To George Orwell the year of 1984 was the inspiration for a book. To most New Zealanders it was the year that the fourth Labour Government was elected to power. It was also the year that the review of mining legislation commenced. While Orwell's book and the election of Labour are clearly events of some historic note, one could be excused for classifying the review of minerals legislation somewhat differently in terms of its present achievements! Since the review began it has led a tortuous path through a rapidly evolving policy environment to a point three years hence where no major policies have been determined.

Recent legislation in the environmental field gives the mining industry an opportunity to take timely action to address its image. Shifting the focus away from mining (the activity) to minerals (the resource) will enable the mining industry to stand on equal footing with other industries and will help minimise the vulnerability to political and interest groupsÆ interference.

One of the most significant problems experienced in land reclamation work has been the tendency of earthmovers to over-compact the subsoils and topsoils. The need for extensive subsoil drainage, because of over-compaction, becomes a very expensive exercise and can be attributed to poor planning. The problem has been addressed both at the Waihi and Huntly open-cast mines through the use of low ground pressure machines in the placement of subsoils and contouring. The use of subsoilers working to contour to aerate the soils is essential to integrate both the sub and topsoils so that significant root growth and drainage is established. Waihi's rainfall (approximately 200 mm annually) and light soils create difficulties in preparing for the final seed bed. A noticeable factor in preparation of the growing medium was the reaction of the lime particularly in the subsoils (damp), from a lumpy, quite heavy texture to almost a seed-bed texture within a period of approximately 72 hours. Also the high incidence of stone and debris which was not apparent in the placement of subsoils meant the job became very labour intensive. This will be overcome with the importation of a machine from the USA. All of the rubber tyred tractors used on these projects are four wheel drive in the 6S-aOhp range which for weight distribution and the safety factors allows for good landscaping techniques. Good engineering practices should ensure that slopes of no more than 3:1 be designed, keeping in mind that the long term planning must allow for maintenance and stock management of restored land.  In the preparation of the final growing medium the equipment used included: Caterpillar 05 LPG and blade; three-four wheel drive rubber tyre tractors; Super flow subsoiler; hydraulic twin spinner manure spreader; discs û two types; harrows; MF Seeder; Cambridge Roller and Duncan Rotatiller.

Electronic noses are being used in the processing industries and in fields such as environmental and occupational hygiene to detect a wide variety of problems from contaminated foods to toxic chemicals in soils. Recently, research has been conducted into the use of these devices for detecting spontaneous combustion in mines with the aim of producing a method for early detection of a developing heating. Gas samples were collected from both SimtarsÆ 16 m3 large-scale spontaneous combustion reactor and the University of QueenslandÆs two-metre column. The samples were analysed using an electronic nose. GCMS and HPLC were used to identify some of the components present. A number of issues both from a practical mine situation and a scientific standpoint have been identified that need to be addressed before these devices can be used to detect a developing heating. Aluminised bags routinely used in the mining industry to collect gas samples for analysis of the permanent gases are not suitable for use with electronic nose devices as they have a æfingerprintÆ from the polymer lining that interferes with the coal heating fingerprint. Tedlar bags used for environmental gas sampling are also unsuitable due to their fingerprint. Gas samples can be collected in glass gas bulbs with aluminium seals and successfully analysed. However the aluminium foil used to seal the bulbs is a restricted item in underground mines. It was also found that the volatile organic fingerprint of the coal heating was extremely weak at temperatures below 130¦C. Before a useful application can be developed, further investigation into the chemical species present in the off-gases from Australian coals is required.

The lignite resource in the southern part of the South Island is New ZealandÆs largest source of indigenous primary energy. The ten deposits evaluated by the Liquid Fuels Trust Board (LFTB) have a total recoverable reserve of 6.2 billion tones equivalent to 74 000 PJ of energy or 20 times the original energy content of the Maui gas field. Updating the economics of the original LFTB studies indicates that lignite could be mined for between NZ$1.0 and 3.0/GJ. Its conversion to synthesis gas for production of petroleum products, chemical methanol, ammonia/urea fertiliser or electricity would be in the national benefit and likely to be commercially economic at todayÆs product prices.

Different types of lump iron ore-bearing particles were investigated in terms of their raw material properties depending on their behaviour during reduction. To predict the reduction behaviour different types of lump iron ore and pellet brands were characterised by their mineral abundance, texture and pore size. The image processing software VisuMet was developed to semi-automate the evaluation of photomicrographs from polished sections of lumpy iron particles. The results were compared to the standard reducibility test after ISO 4695. The evaluation of lump iron ores is based on the simulation of the transformation of the different iron minerals due to their sequence of reducibility. The progress of the reduction front is simulated and the result is a degradation curve. Pellets were also investigated due to their different pore size distribution. The results indicate that the pore size influences the reducibility in addition to mineral abundance. The evaluation with VisuMet of the lump iron ore and pellet samples correlates with the reducibility provided by the ISO 4695 test. The determination of the mineral abundance by VisuMet is comparable to common point counting with a correlation coefficient of 99.67 per cent.CITATION:Kain-Bückner, B and Mali, H, 2017. The Ngakuru zeolites are located about 20 km south of Rotorua and comprise a number of deposits dispersed along several fault lines. Relatively recent volcanic activity (250,000 years ago) resulted in ash depositions that vary in depth and mineralogy. Subsequent variable thermal alteration intensities generated predominantly clinoptilolite and mordenite zeolites with a range of physical characteristics. Typically the zeolites have low density (650 kg/m3), have high liquid (60% of dry weight) and odour absorption characteristics, and a high affinity for soluble cations (CEC =: 100 meq/100 g). Traditional kitty litter and oil absorbency markets are being expanded. New opportunities in waste and potable water treatment, organic and synthetic slow release fertilisers, use as a light weight aggregate for speciality concretes, and pozzalome activity are currently being researched.

Water rights and availability are extremely contentious issues in many mining regions around the world, in some instances leading to violent confrontation. This situation has the potential to only get worse because competition for 'scarce' water resources will increase with population growth. In this environment the dilemma facing the mining industry is how to generate confidence in developing a responsible, sustainable and transparent water management strategy that is recognised as such by all stakeholders. Whilst the water needs of the mining industry are minor compared to those of agriculture, an operating mine requires a relatively large quantity of water on a daily basis to carry out operations. Another contentious aspects of new mine development is the debate between all stakeholders on the amount and quality of water that a mine is able to discharge into the environment should this be required. There are a multitude of water resources available to the mining industry for operational needs however much of this water is saline and over the last two decades there has been a continual decline in water quality (ie salinity has increased). In today's world there are enormous internal and external pressures to reduce water consumption at a mine and/or alternatively use water not considered a resource by the local community (ie sewage, saline or salt water, desalinated water). Strategies to meet these objectives can be achieved by implementing good water management practices, by recycling process water, reducing water losses by evaporation and seepage (ie by increasing and improving dewatering practices) and employing new technologies such as dry stacking and dry processing. Recycled water, acid mine drainage water and water collected in the mining area have the potential to impact mineral processing performance, unless they are treated, because of the build up of mineral salts and decomposed chemical products in these types of waters. Besides this the regulatory requirements of any water discharged from a mine site (quantity and quality) have also become more stringent. For these reasons there is now some form of water treatment practiced at most mining operations around the world. This paper provides an overview of water stewardship undertaken in the mining industry over the last two decades and provides examples of water treatment practices that have recently been installed at mining operations that may be of interest to the reader.

A model has been developed as part of the AMIRA P420 Gold Processing Technology Project to simulate the recovery of gold by centrifugal gravity devices. The model (which is available online) uses the simulation methodology developed by Laplante et al (1995) to predict gravity recoverable gold (GRG) recovery under varying operating conditions and circuit configurations. In addition to predicting GRG recovery, the model also predicts the GRG content and size distribution of the cyclone overflow and underflow. The predicted overflow GRG content and size distribution can be used as inputs for a leaching model in which size dependent leaching rates are applied for each size class of GRG and non-gravity recoverable gold (non-GRG) in the cyclone overflow, allowing size-by-size leach recoveries to be determined for GRG and non-GRG. The application of the gravity model and leaching model are demonstrated using a case study. The simulated gravity recovery and leaching performance showed excellent agreement with the measured values. The developed models can be used to assess the sensitivity of gravity gold and leach recoveries to varying feed GRG content, GRG size distribution, gravity circuit feed rate, classifier performance and leach residence time. The described methods can be used to optimise new and existing gravity and leaching circuits.

It has been thought in the past that New Zealand had ample coal reserves, able to provide fossil fuel supplies well into the future. Such is not the case and every effort must be made to achieve the highest possible extraction rate in all new coal mining ventures. While the relative cost and availability of completion or fuels has been largely responsible for the slow growth of coal production in the past, a world shortage of fuels has given coal a new importance and required better utilisation of coal reserves. New mining ventures in thick-seam coal deposits cannot be planned and designed without geotechnical investigations designed to provide information required by the mining engineer and analyst. Finite element analysis of mine workings may provide essential information on the optimisation of mining techniques and the design of underground support and roadway shapes.

In November 1969, New Zealand Steel Ltd pioneered the commercial use of the SL/RN solid fuel direct reduction process to make sponge iron as a feed material for electric arc furnaces. Serious process problems with the use of green balls and coal injection were progressively overcome. The process was developed by New Zealand Steel along a radical route, of feeding the fine grained raw ironsand concentrate and coal directly to the kiln. Contemporaneously with this development of direct reduction, steelmaking process innovations were made that enabled the arc furnaces to operate successfully with the high volumes of acid slag. The further expansion of New Zealand Steel's primary steelmaking capacity to replace the currently imported hot and cold flat rolled products is under consideration. The requirement to produce about 600 000 tonnes of steel slabs will be an opportunity to further modify iron and steel making plant and processes to optimise the economics. The conceptual and preliminary engineering selection of options is described.

A survey of selected West Coast Streams was undertaken in Summer 2001, Summer 2002 and Winter 2002 to establish the degree of arsenic (As) contamination in waters and sediments downstream of old coal and gold mine workings on the West Coast. Of the catchments studied, Soldiers/Ford Creek and Rapid Stream showed the most significant elevated As concentrations, predominantly in dissolved form, and evidence of AMD or ARD contamination (high sulfate concentrations and/or acidity). The rate and processes of removal of dissolved arsenic from the water column (attenuation) have been studied in these catchments. The Rapid Stream and Soldiers/Ford Creek catchments are directly affected by adit drainage from the Sullivan and Blackball coal mines respectively. Both catchments have high As concentrations in the sediments, with up to 770 mg/kg in Soldiers Creek and 490 mg/kg in Rapid Stream. Dissolved As concentrations are significantly elevated in the neutral pH waters of Soldiers Creek; typically as high as 100 - 200 ¦g/kg, up to 500 m downstream of the main adit discharge (800 ¦g/kg As). Adit inflows to Rapid Stream were acidic and contained 20 - 30 ¦g/kg dissolved As, with relatively high concentrations of arsenic in the stream water in winter (up to 18 ¦g/kg), but not in summer. Analysis of concentration trends and As:SO4 ratios downstream of these obvious As sources confirmed that dissolved As had been actively removed from the water column, but varied seasonally with greater removal evident in summer. Adsorption of arsenic onto iron oxide in the stream sediments is the most likely mechanism of removal. The Snowy River catchment, on the other hand, has relatively high As concentrations in both the sediments and the water column, but there was little evidence of a distinct AMD or ARD input from the Blackwater gold mining area. Preliminary investigation suggests that dilution rather than attenuation is responsible for decreasing As concentrations downstream.

As the prices of metals slide, financial control of mineral processing operations becomes more and more important. Control of a mineral processing operation implies measurement of grades, recoveries and losses, with every effort being made to recover more product from the same feed. Shareholders become more concerned with the transparency of the operations and the corporate governance.There is only one way to achieve this and this is by sampling and making good use of the results of that sampling. Sampling systems that provide only 'rough' figures are not good enough. Similarly, a competitive position in the marketplace demands close control of product quality. Maximisation of product output demands that the product just meet the specification so that product yield is maximised. Decisions based on precise sampling results carry less risk that those based on imprecise results.This paper reports some recent advances in sampling theory that permit full quantification of sampling distributions, not just the sampling variance as has been possible in the past. These advances can be used together with simulation methods to tie down sampling precisions and develop calculations that quantify decision making risk when using the sampling results. A number of examples illustrate the use of the new advances and a final example indicates the development of risk analysis curves in the coupling of sampling precision to sale of a commodity.CITATION:Lyman, G J and Bourgeois, F S, 2015. The geochemical properties of Kaiata Mudstone and Brunner Coal Measures are evaluated in order to determine their suitability for placement at the proposed Cypress and existing Stockton mines. Correct scheduling of this waste material is needed in order to prevent sulfide oxidation and the generation of acid rock drainage. The Kaiata Mudstone has both acid generating and acid neutralizing properties. Results from this study and previous research from Kingett Mitchell Ltd (2003), indicate that within the Kaiata Mudstone sulphur content decreases with distance away from the Brunner Coal Measure/Kaiata Mudstone contact, while calcium carbonate content increases; sulphur values range from 0.33 to 4.23 wt %; and the acid neutralizing capacity ranges from 0 to 10.4 wt %. The Brunner Coal Measures have a low capacity to neutralize acid and sulphur content is variable ranging from 0.25 to 3.5 wt %. Appropriate control measures are therefore needed for the Brunner Coal Measures and any Kaiata Mudstone within close proximity to its contact. Tests have been undertaken to develop a rapid field or laboratory procedure to define the potentially acid-forming from the non-acid-forming Kaiata material. Results indicate that paste pH, Net Acid Generation (NAG) and Carbonate Bomb tests are suitable. Results from the Carbonate Bomb Test show a strong relationship with the Acid Neutralizing Capacity (ANC) and the Net Acid Production Potential (NAPP), indicating that this method may efficiently determine non-acid forming material in the field within fifteen minutes. Ongoing research includes kinetic column and shake extraction tests. These tests will quantify what trace elements could be leached from the waste rock and provide information on the usefulness of alkaline producing products such as Bauxsol, Limestone and Cement Kiln Dust.
