INTRODUCTION Tailings dams up to about 200 ft. high are proposed to store tailings for a major mining operation on Marinduque Island in the Philippines. The original design of the dam utilized a compacted laterite starter dam followed by hydraulic placement of cycloned sands to form slime retaining dykes along the outer face of the dam. The upstream method of construction was proposed. In view of the failure of numerous tailings dams in Chile during the EL Cobre earthquake (I), an investigation was performed to assess the earthquake stability of the proposed dam. This included a soil investigation on the first cycloned sand dyke, which had been built to a height of 45 ft. Results indicated that the density of the sand was much lower than existing empirical criteria consider to be necessary for resistance to liquefaction. As a result, the dam was redesigned. The downstream method of construction was selected and a yearly construction program was developed to make use of sand available by cycloning. To increase shear strength, improve resistance to liquefaction, and to utilize steeper slopes, compaction of all sand in the dam was specified. A special underdrainage layer and toe drains were incorporated in the design. Details of the decant system and surface erosion alternatives are described. SITE CONDITIONS The mining project is located in the Philippine Islands. At the present annual rate of production, about 4,230,000 cu.m. of tailings will be produced yearly. The volume requirements for tailings storage design for the first 10 years of operation are in the order of 45,000,000 cu.m. The topography near the mine is mountainous with many gullies and canyons carved out by high intensity rainfall and runoff. The bedrock, which is generally shallow and weathered for a considerable depth, is overlain by laterite soils. Vegetation is comprised largely of palms, banana trees, and tropical shrubs and grasses. Precipitation is heavy. The average yearly rainfall over 24 years is 65.2 in. and the maximum recorded 24 hour rainfall is 9.0 in. High intensity rainfall is associated with typhoon storms, which are a seasonal threat inthe Philippines. Fig. 1 shows a summary of monthly precipitation.

Mineral wool is a term applied to man-made fibers of silicate glass with useful properties resulting from their fibrous nature. In contrast with crystalline fibrous minerals such as asbestos, mineral wool fibers are amorphous, solid filaments produced by drawing from molten liquid and subsequent cooling. Chemically they are silicate glass with varying percentages of metallic oxides, especially those of aluminum, calcium, magnesium, iron, and in glass wool, sodium, potassium and boron. Other elements such as manganese, titanium, sulfur, etc., result from their presence in the raw materials used and are not purposely added. In the United States, mineral wool is a generic term and may be applied to rock, slag or glass wool. In Europe, glass silk and silicate cotton are products in the same category, but the term mineral wool is less commonly used. Current usage is to ignore the actual source and to differentiate products on a composition basis; thus rock and slag wools have about 35-45 pct of silica, while glass wool has 54 to 60 pct. Much mineral wool of slag origin is called "rock wool," and this practice is increasing, although wool made of slag from lead or copper refining is often referred to as "lead slag wool." Its greenish-gray to greenish-black dark color, due to 5-25 pct Fe (reported as FeO), distinguishes it from "white" wools made from iron, blast furnace slag containing only 1-2 pct FeO or Fe203. Most mineral wool is used for thermal insulation against heat and cold; sound absorption and isolation are probably the next most important uses. Both its thermal and acoustic values result primarily from the physical structure of the heterogeneous mixture of fibers and air which is the form in which the fibers are first obtained and handled. For this reason, within fairly wide limits, differences in chemical composition are relatively unimportant, and for most conventional applications all types are competitive in properties and value. Mineral wool intended for extreme conditions of high temperature, acid resistance and special purposes must have a chemical composition which will insure the desired properties. This may differ greatly from that of ordinary wools; for example one product approximately 98 pct Si02 and another consisting of 50 pct A1203 and 50 pct Si02 are produced and sold for high temperature service up to 2000°F or more. These are considerably more expensive to manufacture and their cost limits their use. Historical The manufacture of mineral wool consists fundamentally of a process which subjects molten material to shear and/or tensile forces that draw them into fibers. The liquids are cooled at a rate which solidifies them quickly. As a solid glass they are technically super-cooled liquids since they have no true melting point. The drawing out of glass into thin rods, filaments and tubes was known from very early times, and present day continuous production of glass filament for textiles was evolved gradually by adapting hand methods to automatic machinery. DURING recent years the use of lithium has expanded greatly in industrial, chemical, and metallurgical fields, while at the same time modernized methods of mining and refining lithium have increased production. Technical literature includes many papers describing the geology and mineralogy of lithium deposits. Mining and beneficiating problems, however, have not been thoroughly described. Published reports have failed to emphasize that one of the chief reasons lithium minerals were not extensively mined until recently is the difficulty of beneficiation. Four lithium minerals of pegmatites and the lithium-sodium-phosphate byproduct from the brines at Searles Lake, Calif., have been sources of lithium. Among the pegmatite minerals, only spodu-mene and petaline are known to occur in deposits large enough to support large tonnage operations. Spodumene, a lithium-aluminum-silicate, is the principal lithium mineral mined in the U. S. Lithium Corp. of America, during its rapid development and growth, has successfully employed three different methods of concentration: 1) hand sorting, 2) Heavy Media separation, and 3) froth flotation. Each method, though economic in its sphere, is becoming outdated as extractive techniques improve. The most recent development has taken place at Lithium Corp.'s new operation in North Carolina, where the extractive process yields lithium compounds directly from mined rock without an intervening concentrating step. Until 1954 Lithium Corp. mined only in the southern part of the Black Hills of South Dakota, where the various types of lithium-bearing pegmatite could be used to develop untried processes of beneficiation. Concentrates from these operations are shipped to the corporation's chemical plant in St. Louis Park, Minn., where actual extraction of lithium and production of commercial compounds takes place. Nature of Deposits The geology of the southern Black Hills pegmatite deposits is admirably presented by a U. S. Geological Survey publication.' Only the factors pertinent to exploitation need be mentioned here. Lithium Corp. has been interested primarily in three deposits, the Edison, the Mateen, and the Longview-Beecher No. 2. The history of these deposits dates back to the mining boom of 1880 to 1900 in the Black Hills, when most of the deposits were prospected for tin by the ill-fated Harney Peak Tin Mining Co. The three deposits described here, however, lay idle and unwanted until Lithium Corp. opened the Edison mine in 1943 and the Mateen and Longview-Beecher No. 2 in 1951. Edison Deposit: The Edison deposit is about a mile southeast of Keystone, S. D., on the northeastern flank of the Harney Peak uplift. The deposit consists of no less than four and probably at least six separate pegmatites that coalesce in a central mass from which the individual pegmatites finger outward and downward in complexly folded schist and gneiss beds of the country rock.

THE spontaneous polarization surveys dealt with in this paper were carried out near Guddadarangavvanahalli (lat. 14° I7' N.; long. 76° 24' E.) in Chitaldrug district, which forms part of the Chitaldrug schist belt. The occurrence of gold, copper, lead and antimony ores has been noticed for several years but efforts to exploit them have been unsuccessful, therefore some spontaneous polarization surveys were made in the hope of finding indications of workable ore bodies. The country examined has a rugged topography, with numerous hills on which there is little vegetation. The climate is generally dry, the average annual rainfall of the tract being about 25 in., of which 17 in. occurs during the southwest monsoon. The geological formations of the area pertain to an ancient schistose series known as the Dharwar system (Archean). Locally, the rock formations have been divided into three series1-the chloritic series (or the Chitaldrug formation), the clay series (or the G.R. formation) and the trap series (or the Jogimardi trap). The chloritic series includes a complex of altered ancient traps and volcanic agglomerates intermixed with some schists of sedimentary origin, all of which are highly metamorphosed. The lithological types of this series are mostly distinguishable as greenstone schists, calc-chloritic schists, slaty schists, ochery and calcareous micachlorite schists, with subordinate bands of secondary limestone. The clay series (G.R. formation) is made up of shaly and argillistic schists, lithomargic clays, sandstones and brecciated ferruginous quartzites. The Jogimardi trap is mostly of the nature of an epidiorite (hornblende diabase), which is distinctly intrusive in the form of large laccolithic and narrower dikelike masses. In addition to this trap, there are other minor intrusives such as the chalybitic trap, quartz porphyry and quartz reefs. The topographical and geological features of the area are noted on the map of Fig. I. The locations of some of the spontaneous polarization centers determined by the geophysical survey are indicated also. METHOD OF SURVEY AND APPARATUS EMPLOYED The spontaneous polarization surveys were carried out in the manner recommended by the Imperial Geophysical Experimental Survey.2 Preliminary reconnaissance was first carried out along a series of parallel traverse lines that were laid out over the area. The importance of formation factor, F, not only in electric logging but as a fundamental rock parameter has recently been stressed.',: The desirability of investigating the range of variation of the resistivity index exponent, n, in the relationship I = S ;", where I is the resistivity index and Sw the water saturation as a fraction of the void volume of a porous medium, has also been urged.3 The magnitude and variation of n with saturation and rock texture is a subject not only of theoretical interest but also one of prime importance in the interpretation of electric logs. A simple technique has recently been developed which enables both F and u to he measured with high accuracy and which may also find acceptance as a convenient method for the determination of irreducible saturation attainment in the restored state method of core analysis. Experience has taught that reproducible measurements of F are possible only if the resistance measuring electrodes are so arranged with respect to a plane face on a porous medium that they are able to make electrical contact with substantially all entry pores in that plane. In practice this may be achieved by using a platinized-platinum gauze electrode backed by some absorbent material (such as felt) which has been saturated with a fluid identical with that used to saturate the porous medium. Applicatiorl of pressure to the electrode and absorbent material then forces the gauze against the plane face of the porous medium and simultaneously squeezes saline solution through the meshes of the gauze. By this means the electrode is in continuous aqueous contact with all pores and satisfactory and reproducible low resistance contact with the porous medium is achieved. Clearly this method, although satisfactory for measurements of F, cannot be applied to the making of continuous resistance measurements on a porous medium while capillary pressure desaturation is being carried out. However, accepting the principle that for satisfactory results electrical contact must be made between a measuring electrode and all pores adja- cent to that electrude, methods of bringing electrodes into intimate contact with the surfaces of porous media were investigated. Two methods were ultimately found to be satisfactory: in the one, the metal electrode is formed on the required portion of the porous medium by the use of a metal spray gun, while in the second the electrode is painted on with an ordinary camel's hair brush. The first method has the advantage of permitting the use of any metal which can be sprayed, but has the disadvantage of requiring rather elaborate and expensive equipment. The second method is presently limited to silver electrodes although in principle other metals, e.g. platinum or gold, could be used. Moreover, the method is so simple and cheap, and has been found to be so satisfactory that it will be described in some detail. The core being investigated is cut into a right circular cylinder and is extracted and dried in the usual manner. The ends are then lightly painted with silver conducting paint* of the type used in printed electrical circuits. The quantity of paint used is not critical but the recommended, minimum compatible with entirely coating the core ends is recommended, particularly on the end that contacts the barrier. The core is then dried at atmospheric temperature for one hour or for shorter periods at any suitable elevated temperature up to about 110°C. It will be found that silver coatings so prepared are not only strongly adherent but also permeable and the core may be the core may be desaturated by the ordinary capillary pressure technique through one of the coated faces. The same permeability is characteristic also of thin metal coatings formed using the spray-gun technique. An ordinary Lucite capillary pressure desaturation cell has been adapted to a form suitable for measuring the resistivity of the saturated silver faced cores both at 100 per cent saturation (i.e., F) and at intermediate saturations down to the irreducible minimum. This has been achieved as follows: A Coors porcelain barrier, having a displacement pressure of c 30 psi was grooved across a diameter. Dimensions of this groove were c 1 mm deep and 1 mm wide at the top. The groove was then painted thickly with silver conducting paint, the paint in the groove being extended lightly over the edges of the groove for a distance of c 1 mm on each side. A 30 gauge silver wire was then arranged in the groove in a form of a spring bow, each end of the silver being held at diamet~ically opposite ends of the groove by means of plastic cement. The arc of the bow at its highest point was arranged to be a millimeter or so above the face of the barrier, while one end of the bow wire was led by means of a pressure-tight connection through the wall of the capillary pressure cell. The groove in the barrier was then Surrounded by suitably cut portions of Kleenex in the conventional manner so as to ensure capillary continuity from core to barrier, and the core placed on the barrier. The weight of the core distorted the silver spring bow and good electrical contact was thereby made between the outside of the cell and the lower painted silver electrode. Discussion of the paper of H. M. WARREN, A. S. BIESECEKER and E. J. POWELL, presented at the New York meeting, February, 1916, and printed in Bulletin No. 110, February, 1916, pp. 181 to 193. R.. V. NORRIS, Wilkes-Barre, Pa.-For many years the power requirements of breakers designed in the Anthracite. Region have been based on calculations made from indicator diagrams taken during operation, with various sections of machinery idle; these, while giving reasonably accurate figures, gave no intimation of the peak loads which have been shown so clearly in the paper. The high-speed flywheel for breaker rolls is new and shows a remarkable saving in peak power required, besides eliminating the stalling of the rolls from overload. The figures given are so far in advance of anything previously published that they will undoubtedly be used as a basis for future breaker design. It is to be hoped that the authors will continue this investigation and extend their paper by a description of the motors found best suited for this work. WILLIAM KENT, Montclair, N. J.-I notice on p. 187 reference is made to one of the difficulties being the starting torque, and it is proposed to use roller or ball bearings in order to decrease the high starting torque. I suggest that. before the roller or ball bearings are put in, an investigation be made as to the amount of the starting torque, as shown by wattmeter measurements and as to what the starting torque ought to be, theoretically, according to the energy formula; that is, how much starting torque is required to accelerate the rotating mass in a given number of seconds up to full speed. Having secured this information it may be found the amount to be saved by roller bearings is not very great. If it appears that roller bearings will not greatly decrease the starting torque, the next thing to be done is to have a special design of motor in which there is a field that can be made very strong at the start, by the use of extra poles or other means, and the next thing that may be done is to increase the speed from 10,000 r.p.m. to 25,000, which can be done with wire-wound flywheels, especially if the wires are made of vanadium steel.

The lead-mining industry of Missouri, as of other parts of the Mississippi basin, appears to have been paralyzed by the shock of competition with the mines of the States and Territories further west. It is difficult for establishments working galena ores, too poor in silver to pay for extracting it, to compete with the producers of the argentiferous carbonates of Utah and Colorado, who look upon their lead as a by-product of little value, and are satisfied if it pays the charges of transportation, or the loss in smelting for silver. But simultaneously with this depression in the lead-mining of the Mississippi States, the development of new zinc deposits has caused a notable revival in the mining of zinc ores. There has recently been a sndden and strong rise in the price of' spelter, which, though probably to a large extent temporary in character, has given important encouragement to prospectors and miners. Apart from the general recovery of business in the United States from the prostration of the past six years, the cause of the advance in spelter has been the falling off in production, resulting from the shutting clown of several leading Western works,—the Martindale and Carondelet works, at St. Louis, and the Consolidated Company in Kansas. At the same time, the principal works at La Salle, Ill., were undergoing repairs, and produced less than usual, while the sheet-mill of Matthieson & Hegeler, at that place, was running as usual; so that this concern, ordinarily a large producer, entered the already depleted market as a buyer. These causes are in their nature transitory, and it is quite likely that spelter will be superabundant in a few months. Having lately received from a well-informed Missouri correspondent some samples of the zinc ores and a general account of the ore deposits of Southwest Missouri, I have thought that it might interest the Institute to examine these specimens, and to hear such brief statements concerning the region as I am able, upon good authority, though without the aid of any personal investigation 011 the spot, to give. The zinc-bearing territory in Southwest Missouri appears to be very extensive; that is to sap, zinc ores have been mined during the last year at various points throughout a district extending from the eastern edge of Kansas, west of Joplin, to a line some 50 miles east

SAUNDERS, VAN H. MANNING. President Ricketts was appointed delegate to the dedication ceremonies of the new buildings of the Massachusetts Institute of Technology in June. W. L. Saunders was appointed delegate to the ceremonies in celebration of the 150th Anniversary of the founding of Rutgers College to be held in October. George C. Stone was appointed delegate to the meeting on Standard Screen Scale of the U. S. Bureau of Standards. George D. Barron and Thomas T. Read were appointed delegates to the Second National Exposition of Chemical Industries to be held in New York in September. It was resolved, that the Institute shall pay the transportation of the Secretaries of the Local Sections to and from the Arizona Meeting. It was resolved that certain general topics' should be selected for discussion at the next meeting of the Institute and a session devoted to each.

1 apologize for attempting to talk in a field in which 1 am by no means a specialist, but some of the problems brought up have much in common with other minerals. It touches the field in which we are all interested and it is a field in which our Mineral Inquiry has been giving special attention during the last two years. While it is the primary business, of course, of this Institute to consider the physical facts and technology of minerals, we now face the necessity of considering the minerd industry in its broader economic, social, and political relationships. We have run into a traffic jam—as though a load of hay had been spilled on the road. It makes no difference whether we are drivers or passengers, technical or nontechnical men, we have to get the load off the road before we can go farther. We are conscious of very many difficulties which are outside of the ordinary range of cost accounting or methods of mining or the usual thing with which we concern ourselves. We have extensive readjustments to make in our social and economic and political contacts. It is up to us to find out what is the matter. As a matter of fact, we do not know what is the matter in any comprehensive way. We have many suggestions as to difficulties here and there. Many people are working on the problem, but when the mineral industry as a whole is asked what is a reasonable course of procedure, what is its program, what would be a reasonable state or national policy, I think you will agree with me that we have no spokesman able to outline even a semblance of such a general policy. We sit back and criticize when somebody else steps in, as Governor Murray stepped in, and as many others of our state governors and legislators are stepping in, to do things which we do not think are reasonable. When they say, "What is a reasonable program? " we find ourselves caught napping. We have not agreed on a program. The other day in talking with one of the leaders of the western radical movement, I was twitting him on having no sound and comprehensive conservation program. INTRODUCTION Coal ash, presently the fifth most abundant of the solid minerals produced in the United States, is expected to become the fourth most abundant by the end of this decade (1). The production of fly ash from the combustion of pulverized coal amounted to a total of 44 million metric tons (Mt) in 1977 and is expected to Increase to 91 Mt by 1985. Coal ash, which results from the Inorganic clay and mineral content of the coal, contains several elements and thus can be considered as a mined and crushed mineral resource rather than a waste material Furthermore, potential problems associated with fly-ash disposal ponds and the leaching of potentially hazardous elements through groundwater infiltration and/or rainfall provide additional incentive for processing fly ash for environ- mental control as well as for the recovery of certain metal values. Fly ash could provide an abundant domestic source of aluminum and several other metals Aluminum is now recovered from bauxite, and over 90% of this ore is imported since domestic sources are limited and cannot meet the U.S. demand There is a close relationship between the aluminum content of fly ash and the domestic consumption of this metal (Table 1).

In Canada, the market for cement is not a national one but rather a collection of local or regional markets. Excess capacity on a national basis does not necessarily preclude a shortage on a regional basis. with portland cement selling for less than a cent a pound, the low price-to-weight factor makes transportation to the market a major cost item and thus a small plant can be justified to serve a limited regional market. The Brookfield plant of the Canada Cement Co. is designed to supply the Province of Nova Scotia, a regional market that shows promise of growing to a point where it will support a one-kiln plant. The market is presently being served by boat shipments from the Canada Cement Co. plant at Montreal East, Quebec, and from the North Star Cement Ltd. plant at Corner Brook, Newfoundland, and by rail and road shipments from the Canada Cement Co. plant at Havelock, N. B.

ALTHOUGH the nomenclature of the chemical tools of flotation is probably familiar to you, it will do no harm to review it; . In order to make the terms more real I have employed an illustration which likens flotation to an old-fashioned balloon ascension, such as we witnessed in boyhood at the county fair. The mineral to be floated is the aeronaut, conspicuous in his gilt-spangled tights, who is to be separated from you and me and the other small boys who are standing about, said boys being the g-a-n-g-u-e, or g-a-n-g, as we would have spelled it. The oil film surrounding the bubble is the counterpart of the silken fabric of the balloon, and bubble and balloon will rise for. the same reason, namely. that the fluid outside it is heavier than the fluid within. In flotation reagent nomenclature the material of which the bubble is made is called the "frother.",

Secondary fertilizer minerals are the mineral materials used to supply directly and indirectly the secondary and trace plant food nutrient needs of a fertilizer. Since few soils contain sufficient availability of all plant nutrients for their proper growth, man has prepared mixtures of plant food materials to correct these nutrient deficiencies. These mixtures or fertilizers, when added correctly to a soil, make it possible for abundant and economic crop growth. Many kinds of materials are used as sources of these needed nutrients. They come from natural and synthetic materials and minerals including many beneficiated byproduct compounds. A fertilizer consists largely of carriers of one or more of the three major plant foods, namely nitrogen (N), phosphorus-phosphorus pentoxide (P2O5) and potassium-potash (K2O). Many other nutrients are just as essential for plant growth as the three major plant foods. In fact, the efficient use of fertilizers today depends upon an adequate supply of all these other nutrients. Since these additional materials are usually removed from the soil by plants and supplied in fertilizer in less quantities than the major nutrients, they are called secondary and minor nutrients. In the early days these special nutrients were contained as impurities in the primary nutrient carriers. Today, fertilizers are made primarily from concentrated and synthetic materials which carry very few of these other essential nutrients. Consequently, many secondary and trace nutrient carriers, as salts, byproduct compounds and even minerals have to be added to fertilizers. Secondary Nutrient Carriers The secondary plant foods in fertilizer are next to the major nutrients in abundance. They are calcium, magnesium, sulfur, chlorine, silicon and sodium. Although many of these elements are added to a fertilizer as part of the major nutrient carriers, they are also added in special carriers. The large tonnage of these secondary nutrient carriers used in fertilizers represents only a small percentage of the total production of these materials. A fertilizer producer thinks in terms of materials which supply nutrients instead of minerals. Therefore, these materials will be discussed by elements. CALCIUM Soils need calcium to supply the nutrient needs of plants and maintain the desired physical and biological conditions in the soil. The available calcium is usually 40 to 80 pct of the exchangeable bases. (These bases are ones which can be displaced by other cations and determined quantitatively. They are then expressed as milliequivalents per hundred grams of soil-me.) Direct applications of lime materials such as burnt, ground or hydrated limes are the important sources of calcium for the soil. Most crops, especially legumes, have a high requirement for calcium. The average farmer does not use enough lime to maintain the proper level of available calcium. Hence, it is necessary for many fertilizers to contain soluble calcium materials for efficient use of the major nutrients. The following major nutrient carriers supply some calcium: calcium nitrate, ammonium nitrate mixtures and cyanamid, and many of the phosphates. Both synthetic and natural gypsum are used in fertilizer production. Some crops such as peanuts require a large amount of soluble calcium. Gypsum is the important supplier of this soluble calcium. It is not applied with the fertilizer

The elaborate analytical techniques for risk analysis used by the large mining companies in conjunction with the valuation of mineral reserve sites are totally inappropriate for the small miner. The small miner does not possess the financial and technical resources which are available to the large companies for such risk analysis. Even if these resources were available to him, the relatively small size of his investment would not justify a huge expenditure for risk analysis. What is required by the small miner is an improvement over the single point estimates provided by the valuation techniques that he currently uses. Such improvement should provide an indication of the extent to which the true value (known only after the fact) might differ from his estimated value of the mineral reserve site. In addition, a rough indication of the chance of occurrence of various differences between the true and estimated values would be helpful to him. These improvements must be obtained at low cost to be useful to the small miner. Such improvements would have to be based on a simple system requiring very few additional estimates by the miner. The small miner is not accustomed to dealing with sophisticated risk analysis techniques. Hence, any complex, time-consuming approach would be doomed to disuse or possible misuse. A simple, uncomplicated approach requiring a minimum of additional estimates by the miner can be based on a system devised by Frederick S. Hillier Although Hillier's method can be applied to various mineral reserve valuation methods used by the small miner, this note is specifically oriented to the discounted cash flow model. The basic discounted cash flow (DCF) approach provides a single point estimate of value and introduces the concept of risk (i.e. the possibility that the annual cash flows may differ from their estimated values and thus lead to an incorrect investment value) through the use of a risk-adjusted discount rate. This approach simply lowers the present value estimate with increases in the discount rate (i.e. increases in the risk assessment). The single point estimate still remains. Although the lower value estimate makes it less likely that the risky investment will be deemed profitable and undertaken, it provides no indication of risk that is suitable for examination and analysis. In addition to the "best guess" estimate of annual net cash flows required in the DCF model, application of the Hillier risk analysis model requires that the miner

SINCE my earliest recollection, the coal business has been in a state of unrest. It has always been a matter of bewilderment to the serious thinking, the instability of this most important industry; second only to agriculture in its effect on the great development of this country, and even more important in certain aspects, because without fuel railroads could not run, agriculture could not get its products to market, nor would the great manufacturing enterprises have been possible. I will not attempt to discuss the present serious -labor dispute or similar disagreements of the past; in the settlement of which more or less successful attempts have been made to equalize, temporarily at least, natural conditions through "joint agreement" as to prices paid labor; but will confine my views to the general underlying conditions of which the disputes are symptoms, and try to show how these must be remedied before there can be any hope of stabilizing conditions.

We are all familiar with the historical development of iron and with the almost complete replacement of iron by steel. Those who have been connected with the industry since its .early days have had the satisfaction of witnessing the greatest industrial development the world has seen. As the cartoonists of the muck-raking decade liked to picture steel as an ogre armed with a spiked club, his hands reeking with blood and with golden coins dripping from his pocket, fiercely seeking for more widows and orphans to devour, I choose to call on my imagination to create a gigantic but beneficent robot of such marvellous mechanical skill. that it quickly transforms millions of tons of otherwise worthless material into the infinite variety of useful products which are so largely responsible for our present civilization.

AN analysis of the bituminous coal situation by an authority who traces the production, mining, safety, markets and labor trends in comparison with other fuels. BEFORE 1918 the production of coal experienced a steady growth, with slight recessions in ouput in only twelve years (1837, 1841, 1852, 1855, 1861, 1874, 1876, 1889, 1894, 1905, 1909, 1914), and in each of these cases the loss was recovered in the following year and the increase continued. In each decade the output was doubled. Prices, while not high, allowed some profit. In 1918 during World War I, an output of 580 million tons was reached and with the exception of 1923 this total was not again reached until 1942, in World War 11. Losses of output in this period were much greater than ever before; in 1932 the total was 270 million tons less than in 1918 or 1923, and the loss after 1923 was not recovered until 1942. The greatest output was 631 million tons in 1947.

IN no part of the world other than a small area in Pennsylvania is anthracite mining an industry of major magnitude. As the deposits of anthracite in the United States are limited virtually to Pennsylvania, the difficulties of this industry have been commonly considered a state rather than a national problem. However, there is also national interest in the conservation and wise utilization of all the country's fuel resources and in the control of interstate waterways. The anthracite industry is confronted with a serious problem of water accumulation in many of the mines, a problem that must be solved in the near future if progressively higher mining costs are to be avoided. It cannot be solved by the operating companies without state or Federal aid, or both, owing to the magnitude of the work required, the diversity of interests of the coal and surface ownerships, the hazard to the whole mining community, and interests affected outside the mining region. 'The costs of abating the ever-increasing surface seepage to mine workings and of handling this seepage once it has occurred are beyond the eco¬nomic resources of the operating managements.
