It is well to bring before you again the chief purpose of the National Research Council and of this its Division of Engineering, to stimulate others to make researches rather than to make them ourselves, because a given amount of our energy spent in inciting others will accomplish far more than if applied in executing them ourselves. This is because there are scattered through the numberless governmental, educational, and industrial laboratories of the country a very great number of investigators not only capable of being stimulated, but willing to aid in cooperative broadly planned research rather than to follow the haphazard methods of the past. Taken collectively, these laboratories and their personnel can produce an annual crop of knowledge the value of which is of the order rather of billions than of millions of dollars. I invite you to regard this potential product as a crop, to be planned, fertilized, harvested, and distributed with the sane order of statesmanship, the same breadth of view, with which we treat any other great human product or achievement, whether agricultural, industrial, or transportational.

ALTHOUGH the United States has long led all other countries in both the production and consumption of mineral products, the trend seems definitely toward an increasing dependence upon foreign sources of supply. This is not to take the position that we are either a have or a have-not nation. For years we shall continue to secure a large proportion of our needed minerals: from our own mines, but we must face the fact that this century has seen "a more thorough and intense development of the mineral resources of the United States and a greater depletion of its irreplaceable mineral reserves than has occurred in most other countries. An audit of our mineral production given in the attached charts discloses the extent of our deficiencies. Because of these facts, low-cost foreign sources offer a promising field for the investment of a portion of our mining capital and an opportunity to obtain for the United States a greater supply of strategic metals and minerals. How. ever, to reach this end, the industrialist investing in the foreign field must have the full co-operation and strong backing of the Federal Government and the involved Federal agencies.

IN 1943, we found, in the new Mather operation, a very unusual and disappointing condition in the footwall rock where all of our main haulageways were to be located. With the exception of a few hundred feet out of the thousands then planned and since driven, all of the openings require support. In general, the ground is not particularly heavy, at least by our standards, but it must be supported and the back carefully covered. Also, our operations require rather wide plat openings (16 to 18 ft) and rather flat curves at the turn-outs, all of which adds to the problem. When this completely unforeseen condition was discovered, ordinary timbering was the only answer, because of the impossibility of obtaining adequate steel supplies in time due to war shortages. Then by the time steel supplies were obtained and a practice developed, we found ourselves with between four and five miles of main haulage drifts and plat openings of a permanent nature, all of which were supported by hardwood timber, some of which had already rotted to an unsafe degree. You can appreciate our surprise when we discovered that we had added very little to an existing record. Attention was called to a footnote in a copy of "Carnegie Pocket Companion" year 1923. The note read: "Full information as to uses of H-Beams is given in pamphlet entitled 'Steel Mine Timbers.' " A search of our Engineering Library brought to light a pamphlet printed in 1911 showing extensive use of steel for this purpose. Except for welding in place of riveting, we have added very little to the designs in that book. We have, however, developed an experience which proves, at least to our own satisfaction, that steel mine supports pay off under the proper conditions. We are now convinced, in spite of the relatively high initial cost of materials, that steel sets, because of comparatively low installation cost, are actually cheaper than either treated or untreated wood sets, if they are properly designed and adapted. Several Sections in Use: Convenience guided our first experiments in steel sets, since for a number of years, we had used the 4-in. WF, 10 lb per ft section in 10-ft lengths as safety forepoles along with wood forepoles. This section replaced the 40-lb rail which had formerly been used for the purpose. Having the 4-in. WF sections on hand, it was natural that our first experiments in steel sets involved their use. Later, the rolling of the 10-lb section was discontinued in favor of the much stronger 13-lb section, which is now standard for both legs and caps in areas of no particular weight, but which, none the less, require permanent support. Our experiments involved the use of the 10- and 13-lb sections as legs and 6- and 8-in. I beams, 16 and 23 lb per ft, respectively, as caps. Experience soon indicated that, if the ground were heavy enough, and the opening wide enough to require a cap stronger than 13-lb, the 8-in, 23-lb should be used, eliminating the 6-in. I beam. We now know that the 8-in. WF section of the same weight, which we propose to use in the future, is considerably stronger for the amount of money involved. Comparative Strengths: Tables I to IV giving strengths of several species of timbers as compared with the structural sections that we now use have been prepared in accordance with accepted practice. Experience indicates that failure due to compression perpendicular to the grain of the wood does not destroy the effectiveness of a wood set frequently enough to be a practical factor. Therefore, no table of these values is included.

BETA brass (consisting of approximately equal atomic proportions of copper and zinc) exists as a random solid solution at high temperatures, but at low temperatures [ ] an ordered structure is stable, with the copper and zinc atoms occupying alternate sites on the body-centered-cubic lattice. On cooling, ordering commences at a temperature of 450° to 490°C., depending on the composition. The degree of ordering progressively increases at lower temperatures until it becomes virtually complete at about 100°C. The electrical resistivity of the alloy illustrates the changes clearly (Fig. I). This type of reaction has been a favored subject for study by physicists. An [ ] excellent summary of the theory is to be found in a paper by F. C. Nix and W. Shockley.1 All published data on electrical conductivity, specific heat and other properties agree in indicating that the ordering reaction in beta brass takes place so rapidly that it cannot be prevented or even retarded by quenching. But the system of timbering which he describes as used in the levels, stopes, etc., though it must be admitted to be very strong and safe, seems to me somewhat extravagant. The amount of timber required every month for such a system must be enormous; and only where suitable material could be cheaply obtained would such a plan be economically practicable. The first point which strikes me is the unusually great diameter of the timber employed. In the mines of Pfaffenberg and Meiseberg, which are under my supervision, the country-rock consists of argillaceous slates, traversed by innumerable small fissures or joints, dipping at all angles and striking to all points of the compass. Undoubtedly, this net-work has been caused by the upheaval of granite masses in the vicinity. MECHANIZATION in coal mining is a phrase which has attracted world-wide attention, and those persons not engaged on the practical side of coal-mine operations seem to regard mechanization as a panacea for many difficulties of the industry. The term "mechanization" as now employed by experienced mining men is restricted to mean mechanical loading of coal at the face. In a broader sense mechanization in coal mining was begun nearly half a century ago with the introduction of compressed-air undercutting machines and locomotives and, later, of electrically operated locomotives, undercutting and shearing machines, and drills. The use of coal-cutting machines, which has increased until now about three- fourths of the bituminous coal produced is being mechanically cut, first displaced hand-picking except in a few long-wall mines, and later gradually displaced the dangerous and coal-smashing method of blasting-off- the-solid.

THE matter of grading Indiana oolitic limestone has been under a cooperative study by the Supervising Architect's office, the U. S. Geological Survey, the Bureau of Standards, and the former Indiana Limestone Quarrymen's Association. As the criteria for grading are necessarily based on a number of geologic and related factors of which those quarrying and using the stone had only imperfect appreciation, the first part of the report is a very elementary account of the origin, structure, and the chemical and physical properties of tie stone, and their relations to durability and utilization, and serves as a foundation for the second part, which discusses grading and pro- poses limits for grades established by the quamymen. Salient features of Part I of a report that has been prepared are the variations in uniformity of stone due to cross bedding, and local uncomformities; the relative prominence of weathering effects on the coarser uneven grained surfaces, and its apparent absence on fine, uniform grained surfaces, although the amount of weathering is the same on each; the attributing "crow feet" (stylolites) to solution under pressure, and the explanation that, whereas the thinnest "crow feet" have no noteworthy effect on weathering quality or strength, the thicker ones are likely to weather out rapidly and to promote splitting; the influence of fracturing on the oxidation of the original gray or "blue" to buff color above the ground water level; the interpretation of chemical analyses and the pointing out that both the gray and buff colors are due mainly to organic

IN January and February of the current year, at the Tooele plant of the International Smelting Co., Tooele, Utah, a modification of the usual method of converting, for the treatment of copper-lead matte from lead blast- furnaces, was developed and put into successful operation. In brief, the method consists in blowing molten matte direct from the blast furnaces in basic-lined converters, without the addition of siliceous fluxing ores, to the almost complete elimination of the lead contained, and to the production of copper bullion, the resulting lead fume being recovered by the filtration of the converter gases through woolen fume bags. The process is carried out in conjunction with the converting of reverberatory copper matte, the heavy iron slag, together with the copper precipitated, being transferred to converters blowing copper matte. The purpose of this transfer is to reduce the copper oxide formed, due to the necessary overblowing of the lead-matte charge, and to utilize, as far as possible, the value of iron from the lead matte, for the fluxing of siliceous dry ores. The final slag from the copper converters is then skimmed off and transferred molten to a reverberatory smelting furnace treating copper ores. This variation from general converting practice was the outgrowth of results obtained during 1913 when it was endeavored to convert copper-lead matte in the usual manner, with the direct addition of siliceous fluxing ores. To make clear the reasons lying back of the process it is necessary to recount at some length the results of operations during that year. In the design of the lead plant it was planned to treat the copper-lead matte from the furnaces by direct converting without reconcentration and thereby to recover the copper, silver, and gold as quickly as possible. A converter plant of ample capacity, treating copper matte, already being in operation, it was only necessary: to install a bag house, a fan, and the necessary flues to complete the equipment.

THE ENGINEERS have placed this great country of ours in a preeminent position with everything pertaining to manufacture, metallurgy, and the kindred arts. We are second to none in the world. We have a country which, another speaker has said, God has endowed with such riches in coal and natural resources as no other country in the world. But rich as these are, there is one thing greater; the sturdy character, energy, and integrity of its people, which will make these great resources an influence in the world's developments. Great as are these resources and the energy and integrity of our people, there is one problem of our .engineering, which I term human engineering, that is of far more importance than the creation of machines and methods, with which you have been so successful in the past. Of what value is the skillfully devised machinery, the complex process, unless manned and operated by people whose heart and soul are in sympathy with the work they are doing and who have before them the giving of a complete day's work for a day's pay?

ONE of the interesting features connected with the great continental uplift, which formed the table land of Mexico, is the great depth to which oxidation and secondary enrichment of orebOdies occurred. This table land lies at altitudes ranging from 4000 to. 7000 ft. (1219 to 2133 m.) above sea level. Several cases could be cited of oxidized zones in copper and lead mines which reached depths of upward of 1500 ft. (457 m.) below the surface, and it is universally admitted that the oxidized zone in a mine is limited by the permanent water level. FIG. 1. Mexico, however, like many other countries in which deserts occur, is visited at rare intervals by tremendous floods, which sometimes cause variable water levels over long periods. The following cases bear out the idea, and lead to interesting conclusions of commercial value. My paper demonstrates that carbonates of ores may occur below water level and sulphides above, and I will endeavor to explain the causes of the phenomena in certain specific instances.

INTRODUCTION. CULM is a general term used in the anthracite regions for many years to denote a mixture of coal, bony coal and impurities which is sent to the refuse-banks. Thus, 35 years ago culm contained the pea and buckwheat sizes of anthracite; but to-day, and as mentioned in this paper, culm is used specifically to denote the material which passes through the smallest screen in the anthracite-breaker. The smallest size of commercial anthracite is known as No. 3 buckwheat, barley, or bird's-eye coal, and is ordinarily made through a round-punched plate having openings 3/16 in. in diameter, and over a round-punched plate with opening 3/32 in. or 1/16 in. in diameter. Thus culm will consist of coal, bony coal, slate, gravel, iron pyrite, etc., ranging in size from ? 3/32 in. down to dust. Other local terms for culm are " slush," " silt," and " dirt." The first experiments towards the utilization of anthracite culm by briquetting, and the first briquetting-work done in this country, were in 1872 at Port Richmond Piers, Philadelphia, Pa., by E. F., Loiseau.1 Clay was used as a binder and the finished briquette was water-proofed with shellac, etc. Excessive cost was given as the reason for discontinuing work at this plant. The Delaware k Hudson Co., in 1876, built a plant at Rondout, N. Y., which operated until 1880. Gas-tar was used as a binder, and anthracite screenings were briquetted for engine fuel. Excessive cost, poor results in firing, and the tendency of the fuel to cut the boiler-flues were given as the reasons for discontinuing the manufacture. The next plant was built by E. F. IN nearly all ore-dressing operations it is a common practice to discharge mixtures of fine ore and water through spigots; for example, from classifier pockets, from jig hutches, from settling tanks, etc. As a, general rule it is desirable to regulate the composition, i.e., the ratio of water to sand, of such discharged products; and this can usually be done by varying the size of the orifice or spigot through which the material is discharged. Thus it is that problems similar to the following are frequently encountered: With a given quantity of solids per unit time, of a given specific gravity, to be discharged with water under a given head, and with a given ratio of water to solid, what must be the size of the spigot opening? If the spigot is to be open continuously, there are, aside from its form, but three factors governing the rate at which it will discharge a mixture of sand and water, namely: the head of water above the spigot; the area of the spigot opening; and the viscosity of the material to be discharged. The term viscosity, as used here, means the ratio of the volume of pure water that will flow through a given orifice under a given head in a given time to the volume of the material under consideration that will flow through the same orifice in the same time under the same conditions. While the actual viscosity of water containing sand in suspension is not increased by the presence of the sand, nevertheless the volume-rate at which such a mixture will flow through an orifice is less than that at which pure water will flow, by reason of the friction of the particles of sand against each other and against the sides of the orifice. In other words, the flow is retarded as it would be by increased viscosity; and therefore, for the purpose in view, we may speak of the viscosity of a mixture of ore grains and water as defined above. The head of water above the spigot is generally fixed by the form and design of the classifier or tank to which the spigot is attached. During many years of service in the iron and steel industry I have frequently found, as have also many other engineers, that the common devices used for feeding coal into gas-producers are not what they ought to be in order to secure the best economy. The hopper-and-cone so generally used is familiar to all, and a brief study of its action will surely satisfy everybody that this device has several serious faults. In the first place, the charging is intermittent, and depends entirely upon an attendant. When the hopper is frequently emptied, it may work fairly well, but even then it suddeinly discharges into the hot producers a large body of coal, which is often violently converted into gas that rushes into the furnace, and, as the damper for the combustion-air cannot be regulated every time the producer is charged, there will be an excess of gas, which goes up the chimney unburned. It is indeed a pleasure for me to have this opportunity to discuss with you a subject which I find infinitely interesting and intriguing - namely, world-wide iron ore supply and demand. We will be examining the following: (i) current iron ore production and requirements; (ii) the major ore producing countries; (iii) the seaborne iron ore trade; (iv) ore grades or types; and (v) future requirements. For those who may not be familiar with the iron ore mining industry, it may be useful to know at the outset that our industry has been plagued with overcapacity for the past seven years. The optimism which prompted substantial expansion of productive capacity in the early to mid-1970's has unfortunately proved to have been unfounded. I shall begin by describing where we are today as well as a little about how we got there. In the latter regard, it's not so much that historical knowledge will solve any of the industry's problems or provide clairvoyance with regard to the future. Rather it's a feeling on my part that some knowledge of the past will provide a useful perspective capable of enhancing our analysis of future trends. At the time of writing, the most recent year for which we have definitive world-wide iron ore production and consumption statistics is 1980. In that year the world consumed approximately 859 million metric tons of iron ore to produce approximately 510 million metric tons of primary iron consisting of 502 million tons of pig iron and 8 million tons of sponge iron. Crude steel production for the same period attained a level of 719 million metric tons. Because it is possible in today's world to produce steel without consuming iron ore simply by melting scrap, the key statistic insofar as iron ore demand is concerned is primary iron production. In 1980 the ratio of iron ore consumption to primary iron production was 1.68:1.00. The comparable ratio over the past seven years has varied from 1.63 to 1.87 and averaged 1.72:1.00. All the same, as a practical matter crude steel production and iron ore consumption tend to parallel one another closely, and for the time being a good rule of thumb is that to produce an average ton of crude steel requires 1.20 tons of iron ore. Let's turn our attention now to the regions where the 859 million tons of iron ore necessary to support 1980 world-wide iron and steel production were produced. Not surprisingly, most of the ore was produced in the same region where it was smelted. In round numbers 65% of the world's iron ore production is currently consumed in the same general region as it is produced, while 35% enters the seaborne trade and is transported in ocean vessels to a more remote consuming area. Approximately 85% of the world's seaborne iron ore trade is directed to the Western European and Japanese markets, both of which are almost entirely dependent on off-shore sources for their mammoth iron ore requirements. The following tabulation lists, in order, the twelve leading iron ore producing countries in 1980 as well as their percentages of total and free-world production; in addition their export potentials are presented. As a group these countries accounted in that year for 89% of world-wide production which stood at 871 million tons. Leading World Iron Ore Producing Countries [ ] One will first note that world iron ore production is dominated by the top four producers - namely, the U.S.S.R., Brazil, Australia and the U.S.A. - which together accounted for nearly 60% of total 1980 production. Of these four major producers the U.S.A. and the U.S.S.R. produce almost exclusively for consumption in their own regions, whereas Australia and Brazil produce primarily for the seaborne export trade. In fact Australia and Brazil accounted for about 50% of all seaborne iron ore trade in 1980! It is also interesting to note that Australia, Brazil, the U.S.A. and Canada accounted for nearly 60% of free world iron ore production in 1980. Once again the importance of Australia and Brazil shows itself, with their share alone of free world production reaching 35%. The tin deposit of Monserrat; Bolivia, consists of one major vein 1600 m in length. The ore is unusual because of the notable quantity of teallite, even though cassiterite is the principal tin mineral. The deposit, formed at shallow depth under a wide range in temperature, may be classed as xenothermal. Polished sections reveal a complex history of replacement, with low-temperature minerals deposited before high-temperature minerals.

THE war has forced the principal industrial nations of the' world into the strait jacket of a closely controlled economy; taxes have been heaped upon all enterprises in order to maintain the armed forces and to deprive the people of the ability to bid for goods now unavailable. These restrictions, controls, and taxes are unlikely to disappear entirely after the war has been won, for debts will remain to be paid with a long period of difficult readjustment. Although the new economy will doubtless offer plentiful opportunities for the advantageous use of capital, no investor can ignore the favorable conditions offered by industry in Latin America, where taxes are relatively low and the restrictions on free enterprise comparatively mild. N EARLY 1300 members and guests crowded the halls of the Engineering Societies Building during the winter meeting of the Institute just closed, and more than 600 attended the banquet. In variety of program, quality of papers, interest in discussion, and brilliance of social features, the meeting maintained the high reputation of the past. Nothing elaborate in the way of excursions was attempted, experience having proved that February weather in New York is much too uncertain to warrant extensive field trips. A sight-seeing journey up the Hudson to the Bear Mountain bridge was, however, made despite the snows of the week before and the week after. The annual business meeting, while attended by a minority of the members in the building, was marked by the display of keen interest in the work and called out several interesting discussions. The excellent reports of the committees that had organized their work and directed it along definite lines, emphasized the need of funds with which to support assistants or Fellows who shall correlate and put to the highest use the facilities of the Institute in research along technical lines. This thought was developed at the banquet by the retiring president, J. V. W. Reynders, and it is expected that the Directors will take early steps to collect a fund for this purpose. The number of the individual sessions was too great and the papers and discussions too numerous to permit mention here of all the features of inter- est. A general review only follows. The papers and detailed discussions will be printed and sent to members as promptly as possible.
