REVISION of the United States mining law is needed. chiefly because of the following reasons: 1. The conceptions as to the characteristics of orebodies that were held at the time the statute of 1872 was enacted have since proved to be in many respects erroneous. 2. The operation of the existing law has been found to work unnecessary hardship upon many claimants to mineral land. 3. The existing statute fails in large degree to encourage development of mineral resources. 4. The existing law often produces conflict between placer and lode-claim rights, working unnecessary injustice to placer claimants. 5. The methods of establishing the rights of locators on United States mineral land are defective, and are not uniform throughout the States within which such lands exist. LAW OF THE APEX The objections to the so-called "law of the apex" are so well known as to require no detailed statement. It is sufficient to point out that the apex rule was based upon the notion that ore deposits consisted of well-formed veins included between definite walls, like the slice of ham in a sandwich. The fact is that veins conforming to that simple type are rare. Irregularity is the rule, and the chief metal production of the United States comes from masses which bear no resemblance to the tabular form of vein. Manifestly the law of the apex fails completely in such cases. Moreover, the tendency is constantly toward the exploitation of ores of lower grade than could formerly be worked, and such deposits exist mainly in the form of large irregular impregnated zones and masses, so that the future. development of our mineral resources would be continuously embarrassed by shadowy claims to extra-lateral rights by the locators of so-called apexes

THE Eastern Magnetite Industry produced approximately 7,850,000 long tons of crude ore in 1945 from which was obtained approximately 3,650,000 long tons of shipping product or a ratio of 2.10 to 1. Lack of skilled or experienced miners was the greatest handicap. Veterans returning to work improved the underground labor shortage in some localities but as a whole the labor shortage was keenly felt throughout the industry. One cannot now predict what may be accomplished in 1946 but barring major steel strikes a worthwhile improvement can be expected. At the Richard mine of the Richard Ore Co., the shipping product for the year amounted to approximately 124,650 long tons of concentrate and lump ore. Crude-ore production was 160,600 long tons. The average analysis for lump ore was 63 per cent iron and for concentrates 66.05 per cent. The Warren Foundry and Pipe Corp. at their Mt. Hope mine produced 73,000 long tons of lump ore averaging 59.5 per cent and 57,000 long tons of concentrate averaging 67 per cent. The total mine hoist was approximately 209,000 long tons. Operations were commenced through the new Leonard shaft on Jan. 18; the Brown shaft through which operations had been conducted since 1912 caved beyond repair on Sept. 26. No one was injured but pumping facilities were somewhat disrupted. In order to reach designed capacity a total of 400 men will be required with 300 underground. Due to shortage of labor all operations in 1945 were concentrated on the 1700 level. As fast as men can be hired and trained development of the 2100 and 2500 levels will commence. Mt. THE New Jersey Zinc Co.'s vertical retort plants are believed to have been in continuous operation through the whole year. At Palmerton metal purer than that made from the same ore in the old plant has been produced and has been able to compete successfully with very pure electrolytic metal in die castings and other special uses where extreme purity is worth money. A new plant using this process was put in production by the Grasselli Chemical Co. at Meadowbrook, W. Va., early in the summer. It is said to be working very satisfactorily. It is understood that this plant will not produce high-grade metal. Two patents issued to Bunce and Mahler (Nos. 1,749,126 and 1,749,127) describe a method of operating the vertical retort so that practically lead-free metal can be obtained from ores containing consider- able lead. The zinc vapors and other gases leaving the reaction zone are filtered through a column of material maintained at a temperature high enough to prevent much zinc from condensing. The filtering medium is either periodically or continuously changed.

Three Fe-18 pet Ni-base ternary alloys cortaining carbon, molybdenum, or cobalt were aged to pgroduce hardening by carbides, Ni3Mo, or ordering, respectively. Each alloy was tested in rotating-beam fatigue tests after hardening to 195 ksi ultim.ate tensile strength. The fatigue properties of three alloys soere essentially identical. The results suggest that tlze fatigae strength of an igron-base alloy should depend primarily upon the tensile strength, and not iipon the hardening mecaanisrn. THE fatigue strengths of many steels have been found to be directly related to their ultimate tensile strengths. For ultimate strengths below 200 ksi, the fatigue endurance limit at 107 to 10' cycles is approximately half the ultimate strength. Essen- tially all of the steels that have been tested, however, have been hardened by carbon. Thus it is not certain whether the relationship between fatigue and ultimate strengths is a general one that applies for other types of hardening in steels, or whether it applies only for the particular method of hardening by carbon. The recent developments of the martensitic precipitation-hardened stainless steels and the marag-ing steels have shown that it is possible to achieve high strengths in iron-base alloys by other hardening mechanisms than that due to carbon. Therefore, it is now possible to compare the fatigue properties of several iron alloys having the same ultimate strengths but hardened by different mechanisms. For the present study a binary Fe-18 pct Ni martensite was selected as a base material. This particular matrix composition has been found to have deformation characteristics very similar to pure iron.' In a laboratory study of grinding and classification' of silica sand, a satisfactory means of producing the medium-fine specification sand desired by producers of flint-glass containers was developed. The best procedure consisted of ball-mill grinding and double classification, which gave a properly sized sand containing less iron than the feed.

THE proposal has been made in a bill introduced into Congress at the last session by Representative Jones of Michigan that an import duty of 6 c. per lb. shall be placed on copper. This action is urged after eighty years of prosperity for the industry in this country; during most of which copper has been on the free list, and during all of which a tariff would have been without real effect. To comprehend the general situation upon which this action would be imposed, we must refer to the past history of the industry and its trends at the present time. The following table supplies us with a picture of the physical growth of the industry in this country and its relation to that of the world as a whole down to Jan. 1, 1921:

Twinned metal crystals are usually designated as either deformation twins or annealing twins. If twins are to be classified according to the treatment the metal has undergone just prior to the observation of the twins, there are two other possible groups: (1) solidification twins,† when observed in the as-solidified or as-cast condition, and (2) transformation twins,† when observed in a metal which has been cooled from above an allotropic transformation temperature. McKeehan has demonstrated that ferrite does, occasionally at least, contain twinned structures2. The twins, which he studied by optical methods, were obtained during the preparation of iron single crystals by very slow cooling through A3. He proved that the twin relation was actually that which previous investigators had predicted; namely, twinning along three planes of the form (112). Since McKeehan's discovery, little or no attention has been given to this transformation twinning of alpha iron, or to the possibility that it might occur at all speeds of cooling from above A3 instead of merely during the preparation of single crystals. McKeehan's twins were evidently regarded as interesting only in proving that a body-centered cubic metal could form twinned structures—at least under certain conditions. It is generally believed that iron seldom if ever forms annealing twins. Certainly the straight-line banding which is so abundant in annealed face-centered cubic metals is characteristically absent in iron annealed below A3. However, O'Neil13 has studied "twin-like" crystals in annealed alpha iron and concludes that the specimen he studied actually contailled a few annealing twins. Tamura4 as reported "twin-like" crystals both in wrought iron and mild steel; specimens of the latter were annealed above and below A3 and showed "twin-like" crystals after both kinds of treatments.

This paper summarizes the results of laboratory tests conducted to determine the properties of the paraffin or rod-wax encountered in the Salt Creek field, Wyoming. It also describes field tests and methods employed to cope with the paraffin problem. The conclusions to bo drawn from the laboratory work are: 1. Samples of Salt Creek paraffin range in consistency from soft lo hard, the melting points varying from 120" to 156" V. 2. Masses of soft paraffin are soluble to an appreciable extent in crude oil and its liquid fractions at temperatures somewhat below the melting point of the paraffin. Hard paraffin is very slightly soluble. under these conditions. 3. Agitation apparently increases the amount of paraffin that will go into solution. 4. Paraffin congeals from solutions upon cooling to the point of saturation ation, which is in all cnscs below thc melting point of the paraffin. 5. Crutltl oil is tlie most effective. of all the solvents for holding paraffin in solution. 6. Pressure alone does not appreciably affect the solubility of paraffin in crude oil nor does it aid materially in holding paraffin in solution when the temperature is reduced. 7. Natural gas in solution under pressure does not appreciably increase the solubility of paraffin in crude oil, hut is effective in holding paraffin in solution when the temperature is reduced. 8. A foreign body introduced into a solution of paraffin in oil is imrnediately coated with paraffin if the temperature of the solution is at or below the melting point of the paraffin, and the object is considerably cooler than the solution. It may not be entirely correct to ray that paraffin is taken into solution; it is impossible that the paraffin may be in suspension rather than in solution.

SHARP CONTRAST exists in the reports so helpfully contributed by the individual members of the Milling Committee for this review. Those engaged in the milling of gold and silver ores report great activity, of which some details will be given later. Those engaged in milling ores of base metals report continued depression and little progress. Copper production in the United States is running at about fifteen per cent of capacity. Some Arizona copper mills are closed. Anaconda is milling about 45.000 tons of copper ore per month, and the Utah Copper Co. 35,000 monthly. However, in Canada the International and Falconhridge copper-nickel mills and the Noranda copper-gold mill have increased production. Also the Climax molybdenum mill in Colorado is milling 4000 tons per day. Water shortage from the drought has caused curtailment or complete shutdown of mills in some parts of the West.

The flooding process was originally the result of accidents to casing and tubing, but it has gradually passed from an accidental condition to a definite engineering procedure. In spite of the general sheetlike char-acter of the major sand body, the position of shale bands, their thickness, the size of the grain and variations in effective porosity all give the sand different characteristics in different layers and in different places in the same layer. This condition has an important influence on the movement of flood oil and water, and on the yield per acre, as well as a bearing on what shall be considered the best method of handling flood wells. . A valuation takes into consideration six factors: (1) Flooding methods, of which four have been in common use, as follows, in order of effective recovery, (a) circular flood, (b) line flood, (c) five-spot and (d) five-spot with delayed drilling; (2) recovery per acre, which is definitely related to the oil content, the porosity, the method of flooding, the spacing program, and the continuity of the water supply; (3) the rate of production per well per day, which is definitely related to the mcthod of flooding, the oil content and the porosity of the sands; (4) the operating cost of the well, including royalty, overhead, taxes, etc. (Operating costs are usually expressed as unit cost per barrel.); (5) the expected price per barrel. It is safer to use the average price over a number of years than to attempt to forecast future price fluctuations. The discount factor (the sixth factor) used in appraisal of Bradford flood properties should be less than that commonly applied to other properties, because the hazards of operations have been reduced almost to those of a manufacturing industry.

In this paper oil initially in place is calculated by the various methods commonly used for analysis of water drive fields using data available as time progresses. Rate and pressure are predicted by means of the same methods using data available at the end of two years' history. These predictions are then compared with subsequent performance permitting an evaluation of the methods, which are Modified Schilthuis, Simplified Hurst, van Everdingen et al (1952), and the Electric Analyzer. INTRODUCTION Several variations of the material balance equation, differing in the term used to evaluate water influx, are in common use for estimating oil in place, predicting rate and volume of water influx, and forecasting producing rates and reservoir pressure in water drive reservoirs. The electric analyzer with an electrical network set up to simulate the oil reservoir and aquifer and their contained fluids may be used for the same purpose. Examples of the application of one or another of these methods have appeared in the literature. The accuracy and reliability of the material balance for calculating oil in place have been covered.' However, there have been few articles in which more than one method has been applied to an actual field allowing a comparison. It is felt that a field example, simple in nature, where the Modified Schilthuis, Simplified Hurst, van Everdingen et al (1952), and the Electric Analyzer have been applied would be of benefit in providing an evaluation of these methods as to their comparative usefulness and reliability in calculating initial oil in place and predicting performance. The Torchlight Tensleep reservoir is a small field in a large aquifer. The reservoir oil is greatly under-saturated, having a bubble point of only 55 psi and 2 cu ft/bbl of gas in solution. Changes in the reservoir volume factor in the range of pressures encountered are small, meaning little error in converting production to reservoir conditions. The pressure has declined from 1,618 psi initially to 137 psi during the first four and one-half years. Water production has been negligible. For Torchlight, the material balance equation as discussed later is considerably simplified by the omission of terms having to do with free gas. Thus with simpler equations, less variables to consider, the large pressure drop, the absence of a gas phase, and rapid pressure-rate adjustments, which mean an unusual amount of history in a short time, the reservoir appears suitable for comparing the methods listed above. GENERAL INFORMATION ON THE FIELD The Torchlight field is located on the eastern side of the Big Horn Basin, Big Horn County, Wyo., approximately 3 miles east of the town of Basin. The Tensleep reservoir was discovered in September, 1947. It lies at a depth of about 3,000 ft and produces oil of 35" API gravity. A total of five wells have been completed in the Tensleep, but only four are now producing. The reservoir is well defined in areal extent in that a total of 13 wells have penetrated the Ten-

The recently completed liquid sulfur dioxide plant at American Smelting and Refining Co.'s Tacoma copper smelter in Washington last April is one step by the firm to meet ambient air quality standards in the vicinities of its three US copper smelters. At a capital cost of $18.5 million, the liquid SO2 plant will work together with an existing sulfuric acid plant to treat all gases generated by the copper converters. Designed to handle up to 45,000 cfm of converter gas utilizing the Dimethylaniline (DMA) process, this plant is expected to recover about 51% of the total smelter input.

Many Americans will judge the energy crisis by the picture shrink on their TV screen. And they are right to make this assessment considering the large areas of the country with marginal generating capacity, (See Fig, 1). The Federal Power Commission (FPC) recommends 20-25% reserve generating capacity above peak summer loads and 15-20% as minimal. The New York metropolitan area is the most concentrated power service area in the United States, and a spot check with Consolidated Edison, serving this area, revealed that on Friday, August 18, the company was operating at 5% reserve.

At Kidd Creek, the annual production of 4.5 million tonnes of ore has been achieved primarily with sublevel blasthole stoping. This mining method has allowed underground operations to meet the designed production capacity while maintaining an outstanding safety record. To achieve this goal, rock mechanics principles have been integrated into each facet of mining in the planning stage, in the production stage, and in various stages of ground support. This paper evaluates the two adopted mining sequences based on ground stress patterns, blasting control, ground reinforcement, backfill support, and numerical modelling for stope stability at the mines.

It was reported earlier that francolite and dolomite from south Florida deposits cannot be selectively floated using conventional conditioning with sodium oleate as the collector. However, dolomite could be separated from francolite if the minerals were first conditioned at pH 10 followed by reconditioning at a lower pH. An optimum separation was achieved after reconditioning at a pH below 4.5. Reconditioning pH and collector concentration were determined to exert a major influence on the selectivity. Flotation, adsorption, and transmission infrared spectroscopic results are presented to elucidate the mechanisms underlying the observed selectivity.

M. S. Fisher and D. R. F. West (Imperial College of Science and Technology, London, England)—It may be of value to compare certain features of the results recorded in this very interesting paper with those of an investigation11 involving determinations of temperature gradients and rates of solidification of steel blocks of 3 in. sq section, cast horizontally in sand molds, some of which contained chills. Castings in plain carbon steels containing up to 0.8 pct C were made and, throughout this range of compositions, both inverse-rate and direct cooling curves, obtained from thermocouples placed within the mold cavity, showed a major arrest, the temperature of which was taken as the "effective liquidus" for the particular steel in question, solidifying under the conditions of the investigation. At the completion of the arrest, the curves showed a comparatively rapid de- crease in temperature. Some of the steels investigated lay within the peritectic region, and a second arrest at 1485°C was detected. In Fig. 15, which shows the effective liquidus temperatures, the limit of the 8 + liquid field has been placed at approximately 0.5 pct C. In inverse-rate curves corresponding to the thermal center of each casting, there was always a discontinuity, viz: an abrupt change of slope, at a temperature about 10 to 20°C below the "liquidus arrest," after which there seemed to be no significant irregularity in the rate of cooling. Curves corresponding to other positions in the casting generally showed some irregularities below the main arrest, probably as a result of heat flow from the solidifying interior. Even the reproducible discontinuity in the curves for the central positions appeared to have no theoretical or practical significance, though it probably corresponded to a stage in the solidification process at which only a relatively small amount of interdendritic liquid remained. The Park City mining-district is distinctively a camp of few properties, 5,000 acres, or one-third of the entire district, being under the management of but three companies. As a rule, the ore-bodies lie deep, with no outcrop, except where erosion has formed the deeper canyons and gulches. Ontario canyon exposed the famous Ontario ledge, and Woodside gulch showed the first ore of the Silver King Coalition mine. The Quincy ore-bodies were first brought to light in upper Empire canyon, and Thaynes canyon was instrumental in aiding the prospector during the early days of the camp. There are 22 shafts which have reached a depth of at least 500 ft., ten a depth of 1,000 ft., five a depth of 1,300 ft., and two a depth of 2,000 ft. The amount of lateral development has been proportiorlally extensive, including six long tunnels, four of which are in 3 miles, with a fifth now being driven. The Ontario lower drain-tunnel is now more than 4 miles long. The formations are sedimentary, dipping about 30° NW. and N., and traversed by many fissures, dikes, and faults. The principal ore-bodies are found. associated either with the contact of the basal Ontario quartzite and the overlying limes, or on a quartzite stratum within the limes, or in the fissures, or along some of the porphyry dikes. The district covers the intersection of the Uintah and Wasatch ranges, which explains the existence of large folds and faults, and fissures of great length, width, and depth. In a general way, the geology of the district consists of a basal quartzite dome, which has been exposed by erosion at the Ontario property. The Ontario fissure lies entirely within this formation. FIVE mills are operated in Southeast Missouri by the St. Joseph Lead Co.; these have a total rated capacity of 24,300 tons per day divided as follows: Federal, 12,000 tons; Leadwood, 4800 tons; Desloge, 3600 tons; Bonne Terre, 2400 tons; and Mine La Motte, 1500 tons. These concentrators are similar in a general way, differing mainly in size and type of equipment and in minor variations in flow sheet. No attempt is made rigidly to standardize procedure in the various mills in spite of a general similarity in the ores. Each mill may be regarded as a separate laboratory in which new ideas and changes may be tried. A generalized description of the process is given, noting important differences in procedure at the various plants. The concentration process may be divided into five main stages: dry crushing, wet grinding, desliming and classification, tabling, and flotation.
