The concept of "profit" is implicit in the definition of an ore reserve. It is suggested that the flexible concept "economic" is more appropriate. This allows different economic considerations to be taken to account when determining what is ore at the feasibility study stage; during actual mining production; before mine closure; and from the viewpoint of the national economy. Economic factors which are highly variable, and largely beyond a mining enterprise's control, affect the economic exploitation of a mineral resource. Major economic factors include: metal prices; operating costs; the cost of original and replacement capital equipment; the cost of capital; taxation and royalties; inflation; exchange rates and the state of the world economy. The paper suggests why a careful quantification of the average value, trend, and variation from the trend of major economic factors should be made and how this will lead to a better definition of ore reserves. The paper also discusses the necessity of reappraising economic factors during the life of a mine in order to maximise the economic surplus and to minimise the wastage of natural, economic and human resources employed in mining.

The present till now practice of averaging of ore by metal content at mining-dressing enterprises does not allow evaluating objectively really existing regularities of dressing process. The processing of large statistical data by specially designed methods has revealed the relationships of extracted mass of metals into concentrates when processing of ore at preparation plants. The analysis of the obtained relationships points to necessity of timely control by flows of ore with due account of different sorts of metal. For this problem solving it is offered to use specially designed methods on carrying out of calendar planning of a mining and shipment of ore at open casts, based on ranked arriving of flows of different sorts ores to preparation plant. The given methods includes economic-mathematical model forming and its implementing by worked out method. The formed model allows taking into account different technological and organisation limits, typical operation conditions of open cast and preparation plants. Using this methods of control of mining operations and designed on its basis the complex of software allows increasing volume of metals, extracting into concentrate, up to two per cent without any additional costs and saving of the existing technological schemes at preparation plant.

The Argyle AK1 Pit has been operating and producing over 25 per cent of the worldÆs diamonds by volume for over 20 years. The mining boom in Western Australia is creating upward cost pressures to ArgyleÆs mining operation while the price received for its product remains flat in comparison to many other Western Australian commodities. This incongruity, which when combined with other circumstances such as the pit being close to the end of its mine life, a decline in head grades and a tightening in operational constraints caused by the pitÆs maturity, is causing the leadership team at the mine to utilise innovative strategies in order to ensure that the open pit continues to perform economically until its final closure in late 2010. The strategies that will be discussed in this paper are step change business improvement methods, localisation of the workforce, employment of Aboriginal people and the use of a clear and concise consultation process in order to provide certainty to a workforce working in a pit during boom times where pit closure is imminent.

During the last fifteen years there has been a marked change in the demand and supply patterns of coking coal. The world demand, predominantly Japan, has increased from 23 million tonnes of world export/import coal in 1960 to an expected total of at least 100 million tonnes by 1975. In the last ten years Australia has been the main beneficiary in the growth of the export coal trade. This has been brought about by its proximity to Japan and its large econ- omically mineable reserves of coking coal. A feature of the recent coal development in Australia has been the requirement of companies in new areas to provide massive capital for infrastructure costs. The ability of the Australian coal industry to retain a large share of the world export market depends to a large extent on reasonable costs to transport coal from mine to the market place. In some areas of Australia this means that railway lines, loading and unloading facilities, and ports will have to be up-dated at substantial costs. On the long haul to Europe the recent increases in the prices of bunker fuel have made the price of coal less competitive when compared with sources

Zhangmatun Iron Mine is situated in the suburbs of Jinan city, Shandong, China. Because of surface environmental constraints, no suitable site can be selected to dispose of mill waste. The full mill tailings must be disposed of underground. This paper deals with the work conducted at Zhangmatun mine to develop a total tailings backfill system, taking advantage of a doubleshaft blade mixer and an activating agitator to prepare backfill. Cement and ground slag are added to tailings for strength development. Two stopes have been filled and the pillars have been effectively mined out during the field trial. The application of innovative total tailings backfill technology is a new concept at the mine. Detailed planning has achieved a close integration of mining, milling and backfilling. Full mill tailings, with or without rock, are disposed of underground in a continuous process to fill, totally and systematically, the cavities formed by mining. Utilisation of cemented tailings backfill solves not only the problem of disposal of mill waste, but also the resource problem of providing backfill materials to the mine. The strategy also maximises ore recovery for the mine.

In the time since the first trials in the mid-1980s, the Rare-Earth Magnetic Separators (REMS) are presently (year 2001) found in many heavy mineral sands plants around the world. Both the roll and the drum type are used from ilmenite concentration to cleaning high-purity zircon products. Chromium-bearing materials are removed from ilmenite more selectively than with electromagnetic separators. Greater flexibility and higher grades in ilmenite circuits are achieved. Cleaner rutile and zircon products, even with respect to levels of radioactive materials, are the result of superior magnetic force optimisation. Tailings from roaster plants can be reprocessed effectively, which is encouraging some operators to look at replacing old equipment in order to process roasted material plant feed or implement use of the new generation drum separators in new plants. Wet separation of ilmenite by using powerful wet REMS drum separators is now a possibility. This may be an alternative to at least a portion of the Wet High-Intensity Magnetic Separators (WHIMS) process for ilmenite preconcentration. A dry plant process flowsheet can often be modified by displacing a portion of high-tension separators with new high-temperature tolerant REMS.

Corporate governance has never been more topical. A glance at any major newspaper or business publication will reveal a litany of corporate failures based upon the governance of the organisations involved (eg Byrne, 2002; Hayes, 2002; The Economist, 2002). The increased compliance requirements and speculative nature of our industry means that corporate governance systems are, if anything, more important than in the general business community (Arthur, 2001). Rather than focus exclusively on the contribution of governance to corporate failure within the mining industry, however, our objective in this paper is to examine how boards can add value to the corporations that they govern. In order to highlight how a board can add value to a company, we commence by outlining the role of the board in the modern corporation in general and the mining industry in particular. We then introduce the concept of shareholder value and identify the steps on which a board needs to focus to enhance shareholder value through value tracking processes. Our discussion pays particular attention to the importance of organisational culture to the companyÆs activities and utilises three case studies from the mining industry. We conclude with an overview of what mining boards can do to enhance their culture and drive performance changes for the benefit of the companies they govern.

It's my privilege to welcome you here this afternoon on behalf of the Sydney Branch of the Australasian Institute of Mining and Metallurgy. This is a most important gathering. You, the delegates, represent what is probably the most influential cross-section of the mining investment community and the oil and gas investment community to meet as a group during the last decade. We are meeting today and tomorrow to review two related issues that will have far reaching implications for the effective use of capital by the natural resources sector in the 1990's. The views which will emerge over the two days will almost certainly 'influence the availability of new capital to the companies in the natural resources sector for the decade ahead. The two principal themes of Minval '89 are, first, the valuation of mining and oil and gas assets and securities, and second, disclosure and reporting requirements in the capital markets which relate specifically to natural resources companies. This conference is taking place at a time when further consolidation and rationalisation appears likely within the mining industry. Although the base metals and other sectors of the industry are enjoying profitability not seen since the early 1980's there is caution about committing to new capacity which could bring about a return to the low prices and excess supply which prevailed during much of the last ten years. These conditions have led to increased takeover activity within the mining industry overseas, and similar trends are as evident here in Australia as they are elsewhere. Recognition of value is therefore likely to become more important than ever before in preserving shareholder wealth, for creating new wealth and for preserving the financial health of the resources industry in the future. Valuation therefore is the first theme of the conference.

Suppression of the explosion of the world population and the surprising increase of waste and emissions are major targets confronting mankind in this century. Recycling and waste minimisation are key words for sustainable development in a highly industrial society. The argument is really whether or not recycling done well is the solution to the environment problem for the following generation. If energy is not necessary in the recycling, all materials have to be recycled. The greatest interest among the environmental issues is the regulation of CO2 gas emission. It must be recognised that it is not possible to completely renew expended energy. Some of the recycling systems currently used are thought to increase the load on the environment rather than to be beneficial. Although metal industries have consumed tremendous amount of energy and discharged a large quantity of CO2 and solid waste, the metals have supported a high quality of life. The metal production industries such as the iron and steel industry and the non-ferrous metals industry can work well recycling of not only metals but also other materials without consuming more energy. Waste plastics, for example, are use as a reductant in a blast furnace. The role of metallurgical industry in the recycling-based society is introduced in the present paper to recognise how the metal industries can contribute recycling and waste minimisation.

New South Wales mining legislation reinforces a systematic approach to safety management. It is now a requirement of all mines in the coal, metalliferous and quarrying sectors in NSW to prepare a Mine Safety Management Plan. The paper briefly outlines work currently being undertaken by the Safety Operations Branch of the NSW Department of Mineral Resources (DMR). The DMR is working proactively with NSW mines in the preparation and implementation of effective Mine Safety Management Plans. There is a growing realisation that a systematic approach to safety management, underpinned by the process of hazard identification, has real potential to improve safety in the workplace. The paper briefly describes the framework used in a current æmines education programÆ and its æduty of careÆ foundation. Particular attention is paid to the role of mining operators in the implementation of Mine Safety Management Plans and their expected behaviour in demonstrating compliance. One challenge is convincing some mining operators that they must adopt new ways of working. Safety Operations officers are often reminded of the need to translate Mine Safety Management Plans into practical safety systems during audits and inspections of mines and through investigations into accidents and incidents. To have a real effect on the mineÆs safety performance, using these systems must be a normal way of going about a dayÆs work for all persons who work at the mine: not a safety manual collecting dust on the mine managerÆs bookshelf. Mine Safety Management Plans are important to mining operators. Not only will positive involvement in the development and use of safety systems ensure they meet their obligations under mining legislation, but it will also help prevent themselves or their workmates being injured or killed.

The past decade has seen a great increase in activity in deep seismic reflection profiling of the continental crust. Some 20 countries have conducted field experiments and the total length of deep seismic profiles surveyed to date is approximately 25,000 km. This total is very large compared to the quantity of such data that existed previously, but very small compared to the total length of seis- mic profiles of the shallow crust carried out for petroleum exploration, which some- times has exceeded 600,000 km on land in one year alone and 1,600,000 km/yr on land and sea. Furthermore, 25,000 km of seismic pro- filing corresponds to exploration of only a tiny fraction of the total volume of the entire continental crust. Thus at this stage of development of the subject, one must be wary of generalizations that are based on these limited data and then ex- tended in scope to include the crust everywhere. The state of the subject is such that virtually every new seismic line reveals totally unexpected seismic fea- tures, a sign that the subject is in its major discovery phase and a warning to the generalizers. Nevertheless, in addition to much new information on deep crustal structure in specific locations, some broad consequences of application of this powerful geophysical technique to a region of the earth not pre- viously explored in this manner are be- coming clear. One is that, as seismic data on the deep continental crust become more abundant and more revealing of complexi- ties, the deep crust can be far better re- lated to rocks at the surface. Conse- quently, the geological style of reason- ing is now being extended from its normal domain of the near-surface to include the deepest crust in a comprehensive story of the evolution of the continents. This change is a subtle but important one and is evident, for example, in some cross sec- tions of the North American Transect Pro- gram, which show surface geology extended in a consistent, though speculative, manner to the top of the mantle. This paper is for mine managers. It is about maintenance of mining equipment. This is an extremely broad subject so this paper is given with the caveat that it necessarily contains generalisations, not true in all cases, but broadly correct. The job of mine managers is to be good at making money from the excavation and preliminary treatment of mineral. To do this well, they need to understand the cost and value drivers in the business. This includes understanding the drivers associated with maintenance. Maintenance is often identified as a problem at mine sites. It is frequently listed as the cause of production shortfalls when reporting. The state of maintenance within mining as an industry is generally among the lower end of the range, when compared to manufacturing, petrochemicals, etc. Why is this? Experience and review of many audits and evaluations of maintenance has shown that some patterns are consistent with good performance and some consistent with poor performance. These often centre around the time horizon of the management team and are associated with knowing the sensitivity of the business to certain maintenance drivers and the mechanisms of maintenance and their results. To summarise, some common misunderstandings can be listed as statements that are obvious and extrapolations from those, which are not necessarily correct. For example: High availability of equipment is necessary for production. Incorrect extrapolation:focus on availability will produce high production. Design is often the greatest factor in determining the reliability of a mining machine. Incorrect extrapolation: the newest and biggest machines generally have the lowest cost operations. Operation has an enormous impact on machine productivity and reliability. Incorrect extrapolation: the fastest operators are generally the best from a productive point of view. Some maintenance improves the performance and reliability of machines. Incorrect extrapolation: more maintenance will give you more reliability. Some maintenance depends on disassembly and reassembly of components. Incorrect extrapolation: assembly is basically the reverse process of disassembly. Maintenance improvement in the mining industry in the last 15 years has focused largely on planning and systems improvement. Incorrect extrapolation: most of the problems in maintenance can be traced to a lack of planning. Actions based on flawed extrapolations will steer a business suboptimally. It is therefore important that the mine manager understands these issues so that the improvement effort can be directed to the greatest benefit.

The results so far show the potential to discriminate between barren and diamondiferous source rocks, and to distinguish multiple sources within single Drainages.

It describes the relationship between risk analysis and uncertainty, describes methods that can be used to quantify uncertainty, and suggests ways of reducing the geological and geotechnical uncertainties that are inherent in open pit mining.

In September 1980 the N.S.W. Environ- mental Planning and Assessment Act was gazetted. This legislation created a new arena of government involvement in the procedure for obtaining approval to open a new mine, or expand an existing mine in N.S.W. Since 1980 the legislation relating to environmental protection requirements, the procedure for obtaining Development Consent and the nature of relevant government policies have caused considerable confusion on the part of many potential developers. Implementation of the legislation has now become systematic and relatively predictable. However, certain aspects can be improved and require urgent government action.

The alluvial diamond deposit in the Kimberley Region of Western Australia which became to be known as the Bow River Diamond Mine was discovered in 1982 by joint venture partners Freeport of Australia Inc and Gem Exploration and Minerals Ltd. Mining commenced in 1987. This paper describes the exploration programs and results from discovery to commencement of mining and reviews the public reporting of this process in the light of 1992 Ore Reserves Code (JORC, 1992). This case study illustrates the difficulties involved in resource estimation of alluvial diamond deposits. The study also shows that current reporting standards were, to a large extent, adhered to a full ten years before the diamond reporting section to the Code was formulated.

The radiolarian biostratigraphy of the western part of the Gympie Province, north of Brisbane, has been examined. This part of the province comprises mainly the Amamoor beds and the Gympie Group, which have been assigned Permian ages on the basis of localised marine macrofossils. This study has shown that the Amamoor beds and the Gympie Group include older strata than previously supposed.The Amamoor beds consist of at least two tectonic units, namely a melange unit (unit A) and a well stratified sequence of sedimentary rocks (unit B). The former unit, regarded as an accretionary subduction complex, contains chert blocks ranging from Late Devonian to Earliest Carboniferous, while the latter unit yields Permian radiolarians. Latest Devonian to Earliest Carboniferous bedded cherts occur in sequence previously mapped as Amamoor beds and Gympie Group.

New data on the geology of the Late Jurassic to Holocene sediments cover of the World and associated mineral resources (oil, gas, ferromanganese nodules, ores of massive sulphides and other metals) have been compilled in the Atlas at scale 1:25,000,000 and 1:10,000,000. The work was performed by scientists from four Institutes of Russia (VNllzarubezhgeologia, VNlloceangeologia, Vernadsky Institute of Geochemistry and Analytical Chemistry of the Russian Academy of Sciences and Geological Institute of the Russian Academy of Sciences). The Atlas shows variation of thickness and formational composition of the large complexes (Upper Jurassic-Early Cretaceous, Upper Cretaceous- Eocene, Oligocene-Neogene, Pliocene-Pleistocene), distribution of oil/gas and ore deposits in each complex, data of deep- sea drilling (leg 1-130), thermo-pressure condition in the sedimentary basins within Circum-Pacific Rim.

Due to collapsing copper prices during 1974/75, a rapid changeover was made at the C.S.A. mine from mechanised cut and fill stoping with incline access to the more economic long hole open stoping method. In 1974/75, 20 per cent of total production came from open stopes. For the 1976/77 year-to- date, more than 80 per cent of total production has been won from open stopes. As a result, mining performance has improved considerably. Stops, drilling performance has increased by more than 50 per cent since the changeover from extension rod, 50 mm diameter cut and fill uphole drilling to 115 mm diameter in-the-hole hammer drilling of holes up to 65 m long. Stops blasting performance has improved from 750 tonnes to 950 tonnes blasted per manshift. Open stope primary blasting per- formance is much higher, but reduces to 950 tonnes per manshift when secondary blasting and firing of hung drawpoints are taken into consideration. Ground control, the most expensive and least productive aspect of cut and fill mining, is almost entirely eliminated in long hole open stoping.

Sluice-boxes are by far the most widely used concentrating devices by small-scale operators in PNG who work alluvial gold deposits. The sluice-box designs and their operating conditions used are known to vary widely. The selection of sluice-box configuration and the operating parameters such as the water flow rate is purely based on past experience. Some use small flowrates to increase the fine gold recovery at the expense of efficient separations and capacity while others use high flow rates resulting in increased fine gold losses but with high throughput rates. Recent work has revealed that the combination of riffle height, their spacing and wash water flow rate are the most important parameters that determine the success or failure of such operations. This combination has been shown to depend on the in situ gold and gangue size distributions of the deposit being processed. This paper describes a design procedure which uses a non-linear optimisation method to determine the optimal combination of the above parameters to maximise the metallurgical efficiency of such operations.
