ARRANGEMENTS for the Annual Meeting of the Institute were well advanced at the end of December as the following program will show. Heretofore this has been printed separately, but its inclusion in the Annual Review issue of MINING AND METALLURGY will, it is hoped, make it more easily available for reference until the final program is issued, which will be distributed at the meeting. Added details will appear in the February issue. Last year's meeting drew a record crowd of over 2300 which should be exceeded this year. Early reservations at the headquarters hotel, the Waldorf-Astoria, or any other convenient hotel are desirable, as are prompt reservations for the Annual Dinner. No one need worry about too much speechmaking this year, for the honors will be awarded and accepted in a few words instead of a few paragraphs, in seconds rather than minutes.

THE utilization of rotary kilns, of the well-known cement type, for the preparation of iron ores, for the blast furnace, has become of considerable economic importance within the past 10 years in certain localities, notably those where the native ores are lean. Such kilns may be used simply for the agglomeration of ores too fine to be charged into the blast furnace (i.e., ores whose loss in the dust catchers is excessive, and whose fineness is detrimental to the working of the furnace), or for the desulphurization of lump and fine ores the sulphur content of which does not exceed 6 or 7 per cent. The desulphurizing action can be combined with that of agglomeration provided the kiln is sufficiently large. Other processes have been developed for the same purpose, but while I am not able to draw a comparison between them by reason of lack of sufficient data, it is safe to say that the kiln, if properly dimensioned for the character of ore to be treated, will compare favorably in its results, both as to economy and quality of product, with any other process. It is not, however, as well adapted for the treatment of flue dust, as is a sintering operation, on account of the large percentage of fine coke contained therein. Any combustible entering the kiln at its feed end renders the process very much more expensive and unsatisfactory on account of the difficulty of controlling the temperature, also because of the rapidity with which long "rings" form, due to the increased heat at the cooler end of the kiln. The greatest value of the kiln at present is in the treatment of pyrites cinder; that is, the residue from pyrites ore after the extraction of the greater part of the sulphur. This cinder, while high in iron content, has too much sulphur remaining in it to be allowed to form a large part of the blast-furnace burden, without further treatment. It will range in metallic iron from 42 per cent., representing a very low-grade cinder, from a domestic pyrites, to 64 per cent. of the residue from the best Spanish ore, and the corresponding silica content will vary from the maximum of about 25 per cent. to 1 ½ per cent. The residual sulphur depends largely on the type of burner used in the original desulphurization. In general, the leanest original ores retain the greatest amounts of sulphur. In

INTRODUCTION RECENT work by the authors1 on the oxide films formed on alloys of titanium and zirconium with nickel and copper indicated that an investigation of the oxides which form on alloys of copper and nickel might permit the relative rates of formation and diffusion of the ions of. these metals to be determined. This binary system is of further interest since the alloys which form are of the solid solution-type over-the entire range. In addition nickel is much more oxidation resistant than copper. A comparison of the free energies of formation of the simple oxides which may occur on these alloys indicates that nickel oxide should be observed over the entire time and temperature ranges of oxidation for all alloy compositions.1 In. order for nickel oxide to predominate on the surface, it is necessary that nickel ions form and diffuse to the surface. Two factors which may influence the formation of nickel oxide may be the ionic sizes, where Cu+ is 0.96Å and Ni-++ is 0.70Å, and the charges on the ions. On the basis of size, Ni++ should diffuse more readily than Cu+ while on the basis of charge, Cu+ should form more readily than Ni++. According to Uhlig2 passivity to corrosion in an alloy appears at a critical composition which for copper-nickel alloys is related to the tendency of the d band of electronic energy states to fill with electrons. This composition in the copper-nickel alloys corresponds to 40 at. Pct nickel at which composition Uhlig2 (quoting La Que's data) states that the alloy system becomes passive. Magnetic and specific heat data indicate that the d band of copper-nickel alloys is filled at 6o at. pct copper or 4o at. pct nickel. Mott and Jones3 have shown that if, on alloying nickel with copper, one considers a copper atom to be identical with a nickel atom except for an extra electron (nickel -has the-configuration: 3d8 4s2 and copper: 3 d10 4s) then at 60 at. pct copper or 4o at. pct nickel enough electrons are contributed by copper to fill the d band of the alloy. At this composition the magnetic susceptibility approximates zero according to Grew.4 Although the electron diffraction data will not determine the rates of the several reactions which may occur during oxidation, yet a determination of the structures of the surface oxides may yield information concerning the relationships, if any, which may' exist between the oxide structures which form and that composition where the magnetic susceptibility approximates zero. It is quite possible, of course, that the mechanisms of the oxidation and corrosion reactions may be so widely different that no correlations between them may be possible. SURVEY OF LITERATURE The metals, copper and nickel, which are face-centered cubic, form solid solution alloys which are face-centered cubic with no superstructure for all compositions. [During the last few years, the necessity for development work has been generally recognized by executives throughout the oil industry, resulting in greatly accelerated progress and the adoption of many noteworthy improvements in refining methods and equipment. Several years ago, the Associated Oil Co. decided to improve distillation methods with the object of reducing refining costs. This extremely interesting work was entrusted to the writer, and W. S. James, now Chief of Research for Studebaker Corpn. of America, was selected as the principal collaborator. The latter contributed much during his two years with the Associated Oil Co., to the development work that has followed. The writer extends to the Associated Oil Co. his appreciation for permission to disclose the details of distilling equipment. In petroleum refining the principal requisites of good economics are the separation of high-priced distillates from those of lower price; maxi-mum yield of any desired distillate; lowest capital investment in refining equipment; lowest cost of operation and maintenance, and the best adaptability and flexibility of the same refinery equipment for handling crudes of widely varying characteristics. The first two items mentioned, separation and yields of distillates are determined by efficiency of fractionating equipment,. Discussion in this paper is chiefly concerned with oil-heating equipment, combustion and furl economy. It has long been well known that velocity plays a very important part in all heat transfer systems. Any betterment in specific transfer. rates in such systems must. always involve velocity. Realizing this fact, IV decided to adopt as a basic principle, the employment of energy to impart velocity required for high transfer rates through a heating diaphragm, and our method of modernizing obsolete shell stills is founded on this principle. Mechanical energy is usually cheap and its rational rspcntliture is returned in the form of greatly increased heat transfer rates, on both oil and gas sides of the sheet. Certainly there is nothing new in this principle, the only novelty being that of our peculiar method of application On the oil side (Fig. I) use is made of a centrifugal pump to jet the oil against the heated sheet thereby creating a high velocity sheet flow over the entire fired area. The Birmingham district first produced steel from Alabama hematite ores in 1899. Since then, the district generally produced more than 6.0 million gross tons of ore a year to the late 1950's. Production has declined since then to an annual rate of about 1.5 million gross tons. Reserves calculated for the district are sufficient to last many years. Mining in the district is now confined to Woodward Iron Company's Vance and Pyne mines. The rocks exposed consist of about 15,000 feet of consolidated Paleozoic sediments with a thin veneer of unconsolidated Cretaceous sediments in the Vance area. The district is characterized by a distinctively parallel and subparallel, slightly arcuate series of faults and joint systems. In view of available information, it seems reasonable to conclude that the Birmingham red ores are of sedimentary origin, modified to a small extent by diagenetic replacement after original deposition.

A DISCUSSION of the probable future use of coal for power develop-ment involves the study of several basic factors, such as future demand for power, the quantity and availability of fuels in direct competition with coal, the price of coal, and a closely related factor-the efficiency and cost of fuel utilization. Predictions based on purely statistical analyses of past coal con-sumption have definite limitations. For example, statistics showing the relation between coal utilization and total energy consumption from all sources between the years 1890 to 1930 indicate that during that period, the energy consumption per person in the United States increased five times, while the coal consumption per person increased only twice1, and there has been an actual decrease in per capita coal consumption since 1920. Figures such as these, compiled by authentic agencies, emphasize the need for caution in attempting estimates as to the future use of coal, and, incidentally, would seem to offer little basis for optimism in the coal industry. They also suggest the value of analyzing broadly the part played in the past by the related factors of power consumption, competitive fuels, coal prices and the efficiency of utilization. Proper weight must also be given in such a study to the present status and limitations of power-plant developments, and to the question of what the coal industry itself can do to further its own interests and influence the consumption of its product.

FOLLOWING the passage of resolutions by a num-ber of the western local sections, which have beer printed in previous issues, the Board of Directors appointed a committee consisting of Messrs. Reynders, DeGolyer, Taylor and Merica, to call on the Director of the Budget, and to bring these resolutions to his attention. In response to a request to the committee Mr. Reynders has addressed the following letter to General Lord. In response to a suggestion made in the course of the conference held between you and President DeGolyer of this Institute at Washington on Oct. 6, I present herewith a brief statement of the reasons that have led the mining engineers and metallurgists of this country to urge upon the Government a policy of increasing support from year to year to the United States Geological Survey and the Bureau of Mines. While these are not the only technical bureaus to which we look for data and guidance in our work of winning and rendering useful the mineral re-sources of the country, they are the ones on which we chiefly rely and the usefulness of which extends over all the industries which are based on mines and mining. In calling this matter to your attention and to that of the departments in which these bureaus are situated, I am acting on behalf of a special committee appointed by the Board of Directors and which includes men in close and intimate contact with the iron, coal, petroleum, metals and metallurgical industries; men well qualified by experience and position to voice the real feeling of these industries. The subject is not a new one to our Board, which has long kept a watchful eye on the work of the two bureaus as would be natural in that the American Institute of Mining Engineers, represents the largest group of technical men and executives and the one of most wide-spread interest in the American mineral industries. With 9000 members and. 27 local chapters scattered among the mining states, the Institute is in a peculiarly favorable position to know and to set out the feeling among mining men and metal-lurgists as to the proper scope of activities of these Federal bureaus, the quality of their work, and the gaps in knowl-edge that most need filling.

This paper gives observations on ground movement and subsidence resulting from pillar drawing in the Lick Run section of Montour No. 10 mine of the Pittsburgh Coal Co. adjacent to solid coal owned by the U. S. Bureau of Mines at its Experimental mine in Snowden Township, Allegheny County, Pennsylvania. The investigation was planned by George S. Rice, chief mining engineer of the Bureau, who arranged the necessary cooperation with Dr. L. E. Young, vice president of the Pittsburgh Coal Co. Engineers of that company placed permanent monuments on the surface to establish the boundaries of the coal owned by the Bureau and to furnish fixed points to which all levels were referred. Engineers of the Experimental mine staff then covered the ground under observation with a checkerwork of monuments made of oak pegs set into the ground at 50-ft. intervals in two directions at right angles to each other. The level of these pegs was determined first from Dec. 16 to 30, 1929; again from May 25 to June 5, 1930, and finally from July 7 to 15, 1931. Observations were then discontinued because work had been stopped temporarily in this part on Montour 10 mine. General Conditions Fig. 1 is a plan of the part of the area under observation with which this paper deals. The mine is developed on a room and pillar system known locally as half advancing and half retreating. As Nos. 35 and 36 butt entries were advanced, rooms were driven from No. 36 and drawing of the room pillars followed their completion. When the entries reached the boundary, rooms were started from No. 35 butt beginning at that point, and all remaining pillars were drawn as rapidly as possible. The rib lines of Jan. 9 and June 13, 1930, were surveyed a week to 10 days after the first and second sets of levels were run, and there was some advance in that period. In a comparison of the creep -rupture properties of nickel in air arid in vacuum there is a reversal in relative strengths with variations in stress. At low stresses the properties are better in air while at high stresses they are better in vacuum. In the early stages of creep in a high stress test the specimen in air nzay have the lower creep rate but the one in vacuum is creeping at a lower rate in the later stages. A mechanism, involving two competing processes in terms of oxidation strengthening and weakening by surface-energy reduction, is proposed to explain these reversals. It had generally been assumed that, relative to their properties in air, the high-temperature strengths of metals would be increased in an inert atmosphere as a result of the elimination of the deteriorating effects of oxidation. However, several recent investigations have shown that the creep strength may be greater in air than in nonoxidizing gases. Pickus and Parker1 found that the creep rate of nickel was lower in air than in hydrogen or nitrogen. Internal oxidation was mentioned by Shepard and Schalliol as a possible cause for the longer creep life of Hastelloy C in air than in vacuum or helium. Sweetland and Parker, who observed lower creep rates for aluminum and copper in air than in helium, discuss the possible applicability of the dislocation-barrier mechanism to explain their results. Surface oxide layers may interfere with the escape of dislocations through the surface or with their generation there. In addition to showing the strengthening in air of low-alloy and stainless steel, and nickel and cobalt-base alloys, shahinian4 presented notch-effect data which indicate the role of stress concentrations; alloys of relatively low ductility were more sensitive to atmosphere strengthening when notched specimens were used. Although Bleakney's copper wires had a lower reduction of area in air than in vacuum, it is difficult to interpret his results in terms of strength changes since the stresses employed were not measured. In contrast to these data showing the strengthening in air, a number of investigations, most at relatively low temperatures, have demonstrated that the environment may cause a decrease in strength. These results are generally explained in terms of the effect of environment on surface energy. In a review of the subject, Benedicks and Harden use the concept of atomic bonding to explain how the adsorption of impurities would decrease the energy of a clean surface. A decrease in surface energy would facilitate the propagation of cracks or extension of the surface. Use of this mechanism is made by sato7 to explain the weakening of steel specimens bent in various liquids, by Potek and Shcheglakovs for the reduction of fracture strength of steel in molten metal, and by Benedicks and Harden for the reduction of strength of a variety of materials in a number of liquids. A similar explanation might be used for the results of Forestier and Clauss. The fracture stress of fine wires pulled in a variety of gases, including air, is lower than in vacuum. They attributed their results to the "tendency" for the gases to condense on the metal surface. That the strength of metals is affected by the type of gas in which the test is conducted has been demonstrated convincingly; the mechanism of the effect, however, is still uncertain. This investigation represents one in a series to explore the influence of variations in alloy composition and test conditions on the atmosphere effect in the expectation that the results would afford an insight into the processes taking place. AS this is the age of reform, a uniform mining law for North America is a moot subject for discussion at this meeting of the Institute. The question is one of peculiarly technical and, in many respects, local character. We all appreciate the value of the metal-producing industries and recognize the necessity and importance of a well-considered and evenly balanced mining law as a branch of our jurisprudence either for the Provinces or the Dominion as a whole. Mining has taken its place as a forempst industry and legislation that seeks to control and govern it is the concern of not only the active miner but the citizens of the state. A law that, through its charitable measures brings into being the prospector, the pathfinder and superstructure of all mining activity and industry! protects his interests, safeguards invested capital, and encourages and enforces development, possesses at least the salient requirements of a businesslike Act. The manner of doing so is, I think, one of local and internal concern. May I be permitted to say without presumption that of the five mining codes, or Acts, that we have in the Dominion of Canada born and bred within the Provinces of British Columbia, Ontario, Quebec, New Brunswick, and Nova Scotia, some of them could be materially improved. In many respects they do not measure up to the times; they were no -doubt creations of merit at the date of their .birth but they have not been clothed in seasonable raiment as the years passed by. It is a stern fundamental principle that all natural resources are the inalienable property of the crown. If it is mineral land, then it follows for the protection of the state and the direct advancement of the occupant that the land should be developed as such. The method or machincry by which this must be accomplished is a matter of detail, not of principle. If the right to possession as a licensee depends on discovery, it is not inconsistent with the duty the crown owes to the state that a grant in fee should pass to the discoverer if there is imposed, after patent issues, a requirement of continuous work or the alternative of an acreage tax sufficiently burdensome to make it unprofitable that the land should be held in an undeveloped state. If this requirement is recognized, the mental distinction between a grant and lease ceases to exist. A

Through wide experience at numerous mills in the United States I have found that there is a decided difference of opinion among the producers of steel as to what constitutes commercially sound steel. Some metallurgists insist upon having, for certain grades of steel, a so-called "open steel," i.e., one which contains numerous blowholes of varying sizes, and consequently but little volume of true pipe, although a central intermittent shrinkage cavity often extends well down into the ingot. Such blowholes and pipe are expected to weld up during rolling or forging, because their surfaces are not oxidized. Even if this be admitted, included slag particles and a high degree of segregation are bound to be present in the product of such ingots. Blowholes are the result of an oxidized heat, and all heats, unless made or finished in the electric furnace, are oxidized more or less. Subsequent deoxidation, or rather degasification, either in the ladle or in the mold, or in both, is necessary to reduce or prevent blowholes. As is well known, a greater yield of billets or sheets is secured from the ingot by allowing the formation of blowholes, but this is undoubtedly obtained at the expense of the quality of the product. Decided segregation of carbon, phosphorus, and sulphur, as well as small included slag particles, undoubtedly exists throughout the greater portion of all so-called open steel, and cannot be removed by cropping. The first requisite for sound, homogeneous steel ingots and blooms is therefore, in my opinion, so to treat the steel in the furnace, ladle, and mold that "piping" steel is produced. The line of demarcation between harmful and so-called "harmless" blowholes is practically impossible to define. Is it not, therefore, the better and safer practice to use means for the elimination of blowholes and correspondingly reduce the segregation and allow the formation of a well-defined shrinkage cavity or pipe at the upper end of the ingot? With the relatively cheap deoxidizers available at the present time, e.g., ferro-silicon, aluminum and titanium, there is no commercial reason why all steel should not be thoroughly degasified. A degasified steel being provided, the method of freezing or solidifying the liquid steel into an ingot, and the subsequent working into blooms and thence into various products, is of great importance in reducing the crop or scrap portion of the steel, due to segregation and pipe. In terms of present metal prices, analysis of extant records of the Eureka district indicate past production of the magnitude of $200,000,000 in recovered silver, lead, and gold. Production to date has been thoroughly oxidized ore from massive replacements, fissures, manta, and pipe-like bodies-in large part from the massive Eldorado (middle Cambrian) and Hamburg (middle to late Cambrian) dolomite horizons. In the productive area of about 6 square miles carbonate rocks comprise 80 per cent of the section, which includes early Cambrian to late Ordovician horizons. Four-fifths or more of the district's production came from a block of Eldorado dolomite in Ruby Hill that was moved in over younger horizons on strands of a regional thrust fault. The lower 500 to 600 feet of the block was much fractured and brecciated and became host to the ores. The Ruby Hill fault, a late normal fault, limits the Ruby Hill block of dolomite on the north for its entire length of nearly a mile and terminates the downward extent and exploitation of its ores. It introduced an hiatus of some 40 years in the district's development. Drilling of the past 20-odd years, followed by underground work, has now exposed the down-faulted extension of the Ruby Hill block of Eldorado dolomite and its contained ores, dropped 1800 feet in a dip shift to depths beneath the surface of 2000 to 3000 feet. The ores at depth are the sulfide counterpart of those mined in early years on the footwall side of the fault. The ores of the district may be attributed to the same source as the intrusive quartz diorite outcropping in a limited way south of Ruby Hill but found at depth elsewhere in drill holes. The long north-south axis of the district, its anticlinal structure, its major faults, and the distribution of the intrusives and, in their relation to the surface, the ores themselves, all suggest that erosion has not cut deep enough to expose the extent of intrusives and the ores consequent upon them.

DURING the years 1875 to 1879 I had charge of the Rockwood furnaces and mines, situated forty miles from the nearest railway communication at that time, and one hundred miles north of Chap tanooga, Tenn., by the Tennessee River. The small furnace with old-fashioned stoves, then in blast, was built under great difficulties by General Wilder. The early conditions were somewhat as follows: The ore was fossil ore of the Clinton group ; very fine and generally wet, without other admixture. The coke had a large amount of ash, and the fur" nace appeared to be badly scaffolded at times. On many days only a few tons of iron could be obtained. The founder generally id creased the revolutions of the engine when signs of chilling appeared,. The cinder at such times was black, very scoriatious, often closely resembling mill cinder. When the pressure was increased (the joints being the old-fashioned rust joints), leaks in the blast-pipe occurred It was noted that when the blast was stopped, and the leak bolt imperfectly remedied, the furnace improved a little. This set me thinking on the right track; and I took the responsibility of be coming my own founder for a time. A scaffolded condition had existed, and the situation was a trying one. Strange to say the negroes proved excellent furnace-men. Conceiving the hearth of the furnace to be similar to the grate area of a steam-boiler, capable of disposing of but so much fuel per hour, and requiring only a corresponding amount of air, it follows that an excess of air will burn the fuel not yet arrived at the hearth!, and raise the melting-point far above the tuyeres. This might pro duce scaffolding or at any rate choke the boshes, and leave less fuel to be consumed in the hearth. Thus for the time being less ail;. would be needed, as the continued burning of fuel in and above the boshes, would only aggravate the trouble. This condition of affairs accounted for the black cinder; the heat above having melted ore not yet perfectly reduced. This view decided me to reduce the revolutions of the engine; thefurnace finally became gray, as might have been expected. Any attempt to increase the speed produced black cinder and hard iron ;

IN common with others, the zinc industry found itself after the war largely over-capitalized, a condi-tion which still exists notwithstanding that Tri-State production has doubled since prewar days. This is partly due to the abnormal war demands and partly because of the war impetus given to research, a stim-ulus that because of its success has persisted (and probably will persist) constantly since then. Improved practice and metallurgy resulting from research are today responsible for an increased pro-duction in the Tri-State district of 15 per cent over the practice of five years ago, and the giant strides in this respect in the western states together with the more moderate advance in the Tri-State district has thrown out of equilibrium the more or less balanced production of before the war and production has con-sequently gained on consumption, a condition resulting in rapidly narrowing profits in the Tri-State field, where the present average cost is actually greater than the price received for our product. Despite this condition, no thinking person will de-plore the cause or means used to achieve a greater production and, as this progress is merely the economic application of intelligent thought, it follows that equal effort and thought may be expected to produce the remedy. It has been suggested that the practical application of research has resulted in less need for man-power and consequently in the lessening of employment to common labor and to engineers. I cannot think that such is the case although personally I have received more ap-plications for employment during the last two years than ever before. But when one considers the strides production of all commodities has taken, it is difficult to reconcile this immense development with the possible increase in pop-ulation especially in view of our stringent immigration laws. Whether or not improved industrial methods are responsible for the lessening of employment the ques-tion as to the wisdom of such improvement is hardly debatable. While the Tri-State district of Oklahoma, Kansas and Missouri continues to be the leading factor in the zinc¬mining industry, gradually lowering prices during 1925 and 1926 and a. decided drop during 1927, have de-creased its production almost 20 per cent, this tonnage having largely been replaced by western concentrates.

THAT gold ores occur in Georgia is a fact apparently not widely known outside of that state, yet in the last hundred years nearly $18,000,000 worth of gold has been mined there. The discovery of gold-hearing quartz was made in 1823 on the "Forty Acre Lot" (which now belongs to the Columbia Mining Co.), in McDuffie County, and about seven years later the first stamp mill on record was erected near there. In recent years Georgia's gold production has dwindled to an insignificant figure. However, with the increase in gold price, interest in this district has been revived, so an electrical geophysical survey was undertaken to aid in discovering new quartz veins, on a part of the Forty Acre Lot, the adjoining Hamilton mine, and the nearby Woodall property.

WHEN starting a series of experiments on the use of powdered coal in lead blast furnaces to replace coke, I realized that in copper smelting the problem is simpler because the sulfur recovers the copper in the form of matte. In lead smelting there are greater difficulties because a reducing atmosphere must be maintained in the active, zone corresponding to each tuyere in order to get the best recovery of lead. Therefore, the feed of powdered coal must be quite regular, uniform and under control. The molten products issuing from the taphole are the resultant of the work of all the tuyeres and it can readily be con-ceived that one part of the furnace may be forming slag with a higher lead content than the slag formed in other parts of the furnace. At first, we used only one tuyere situated on the back of the furnace. This was for the purpose of getting all of our regulations under the regular operating conditions. We tried every known system of feed and found they were not dependable and our present system was finally worked out, and so far as we know, is the only working system that will give uniformly good saving in lead blast furnaces. We placed a Bristol self-recording thermometer on the feed floor. This gives a 24-hr. continuous record of the temperature of the gases leaving the furnace. We put a self-recording gage on the "15-lb." air used in the injector. A second recording Bristol gage was put on the low-pressure air (40 oz.). I realized that it was necessary that we should know the exact weight of coal going into each tuyere and that it should 'be under observation at all times. L. W. Kirk was assigned to the problem and developed the open sight feed and the distributor, so that we now have the coal being fed into each tuyere in sight of the men in charge. We have an apothecary's balance beside the furnace, and the operator takes the pan and inserts it under the stream of falling powdered coal for one minute, and places the pan on the scale, the other scale pan having weights indicating the desired amount to be fed to each tuyere per minute.

THE term oil property, in this discussion, includes any type of easement or grant under which petroleum might be produced; it ranges from the mere right to drill on undeveloped wildcat acreage up to a fully developed oil property. The values of an oil property, as thus defined, vary widely according to the use for which it is intended, whether it is from the viewpoint of the speculator, the fraudulent stock promoter, the refiner and pipe-line owner, or the oil producer. The market value of a property is usually a combination of some two or more of these influences, and occasionally a combination of all of them, but we prefer to treat each viewpoint as distinct from the others, allowing the reader to make his own combination in such proportions as his inclination and property seem to require. This paper will treat the subject from the viewpoint of the oil producer. However, the other influences have such bearing on the cost of property to the producer and on the price he might obtain by its sale as to warrant brief discussion of them. Speculation, particularly lease speculation, is a parasitic growth on the oil industry, healthy enough, but of no economic value. The class of property usually dealt in for this purpose is the undeveloped lease. Its speculative value may have some relation to its probable productive value, but most frequently this value is the product of temporary excitement due to local development. The lease speculator, seeking out the trend of development or securing early information regarding a proposed test or a new discovery, immediately secures leases whose market value will be increased when the existence of such development becomes more widely known. His profits are purely unearned increment. Not proposing to spend money in exploration, he can afford to compete in purchase with the operator, who, in addition to bonus paid, must spend large sums in testing out his own acreage and that of the nearby speculator as well. It has a tendency to compel unduly high bonuses.

IN 1948 the U. S. Bureau of Mines began a three-phase program to evaluate the extent and quality of U. S. coking coal: 1) a factual appraisal of known recoverable reserves in beds of mineable thickness, 2) a study of preparation characteristics, and 3) a study of carbonization properties. A previous paper presented the methods used in assessing reserves.' Although this investigation is only partly completed, data on coking properties of the Pittsburgh district coals are now available. The results are presented in this article. When coals are selected for manufacture of metallurgical coke more factors must be considered than for any other major use, as no basic industry requires coal of such high quality and uniformity. This is particularly true in the Pittsburgh district, where blast furnace practice is based on use of cokes from high quality coals. Although it is true that inferior coals are carbonized in other industrial areas, both here and abroad, the Pittsburgh coals are the best economically obtainable in the required tonnages, even though they are not the most desirable for metallurgical use. In the general evaluation of suitability of coals for coke making, particular attention is given to: 1) reserve, 2) ash and sulfur content, 3) inherent properties of forming strong, well fused coke, 4) expanding characteristics, and 5) blending properties. Items 1 and 2 are covered in detail in the first two phases of the survey, and coking behavior is considered in items 3 through 5. Problems is Coal Evaluation: Although not all coal beds of immediate or potential use to the coking industry in the Pittsburgh area have been tested for their coking properties, enough tests have been made to permit certain generalized statements. Virtually all the coals that will be used in this district are from the Appalachian region, and except for high oxygen coals from outcrops or stripping operations, they are coking coals. Hence the evaluation problem is not so much that of distinguishing between coking and noncoking coals as attempting to measure quantitatively differences in the coking and expanding properties of the better coking coals. Quantitative differentiation between good coking coals, is complex, since differences in their coking abilities are frequently of about the same magnitude as the precision of the test. Small-scale tests are generally unsuitable for measuring these slight differences, and there has been gradual acceptance of pilot-scale tests. Test Methods Employed: All the data reported here were obtained in two units known as the Bureau of Mines-American Gas Association (BM-AGA) carbonization apparatus and the sole-heated expansion oven. The BM-AGA unit, which consists essentially of a cylindrical steel retort about 18 in. diam and 26 in. high, carbonizes enough coal (180 lb) to allow evaluation of the coke by standard methods of the American Society for Testing Materials. The BM-AGA carbonization procedure and methods of testing the gas, liquid, and solid products have been described.' Expanding characteristics of the coals were determined in the sole-heated expansion oven," wherein the coal charge, heated from the bottom only, is carbonized under a constant applied force and the linear expansion or contraction is measured. Although results in this oven have never been quantitatively correlated with the expansion behavior of coals in conventional slot ovens, they are useful in assessing expansion behavior. In this report discussion will be confined to results obtained from these pilot-scale units, although the following data are available for most coals: proximate and ultimate analyses, free swelling index, agglutinating value, and plasticity. Sources of Coals Tested: In selection of coals for coke manufacture, economic considerations are as important as quality, and each coke plant balances these two factors to meet requirements of the most satisfactory coke at lowest price. Although these economic factors may in some instances outbalance small differences in coke quality, they are usually specific to each coke plant and cannot be given in any general statement. Recognizing that coal and plant operating costs are beyond the scope of the survey, the USBM evaluates the coking quality of various coals without regard to their competitive economic status. For the purpose of this article, coals of interest to the Pittsburgh district are arbitrarily defined as

No attempt will be made here to review the previous work done by investigators on the general subject of inclusions, because it was discussed sufficiently in an early cooperative bulletin of this series (No. 36, 1928), and reference was then made to general bibliographies. The work described in this present bulletin deals directly with the study of the mechanism of deoxidation of steel with aluminum and the formation of inclusions containing alumina. Unquestion- ably, such inclusions are encountered in most steel-making practices and little has been done to determine their characteristics. Aluminum is used to ensure rapid deoxidation during the solidification stages of the steel. For this reason the possibilities of inclusion elimination are slight and alumina-containing particles will undoubtedly be present in the ingot. Besides this common practice, aluminum is often used in the ladle with other deoxidizing agents such as silicon and manganese. Ladle additions of aluminum are made to rimming steels to obtain the correct partial deoxidation desired in this type of steel. In killed steels the aluminum is added to ensure soundness, as far as blowholes are concerned, in the ingot. In either rimmed or killed steels, alumina or alumina-containing inclusions are found therein, the amount and type depending on the oxidation of the metal, the amount of aluminum added, and the addition of other deoxidizers.
