For the mineral industry, sustainability seems to mean socially positive and ecologically neutral mineral extraction. Mines are financed and developed in response to demand for their products. The purpose of my paper is to indicate the potential dimension of demand. As part of an unrelated study which I undertook ten years ago, it became apparent that there is a persistent relationship within communities between infant mortality and mineral use; greater mineral use corresponds to a lower rate of infant mortality. This comes as no surprise; sufficient potable water, a reliable supply of food, hygienic waste disposal, hot water and refrigeration all improve the chances of survival of the more vulnerable members of any community. The predictable provision of these facilities requires the application of minerals. This relationship is supported by a table (Appendix 1) included in the UNICEF publication, æThe State of the WorldÆs Children 2001Æ. This table lists regional infant mortality rate (IMR) statistics from around the world, including a listing for æindustrialised countriesÆ. Such countries experience an IMR lower by an order of magnitude than any other region. æIndustrialisedÆ inevitably involves the use of metallic and energy minerals. The principal use of copper is in the generation and distribution of power; it is fundamental to any industrialisation. IMR is a valuable connection because it quantifies caring for the young, a vital strategic driver of human behaviour independent of time, place, fashion or economic circumstances. I have tabulated the population, IMR and the copper demand per head of population for countries containing over 99 per cent of the population of the world in the years 1950, 1960, 1970, 1980, 1989, and 1999. These countries have been consolidated into four groups, Very High, High, Medium and Low rates of infant mortality (UNICEF has used this terminology; the Low group includes all the æindustrialised countriesÆ). The purpose of this consolidation was to reduce the volume of work, to dampen out the impact of regional wars and business cycles, and to dampen out the variable quality of information. Based on the pattern of the copper demand, population and IMR over the last 50 years, I have projected the likely copper demand in 50 years time. A dominant feature of my tabulation is the increase per decade in copper use per head and a corresponding reduction of the IMR. The word æuseÆ is preferred to æconsumptionÆ because it is estimated that over 80 per cent of all the copper ever mined is still in circulation There are two major influences at work; one is the absolute increase in population (UN estimates for 2050 are updated periodically) and the second is the movement of countries into a higher pattern of use and lower IMR. For example the Medium group in 1989 had an infant mortality rate approximating that of the Low group in 1960. With the population of the Medium group (which includes Russia and China) forecast to reach 2.6 billion in 2050, the world copper demand in that year will be significantly greater than the present figure. Nevertheless it will not be as great relatively as the increase of over 300 per cent in the last 50 years.

While the new Minister of Economic Development sends his apologies at being unable to speak at this Conference, I am delighted to present on his behalf. The Ministry of Economic Development is not only responsible for managing the Crown mineral estate, but also for developing initiatives and policies to promote regional economic development and for managing the GovernmentÆs broader economic development strategy. IÆd like to talk to you today about the critical links that need to exist between these three areas.   I am going to start with a question for all of you. What do these towns have in common? +        Waiuku, +        Thames, +        New Plymouth, +        Nelson, +        Greymouth, +        Arrowtown, +        Reefton, +        Palmerston, and +        Dunedin.   The answer is minerals. These towns were nearly all founded on the back of minerals and mining. In the case of Greymouth it was gold that brought the people to the mouth of the Grey River and it is coal that sustains the town.   In 1870 the town of Shortland had 20 000 people, 90 hotels and was twice the size of Auckland. We now know Shortland as Thames, and of course Auckland is considerably larger. One wonders whether the good folk of Shortland suffered from ætraffic jamsÆ with 90 pubs to navigate between. Gold mining in the Aorere River near Collingwood led early entrepreneurs to develop the land surrounding Nelson as a food basket to sustain the mining population. Nelson is still thriving on this legacy today. The town of Palmerston was founded in 1862 as a stopping point for gold miners heading into central Otago. The gold rush made Dunedin New ZealandÆs first highly industrialised city. Reefton on the West Coast was the first town in New Zealand to have electric lights and in the recent past we were wondering whoÆd be left to turn them off. New Plymouth, and Waiuku are still known as energy and mining centres.   By contrast once thriving towns like Capleston, Canvastown and Blackball are just names on a map now, and at the extreme you have places like Waiuta which has been reclaimed by the West Coast forest. Queenstown was built off the back of the gold rush, but by 1900 with the gold gone, only 190 people lived there yet Queenstown has managed to rebuild itself thanks to some other stunning natural assets. These examples help illustrate three key points that I am sure will each be extensively linked with our minerals and mining industries. First, NZÆs development and that of its regions has been, and continues to be, inextricably linked with our minerals and mining industries.   Second, things change. Sectors, regions and countries must continually adapt and improve if the are to avoid the fate of the Waiutas of this world. And third, the development challenges faced by NZ and its mining industry in the 21st century are vastly more complex than in the past. Governments and industry alike must balance and respond to a range of domestic and international environmental, cultural, economic and other interests and considerations. If you thought of your industry as æjust digging holes in the groundÆ then you may as well simply stick your head in one!

The iron ore producer Rana Gruber AS is situated in northern Norway just below the Arctic Circle, and has been producing hematite and magnetite concentrates for more than 60 years. Since the late 1990s, the major part of the production comes from a sublevel stoping underground operation after many years of open pit mining. Despite moderate mining depth, the operations have experienced considerable rock stress problems due to quite high tectonic, horizontal stresses. To manage the problems, comprehensive rock mechanics investigations have been carried out by SINTEF, a major contract research organisation. This has included in situ rock stress measurements, laboratory investigations and numerical modelling. Based on this and practical experience, satisfactory design of vertical and horizontal pillars was achieved. At depth, the ore width increases from 30–40?m to more than 100?m. This, together with a major planned increase in production, called for a change of the mining method. After thorough investigations and considerations, it was decided to change to sublevel caving, very much like the LKAB system. The development of the new system has been closely followed up by rock mechanics measures, including 3D numerical modelling and comprehensive monitoring of deformations and rock stress changes. To achieve a satisfactory caving of the hanging wall, all vertical and horizontal pillars in the sublevel stoping area had to be removed. This has been a challenging task, and the development of the caving has been slow until recently. The basic model for the evaluation of any coal-bearing property is the cash flow projection, the major components of which are operating costs, capital charges, taxation and revenue. A range of cash flow projections can be produced by varying the assumptions which underlie the operating costs, by assuming various forms of capital funding, by making assumptions as to future taxation and by speculating upon the present and future market value of the product. As for any model, the informational inputs and assumptions are vital because, no matter how sophisticated the processing, the informational inputs and assumptions cannot be improved by it. That is to say, the validity of the output (the total evaluation itself) cannot be of greater certainty or significance than that of the inputs. The total evaluation can of course be expressed in a number of ways such as the Discounted Cash Flow (D.C.F.) Rate of Return, the Net Present Value or, the Payback Period. The foregoing statement may seem trite. However, it is necessary to be clear about it so as to avoid unnecessary complication and a preoccupation with techniques as opposed to the informational inputs and assumptions. So far as techniques are concerned, much has been written and said about them during the last decade. Most of us have heard, if not always understood, something about probabilistic models, Monte Carlo simulation, sensitivity and risk analysis to say nothing of inflationary costing and the relative merits of developing cash flows in terms of current or constant money. Those techniques have their value, particularly if they can serve to illuminate conclusions which could not be reached on a simple and even perhaps on an intuitive basis. I am, however, reminded of one major coal mining project in which 20 or more major variables were identified, many cash flow projections were run on the computer and a detailed sensitivity analysis was carried out. The major conclusion reached was that the D.C.F. Rate of Return was predominantly sensitive to variations in selling price and operating cost. Of course, the funding and fiscal elements of a cash flow projection have to be dealt with as rigorously as possible. However, in the development of any coal property, capital requirements and taxation are, in part at any rate, dependent upon the assumed operational parameters. If the latter are misjudged, the whole evaluation process is deeply affected. The same is true of revenue, in the sense that, the positive cash flow is a function of output as well as selling price and again, misjudgements about achievable and maintainable levels of production also deeply affect the final evaluation. I shall try to underline the fundamental influence of the technological factors upon lead times, capital costs, operating costs, taxation, funding and the achievable and maintainable levels of production. In turn, these affect the whole question of coal property evaluation and indeed, the likely success or failure of any coal mining venture. I make no apology therefore that this paper does not set out to discuss the more esoteric aspects of the evaluation process but rather, directs attention towards some of the informational inputs and assumptions which merit clarification and discussion.

Historical exploration of the Ballarat East goldfield defined two primary quartz vein lode types. Tracking the intersection of these lodes with vertical lines of enrichment (or so-called æindicatorsÆ) was the basic practice for historical mining. This strategy proved highly successful in terms of identifying quartz veins associated with mineralisation. However, it provides little understanding of the timing or processes involved in the formation of these veins, or the associated emplacement of gold. Current underground mapping shows the Ballarat East gold deposit can be subdivided into four stages of vein formation. The earliest veins (V1 and V2) strike north-south and formed during bedding flexural slip and limb thrust fault propagation in parasitic chevron folds. V3 veins are subhorizontal and relate to further fold tightening involving a transition from east-west compression to north-south extension that initiated re-shear of bedded slip surfaces and additional strike-slip faults. Sporadic V4 veins overprint the shallow-dipping sections of V2 and V3 veins and are associated with weak north-south compression. The V4 veins mineralogy is distinguished by a high carbonate content and sphalerite-galena sulfide assemblage. Vein sampling indicates a significant increase in gold mineralisation where overprinting by the later deformation/veining has occurred. As a result of these observations, a new model is emerging that identifies the chronology, structural control and spatial distribution of respective quartz vein types. This is a major advance in terms of exploration targeting, resource modelling and mine planning.

The uranium mineralization in the White's East area of The Embayment is hosted by Lower Proterozoic schists of the Masson Formation which have undergone polyphase de- formation and upper greenschist metamorphism. Significant mineralization is also present in apatite rocks. The ore zones occur near an unconformity with overlying Middle Proterozoic sandstone and breccia conglomerate. Kink breccias and fracture systems related to post Middle Proterozoic reverse faults are the con- trols for mineralizing fluid migration. Pitchblende is the main uranium mineral and it occurs as fine disseminated grains, fibrous webs, clusters composed of botryoidal aggregates and locally as veins. Two genera- tions of uranium mineralization are present. The first generation (pitchblende I) occurs as fine grained inclusions within chlorite II, and the second (pitchblende II) as hydraulic fracture networks and massive veins intimately associated with sericite-hematite-chlorite III. Two hydrothermal alteration phases have affected both Lower Proterozoic and Middle Proterozoic sequences. The most extensive alteration mineral is chlorite, of which a number of varieties has been identified. Mg-rich chlorites are generally associated with the first phase alteration assemblages and are commonly replaced by hematite, seri- cite and Mg-Fe chlorites in massive pitch- blende zones. Other alteration minerals in- clude tourmaline, apatite, talc, quartz, magnesite, graphite, pyrite and rutile.

Hibbing Taconite is a Lake Superior-type granular magnetite taconite deposit occurring within the Biwabik Iron Formation along Minnesota’s central Mesabi Iron Range. The deposit is situated on the northern margin of the Proterozoic Animikie Basin. The deposit strikes northeast, dips gently southeast, and occupies 10 km of strike length. Mining focuses on 50 m of granular cherty and laminated slaty taconite within the Lower Cherty member.Ores generally consist of a quartz, magnetite, siderite, ankerite, minnesotaite, stilpnomelane, and haematite mineral assemblage. Processing is optimised by exploiting the physical and chemical variations that exist between three major ore types. Taconite ore averages 20 per cent magnetic iron (MagFe), 27 per cent weight recovery (WtRec) and produces a final concentrate with 4.5 per cent silica (SiO2). Since 1976, production has totalled approximately 237 million long tons (Mlt) of pellets (8 Mlt per year rated capacity).Ore processing uses a simple fl ow sheet of autogenous grinding (<0.044 mm) followed by two phases of wet magnetic separation, fi ltering, limestone/bentonite addition, balling, and firing to create pellets averaging 66 per cent total iron. A Liberation Index (LIS) is used as a primary guide for ore grading and metallurgical control. Grind requirements, magnetite liberation and silica grade are closely monitored to ensure plant optimisation and product quality.A recent program of benefi ciation of low-grade ores by in-pit crushing and dry magnetic cobbing has demonstrated that low-grade ores (<17 per cent MagFe, <25 per cent WtRec) can achieve a signifi cant metallurgical upgrade (up to 25 per cent MagFe and 40 per cent WtRec). This operation recovers 60 per cent of the total crushed volume, and has a calculated effi ciency factor (magnetic iron recovery) of 79 per cent. This paper discusses the benefi ts of this upgrading and its effects on ore blending and processing.

Australia has many potentially important tin deposits, particularly on the eastern shore of the continent and in Tasmania. A number of these have been worked on a meagre scale, while some of them, because of metallurgical, transport, and other difficulties, have not as yet been developed.Believing that the full development of the tin fields of the Commonwealth of Australia is in part dependent upon the adoption of the most efficient methods of milling and smelting, the Development and Migration Oommission arranged for the first-mentioned author to visit the mining fields of Cornwall, one of the oldest tin-producing districts of the world, and prepare a report for the information of the Commission.This paper, now presented to the Australasian Institute of Mining and Metallurgy with the hope that it will assist the full development of tin mining in Australia, is the joint work of both authors.For over two thousand years tin has been produced from the Cornish mines. Even the ancient Greek historians made mention of tin mining in Cornwall, and it is probable that during the earliest periods the mining was alluvial. As early as 1602 a stamp battery working in Cornwall was described, and in 1671 calcination and buddling was a recognised scheme of treating pyritic ore. In the first half of the 16th century the output of tin from Cornwall was 700 tons per annum, and, from then on, production increased to the maximum in 1914 of 6500 tons. At present (Oct., 1929) the Cambourne-Redruth area produces over 95% of the Cornish tin output. This area includes such mines as the South Crofty, East Pool, Dolcoath, Parkanchy, Polhigey, and Wheal Kitty. The remaining 5% is largely supplied by the Levant and Geevor mines at Pendeen, St. Just area, near Land's End.

These have resulted in new legislation which will have an impact on mining economic costs as well safety and health of miners. This paper discusses the changes that new legislation and regulations are making to the industry and current research that is producing technologies to make mining safer and will likely impact the future of mining.

Underground development drill and blast practices have generally remained unchanged for decades. Historically, development optimisation has focused mainly on the application of perimeter control products in order to reduce overbreak, and efficiencies in development cycle times to increase advance rates. In today’s environment of ever increasing operating costs and lower ore grades, it has become even more critical to focus on the optimisation of drill and blast in development mining. It is a crucial component in ensuring mining schedules are maintained, but more importantly achieving the objective of getting to the orebody in the shortest possible time.This paper will focus on the development optimisation process used in a trial at Xstrata’s George Fisher Mine in North Queensland. Not only did the trial include the typical optimisation areas of charge loading practices, perimeter control methods, drill design standardisation and quality control processes, it also investigated the significance of delay accuracy with regards to perimeter control and drill design optimisation.One of the key measures of the trial was a comparative analysis between baseline development and development with the staged introduction of optimisation elements using 3D photogrammetry as a validation tool. A detailed cost analysis between the various stages was also a key measurable of the trial.The results of the work undertaken at George Fisher have shown that the accuracy of electronic detonators can produce significant benefits in development blasting. When combined with standard optimisation philosophies a substantial reduction in overbreak, ground support requirements and development cycle times can be achieved, whilst still being able to reduce the overall development operating costs.CITATION:Kovacs, J, 2014. It was Harold McMillan, Prime Minister of England 30 years ago, who used the phrase "The Wind of Change" to describe political events in Africa in his day. So well did this phrase capture the spirit of the time that it echoed around the world, and the echo has never stopped. Change is the constant factor in the society in which we live and everyone of us has had experience of the effect which it has had on our professional and personal lives.Change will not stop, it will continue at an increasing rate and the questions we must answer are how do we prepare ourselves to meet the challenge of future change and how do we take advantage of the opportunities which it will bring?It is these questions which I wish to discuss in this address.There is nothing new about change in the mineral industry, it has been happening for thousands of years and it will continue as long as civilisation exists on earth. One type of change is economic and we are all aware of the rises and falls which occur in the prices of metals and minerals (Figure 1). When these have happened in an orderly manner, and could be predicted and planned for, it has been possible to take advantage of the benefits and minimise ill-effects, but when they were sudden and precipitate, and could not be predicted, the consequences were serious. The extreme example, of course, was the oil price shock of the 1970s which had such disastrous effects on industry and society.Other types of change are social, cultural and political. They have all been important in recent years and will continue to be so in the future.But it is technological change which may well be the most important because its effects are profound and irreversible, and alter irrevocably the way in which we live. So in discussing the mineral industry in a changing world I will talk specifically about technological change.

Industrial and telecommunications organizations around the world are now turning to optical fibres to satisfy their growing needs for data, voice and video communications and to solve transmission problems in noisy and hazardous environments. Already, coaxial cables have been made obsolete for intermediate and long distance applications and fibres are making in-roads on other copper cable and microwave system techniques.The idea of optical fibres is not new, but techniques to manufacture the high quality cable and components required have only recently been developed. Nonetheless, the technology is now advanced, reliable and mature, and costs are plummeting with increased production and market competition.The mining industry has benefited greatly from developments in electronics and communications over the years. Optical fibres are to have a further significant impact and the time is now right for the industry to begin to exploit the many advantages of this new medium. Applications include data transmission, long distance telecommunications, measurement and control systems, surveillance, computer networks, etc.This paper briefly describes the characteristics of optical fibres, current status of the technology, applications and possibilities for future development.

The resource estimation of lateritic deposits, such as Aurukun, presents specific issues related to the lateral changes in thickness and elevation of the various horizontal layers (or zones) within the deposit where the x and y dimensions are orders of magnitude greater than the z dimension. The objective was to develop a three-dimensional (3D) block model that retained the vertical and lateral variation inherent in deposits of this type to allow full optimisation of the production plan without prior selection of an economic portion (enriched bauxite layers) of the profile at the resource estimation stage. The Aurukun bauxite deposit is held by Chalco Australia Pty Ltd (Chalco) and forms part of the world-class Weipa bauxite province, Cape York Peninsula, Queensland, Australia. The bauxite is predominantly pisolitic with an upper boehmite-rich zone and lower gibbsite-rich zone. The bauxite consists of both in situ and reworked domains, is overlain by a thin soil horizon and has kaolinite clay as a transitional base. A portable infrared mineral analyser (PIMA) was utilised on site, in addition to elemental assay, on each drill sample to determine the mineralogy, in particular levels of boehmite, gibbsite, kaolinite and reactive silica. As part of the scope of work, a field program was undertaken using large diameter Boart Longyear sonic drilling to acquire detailed density measurements across the deposit to allow compliance with Joint Ore Reserves Committee (JORC) reporting requirements. Interpretation of the stratigraphy was conducted on a hole by hole basis with definition of the zone layering based on stratigraphy, geochemistry and mineralogy. The zone boundaries were then modelled as 3D surfaces and used to constrain a block model. The block model estimation used the ordinary kriging method, with the estimation done in unfolded space and then refolded, therefore maintaining the zones irrespective of thickness or orientation. The unfolding process converts the real-world positions for both blocks and informing samples to a scaled position relative to the roof and floor of each zone. Analysis of the data and variography were also undertaken in unfolded space. The x and y dimensions are unchanged, but the z dimension is a relative position. The effect of the unfolding and limits on number of samples per hole is to æpushÆ the informing sample search sideways but within the stratification, rather than vertically. This honours the strong vertical zonation within the bauxite profile. The JORC Code requires that the stated resource must have æreasonable prospects for economic extractionÆ. This is a qualitative rather than quantitative definition. A number of selection criteria to define a resource roof and floor were developed in consultation with the project engineers and owners to meet these criteria. The vertical selection of material to include in the resource highlights the variation in the development (and destruction) of the bauxite profile from area to area within the deposit.

Poor ground conditions associated with historical workings have presented significant challenges to the drilling of production downholes at the Sons of Gwalia Mine. The combination of foam and polymer drilling, the use of Aquacrete to drill through voids and the practice of lining completed holes has allowed downholes to be effectively drilled and blasted in delaminated ground.

The recent description provided by Scott (1981) of the Ardlethan alteration systems is of particular interest as it draws attention to the analogy between Ardlethan and the porphyry tin systems of Bolivia (Sillitoe et aI, 1975).During 1978-1979 a parallel study of the mineralization confirmed that the extensive alteration pattern relates to a series of breccia pipes which provide access channelways for the mineralizing solutions (Clarke, 1979). Many of the results reported by Scott are difficult to interpret without this concept and this short discussion is intended to provide additional perspective to the proposed porphyry tin model.The breccia pipe systems are centred upon each of the major mineralized zones (Wild Cherry, Carpathia, Stackpool and White Crystal) and with the exception of the White Crystal collapse breccia the major pipes are of the hydrothermal intrusive type. They range considerably in size and shape and at least two ages of formation are revealed by their cross cutting relationships at the Stackpool, Carpathia and Ardwest regions. Individual pipes or groups of pipes have distinctive alteration/infill characteristics and the entire system can be viewed as a complex porphyry tin system evolving with time. The recognition of pipes of different types and ages reveals a situation considerably more complex than suspected by Scott, and hence both the geochemical data and modelling require reinterpretation.For instance, the geochemical data contained within Tables 2 and 3 (Scott, 1981) relate to two separate breccia pipes which correspond to the South Cherry and Ardwest ore zones respectively. Although it is probable that both pipes are temporarily identical it is important that the geochemical data be viewed in context. The brecciation is extremely difficult to recognize and it is probable that the chemical compositions given represent mixtures of altered fragments and rock flour, together with material precipitated from solution as matrix, along microfractures, within small vughs, etc.

A review of the most widely used global extraction sequences in sublevel is undertaken. The review includes techniques used to extract massive as well as single or multiple steeply dipping tabular orebodies. The paper also deals with thick flat lying orebodies suitable for open stoping. Techniques used to minimise the effect of stress redistributions on a global scale are discussed for all the extraction sequences analysed.

A method is presented for calculating the number of cycles of stress to failure of a drill rod from operating variables; a mathematical analysis by Cooper of the stresses present in drill steels is applied to the forged collar, i1i-in. hexagonal hollow drill steel in common use in Australia; and an estimation is made of the dry fatigue limits at various points along a drill rod.It is shown that these calculations predict failure at a 'point where failure rarely occurs, and do not predict that failure should occur where it does in practice. The reasons for this anomaly lie in the neglect of bending stresses in the stress calculations, and in failuredue to corrosion fatigue at a preferred section rather than to simpler fatigue under non-corrosive conditions.INTRODUCTIONIt has long been recognized that failure of metal sections by fatigue is influenced both by the number of cycles of stress imparted to the section (N) and by the magnitude of this cyclic stress (8). In this paper, both Nand Shave been calculated for rods which have failed in service, and whose operating history is known. While the calculation of the number of cycles to failure is·simple, the calculation of stress is more complex. Pisolitic iron ores (also known as channel iron deposits) are an important resource of medium-grade iron ore in the Hamersley Province of Western Australia. They are a special case of transported pisolitic ferricrust, differing from normal transported ferricrust only in the exceptionally high iron and low alumina content. The pisoids typically range up to 5 mm in diameter with abundant particles of ferruginised fossil wood up to 15 mm in maximum diameter preserved in the sediment. Field observations indicate that pisoliths are commonly initiated by the action of raindrops on iron-rich soil. Pisolites form by the impact of raindrops forming coated beads of ferruginous soil, which after dehydration obtain additional coatings during successive showers. Thick deposits of pisolite that are transported and deposited primarily by sheetwash form in the distal regions of the pediment. A size range limited to particles that may be transported by extremely shallow water characterises the abundant fossil wood fragments. The absence of fine sedimentary layering in pisolitic iron ores is explained by the action of soil-forming processes after deposition, while the major coarse bedding features derive from successive erosional and depositional events in the evolution of the pediment. They are not deposited in channels by rivers which, in arid to semi-arid conditions, typically deposit quartz sands and gravels with characteristic point bars and current bedding, abundant ferruginous granules, but rarely pisoids. However, they may fill abandoned river channels.
