"The requirement for environmental approvals and associated environmental impact assessments (EIAs) is now commonly regarded as a key milestone and body of work during project development. EIAs can be undertaken at various phases during project development, generally either:\ during the scoping or prefeasibility studies, where limited project information is available and the mitigation and management measures of the EIA become a set of criteria and commitments that control project design during the feasibility study, as an iterative approach whereby mitigation and management measures are developed through an integrated process with the engineering team, and measures are included in the feasibility study cost model following the feasibility study, where detailed project design information is available, the cost model is complete, and the EIA is an assessment of a fixed project with limited opportunities for mitigation and management measures to be integrated into engineering design. This paper investigates the advantages of integrating EIA into life-of-mine planning during the feasibility study phase, using the Tampakan Copper-Gold Project (the Project) as a case study. The Tampakan Project is located in the Philippines on the southern island of Mindanao. The Project involves the proposed development of three main areas of infrastructure:a large-scale, open pit copper-gold mine and associated mine site infrastructure (including tailings and mine waste storages, fresh water dam, concentrator, etc) a power station, port and filter plant (PPFP), located approximately 60 km from the mine a pipeline and transmission line linking the mine and PPFP sites.Examples of engineering measures developed through an iterative process to mitigate and manage predicted environmental and social impacts include design of water management infrastructure, modification of the disturbance footprint (eg roads realigned to avoid critical habitat) and realignment of project infrastructure to minimise impacted water catchments.CITATION:Blunt, J and Jones, J, 2012. The mining industry is cyclical, but those are more than normal business cycles. In the early 2000s the industry saw the start of China as a game changer for the mining industry which lead to catch phrases like ‘stronger for longer’ and even ‘stronger forever’. Enter the global financial crises and the more recent slow-down in the Chinese economy and confidence that the future is bright has dimmed! This paper looks at the long-term forces that are likely to impact the global mining sector and explain why the industry has an excellent future. However, the industry is not without its many challenges and while demand may be in a prolonged step change, the ability to generate profits will depend on the fitness of each asset and company.The author also discusses the hated terms of ‘boom’ and ‘bust’ and considers how the industry can reduce them, but normally exacerbates them. The ability of the junior sector to raise funds being a primary example and one that remains closed to all but the very best exploration assets. "This paper presents a case study demonstrating active geotechnical pit slope management at the now completed Carina Iron Ore Project operated by Mineral Resources Ltd (MRL). The site is located 105 km north-east of Southern Cross, Western Australia. The paper is primarily focused on the slope stability failure modes and the remedial measures employed to maintain mining.Between a quarter and a third of the excavated slopes were impacted by some form of instability that was beyond expectations of the intended slope design criteria and common practice. Ongoing mining was supported by intensive geotechnical pit slope management including close cooperation between geotechnical, mine planning and operations staff to achieve timely and practical mining solutions.Mining encountered varied slope failure mechanisms which required a combination of remedial solutions comprising: horizontal depressurisation holes, deferral of excavation, unloading, buttressing and catch berms.The root cause of the challenging slope performance was a mismatch between the predicted and encountered geotechnical model, resulting from a failure to recognise the critical mechanisms that control slope stability.Despite the extensive zones of instabilities at completion of mining, full ore recovery was achieved without major delays and in a controlled and safe manner.Citation:Fowler, M, Strang, D and Jaine, R, 2016. The mining of Australia's rich and diverse mineral resources has been central to the development of the continent by "Europeans" over the past two hundred years. Mining has historically been encouraged (to varying degrees) by development-orientated state governments (the. managers of largely Crown-owned resources) and since Federation, by successive Com- monwealth governments (which have seen mineral development as a means of generating export revenue to fund predominantly social-welfare orien- tated budgets). This marriage of convenience between governments and the mining industry has to date served all parties well. However, Australia's entry to a new world economic environment at a time that community percep- tions are changing (owing to an education-inspired challenge to "old" values) is challenging the hitherto held assumption that mining develop- ment is always aligned with the well-being of the State and community. Issues such as the type and extent of State/Commonwealth government taxation, resource ownership and control, the environment, land use con- flict, the extent and desirability of secondary processing and infrastruc- ture funding are being debated in the public arena. Opponents of mining in the community are well-organised and are well funded, articulate and more importantly, they have effective communication channels with most governments, irrespective of political complexion. Apart from some television-orientated corporate image building and recent efforts by AMIC, the industry's response to this challenge has been unco-ordinated, poorly directed and arguably ineffective. Professionals working in the industry are concerned about the community's perception of themselves and their industry. Recognizing that the Australian democratic system ensures that, in the large, government at its various levels, is reflective of and responsive to the views and aspirations of people, the industry's response must be wide- ranging, equally articulate and couched in a form which is politically acceptable. New objectives in providing information to the public and its educators must be formulated. Moreover, professionals are looking for new directions from industry leaders. The Institute is well placed to facilitate this process.

A pressurisation method with multiparallel fans has been adopted at HongLiuLin Coalmine to control the significant external air leakage through the goaf area of coalface 15207. Potential damaging effects of large external air leakage on a coalmine’s ventilation system are analysed according to the current air leakage status caused by the exploitation of shallow-covered coal seams. The use of pressure balanced ventilation to prevent external air leakage through goaf areas is introduced. The calculation of ventilation network of HongLiuLin Coalmine shows that the air resistance of an external air leakage branch through a goaf area and the air pressure drops from the intake slope to the working face can be adopted to determine the values of pressure to be increased by regulating fans and airflow controlling parameters of regulators. By investigating airflow requirements of the pressure-balanced area as well as the performances of the auxiliary fans currently used in the coalmine, the number of pressurisation fans needed is fixed. The expected result is achieved after the pressurisation method has been carried out, which can be helpful for other coalmines to handle similar problems.CITATION:Wu, F, Chen, W and Wang, H, 2015. The Cliffs Nickel Mine extracts a narrow near vertical nickel vein using a mining method of underhand bench stoping with paste backfill. In 2014, at a depth of 400 m below surface, the Northern block of the mine began to experience squeezing within ore development. At first the deformation was localised, within 30 m of the stoping front, but later became pervasive extending across the Northern block and resulting in a hiatus in mine production. The global mechanism is a progressive pillar failure, where the inter-level pillars in advance of the production front could no longer withstand the induced load and progressively yielded. The local mechanism of failure was observed as crushing of the massive sulphide ore and ‘punching’ of the pillars into the ultramafic hangingwall exhibited as floor and sidewall dilation and unravelling of the mafic footwall. The cause of the global mechanism was attributed to a combination of factors, including: high overall extraction ratio, small vertical pillar heights between ore development, high stress in relation to the low rock mass strength, shallow stope front angle, and insufficient ground support capacity. Following the progressive failure, the remnant rock mass conditions across the northern block were severely degraded, with numerous falls of ground that led to a reassessment of the mine plan. Recovery of the Northern block started in 2016 as a staged process. Development of the safe recovery work methodology involved a number of considerations, such as: production sequencing, development access design, ground support, and development of specific procedural controls. The Northern block was then broken into smaller mining precincts based on tactical factors such as location, ease of access, scale of rock mass damage and nickel content. A specific ground support standard and work methodology are employed, while cycle sheets are used to ensure quality and completeness of work. Large intersections showing signs of deformation have either been bypassed or treated using Rocprops to maintain stability during stope production. This approach has been successful in safely regaining access and restarting production in areas that had previously been removed from the mining reserve.

For a long time there has been a known relationship between the northern Heavy Mineral (HM) deposits of the Murray Basin to the extensive north east trending ridges in the area. These ridges have been a targeting tool for exploration and have uncovered some significant discoveries, some of which have turned into mining projects. Bemax’s Ginkgo and Snapper deposits are good examples of how the faulting helped create an economic deposit but also result in significant planning issues in the exploitation of these deposits. Material balance, induration and pyrite issues have been made easier to manage through good geological understanding of the deposits.

A novel open stope design approach is presented that delivered improved performance in a mining area with poor ground conditions at the Olympic Dam mine. During 2019, a large open stope had an unplanned caving event resulting in the inability to extract the planned tonnes and subsequent sterilisation of nearby stopes. A design limitation was the lack of data and understanding around the alteration domain extents, the rock mass strength controls and limits, the failure modes controlling stope stability in the local area, and the use of conventional stope shapes. From the available data and failure observations, it was inferred that the dominant caving failure mode resulted from a blocky rock mass impacted by structure and alteration causing an unravelling failure mechanism. Numerical and empirical analyses were conducted to test this hypothesis and establish strength limits for design. The strength limits for the design were then used to provide a range of outcomes from which future stope design shapes such as chamfered backs could be selected. Three alternate chamfered geometries were selected to trial the innovative designs. BHP BillitonÆs (BHPB) Yandi ore deposit is a channel iron deposit (CID) in the Pilbara district of WA. The ore is predominantly a goethite-hematite pisolite and overlays a clay at the base of the deposit. Knowledge of the location of the contact prior to mining is critical to maximise ore extraction and minimise contamination from and mining of the underlying clays which contain high levels of alumina. The contact between the iron ore and the clay is highly irregular. Traditionally the contact has been delineated by closely spaced drilling û this can be expensive and since each drill hole only provides a point sample measurement, irregularities in the contact surface can be missed. In September 2001, three high resolution geophysical techniques were trialled to see if they could be used to improve the efficiency and accuracy of ore delineation. The three techniques were resistivity imaging, ground penetrating radar and electromagnetic conductivity imaging. The resistivity data showed a favourable correlation with the available ground truth data from drilling. Using this ground truth data as a calibration, an interpretation of the depth to the base of the channel iron deposit (CID) ore was constructed for the areas surveyed. A significant attribute of the method is that the position of the base of the ore is imaged continuously along the lines that are surveyed rather than at discrete points. No continuous well defined ground penetrating radar (GPR) reflections were observed from the base of the CID ore. There did appear to be some correlation between the range of echo times that reflections were observed and the drill data, however the precision to which the range of echo times could be estimated was of the order of several metres and therefore not adequate to replace current procedures. The electromagnetic data showed good correlations with the existence of shallow clays but did not discriminate between variations in CID ore depth. This technique is therefore not suitable for mapping the base of the CID ore but may still be useful as a rapid tool for mapping the position of clay bands.

It is very rare in the underground hard rock environment to find a deposit that is ideally suited to a specific mining method. Usually the irregular shape of the orebody will allow the deposit to be extracted by more than one mining method. During the prefeasibility stage, a number of conceptual mine designs are generally evaluated to see which offers the best method of extraction for the deposit. The selected method is usually based on key decision criteria such as the overall extraction of the orebody, the amount of metal produced annually and the unit cost of production. Often the prefeasibility study document will state that the project has an NPV of æxÆ million dollars. This statement can be made without any quantitative consideration of the likely risks of the mining methods reviewed or the level of confidence in the estimation of the NPV. By assigning a probability of failure to each component of the mining cycle a measure of the risk for each method can be determined. One mining method may provide the highest NPV when it is performing well, however, there may be a higher risk of a major failure impacting on the performance of that method, eg the failure of a mass blast of a crown or rib pillar. This paper will present a flowsheet approach to the use of risk analysis for determining the likely production rates of different mining methods. This framework allows the annual metal output to be estimated and from this the NPV for each method. A level of confidence can be applied to the estimated NPV for each option. An example will be presented on how this technique has been used within the Normandy Group.

A frequent challenge in mine water management and mine design is estimation of precipitation and extreme rainfall given a short record of site meteorological data. For remote mine projects, typically only a few years of rainfall data are available, which is far too short for estimation of design rainfall event, such as the 1-in-100 year storm. A frequency-paired approach is presented for comparing daily precipitation records from a mine site with a long-term regional station and provides the basis to transpose the long-term record to the mine site. This allows a long-term synthetic precipitation record to be developed for the mine site that can be used to undertake site water balance studies, determine pond storage requirements, assess water supply options and address other surface water management issues. Conventional approaches are based on chronologically-paired data and when applied to daily data generally yield poor correlations between stations. In the frequency-pairing approach, statistical distributions (two-parameter gamma distribution) are fit to daily data from two stations and used to calculate daily and extreme precipitation values for the short-term site (which is typically a mine or other project site). The method is demonstrated using data from two meteorological stations located along the south coast of British Columbia, Canada. Use of a fitted two-parameter gamma distribution (or other distribution) provides a sound theoretical approach to comparing precipitation data from two sites and the basis for transposing a long-term record to generate synthetic precipitation series and extreme rainfall values at mine sites.CITATION:Millar, R, 2013. The mill area of PT Freeport Indonesia is located in a valley surrounded by steep natural slope, characterised by extreme topography with mountains rising to above 4500 m within 100 km from the seashore. The valleys are deeply embedded into the mountainous terrain and bordered by steep natural slopes. Vertical or overhanging lime walls are interrupted by steep vegetated screen sections containing accumulated loose material from weathering processes and ancient rock falls and/or debris flows/avalanches. The climate can be best described as alpine subtropical with an accumulated rainfall of more than 5000 mm per year. Occasional snowfalls and superficial freezing above 4000 m elevation leads to heavy weathering of the superficial rock layers and along open joints and fractures. The mill area is a crucial and strategic infrastructure for the entire mining operation which is best characterised as a high density industrial area with facilities including water tanks, power generators, crusher, and concentrating facilities including office buildings and workshops as well as access tracks to the underground mining blocks. Considering the local topography, the restricted space conditions and the number of technical installations, the facilities are likely to be affected and highly vulnerable to rock fall from the surrounding slopes. In order to minimise the rock fall hazard three rock fence barriers area were constructed at the mill area. The 7.5 rock fence barriers were designed with the maximum capacity of 5000 kJ. These are the largest capacity of rock fall barriers ever constructed in Indonesia. The total length of the barriers for the three locations was 126 m. The biggest challenge of this project was the construction of the barrier at West Gulley, which was constructed at 300 m above ground level. For this site, construction access was undertaken using helicopter. This presentation discusses the design of the mitigation structures as well as the construction approach and stages of the barriers. Please note: This paper is abstract only.

DTL2 contract C916 was awarded in March 2009 for S$340 M. This contract includes two mass rapid transit (MRT) 1100?m long bored tunnels using two slurry tunnel boring machines (TBMs), with an internal diameter of 5.8?m, two cross passages and 135?m of cut-and-cover tunnels The contract also includes the design and construction of a new underground station including station entrances, subway links, architectural finishes and external landscaping. The station, located at Upper Bukit Timah Road near Jalan Jurong Kechil will also double as a civil defence shelter.The works included significant traffic management in a dense urban area in order to create the working areas whilst keeping the requisite number of traffic lanes. This involved numerous utility diversions and included the removal of a 33-year-old pedestrian overhead bridge (POB) over busy Bukit Timah Road. The station and tunnelling works were completed on time, including a ‘dock and dismantle’ TBM retrieval and subsequent breakthrough of the separating wall.This paper will detail the methods and solutions used to construct the tunnels and stations, with a focus on the requirements for construction of the station to be a civil defence shelter if required. This involved solutions to tying reinforcement and placing concrete to high standards in a restricted space, as well as the incorporation of heavy blast doors and other associated protective measures. The efforts of the management team resulted in the project being awarded first prize in the 2011 Land Transport Authority’s Annual Safety Award Convention and being named winner of the Safety and Health Award Recognition for Projects (SHARP) award at the 2011 Workplace Safety and Health (WSH) Awards. As well, McConnell Dowell won a Green and Gracious Builder Award (Excellent Category) from the Building and Construction Authority (BCA).CITATION:McDonough, R, 2014. This study assessed the deformation failure characteristics of rock-coal composites with different height ratios. Uniaxial compression tests were conducted using an acoustic emission monitoring system and XTDIC three-dimensional full-field strain measurement system. The results showed that with the increase in rock-coal height ratios, the uniaxial compressive strength of composite samples increased from 5.26 MPa to 14.61 MPa. The evolution of the deformation localisation zone of the composite samples is closely related to the initiation and propagation of the primary cracks in the coal samples. At the moment when the main fracture of the coal samples occurs, there is a large drop after the peak of the stress-strain curve of the composite samples, and the height of the rock samples increased to varying degrees, which indicated that the failure of the coal samples induced the rebound deformation of the rock samples. With the increase in rock-coal height ratios, the rebound deformation amount of the rock samples decreased from 0.042 mm to 0.008 mm, and the rebound deformation rate decreased from 0.210 per cent to 0.010 per cent. Meanwhile, the rock samples’ rebound deformation releases part of the elastic energy to act on the coal sample, further contributing to the destruction of the coal samples. Compared with single composite coal samples, the coal samples of the composite samples have much more failures. In addition, with the increase in rock-coal height ratio, the input energy density, elastic energy density, post-peak release energy density, and residual elastic energy density of the composite samples increased, the dissipation energy density decreased, and the percentage of pre-peak elastic energy density increased from 98.56 per cent to 99.86 per cent. These results revealed the deformation failure characteristics of rock-coal composite with different height ratios and provided a theoretical reference for understanding the underground dynamic rock failures.

"This paper details the events leading up to a slope failure that occurred at Kalgoorlie Consolidated Gold Mines (KCGM) and the remediation method executed using rope access specialists.n January 2016, KCGM Fimiston Pit experienced a double bench wall failure where approximately 80 000 t of material fell from the wall that blocked access to a ramp and caused minor damage to equipment.The event was triggered by heavy rainfall and occurred along unfavourable eastward dipping structures that lead into weaker shale/porphyry bands, which in turn left more material on the face. A remediation plan was formulated that would allow for the continuation of open pit operations while a full geotechnical assessment of the failure area could be conducted. This was accomplished by means of rope access specialists who abseiled down the wall and blasted off the remaining overhang using a portable drill rig and prepackaged explosives.This paper provides a brief overview of the KCGM operations, how the instability was identified and monitored, details of the failure event, outcomes of the geotechnical assessment and details on the remediation work.Citation:Graf, C and Sullivan, R, 2016. The routine use of gravity gradiometry for the detection of orebodies with no outcrop is now being undertaken. The commodities and orebody styles range from banded iron ore formations to volcanogenic massive sulfide (VMS) style polymetallic deposits. This recent innovation of flying gravity gradiometry was pioneered by BHP Billiton and Lockheed Martin with the Falcon technology (Lee, 2001), and now two additional systems, also using Lockheed Martin instruments, are deployed. In South Africa, magnetic gradiometry is being developed and deployed with the same objectives in mind. In this case, a system from Institute of Photonic Technology (IPHT) is being used. The detectable wavelengths from such systems have decreased to less than 200 m in the last year, and it is expected in 2011 that wavelengths to less than 100 m, with anomaly signal strengths of less than 2 Eotvos for gravity gradiometry will be viable. The key to these advances lies in the improvements of processing software and geological modelling. In particular, methods using all the tensor components are starting to be routinely deployed to filter, level and grid the observed signal. These methods do, however, require full insight and understanding of the reference coordinate systems used by the various instrument designers and survey operators. The digital terrain models need also to be observed to an accuracy of better than 20 m cell sizes, using such techniques as Lidar. Then the terrain effects can be modelled. The topographic surface represents the largest and most proximal density contrast encountered in an airborne survey. Hence terrain effects can have significant impact on airborne gravity gradiometry data. A decorrelation of the terrain effect with the observed signal requires a method of best fitting with a regional surface density. A novel technique has been developed for this purpose. This technique uses a tensor algebra to estimate a density between 1 - 4 g/cc that explains the average observed signal. Armed with this result, the anomalous buried bodies can be revealed by subtraction.

"The Jaguar concentrator, 60 km north of Leonora, Western Australia (WA), consists of a standard closed circuit semi-autogenous grinding (SAG) and ball mill producing a float feed of approximately 60 micron at 70 t/h. Following comminution, separate copper and zinc concentrates are produced by differential flotation. These concentrates are subsequently dewatered by thickening and then filtration.Separate audits of the Jaguar Operation’s copper and zinc concentrate thickeners were conducted to evaluate their performance, following occasions where site personnel had identified unnecessary loss of copper and zinc concentrate to the thickener overflow. The feedwells were identified as the source of the observed problems due to the following issues with their design/duty:lack of retention time in the feedwell as current design is completely opennot conducive to effective mixing required for efficient flocculationdiameter of the zinc concentrate thickener feedwell was undersize for its duty.To improve the performance of the thickeners, it is planned to replace both concentrate thickener feedwells with a high rate design for their respective duties in February 2016. The audits also identified that the feed system requires modifications with particular importance placed on minimising air entrainment of slurry into the thickener feedwell. Minimisation of air entrainment is hoped to be achieved by providing constant head pressure through installation of weir arrangements in the feedboxes and redirecting each feed pipe so that it feeds tangentially into the feedwell. In addition, improvements to the control philosophy of both thickeners will be made with the installation of an ultrasonic bed level probe and bed mass sensor, in order to make real-time adjustments to the underflow pump speed to maintain steady state operation.Following the feedwell replacement and modifications to both thickeners it is expected that losses of recovered copper and zinc will decrease to undetectable levels. Subsequently it is anticipated that a more consistent, homogenous underflow can be produced for downstream filtration.Citation:Thompson, M, 2016. This paper describes how specific technical and regulatory issues related to water management have been dealt with at Anglo AmericanÆs Moranbah North mine. It compiles the collection of practices that have been implemented since 2010 in response to climatic and regulatory drivers. Operations must continually evolve as they face emerging challenges. For Moranbah North mine, one key challenge is the integration of its mine water system to that of its new neighbouring mine Grosvenor. The commitment to ongoing improvement has placed the mine in a good position to face this particular challenge.Water-related risks were identified then mitigated by technical practices, which have focused on improving underground water management, increasing storage capacity and installing a state-of-the-art control system for the management of water on-site and for releases of mine-affected water to the environment. These practices are supported by an extensive monitoring and audit system that provides confidence in the reporting of activities and outcomes. Iron ore, which is transported by rail from the iron ore mines at Sishen in the Northern Cape, to the Saldanha Iron Ore Terminal in the Western Cape, needs to be analysed while loading to be exported. Every shipment will be sampled and an average analysis of the ore will be produced which is required by the purchaser at the receiving port. On arrival at the iron ore terminal at Saldanha, the ore is tipped from the rail trucks onto conveyor belts to be either stockpiled or direct-loaded. The conveyor belts run under the sampling plant and the ore is sampled periodically by means of an automated cross-belt sampler. This is the first iron ore port sampling facility in which the automated sampler is situated above the conveyor belts and not adjacent to them. A portion of the primary sample taken off the belt is moved to the dedicated sampling laboratory situated behind the cross-belt sampler and over the conveyor belt lines. The sample is split in the laboratory, one split being used for moisture and particle size determination and the other part is dried and then analysed by means of X-ray fluorescence spectrometry (XRFS) on fusion beads for major and minor elements. Particular care is taken to obtain high quality data for penalty elements.This sampling plant is completely automated and from the primary cross-belt sampler to final analysis by XRFS no manual steps are involved. This has meant that some processes are used which are suitable for automation and are ISO compliant but not necessarily ISO-certificated. The ISO manuals were developed with manual laboratory processes in mind. Precautions are also taken to maintain the integrity and representativity of the samples. South Australia pioneered metal mining in Australia and was the main source of copper for several decades. Gold discoveries and mining also contributed significantly to the development of the Colony. Across the State can be seen the holes, the mullock heaps and, in some instances, the remnants of machinery of the past era. In this, the centenary year of the discovery of the Teetulpa goldfield, considered by some to he the most significant discovery of gold in the State, it is appropriate that we should present a paper on the history of gold mining in South Australia. South Australia has not been a major producer of gold with recorded production a little in excess of 15 million grams (15 t). This represents about 0.25 per cent of the Australian total and ranks last of the States of the Commonwealth. The outstand- ing feature of gold production in South Australia has been the succession of short periods of rela- tively high production immediately following a discovery, with payable dirt being quickly exhausted, a fact clearly illustrated by the graph of South Australian gold production (Figure 1).
