President George Bush signed the Safe Explosives Act (SEA), which amended the Organized Crime Control Act (OCCA) of 1970, into Law on November 24, 2002. As a result of this legislation, new restrictions on who could legally receive or possess explosives in the United States went into effect, resulting in a profound impact on the commercial explosives industry. The law went into effect in two key phases. Heavy ANFO products made by mixing ANFO (or AN prills) with a relatively small amount of emulsion (typically 15-30 percent) have become very popular in recent years. They are less expensive than straight, sensitized emulsion and maintain the good shooting characteristics of ANFO but have higher bulk strengths. Their use, however, is generally limited to larger diameter, dry boreholes. Smaller diameter, wet-hole quarries have not been able to widely utilize this low cost bulk product.

Manufacturers and users of energetic material (e.g., propellants, explosives, pyrotechnics (PEP)) generate unserviceable, obsolete, off-specification, damaged, and contaminated items that are characterized as "reactive wastes" by definition, and therefore regulated under RCRA, Subtitle C, as hazardous waste. Energetic wastes, to include waste ordnance and munitions items, have historically been disposed of by open burning/open detonation (OB/OD), particularly by the Department of Defense (DoD). However, increasing regulatory constraints have led to the recent reduction and limited use of OB/OD treatment.

Explosives provide a very concentrated source of energy which is often well in excess of that required to adequately fragment the surrounding material. Blast design, environmental requirements, production requirements and the lack of detailed insitu geological data generally limits the degree to which the explosive energy distribution within the blasthole can be significantly altered using, for example, different explosive formulations or variable loading techniques. However, increased flexibility can often be exercised over a blast through the use of air-decks.

To meet salt production needs over the remaining life of the Cayuga Mine at Lansing, New York, the Salt Division of Cargill, Inc. decided to build a new underground screening plant. The new plant required a chamber 50 feet wide by 250 feet long and nearly 70 feet high. On advise of their mining contractor, Dynatec Mining Company, the company chose an ingenious excavation method similar to sublevel stoping. This method eliminated the need for an access ramp, reduced equipment needs and excavation time substantially.
