(communication to the Secretary, February, 1897): I have read Mr. Austin's paper with considerable interest, more especially as the designing and study of such works have been an attractive occupation for me during the last twenty-five years. Mr. Austin says that a " plant on a terraced site has generally been considered the most advantageous," and also that " many advocate a level site," while he himself " is disposed to advocate a modification of the latter plan, utilizing an extended surface with a moderate slope."* Among the advocates of the terraced sites as against level ones, I do not recollect ever meeting a metallurgist who had even made an attempt to plan his works for level ground, or who had, in a lucid interval, figured how much he gained or lost by one or the other method. The average metallurgist starts with the assumption that it is rational to conduct his material down hill because its movement is aided by gravity, while to elevate ore or furnace-material by machinery he vaguely believes to be not alone wrong in principle, but also unnecessarily expensive. DUring experimental study on the separation of a zinc concentrate from the heavy sulfide ores of Jerome, Ariz., a great deal of attention has been given to proper activation of the sphalerite content of the ore. The sphalerite at Jerome contains enough iron to class it as a marmatite, as picked specimens have only about 60 per cent. zinc, whereas pure zinc sulfide contains 67 per cent. zinc. This marmatite in large pieces is black in color, but in dry powdered state is brown. A flotation froth made from it has a silvery black luster in comparison with a brassy luster caused by chalcopyrite which occurs in the same ores. The sample used in most of the experiments described below consisted of about 3000 Ib. of diamond-drill core from the zinc-bearing orebodies of the United Verde mine, and had the following analysis: Per Cent. Most of the Jerome ores are so intimately crystallized that reasonably complete unlocking by grinding does not take place until 800 mesh is approached. Therefore, the 200-mesh grind adopted contains a considerable amount of locked mineral grains, but not so much as to render impossible the preparation of commercial grades of concentrate.

This case study compares the actual production figures for the No. I and No. 2 copper orebodies of the Société Miniére Louvem, Val d'Or, Quebec, with the preproduction estimates and a postmortem geostatistical estimation using kriging techniques. The deposits considered are small subvertical sulphide orebodies which were mined from August 1970 to April 1973, producing 648,000 tons at 2.04% Cu versus the 1968 computed reserves of 671,000 tons at 2.51% Cu (with 20% dilution), thus showing a 25% overestimation of the copper contained. The postmortem geostatistical estimation based on the same 44 D.D.H. intersections available in 1968, shows 2.24% Cu (no dilution), compared to 3.23% Cu (no dilution) given by the conventional section method. Block by block kriging techniques were used, but within the ore contours as determined by the geologist. In this case, Characterized like many sulphide deposits by highly dispersed sample values, geostatistical kriging techniques permit a more realistic estimation of the metal contained within a given volume, than the conventional methods which overestimate it. This study has been conducted by the Mineral Exploration Research institute (IREM-MERI) for SOQUEM, and is one of the few case studies released with all pertinent data. More postmortem of this kind are required for geologists and geostatisticians to improve their methods and their "batting average".

Forty-five years have passed since I discovered the extensive and remarkable diatom-earth beds at Monterey, California., and now I have the satisfaction of bringing to notice still another wonderful deposit in the heart of Arizona. The Monterey beds mere described at the Philadelphia Academy,* and specimens were sent to Prof. J. W. Bailey, West Point, N. Y., at that time the leading American authority upon such microscopic relics of organic life. The earth from both localities is snow-white and pulverulent. It rubs off' like soft chalk upon the fingers when handled, and has the general appearance of chalk. But, unlike the Monterey beds, these newly-discovered deposits consist largely of volcanic ash, through which the siliceous shells of the diatoms are distributed. These deposits are in the central portion of the San Pedro valley,† in the southeastern corner of Pinal county. The region of their greatest development is a few miles south of the mining town of Mammoth, on the east bank of the stream, and near Redington, some 40 m. N. of Benson, on the Southern Pacific railway. The altitude is about 2600 ft. above tide. This portion of the San Pedro valley lies between the high Catalina and Rincon ranges on the west and the Galiuro mts. on the east. The influence of modifications in the molybdenum, vanadium and, to a limited degree, carbon and boron content to a basic composition of 5 pct Cr, 0.75 pct Mo, 1 pct V hot-work tool steel composition, was studied in respect to hardenability, grpain- coarsening temperature, and tempering charactevistics. Tensile, impact, and fatigue pvoperties were studied for the most promising compositions. An alloy with a typical composition of 0.43 pct C, 4.97 pct CI-, 0.33 pct Si, 2.25 pct Mo, and 1.00 pct V uas found to offer the most favorable combination of properties in respect to high-strength applicntions when tempered at 1100°F. MANY 5 pct Cr high-strength steels are at present being manufactured in North America which fit well into the classification of the AISI-SAE system. Much interest has been shown in these materials as ultra-high-strength steels for use at elevated temperatures. The limiting temperature of use lies at the point where the steels begin to soften rapidly. Although a great deal of information has been made available in the past two years on the properties of selected alloys in this series, little information exists on the effect of systematically varying the ccntent of one or more elements in the 5 pct Cr-base alloy. This paper presents the results of an investigation of the effect of variations of the carbon, molybdenum, vanadium, and, to a limited extent, the silicon, manganese, boron, and niobium content of a 5 pct Cr steel to the AISI H-13 base analysis. INTRODUCTION Economists have long expressed suspicion of the economic theory of natural resource exhaustion, even in writing articles which have contributed to it (1). Indeed, the gap which separates the pure theory from practical management seems unusually wide. It is doubtful whether a mine manager could possibly know enough about the relevant parameters of his mine to steer it along the optimal paths described by the theorists (2). Nevertheless, enough faith in the theory remains that mine managers are suspected of being a separate breed whose behavior must be studied in special courses using specialized text-books, collections of readings, and journals (3). The implied hypothesis, that mines and natural resource firms are managed differently than other firms, is the subject of this paper. In the next section the theory is developed and analyzed. In section III, I discuss the implications of the statistical results that have been obtained. Finally, conclusions are reserved for section IV. THE MODEL A key difference between the traditional theory of natural resource production and that of other forms lies in the set of variables which ire assumed to jointly determine the quantity of output the firm will produce. PROMINENCE has been given lately in engineering circles to the question whether an organisation with manifold interests can be as effective as one with a single aim, especially if that single aim be the furtherance of affairs of moment and the welfare of engineers in general. In its earlier days, the A. I. M. E. was forbidden by its constitution to engage in non-technical public affairs, but the members altered the constitution in this respect, in the year 1912, in response to the growing demand that engineers be more human in their interests and that the engineering societies represent them in this respect. Since that time, the activity of mining engineers in public affairs has been growing rapidly, and we are happy that the Institute has been able to render very valuable economic services. Doubtless the greatest public service rendered by engineers in a recent great emergency was the work of the Naval Consulting Board, without which the U. S. Navy would never have been able to enter promptly into service upon our entrance into the war, ,and both Navy and Army would have been a long time without the munitions that came at an early date. We can never forget that this Board was established through the direct activity of the then President of the A. I. M. E., with the hearty cooperation of other national organizations.

IN THE remarks which I am about to make concern¬ing the safety work of the Bureau of Mines, I want first of all to disengage myself from a disposition, which is frequently in evidence, to give spectacular emphasis to the hazards of mining operations. It is of the' utmost importance to the industrial welfare of our country that the enormous annual requirement of fuel be produced and be made available in our economic activities, with a minimum of distress and hardship. The safety of coal mining is a condition with which. we are all concerned in a fundamental way. And yet we should not rush to accept hastily conceived notions that laxity among employers in respect to safety measures exists to any outstanding degree. In fact in a large number of instances, the precautionary efforts of min¬ing companies, directed to the elimination of accidents are beyond all criticism, albeit the industry suffers in reputation from the carelessness of, its less effi¬cient constituents. The Bureau of Mines has been a leading influence in disseminating the doctrines of safety, in securing the cooperation of the miners themselves, and in stirring up ' the laggards, both among the employers and the employed. It is much to the interest of well-conducted mine operations that the industry, as a whole, observe safety regulations to the utmost.

Effects of moisture absorption on the behavior of the Dykersburg shale overlying Harrisburg coal seam in Southern Illinois are presented in this paper. Cylindrical samples of the shale 2.5 cm in diameter and 5.0 cm long were studied for weight gain and swelling strains at 90, 95, and 100 percent relative humidity and under immersed water conditions. After attaining equilibrium conditions, the samples were studied for changes in the strength and deformation behavior. The depth of moisture penetration was measured using the Vickers microhardness measurements. Using the basic mass transfer concepts, effective diffusion coefficients were computed for the shale.

GRAHAM BRIGHT,* East Pittsburgh, Pa.-Bee-hive coke ovens are usually located at the mines, where the gases from the ovens are not strongly objectionable because the communities are not thickly built up. The byproduct oven will naturally he located near centers of industry, to which the coal can be brought from different directions and desirable mixtures can be made; where also the byproducts can be readily marketed, while the gas can be utilized for industrial and domestic purposes. Not much thought seems to have been given to the gases escaping from the byproduct coke oven, which are more or less objectionable in thickly populated sections. When the byproduct oven shall have been more widely installed, this question is likely to become serious, and it will be necessary to apply remedies. May I ask what has been done, or is going to be clone, in this direction? S. A. Moss, ? Lynn, Mass.-One cause of escaping gas is that the gas exhausters do not supply the proper suction. If a satisfactory regulating governor is applied and the correct kind of gas exhauster is used, the trouble will be eliminated. J. I. THOMPSON,? The smoke caused by the operation of the byproduct coke ovens is infinitely less than that caused by bee-hive ovens.

R. B. BRINSMADE, Ixmiquilpan, Hgo, Mexico* (written discussion). As the discussion of Mr. Graton's paper by Messrs. Norris, Patterson, and Crane has been from the standpoint of the mineral land-value owners, a few remarks in the interest of the "under dog"-the average taxpayer and citizen-may prove timely. In my discussion of Doctor Raymond's Paper1 and of the papers of Messrs. Gibson2 and Godson, 3 have endeavored to demonstrate, from both political economy and history, that our existing system of unrestricted private ownership of land is incompatible with equality of economic opportunity and, therefore, subversive of our democratic political institutions. In Mr. Graton's paper, the same land problem is important, though camouflaged by the failure of the Federal income tax laws to distinguish between land and capital, in the requirements for valuation, or between earned and unearned incomes in the levying of taxes. I disagree with Mr. Graton's statement, on p. 2967, as follows: The immense majority of mining ventures are failures. A multitude of disappointments is relieved by occasional success. Were it not for the chance of great rewards, all the vitally necessary but mainly unremunerative work of exploration would not be undertaken. In contrast with nearly all other fields of endeavor, it is altogether unlikely that, on the whole, the gains in the successful mining ventures suffice to offset the losses in the unsuccessful.

It is shown that the cellular substructure observed in binary alloy crystals grown from a melt of known concentration can be eliminated by the proper choice of growth conditions. For a given solute concentration, there exists a critical ratio of temperature gradient G in the melt to the rate of solidification R of the crystal, i.e., of G/R, which must be exceeded before the cellular structure can be eliminated. A secondary substructure is observed which is related to the cellular substructure. IN crystals grown from the melt, a prismatic substructure has been observed by Buerger,1 Pond and Kessler,2 and Rutter and Chalmers." This structure is columnar in the direction of growth and appears as a network of hexagonal cells in the plane of the solid-liquid interface. Rutter and Chalmers3 have shown that this substructure occurs as a result of the presence of a layer of high impurity concentration in the melt adjacent to the solid-liquid interface. The formation of the substructure is accompanied by a redistribution of this impurity in the neighborhood of the interface. The structure can be controlled by proper adjustment of the variables in the solidification process such as a rate of solidification and the temperature gradient in the liquid. With the improvements in design and efficiency of machinery the element of danger in its use is becoming less, but it is a question whether the strain involved in operating modern plants is not increasing somewhat the danger of accident due to human fallibility. I propose to describe a somewhat uncommon casualty resulting from a not infrequent incident in the use of air-compressors. It is not necessary to state the location of the mine in which the accident occurred nor the makers of the compreseor, and the object of this brief paper is more to draw out suggestions from members more familiar than am I with the practical handling of mining machinery, than to point a moral. The compressor in question was a three-drill machine of standard make. At the time of the accident it was furnishing air to a single drill working in an upraise from a well-ventilated tunnel, and giving ventilation to a winze below the tnnnel where two men were hand-drilling. The compressor also furnished power to a small hoist in the winze, but the hoist was only operated occasionally, and never while the drills were working. The drills were located about 1200 ft. from the compressor. The engineer testified that he never had been short of air, and that there had been no complaillts that the

In accordance with the requirements of By-Law LX,- I beg leave to submit herewith the report of the Library Committee for the year 1916. The activities shown by the sale of the Institute's publications during the year are somewhat larger than last year, due principally to the increased sale of special editions on account of the larger sale of the Posepny and Emmons Volumes, owing to increased advertising and to the reduction in price of the Emmons Volume. The sales were distributed as follows: Sale of Transactions $3,237.07 Sale of Special Editions 1,722.50 Sale of Bulletins and Pamphlets 2,263.95 Total $7,223.52, The Institute library has now been merged with the libraries of the. other three Founder Societies and is known and administered as the Library of the United - Engineering Society. When this merger, was effected, a proviso was made that the books contained in the Institute library up to the date of the merger were still to be considered as the individual property of the Institute, and this arrangement applied also to the libraries of the other two Founder Societies. At the time that the American Society of Civil Engineers joined as a fourth Founder Society, they immediately turned over their entire library to the United Engineering Society, relinquishing all property rights in the books entirely.

(written discussion *).-The matter of selective. mining is probably of more importance in Pennsylvania than is washing, and perhaps washing would not be necessary at some plants where now practised if proper care were taken in the mining. I have in mind one plant where the sulfur content of the entire bed is more than 2 per cent., yet if the bottom 12 in. and the top 12 or 15 in. are separated, the main portion of the bed, some 6 ft., will not contain more than 1.25 per cent. sulfur; and yet in this mine the entire bed .is worked together, the resultant coke, as a matter of course, not being fit for use in iron smelting. Not sufficient notice is taken of the "Double-thick" Upper Freeport coal in Allegheny and Butler counties. This is a very valuable deposit. Other areas where there is a, top member of the Upper Freeport coal are also known, which add to the value of this bed as a coking coal. This double Freeport coal is especially suited for byproduct coking. I cannot be as optimistic as regards the "low-sulfur" Pittsburgh coal in Greene county as the authors. NOTABLE advances have been made in the evaluation of oil-reservoir rocks from information furnished by core analysis. Among the physical data employed, per-meability is of primary importance. It may be assumed that the permeability of a core sample, considered as a property inherent to the nature of the porous medium only, is not markedly altered by the coring opera-tion, therefore some degree of accuracy is justified in the laboratory determination of permeability constants by means of homo-geneous flow media. To provide that such relatively simple determinations be sus-ceptible to duplication and consistent inter-pretation should prove advantageous in the prediction of subsurface flow conditions involving nonhomogeneous fluids. The air permeameter seems to fill most satisfactorily the need for rapid and fairly accurate determinations. Instruments that are similar in design and operation have come into general use. However, this has not resulted in an encouraging uniformity in the results obtained. Recognizing the value of reducing measured values to a common quantitative standard, the authors have sought to determine possible reasons for undue discrepancies and means for their elimination. This paper will be specifically concerned with three factors, which appear to be of some importance in the establishment of consistent permeability values: (I) design and operation of the permeameter, (2) preparation and mounting of the sample, (3) type of flow created in the sample.

In discussing the subject of mineral exploration, one is tempted to resort to reminiscence. I could tell of many missed opportunities, but I propose rather to outline certain changes in the methods and conditions of exploration which present new problems to the mineral explorers of today. Our subject might appropriately be called The Passing of the Old Time Prospector. The first question that presents itself is whether the job of mineral exploration is not already pretty well finished. The current market surplus of most minerals and the present overcapacity for production, with their attendant financial troubles, naturally raise the question whether the accumulation of reserves has not gone far enough for the present, and whether further exploration should not be left to some future time when consumption shall have caught up. Unquestionably we have gone far in the conquest of our physical environment, and the fear of shortage of minerals is less than formerly. For the time being there is no great need of further supplies for the world as a whole of many of the great essential minerals, coal, oil, copper, zinc, silver, and others. For a few minerals, such as gold and lead, the known future world supplies are not yet large enough. For all minerals the distribution is so unequal among the nations that exploration will continue in deficient areas in the attempt to make nations self-supporting.
