cooled nuclear reactors, power- plant applications for high-temperature gas-cooled reactors, helium welding of stainless steel tubing and pipe, development of helium-shielded arc welding, helium as a diluent in spacecraft atmospheres, helium utilization in the Saturn-Apollo program, and helium utilization in diving environments. Papers from the Helium Centennial Symposium at the national meeting of the American Chemical Society cover the history of the discovery of helium, the history of its development by the Bureau of Mines from a laboratory curiosity to an important item of commerce, the source of helium in natural gases, the world of liquid helium, and liquid helium-3.

Three types of communication systems have become popular in solving communication requirements underground: Loud-speaking pager phones, carrier current phones, and magneto ringing phones. Basically, all three are simply single-channel party line systems. Although these systems are quite reliable, the single channel creates a variety of problems. For example- 1. Since no call is confidential, messages are sometimes purposely made vague, especially if accidents or safety topics are being discussed. 2. A potential user must literally "wait in line" until the channel becomes clear for his use; thus, when foremen have to wait to call in reports or supply requests, this single chan-nel creates a serious productivity bottleneck. 3. In many large mines, there are independent branch lines that must be tied together by a dispatcher, adding further delays to the system. To solve these problems, some mines have installed other phone systems-mostly commercial dial phones in industrial enclosures that offer extra channel capacity and private line features. Others have installed a system that combines both dial- and page-phone features in a single unit. Although these do represent improvements, they do not truly solve the overall problems that face modern mines. Besides extra channels, a communication system should have the following features to enhance productivity and safety: 1. A means of paging a roving miner to alert him that he is wanted on the phone. 2. Wireless-to-wired system interconnects by which a miner can talk on the wired phone system by using a remote portable radio. 3. Remote monitors that alert personnel when there is a toxic or explosive gas buildup. 4. Control interfaces that allow remote control of fans, pumps, or other devices. 5. Transmitters and receivers that can serve as emergency links. 6. Loopback that allows an alternate path of communications if the main path is cut. This chapter focuses on equipment and methods to meet the special communication needs of individuals in various places of the underground mine. The communication requirements can be broken down into four categories: 1. The mine entrance (shaft communication). 2. Permanent and semipermanent locations (shop areas, lunchroom, crusher stations, etc.). 3. Mining areas (the room-and-pillar sections, longwall faces, block caving areas, etc.). 4. Haulageways (tracked trolley haulage, diesel, belt haulage). Methods of implementing systems to meet the communication needs of these areas are described in sections 3.2 through 3.5. Section 3.6 discusses methods of satisfying special communication requirements that exist. Major topics in this category include communications with roving personnel, the isolated miner, and motorman-to-snapper communications. This report summarizes part of the work performed under the USBM Contract No H0155113, "Noise Abatement of Continuous Mining Machines." It describes the noise source diagnosis of a Jeffrey 120M conveyor and the evaluation of several treatments all conducted in a test facility aboveground. The conveyor noise at the operator's position was gradually reduced from 101.5 to 93 dBA using damping, vibration isolation, sound barriers and smoother discontinuities. The underground performance of the selected treatments will be addressed in Volume II of the report.

The Bureau of Mines investigated two techniques for removing CaO from scheelite (CaW04) prior to electrolysis. In the first technique, a crude tungstic oxide (WO3) containing 0.15-percent lime (CaO) was prepared by digesting scheelite concentrates in hot hydrochloric acid. This oxide was used as cell feed to produce tungsten of 99.9-percent purity. The second technique used a high-temperature, two-phase separation, resulting in extraction of 99 percent of the WO3 in the halide-tungstate phase, while 90 percent of the CaO was retained in the silicate phase. Tungsten of 99.9-percent purity was deposited from the halide-tungstate melt after B203 and NaPO3 were added to form an electrolyte. The two methods were compared with a previously developed technique of depositing tungsten from scheelite concentrate fed directly to the electrolytic cell.

"INTRODUCTION The Yancey-Crawford tract, located 1-1/2 nines east of Yancey station on the Norfolk & Western Railway in Rockingham County, Va. was from 1917 to 1941 considered an unusually promising manganese prospect. Because of the favorable geologic formations and because of the common occurrence of manganese in the district and Virginia's large production of these minerals from this area, geological report 3/ have listed this tract as the No. 1 prospect in the State. During World War I, extensive geologic studies were made to locate manganese deposits similar to those exploited at the Crimera mine near Waynesboro to alleviate this mineral shortage during the existing emergency.In September 1941 the Bureau of Mines started exploratory drilling on the tract in an effort to discover and block out reserves of manganese minerals as authorized by the 76th Congress under the Strategic Materials Act. After five drill holes wore sunk, the project was terminated October 1941."

The estimated recoverable reserves in the area in the vicinity of Eska 2 mine are, 699,300 tons in the Chapin and Emery bas of the Maitland group. Those recoverable reserves are in the area between the Eska fault zone and Jonesville fault and extend down dip from the outcrops. No reserves were developed by the Eska 2 entry or by drill hole 14-16 in the Eska fault zone. The small quantity of reserves in the vicinity of the Eska 2 mine is insufficient to justify development of a now, modern .nine in this area. The estimated recoverable reserves in the area east of aka Creek are 974,500 tons in the Eska, Shaw, and Martin beds of the Eska group. Most of those reserves occur in the south limb of the syncline. It will be necessary to practice subjacent mining methods to recover these reserves in the Eska group. The Eska bed developed by the diamond drilling in this area comprises coal end few thin partings. The Shaw and Martin beds comprise two bunches of coal separated by partings, and the product from full-bed mining will require thorough preparation.

U.S. demand for building and construction materials, such as construction aggregate, gypsum, and cement, remained strong in 1989. Cement imports declined slightly, representing about 17% of apparent consumption compared with 19% in 1988. Mexico, supplying 29% of the total, was the primary source of imports, followed by Canada with 21 %, Japan with 14%, and Spain and Greece with 10% each. Mexico was also the target of an antidumping petition, filed by producers in Arizona, Florida, New Mexico, and Texas, alleging that Mexican cement was being sold in these areas at less than fair value. This was the second petition filed against Mexico in the last 3 years. The International Trade Commission made a preliminary determination that the cement industry in these regions was materially injured by Mexican imports. U.S. demand improved for construction aggregate for the fourth consecutive year and was at a near-record level. The U.S. gypsum industry performed well, even though new housing starts decreased for the third consecutive year. Increased U.S. exports of gypsum wallboard and strength in the remodeling markets offset the impact of declining housing starts.

The Bureau of Mines has devised technology to recover cobalt, nickel, and byproduct copper from domestic lateritic material using an oxidative, ammoniacal ammonium sulfate leach. Nickel, cobalt, and copper were recovered by solvent extraction and electrowinning. To reduce the cost and complexity of cobalt recovery, an alternate method using lig-nite to extract Co3+ was investigated as reported herein. In the first 25 BV (bed volumes) of solution contacted with lignite, 97 wt pct of the Co3+ was extracted in & downflow column at pH 9.3. After 85 BV, the lignite was loaded to 1.5 wt pct Co3+ and further ex-traction was minimal. The lignite extracted cobaltic ammine complexes rather than cobalt ions and was nonselective as to other -metal cations and ammonium ions. Deleterious cations and 80 wt pct of the nonammine ammonium ions were removed prior to acid elution of the lignite. The removal of the ammines prior to elution to produce an ammonium-ion-freeCo3+ eluate was only partially successful. Thus Co3+ removal from ammoniacal solutions by lignite is technically difficult and economically unfeasible. It was also determined that reduction of Co3+ to Co2+ occurred during the extraction-elution process.

The paper describing the raining operations at the Mt. Hope mine, Mt. Lope, N. J., is one of a series being prepared by the United States Bureau of Mines on mining methods, practices, and costs of various mining operations in the United States. Mt. Hope mine produces magnetite ore. It is situated in the general northern part of the State of New Jersey. The towns of Rockaway, Wharton, and Dover lie within a radius of 4 miles from the mine. Dover is 40 miles from New York City.

The United States coal mining industry has traditionally experienced difficulty in controlling dust levels below the occupational exposure limit. While improvements in face ventilation and water spray nozzles have decreased dust exposures, approximately eight percent of experienced coal miners are still developing Coal Worker?s Pneumoconiosis. This investigation tested the feasibility of enhancing existing engineering dust controls by mounting a simple barrier on a longwall shearer that separated the operators from the cutting drums. The barrier was constructed and tested above ground at the National Institute for Occupational Safety and Health Pittsburgh Research Laboratory longwall gallery test facility. A 96-percent reduction of respirable dust occurred at the headgate sampling position when tested at 2.4 m/sec (480 ft/min). The average dust level decreased from 39 mg/m3 to 1.5 mg/m3 by utilizing the barrier.
