The Appalachian Mountains divide Pennsylvania into two distinct coal regions, bituminous and anthracite. The western region of the the state, where the majority of bituminous mines are located, is characterized by mountains and gently rolling hills. Bituminous coal seams underlie about 12,000 square miles in 28 counties. The anthracite coal region, located in the northeast, covers approximately 3,300 square miles. This area contains more than 20 different coal beds that vary in thickness from a few inches to 50 or 60 feet. The anthracite region is characterized by steeply pitching seams that require highly specialized mining techniques and present unique challenges for solving problems such as the mine subsidence associated with abandoned underground anthracite mines. For more than a century, coal has played a major role in the economic and industrial development of Pennsylvania, particularly the steel industry. Estimated bituminous reserves total 23 billion tons, or 5.3 percent of U.S. reserves, and anthracite reserves total 7.1 billion tons, or 97 percent of U.S. anthracite reserves. Pennsylvania received conditional approval of its regulatory program July 31, 1982. Pennsylvania's Abandoned Mine Land Program was approved on the same date.

This publication contains routine analyses and related source data for 547 natural gas samples from 22 States and three foreign countries. Of this total, 340 samples were collected during calendar year 1967. The remaining 207 analyses are of samples collected during previous years, but releases granting, permission to publish the results were not received until 1967. All samples were collected as a part of a continuous survey of the free world for occurrences of helium in natural gas. The Bureau of Mines has conducted this survey in the United States since 1917, and in 1965 it was expanded to include foreign gasfields. The analyses published herein were made by mass spectrometer and a special helium analysis apparatus which are described in Bureau of Mines Bulletins 4863 and 516.4 Nine previous publications have been made to present results of 7,618 gas analyses made by the Bureau of Mines Helium Activity prior to 1967. Roof bolter occupations in underground coal mines continue to experience overexposure to respirable dust. One potential source of dust in roof bolting operations is the exhaust from the roof bolter dust collection system. A wet exhaust conditioner (?water box?) has been developed to reduce dust emissions from the exhaust of the vacuum dust collection system on roof bolting machines. The exhaust conditioner consists of a muffler chamber and a water chamber with four internal partitions to direct airflow over the surface of the water. The National Institute for Occupational Safety and Health conducted a series of laboratory tests to assess the respirable dust capture ability of this device as compared to the standard exhaust muffler. To determine the dust collection efficiency, both devices were placed in the exhaust stream of a simulated roof bolter dust collection system. Gravimetric samplers were operated upstream and downstream of the exhaust conditioner and muffler to evaluate the ability to capture both respirable coal and limestone dust. Researchers observed a 41 percent reduction in dust concentrations for the water exhaust conditioner in the laboratory configuration. Significant levels of dust deposition in the sampling chambers may have contributed to this effective capture rate.

The National Institute for Occupational Safety and Health (NIOSH) has developed a computer program called the Air Quantity Estimator (AQE). The purpose of the program is to provide a starting point for estimating the air quantity needed to dilute diesel particulate matter (DPM) in an underground large opening mine, albeit taking into account various input assumptions. The AQE estimates the total air quantity needed to dilute DPM emissions that enter the main airstream of the mine to current statutory levels. It helps operators pinpoint vehicles that are high DPM contributors. In addition, it allows the user to make “what if” scenarios by varying the input parameters to achieve the most efficient and practical ventilation system. The AQE is a stand-alone software program that does not require any type of spreadsheet software. Engine data must be known or estimated with some accuracy and assumptions must be made in order to limit the variability of the program output. Program calculations and two case studies, for validation purposes, are included in this report. It should be noted that the program does not ensure adequate face ventilation and personal exposure compliance.

In connection with a Bureau of Mines research program on utilization of Cuban lateritic ores, a comprehensive review was made of the chemical literature on nickel and cobalt. Initially, the review had as its objective the selection, from the voluminous literature dealing with the chemistry of these two metals, of only those references to reactions that were especially pertinent, or at least closely related, to the field of extractive metallurgy. Later, the coverage was extended to include references to the techniques and plant applications of extractive metallurgical procedures for the recovery of nickel and cobalt. In this report, the period from January 1929 to July 1955 has been covered, as it seemed logical that recent literature should be of greatest value. This cutoff date was established in order that the bibiliography could be issued at an early date, inasmuch as currently much work is in progress on the lateritic ores. Later, a supplement will be prepared extending the coverage to about 1900.

In view of the current interest in the constituents of low-temperature tar, the Synthesis of three known xylenols and their hydroxyacetic acid derivatives has been undertaken by the U. S. Bureau of Mines. One of these xylenols, the 1,3,2 derivative first reported by Steinkopf and Höpner,4 has been described by Brown and Branting.5 The other two derivatives, the 1,3,5 first reported by Schütz6 and the 1,2,3 reported by Steinkopf and Höpner, have now been studied in greater detail. In the present work the synthesis of 1,2,3-xylenol and 1,3,5-xylenol was repeated, with some improvements in the former. The hydroxyacetic acid derivatives were also prepared, and it was found that while the melting point of the 1,2,3 derivative agreed with that of Steinkopf and Höpner. that of the 1,3,5 derivative was found to be 111° instead of 85 to 86° as reported by Schütz, by Steinkopf, and later by Bruckner. The discrepancy between the melting-point figures is doubtless due to differences in the purity of the xylenols used in the synthesis of the acids. Schütz obtained his 1,3,5 acid by recrystallizing an impure sample obtained from a mixture of xylenols. The difficulty of obtaining a pure acid by starting with a mixture is demonstrated by Bruckner, who despite painstaking efforts was unable to obtain the pure 162.5° melting 1,2,4 isomer from a mixture that persistently melted at 138° C. Steinkopf did not repeat Schütz's work but merely used the latter's figures in compiling a table. Bruckner, on the other hand. apparently also made the acid (by an improved method), and it is difficult to explain his checking Schütz's figure, unless it is that he, too used a symmetrical xylenol obtained from a tar and not prepared synthetically, as was the one reported in this paper.

Significant advances in longwall mining technology and equipment have occurred over the last decade. By the late 1990s, longwall mine output accounted for 40 percent of all underground output in the U.S., and today longwall mines account for approximately 50 percent of coal produced underground in the United States. A 53 percent increase in average shift production rates has occurred over the last fifteen years. This increased longwall productivity has meant that far more dust is being produced and controlling respirable coal dust provides an ongoing challenge for coal mine operators. The National Institute for Occupational Safety and Health (NIOSH) has completed a series of benchmark surveys at longwall operations across the country to identify current operating practices and the types of controls being used. Gravimetric and instantaneous dust sampling was completed to quantify dust generation from major sources on the longwall section and to determine the relative effectiveness of the different control technologies in use today. Substantial reductions in dust levels were realized at sampling locations on the face when compared longwall surveys conduct in the 1990?s. This paper summarizes the results from the underground dust surveys and discusses current longwall dust control technology and operating practices.

Water pollution has been an integral part of most mining operations in the past. Most mine planners had designed their mining operations with little or no regard for prevention of water pollution. The main planning element was always the economics of mineral recovery. Quite often the cheapest means of mineral recovery resulted in the largest water pollution problems. Recent water pollution laws have introduced a new economic element - water pollution control costs - to be considered in mine planning. Water pollution control costs can be extremely high. Foresighted planning can minimize these costs and provide better water pollution control. Effective pollution control preplanning can eliminate pollution from active mines and minimize pollution that may occur after completion of mining. Presently available technology can practically eliminate water pollution by treatment of the mine water. Use of water treatment during mining has no effect on the levels of water pollution after treatment ceases and the mine is abandoned. Therefore, this section of the report deals with preplanning to reduce water pollution, both present and future, by using at-source control techniques. Proper planning of mining and pollution control techniques should follow the concept of a complete, comprehensive reclamation plan. This plan should have control measures designed for all phases of mining from initiation through completion. Preplanning involves acquiring complete information concerning the future mine site, defining the reasons why mining could cause pollution from the site, and determination of available techniques to prevent or minimize formation or transportation of pollutants. Location of haulage and access roads and other mine related facilities should be included in preplanning for water pollution control. ONE OF THE many services rendered by the Federal Bureau of Mines is the identification and general examination of ore and mineral samples. Many of these, coming from almost every State in the Union, are clay and shale samples. Other Government agencies, State geologists, universities, and other laboratories are often requested to make similar examinations. This publication describes methods of testing these samples. An earlier paper, published in 1943, described Bureau of Mines methods of testing such clays.3 This paper was to be followed later with another (part II) that would describe much more thorough testing than did the rather general outline of part I. Part I has been out of print for some time and needs revision, and part II was never written; hence, the present publication is designed to include part I and also those additions intended as part II. The tests presented in part I were simple, requiring only the ordinary equipment to be found in any good chemical laboratory. The second publication was to include a greater number of test procedures and information on increasing the accuracy and precision of those previously given.

This study gives an analysis of the copper system byproducts and discusses the identification and classification of byproduct metals and their supply systems. Arsenic, platinum-group metals, silver, gold, selenium, tellurium, molybdenum, rhenium, uranium, aluminum, magnesium, and byproduct copper, lead, and zinc from complex ores are covered. The report describes several metallurgical systems, the marginal and incremental products costs of byproduct subsystems, industry structure and organization, and the historical data on price, consumption, and supply. Supply curves are presented for about one-half of the byproduct metals studied. The study develops a conceptual framework for analysis by reviewing the present concepts of byproduct supply and the related price theory. It gives the sources of supply of the individual byproduct metals to indicate the importance of the byproduct supply to the total supply. Mills, smelters, and refineries processing byproduct materials for their metal content are identified by geographic location and company ownership, The study also includes information on the reserves-resource base supporting byproduct output, reserve estimates, and the demand aspects of each byproduct metal.

Extensive thick lignite apparently lies within 250 feet of the land surface in Dyer, Lake, Lauderdale, Obion and Tipton counties. Information on geology, land use, soils, groundwater and instability is compiled, along with a bibliography. A test and monitoring site was investigated at Fort Pillow Prison in Lauderdale County. Analyses were made of lignite, overburden, associated water and leachate. Lignite has high BTU (about 7800) and low sulfur (1.1% avg.). A year or more of data are presented on rainfall, water levels, and chemistry of surface water, groundwater, leachate and water from test pits. Main potential environmental problems are quality of surface water, and possibly shallow groundwater. The main aquifer of the region will likely be un-affected by mining. Low transmissibility of shallow aquifers will minimize lowering water levels of wells. Soil reclamation and conservation should be readily accomplished, Dangerous earthquakes have a low probability and mines are not significantly more hazardous than steep bluffs.

The production of beryllium metal and its alloys is one of the most difficult tasks in metallurgy. In this report we shall examine the progress made in this work- in the last 15 years; taking into account the outstanding publications, including; those of the patent literature, and the information obtained during our 20 years? experience with this metal. The difficulties experienced' in producing elementary beryllium derive from the physical nature as well as from the chemical behavior of the metal and its compounds. Its oxygen affinity is about the same as that of calcium and a little higher than that of magnesium. Its chlorine affinity is much lower than that of magnesium, about equal that, of manganese, and little higher than that of aluminum. The sulfur and nitrogen affinity is probably almost the same as that of calcium for these elements, and beryllium carbide is probably more stable than aluminum carbide, A14C3. The intermetallic affinity of beryllium may be given in descending order, as follows: Nickel - copper - iron. It forms eutectics with -aluminum and silicon as well as with silver. It does not alloy with magnesium and only partly with calcium. Its oxide melts at 2,570° C., but CaO and BaO form readily fusible eutectics with BeO(65).3/ No igneous solvents are known for BeO, which behaves id this regard like Mgo. The beryllium silicate is a strong compound, the aluminete much less so; however, CaO easily displaces Be in the heated mixtures. The Anhydrous chloride hydrolyzes, and it cannot be made from aqueous liquors. It sublimes at 488° C, and melts at 405° C., The fluoride, which, is very Soluble in water, hydrolyzes also, but a kind of oxyfluoride of the approximate formula 2 BeO?5 BeF2 can be made from solutions by dessication. The fluoride melts at 800° C, and boils above 1,100° C. It forms very stable double fluorides with alkalifluorides, which have very low melting points and are fairly soluble in water. They are more stable than the analogous fluosilicates and the sodium fluoaluminate cryolite.

The Mine Safety and Health Administration (MSHA) defines an independent contractor as “any person, partnership, corporation, subsidiary of a cor-poration, firm, association or other organization that contracts to perform services or construction at a mine.” Contractors that perform specific types of work are required to report the number of employees who work at coal mines and noncoal mines.

U.S. producers for more than 5 months have priced 99.5 percent primary aluminum ingot at 486 per pound. Sales by independent dealers in this same period reportedly declined by 0.5$-2.5$ to 43.50- 44.56 per pound. CADMIUM: U.S. producer-published cadmium prices for the last 5 months have been at $3 per pound. Dealer quotes in the same period fell by almost 504 and ranged from $2.45 to $2.55 per pound.

According to contemporary psychophysical theory, the relationship between the strength of a perceived sensation (S) and the intensity of a physical stimulus (1) is best expressed by a power relationship.(1) S=kln (1) This psychophysical principle has been applied to many practical problems, including the development of scales or guidelines for effective temperature, loudness, brightness, and ratings of perceived exertion. Based on the results of a number of experiments using a variety of scaling methods and a number of different muscle groups, the pooled estimate of the exponent for muscular effort and force is 1.7.(2) When applying this principle to work situations, it is assumed that individuals are capable and willing to consistently identify a specified level of perceived sensation (S). For manual materials handling tasks, this specified level is usually the maximum acceptable weight or maximum acceptable force. These phrases are defined by the instructions given to the test subject:(3) You are to work on an incentive basis, working as hard as you can without straining yourself or becoming unusually tired, weakened, overheated, or out of breath. If the task involves lifting, the experiment measures the maximum acceptable weight of lift. Similarly, there are maximum acceptable weights for lowering and carrying. Such tests are isoinertial in nature; however, in contrast to the tests described in Chapter 3, they are typically used to test submaximal, repetitive handling capabilities. Data are also available for pushing and pulling. These are reported as maximum acceptable forces and include data for initial as well as sustained pulling or pushing. Why Use Psychophysical Methods? Snook identified several advantages and disadvantages to using psychophysical methods for determining maximum acceptable weights.(4) The advantages include: • Realistic simulation of industrial work (face validity); • Ability to study intermittent tasks (physiological steady state not required); • Results are consistent with the industrial engineering concept of "a fair day's work for a fair day's pay"; • Results are reproducible; and • Results appear to be related to low-back pain (content validity).

Calculated equilibrium data are presented for three phases in the flue gas stream from a hypothetical open cycle MHD generator. A typical coal is "burned" with 1.0 gram-mole K2O seed per kilogram coal and with 101 percent of stoichiometric air. Tables of composition and the overt thermodynamic properties, enthalpy and entropy, are given for the temperatures 2200 (-100) 1100 kelvins, pressures 1.0 and 1.5 atmospheres, and slag rejection figures of 90 and 75 percent.

Field-scale experiments were conducted at Gorgas, Ala., from 1951 to 1954. Three reaction paths were formed by electrolinking-carbonization, using electrode spacings of 150, 152, and 155 feet. The coal along these reaction paths was gasified, using air, oxygen, and steam separately or in various combinations. At the conclusion of operation, a drilling survey was conducted to determine the location and approximate area of the reaction zones. During the applications of the electrolinking-carbonization technique the maximum limitation on electrode spacing was not determined. Initial tests were conducted at 60-foot spacing. Successful path-preparation tests were made at 150-, 152-, and 155-foot spacings, and the indications were that much longer spacings were possible. The potential requirements appear to be constant, regardless of path length, while the gross power required probably will increase with path length. During the carbonization phase gas was produced that is similar in quality to coke-oven gas produced at low to intermediate temperatures.

National Institute for Occupational Safety and Health re­searchers conducted a study to investigate the human response issues related to wearing a self-contained self-rescuer (SCSR). The goal was to develop training to educate miners on what they could expect from their units during an escape. Subjects included miners who had experience wearing SCSRs, manu­facturers, and researchers. Results identified nine key areas of concern: (1) starting the unit, (2) unit heat, (3) induction of coughing, (4) unit taste, (5) difficulty in breathing while wearing the unit, (6) quality of the air supplied, (7) nose clips, (8) goggles, and (9) the behavior of the breathing bag. In addition, researchers reviewed the literature on human response under duress. This article describes the expectations training program, which comprises the findings of the SCSR study and what is known about the normal human response in an emergency. The authors present background on SCSRs and the SCSR switchover procedure mandated in the recent federal Mine Improvement and New Emergency Response Act of 2006, which provided the impetus for the expectations training. "The use of trailing cables on cutting machines, loading machines, and similar electrically operated apparatus is recognized as a necessary adjunct to the economical operation of such units. On the other hand, such cables because of their liability to failure from being run over by cars, locomotives, and other track-operated equipment offer one of the greatest hazards - indeed, probably the worst hazard - met with in the operation and maintenance of permissible equipment. Therefore, the Bureau of Mines is seeking ways of making the use of trailing cables less hazardous.Recently the bureau conducted an extensive investigation of both concentric and duplex rubber-sheathed trailing cables at the Pittsburgh Experiment Station. The results of this investigation were published in two reports.3 4In a larger part of portable motor operations in mines a double-conductor cable can be used. The investigation already mentioned indicated that it is feasible to construct a 2-conductor cable that will stand considerable abuse, such as being run over by loaded cars or light-weight locomotives without producing dangerous arcing in the cable either from grounds or short circuits. There are conditions where more than two conductors are necessary, and in such instances it will probably be necessary to use a cable less resistant to this kind of abuse.Schedule 2C, covering the tests of electric motored equipment, was approved February, 1930. This schedule provides for performance tests on trailing cables as follows;Trailing Cable Performance: The following performance test, optional with the manufacturer, is established for determining the suitability of trailing cables for use on permissible equipment. Trailing cables that pass this test will be especially recommended for this service.The cable will be placed across the two rails of a track and a 4-wheeled 7-ton car will be run over it 50 times. The speed of the car shall be approximately 3-1/2 miles per hour and potential shall be applied to the cable during tests. The cable will be shifted in position after each passage of the car thus giving 100 places over which two wheels have passed. To warrant special recommendation of the Bureau, a cable must neither become short-circuited nor grounded either to the rails or wheels in more than 10 per cent of the 100 places.The Bureau of Mines is prepared to conduct tests as outlined in the foregoing paragraphs to determine the suitability of trailing cables for use on permissible equipment. Application for such tests should be made to the Director, Bureau of Mines, Washington, D. C. Each application should be accompanied by a check for $25.00, made payable to the Treasurer of the United States, to cover the expense of conducting the test on a given size and make of cable."
