THERE is one problem of the new administration that has received the attention and thought of the organized engineers of America for many years past. This is the problem of the reorganization of the Federal Government. The, inadequacy, the wastefulness, and the inefficiency of our federal organization was evident, enough under pre-war conditions. These inadequacies, these inefficiencies, these wastes were exhibited to the country during the war at the cost of millions. Congress has placed the problem in the hands of a very able Congressional Joint Committee, but if this Joint Committee succeeds in securing the imminently necessary results it will only be by full insistent support to it by public opinion. Many attempts have been made at reorganization before but all, of them have gone to the same crematory-the interminable differences in opinion among the executive and legislative officials over details.

Rhyolitic welded-tuff wallrocks of the epithermal base and precious metal veins of the Creede district were pervasively altered by the addition of more than two billion metric tons of potassium some 1.5-2 million years before mineralization. Sodium, calcium and magnesium were strongly depleted, yielding a nearly binary quartz + potassium feldspar assemblage containing as much as 13 weight percent K 0. This large-scale metasomatism, originally noted by Steven and Rattle (1965), took place progressively by initial alteration of plagioclase phenocrysts to orthoclase or microcline followed by alteration of the groundmass feldspar to orthoclase and gradual change of the sanidine phenocrysts to more Or-rich compositions. Oxygen isotope and chemical studies show that the metasomatism resulted from the interaction of the tuffs with deeply circulating heated ground water and suggest that the potassium metasomatism of rhyolitic rocks is the facies equivalent of propylitization of volcanic rocks of more basic composition.

Metallic bismuth was known in the Middle Ages and the name is supposed to come from the German Wismut. The origin of the German name is uncertain. References to bismuth are found in the writings of Valentine, Paracelsus, and Agricola between 1450 and 1550. Early specimens of bismuth were very impure and often were confused with antimony, tin, and zinc. About the middle of the eighteenth century, J. H. Pott, C. J. Geoffroy, and Torbern Bergman succeeded in producing fairly pure bismuth and showed it to be an elementary metal similar in many respects to lead.

FOR the benefit of those readers who may not be in close touch with present practices in the geophysical prospecting for ore, brief reference will fiat be made to the advantages and shortcomings of the methods to be discussed. Magnetic and electric methods are generally accepted as the most useful for ore prospecting. By magnetic methods, magnetic intensities that are not normal may be recorded and outlined. From these can he located concentrations of such highly magnetic minerals as magnetite or pyrrhotite, which sometimes occur in such large masses that they are of economic value in themselves. More often. however, these magnetic min¬erals are associated with others, such as copper, zinc, lead, gold, and silver, which, if existing in sufficient concentration and quantity, may constitute valuable ore bodies. It is therefore only when pyrrhotite and magnetite are present in these bodies that the magnetic method can be used to indicate their presence.

International Nickel has 15 operating mines in Canada, and. 3 mines which are being maintained on a standby basis. Annual production is about 20 million dry short tons of ore, most of which is from underground mines, the remainder from open pit mines. Although some of the underground mines are served by ramps for trackless vehicles, most men, materials and ore are hoisted in vertical shafts. In addition to shafts and raises for ventilation and service purposes which are not equipped with hoisting plants, there are now 28 vertical shafts at Inco mines served by 47 hoists. Of these, 22 shafts and 36 hoists are located in the Sudbury District of Ontario, one shaft and two hoists are at the Shebandowan mine in Western Ontario, and 5 shafts with 9 hoists are located near Thompson, Manitoba. This paper describes the components of Inco hoisting plants-which have been applied at different times and under different conditions, and indicates the rationale for the various designs. Some engineering and maintenance practices, considered advantageous, are also described. MINE SHAFTS Many of the shafts sunk in the early days of the Sudbury District, on what are now Inco properties, were inclined shafts. Of the identifiable shafts sunk between 1885 and 1920, thirteen were inclined and at least four were vertical. Since 1920, thirty vertical and two inclined shafts have been sunk. All of the inclined shafts have been abandoned for hoisting purposes but the majority are still in use as service or ventilation ways. Shafts at Thompson- and Shebandowan are all vertical. The vertical shafts range from 2 or 3 compartment exploration and development shafts to 6 compartment shafts for ore, man and material hoisting. They vary in depth from 1,050 to 7,137 feet and in addition to hoisting compartments all contain manway and service compartments. Prior to 1948, unlined rectangular shafts with timber sets and guides were used. The rectangular cross-section was favoured since the rock is competent, the shape compatible with timber set framing, and since available shaft space could be used efficiently. Resistance to air flow was not of prime importance. Concrete linings were introduced for the first time at the Creighton No. 7 Shaft which was collared in 1948. All major shafts since that date have been concrete lined. Vertical set intervals were increased in steps, with the introduction of structural steel sets secured to the concrete linings. Whereas 7 foot set intervals were used with timber framing, this increased to 10 feet 6 inches with steel sets and more recently to 15 feet with steel and steel backed wood guides. With the advent of deeper shafts, or shafts which are expected to be deepened, the trend is to circular concrete lined shafts. The majority of shaft guides in service are of select Douglas Fir. THERE are two distinct methods of combating corrosive conditions. The first and most popular method is to choose a surface or material which will give adequate service under the specific and general conditions which are present. The second is a control or modification. of the corrosive conditions to the end that metals and materials which would be attacked and corroded without such control or modification may be used. Under the first method of attack of the corrosion problem may be grouped such devices as the selection of metals or alloys which offer great resistance or the use of protective coatings such as paints, lacquers or metallic coatings. Such procedures are exceedingly useful. It is, undoubtedly true that most of the problems of corrosion will be solved by recourse to this first method of attack. However, it must be remembered that there are many conditions in which metals are used where the choice of the particular metal to be used must depend upon other factors than corrosion behavior. Some of the factors which may govern the selection of metals for specific use are the physical and mechanical properties of the metals. But there is another factor which is of prime importance and that is relative price. It is the pressure of these factors of mechanical properties, physical characteristics, and relative price that has acted as the stimulus for the second method of combating corrosion. The producer and user of various metals is confronted with the fact that because of mechanical properties, physical characteristics, or price, the use of a particular metal is desirable even though the corrosion conditions are adverse to the use of the metal. In many cases, the successful use of the metal may be made even though it is impossible to protect the metal by coatings. This is rendered possible by control or modification of the corrosive media.

THIS investigation is concerned with the origin of the intercrystalline voids and cracks formed in metals and alloys subjected to stress at elevated temperature. There have been many suggestions in the recent literature relating to this problem. Greenwood' suggested that the voids may be produced by vacancy condensation. Zener has stated that shear-stress relaxation across grain boundaries could initiate high tensile stresses at the regions blocking grain boundary slip and thereby cause the formation of cracks. Chang and Grant3 have described the formation of cracks at grain boundary triple points and have experimentally verified Zener's mechanism for the grain boundary regions in the vicinity of a triple point. Subsequent to the completion of this investigation, Gifkins4 developed a model which made use of Stroh's5 mechanism of fracturing to produce sub-microscopic fractures that subsequently grow by grain boundary slip. Chen and Machlin,6 in answer to Gifkins, described a model deduced from the present investigation, in which grain boundary slip provides both the stress to fracture at grain boundary jogs and the deformation required to separate fractured jog surfaces. The possibility of gas condensation to form intercrystalline voids and cracks is eliminated as a basic mechanism because such voids and cracks are developed in vacuum melted material containing minute amounts, if any, of gaseous impurities. In a theoretical evaluation of this problem, Machlin7 concluded that void nucleation by vacancy condensation during creep-rupture is improbable but that vacancy condensation on supercritical sized voids to produce growth is probable. This investigation was begun to evaluate the suggested mechanisms for intercrystalline fracture. In particular, in order to correlate vacancy supersaturation ratios produced in creep with those determined by Bal-luffi and Seigle8 as critical for , the nucleation of voids, specimens were obtained from the same heat of brass as used by the latter authors, through the courtesy of Dr. Seigle. The experiments conducted in this investigation fall into the following categories: 1) Brass—observation of voids produced under a variety of conditions, including creep under compression, to evaluate the mechanisms of void nucleation and growth. 2) Bicrystal experiments to check the mechanism of void nucleation deduced in this investigation. 3) Morphology of intercrystalline voids produced in a variety of metals. Each set of experiments will be described and discussed separately. Experimental Techniques A special creep-rupture test rack was constructed which made it possible to apply the stress to the specimen in a controlled atmosphere of inert gas, reducing gas, or vacuum. All the creep-rupture tests on a-brass (30 pct Zn) were conducted in nitrogen under a pressure slightly above atmospheric. Either dead weight loading or constant elongation rate loading could be applied with the load measured by means of a strain gage dynamometer. STUDY of the plasticity of germanium or other semiconductor crystals affords unusual opportunities to extend our knowledge of deformation mechanisms. Crystals are available having extraordinary perfection and very high purity. They deform by slip on the systems {111} <110>,1-3 as do crystals of the simple face-centered-cubic structure. Dislocations generated in them during slip are easily revealed in the form of etch pits on either (111) or (100) surfaces.4,5 This fact alone makes possible more detailed studies of mechanisms than is usually the case with metals but, even further, the effect of deformation on their electrical conductivity is very large compared with metals. This comes about not only because the mobility of the charge carriers is reduced, as in deformed metals, but also because the number of these carriers is greatly altered. This latter effect seems closely related to the formation of both line and point imperfections during deformation and thus provides a needed tool for the study of the kinds and distributions of these imperfections. Other investigators have deformed germanium at elevated temperatures by bending,1, 6-8 compres-sion,6, 0,10 tension,2,3,6,11,12 torsion,23 and indentation." Wang and Alexander" have also reported successful indentation at room temperature. Dislocation etch pits consequent to deformation have been observed and studied.7,8,10,18,14,20 The experiments to be de- scribed here include principally the compression and the subsequent annealing of germanium with concomitant studies of etch pits, microstructures, and electrical properties. Both single crystals and heavily twinned specimens were used. Some indentation studies are included. Experimental Methods Plastic compression was effected in the apparatus shown schematically in Fig. 1. It consists of two tantalum platens contained in a helium atmosphere and so arranged that pressure can be applied by a hydraulic press. The specimen between the platens is heated by the surrounding furnace. The specimen is usually a small crystal cube about 0.30 in. on an edge. A control specimen is always inserted so, that it is subject to the same thermal cycle as the one being deformed. This serves to detect any impurity contamination that might accompany the thermal treatment. For high temperature work, where such impurity contamination often occurs, the specimens were first plated with gold whenever subsequent electrical properties were to be determined. This method" is effective in preventing significant contamination of germanium up to temperatures at least as high as 750°C, as evidenced by the constancy of the electrical conductivities of control specimens subjected to the same heat treatments. The total range of temperature used for deformation was from 375°C, the lowest at which significant flow was observed, up to 900°C. Silicosis is today&apos;s most important industrial disease and probably dates back to the Stone Age. Since the industrial revolution, increasing attention has been paid to those occupations where mineral dust is present in the air breathed by the workers. For many years it was assumed that the inhalation of all mineral dusts was hazardous. but investigations conducted in several countries pointed the statistical finger of guilt at free silica in any of its numerous physical forms as a dust of outstanding toxicity. Recognition of silica as the chief hazard has resulted in widespread use of the term "silicosis." Depending upon the concentration of finely divided silica dust to which the individual is exposed and the duration of exposure, silicosis may become a disabling condition in from one to thirty years. The structure of the lung and respiratory passages is such that only minute particles of silica can gain entry to the air cells in the lung (5 microns or under are most toxic). When these minute particles gain entry to the lung tissues they stimulate certain protective cells in the lung to multiply at an excessive rate. The cell&apos;s undergo inflammatory changes which result in nodular scars and a low-grade inflammation of the lung tissue. These progressive changes in the lung structure gradually encroach

If a dense fluid such as mud or water is used for circulation, the formation drilled is influenced by a hydrostatic pressure. This pressure depends on hole depth arid drilling fluid density. Laboratory tests indicute that drilling rates in many forri~ations are decreased with increased pressure,—in some cases as much as 90 per cent. A comparison between laboratory and field tests indicates that drilling fluid head affects drilling rates in the field approximately the, same as in the laboratory. Drillirrg rates of many formations are increased by reducing drilling fluid head. INTRODUCTION For many years it has been noted that field and laboratory drilling rate tests did not agree even when the formations tested were the same. For instance, tests of some shales by the Hughes Tool Co. laboratory indicated drilling rates approximately 20 to 30 ft/hour, whereas in the ground this shale would drill only 3 to 5 ft/hour. A possible reason for this discrepancy is the effect of the high pressure which the drilling fluid exerts against the formation at the bottom of the hole. Consider a small element of rock (Fig. II that is to be removed by a rock bit. If the hole is filled with mud or water. the upper surface of the rock element is subjected to a pressure which depends on hole depth and fluid density. The mass of earth around this rock element presses against the circumferential surface and the lower surface. Because of the probability of shearing stresses between the rock element and the surrounding rock, this element is not under true hydrostatic stress. However, as a first approximation for test purposes the rock element was assumed to he under hydrostatic stress. The effect of hydrostatic pressure on some physical properties of rock has been studied.1,2,3 These tests show that the "differential" compres-sive stress:&apos;: necessary to cause rup- ture in rock cylinders is greater when tested under high hydrostatic pressure than when tested under atmospheric conditions. These tests were made with pressures greater than 20,000 psi which is in excess of those normally encountered in oil well drilling. Similar tests were made by the Bureau of Reclamation&apos; using pressures equivalent to those encountered in oil well drilling. Again the "differential" compressive stress necessary to produce failure increased with increasing hydrostatic pressure. These tests indicated that drilling rates would probably decrease. Correlation between these tests and drilling tests was not practical. The purpose of this work is to study the effect of mud column pressure on drilling rate, assuming that the material drilled is in a state of hydrostatic strcss. This problem was initially investigated in the laboratory using variable bit loads and confining pressure;. Confirmation of laboratory results was obtained in the field from a series of carefully controlled drilling tests. Because of the necessity of testing many different types of formations. only results from representative formations will be presented here.

ALTHOUGH the mechanical properties of high-carbon manganese-iron alloys, particularly the Hadfield manganese steels, have been established, the literature discloses discrepancies in the reported properties for the low-carbon alloys. Hadfieldlo summarized the existing data up to 1927, including the investigations of Guillet, Arnold, Strauss, Burgess and Aston, and reported his own values for alloys containing for the most part from 0.06 to 0.15 per cent carbon. He noted: From these comparisons it will be seen that while there is a broad and general agreement as to the character of the alloys at the different manganese percentages, there are disparities in individual cases, especially as regards the degree of toughness or brittleness displayed by an alloy with certain percentages and with particular types of treatment. These differences are not always readily explainable. Ib His data showed that alloys containing 4 to 10 per cent manganese water-quenched from 1000°C. were brittle and hard with maximum brittleness at about 7 per cent. Slight improvement in ductility was obtained with compositions from 10 to 17 per cent manganese. Alloys containing up to 17 per cent manganese slowly cooled rather than quenched from 870°C., he found, were slightly improved in ductility with significant improvement in alloys analyzing 4.1 and 4.8 per cent manganese. Recently Walters, Kramer and Loringa reported mechanical properties for alloys made up from electrolytic manganese and ingot iron and containing from 0.02 to 0.04 per cent carbon. They showed that a tempering treatment at 540°C. (1000°F.) for one hour significantly improved the ductility of compositions ranging from 6.7 to 20.7 per cent manganese. The differences of these compared with Hadfield&apos;s results they considered to originate in this tempering treatment plus the fact that Hadfield&apos;s alloys contained higher carbon and phosphorus (0.06 to 0.15 per cent C; 0.06 to 0.07 per cent P compared with 0.02 to 0.04 per cent C, <0.001 per cent P). In this paper it is shown that of the low- carbon alloys (0.02 to 0.03 per cent) containing from 3.3 to 21.5 per cent manganese moderately or rapidly quenched from 1000°C. some are brittle or ductile, depending on presence or absence of hydrogen. Hydrogen is readily absorbed at high temperatures, and much of it is retained when the alloys are cooled to room temperature. The presence of hydrogen in the range of composition from 10 to 18 per cent manganese is a major factor in determining relative ductility. At 22 per cent manganese, and also at compositions below 10 per cent manganese, factors other than or in addition to hydrogen play a role. These are discussed. Also data are presented to show that hydrogen absorbed by the high-carbon alloys of Hadfield composition is without effect on their mechanical properties.

THE present lull in engineering activities presents an advantageous moment for inquiring into the position now occupied by geophysics in its various fields of application. The recent over-expansion in all lines of work resulted in an uncritical employment of these methods of exploration which was bound to have its harmful reaction. The pendulum has now swung back, producing a decidedly hypercritical attitude toward the new science that had been recently welcomed so joyfully as the panacea for prospecting troubles. The severe retrenchment in exploration has forced upon us a period of waiting and, it is to be hoped, of profitable contemplation. This can well be employed in trying to pass a reasoned judgment on what position geophysics should occupy in the new geological exploration programs that will inevitably ac- company the looked-for industrial recovery.

Rapid growth of the aluminum industry continued through 1948 with an acute shortage of the metal in all forms marking the year. Estimates based on shipments made during the first nine months indicate that, in 1948, the industry shipped more than two billion pounds of aluminum products or roughly four times the amount shipped in the greatest peacetime year prior to the war. The rapid expansion of the aluminum industry is particularly reflected in the production of sheet. Last year, the industry as a whole shipped an estimated 40 per cent more sheet than was produced in the peak war year of 1944.

Single crystals of tungsten, which were grown by electron bombardment floating zone refining, were strained 2 pet in tension and bending at 298°, 77°, and 20°K to determine the modes and crystallography of the plastic deformation of these temperatures. At 77° and 20°K plastic deformation occurs by slip on systems of the type (011) [111] and by twinning on (112)-type planes. For crystals strained at 298°K, deformation occurs by slip in [111] directions on either (Oil)- or (112)-type planes. CURRENT models for the initiation of brittle fracture in crystalline materials are based on a knowledge of the details of their plastic deformation.1 Body-centered cubic tungsten exhibits brittle failure at temperatures below about 500 °K yet the modes and crystallography of its plastic deformation have not been studied below 1000°K. In 1924, Goucher2 reported that tungsten single crystals with a total impurity content of less than 0.01 wt pet deformed by slip on the (112) [111] system in the temperature range 1000° to 3000°K. He also observed (001) [010] slip in one crystal which was constrained by the presence of a large fissure. According to Barrett3 tungsten also deforms by twinning on the (112) plane in the [111] direction, but he gives no details on the tendency for twin formation or the temperature range in which twinning occurs. Therefore, as a necessary part of a study of the factors influencing the brittle fracture of tungsten, the modes and crystallography of the plastic deformation were determined at 298°, 77°, and 20°K. Tungsten single crystals, grown using the electron-bombardment zone-refining technique first described by Calverly,4 were deformed to between 1 and 2 pet plastic strain in tension and bending. The surface offset resulting from slip or twinning was observed with an optical microscope to determine the crystallography of the deformation. The existence of twins was proven by the standard polishing and etching technique; and the crystallography of dislocation motion was followed using the dislocation etchant described by Wolff.5 Some observations on the fracture characteristics of tungsten single crystals are included. EXPERIMENTAL TECHNIQUES Growth, Purity, and Perfection of the Crystals-Several years ago Calverly, Davis, and Lever4 dem-onstrated the feasibility of growing tungsten single crystals by the electron-bombardment floating zone-refining technique, and Carlson6 showed that crystals produced in this way had a high degree of purity and were ductile at room temperature. Tungsten single crystals produced by this technique in equipment similar to that described by Carlson were used in this study. The starting material, a powder metallurgy product, was obtained in the form of a swaged 1/8-in. rod from the General Electric Wire Plant in Cleveland, Ohio. The crystals were grown from this material in a vacuum of 10"4 mm of Hg by passing a molten zone 1/8 in. long down the rod twice at a speed of 3 mm per min. At this zone speed

HOT metal is commonly transported from the blast furnace to the open hearth by one or the other of two general methods: (1) by hot-metal ladles, usually in conjunction with a stationary mixer, or; (2) by means of mixer-type ladle cars, taking the place of both the hot-metal ladles and the stationary mixer. In both cases, the use of transfer ladles for charging the metal into the open-hearth furnaces is necessary. The American Rolling Mill Co. at its Middletown division, adopted hot metal practice on. June 2, 1928. The pig iron is produced&apos; in a .blast furnace about 11 miles from the open-hearth furnaces, and is trans- ported in Pugh-type mixer cars having a capacity of 150 gross tons each. Three cars are in service and handle the delivery of hot metal to the pig machine and the open-hearth furnaces. The capacity of the blast furnace is 550 tons and casts are made every four hours.
