This paper addresses; land use, rehabilitation and the State/Federal regulatory process, in light of Australia signing various international conventions and agreements in the area of environmental protection. The conventions on biological diversity, climate change and the implications of the Rio and Agenda 21 declarations are examined. The implementation of these initiatives through the Inter-Governmental Agreement on the Environment, and through legistlative mechanisms at Federal and State level is explored.Particular attention is given to the biodiversity strategy in context of the need to integrate economic aspirations and environmental concerns as a basis for sustsainable development. The paper concludes with a brief comparison of the major approval processes in each State, relating to mining environmental issues.

The urgent need for the control of surface subsidence caused by longwall coal mining in densely populated areas of China has led to a feasibility study on the effectiveness of longwall goaf cemented backfill. The study is focussed on exploring the potential of longwall goaf cemented backfill practice for surface subsidence control. Specific backfill geometry was designed in view of the characteristics of the longwall coal mining system. Laboratory physical simulated tests were carried out with different backfill material properties and pack size. The tests achieved a marked reduction in surface subsidence by the use of goaf cemented backfill. The system has been shown to be effective in laboratory tests, the challenge now is to overcome the engineering problems to put it into practice.

The Palaeozoic succession of Victoria contains one of the world's major gold provinces with a total production of 2500 tonnes of gold. Larger deposits, including Bendigo (over 800 tonnes Au), are related to Ordovician slates and greywackes, but a wide range of metamorphosed sedimentary and igneous rock types are host to significant gold deposits. Most, if not all, deposits demonstrate structural control, although the controlling structural features are variable between deposits: a majority of deposits comprise quartz veins. It is suggested here that a major factor in making Victoria such a gold-rich province might be a particularly high geothermal gradient in central Victoria during the Tabberabberan orogeny (360-380 my). This generated auriferous metamorphic fluids from underlying successions (?Cambrian) which migrated upwards along active structural pathways. One cause of gold deposition appears to have been fluid reduction by carbon, but other methods are suspected. This model is considerably simpler than the plethora of syngenetic, granite magmatic and lamprophyre-related models that have been proposed recently, but is in basic agreement with Cox et al. (1983). Exploration models for similar gold deposits both within Victoria and elsewhere should take account of the negligible evidence for a major syngenetic contribution to Victorian gold production, and the lack of any clear genetic relationship to particular igneous rock types. A real opportunity exists for new deposit types not identified by the early prospectors.

Research conducted into backfill drainage at Mount Isa Mines since 1992 is described. Piping in draining backfilled scopes has been the primary cause of bulkhead failures and emphasis is placed on research into the piping mechanism. Laboratory and in situ tests aimed at understanding the piping mechanism have been conducted and the results are presented. A case history of piping in a draining bench scope fill mass is described and a technique for reducing the potential for bulkhead failures in hench stopes is presented. Hydraulic fill is produced by standard cycloning of tailings and the overflow (reject material) is sent to thickeners prior to placement in the tailings dams. Research into the partial introduction of thickener underflow into the backfill system and its influence on backfill drainage is also descrihed.

"Mine-derived sedimentation in rivers can have significant impacts on the processes and features of the receiving environment and impact on communities reliant on this environment. However, identifying and quantifying the contribution of mine-derived sediment to the receiving environment can be complex. This is particularly the case in remote environments and where little/no baseline assessments have been undertaken. One approach that can be used involves sediment fingerprinting, whereby a unique tracer is identified within the mine-derived sediment to discriminate between mine- and non-mine derived sediment sources downstream. The technique typically involves sampling of sediment at upstream, control and impact sites and sites within the mine deposit. Laboratory analyses are run on all the samples to determine whether the chemical signature (eg presence/concentration of specific metals) differs between each group of samples. In complex environments where the mine-derived signature may be difficult to detect from a basic review of the data, or where sampling constraints may limit the number of samples for analyses, statistical methods can be used to help identify sediment groups. A geostatistical study was made of diamond drill hole intersections within 18CC stope block at the C.S.A. Mine, Cobar, N.S.W. The stope block is located in 18CC orebody which is a massive sulphide - multiple vein, Copper-Zinc type, lacking clear definition on gangue mineralogy, base-metal assays and total sulphide considerations. Of the variograms constructed for inter- section width and copper, lead and zinc grades and accumulations, only zinc displayed behaviour amenable to model fitting and kriging procedures. Zinc grades were calcu- lated for sub-blocks comprising the total stope block and comparison with equivalent grades determined by traditional methods showed them to be generally less extreme in the highest and lowest grade sub-blocks. The total-block grades derived by the two methods were almost the same. It is suggested that the failure of copper to show variogram continuity might reflect the difficulty in defining the actual 18CC orebody, a proposition which is supported by the poor continuity in the variogram of horizontal width. In the case of lead the poor continuity may be due to the frequent manner of occurrence of galena as coarse grained patches of limited extent. The results of the study, did not provide a convincing reason to depart from the traditi- onal methods of grade estimation at the C.S.A. Mine.

Over the last ten years geological and mining software products have evolved greatly. Software companies developing such products have focussed almost exclusively on the development of technical aspects of the applications, addressing geological, ore reserve estimation and mine planning problems. These specialist applications, and the many other new technologies that are being developed by a myriad of niche developers, are an essential part of todayÆs hi-tech mining operations. Technology is also being used in many other areas to improve the mining process and there is no doubt that tremendous advances are being made in all these fields. Yet there is something missing. The manner in which the technologies are used and implemented has led to the creation of many independent and inefficient æislands of technologyÆ where a variety of products from different vendors are used to address different, but related problems. Problems occur with unreliable information, data duplication, data redundancy and transferring data between applications that may be incompatible or even run on different computer platforms. These problems impede the flow and availability of information and hamper day-to-day decision-making by mine management. A solution to this problem is to take a holistic view of all the various technical applications and incorporate them into a single information technology solution. This solution must encompass all of the information requirements of a mining operation and must provide facilities that address much of the modern thinking about mine management, including strategic mine planning, value management, key performance indicators, and maintenance of a mineral balance sheet. Gemcom is developing an Integrated Resource Asset Management System (IRAMS), which is an enterprise-wide integrated computer system that encompasses various applications typically found at a mining operation. The core component of the system is a common, open, industry standard database that can be shared by many users from each of the different departments at a mine. Around that central repository are the primary applications that provide the mine with information it needs to operate. Ensuring that the information is reliable, accurate, shareable, timely and consistent will eliminate many inefficiencies, and provide significant benefits to mining companies. In turn these benefits will lead to significant improvements in decision-making, productivity and profitability for the operation. The initial version of the IRAMS system is currently being implemented at the De Beers Venetia Mine in South Africa. The system is being built around a core repository using the Microsoft æBack OfficeÆ architecture, and incorporates key technical applications from Gemcom, Whittle, De Beers Technical Team, Wenco and JKTech. The benefits of enterprise-wide systems have long been recognised in the commercial arena and enterprise resource planning (ERP) systems such as SAP, JD Edwards and MIMS are becoming commonplace in the mining industry. The more forward looking software developers and mining companies realise the need for efficient management of the information gathered during the mining process and can see that the concepts used in ERP systems apply equally to the technical applications as they did to commercial applications. The use of IT in the mining industry has expanded tremendously over the last five years as enabling technology and management acceptance has become more prevalent, and there is considerable room for dramatic growth over the next five years. The evolution of geological and mining software has now reached the stage where mines will yield the greatest returns by integrating the applications used in each area of their operations.

The ERA - Ranger Mine ore processing operation consists of a sulphuric acid leach followed by counter current decantation and solvent extraction circuits. The most expensive unit processing operation at Ranger is the sulphuric acid leach. In 1992 and 1993 changes were made to the operation of the leach circuit. These changes have reduced power and reagent consumption in leach by 30 per cent and 20 per cent respectively with minimal effect on extraction efficiency. The first change was to operate the leach circuits at higher pHs than previously attempted. In addition a cap was placed on the amount of acid added to the leach circuit. Secondly, an on-line pH measurement system was installed and has reduced the variation with time of the leach circuit pHs. Finally, the number of leach vessels used was reduced from ten to seven. This action was undertaken after an examination of the uranium profile and the residence time in the leach circuit from previous years. This paper examines the above changes and assesses their effectiveness on plant performance and costs.

One of the biggest drawbacks of deciding upon a heap leach method of treating gold ore is the risk associated with the full-scale production heaps not performing as predicted by the testwork. This paper examines the key decisions that are taken in the design of a heap leach project, and suggests ways in which exposure to these risks can be minimised. It also looks at monitoring techniques to give early warning of problems and possible remedial actions.

A 3D graphics modelling system has been applied to longhole stope ring design at Z.C. Mines, Broken Hill, NSW. This has been in operation for a four month period (January, 1988). The purpose of this application was to provide computer assistance to mine planning engineers and blasthole design draftsmen for the longhole design process, particularly by: 1. reducing the- volume of tracing, drafting and geometric manipulation which is a significant feature of the manual design process, 2. providing additional design drawings to enhance the conception and implementation of stoping design.

An empirical kinetic model is discussed that enables the number of stages in a carbon-in-pulp plant and the amount of carbon in each stage to be calculated for any desired metallurgical performance. It is shown that a knowledge of the kinetics of gold extraction by activated carbon in each stage assists plant operators in the important' areas of process control and optimization. Factors such as mixing efficiency, concentration and distribution of carbon through the plant, bypassing of pulp through a stage, and carbon poisoning are examined. The resin-in-pulp process for the extraction of gold cyanide is also discussed, and the chemistry of absorption and elution on strong- and weak-base resins is examined. In addition, operating results from a small-scale resin-in-pulp pilot plant are presented, and various applications in which resin-in-pulp may be preferable to carbon-in-pulp are discussed.

The Canada Centre for Mineral and Energy Technology (CANMET) /Calgary Coal Research Laboratory and the National Research Council in Ottawa established a joint working research group with industry to develop and test various computer models for application in surface coal mining operations in western Canada.The first part of the paper deals with the problems the group experienced during the past two years especially having model specification and requirements defined and understand site management practices.The second part of the paper deals with site specific development of general mine model for TransAlta Utilities' Highvale Mine in Alberta. Described here are the development of an interactive truck/shovel model for their three pit operation, selection and application of dragline model for tandem operation with the extended bench method, criteria for operational model of the five seams operation with selec-tive mining approach.

The Olympic Dam Copper Smelter Acid Plant is a hybrid plant capable of producing sulphuric acid from either sulphur burning, metallurgical gases or a combination of both. Commissioning of the Acid Plant on sulphur burning commenced in early April 1988 and commissioning on combined sulphur burning and metallurgical gas commenced in August 1988. During commissioning on sulphur burning a number of acid spills occurred due to balancing of tower flows and control of acid dilution. A number of other significant problems were encountered including failure of boiler gaskets, failure of strong acid pumps seals, the fracture of the teflon dilution water injector and the subsequent failing of the acid circulation pump, tank steel failures and various instrumentation problems. The Commissioning of the Acid Plant on metallurgical gases commenced in August and with the exception of the production of oleum in the boiler economizer was relatively trouble free. Oxygen Plant commissioning commenced in May 1988 and was without significant incident. An outline of the basic equipment for the Acid Plant and Oxygen Plant is presented together with aspects associated with the commisisoning of both plants.

Mining Engineering Degree programs have traditionally had a practical emphasis and have been highly vocational in nature. However, over the years, there has been an increasing attention to the more scientific aspects of the discipline. More recently, the professional institutions, the industry and the community at large have placed increasing emphasis on the broader aspects of the professions: management, finance, humanity, environment and social issues. Notwithstanding this, there has been a continuing emphasis on the practicalities, and most Mining Engineering programs are still strongly vocational in nature. But employers of new graduates complain about the graduatesÆ lack of practicality and readiness for employment æat the sharp endÆ on the mine site.This paper briefly describes some of the more recent developments in the Mining Engineering Degree program at the University of Queensland that attempt to address the problem. Particular attention is paid to alternative learning programs, including applications of virtual reality, practical experience at the University Experimental Mine (UQEM), and the Undergraduate Site Learning Program (USLP).

Samples from the Callide Coal Measures, Queensland, Australia, containing the minor maceral, micrinite, have been studied using optical and electron-optical techniques to determine the precise compositional and structural nature of micrinite when in association with vitrinite macerals. Emphasis has been placed on direct spatial correlation of optical and electron-optical data due to the fine grain size (90 per cent of the component) and, as such, should not be considered a maceral.

The Mount Stavely Volcanic Complex compri- ses one of a number of northerly trending fault bounded greenstone occurrences in Western Vict- oria, of probable Cambrian or older age. The greenstone belt is coincident with several linear positive aeromagnetic anomalies, which outline the surface and subsurface extensions of these greenstones. Mapping at Mount Stavely has identified serpentinite, variolitic basalt, two-pyroxene and pyroxene-hornblende andesite, dacite, rhyodacite and their pyroclastic equiv- alents. Chemically and mineralogically the volcanics constitute a calc-alkaline assemblage. The mineral potential of the region has been enhanced following a discovery by Pennzoil of Australia Limited near Ararat, of sulphide min- eralisation containing approximately 1 million tonnes at 2.7 percent copper. The volcanic environment of the Mount Stavely Volcanic Complex is discussed in terms of similar environments found in Canada.

Recent field experiments in the United Kingdom (Buchanan, 1979) have shown that the in-seam technique is capable of detecting a 1m fault in a 3m seam, at a range of 280m and with a resolution of ¦40m. Comparable tests in Australian collieries are proceeding. Although the practicality of an implementation of the technique on a routine basis remains to be demonstrated, the potential of the technique for the prediction of outbursts clearly warrants detailed examination. This potential will,depend, inter alia, on the level and scale of variations in elastic (and anelastic) properties of bodies of coal undergoing stresses associated with mining. Available data, mainly from studies of the seismic properties of gas saturated reservoir rocks, confirm the intuitive view that stress increases give rise to increases in seismic wave velocity and decreases in wave attenuation, markedly at low stresses (as pore spaces close with little resistance) but less so as stress increases. Such increases are of the same order as aniso- tropic effects, but should provide impedance contrast sufficient for detection by in-seam seismic methods. At higher stresses, cracks form within the rock mass. Results from research on earthquake prediction provide some clues to the behaviour of sedimentary rocks sub- jected to large stresses. Synthetic and commercial activated carbons are characterised for several chemical and physical properties. A range of techniques is used to establish correlations between physicochemical parameters and gold- adsorption activities. The most important parameter in the carbon activation process for a product with a high gold-adsorption activity is the activation temperature. High activation temperatures yield products with large micropore volumes which provides sites that are ideal in size for adsorption. The surface area of an activated carbon is not necessarily a good measure of its adsorption activity. Surface oxygen-containing functional groups are identified by Fourier transform infrared spectrophotometry to be comprised mainly of ethers and hydroxyls. These functional groups line the edges of the micropores imparting a polar character to the pore and aid in the solvation of the adsorbate. Oxidants such as nitric acid result in a proliferation of surface carboxyl groups. resulting in a negatively- charged surface that is not conducive to the adsorption of gold.

The manganese ore deposits at Groote Eylandt are quite variable both in regard to grade and physical cond- ition. In order to treat a wider range of these ores and to increase production a new primary-crusher and' concentrator complex costing $8 million has been installed and commissioned to treat ore at the rate of 12,000 tonnes per day. The initial testwork carried out to determine the method of the ore treatment required, and on which the design of the concentrator was based, is detailed. The flowsheet and equipment used is discussed together with the operation of the plant. The production achieved and product qualities obtained are given.
