In order to formulate appropriate and useful education and training policies and practices, it is crucial to firstly consider the demographic environment of our workforce-and the direction in which it is (known to be) heading. We can predict with a degree of certainty, that the role and influence of training on the future survivability of organisations will- become increasingly critical. This will be particularly relevant for those industries and organisations which are technologically based. The ad-hoc use of training is and, will no longer be appropriate. Organisations must move toward the on-going use of a dynamic education and training strategy based on an effective staff development programme, which meets the short and medium term needs of the organisation. The Technisearch approach is based on maximizing the efficacy of training and learning. The package provides.a total service to meet clients training needs using educational techniques geared to adult learning. it stresses the importance of ongoing research into industrial adult training and its effectiveness in improving skills and productivity. Current research on roles of supervisors in the Australian workplace and the development of the Supervisory Behaviour Questionnaire. (SBQ) indicates the need for a proper framework within which the objectives of training can be addressed.

The new South Australian Mining Act be came operative in July, 1972. It provides appropriate updated legislation covering pro- specting, exploration and development of mining properties. Anomalies inherent in earlier legislation which provided for the private ownership of minerals in certain areas have been overcome by the vesting of the property in. all minerals in the Crown. Appropriate transition- al and long term provisions protect the right of individuals thereby divested of their former property in minerals. In the matter of pro- specting for and quarrying of extractive minerals, the rights of landowners have been formally recognized, and the concept of rehab- ilitation of quarried areas has been introduced utilizing money provided from a royalty fund especially established for this purpose. Con- temporary company exploration practice is catered for under a new exploration tenement and at the same time the legislation makes provision for the interests of individual pro- spectors. Special provisions have been enacted to cope with the rapidly developing opal mining industry. A feature of the new Act is the introduction of legislation which recognizes enlightened contemporary thinking on the matter of environmental considerations. This paper describes an investigation of the sampling problems which contributed to erroneous Concentrator production forecasts at the mining operation of Bougainville Copper Ltd (BCL) in the North Solomons province of Papua/New Guinea.Reference figures provided by independently verified commercial shipment data demonstrated the existence of a bias in the calculated Concentrator production; the challenge was to identify systematic errors in each of the contributory measurements (feed tonnage and feed, tailings and concentrate grades).The uncertainty surrounding specific sampling and measurement errors precluded optimum metallurgical control and performance of the milling circuit, encouraged disputes about the difference between Mine versus Concentrator production estimates, and cast some doubt on efforts to follow political guidelines concerning a maximum feed tonnage or recovery oriented mill operating concept.An evaluation of routine results as well as specifically targeted test work identified the sampling errors associated with measured individual parameters.The emphasis in this report is on the procedure for quantitative error assessments.The measured performance of a mineral dressing plant is subject to a systematic error balance which can be derived from the more familiar weight and metal balances such as the two- or three-product formula.The resulting equations are generally valid, and they are applied to the measurements obtained at BCL's Concentrator to illustrate the method.

The spatial distribution of ore with similar processing properties or domains within an orebody may be identified early in the assessment of an orebody to provide a sound basis for later development of the orebody. The assignment of domains in the primary sulfide portion of an orebody is often more difficult than recognition of the oxidised, supergene and related domains usually located towards the top of the mineralised volume. This paper will discuss some approaches to assigning domains within the primary sulfide portion of an orebody. The processing properties of each mining block will be known if the contained domain(s) and their proportions are known. The use of both physical and chemical ore properties to assign the domains is discussed. The domains based on similar processing properties do not necessarily coincide with geological zones assigned by geoscientists. As part of assessing the physical properties of ore, the modal analysis of the ore with respect to the valuable sulfide minerals and the sulfide and non sulfide gangue minerals has to be known, along with the traditionally used elemental assays for valuable and penalty elements. Two scales for determining other physical ore properties will be considered: the mesoscopic scale (examined by human eye) and the microscopic scale (examined via a microscope under high magnification). The strengths and weaknesses of the data obtained at the two scales are discussed in the paper. Broadly, data collected at the mesoscopic scale are much less expensive but the types of data available are more limited. Methods for evaluation of chemical ore properties are also discussed. After establishing a basis for establishing the spatial distribution of domains, variability testing is required to verify the integrity of the designated domains. In contrast, each block of ore in some orebodies has been assessed principally via the results of a laboratory separation on a number of drill core samples or composites from throughout the block, with minimal or no attention to the concept of domains.

The floatability methodology developed by the AMIRA P9 project through research contributions by the Julius Kruttschnitt Minerals Research Centre (JKMRC, Brisbane, Australia), University of Cape Town (UCT, Cape Town, South Africa) and McGill University (Montreal, Canada) has been successfully commercialised through JKTech. The methodology involves detailed flotation plant campaigns which require large quantities of data to fit models that can be used in JKSimFloat (a steady state simulator for the flotation process). The methodology to date, although widely accepted as the best flotation optimisation technology available, is limited to existing circuit optimisation and requires full plant or pilot plant data to calibrate new models. The floatability of new ore types cannot be characterised using this method unless a pilot campaign is undertaken. After reviewing a large database of existing industrial floatability data, a new methodology is proposed that involves a laboratory based flotation test procedure and review of the floatability database to characterise the floatability of new ores. The full methodology is labelled the floatability index test procedure (JKFIT). This paper outlines the JKFIT procedure and the results of applying this methodology to pilot plant data from a copper ore. JKFIT was applied to two different feed sizes (namely a P80 of 180 microns and 212 microns) of this copper ore. The results of applying JKFIT to this case showed that the metallurgical response (in terms of grade and recovery) from the full pilot plant survey data could be predicted well. Further validation of this methodology was conducted on a separate copper ore. The results from this validation also showed that the JKFIT test was able to be used to predict the full plant performance. The JKFIT test has the potential to become the 'drop weight' test of flotation which will improve the confidence in plant design flow sheet layouts, allow full orebody characterisation and prediction of key grades and recoveries before the ore enters the plant, and will provide an improved methodology for chemistry impact analysis on different ores.

The need for quality assurance and quality control (QA/QC) in the sampling and assaying of minerals is fundamental to the reliability and confidence of a mineral resource estimate, reserve estimate and possibly profitability of a mine. In spite of this, QA/QC practices in the mining industry are commonly applied poorly, or misunderstood. As New Leaders, we should aim to correct the poor practices and become fully informed on appropriate procedures. This paper uses worked examples that show the usefulness and importance of best practice QA/QC procedures. Fundamentals of reviewing the performance of the laboratory by examining the results of client inserted standard reference material (standards), blank material and duplicate samples are discussed. To do this, three examples from Australian data sets have been used. For each example, simple and efficient plotting techniques are suggested with subsequent evaluations of each plot. The first case study compares the results of internal standards from a laboratory with blind standards (where the expected value is unknown to the laboratory) submitted by the client. It was demonstrated over time that the laboratory was unintentionally analysing the internal standards in a different manner to the remainder of the sample batch. In this example, not understanding the cause of a high negative laboratory bias could have led to poor understanding of the depositÆs grade and in the extreme a proposed mining operation may have reached operational stage with a subeconomic grade. The second case study discusses the quality of blank material submitted by a mining operation to monitor cross-contamination within the laboratory. The blank material contained background levels of the element under investigation. This created uncertainty in the assay results, which could have led to the need for additional assays and drilling programs. Finally, the third case study demonstrates the use of the relative paired differences (RPD) technique to cross-validate the results from duplicates and repeat analyses from two laboratories. The three examples given show either laboratory or operational error. If left undetected, each example could have had serious implications for the mineral resource estimate and ultimately, the mining operation. These examples are not isolated occurrences; poor QA/QC practices are an industry wide problem exacerbated by rapid staff turnover and increased contractor positions on-site. New Leaders must be equipped with a thorough grounding in QA/QC best practices to improve its application and confidence in the results of sample analysis.

Prior to the merger of BHP and Billiton, both companies had a keenfocus on improving their performance in health, safety, environment and community (HSEC) matters. This shared intent, albeit executed insomewhat different ways, provided an excellent foundation for the newCompany. During the integration planning phase, a team was formed toconsider the organisational design for consistently achieving world class HSEC performance. The design included the policy platform, resources, structures, standards and procedures to be implemented in the merged entity. A key aspect of the design was the fully integrated HSECManagement Standards. These Standards create the framework for theconsistent application of BHP BillitonÆs HSEC Policy at all of ourmanaged operations across the world. The Standards have their origin in similar frameworks adopted by BHP during the 1990s, as well as thewell-known quality related standards (eg ISO 14001). However, they areunique in that they combine all aspects of HSEC management into asingle integrated set of auditable standards. By combining these areas and integrating our HSEC Management Standards with other aspects of the æBHP Billiton WayÆ, we are establishing a holistic, line management driven improvement approach. Over time, the BHP Billiton Way will embed a systematic improvement philosophy that we expect will become a key source of competitive advantage. The HSEC Management Standards are consistent with ISO 14001,OHSAS 18001, the Australian Minerals Industry Code for EnvironmentalManagement and generally aligned with SA8000. While compliance withthese external standards ensures that a systematic approach andimprovement plans are in place, BHP BillitonÆs HSEC Standards gofurther to include minimum performance requirements that reflect theintent of our HSEC Policy. Therefore, implementation at site levelensures that robust systems are in place to implement our Policy and that accreditation can be achieved to external standards if required.To assess implementation of the HSEC Management Standards anaudit system has been designed which incorporates both self-assessmentand peer review. Each site is required to undertake an annualself-assessment of compliance with the Standards using a commonassessment protocol. Every three years a peer review is conducted at each site to confirm the results of self-assessment and to provide a means of sharing knowledge throughout the Company. The review teams are composed of line managers and HSEC professionals from around theCompany, representatives of our joint venture partners and independentspecialists as required. The Company has committed to public reportingof the audit results through our annual HSEC report and this is reflected in our published targets. From a wider perspective, as we in the resources industry strive tocollectively raise our HSEC performance and reputation, there may be arole for industry based HSEC Management Standards complemented bya level of independent review.

Precious metal deposits containing fine-grained disseminated or dispersed gold-silver form by reactions between metal-bearing hydrothermal fluids and sedimentary host rocks. Host rock permeability and chemical composition exert a primary influence on the fluid movement necessary for any primary dispersion halos to form around ore bodies, and determine whether a disseminated style orebody itself will even form. Where the mineralized rocks are relatively unfractured the margins of the orebodies exhibit abrupt decreases in gold content, and strong corresponding decreases in the contents of other metals. Primary dispersion patterns of this type are difficult to recognize and commonly are only a few meters (or less) in width. If the host rocks were well shattered and broken before mineralization, remnant amounts of the hydrothermal fluids may be dissipated in fractures lateral to or above the ore zones. This causes geochemical anomalies to form with clays and silt- size silica within the fractures over distances of up to at least 30-50 meters away from the main orebodies. The tendency for large primary dispersion halos not to form around these deposits explains the disappointing results from so many drilling programs where no multi-gram gold-grade material was even found: if large areas and apparent large volumes of rock contain one gram or less gold that likely is the "orebody" and not a halo effect around high grade mineralization.

Increasingly the community and government regulators are calling for æzero dischargeÆ mines. Some mining companies are beginning to explore ways in which they can transition to zero discharge. When striving to attain zero discharge, mines must consider multiple variables in addition to water quantity. These include climate regime, water quality and regional water budgets. Engineering of gold treatment facilities complete with infrastruc- ture in a remote location such as Papua NewòGuinea present unique problems to the design team. Site location, topography, ground conditions and infrastructure are some of the major hurdles to overcome when setting out on the design of such plants. This paper discusses two such plants, located in two distinctly different areas of Papua New Guinea and the solutions evolved in order to design successful operating facilities.

As the plant is still in the commissioning stage results on the precision and accuracy of the sampling are not yet available, but some of the difficulties experienced during commissioning are discussed.

This paper briefly outlines the develop ment of the froth flotation plant at Coal Cliff Colliery. The plant was superimposed onto the original flow sheet in which fines were merely thickened and filtered. Test work leading up to the installation is described and the final layout is discussed. Details of the concentrate and tailings systems are given. Preliminary results of a further extension involving the use of a Davcra flotation machine are also given.

In order to realise seafloor massive sulfide (SMS) mining, the environmental baseline survey around targeted SMS mining areas and the creation of an environmental assessment technique suitable for quantifying the impacts of ocean floor mining are necessary. The targeted areas generally host large chemosynthetic communities in association with active hydrothermal venting. The ecosystem structure around the chemosynthetic communities has not been clarified yet in macro-scale or quantitatively. The systematic approach and plan for the baseline survey and the environmental assessmentÆs basic studies are introduced. An EXTENDED ABSTRACT is available for download. This document which was adopted at the Conference, provides a global action guideline for sustainable development into the 21st century.Sustainable mining requires a complete understanding of the `mineral cycle', including government legislation, mineral exploration, mining operations, rehabilitation, product use, re-cycling and waste disposal that takes into consideration associated social and environmental considerations and achieves economic objectives.

Geologists working in mountainous terrain were the first to map and interpret in three dimensions and as a result, made the first contributions to our understanding of mountain building and structural geology. However, geology during the 1900s has been dominantly a two-dimensional exercise in data gathering and interpretation. The standard output of geological surveys and university research has been the geological map and the standard methodology of the mineral explorer has been surface mapping and prospecting. The future will be concerned far more with the third dimension.

In February 1974 a continuous synthetic polymer dosing plant was installed at Hamersley Iron Pty. Limited's Pellet Plant at Dampier. The polymer, supplied in a liquid sus- pension, is used to improve the drying characteristics of green pellets. 'Three years of test work were involved in the development of the use of polymers. Polymer is continuously dosed to the balling spray water system at a rate determined by the flow of spray water to the discs. Problems have been experienced with handling the polymer in 44 gallon drums, the increased viscosity of the spray water, disc overloads, increased bed strength and increased "stickiness" of pellet fines.

The introduction of gravimetric sampling of respirable dust in the mining industry ne- cessitated the standardisation of techniques. The paper reviews the legislation con- trolling respirable dust monitoring for risk assessment purposes, it discusses the actions taken to introduce gravimetric sampling in collieries and it summarises the proposed guidelines. In conclusion, some of the results of dust surveys conducted in accordance with the proposed strategy are discussed.
