Joseph G. Butler, Jr., who represented this Institute on the American Industrial Commission to France, has presented a report to the Chairman of the Commission regarding the steel industry of France in war time. In this report Mr. Butler calls attention to the fact that only a few steel works were visited and that he thinks it probable that there are many plants in France more up-to-date than these. He noticed especially in the plants visited a dearth of labor-saving devices and not very great attention to the safety of the employees. He also noticed that the whole of the iron and steel interests in France are being used at the present time by the Government for war purposes, and he was told on good authority that the production has doubled since May, 1915. When the war is over, it is thought that France can send large quantities of iron ore from Algeria to the United States and take in return American coal to France, an interchange which would doubtless be of mutual advantage. In Mr. Butler's opinion the shortage of coal in France may be overcome to some extent by the use of water-power and by electrical processes for steel manufacture, and lie believes when the war ends France will be able to compete with other countries in exports of general iron and steel products, this trade being facilitated by the port improvements at Bordeaux and Marseilles. The French labor situation is much better than that in the United States from the standpoint of labor unions, but the wages are less and many women are now being employed to do men's work. This has a tendency to keep wages low, but is probably a war expedient only. The cooperation among manufacturers in France is at a high level and both local and national organizations exist for the discussion and voicing of trade problems. The national body which is a combination of the individual organizations is the Comite des Forges de France and it is an interesting fact that many of the members of this body are office holders under the Government, or heads of Government Committees which are organized to look after the very business in, which the individuals are engaged.

Bituminous coal piled in heaps or bins frequently undergoes a process of spontaneous heating as the result of the absorption of oxygen. It seems probable that the first absorption of oxygen by coal which has not previously been exposed to the air may occur as a condensation or a combination of oxygen in some form which does not result in the production of carbon dioxide, but slow combustion soon begins. The absorption of oxygen is accompanied by an increase of temperature, and this by an increased rapidity of absorption; hence the dangerous condition proceeds from bad to worse, until the kindling point is reached, unless the process is interrupted. A dangerous rise of temperature can be prevented by excluding oxygen, by increasing the bulk of coal in proportion to its surface exposed, or by circulating enough air to dissipate the heat produced. The storage of coal, in practice, varies from almost complete exclusion of oxygen, by storing under water, to such freedom of access as exists when the coal is stored in open piles. Oxygen available for absorption by coal is supplied by the air in the interstices between lumps and by additional air which may enter the pile through circulation. The size of the coal largely affects both of these supplies; for if the fragments are small the spaces between them constitute a small percentage of the total volume, and little oxygen will be available unless the circulation of air brings in a fresh supply, while with large fragments the percentage is relatively large; circulation also is much easier through a pile of coarse lumps. In the case of lump coal, although a large amount of air may be present, the exposed surface is comparatively small and there is little opportunity for the absorption of oxygen to be so rapid as to cause dangerous heating. Attempts have been made to prevent heating by allowing a sufficient circulation of air to carry off the heat generated; obviously this method cannot be applied to fine sizes nor mixed sizes. When storing coal at the University of Illinois, an attempt has been made to use so much fine coal and to pack it so thoroughly as to prevent circulation of air, while also reducing the original air in the pile so as to prevent heating. but, returning to South Africa, for the next two years he was assistant general manager of the Simmer Deep Gold Mining Co., at Johannesburg. In June, 1911, he returned to New Zealand as general manager and consulting engineer for the Consolidated Goldfields of New Zealand, at Reefton, which position he held at the time of his admission to the 1nstitute in 1914. Early in September, 1915, he left New Zealand for active service in France. Corporal Sheppard B. Gordy Sheppard B. Gordy, born in Ansonia, Conn., in 1889, graduated from the Sheffield Scientific School in 1910 and with the degree of E. M. in 1912. He entered the employ of the Braden Copper Co. immediately on his graduation and remained with this company four years, working up through the various grades to assistant foreman and foreman to one of the individual mines. The last year he was in its employ, he acted as general mine foreman. He was for a short time with the Chile Exploration Co. and then went with the Andes Exploration Co. (Anaconda) and remained with the latter, doing mine exploration and development work, until he sailed for home in June, 1918, to give a more personal and active service to his country in her need. He declined a tender of induction into an officers' training camp, at the urgent request of Professor McClelland supplemented by Mr. Potter, because they demonstrated to his satisfaction that he could give more valuable service to his country in helping out with the aircraft production. Being within the draft age, in order to carry out this plan, it was necessary for him to be called by his Local Board and sent to camp. This call came Aug. 26. Two weeks before that time he had gone to Dayton, Ohio, to begin the study of aircraft production, and was sent by the Dayton Board to Camp Sherman, Chillicothe, Ohio, where he died of pneumonia on Oct. 9. Lieutenant Thomas Clarence Gorman Thomas C. Gorman, a lieutenant in the Second Tunnelling Company of the Canadian Engineers, was killed in France on Mar. 18, 1918. He was resting in his sleeping hut and was in the act of writing a letter when a bursting shell killed him.

Discussion of the paper of Robert H. Richards, presented at the Butte meeting, August, 1913, and printed in Bulletin No. 81, September, 1913, pp. 2299 to 2303. C. D. DEMOND, Anaconda, Mont. (communication to the Secretary*) :-Any one who has observed the increased efficiency of the Wilfley tables in a mill when fed from a reasonably good hydraulic classifier, as compared with tables fed from a spitzkasten., which is a very poor classifier, will agree to the advantage of ? better classification." It must be gratifying to Dr. Richards to know that, directly or indirectly, maim mill men are responding to his persistent advocacy of correct principles of ore dressing and are accepting the results of his investigations. As he says, these principles mean much for both the conservation of resources and the profit of operators. When Dr. Richards gives us accurate figures as to the maximum size of free mineral grains in the tailings of the Wilfley table and of the vanner, they will be of a good deal of practical value in delimiting the proper fields for the Wilfley, the vanner, and the round table. He has coined the terms ? free settling" and "hindered settling."' The series may be completed by adding "crowded settling," the main principle of action on both the vanner and the Wilfley table, which is the principle of separation in a mass of grains crowded as closely together as they can be and yet continue free to move between one another; and the occurrence of larger mineral particles in the Wilfley tailing than in that from the vanner is apparently caused by the more violent agitation, due chiefly to the purposely sudden reversal of the stroke. It seems likely that the agitation caused by the wash water dropping directly upon the concentrate on the vanner is more harmful than that due to the shake. For the very finest material that can be concentrated by usual methods, the round table is superior to the vanner because it does not, have even, the gentle agitation of the latter. The action on round tables is, not crowded settling," but "film sizing," 2 but agitation is harmful in the latter action. George Gates proved this harm 20 years ago : in slaking the first successful large-scale application of canvas tables in California gold mills he abandoned all shaking motion, although he had patented canvas tables to which such motion was applied.

THE process of comminution by grinding is properly classified as an art, rather than as a science. Like most other operations concerned in ore dressing, or in the treatment of nonmetallic minerals, the mathematical relationships of rock breaking are still obscure, and much disputed. If some basic formula exists, comparable for instance to E = RI in electricity, it has not yet been placed in, common use. The absence of such a comprehensive mathematical background undoubtedly is the cause of many inefficient designs and installations, as well as of much poorly oriented experimental work. On the other hand, the mathematical immaturity of the process constitutes an opportunity for a real contribution on the part of those who enjoy mental pioneering. Some of the statements made in any such exploratory work may be little more than opinions, and it is to be expected that some will later be proved untrue; but such an evolutionary development is necessary if we are ever to arrive at the fundamental laws, the discovery of which can change the empirical art into a mathematically exact science. The most significant principle of comminution that we possess is probably Rittinger's law, which states that the work done in crushing or grinding is proportional to the area of the new surface produced. There is an alternative theory, known as Kick's law, which formerly was preferred to Rittinger's but which now is rather discredited. According to Kick, the work done in comminution is proportional to the volume, or weight, of the pieces broken, or to the cube of their diameters, while according to Rittinger it is proportional to the square of the diameters. Careful determinations of size distribution below the limit of sieve sizes1 indicate strongly that under ordinary grinding conditions the amount of new surface area produced is directly proportional to the net power input. Changes in the size ratio between the balls and the particles cause important differences in the proportion of the product that passes a given mesh size, but do not affect the total amount of new surface area; they merely change the distribution of the surface among mesh sizes. The principle of constant surface area is the logical result of Rittinger's law, and it may well have an important bearing on the comminution theories of the future. FORMULA FOR BALL WEAR Grinding tests have been made in the Allis-Chalmers laboratory for more than 9 years, using a standard charge of mixed balls of different sizes; and a continuous record has been kept of the rates of wear of each size. These results have been combined and plotted in various ways in order to discover the relationship that exists

RESIDUAL stresses in metals operate under a cloak of mystery, as they have neither been seen in the laboratory nor detected by means of the microscope. In spite of their phantom-like nature, they frequently exert metallurgical effects that cannot be ignored. In some cases the results have been detrimental, causing rejections or premature failures, but frequently the effects have been highly beneficial to the producer or consumer of metal products. First, however, what is a residual stress? When a metal is plastically deformed by bending, rolling, pressing, or by a phase transformation or precipitation from solid solution, or by a sharp temperature gradient resulting from nonuniform cooling, quenching, or welding, it remains in a state of strain. The strains or strain gradients produced by such operations and retained after all external forces are released are known as residual strains, and the accompanying stresses as internal or residual stresses. Many defects or failures in metal products have been ascribed to residual stresses, sometimes erroneously, because there was no other apparent explanation after the usual metallurgical tools of diagnosis had been applied. For example, during World War 11, the forged aluminum alloy aircraft cylinder head in the reciprocating engine began to replace the cast head with the familiar cooling fins. The fins were machined in the solid forged head by an ingenious milling operation. One plant reported an epidemic of excessive distortion during the delicate high-speed milling. A thorough examination revealed that the composition, heat treatment, mechanical properties, and metallurgical quality of these heads were comparable to those of forgings that machined satisfactorily. It was then claimed that the cause of the machining difficulties was connected with residual stresses resulting from the quenching during the solution heat treatment. An elaborate stress analysis actually demonstrated, however, that the magnitude of residual cooling stresses was lower in the cylinder heads which machined poorly than in those which were satisfactory in this respect. Subsequent tests proved that the machining problems in this case originated from variations in the tools and tool design. Sources of Residual Stresses in Metals Residual stresses are of two origins—mechanical and thermal. Thus, stresses may be produced in a metal by any cold-working process. The distribution and magnitude of these mechanically produced stresses can be calculated in a satisfactory, although approximate, manner for such simple cases as bending, torsion, and expanding of tubes. However, most manufacturing processes are too complex, and the original stress-strain relations in the products are not sufficiently known to permit calculation of the resulting residual stresses. Also, a specific process, such as wire drawing, may vary in complexity or uniformity of working, and large or small residual stresses may result, depending on the conformation of the dies and other features of the working process. THE second part of the mould for making guns is the core. Without this the space could not be made where the powder is to be and through which the ball, impelled by the fire, can pass and take flight. To make this it is necessary to take two things into consideration, because they are very important. One is what you are to make it on so that it may be supported and kept true. The other is what composition of clay will stand up during casting and yet not be very difficult to extract from the body of the finished gun. For the first, it is found that only an iron spindle of a suitable thickness is able to support the weight of the clay without bending under the heat of the fire or wobbling as it is turned on its journals or when handled. This should be a braccio or more longer than the mould of the gun and worked exactly round, straight, and well tapered like a spindle; above all every one of its joints should be well secured and solid. At the upper end a per-orated heel should be made, and lower down, exactly at the point corresponding to the length of the mould, are one or two other holes through which the little crossbars can be passed that fasten the core to the outer mould and also serve for constructing the disc. Now this iron is to be arranged on two trestles, pivoted so that it may turn truly when rotated. In order that it may not run up and down, make a little iron fork which engages a notch made with a file at the foot, and another at the head. After this, you must prepare clay for the core which is well made and tenacious ,enough not to crack. Fint take care that there are no pebbles in it and that it is composed of a small amount of cloth clippings and much sifted horse dung and some washed and clean wash ashes so that it may be of a tender and crumbly consistency in order that it may later be more easily extracted from the space inside the gun. In the same way, in order that you may be able to take out the iron piece at the same time, first cover it with ashes, and then wrap it all over with a rope of ordinary thickness, leaving a dito of the iron uncovered in every palmo length. [86] Alternatively, you may cover it all very tightly with hemp tow in the same way after it has been covered with ashes. Or heat your iron considerably and then cover it all to the thickness of a good cord with wash ashes or powdered charcoal that has been made into a paste with a little

EDUCATION is a business; and, if the consumer is satisfied with the product, no one has any grounds for complaint. "Pretty well satisfied" about slims up the attitude of the mining industry toward the young graduates presently entering the field. Yet, with amazing regularity the controversy over the five-year curriculum recurs in educational circles. The educational mills grind out their products, some higher grade than others, depending on individual proclivity. The cycle continues almost without interruption. Arthur Taggart, however, takes his bowie knife to some of the sturdiest limbs of the tree of knowledge in his article on engineering education on page 770 of this issue. As all who know him might suspect, the pruning is not restrained. With one swing of the knife, such practically-labeled courses as Mine Design are stricken from the tree and transplanted to the field of Graduate Education. Emphasis on the basic sciences and the study of man through courses in history, economics, and literature are recommended to constitute an undergraduate curriculum. Such courses show the least depreciation and therefore give the student the most for his money. Partial justification for this dramatic departure from tradition is explained by the increasing number of companies giving training courses. Why make the student pay for what he can get paid for learning after graduation, the author argues. Other leading educators espouse this doctrine. Dean S. C. Hollister of Cornell, for the Committee on Adequacy and Standards of Engineering Education, recommended to ECPD in 1951 that emphasis be placed on the basic sciences. "Sifting back through the curriculum, it seems clear that instruction in the basic sciences, if taught in a manner such that knowledge of them makes available working tools, contributes the most sustaining part of the curriculum", reported the committee. Note that he would utilize practical problems from the fields of engineering in teaching the sciences. In our opinion the important thing to learn in college is how to think the engineering approach. Recitation on traditional solutions of classic problems sharpens the memory, not the ingenuity of the student. The engineering schools of the nation recognize the advantage of great emphasis on fundamentals, and the inclusion of cultural courses in the curriculum. However, industry presently requires graduates to have a substantial knowledge of the tools of the trade upon graduation. This means that the colleges are forced to pare to the bone to encompass the required studies in the time allotted. In addition, there is the limitation of student money. College educators also claim that entering freshmen are often improperly prepared in such subjects as writing and mathematics. These considerations make it difficult for the critic of the engineering graduate to make any headway with the educators. Actually with the mounting problems imposed by lower grade and more complex ores, a new breed of engineers is needed. The impetus for this new product must come from industry. If there was a concerted effort from industry for an improved type of engineer, the colleges would modify their aims to meet the demand for the kind of individual desired.

THERE has been a lot of talk about the shortage of engineers and we have done our share of it; but recently we heard a spot radio commercial-between broadcasts-urging high school seniors to study engineering. We think this is going too far. Engineering is an exacting profession requiring the highest personal qualifications. Publicity for the purpose of interesting capable young people in choosing courses in engineering should emphasize qualification. The opportunities for a career in a great constructive profession which is the basis of our high standard of living should be properly evaluated. Although there is a need for more engineers today, nobody knows what the employment potential is going to be four years hence. The profession may do itself a grave disservice by attempting mass recruitment in the face of an unpredictable national economy. The mining and metals industries are in a special position as fewer engineers are needed in these fields. Only 10 pct of all engineers are mining and metallurgical engineers. Today's shortage is not so much in recent graduates, but in trained practicing engineers. The shortage has served the profession to good effect because it directed the talents of engineers into more productive channels. In some areas high school graduates have been put into routine jobs such as, surveying. If there is one thing the mining profession does not want, it is an oversupply of graduates which would relegate college men to years of work and discouragement in routine jobs. The public has a clear cut picture of the legal and medical professions and thus the respect knowledge imparts. But the engineer is variously thought of as a man who pulls the throttle lever on a locomotive, tends a furnace, or builds a bridge. The term engineer is too loosely used. For instance we have heard of "crowd engineers" and "exterminating engineers." In some unions an engineer designation has been established to describe a person doing routine checking or other control job. We do not disparage these positions but they are different from the work done by the man qualified by years of experience and study. Many of these so-called engineers are not engineers at all. The engineering profession has cooperated closely on a program of recruiting high school graduates for engineering study. It should start a cooperative public relations program to enlighten the public on the accomplishments and work of engineers. This type of publicity need not be of the bombastic type. It can be educational and dignified. Radio, television, and the periodicals can be used to convey information. It is time that laymen and interested young people learn to make a distinction between the true engineer and the technician. Such a program would instruct parents and high school students and thereby interest the right type of people in the engineering profession. The Centennial of Engineering sponsored by the American Society of Civil Engineers is a step in the direction of instructive public relations. This fine start should not be allowed to remain as a one pass venture. The engineering profession as a whole should follow this exposition with a sustained, well directed effort to inform the public of the engineer's work and the possibilities it holds for a constructive career.

"Nestling in a little valley, right under the shadow of the rugged peaks of the Rocky Mountains and just over the great Continental Divide on the Pacific Slope, are Columbia Gardens, Butte's one rare beauty spot. Here purling brooks, fed from springs of snow-water course through the grounds to lend their aid later in making the great Columbia River. It is a question which has done more to make this oasis the charming place it is, nature or man, for both appear to have put forth their best efforts. The inspiring scenery surrounding the gardens is found in close association with the consummate art of the trained landscape gardener. The most delicate flowers, nurtured in large greenhouses, in the pleasant months of early spring and summer are transplanted into outdoor beds and in many instances woven, as it were, into beautiful designs. Green trees and grass on every side rest the tired eyes.Butte owes this delightful breathing spot to former Senator W. A. Clark, who owns and maintains it. A decade ago there were five large smelters belching forth their obnoxious fumes upon the city, making it impossible for vegetation to flourish within the confines of the town, a condition which fortunately no longer prevails. Primarily with a view of furnishing the children with a healthy playground, other than the muddy or dusty streets, Mr. Clark bought and developed the land upon which these grounds are situated. Upon numerous days in each month during the summer season, when school no longer demands attendance, his street railway carries the little folks to and from this ideal spot, free of all charge. ""Children's Day"" at the gardens presents a scene of life and happiness which once seen can never be forgot."

ALTHOUGH Thomas Savier Washburn, known always to his friends and associates as "Tom," entered this world in Minneapolis, the Flour Capital of America, and the tradition of flour milling was associated with his family name, he decided early to turn his back on such dusty pursuits and to court the Goddess of Fortune in the more romantic fields of mining and the metallurgy of iron and steel. Born in March 1901, his early education was gained successively in the Minneapolis public schools and the Blake School until 1918, and then in Phillips Andover Academy until 1920.

PROBABLY no greater world traveler has ever been Chairman of one of the Institute's Divisions than Henry Frederick Hebley. To begin with, he was born almost as far away as possible-in Christchurch, New Zealand, Dec. 15, 1893. There he grew up, studying mechanical engineering at the local Seddon Memorial Technical College. Then he went over to Sydney, Australia, for a bit of work before sailing for the U.S.A. in 1915. After a few months as draftsman in a San Francisco office he moved over to Clarkdale, Ariz., in the engineering department of the United Verde copper smelter, which had just gone into operation. But the war was on, and Henry thought he belonged in France with the Canadian Engineers, the United States still remaining aloof from the conflict, and that was the last the copper industry saw of him. After almost two years in France he was wounded, convalesced in England and Canada, and then went back to his native New Zealand to design concrete factory buildings. But soon the United States called again, and this time he landed in Salt Lake City with the Oregon Short Line R.R. Co. Then to Chicago in 1920. where he really got into the coal industry for good, working for the Allen K Garcia Co. on the design and operation of coal mines, beneficiation plants, and combustion equipment; and joining the Institute.

Even with the best geological maps, there is a constant need for further information and a constant demand for new clues, particularly in exploration work. New ideas and new thoughts are a necessity for progress. In the structural study of an area, be it in Arizona, Africa, or British Columbia, the basic fracture pattern has to be determined first. There is, however, no assurance that the trends shown on the map are really meaningful because they often are secondary in nature, having occurred as a consequence of an intrusion, of doming, or of gravity faulting. Thus, such trends often are a weak basis for assuming the presence of ancient and important zones of fractures that could constitute useful guides to mineral exploration.
