PETROLEUM industry forecasts are constantly made and revised but are not in the nature of predictions. Particularly in the field of demand, many of the factors are far beyond control by the producing industry. Supply reacts on demand and demand reacts on supply. Competent economists in the oil business forecasted a year ago, on the basis of experience, that demand would now be at a much lower level than it is. This increased demand increased the price of crude oil and products, and in turn those increased prices have brought forth increased supply. A reduction in demand would lead to a reduction in supply. Shortages are now world-wide, and costs of secondary importance, so if there were extra supplies in California they would be moved into what are termed "unnatural markets." For example, Argentina is in the market today for California gasoline; that is an unnatural market because of the greater transportation distances from California to Argentina than from normal sources.

The discovery of the auriferous cement gravel deposits in and near Deadwood Gulch, Lawrence County, Dakota Territory, in 1876, created a mining excitement, and rush to the Black Hills. Numerous ten and twenty-stamp mills were built on Deadwood Gulch; Central City and the town of Deadwood sprang into existence, and became the centres of the mining industry of the Hills. Gold quartz deposits were subsequently discovered and located on a so-called mineral belt, extending from Whitewood Creek on the south, to Deadwood Gulch on the north. A northerly group of these quartz locations was purchased in December, 1877, by parties in San Francisco, who formed a company, incorporated under the name of the Father de Smet Consolidated Gold Mining Company. This company immediately commenced the work of exploration The deposits were proved to be extensive, and easily mined, but it was found that the ore, on an average, would not yield more than $10.00 per ton* of 2000 pounds. • At this trine the cost of supplies and materials in the Hills was high. Miners' wages were $3.50 per diem, and custom mills charged $6.00 per ton. The successful working of mines on "the belt" necessitated cheap milling. When Mr. Bailey asked us to present a paper describing our new BOF shop, he requested that we avoid a presentation heavily laden with detail and statistics. Not only have we attempted to do this, but also we have prepared a number of colour slides which, hopefully, will provide you with a graphic conception of the facility. The installation of the BOF facility at the Steel Co. of Canada's Hilton Works was delayed many years because of the remarkable production growth of the oxygen open hearth furnaces in No. 3 shop. However, in mid-1960 it became strongly evident that not only would increased ingot capacity be required, but also that N0.2 shop - with vintage non-oxygen open hearth furnaces - would have to clean its stacks in the near future, or be closed down. A decision to embark on the BOF facility was made in 1967 after an extended period of in-depth planning and assessment of industry trends.

THE tremendous stimulus given to the mining industry by the gold and silver policy of the present administration has found the capital market for mines ill prepared to afford practical means of financing. Particularly has this been true of the host of abandoned high-cost producers and prospects which increased gold and silver prices have made potentially profitable. In a comparatively short time, experience has demonstrated abundantly that valuable properties have frequently failed to secure capital, while questionable properties have drawn to themselves and their promoters more of the public moneys than their prospects justify. Singularly enough the fault is usually attributable to faulty financing. Discussion and study of this problem are vital to the industry.

A COMPLETE transformation has taken place in the boras industry during the year 1908. A most remarkable factor in this radical change in method of producing the crude borates has been its removal from the realm of industrial chemistry to the field of mining. With the development of extensive deposits of borate-minerals interstratified in thick sequences of Tertiary clays and sands, their winning becomes a strictly mining-enterprise, of the same kind and of the same certainty as the digging of coal or iron-ore. The major supply of the world's production of commercial borax now comes from the United States. While formerly all of the boric salts of commerce were laboriously extracted from the waters of saline lakes of the arid regions, or from the bottom-salts of desiccated ponds, it later was largely slowly leached from ancient desert shales and clays. During these periods the borax industry was a very hazardous and expensive vocation.

FORM of ore bodies, strength of wall rock, and quantity of water that must be handled differ so greatly in the various districts in which the Corporation operates that a variety of mining methods have to be employed. All are underground, however, with the exception of glory holes at Cerro de Pasco from which siliceous silver pacos ore is obtained. In general, the ors is in many relatively small bodies unsuitable for hulk mining, such as caving or top slicing. The strength of the rock and ore rarely permit open stopes, though shrinkage is successfully used on various veins with strong walls, particularly in, Casapalca. Horizontal cut and-fill and square-set stoping with careful filling are the principal methods employed, with the necessarily higher cost for supplies and labor offset as much as possible by care in the avoidance of dilution. The mines at both Morococha and Casapalca are notoriously wet, and even at Cerro de Pasco the quantity of water was enough to retard deep development until the perfection of electric pumps. In Morococha particularly, the extension of successive levels, first from adits of moderate length, then from shafts and heavy pumping installations on the 750 and 1000 levels, and finally by the 30,564-ft. Kingsmill tunnel, was one of the most difficult and long continued fights against water and resulting heavy ground that is recorded in mining history.

FOR the use of workmen and employees, the company should establish a dispensary and a -hospital where workmen who suffer accidents or professional diseases may be taken care of; and at suitable places in the mine or metallurgical plant it should install first-aid stations. Workmen have a right to receive 75 per cent of their wages while they are unable to perform their work as result of a professional disease; but some companies pay full wages and in the case of natural disease, with the exception of venereal, alcoholism, injuries from fights, and chronic illnesses, 50 per cent of their wages up to a period of two months. The number of diseases the Law considers as professional is large and increases almost daily. Among the professional diseases, the one which has caused greatest harm to the miners and expense to the companies is silicosis. To avoid its propagation, companies should take every possible precaution that the working atmosphere is free from dust, abating this by frequent sprinkling of the workings using, wet drills and furnishing the workmen adequate protective apparatus such as respirators.

Nickeliferous laterite ore from Sukinda, Orissa (India), consists of very fine particles agglomerated into larger aggregates. The ore is chemically and mineralogically complex and presents many characterization and beneficiation problems. In this study the results of a detailed investigation to characterize the ore by several techniques are discussed. Various techniques used for characterisation include elemental analysis, electron microscopy, electronspectroscopy for chemical analysis, x-ray and electron diffraction, differential thermal and thermogravimetric analyses, EDAX analysis, Mössbauer and infrared spectroscopy. Generally one method compliments the other and it is shown that a combination of several techniques is necessary to fully characterize the ore. The scope and limitations of the techniques are also discussed.

The Institute is custodian of funds for support of numerous gold medals and prizes and has representatives on boards awarding still others. Details regarding the Institute Awards are given below. The Institute is represented on the boards of the John Fritz Medal, the Hoover Medal and the Washington Award, in connection with the three national societies of Civil, Mechanical and Electrical engineering; and, also, in the case of the Washington Award, with the Western Society of Engineers. The Institute is represented with these four societies on the committee in charge of the Alfred Noble Prize.

On January 1, 1948, we boarded the cage at 7 a.m. and were dropped to the 900 level of the Brunswick shaft. The previous evening, we had attended the New Year's party at the Miners' Guild Hall and as this soireée had not disbanded until the small hours of the morning, we had only had about two to three hours sleep. At the 900 level station, we fell in beside our mining partner, a Cousin Jack, who was known by all as Porky. Porky didn't say anything as we plodded down the drift, we didn't say anything either-in fact there was little conversation by anybody.

UPWARDS of 200,000 engineers in this country are sufficiently interested in engineering as a profession to have joined a society, but not over 10% of them belong to any one society. There is a widely-felt need of an over-all organization of all the societies to act as spokesman for all engineers on matters of common concern. On a local basis, over 100,000 engineers in 35 metropolitan areas have organized themselves into local councils, and are doing an effective job of intersocietal co-operation within their sphere of activity. In the last few years much has been said and written about a similar organization on a national scale. Everybody wants iteverybody is talking about it-it's in the air-it's coming-it's inevitable. Although it is no longer necessary to talk about why or whether there should be such an organization, there is no such unanimity about what it should be like. This paper outlines a proposed organization by answering four questions-who, how, what, and who will pay for it.

IN an ideal mill, with perfect milling operations, the mineral extraction would be 100 per cent, the, concentrate would be 100 per cent mineral, the tailing would assay zer.0 mineral and the milling cost would be zero dollars. Such an operation can, of course, never be attained. We can only strive to approach it as nearly as possible and in doing so most recognize .the fact that the three primary factors in milling: assay of concentrate, assay of tailing, and cost of operation bear a definite economic relationship to each other. This relation will change from time to time and will be different for different mills, depending on milling equipment, character and quality of feed, market conditions, and other factors. It is granted that for a given operation there is an economic point, but the location of this point is difficult. It is for the purpose of making some of these economic points a little more tangible that this paper has been prepared.

One of man's primary tools is the ordinary screen. Whether of mesh or punched plate, it is fundamental in principle, primitive in its origin, and common in its application through all the world; and yet the screen goes only a part of the way toward the completion of its job of separating materials according to size. It will give a practical and continuous separation according to "size," as generally understood (accurate according to the breadth), but the accurate and continuous separation as to thickness is not a practical function of the screen. Still, all through history, the thickness of particles of material must have been important to many people; therefore, one would expect that some standard method of sizing for thickness would long since have been evolved and that equipment applying that method would be readily available to any in¬dustry. This, however, seems not to be so.

INTRODUCTION The analysls of our previous paper' on the behavior at two immiscible fluids separated by gravity into two dlstinct saturated zones in the porous medium was shown to be theoretically valid only if one of the two fluids was immobile. The practical problems associated with flow of both phases have so far been impossible of solution by these analytic methods. We, therefore, decided to resort to a simulator study to answer the following pertinent questions: 1. If the lighter fluid is produced from a point above the fluid-fluid interface, how long will it take for the heavier fluid to come up to the point where production of both fluids is taking place? 2. After steady-state two-phase production is established, what is the relative production rate of each phase, on what physical variables does this depend, and what are the boundary conditions at the outflow face? 3. A third question was at least partially answered in the course of this investigation: that of the shape of the interface under flow conditions. These questions are of fundamental importance in the fields of hydrology and the reservoir mechanics of oil and gas production. In order to simplify equipment used and still retain a fair physical representation of these phenomena, it was decided to use a Hele-Shaw type of analogy in which the flow took place between two vertically mounted pieces of plate glass. The advantage of this system is that it eliminates any surface effects between the matrix of the porous medium (e.g. packed sand) and also allows equilibrium conditions to be established more quickly. The principle disadvantage (apart from the obvious one of being one more step removed from the prototype) is that our equipment limited us to two dimensional flow studies. In spite of these limitations answers to the questions were obtained which seem adequate for our purposes. We would like to see more work of this nature done to verify and to improve our conclusions. DESCRIPTION OF EQUIPMENT AND PROCEDURE A drawing of the equipment used in this study is shown in Fig. 1. Fluid flow takes place between the two 36 in. x 12 in. pieces of plate glass held apart at the long edges by two spacers of cellulose acetate sheet (Kodapac IV) which is available in several thicknesses. This sandwich was clamped together by small c-clamps whose stress was distributed by long pieces of 3/8-in. keystock. Accurate spacing was obtained by tightening these clamps as indicated by micrometer measurements on the outside of the glass. At the upstream end of the plates a piece of 6-in. diameter pipe simulated an infinite reservoir, while at the downstream end a 2-in. Lucite cylinder with a small hole near the top of the flow region served to drain the fluid. Sealing was achieved by O-rings, the whole system being tightened by pressure on the Lucite tube provided by set screws (not shown in the drawing). The total head

Introduction In August 1977, the federal Surface Mining Control and Reclamation Act was signed into law. It stated that: "The Congress finds and declares that because of the diversity in terrain . . . and other physical conditions in areas subject to mining operations, the primary governmental responsibility for developing. authorizing, issuing, and enforcing regulations for surface mining and reclamation operations subject to the Act should rest with the States." Section 516 of Title V (Control of the Environmental Impacts of Surface Coal Mining) of the Act deals with the surface effects of underground coal mining operations. "Each permit issued under any approved State or Federal program pursuant to this Act and relating to underground coal mining shall require the operator to adopt measures consistent with known technology in order to prevent subsidence. causing material damage, to the extent technologically and economically feasible, maximize mine stability, and maintain the value and reasonable foreseeable use of such surface lands, except in those instances where the mining technology used requires planned subsidence in a predictable and controlled manner: Provided, that nothing in this subsection shall be construed to prohibit the standard method of room and pillar mining." This section raises many questions. Precisely what is the "reasonably foreseeable" future as far as land use is concerned? And what is the "standard method of room and pillar mining"? The first part of the paragraph seems to rule out longwall mining, but isn't longwalling a "predictable" manner of "planned subsidence"? Does the Act take into account variations among mining methods in differing regions or coal seams? With these questions and the need to comply with the Act's provisions in mind, many states may turn to the Pennsylvania Bituminous Mine Subsidence Act of 1966- the only comprehensive subsidence act passed by any state-as a model for their own programs. Thus, it is very important to evaluate Pennsylvania's Act to see whether its basic assumptions can accommodate national application. This paper will note the Subsidence Act's provisions and guidelines, briefly analyze the current state-of-the-art in subsidence damage prevention and control, and list several recommendations for altering the Act's application guidelines for different mining areas.

IN many of the important problems of the petroleum engineer, it is necessary to know accurately the laws governing the flow of gas and liquid mixtures in vertical' pipes. Although much work has been done along these lines, no satisfactory solution to the problem has been found. A good theoretical discussion of the energy balance in a gas¬lift has been published-by Versluys.1 One of the most important factors affecting the efficiency of the flow of oil and gas mixtures is slippage, and in most of the experimental work that has been done no provision has been made for the measurement of this quantity. As Versluys pointed out, since there is no method now known to estimate it from the data usually taken; slippage must be determined empirically. This paper presents the results of some work carried on to, measure slippage in short experimental gas-lifts. As shown herein, slippage can be easily calculated in a vertical pipe carrying a mixture of oil and gas if the fractions of the pipe occupied by liquid and gas respectively are known. In this work, the fraction of the pipe occupied by the liquid was measured under a wide variety of conditions and the relationship between this fraction and other quantities, which are easily measured in ordinary work, was determined. It was hoped that the quantitative relationship obtained from this work could be used-for making accurate calculations in flowing or gas-lift wells, but unfortunately it did not check satisfactorily when applied to actual wells. Apparently flow in long flow pipes is mote efficient than in the short ones used for the experimental work. Nevertheless, it is felt that the data themselves are of interest; that the method of attack may be of value in future work and that the relationship derived between slip and the relative velocities is a contribution toward the solution of the gas-lift problem.

PALEOLITHIC MAN, laboriously shaping a stone implement in his cave, discovered that the dust irritated his eyes and nostrils and hindered his labors, whereupon, muttering a few incantations, forerunners of modern profanity, he removed himself and his work outside. There, ignoring the jeers of the hairy ?old-timers,? he turned his back to the wind and resumed operations in comparative comfort. Thus originated the dust problem in the mineral industries, and its solution. Despite long familiarity with the annoyance, danger, and loss occasioned by dust, little progress was made in the engineering solution of its problems until recent years. Some advance can now be reported but too many traces of ancient tradition and practice still remain. Considerable published information is available but only a part of this is of proved accuracy and utility. The greater portion is either misleading, being derived from too few cases to be of general application, or entirely erroneous, originating in guesswork, legend, or individual inspiration, divine or otherwise. The engineer, confronted with a dust problem, has neither the time nor the special training required to extract the values from this mass of low-grade. It is, therefore, desirable that we attempt to correlate the known values and to put them into a form upon which actual progress can be based. This discussion is, then, for the benefit of that engineer, particularly the engineer in the mineral industries and more particularly in ore-dressing plants, and is merely a gathering of facts already known but difficult to segregate.

THE hall of the Western Iron and Nail Associations having kindly been placed at the service of the Institute, the opening session was held at 3 o'clock, Tuesday afternoon, May 13th, with an attendance of about one hundred and twenty-five members. Mr. William Metcalf, of Pittsburgh, read an address of welcome on behalf of the Local Committee of Arrangements, to which President E. B. Coxe responded. The following papers were then read and discussed : Regenerative Stoves; a Sketch of their History and Notes on their Use, by John M. Hartman, of Philadelphia. Some Curious Phenomena Observed on Making a Test of a Piece of Bessemer Steel, by William Kent, of Pittsburgh. On the Use of Determining Slag Densities in Smelting, by Thomas Macfarlane, of Wyandotte, Michigan. After the reading of these papers each member was presented by the Local Committee with a schedule of excursions, a specially prepared map of Pittsburgh and surroundings, and a directory of industrial works, all tastefully bound, and also with a metal badge bearing the seal of the Institute, to be worn on the excursions. The second session was held on Tuesday evening. The following persons, duly proposed for members and associates of the Institute, were, on the recommendation of the Council, unan¬imously elected. Introduction Methane is contained under pressure within the fractures and adsorbed on the surface of the coal seams and adjacent strata. It is released into the mine atmosphere during mining of the seam creating explosive gas-air mixtures. Large volumes of air, sometimes as high as 20 tons of air for each ton of coal mined, are circulated constantly to dilute and carry away methane from coal mines. Removal of methane from solid coal, wherever high methane emissions occur, has been discussed by Spindler and Poundstone (1960) and Thakur and Davis (1977). Methane control in longwall gobs is much more complicated. As longwall mining progresses, the overburden continually subsides, and the immediate roof caves behind the roof supports. Even the underlying strata heave and open up communication channels feeding gas to the longwall gobs. The pressure of gas in the underlying and overlying strata is usually higher than the ambient air pressure in the mine. Thus the mine workings become natural pressure sinks, into which gas flows from the entire disturbed zone. Winter (1975) defines this zone as the "gas emission space". Depending on the number of gas-bearing zones in the gas emission space and their gas contents, the total methane emission from longwall gobs could vary from a few to more than one hundred cubic meters of gas per ton of mined coal. Hence the ventilation of longwall faces demands a large quantity of air. This ventilation need is further enhanced by high air losses specially on caving faces (with no stowing of the gobs). The old system of longwall ventilation, the 'U' pattern, where all the air was brought down one gate road and exited through the other gate road, loses large quantities of air through gobs giving a high methane concentration at the return end of the face. The 'Y' ventilation pattern where intake air is brought down both head and tail gate roads relieves the situation to some extent but, on most longwalls, some kind of methane control is still needed. With the onset of longwall mining in Europe several decades ago, the initial work on methane control on longwall has naturally been done there. The basic principle of methane control has always been, and still remains, some means of "bypassing methane from the gas emission space without letting it mix with the mine air". In most cases the bypassing mechanism is either a strategically located borehole or a roadway. A successful methane control program depends on the following basic premises: a. Determination of the geometry of the gas emission space and location of gas bearing horizons therein. b. Estimation of the rate of methane influx into the longwall gob. c. A scheme to bypass the gas in the most economic and efficient manner and thus prevent it from entering the mine atmosphere. In successful methane drainage programs a high proportion, usually between 50 and 70 percent, of the total gas emissions in a working district is removed before it can enter the mine airways. Advantages of methane drainage can be summarized as: 1. Generally reduced methane levels in the mine leading to increased safety and productivity. 2. Reduced air requirements and corresponding savings in ventilation horsepower. 3. Faster rate of advance for development headings and economy in the size of headings. 4. Possible use of mine gas as an additional source of fuel. The purpose of this paper is to briefly review the geometry of gas emission space and methane influx therein and discuss more successful European and U.S. longwall gob gas control techniques.
