The Bureau of Mines has developed a technique to separate and recover the three major components, Pb, Zn, and Cd, from lead smelter flue dust. This research was conducted as part of the Bureau's effort to reduce environmental conflicts and occupational hazards associated with mineral-processing operations and to recover valuable constituents in emissions and effluents. The laboratory process utilizes sulfation roasting of the flue dust followed by water leaching to extract over 95 pct of the cadmium and zinc. Ninety-nine percent of the cadmium was recovered from solution by cementing with zinc dust, and zinc was electrowon from the resulting solution after purification. Zinc electrolysis was carried out in a 1-liter cell at 35° C with a cathode-current density of 8 A/dm2 in a solution containing 65 g/l Zn++ and 180 g/l H2S04, Current efficiencies of 80 pct were obtained. The leached residue consisted largely of PbS04, which was converted to PbC03 and leached with H2SiF6 to produce PbSiF6 electrolyte. Ninety-five percent of the lead contained in the residue was converted to electrolyte. Lead was electrowon from solutions containing 70 gil Pb++ and 90 g/l H2SiF6 using a lead cathode, Pb02-coated titanium anodes at 28° C, and a current density of 1.6 A/dm2. Current efficiencies approaching 92 pct were obtained. Accessory minerals such as cobalt and nickel were separated into purification residues and liquor.

The National Institute of Occupational Safety and Health (NIOSH) is dedicated to achieving "safety and health at work for all people -- through research and prevention." An important procedure in pursuing this goal is the NIOSH surveillance studies where the number of injuries are monitored according to demographic, employment, and injury characteristics. These numeric data are then used to identify injury risk factors, develop safety programs, and monitor implemented remediation methods. In essence, ongoing surveillance data form the bases for directing the resources of NIOSH in setting of research and prevention priorities, and in evaluating safety procedures. This surveillance techmque, which is based on the Public Health Service approach to identification and control of disease (1, 2, has been used quite successfully in dealing with relatively high number injuries such as hearing loss, musculoskeletal disorder, respiratory disorder, falls, etc. (2). However a problem arises when extending this paradigm to lower frequency traumatic events; particularly those often referred to as disasters (i.e., high impact events like mine explosions, airplane crashes, etc.). One can ask the question - there hasn't been a coal mine fire fatality in the U.S. for over ten years, to what extent should we be concerned with mine fire safety (resource-wise)? - The National Traumatic Occupational Fatalities (NTOF) system (4J which NIOSH uses to survey occupational fatalities annually, would suggest that underground mine fires would not be a high priority item in occupational safety. Yet, miners' (i.e., the exposed workers) do consider mine fires and explosions to be major safety concerns. I believe that we need to rethink our evaluation of work place disasters, what is worker exposure, and what are the underlying assumptions (both explicit and implicit) as to the impact that economic, societal and degree of hazard factors make on risk evaluation. The answers to all these problems, will require much broader considerations than those in current surveillance safety and health models. This paper discusses some facets of those considerations.

This Technical Memorandum Report is a collection of three working memoranda, prepared during the course of our work for the bureau of Mines and hound together for convenient reference. These working memoranda present preliminary performance estimates, for baseband voice and narrowband through-the-earth electromagnetic communications systems of principal interest to the Bureau, for operational/emergency mine communications. The calculations were prepared to obtain early indications of the feasibility and governing parameters of such communications systems. They are based on limited, but pertinent, coal mine electromagnetic noise data acquired to-date by Bureau of Mines contractors; and of theoretical signal-attenuation characteristics for two transmitter antenna types of present interest to the Bureau. The memoranda examine the cases of baseband voice and narrowband communications for uplink and downlink transmissions, for frequencies up to 3kHz. Downlink transmissions are via a horizontal wire antenna, up-link transmissions via a vertical-axis loop antenna, for typical mine depths of 300, b00, and 1000 feet. Representative coal-mine overburden conductivities of 10-2 mhos/meter (moderate and common) and 10-1 mhos/meter (high) were used; 10-2 for voice and narrowband, 10-1 for narrowband only. Examples of high, moderate, and low; surface and subsurface; harmonic and broadband-impulsive noise conditions were taken from NBS and Westinghouse (WGL) mine noise data, together with examples of high- and low-levels of ELF atmospheric noise taken from M.I.T. Lincoln Laboratory data.

Load-haul dump vehicles (LHDs) are used to move waste rock and ore in underground mining operations. The LHD is designed for bi-directional operation and the driver sits sideways to the direction of travel. LHD operators have higher reports of low back pain and neck discomfort than other mobile equipment operators who do not sit sideways in the vehicle, but are exposed to whole-body vibration (WBV)1. Exposure to WBV is linked with reports of lower-back pain, neck problems and spinal degeneration2,3. Static sitting postures, sitting with the neck and back twisted, and sitting with the back in an unsupported posture are also linked with an increased risk of developing back pain4. The objective of this study was to determine typical vibration exposure levels and driving postures for LHD operators. Methods Whole-body vibration exposure was measured at the seat-pan, in accordance with the ISO 2631-1 standard5, on seven LHD vehicles with a 10 yard bucket haulage capacity. Vibration data were recorded with a Biometrics™ DataLog II (P3X8) and stored on a 128 Mb Simpletech™ multimedia card. Comparisons were made to the ISO 2631-1 Health Guidance Caution Zone (HGCZ) in order to determine potential injury risk. Operator posture was monitored with three digital video cameras which were secured inside each operator’s cab to the top left corner, top right corner and back right corner. Reflective tape was placed on each driver’s shoulders, head, and back in several locations and in several locations on the vehicle seat in order to aid in posture coding. Posture coding was performed with 3DMatch v4.50 multiple video view analysis feature. Vibration measurement and posture recording occurred simultaneously for 60 minutes while the LHD operator performed typical duties. Results and Discussion Results indicate LHD operators may be exposed to whole-body vibration levels putting them at risk for injury (Table 1). According to ISO 2631-1 the frequency weighted acceleration values corresponding to the lower and upper limits of the HGCZ (for an 8 hr exposure duration) are 0.45 and 0.90 m/s2 respectively5. Six of the seven vehicles showed exposure levels within the HGCZ defined for 8 hours. Preliminary video analysis indicated LHD operators were exposed to potentially harmful levels of WBV while adopting asymmetric postures (Table 2). For example, one LHD operator (Figure 1) worked with his neck twisted greater than 40 degrees for 93 % of a 60 minute work cycle. According to the Swedish National Work Injury Criteria, neck rotation should be less than 15 degrees if the motion is required for greater than 80% of the work time6. The average number of men working, on active days in 1963 was 48,429, or 635 fewer than in 1961. However, mines and mills, wore active an average: of 5 days more for a total of 277 in 1965, and each worker averaged 2,245 hours compared to 2', 190 hours in 1961. As a result, aggregate worktime of 108.7 million man-hours increased 1 percent over the 1964 total of 107.4 million hours.]

Bus drivers represent a large segment of the US transportation industry and research has shown an association between exposure to Whole Body Vibration (WBV) and the high rates of low back disorders. Impulsive WBV exposures have been recognized as a risk factor for low back injury and new guidelines exist for their measurement and assessment (ISO 2631, Part 5). Methods to accurately and better characterize the impulsiveness of WBV along with the temporal patterns of the exposures are needed. The development of a hardware and software system to measure continuous TWA and raw, impulsive WBV exposures and the design of a subsequent study are presented. Methods Using two Larson Davis HVM 100 as accelerometer amplifiers, small external batteries, and a Pocket-PC (PDA) with 1 Gb of compact flash memory, we can collect up to 16 channels of data for a full day 600 Hz. Tri-axial WBV exposures will be measured and characterized at the frame of the bus and at the driver/seat interface (seatpad accelerometer). Using a repeated measures design, 20 bus drivers will drive on selected routes which include both city streets and highways, and within and between subject components of variability and exposure determinants related to the bus, bus seat, the bus driver, and the route will be identified. Global Positioning System (GPS) data will also be collected and integrated with the WBV exposure data to facilitate the identification of the location, velocity and type of road associated with high average TWA and impulsive WBV exposures. This system may be used to develop administrative (alter speed and/or route of bus, systematically vary type of routes) and/or engineering controls (identify and trigger the need for street repair) to reduce high WBV exposures. Results Our portable Pocket-PC based data acquisition system is up and running and we can collect seven channels of WBV data (seat pan tri-axial accelerometer, bus frame tri-axial accelerometer and GPS data) continuously for a full shift. The software analysis of the data is complex but nearing completion. We have incorporated the vibration dose calculations from ISO 5321, Part 5 and have obtained a Matlab-based routine to appropriately weight the continuous signals. Discussion In summary, the measurement of WBV is complex but new technologies open avenues of collecting and assessing WBV exposures that were previously not possible. The standardization of impulsive WBV exposure assessment methods is needed to further the discipline and better enable comparisons across studies.

Occupational exposures to whole-body vibration (WBV) at different frequency domains may differentially affect human comfort and the musculoskeletal system. Under this presumption, a frequency-based weighting scheme has been adapted in many widely accepted standards for WBV measurement. However, there is very little human data showing a direct link between WBV frequency and musculoskeletal disorders. We conducted an epidemiologic study to examine the association between WBV frequency and prevalence of low back pain (LBP) and to identify determinants of specific frequencies associated with LBP in urban taxi drivers. Methods The WBV frequency data were collected from 247 professional drivers (aged 44.6±8.3) who participated in an exposure validation study 1 of the Taxi Drivers’ Health Study (TDHS) in 2000. 2 In accordance with the ISO 2631-1 (1997) methods, we measured the frequency-weighted acceleration over drivers’ seat surface, under conditions representing randomly assigned destinations. We developed a WBV record-replay system at the Liberty Mutual Research Institute (LMRI) in Hopkinton, MA, USA. This system includes two tri-axial accelerometers (PCB Piezotronics, NY, USA), one RD-130T PCM data recorder (TEAC, Tokyo, Japan), and one LMWBV meter 2.0 (LMRI, MA, USA). Only the vertical axis of seat-surface WBV frequency was used in this study. To characterize the WBV frequency curve, we manually identified the presence of any peak within each of the following frequency range: <4, 4-10, 10-20, and >20 Hz. Information about the operating vehicles and driving environment was either collected from the vehicle registration record (manufacturer, year of make, transmission, engine size, etc.) or directly measured (wheel-base length, seat inclination, etc.). Structured interviews were conducted by an occupational physician to gather information on LBP that had led to medical attention or absence from driving in past year. We used multiple logistic regression to estimate the prevalence odds ratio (OR) associated with the presence of each index peak frequency, adjusting for age, body mass index, professional seniority, daily driving hours, seat inclination, and the intensity of predicted root-mean-square WBV exposure in m/sec2. For any revealed WBV frequency that was associated with LBP, we constructed a multiple logistic regression model to identify the personal and vehicle characteristics associated with the presence of WBV peak within the indicated frequency range.

This report documents a preliminary hydrologic investigation of an area where longwall mining methods are to be used. The scope of work includes: determination of physical and chemical characteristics of major soil types in the area; determination of physical and chemical properties of surface water bodies; collection of geologic characteristics, including stratigraphy, structure, and detailed aquifer descriptions; collection of 10 years&apos; meteorological data and installation of a weather station; and a detailed ground-water investigation that includes completion of observation wells, aquifer testing, water quality sampling, and analysis using a 3-D computer model. The Trescott model developed by USGS was used to simulate steady-state aquifer conditions. Input data from 8 multiple-completion monitor wells were used to model an area of approximately 10 square miles. Two layers, coal and overburden, were simulated, both confined. Model results showed good agreement with know piezometric data, desaturated areas, and flow from springs. The study area was found to have very low-yield bedrock aquifers with transmissivities ranging from 5 to 320 ft2/day for the coal (depths from 500 to 1,200 ft) and from 499 to 576 ft2/day and fractured sandstone units (depths less than 100 ft). Annual precipitation and recharge are very low, 10 to 11 inches and 0.25 inch respectively. The area has very high relief and large areas of rock outcrop. No perennial streams are present on the site.

Riveting operations in aircraft manufacturing involves the use of power tools for manually drilling holes for the rivets, power drills for the setting of the holes for the rivets, as well as rivet guns to drive and set the rivets. To close the rivet, the rivet is driven against a metallic bar commonly called a “bucking bar”. The bucking bars are typically held firmly to increase the quality of the riveting, as well as keep the bucking bar from “dancing” against the metal piece being riveted. Thus, employees in aircraft manufacturing involved in riveting are exposed to hand-arm vibration from several sources, and epidemiological evidence suggests that vibration-related musculoskeletal disorders are associated with long term exposure to riveting tasks in the aircraft manufacturing of aircraft.1,2 Recently, tungsten technology has been introduced into aircraft manufacturing for bucking bars, which are heavier than traditional steel bucking bars of the same size. Rivet guns with tungsten pistons instead of steel pistons have also recently been introduced with the objective of reducing vibration exposure to the riveter. The objective of this study was to assess vibration characteristics of steel and tungsten bucking bars and rivet guns to identify the combination that simultaneously reduced the combined exposure to both the “riveter” and “bucker”. Methods Vibration (10g tri-axial accelerometer, Biometrics S2-10G-MF Series 2) was measured from eight experienced employees using seven different rivet guns on size 6 rivets, with the same person bucking for all subjects. Vibration was also measured on two different bucking bars for these same eight subjects, with the same person driving the rivets using the various rivet guns. The rivet guns consisted of three E4 steel piston guns with different RPMs (Guns A-E4, B-E4, C-E4), an E4 vibration dampened rivet gun (Gun D-E4D), an E3 steel piston rivet gun (Gun E-E3) and an E3 and E4 tungsten piston rivet guns (Guns F-E3T and G-E4T). The bucking bars were made of 90% tungsten (1694g) and cold-rolled steel (843g), and were the same shape and size. A two-way repeated measures analysis of variance was performed on the vibration (mean frequency weighted resultant acceleration) on both the rivet gun side and the bucking bar side, and mean rankings were used to assess the vibration simultaneously for the rivet gun and bucking bars to investigate which combinations provided the lowest vibration exposure. Results Frequency weighted resultant acceleration was significantly lower on the E3 tungsten (F-E3T) rivet gun than the E4 steel piston (B-E4) and the E4 tungsten piston (G-E4T) rivet guns (Figure 1). When measuring vibration on the bucking bar, the E4 (A-E4) steel piston rivet gun resulted in lower vibration on the bucking bars than the E4 tungsten piston (G-E4T) and E4 vibration dampened (D-E4D) rivet guns (Figure 2). Additionally, use of tungsten bucking bars resulted in a 35% decrease in resultant frequency weighted acceleration than when using steel bucking bars.

This report presents results of a U.S. Bureau of Mines study of longwall gob material. The objective of this work was to determine material stiffness properties of the gob for use in numerical models of rock mass response to longwall mining, Photographs of actual mine gob were digitized to obtain approximate particle size gradations of gob material. The gradation curve was shifted down to a laboratory scale, and 20 uniaxial compression tests were conducted. Varying the maximum particle size was not found to affect the stress-strain behavior, but changing the gradation appeared to influence the stress-strain behavior. The stress-strain relationship of the simulated gob material was nonlinear, the stress-secant-modulus relationship was approximately linear, and the stress-tangent-modulus relationship was approximately a second-order polynomial function. Equations were generated from these curves, providing numerical modelers with a means to estimate gob moduli based on the stress level. In addition, the experimental data were statistically evaluated using multiple regression analyses, producing a series of equations to predict the secant and tangent moduli from the given stress level, bulking factor, rock strength, and thickness-to-width shape ratio of the particles.

While coal occurs beneath about 18 percent of Utah, only 4 percent of the state has minable reserves. Utah&apos;s coal fields are mostly bituminous. Current coal production in Utah is largely by underground mining, making Utah unique among the coal-producing states. Most coal seams are more than 8 feet thick. Utah&apos;s coal resources are about 6.3 billion tons, 1.3 percent of the national reserve. Most of Utah&apos;s coal resources are held by the Federal Government and Indian tribes and are mined under lease. The climate of the Utah coal region is characterized by hot, dry summers and cold, relatively moist winters. Normal precipition varies from 6 inches in the lower valleys to more than 40 inches on some high plateaus. The growing season ranges from 5 months in some valleys to less than 3 months in mountainous regions. These extreme climatic conditions make reclamation difficult. Utah gained primacy when its regulatory program was conditionally approved January 21, 1981. Full program approval was obtained March 7, 1983. The Abandoned Mine Land Program was approved June 3,1983. A Federal Lands Cooperative Agreement was signed in March 1987; Utah performs all enforcement activities and some permitting activities on federal lands.

"INTRODUCTION This report on the properties of motor fuels sold through service stations in the United States is a continuation of a series of reports made in accordance with a cooperative agreement between the Coordinating Fuel Research (CFR) Committee of the Coordinating Research Council (CRC) 3/ and the Bureau of Mines of the United States Department of the Interior. The first of these reports presented data on motor gasolines sold during the winter of 1935-36.4/ Further reports were issued describing motor gasolines sold during the succeeding sum¬mers and winters to and including the summer of 1941.4/ No reports were made on motor gasolines sold during the winter of 1941-42 and during the summer of 1942. However, starting with the winter of 1942-43, the semiannual reports were resumed.!The present report presents analytical data for 4,544 samples, represent¬ing the products of 124 companies. The samples represented in this report were obtained during December 19146, January and February 19-(. As in previous surveys, the companies covered Ly the survey include both large and small suppliers. Conforming to former reports, the data cover three groups of samples - regular-price, premium-price, and third-grade gasolines.As the number of analyses submitted for samples of third-grade gasoline are not considered adequate to represent this type of motor fuel, data for the analyses have not been averaged, but the individual items are tabulated. The number of samples, items, and brands comprising each group is as follows: Regular-price, 2,368 samples, 319 items, and 113 brands; premium-price, 2,172 samples, 289 items, and 106 brands; third-grade, 4 samples, 4 items, and 4 brands. The analysis of water produced with crude petroleum has interested oil producers since inception of the industry. Records of the first analysis of mineralized water produced from an oil-productive formation are obscure, and references to the first use of brine analyses to assist in solving problems of petroleum production are not available in the technical literature. However, many early reports of the Federal Bureau of Mines5-8 and Federal Geological Survey,9-11/ as well as articles in engineer and geological journals12-14/ placed special emphasis on the importance, interpretation, and application of water analyses. One of the earliest applications of water analyses, and still a major one today, is for identification of intrusive waters in oil wells. This may be done by comparing the chemical constituents of a sample of water indigenous to the oil-productive formation with those of samples from upper, water-bearing formations within the same general area. Some earlier investigators recognized the need for Analyzing samples of all waters encountered in drilling operations. Ambrose15/ stated, in part, "In wells being drilled, the engineer should grasp every opportunity to get a true sample of water from each sand. . .," and, "The waters of each oil field are chemically different from those of another field." The validity of the latter observation and the importance of the former one have been borne out by comparing the results of analyses of many samples and noting the differences in relative concentrations of like constituents of waters from the a geological formation in different localities or oil pools.

A picture of the ceramic industrial potential of the Pacific Northwest States is presented by reviewing the present ceramic industries, raw-material resources, and current market demands. A resume is given of the industrial plants manufacturing ceramic ware as well as available information on raw-material resources. No attempt was made to prospect for new deposits but rather to evaluate, insofar as possible, those already known. Since much of the industry is concentrated on the Pacific coast, most of the information available on resources concerns deposits in that area. Large, undeveloped districts in Montana and Idaho, however, offer promise of larger reserves of ceramic raw materials. Average annual production, some operating costs, and annual power consumption are given for each of the plants. Production and some cost figures are listed to show the limited nature of the present industry and to suggest fields open for new development.

The Bureau of Mines has advocated the use of stenches as warning agents in metal mines and in gas-distribution systems since 1920 A considerable amount of research has been conducted on ethyl mercaptan and other compounds to determine their effectiveness when used for this purpose.4/5/6/7/8/9/10/11/12/13/ Miners are warned of danger by a stench injected, in measured quantity, into a compressed-air line through which it is rapidly carried to the working faces, where it escapes from the compressed-air equipment and imparts a characteristic odor to the air. This method is not applicable to mines where only a limited number of com-pressed-air lines are used, as for example, many coal mines; the ventilation currents available in these mines may be too slow for warning purposes.14/

"There is a considerable need for standardized respirable dusts with consistent, reproducible characteristics which simulate those of actual mine dust. The availability of such materials should be a significant factor in promoting coordinated research into dust characterization and mine monitoring, dust control, and the biomedical aspects of dust toxicology. The use of an opposed-jet, fluid-energy grinding system in closed circuit with a cross-flow, centrifugal air classifier for preparing bulk quantities of respirable-size dust has been investigated, and appropriate, standardized procedures have been established. By stage-crushing, screening, and fine-grinding with a Donaldson Acucut classifier/mini-grinder system, it is possible to produce bulk quantities of respirable dust at relatively high rates. Using minor modifications to the system, broader or narrower size distributions can be prepared within the respirable range. The system has been shown to reach steady-state with respect to product size distribution very rapidly. However, preferential grinding/classification effects appear to lead to a slow build-up of mineral matter in the circulating load with a corresponding slow change in product composition with time. In those applications where the dust composition is required to match that of the feed coal, it may be necessary to allow considerable time for a true steady-state to be established.Standard respirable dust samples have been prepared from coals representing the western (high volitile A bituminous), central (medium volatile bituminous) and eastern (anthracite) mining areas of Pennsylvania. Quartz and kaolin clay samples, representing important mineral constituents of coal dust have also been prepared. Extensive characterization studies have been performed on the samples to evaluate chemical and mineralogical composition and the distributions of particle size and specific gravity. Detailed information on the original coals is available from the Penn State Coal Data Base. The standard coal dust samples appear to simulate actual mine dust very well with respect to particle size and shape, but generally have somewhat lower ash content. Samples of these standard dusts have been made available to research groups concerned with respirable dust in mines."

ESTABLISHMENT of an effective inspection system has been held essen¬tial to any international agreement that may be designed primarily to curb the testing of nuclear weapons. A number of reports and papers already have described basic inspection concepts and appraised various pro¬cedures, techniques, and methods as to their probable effectiveness in detecting and identifying violations under such agreement. This report results from a study of only one part of the contemplated inspection system, specifically the final phases embracing onsite investigations and mine examination techniques. The results and reports of earlier work were reviewed in detail, and subjects that were found to have been exhaus¬tively evaluated are recognized by reference and not redescribed here. In other instances, previously described techniques, methods, and clues were revaluated to define more clearly their practical value to the final objective of an onsite inspection. Previous documentation does not refer to a number of subjects, techniques, tools, clues, and methods considered by the study; this report treats these in detail, even though when applied singly or collectively their practical value may be questionable.
