While there is no specific obligation on the part of any applicant to consult directly with tangata whenua (people of the land), recent cases highlight the need to engage in active consultation in order to avoid serious objections and delay, particularly where a proposal may affect the matters referred to in section 6(e) (Waahi tapu/sacred places) and 7(a) (KaitiakitangaiGuardianship) of the RMA.   The Environment Court has shown some sympathy for tangata whenua where waahi tapu and other significant matters of cultural concern are at risk because of a proposed development. There are several practical steps that can be taken to minimise the potential for serious objection including: ò knowing who to contact and how to contact them; ò demonstrating empathy for the concerns of tangata whenua; ò engaging in proactive consultation, for example meeting at a time and a place that is suitable to tangata whenua, and a preparedness to meet the costs of tangata whenua etc; ò demonstrate an awareness of tangata whenua issues; being aware of the types of mechanisms that are available to remedy, avoid etc adverse effects on matters of concern to tangata whenua.

THE object that the writer has mainly in view in presenting this paper is to draw the attention of those connected with the technical side of the industry to the unsatisfactory and by no means up-to-date methods employed in estimating the tin contents of an ore. At the same time, what is regarded, from the writer's personal experience, as a satisfactory and reliable method is explained in detail. It is a curious fact that for the last 25 years tin·assay methods have made little or no advance, while those now in general use ill connection with copper and lead ores can scarcely be compared with those then obtaining, so greatly have they been improved upon. Though it. is not altogether expected that the method herein advocated will at once meet with general approval, the writer hopes the resultant discussion may bring out points that have hitherto escaped detection.FIRE METHODSThe old Cornish method of smelting with anthracite is now obsolete. Traditionally, the blast furnace (BF) has maintained a dominant position as the primary source of iron units. Notwithstanding the efficient nature of the process in respect of its material and energy consumption, the conventional blast furnace route is faced with limitations such as stringent quality metallurgical coke, high capital investment, etc. While BF will continue to retain its predominant position as the foremost ironmaking technology, the alternate processes may also have a role to play. Direct Reduced Iron (DRI) or sponge iron industry is all set to take a firm root in India as one important solution to the problems of shortage of metallurgical coal and ferrous scrap and high investment costs faced by the country's steel industry. The commercial proven DR processes coupled with electric arc furnace (EAF) steelmaking have also offered a viable alternative to the blast furnace - basic oxygen furnace (BF - BOF) route for the installation of integrated plants under specific local conditions. The performance and efficiency of DRI processes mainly depend upon the chemical and physical behaviour of the raw materials especially the iron bearing materials. Iron oxide pellet and sized lump ore constitute the oxide feed stock, while pellets form an ideal feed stock for direct reduction, use of lump ore is economically advantageous because of its lower price. National Mineral Development Corporation Limited (NMDC), being one of the major producer of iron ore in the country since last four decades, has established technology and developed process flowsheets for production of suitable calibrated lump ore for DRI production, besides supplying the natural lump ore for conventional blast furnace requirements. In addition to the above, extensive pilot plant tests have been carried out at the R&D Centre of NMDC for preparation of iron ore concentrates suitable both for direct reduction and blast furnace grade pellet feed using the iron ore fines from its own mines and as well as from the other iron ore mines in the country. For utilisation of the huge quantity of slimes generated in its ore processing plants, NMDC has planned to set up the first commercial plant adopting the smelt reduction process (ROMELT Process) for production of pig iron from Bailadila slimes. The paper mainly deals with various beneficiation techniques adopted for production of DRBF grade pellet feed from iron ore fines. Also presented in the paper, the extensive work carried out at R&D Centre on preparation and evaluation of calibrated lump ore (Natural Pellets), based on which, suitable modifications are incorporated in the ore processing plants of NMDC for production and supply of the same to sponge iron industries.

Taking the third meridian as the eastern boundary of proved payable auriferous country, there is a stretch of country, nearly 600 miles in width, in which no appreciable amount of gold has yet been discovered. Many prospectors have attempted to .penetrate or traverse it, but comparatively few have thought it worth while proceeding with the examination.The desolate stretch of waterless desert-the very few and insignificant outcrops through the sand and the almost total absence of feed for horses have, combined, presented such a barrier as to preclude prospecting. The few who have traversed the country are eloquent in denunciation, yet their investigations, necessarily hurried, are not quite satisfactory. The absence of water utterly debars a thorough examination being made. Gold may exist in quantity, yet it would have to be extraordinarily plentiful to render its obtaining profitable. Too fantastic is the idea of its ever being a mining district; shifting sand to traverse, utter absence of wood and water render the notion absurd. Likely looking belts occur, but these in all "cases are small and remote from water. Gold has been obtained from likely look ing quartz reefs, but only by fire assay, and then but a few do to the ton. Without wishing to be pessimistic, I would unhesitatingly declare that east of the third meridian, and between the parallels 25 and 30 degrees in West Australia, there is no gold in payable quantities.

The literature pertaining to the electrochemical reaction at the anode during electrolytic reduction of alumina by the Hall-Heroult process is not in universal llgreement about the gaseous product. The possibility of electrochemical formation of CO at the anode was examined using existing data. Although the thermochemistry favours co-evolution of CO and CO2 with CO as the major product, the mechanism of the reaction shows this is unlikely. Since the origin of CO can be more logically explained by non-electrochemical mechanisims, it is concluded that CO2 is the only product from the electrolytic reaction at all current densities.

IN the construction of a set of ordinary mine plans, two axes or coordinates are used; also, two different projections are essential viz., a plan (horizontal projection) and longitudinal section (vertical projection). In isometric projection three axes are employed-one axis vertical and the remaining two inclined to it at angles of 120°, also making an angle of 120° with one another, as shown in Fig. 1. The two inclined axes are used to plot the horizontal projection, while altitudes are plotted on the vertical axis. As an illustration, consider the ease of a simple object, such as a box. To show all the dimensions in the usual manner requires two drawings-a plan and elevation, as in Fig 2.

The discussion submitted by Drs. Stillwell and Edwards is at once helpful and gratifying to the authors. Their contribution deals with two phases of the problem-(I) an additional suggestion for the relative solubility of galena and marmatite, and (2) submission of an alternative explanation for the greater leaching of the Northern ore-body. With the first we agree in principle, and herewith present recent data which will help to substantiate the idea, though the mechanism is not believed to be as simple as indicated by Stillwell and Edwards. Concerning the second suggestion, the original explanation put forward. in the paper is held to fit the facts more closely.In view of the influence, as shown by Garrells' paper,in which the presence of Cl' ion may have upon the relative solubilities of lead and zinc, it is perhaps worth noting that Broken Hill mine water carries a higher content of Cl' than has been reported from many of the other lead-zinc districts.Since our paper was published, an analysis of water issuing from the newly-opened Northern ore-body on the 2,600-ft. level has been made (12/1/43). Samples weighing O· 2 g are digested with 2 ml of 72 per cent perchloric acid for 2 hr at 180°C, and then diluted to 10 ml. with water. After settling, an aliquot of clear solution is reduced with ascorbic-citric acid, and then a zinc dithiol solution is added to form a coloured molybdenum complex which is extracted with petroleum spirit for comparison with standards.Concentrations down to 2 p.p.m. may be analysed at rates up to 150 determinations per day.

An accurate measure of the earth's magnetic field can be made in a few seconds with the portable proton precession magnetometer. Such an instrument increases the applicability of the long successful method of magnetic prospecting for minerals. As an example of the usefulness of the proton magnetometer, a survey over volcanic rocks near Apsley (Tas.) was made.INTRODUCTIONA completely portable magnetometer whose operation is based on the free precession of polarized protons in the earth's magnetic field, is now available on the market at a price competitive with magnetometers based on the classical physical principles. The ease, accuracy, rapidity, and reliability with which measurements of the earth's total magnetic field can be made with the proton precession magnetometer, led to the try-out of the instrument in an actual field problem so as to evaluate fully the capabilities of the instrument. Such evaluation is important, because the history of magnetic prospecting has shown that whenever significantly improved instrumentation has been introduced, prospecting costs have been substantially cut and many areas in which the prospecting costs were formerly considered excessive in relation to probable returns, have become economic mineral prospects. On the more important mines it is almost essential to have a general plan of the surface. A special feature of this plan should be the indication thereon of a suitable arrangement of contour lines, either wholly over the surface of the property or at parts where may seem most useful. The importance of having these contours marked on the plan will be best appreciated by the engineer, in selecting the best available site for a proposed new plant, in locating a tramway, in connecting the surface with the underground workings to the best advantage, or in solving many similar problems that come within his province. The closer the contours are together vertically the better, the limitation being the trouble and expense of getting them on to the plan. They may range from five to fifty feet apart but a distance of ten feet will be found, in most cases, to be the most useful.In deciding the datum level from which these contours are to be measured, it is best to depart from the ordinary sea level datum, and use instead the highest available point on the property. This datum will be called zero and all levels will be reckoned so many feet below it; thus by a contour marked 160 on the plan, it will be understood that the level of the plane of the contour is 160 feet below the highest available point on the property. This system of measuring levels downward is readily suggested from measuring the depths of shafts from the brace or of excavations from the original surface.

The sphere of operations of dry crushing has been so much enlarged of late years that the following notes with reference to its advantages and limitations, and also some practical results in connection with the crushing of gold ores will probably be of service to the members of the Institute. Until recently, with one notable exception that of the Mt. Morgan Gold Mine, dry crushing has only been practiced to a very limited extent in Australasia, and elsewhere it might be said to belong to industries other than mining Its sphere of usefulness depends on the fact that the' product is delivered in a dry state without the separation of the finer particles from the coarser to any appreciable extent, thus enabling the following advantages to be achieved with different ores.

A typical high silica low grade magnesite from the Salem area of Southern India, was used in studies to develop a suitable flotation system involving commercially inexpensive sodium oleate as the collector together with other reagents which can give a product of the required grade with an acceptable recovery. It was found that the presence of metallic ions such as Cu+, Fe+++ or Ca++ introduced by the addition of their salts, or by their formation with the addition of hydrochloric acid to react with magnesium and calcium carbonate in the me, can act as effective depressants for silica. The addition of 'hydrochloric acid' was found to give best results.

Approximately 420 VertiMills« (VTM) have been installed in mineral processing plants throughout the world, mainly in tertiary and regrind applications plus several in secondary grinding duties. Metso Minerals (Metso) and the Julius Kruttschnitt Mineral Research Centre (JKMRC) have commenced a collaborative research program in stirred milling technology focusing on mill performance evaluation, model development and scale-up methodology. Industrial VTMs are being assessed using a consistent circuit survey protocol to evaluate the performance of VTMs in comminution circuits. The survey protocol includes identification and modification of sampling points, appropriate sampling techniques, controlled circuit stability, and best sample analysis practice. To initiate this study four surveys were conducted in the tertiary grind circuit in the Ridgeway Concentrator at Cadia Valley Operations (CVO) that treats the full circuit throughput of over 800 tph. To deal with the high feed rate the site opted to lead the world in the application of stirred mills by installing the largest VTM, at 3000 hp (2240kW) in closed circuit with a hydrocyclone bank. On average the operating work index was 13.1 kWh/t, reducing the secondary grind product by 40 - 50 ¦m to the required 80 to 100 ¦m range. The applied specific energy is relatively low in these low-intensity stirred media mills at 2.7 kWh/t. The size specific energy was 24.2 kWh/t-75¦m. Blasts should be designed so as to maximise the percentage of charges which shoot to a free face (Le, to a pronounced rock/air interface).Free faces should be rough, parallel and reasonably near to blastholes and, very importantly, concavely·biplanar relative to the charges (see Fig. 6b). The presence of biplanar free faces requires that each charge fragments and detaches its quota of the burden rock before the detonation of:1. later-firing adjacent charges in single-row blasts, and2. dependent charges in multi-row blasts.In multi-row blasts, biplanar faces are best achieved:1. by drilling blastholes on equilateral triangular grids,2. by selecting a VI, V2 or V3 initiation sequence, and3. by using down-the-hole delays.Biplanar faces start to be created only when the conventional value of effective blasthole spacing/effective burden distance (Se/Be) increases beyond about 2.4. Values of Se/Be less than about 2.4 result in planar free faces. Where biplanar faces are created, conventional values of Se/Be are invalid and appreciably greater than real values of Se/Be.

The significance of blasthole stemming in determining blasting efficiency has been extensively studied for small diameter holes using gelignite explosives. Recent developments in blasting technology with the use of large diameter holes and low cost blasting agents have not included studies of the effectiveness of different types of stemming materials. A review of previous measurement techniques and the relevance of these earlier results to present stemming practice is presented in this paper. A survey of operating mines in Australia provided information for this analysis. The value of stemming in reducing blast noise and improving blasting efficiency is generally accepted but the use of bulk-loaded explosives in underground operations has resulted in the practice of eliminating the use of stemming material.In surface operations drill cuttings are used for stemming on the basis of availability rather than efficiency in providing resistance to movement. The development of laboratory testing techniques, based on noise level and borehole pressure measurements, to evaluate the relative efficiency of different types of stemming materials is described. The results of an extensive series of tests with ANFO explosive showed similar trends tothose obtained from earlier published results with gelignite type explosives. Conclusive quantitative results on the relative effectiveness of different stemming materials will require minor modifications to the existingequipment. Observations and the results of pressure measurements indicated the presence of shock wave effects which caused the ejection of the top section of the stemming column when using coarsely fragmented material.

The Australian metallurgical processing industry has shown great innovation and progressiveness over the past ten years. During the same period, exploration activity, particularly by Australian companies, has increased substantially in Indonesia. Following feasibility studies, the decision was made to establish a metallurgical laboratory and design facility in Indonesia. An Indonesian partner was selected, and legal and corporate matters were determined. The laboratory was established but proved far more difficult than a similar undertaking in Australia. Australian and Indonesian staff were recruited and training programs, including training of Indonesian staff in Australia, were implemented. Difficulties of operating in Indonesia included: ò language difficulties ò _ local pace of life ò culture ò communications. Rewards of the decision to establish the means to present the technology to Indonesia have included: ò a contribution to Australia's export of technology. ò an opportunity to expand Normet's client base. ò the opportunity to learn aspects of a foreign culture. ò the means to establish a sound long term investment. This export of technology from the Australian mining industry to Indonesia is an example of the initiatives and capabilities shown by the Australian mining service industry.

Fines and unnecessarily small rock fragments are created by as many as four identifiable breakage mechanisms which operate close to the charged section or sections of the blasthole. The peak blasthole pressure (Pb) should not exceed that value at which the rock starts to fail in compression. Excessive Pb values can be prevented by carefully selecting:1. the composition, density and/or diameter of the charge, and2. the initiation/priming system.The percentage of fines increases with:1. increases in the charge diameter:blasthole diameter ratio, burden distance, blasthole diameter, effective sub-drilling and size of blast, and2. decreases in blasthole spacing, stemming height and the length:width ratio of the blast block.Decked charges tend to reduce the percentage of fines.Excessive fragmentation is more evident in buffer blasting and sinking cut shots than in blasts fired to a clean free face. Initiation sequences which give effective burdens considerably less than drilled burdens encourage the minimization of fines, as does an inter-row delay time which promotes good progressive relief of burden.The wastage of explosive energy in creating fines is most pronounced where fully-coupled, energetic charges are fired in weak and/or highly porous rocks. This is especially so where forward movement of the strata is impeded by buffer rock, excessive burden distances and/or inadequate inter-row delay times.

The recent paper by Bain (1981) contains an unfortunate, and potentially misleading typographic error. On page 9, second paragraph, Bain states that, "some samples of drill core from the (Candlow) Formation ... contain up to 90 ppm gold and 2 000 ppm arsenic". The gold value should read 90 ppb. In fact, in the original version of the paper (Bain, 1980), the gold value quoted was actually 60 ppb.Bain also refers briefly to some geochemical data which is attributed to me, and which I feel require some clarification.In addition, the paper contains some factual errors relating to the occurrence of carbonate and potential host rocks to Carlin-type gold deposits in the Candlow Formation.

In order to appreciate fully the place of palaeontology within the general framework of the geological sciences, consideration must be given to the time, about 150 years ago, just before the study of fossils was beginning to be applied to geological problems. At theend of the eighteenth century, almost all geologists recognised that fossils were the remains of animals and plants that had lived at the time when the rocks in which they occur were formed. It was also realized that many-some geologists thought all-rocks hadbeen formed under water, but as regards the order of succession in which these rocks had originated, and the relative ages of rocks found in different parts of the world or even of one country, only the haziest and most contradictory ideas existed.Around the turn from the eighteenth to the nineteenth century, a widely taught system of theories was that of the German professor, Abraham Gottlob Werner, who believed that the surface of the earth had once been covered by a universal ocean at whose bottom all rocks had been deposited. As the level of this ocean gradually subsided, older rocks-so Werner taught-are now generally found in the mountains or at great depth below the younger rocks; this was his "Primitive Division" which included granite, gneiss, schists, slates, basalt, porphyry and other igneous and metamorphic rocks, all of which he believed to be of sedimentary origin. Younger rocks, according to Werner, were formed at successively lower levels as the water receded. Next in age he placed a "Transition System" of limestones and greywackes; still younger the so-called "Floetz Division," which included sandstone, limestone, gypsum, salt, coal, but also some basalt, porphyry and other rocks; youngest were the alluvial deposits of recent clays, loams, sands and gravel. Thus, in the Wernerian system the age of a rock was determined on the basis of its petrographic properties and the height of its occurrence relative to sea-level.Here and there these ideas survived well into the nineteenth century. As late as 1825, Charles Darwin listened to lectures by Professor Jamieson, one of the last proponents of Wernerian theories in England. The fact that entirely different kinds of fossils occurredin rocks which were regarded as contemporaneous did not worry the theoreticians.It is, therefore, noteworthy and significant that the value of fossils for the interpretation of geological events was demonstrated to the geologists by an engineer and surveyor, WiIIiam Smith, who, although no professional geologist, has often been called the "Father of English Geology." His professional work, which was mainly concerned with drainage and irrigation projects, took Smith to all parts of England, where he sometimes journeyed as much as 10,000 miles in 11 year. Smith was a keen observer and, unhampered by theoretical speculations, he noted the occurrence of fossils and collected specimens wherever he went.
