A workshop to examine recovery systems for selected strategic and critical materials in the U.S. National Seabeds for the National Defense Stockpile in the 21st Century was held in Hawaii September 26-28, 1991, sponsored by the National Science Foundation and the Marine Mineral s Technology Center. The National Defense Stockpile of critical and strategic mineral commodities is presently in a deficit position of more than 7.5 billion dollars. Current domestic reserves of some commodities are limited or nonexistent. As defined by the U.S. Bureau of Mines, "Reserves are select resources . . . which at the time of classification, can be mined at a profit." Occurrences of these minerals have been discovered offshore within U.S. jurisdiction. If the technology could be developed to convert these resources into usable ore reserves, our dependence on foreign ores could be greatly reduced. Preliminary estimates indicate that a ten-year program of ore reserves definition, with appropriate technical developments to demonstrate a recovery system, could cost less than half the amount authorized for stockpile acquisition in FY 1989 alone.

Exploring for minerals on the seabed is challenging and expensive – and the ability to collect representative sub surface samples is essential. The research project MarMine led by NTNU has together with Seattle based Williamson and Associates developed and tested an ROV-based drill rig for mineral (seafloor massive sulfides and crusts) and rock sampling. The ROCS system is a single stroke drill and is simple, robust and possible to use from various larger ROVs. For the vehicle to provide a stable platform, the vertical bollard pull of the ROV and the vehicle mass are important variables. The developed drill uses a thin wall drill bit and barrel and operates at high RPM to reduce the required down weight and drilling moments. The system also contains an emergency release to be used if the core barrel is stuck. The drill is hydraulically powered with cylinders operating the tower and a rotation unit. It can rapidly be modified to provide samples from softer samples like unconsolidated material. At the Arctic Mid Ocean Ridge, a work class ROV was deployed with the drill mounted for testing at 2700 m depth in basalt rock. The recovery from the system was above 80%. Such core samples can be used for chemical analyses of metal and mineral grades, mineralogy and rock mechanical testing. The system provides a probing tool for marine mineral exploration, with low cost, low operational complexity and low risk. Proper resource estimation requires drilling deeper into the deposit, but the short core samples provided by the ROCS provide valuable a priori information planning for more extensive drilling campaigns.

The southern Mid-Atlantic Ridge (SMAR) is one of the least-explored spreading centers in the world with respect to hydrothermal activity. In the past 8 years research focused mainly on the ridge segments close to Ascension Island, discovering hydrothermal fields as far south as 14°20?S (Haase et al., 2007; German et al., 2008; Tao et al., 2011). However, the vast majority of the SMAR ridge axis has never been thoroughly investigated for hydrothermal activity. In the spring of 2013 we used segment-scale AUV deployments as well as conventional CTD surveys to identify areas of hydrothermal activity along 16 mid-ocean ridge segments between 13° and 33°S, thereby covering close to 5 % of the global ridge axis in a single cruise. During cruise MSM25 of the German research vessel Maria S. Merian, we tested longrange (>100 km lines per dive) AUV deployments of GEOMAR?s AUV ABYSS (a Remus 6000 vehicle) along the spreading axis for their capability to locate active venting in a fast and efficient way on regional surveys. The resources and reserves calculation of marine diamond deposits should be based on a systematic sampling grid. The distribution of the sample grade results tends to be very skew and has a large variance. A bias is easily introduced due to the fact that the grade distribution of the samples is very different from the grades of the area of influence. The temptation is always there to extrapolate the highest grade samples simply to their area of influence. If this is done, the higher grade areas will be systematically overestimated, while the lower grade areas will be underestimated. Such a bias should surely be avoided by weighing the sample grades in such a way with their neighbours, so that the estimated grades have a similar distribution as the grades of the blocks. The grade distribution of small mining blocks tend to be lognormal-like. If the coefficient of variation is known, i.e. the standard deviation divided by the mean, then the grade distribution of the small mining blocks is relatively well-defined. The distribution of the diamonds within the deposits can be simulated, based on the histogram of the sample results and on the semivariogram. The diamonds tend to cluster in trapsites. From the semivariogram and the histogram, the average size and spacing between trapsites, and the grade distribution within the trapsites, can be calculated using the model of the General Family of Discrete Distributions. Using such a simulated deposit, the grade distribution for different block sizes can be obtained. The grade distributions become more lognormal-like with increasing block sizes, as the trapsite effect is reduced.

INTRODUCTION Starting in February 2014, 19 partners from EU industry, research institutions and academia joined forces and formed the Blue Mining consortium. In the following four years, they have set out to work on the development of deep sea mining technology, looking into exploration, identification, economic assessment and vertical transport systems for the mining of seafloor massive sulphides and polymetallic nodules. In the beginning 2018 this research & development project has come to an end. The Blue Mining project was one of the first EU subsidised projects embracing the TRL system. This system describes a method of de-risking technology using a simple 9-step approach. This method requires experimental testing in laboratory and relevant environments to be able to reach the higher levels (TRL>5) This paper will discuss the progress in development of the vertical transport system, with a focus on the performed experimental work. This paper will discuss three topics: • Booster station technology • Riser dynamics • Vertical hydraulic transport process. BOOSTER STATION TECHNOLOGY Deep knowledge of transport processes is a prerequisite for a clog free vertical transport One of the key technologies in the VTS is the booster station. The centrifugal pump booster station concept is developed in Blue Mining, it consists of two centrifugal pumps and multiple valves, assembled in member-type frame. Deep sea conditions pose special requirements on all components due to the extreme pressures at large water depths. In the Blue Mining project a Deep Sea Special Motor has been developed and tested in laboratory and in the field. The motor is completely filled, lubricated and cooled using seawater due to its unique open structure, furthermore it does not require any lubricants minimizing the environmental pressure of the motor. The motor is first extensively tested in a laboratory, after these tests have been concluded successfully, the motor is shipped to Norway where it has been successfully tested for more than 100 hours at 425 meter water depth.

"Lifting riser in deep-seabed mining (DSM) is exposed to acute and chronic stresses of materials, whose yield will result in the most critical loss of total mining system. For freehanging riser (FHR), the axial vibration and local bending of riser may produce acute stresses, in the meanwhile, vortex-induced vibration (VIV) in relative current, friction and collisions of solid particles with inner-wall, and material corrosion in seawater are representative causes of chronic stresses. The chronical stresses bring about fatigue failure or abrupt failure by material loss. Hydraulic lifting is effective and promising for transportation of minerals, however, ecofriendly treatment of operating seawater is an unease hurdle to come over. Sizing of riser section confronts multi-directional problems, i.e. safety of slurry transportation (flow assurance), material safety of riser (wall thickness), seawater treatment on board, etc.A free-standing riser (FSR) might exclude a part of design problems of free-hanging riser and give a way to sustainable mining. FSR stands vertically by means of sub-buoyancy part(s). The top of FSR emerges above sea surface and is connected with mining platform through jumper line (supported by external yoke). Total amount of sub-buoyancy and location(s) have to be carefully determined in viewpoints of dynamics of FSI (fluidstructure interaction) in waves and currents. The concept of FSR gives more freedom for design of multi-functional riser system in view of sustainability of DSM. In DSM, sustainability concept may be focused on eco-friendly treatment of seawater and sediment, and safety of total mining system. For feasibility of FSR, however, installation, maintenance and repair need to be investigated thoroughly in collaboration with industry experts"

Recent advances in coring technology and in the development of shipboard and/or in situ geochemical geochemical analysis systems have greatly improved our ability to collect and analyze exploration samples, particularly for marine placer exploration programs. The potential benefit of these improvements cannot be fully realized, however, until we also develop more efficient methods of data reduction and interpretation. Specifically, there is a need to provide prospectors with rapid and useful interpretations of the raw geochemical data so that they can exploit promising results and otherwise optimize the exploration program while the exploration vessel is still at sea. The goal of this project has been to identify and/or develop computer software which is capable of making the necessary data reduction calculations and which can be run on conventional desk-top computers. All work on this project has been supported through a research grant from MMTC-CSD to The University of Michigan. The first stage of this effort involved an evaluation of commercially available (i.e., "off the shelf") software to determine its suitability for use in marine placer exploration applications. Various commercial software packages, each purportedly capable of making different types of statistical and/or mathematical calculations, were tested by evaluating their performance in handling geochemical data sets representative of actual marine placer locations. These data sets include the positions and results of chemical analyses of suites of sediment samples collected from areas of known or suspected marine placers along the Bering Sea coast of Alaska. Based on geochronological data it was confirmed that hydrothermal discharge has an episodic character: active and inactive periods of the seafloor massive sulfides (SMS) formation alternate (Cherkashov et al., 2017). There is an assumption of correlation of the periods of magmatic and hydrothermal activity with the stages of glaciation (Lund et al., 2016). During the cold periods, the level of the ocean was reduced from 70 to 150 m depending on the glaciation scale (Spratt, Lisiecki, 2016). As a result, the hydrospheric pressure on the upper mantle decreased and could provide increased magmatic and hydrothermal activity (Lund, Asimow, 2011). This assumption is confirmed by the correlation of warming and cooling stages with increasing of hydrothermal input to the bottom sediment near hydrothermal fields. According to data (Lund et al., 2014, 2016; Middleton et al., 2015) the peaks of hydrothermal activity, expressed in the layers of metalliferous sediments at the East Pacific Rise and the Mid-Atlantic Ridge, roughly correspond to the last two periods of cooling (20 and 60 ka). To test this hypothesis, we tried to compare the sequence of warm and cold periods in the Pleistocene with the dating of SMS reflecting the periods of hydrothermal activity. Results SMS samples were obtained from 12 sites within the Russian Exploration Area at the MAR segment 12-20°N. The results of dating 198 samples by the 230Th/U method demonstrated the absence of correlation between hydrothermal activity periods in different hydrothermal fields (Cherkashov et al., 2017). It was proposed that each field has its own evolutions scenario. Considering this point, only the oldest SMS dating for each field which fixed the beginning of hydrothermal activity was selected for comparison with the cold/warming periods.

President Reagan's Exclusive Economic Zone (EEZ) Proclamation of March 10, 1983, extended United States ocean jurisdiction 200 nautical miles offshore our coastal states and territories. The accompanying policy statement noted that this action was a result of recently discovered deposits of polymetallic sulfides and cobalt-rich manganese crusts, which could be a major source of minerals important to the U.S. economy and security. Within these 3 billion acres of exclusive economic jurisdiction, the United States has sovereign rights to explore, develop, conserve, and manage the mineral and other natural resources of the seabed. The President has directed the Department of the Interior (DOI) to encourage exploration and production of minerals from this area. The DOI, through the Minerals Managment Service (MMS), is responding to this presidential directive by developing a leasing program for nonenergy minerals in the EEZ. The authority to develop this leasing program is the Outer Continental Shelf Lands Act of 1953, as amended in 1978, which authorizes the Secretary of the Interior to grant leases for oil, gas, sulfur, and other mineral resources on the Outer Continental Shelf (OCS). The Solicitor of D01 has determined that the definition of the OCS for legal purposes extends at least 200 nautical miles offshore of our coastal states to the EEZ boundary. Section 8 (k) of the Act allows the Secretary to lease minerals, other than oil, gas, and sulfur, on the basis of competitive bonus bidding and under such terms and conditions as he may prescribe at the time of offering the area for lease.

The rare earth elements (REE1s; atomic number 57 -71) exhibit a coherent chemistry, are widespread in nature, and tend to occur in characteristic concentrations in different geochemical phases. Because of their predictable chemistry, the REE's-are highly useful as indicators or tracers of geochemical processes, and are often used as such in investigations of the genesis of terrestrial ore deposits. However, analogous applications of the REE's to the study of marine mineral deposits have been constrained by our limited understanding of the marine geochemical cycle of these elements. For example, a continuing area of uncertainty in this regard involves the so-called "REE Mass Balance Problem." This problem refers to the fact that detailed geochemical mass balance calculations typically predict a significant imbalance for the REE's; i.e., the calculations predict that REE removal rates from seawater are 11-18 times greater than their input rates. Yet all other chemical considerations indicate that the REE budget should be roughly in balance. Recent studies at The University of Michigan suggest the solution to this problem lies in understanding the the role of seafloor hydrothermal activity in the marine budget of the REE's. Geochemical analyses of hydrothermal sediments from two Pacific sites (East pacific Rise at 19°s and the Southern Juan de Fuca Ridge at 45°N) clearly show that the REE component of hydrothermal sediments is primarily acquired via scavenging from seawater. Iron oxyhydroxides, which form as precipitates when hydrothermal solutions are debouched onto the seafloor, are the active scavenging agent. Although the REE content of hydrothermal sediments generally increases with increasing distance from the rise crest, this increase is especially pronounced for sediments deposited below the lysocline,

"Significant uncertainty is associated with predicting future trends in deep-sea mining projects, especially when attempting to assess markets for associated products such as ships and collectors. In order to help European Original Equipment Manufacturers (OEMs) to appraise the future market share of deep-sea mining equipment, a methodology was developed that allows to assess and predict equipment turnover. This study presents a market analysis, which evaluates the scale of the potential market for deep-sea mining equipment for seafloor manganese nodules (SMnN) and seafloor massive sulfides (SMS) based on six key drivers: (i) the worldwide deposit potential of SMnN and SMS deposits, (ii) the profitability of deep-sea mining projects, (iii) the metal market of seven associated metals (Cu, Zn, Au, Ag, Co, Ni, Mn), (iv) the current legal and environmental situation in the Area, (v) investment and maintenance costs, and (vi) a competitor analysis.Figures for the different key drivers are based on public reports and expert interviews. Large uncertainties as well as contrasting views and expectations resulted in different options (scenarios) for the future development of the deep-sea mining market. Several scenarios were developed and based on the future number of “mining projects” in the short-term (2022-2041) and the long-term (2042-2061). The number of such mining projects has been calculated based on the combined analysis of the different key drivers.In the scope of this study, the definition of a “mining project” is a deep-sea mining operation for SMnN or SMS lasting for 20 years. This operation includes the purchase of a set of deep-sea mining equipment consisting of a mining support vessel, a vertical transport system and the seafloor mining equipment, in line with other work within the EU FP7 project “Blue Mining” (GA No. 604500)."

Massive sulfide ores and Fe-Mn oxyhydroxide precipitates represent two extremes of a spatial continuum of hydrothermal deposition along oceanic ridges. Elemental variations across this continuum are of interest to economic geologists as a prospective geochemical exploration tool. Theoretical considerations suggest that certain physical and chemical parameters can be used to model compositional variations within the far-field (i.e., Fe-Mn oxyhydroxide) component as a function of distance from ridge axis; however, testing and verification of such models generally has been precluded because the few available distal hydrothermal sediment sequences have been sampled at low resolution and/or are highly diluted with biogenic components (e.g., siliceous and calcareous tests). Recent ocean drilling (ODP Leg 145; Sites 885/886) in the North Pacific successfully recovered an extensive record of "biogenic-free" distal hydrothermal precipitates from an area approximately 60 km south of the Chinook Trough at longitude 168.1 °W. Geophysical and geomorphological evidence suggests the Chinook Trough is the southern lithospheric scar marking initiation of late Cretaceous north-south rifting, implying that recovered hydrothermal materials record distal hydrothermal precipitation from the now-subducted Kula-Pacific spreading ridge. The Chinook Trough hydrothermal sequence is a continuous 15 my record of "biogenic-free" hydrothermal Fe-Mn oxyhydroxide precipitation mixed with eolian clays. It was deposited during the late Cretaceous, early Paleocene (80-65 Ma) as the perpendicular distance from ridge axis increased from 75 to 600 km. A high-resolution geochemical analysis of this hydrothermal sequence reveals distinct trends for the up-core (equivalent to increasing distance from ridge) distribution patterns of Fe, Sc, As, and rare earth elements (REE). The face of mining as we know is changing as mining companies all over the globe realize the reality of accessing the vast mineral wealth contained on, and under, our ocean floors. With some land based mineral deposits being fully exploited across the world, deep sea mining is set to revolutionize global approaches to the search for precious metals and other sought after minerals. Previously, the financial and technological implications of deep sea mining outweighed the benefits of access to the mineral rich deposits identified all around the world. The process of marine diamond mining off the west coast of southern Africa started in the late 1950s, and subsequently continued by De Beers to the present day, has proven to be an excellent proving ground for the development of technology and mining systems that ensure a sustainable and financially viable business.

"REVIEW OF ISA's DRAFT EXPLOITATION REGULATIONS – HAVE KEY STAKEHOLDERS' CONCERNS BEEN ADDRESSED ADEQUATELY?In early August 2017, the ISA published a revised draft of the exploitation regulations. My presentation will focus on the extent to which key State and Contractor issues raised in formal submissions in November 2016 have been addressed in the revised draft and any additional key issues in the revised draft which are likely to cause significant concern for Contractors.ABSTRACTFollowing the ISA's call for submissions in response to draft zero of the exploitation regulations in July 2016, 43 responses from stakeholders were received by the ISA in November 2016. My presentation will start by briefly looking at how the ISA has continued to engage with stakeholders following the publication of draft zero of the exploitation regulations, including at payment regime workshops in London (November 2016) and Singapore (April 2017) and at the environmental workshop held in Berlin in March 2017. It will also touch on the publication in February 2017 of what was in effect a very preliminary draft of the environmental regulations before moving on to consider in detail the extent to which key State and Contractor issues have been addressed in the ISA revised draft exploitation regulations which were published in August 2017. My review of the formal submissions will include, amongst other things, commentary on:(i) the level of Stakeholder response (State Parties to UNCLOS, Sponsoring States, Privately owned Contractors, State Owned Contractors and NGOs);(ii) the quality of the submissions (particularly by States and Contractors); (iii) the key concerns raised by State and Contractor stakeholders and how those issues have been addressed in the revised draft exploitation regulations; and(iv) how all stakeholders need to further engage with the ISA to ensure that the exploitation code adequately addresses the legitimate and reasonable concerns of each Stakeholder group (e.g. Contractors, Sponsoring States, Developing States and NGOs)."

On June 26, 1988, the Jade Hydrothermal Field was discovered in the Okinawa Trough by the German RV Sonne. This research cruise has taken place within the scope of a German-Japanese cooperative project. The Okinawa Trough, located between the Ryukyu Island Chain and the east coast of China, is an active backarc-basin formed by extension within the continental lithosphere. The Ryukyu arc consists of a nonvolcanic outer arc, forming the main island chain and representing compressive highs of the Asian continental margin, and an inner arc with present-day volcanism in its northern part (Sibuet et al. 1988). The valleys and ridges of the trough are cut across by transverse faults, giving rise to younger volcanic intrusions. The Jade Hydrothermal Field was detected in a caldera-like structure. It is. located at about 27°15,0'N and 127°04,5'E with a maxi- mum water depth of about 1650 m. Data of heat flow measurements show a high anomaly in the cauldron basin with values ranging from around 100 to 800 mw/m2 (Halbach et al. 1989). Between 2008 and 2013, the German Federal Institute for Geosciences and Natural Resources (BGR) carried out five exploration cruises to the German license area in the eastern Pacific Nodule Belt. The first two expeditions were mainly dedicated to multibeam mapping to obtain an overview of the seafloor topography and acoustic backscatter strength. These data were used to identify ten to fourteen prospective nodule fields for potential future mining, which together cover about 16% of the total license area of 75,000 km2. During the last three cruises, three of these potential mining areas were explored in detail. For this purpose, the BGR developed a suite of exploration methods to map nodule size distributions and nodule abundances. These methods include acoustic surveys with vessel-based multibeam systems as well as near-bottom video mapping complemented by in situ sampling. The economically most valuable field has a size of ca. 2,000 km2, of which 34% is covered by medium to large nodules (> 4 cm long axis of nodules) with an average abundance of 22.4 kg/m2 and 44% is covered by small nodules (< 4 cm) with a mean abundance of 17.5 kg/m2. The total mass of nodules in this field comprises more than 30 million tons wet weight and could sustain deep-sea mining for at least 10 years.

Recommendations have been drafted following an international multidisciplinary panel discussion organized at UNESCO/IOC by the Académie des Sciences d?Outre-Mer on 15 December 2010 conveyed, according to its mandate, to the French government and to an international pool of scientists and stakeholders. These take into consideration the relevant Provisions of the United Nations Convention on the Law of the Sea of 10 December 1982, the Rio ?Earth Summit? Convention of Biological Diversity of 5 June 1992 as well as the activities and recommendations implemented for the world?s oceans and seas, in particular by the International Seabed Authority (ISA) and the recent reports and scientific works (including those implemented by the ISA Kaplan, Ifremer, COI-Unesco). The recommendations integrate, for one of the ecosystems, the conclusions of the project of the conclusions of an IOC-UNESCO / Government of Flanders project (2004-2010) implemented by Dr. V.
