The memory of D. C. Jackling serves chiefly to remind us how much we owe to the pioneers of our industry. Jackling was one of the giants. Orphaned at the age of two, he made his way through sheer persistence and plain hard work. His brilliance gave rise to a vision, and his tenacity made his vision a reality. Foreseeing that economies of scale would make the handling of low-grade ore profitable, he introduced the revolutionary concept of open-pit copper mining. During World War I, the defense effort of the United States was immeasurably strengthened by the tremendous supplies of copper from the western mines that Jackling had made possible. Again in World War II, the demands for copper were supplied, and the nation once more had profound reason to be grateful to this rugged, stubborn man who had long ago ventured into the mountains and unlocked their wealth. We are now embarked upon another great era of change, and we must devise new concepts to meet it. The task is not only to create new techniques of mining, but to forge better ties between men and institutions which will let us work in harmony with the techniques we have. We might recall that while Jackling was a man of towering pride and formidable will, he was also adept at getting others to share his vision and join his purpose. Today our reach for cooperative endeavor must go far beyond our own shores as we seek to develop the buried riches of distant lands. And we would do well to remember that Jackling's remarkable insight would have come to nothing had not British investors been willing to provide much of the initial capital. As was true of so many early enterprises in America, European capital was absolutely essential.

SINCE our last meeting, the Institute has lost, by the death of Mr. Gowen, one of its most distinguished members. I shall only attempt in this place to give a brief account of his many accomplishments and achievements; but our records would certainly be incomplete without a recognition of the important influence which he exerted upon the mining and metallurgical industries of this country, and a testimony to his private virtues of character. Although Mr. Gowen was best known as a great lawyer and as the head of a great railway corporation, he began his career, before he was of age, as the manager of a small anthracite blast-furnace at Shamokin, Northumberland County, Pennsylvania. He left this position, to engage on his own account in the mining of anthracite coal at Mt. Laffee, near Pottsville. This proved an unprofitable business, and, after the panic of 1857, he began the study of the law. As soon as he was admitted to the bar, he at once entered upon the active practice of his profession, and soon achieved an extraordinary success. In 1869 he was made President of the Philadelphia and Reading Railroad Company, and he afterwards organized the Pliladelphia and Reading Coal and Iron Company, the largest coalmining corporation in the world. He became a member of. this Institute during the first year after its organization, and remained a member until his death. He always took a deep interest in the work, and was prompt to co-operate by all means in his power in furthering the objects of the Institute. Being much interested in efficiency-work in general, and an ardent reader of writings on this subject by Frederick W. Taylor and others, as applied to manufacturing-plants, and having served my apprenticeship from mucking to the engineering design of ore-dressing and underground plants, I hope that this paper will lead others to investigate the field more fully, to the improvement of general mine- and mill-operations, as well as the advancement, intellectually, physically, and financially, of the employee and his relations with the employer. If a man who is prepared to look closely and observe broadly starts in Canada and zig-zags from camp to camp to southern Mexico, taking time casually to inspect mines, mills, and smelters, he will be pitifully impressed by the great difference in customs, and the general waste of labor, time, and money throughout the country. He will so seldom observe a dollar's worth of results given in exchange for a dollar spent that he will form a poor opinion of operating-efficiency and management. This highly-scientific department, requiring an amount of skill and executive ability equaled in few, if any, of the professions, certainly falls short of the standard established in our greater manufacturing industries. It is easily said that this is due to the diversity of conditions in mining, milling, and smelting. But on second view it must be admitted that there is room for tremendous improvements in nearly every mining-organization. The proposal of such improvements is often met by the argument that any mine is but a temporary affair, yielding such profits as to make efficiency-work of no consequence; but any business which is profitable and worth doing at all is worth doing on a basis which gives the greatest return on the investment.

ONE often reads of the rich placer gravels in many of the canoe-traveled rivers of South America. The apparent richness of these gold-bearing gravels impresses the traveler, and in fact he may see batea after batea showing enough colors to figure over a dollar per cubic yard. These workings are called "playas" from the Spanish word playa, meaning shore or beach. Many workings have been reported in tropical rivers, but to my knowledge no dredge has made a success in such deposits. Investigation generally shows that the area of richness is limited and especially that the depth of the rich concentration is hardly ever more than a few inches. The Cauca river in Colombia, South America, is noted for its many rich playas.. This river rises near Popayan in the southern part of Colombia, flows north through a narrow valley between parallel mountain ranges and empties into the Magdalena river near Maganque. The airline distance between source and mouth of this river is only about 500 miles. The rainfall is large and the lower Cauca appears to be about the size of the Missouri river in the United States. From its mouth up to Valdivia, in the State of Antioqua, it is navigable. Above Valdivia is a. narrow gorge, above which the river is again navigable for some distance. The part of the Cauca where the playa panning is most noticeable is from Valdivia down to Where the Nechi river enters the Cauca, a distance along the river of about 100 miles. The current in this part is swift, so that the stern-wheel river steamers make the trip with some difficulty. In the course of my work in this section of Colombia I have had the opportunity to make a study of several of these playa workings and will give in detail the conditions observed.

The Lehigh Valley Coal Co. finished the rebuilding of its Drifton No. 2 breaker at Drifton, Pa., in the summer of 1917. The new construction comprises an addition and the complete remodeling of the old breaker. It is of interest to note that the old structure was the first iron breaker erected in the anthracite region. The Old Breaker This old breaker was built by the Cross Creek Coal Co., under the direction of the late Eckley B. Coxe, in 1888-89, and was fully described by him in the Transactions1. The columns were cast iron, 8, 10 and 12 in. square. The floors and partitions in pockets were cast-iron ribbed plates. The struts were cast iron of "H" section; the other members were of structural iron either rolled I-beams or built-up sections. The sizes of the rolled beams varied from 6 to 20 in. deep, while the built-up sections, made of plates and angles, varied from 6 to 63 in. in depth, so that there apparently was no rule to determine the type of section used. In the remodeling of the old structure, practically everything was taken down excepting the columns and roof, and such beams as were necessary for temporary construction purposes, and, therefore, a close inspection of the old structural members could be made and the effect of the acid water on them could be noted. The cast-iron members were but slightly attacked by the water, while the wrought-iron beams, in the wet places, were corroded almost to failure. The following are analyses of cast-iron, wrought-iron, and structural-steel samples taken from the old and the new structure.

The oil industry continued relatively quiet in Wyoming in 1935, although production increased about 8 per cent over the previous year; 55 oil wells were completed in 1935, compared to 34 in 1934, and at the end of the year 44 wells were drilling, 33 in proven fields and 11 in wildcat locations. The total drilling a year ago was only 30. In the year 1935 Wyoming produced a total of 13,451,000 bbl. of oil, a gain of 912,000 bbl. over the 1934 figure of 12,539,000 bbl. Approxi-mately two-thirds of the increase, or 630,000 bbl., was from black oil fields and one-third, or 285,000 bbl., from light oil pools. Salt Creek, with production of 6,357,000 bbl., is still many times the largest field in Wyoming but in 1935 it made less than 50 per cent of the state's total, after producing more than all other fields in the state for 24 years; however, its decline was only 3.8 per cent from the previous year. Oregon Basin, a black oil field, held second place again with production of 1,163,-000 bbl., a good increase over 1934. Grass Creek, with increases in both its light and black oil, jumped into third place; and Lance Creek, with its new Sundance light oil production, was in fourth place in the amount of production. Frannie, which was in third place in 1934, dropped far back on the list because of lack of market. Byron and Garland, two other black oil fields in the Big Horn Basin, increased considerably. Big Muddy, a prominent light-oil field, was down with a natural decline; and Elk Basin, also light oil, produced less because of market conditions. During 1934 only three gas wells were drilled in Wyoming and 29 dry holes, 13 in proven fields and 16 at wildcat locations. Of the latter, 5 were on wildcat structures of considerable interest. Of the 55 wells completed during the year, 53 were in proven fields and of these 17 were small ones in the shallow Osage field and 10 were light-oil wells good for 1500 to 3000 bbl. each in the Lance Creek field. Discoveries Two of the oil wells were discoveries at Medicine Bow and Sheep Creek. Medicine Bow is a very large anticline with more than 3500 ft. of closure and is located in Carbon County in the south-central part of the state. INTRODUCTION In 1970 the percentage of underground coal extraction by longwall mining methods in the U.S. was 2.1 percent. This figure rose to 4.4 percent in 1976 and is expected to rise to 12 percent by the year 1985. This figure represents 46.0 million tons (51.0 million st) of annual production (Kuti, 1978). In addition, OSM regulations are placing emphasis on subsidence prediction. Section 784.20 of the Office of Surface Mining regulations for underground mining permit applications requires the sutauission of a subsidence control plan which may include monitoring. Because of its nature, longwall mining does not have flexibility in leaving pillars under structures as does room and pillar. Mining in some areas, particularly in the Eastern Coal Field, is approaching more developed areas; therefore, a greater number of structures are expected to be undermined in the near future. Subsidence engineering is becoming an important aspect of mine planning, and should be directed at predicting potential structural damage. The question operators are increasingly faced with is "what will be the subsidence effects for a specific structure at a specific location in respect to a longwall panel?" The most significant variable in assessing the subsidence effect on structures is not vertical subsidence. The variables of strain and tilt are responsible for more structural damage than is the vertical movement. Table I presents threshold values of strain for various structures (Geddes 6 Cooper, 1962). Based on National Coal Board experience, horizontal strain is approximately inversely proportional to the radius of curvature of a circular portion of a subsidence profile; therefore, the radius may be useful in estimating the magnitude of strain caused by subsidence (Hoebs, 1982). The old adage, " Necessity is the mother of invention," is fully borne out in the case of the device described in this paper. About four years ago the firm of the writer received instructions from Sir John Hawkshaw, C. E., and I. Wolf Barry, Esq., C. E., to construct and erect three large Guibal fans for ventilating a portion of the Metropolitan and District Underground Railway, of London. On account of the cost of coal and the very limited space for boilers, it was arranged that the fans should be driven by gas-engines. Those who have had experience with Guibal fans will be aware that as each blade or vane passes the lower edge of the shutter a pulsatory action takes place. When the fans above mentioned were set to work, the pulsation or vibration of the immense volumes of air discharged was so great that it caused a corresponding vibration of the window-sashes, doors, etc., of the surrounding buildings; and this was so unpleasant that the shopkeepers and others near obtained an injunction against the railroad company, compelling it to stop one of the fans. The work was by this time out of our hands, and we only casually heard what had taken place, learning also that, in addition to this injunction, another was threatened in the case of the second fan, and that the railroad company had thus far escaped the enforcement of this threat by agreeing to run the second fan at a few short stated intervals only during each day. In considering the case, it occurred to us to incline the lower edge of the shutter, instead of making it parallel with the axis of the fan,. by which means we thought that the waves of air might be broken

Outline of the Process THE Mines Operating Co.'s plant at Park City, Utah, was designed to treat the low-grade fillings in the old stopes of the Ontario mine. These fillings carry 6 to 14 oz. of silver, 1 to 2 lb. copper, 0.01 to 0.015 oz. of gold, and a small percentage of lead and zinc. The treatment consists in mixing the crushed ore with coal dust and salt and then roasting in a new type of furnace y combustion of the contained fuel. The roasted ore is leached with an acid salt solution to dissolve the silver, gold, copper, and lead. At present these metals are precipitated together on scrap iron and the product sold to a refinery. The only new feature of importance in this scheme of treatment is the roasting process, which makes possible the chloridizing of ores without any loss of the valuable metals, and at a very low cost. History of the Development of the Process The roasting process had its beginning in connection with research work at the Utah State School of Mines. N. C. Christensen, Jr., who held one of the School of Mines' fellowships, was engaged in some experimental work on blast roasting. At the same time I was doing some work on the insoluble gold in Mercur base ores. Mr. Christensen roasted some of this base gold ore in his pot furnace, and found that when he mixed a sufficiently low percentage of fuel with the ore, it did not sinter but roasted to a leachable product. We considered this a new application of blast roasting, and proceeded to test out a large number of ores in several different types of small roasters which we constructed. This experimental work continued well into the summer of 1911.

Although the earliest use of rubber-tired haulage was in Illinois in 1936, the first unit of this type of equipment used in West Virginia was shipped into the state in 1938. All units placed in West Virginia mines have been of the shuttle-car type. The Katherine Coal Mining Co., at Lumberport, W. Va., was the second company in the United States to install shuttle cars and the Gay Coal and Coke Co., at Mt. Gay, W. Va., was the first company in the country to install the thin-bed type of shuttle car. On Oct. 8, 1940, nine companies in the state were using 41 shuttle cars, of which 10 cars at three mines were of the thin-bed type. All shuttle cars of the low type were in the southern fields and all of the high type were in northern West Virginia. At that time several units were in the process of delivery. The data in this paper were collected in the field by Mr. Schroder in connection with graduate work on mechanical loading of coal in West Virginia by mobile loaders. In the course of his field work he visited five mines in the state that were using shuttle cars. All of these mines were in high-volatile coal beds of strong structure. The more pertinent data obtained at the mines visited are given in Table I. The maximum distance of shuttle-car haul is the distance between the transfer station and the farthermost place. Tonnage per loading unit per foot of bed thickness is to some degree a measure of relative efficiency, especially if the different operations are working the same bed or have somewhat similar conditions. INTRODUCTION THE present war in Europe seems to have stimulated the demand for quicksilver. In July last, the price ranged around $35 per flask of 75 lb., while to-day it seems to fluctuate between $47.50 and $50. The use of quicksilver in the form of fulminate, containing 70 per cent., and as corrosive sublimate, containing 73.8 per cent., must be extensive and a further market advance may be expected. With such an advance, some revival in quicksilver mining maybe looked for, particularly in California, where many abandoned properties exist. What can be done with low-grade quicksilver ores under favorable conditions, particularly with low mining cost, may be seen from the following description of the Oceanic mine, near. San Luis Obispo, Cal. Its operations date back to 1876, when rich sand ores were discovered. In three years 7,400 flasks of quick-silver were produced, but since then the deposit has been only sporadically worked. Until two years ago various attempts had been made by the Oceanic Quicksilver Co. to mine the more refractory "mud rock," which was encountered lying beyond the "sand rock." Mud and sand rock in varying quantities were treated together with poor results, but operations were successful with sand rock of fair percentage. About two years ago,, when all the sand rock had been exhausted, Murray Innes purchased the Oceanic mine. He found large quantities of low-grade mud rock, varying from 6 to 8 lb. of quicksilver per ton, which at the prevailing low price of quick-silver demanded very cheap mining costs, in conjunction with high but cheap metallurgical extraction. At that time the extraction of quicksilver from mud rock ranged between 40 and 50 per cent., as far as I am able to, learn.

THIS year, 1950, is the golden anniversary of the construction and operation in this country of a tube mill for the sole purpose of fabricating aluminum alloy tubing. For a short period prior to the beginning of this mill, aluminum alloy tubing was obtained from foreign sources or produced in mills fabricating other metals. Indeed, it was a very short period because aluminum itself was a newcomer in the field of metals. The first sheet rolling mill had been in operation just eight years and a rod rolling mill for the production of wire and cable had been functioning one year. The first tube mill for aluminum was built by the Aluminum Co. of America in May 1900 and started production with four draw benches and five men, including the mill superintendent. The building itself was a lean-to attached to a sheet-rolling mill at New Kensington, Pa. The cost of equipment, including the draw benches, dies, mandrels, and other tools, was about $5000. This figure seems absurd in the present day but nevertheless it was questioned at that time whether or not such a large sum should be spent to embark on a new and uncertain venture. The initial production system for the new mill consisted of casting round hollow ingots in a tilting-type iron mold, reducing the ingots to bloom size outside the plant, and finally drawing to size on the draw benches. This method of producing aluminum alloy tubing survived just two years, as blooms of satisfactory quality were not obtained consistently. It was superseded by the cupping method in which a 24-in. diam circle cut from a rolled plate was formed into a tube bloom using first a small cupping press and then a push bench. It was stated that tubing so produced was limited to a maximum diameter of 2 3/4 in. and to wall thicknesses varying from 12 to 24 gage. However, for the first time all the operations were performed at one plant and the result was a quality product. Later larger cupping presses and push benches were obtained and the method continued to be the principal one for aluminum alloy tubing for almost a quarter of a century. During the interim the use of a Alan Mannesmann -type billet piercer was explored and it was used to some extent, but failed to produce consistently a smooth inside surface suitable for drawing with aluminum alloys. Experiments started during the latter stages of World War I in the production of tube blooms with a hydraulic extrusion press, led to the use of this type of equipment to make tube blooms for further drawing during a change-over period extending from 1925 until 1930. At this time the cupping method was discarded completely. From these humble beginnings, the aluminum alloy tubing business expanded until well over six million pounds were produced in a single month in the United States during World War II. The major portion of this production was in strong alloys which did not appear in the tubing picture until 1022, when 17S alloy tubing was introduced for aircraft construction.

WHAT was certainly the greatest event of January, and perhaps it will prove to be the greatest of 1923, or even of the next decade, was the meeting of the premiers of the principal Euro-pean powers in Paris on Jan. 2, to consider what should be done with respect to German reparations. The French and British were unable to come to any agree-ment, and the conference broke up on Jan. 4. The French and British parted friends, but each with the determination henceforth to pursue its own economic and political way. This event was profound in its significance and perhaps will be calamitous) in its consequences. Following the disruption of the Conference at Paris, the French immediately began preparations to occupy the Ruhr district on the ground that Germany was in default on coal deliveries, without waiting. for Jan. 15, the next due date for reparation payment. This action by the French led to orders being issued by President Harding on Jan. 10 for the withdrawal of the remainder of the American troops on the Rhine. Thus ended the physical participation in. European affairs by the American army, whose vanguard landed in France in June, 1917. The French occupation of the Ruhr Valley, i.e., the great industrial region of western Westphalia, was made with a large military force. The Germans offered no physical resistance, and passed under French control with sullen resentment. The coal miners to a con-siderable extent refused to work and there was more or less disorganization of railway service. Before the end of the month the opinion was expressed that the French occupation was an economic failure and there were reports of French blast furnaces being blown out for lack of coke.

The new, internationally-owned Savage River Mines iron ore mining, concentrating and pelletizing project, built and operated by Pickands Mather & Co. International, was dedicated March 6 at Port Latta, Tasmania, Australia. Construction of the $79 million project began in 1965 and involved an open pit mine and concentrating plant plus a complete town for about 350 employees at Savage River; a 53-mile pipeline to transport the concentrates; a pelletizing plant and shipping facilities at Port Latta, which is on Bass Strait separating Tasmania from the Australian mainland. The project has a rated capacity of 2.25 million Ltpy of high-grade magnetite pellets, which will be sold to five Japanese steel companies under 20-year contracts. The open pit mine is located in the central portion of the Savage River deposits. Mining equipment, capable of moving 10 million tpy of ore and overburden, consists of four 6-cu yd electric shovels and 12 50-ton trucks. The concentrating plant, with a design capacity of 5 million tpy of ore, will use magnetic separators to upgrade the ore, which averages 38% iron, to a concentrate averaging 67% iron.

The problems associated with the processing of the Tilden ore are very much representative of the problems encountered in plants processing fine grained magnetic and nonmagnetic iron ores. I would like to comment on some of the problems mentioned in Dr. Nummela'spaper and add to his list of research opportunities in the processing of iron ores. Grinding, the most important step in the processing of fine grained iron ores, is synonymous with liberation. One grinds to separate discrete grains of minerals from the gangue. By convention- al grinding in tumbling mills, mostly random size reduction is achieved with relatively little preferential liberation of minerals. Not only are discrete particles broken that should not be broken, but damage is done to the mineral surfaces. The combination of over- grinding and surface damage shows up in lower recovery figures and higher grinding costs. What is obviously needed is a better comminution process that is more discriminating and that would permit liberating mineral particles at the coarsest possible size with a minimum production of fines. Laboratory attempts at such preferential grinding have been quite successful, but technological difficulties have unfortunately prevented its use. Impact grinding is a good example of a new comminution process that has not been accepted because of equipment problems. Either these problems have to be solved or new comminution systems have to be developed to reduce grinding costs and improve liberation. In his paper Dr. Nummela mentions the change in the primary mill throughput that occurs during the winter months. Seasonal changes in the operation of the grinding circuit and other unit operations have been observed in many plants, and many explanations for this phenomenon have been advanced. INSTRUMENTATION in the process industries can no longer be regarded as a convenience, but rather an absolute necessity. Although many chemical processes must already be conducted with instruments, every properly designed application of automatic process control will improve operation: 1) the product will be more uniform and of higher quality; 2) the manual labor saved will reduce cost; 3) uniformity of flow and uniform control of process will increase production; and 4) surges will be eliminated, making it possible to operate equipment near ultimate capacity at all times. Industrial instruments fall into two general classifications-those that measure and those that measure and control. The cement industry has been using instruments for a number of years, particularly in the burning process, primarily for indicating and recording. Automatic process control makes additional use of these instruments, and others, to control variables. Assisted by the instrument manufacturers, engineers at Ideal Cement CO. achieved considerable progress in determining how well the usual recording instruments could be made to control various phases of cement-making. The results of these experiments were used to make the new plant at Houston as wholly automatic as possible.
