The very considerable progress made during the past three years in the crushing and concentration of ores, lends special interest at the present time to any means of a more efficient character than such as are already generally known and in use, for the rapid and regular reduction of large quantities of the harder and heavier grades of mineral-bearing rock. Such means are of exceptional importance in connection with the preparation of iron-ore for separation by the magnetic process, since in this operation the capability of dealing with large volumes of material and of securing by ready means of adjustment, a granulation of the material under treatment to any required mesh or fineness, is of the greatest possible value. With these, however, must be coupled the further considerations of the amount of power expended for the work done, and the wear and tear, represented in the cost for renewal of parts of the crushing machinery, per ton of material reduced to a given degree of fineness. In general terms it may be stated that the operation of a crushing train, capable of reducing an ore-rock of average density and hardness, from the condition of mine lumps to pass 1/16-inch screenopenings at the rate of 20 tons per hour, should not call for an expenditure of more than 125 horse-power, and that the wear and tear of the crushing machinery, all told, should not exceed 2 cents per ton. In the design of a crushing-train for an ore-dressing plant, there are, moreover, considerations of great importance which relate to the simplicity or complexity of construction and arrangement, the wear and tear of few or many elements, the easy ability or difficulty of maintaining the working adjustment of the various elements of the train, and the number of hands required for the operation of the system. Charles Mather MacNeill, President of the Utah Copper CO. and of the Chino Copper Co., and a life member of the Institute since 1899, died at his home in New York on March 17, after a very brief illness with pneumonia. Mr. MacNeill was born at Oak Park, Ill., in 1871, and began his connection with mining enterprises immediately after graduating from high school, his first position being that of cashier with the Pueblo Smelting and Refining Co. He later went to Aspen, Colo., as manager of the Holden lixiviation plant. In 1893, he went to Cripple Creek as manager of the Lawrence Reduction Works, in which Mr. Holden and the late Capt. J. R. DeLamar were large owners. It was at this plant that Mr. Jackling became associated with him. The plant was destroyed by fire and, early in 1894, Mr. MacNeill became associated with Messrs. Spencer Penrose and Charles L. Tutt in a plan to finance and erect a chlorination plant at Colorado City, Colo., for the treatment of Cripple Creek ores. This plant was erected and was known as the Colorado-Philadelphia Reduction Works. Mr. MacNeill was general manager of the plant, Mr. Tutt having been president and Mr. Penrose, secretary and treasurer. The plant was very successful and was expanded, hally being reorganized under the name of the United States Reduction & Refining Company. Late in 1903, or very early in 1904, D. C. Jackling called the attention of Messrs. MacNeill and Penrose to the copper properties in Bingham Cañon, Utah, which have since become the main properties of the Utah Copper Co. After extended examinations and milling tests, these properties were bought, Mr. MacNeill becoming president of the Utah Copper Co., Mr. Penrose, secretary-treasurer, and Mr. Jackling, general manager. Mr. MacNeill remained president of the company to the time of his death. Mr. MacNeill was also a director, a member of the executive committee, and was largely interested in the Ray Consolidated Copper Co.; he was also president and a member of the executive committee of the Chino Copper Co. He had a variety of other mining interests, but the ones mentioned were distinctly the meost important. He was a director

FIFTY years ago William Bertolette Plank was born in Pennsylvania, in which state he was also educated, winding up with an E.M. from Penn State in 1909, at the age of 23. ' He remained there as instructor for a year, and then went with the Philadelphia & Reading Coal & Iron Co. as mining engineer for three years. During the next four years he was on the staff of the Pittsburgh Coal Co. In 1916 he turned to Government work, going to Pittsburgh as junior mining engineer for the U. S. Bureau of Mines. He became successively assistant mining engineer there, mining engineer at the Bureau's Urbana, Ill., station, and finally Mr. Plank was appointed district mining engineer for the Bureau at Birmingham, Alabama.

EyRing'S general theory of shear rates as a function of the properties of molecular units of flow is outlined and applied to the creep of metals. This theory regards the unit molecular processes involved in the flow of matter as typical chemical reactions requiring an energy of activation in order to proceed. The externally applied stresses are assumed to influence the rate of flow solely by lowering the activation energy for flow in one direction and raising that for flow in the other, owing to the work that is done by or against the external forces in going from the normal to the activated state. The rates of flow in the two directions are then no longer equal arid there is a net, macroscopically observable flow in one direction. This is understood to be the physical basis for the well-known exponential dependence of the creep rate on the stress. The amount by which the activation energy is raised and lowered by a given external stress is directly related to the molecular dimensions of the unit of flow, so that some insight into these call be found from the behavior of the strain rate with changing stress. When Eyring's equation is applied to the flow of ordinary liquids, such as water or benzene, it has been found from the values of the constants required to fit the observed data that the unit molecular process here involves the passage of single molecules by one another. In metallic creep, on the other hand, the unit molecular process is shown probably to involve the shear of rather large blocks of material (100 to 1000 or more atoms on a side). This agrees with present ideas of crystal flow by means of dislocations such as have been presented by Taylor, Oroaan, and Polanyi, as opposed to flow by a mechanism related to that taking place in atomic diffusion. The dimensions of the dislocations are found to depend markedly on the temperature. The questions of why some metals are so much softer than others, the effects of impurities on hardness, the softness of single crystals, and the role of self-diffusion in creep are considered in the light of the theory and it is shown how answers to these questions (and others similar) might be obtained by use of the theory.

THE Secretary of the Interior in his recent report to the President has defined the new public-land policy, which is in fact "but a new application of an old policy." His words may be more acceptable on this subject of land classification than the repetition of phrases which have served some of us for several years. Secretary Lane says of the past: "Congress has always been most generous as to the disposition of the national lands. . . . There was land for all, and it was the government's glad function to distribute it and let those profit who could. . . . And this generous donor was not so petty as to discriminate between kinds of lands, the uses to which they could be put, or the purposes which those might have who got them. Land is land, save when it contains minerals; this was roughly the broad principle adopted. To classify was a task too difficult or not worth while. The lands would classify themselves when they arrived in individual ownership. And so the door was opened for monopoly and for fraud. Of the reaction and the evolution of a new policy, the Secretary continues: "A reaction was inevitable. If lands were to be withdrawn from public service, why might not the government do the withdrawing itself? The old philosophy that `land is land' was evidently unfitted to a country where land is sometimes timber and sometimes coal; indeed, where land may mean water-water for tens of thousands of needy neighboring acres. For the lands of the West differ as men do, in character and condition and degree of usefulness. We had not recognized this fact when we said `land is land.' Lands fitted for dry farming and lands that must forever lie unused without irrigation; lands that are worthless save for their timber; lands that are rich in grasses and lands that. are poor in grasses; lands underlain with the non-precious minerals essential to industry or agriculture; lands that are invaluable for reservoir or dam sites these varieties may be multiplied, and each new variety emphasizes the fact that each kind of land has its own future and affords its own opportunity for contributing to the nation's wealth.

WHEN bronze is melted in open-flame furnaces a considerable amount of slag is formed during the melting operation. This slag may be incidental to the melting practice or it may be formed intentionally by slag-forming constituents added to the furnace charge to provide a covering for the melted metal. When this slag is removed from the furnace, it contains, in addition to the free metal carried with it by the skimming operation, a considerable amount of metal as oxide either combined or mechanically mixed with it. By the usual crushing and washing methods this metallic oxide generally goes to the tailings pile, so diluted by other foundry waste that its recovery is economically impossible. If this furnace slag is not mixed with other foundry waste, practically all of the metal oxide as well as the free metal may be recovered by some form of smelting operation. The first side of the problem to be considered is the amount of slag produced. It may not be true that the majority of foundries have no record of the amount of slag made, but it is certainly true that a very great many either have no record or pay little attention to it. Usually the collection of furnace slag for one normal week's run will be sufficient to determine the advisability of its being handled in a different manner from the crushing and concentrating generally employed. If a large representative sample of the accumulation is crushed and concentrated and the recovery compared with the results of a careful assay, it will be found that a large percentage of the total metal content was lost in the washing process. The percentage of loss will be greater than the metallic oxide content, as some free metal in extremely fine particles always is carried away in grains of slag. From such a comparison, it may be determined whether or not the slag should be melted, sold or treated as before. An example of an actual test of this kind is given below.

Need for a standard of ualuration.—There should be an accepted method for evaluating the different kinds of bituminous coals based on their carbon just as that for iron ores is based on iron. Variation in the classes of coals and their desirability fol the different industrial uses is analagous to the case of iron ores. The iron people have developed a standard. In the past coals have not been intelligently distributed because the public has not been informed as to its uses. Many operators have known nothing about the final disposal of the coal shipped from their mines. Sales agents and retailers have had no means of evaluating coals except to make the price as high as the market will stand. Producers and distributors need to know how much more valuable the coals would be if prepared so as to contain less objectionable material. Mr. Swectser cnlletl on the Goal and Coke Committee of the Institnte to organize a study through producers and users to develop a method scientifically and comnereially sound E. A holbrook said that the information exists but the public is unwilling to investigate. He praised Ashley's1 nomenclature of the different kind of coal which has been accepted by the Coal Mining Institute of America and recommended to the American Enginecring Standards Commitee. G. S. Rice pointed out the wider variety and distribution of consumption of coal compared to Iron ore. C'. M. Young approved Mr. Sweetser's remarks and hoped lor a research institution, probably endowed, to study utilization of coal after it comes from the ground. Mr. Sweetser cited incidents to prove his former statements. He said that a reduction of 1 per cent. ash in the coal would cut down the cost of pig iron at a blast furnace 30 c. a ton, that the coal men should tell what the iron men would have to pay to get better coal. H. J. Prryn endorsed the need of blast-furnace operators to know the kind of coal from which their- coke is made and the latler's ash content, as this affects coke consumption. A. C. * A complete magnetic picture of the Mesabi range is now available for the first time with the release of 21 additional maps based on the aeromagnetic survey of 30,000 square miles made jointly by the USGS and the Minnesota Geological Survey. A potential iron formation with a magnetic pattern remarkably like that of the Mesabi iron range lies buried beneath the glacial drift in a wide belt extending some 30 miles across the northwest corner of Itasca County in north central Minnesota. Identification of three new uranium minerals by the USGS was recently announced. The new minerals, andersonite, swartzite, and bayleyite are, respectively, hydrous uranyl carbonates of magnesium, of sodium and calcium, and of calcium and magnesium. They were first observed by Charles A. Anderson, Survey geologist, in a coating on gypsum on the 300-ft level of the Hillside mine, Yavapai County, Arizona. International Minerals and Chemical Corp. has announced a $4,000,000 expansion and development program in the Polk County phosphate fields in Florida, Plants for the manufacture of multiple superphosphate and phosphate chemicals including dicalcium p osphate for animal feed and chemical purposes, and a sulphuric acid are planned. Office building, machine shop, warehouse, and laboratory are also scheduled for erection. A new type of tramp iron detector is being used on the conveyor belt feeder at the South Agnew stripping operation. It is made of an alloy of aluminum, nickel and cobalt and does not have any electric coils. The alloy, known as Alnico, is remarkable for the permanence and intensity of the magnetism which it retains. The detector was made by Dings Magnetic Separator Co. and it is probable that Alnico will be used in magnetic separators. The American Society of Engineering Education estimates that unless the percentage of high school graduates entering engineering colleges is increased, there is a strong possibility that instead of a large surplus of engineering graduates, which has been propehsied rather widely, there will soon be fewer engineering graduates available than are needed annually by our national economy. This conclusion is reached from a survey that shows that engineering enrollments are only slightly higher than prewar whereas industrial expansion is increasing the need for engineers. * The natural resources of Korea are being investigated under ECA sponsorship. E.J. Longyear has just embarked 8 crews for that country; two drills are scheduled for base metal search while six are slated for development of coal reserves. An innovation in the development work in the iron country has been the adoption of the Drill-Mobile, jumbo-mounted drills on rubber-tired carriage, by Cleveland-Cliffs at the Mather A and B mines. The machine is being used to cut stations in the new Mathed B shaft and for driving development headings at the Mather A.

During the war, American chemists were puzzled as to the scource of the enormous amount of sulfuric acid the Germans were able to secure. Information now in the hands of the Bureau of Mines shows. that at no time during the war was there any particular stringency in Germany's supply of this acid. During the early months of the war, before conventions could be made with neutral countries, very large shipments of pyrites were made to Germany; in fact, the importation of pyrites into Germany continued in some volume throughout the war. This reserve built up at the beginning of the war gave Germany time to find new resources of sulfuric acid. A noteworthy development of the Meggen pyrites took place and other pyrite beds were opened in Germany and Hungary. Considerable sulfur was also obtained from Asia Minor. In addition, Germany made important use of its rich beds of blende and galena. Means was found promptly to eliminate the lead dust, which has been a source of trouble in the contact process of manufacture. Kaiserite and plaster of Paris also were sources of sulfuric acid; some sulfur was also obtained by purifying gas at coke plants. As a matter of fact, sulfuric acid was so plentiful in Germany near the close of the war that restrictions on its use by industries were rapidly being lifted.

The Copper Canyon and Copper Basin properties of Duval Corp., in Lander Co., have been recently added to the list of porphyry copper mines in Nevada, marking the first new copper open pit operations in this state in 15 years. Ore is processed in the 4000 tpd flotation mill at Copper Canyon, with some copper being recovered by dump leaching. The ore from Copper Basin, 10 miles northeast of the Canyon, is trucked to the mill for concentration. Cost of developing the properties is estimated at $22 million. It was recognized at an early stage of exploration that the two deposits were quite different. Continuity, mineralogy and grade of ore are much more uniform in the Canyon than in the higher grade, pod-like deposits in the Basin. The fundamental difference between the two areas is that the Canyon mineralization is dominantly hypogene, whereas the Basin ores are secondarily enriched.

Said Plutarch a long time ago, ?To appreciate a man's work at the full, it is well to know the man himself, his circumstances and the incidents of his career." He might as truly have said "gift" instead of "work." Ambrose Swasey, engineer, collaborater with scientists, promoter of engineering research, patron of Engineering Foundation, advancer of the good of mankind, modest gentleman and generous giver, is, happily, well known to a great many engineers, who will therefore more fully appreciate his recent additional gift, for the use of the Engineering Foundation, which; purpose is "the furtherance of research in science and engineering, and the advancement of the profession of engineering and the good of mankind." But full appreciation of a gift of money necessitates more than acquaintance with -the giver and knowledge of the amount. Its timeliness; its inspiration; the character and continuity of its benefits, all must be comprehended. But whose imagination, though far-visioned as the great telescopes Mr. Swasey has built, can see the limits of benefit of such gifts as he has made to the Engineering Foundation, attracting-as they will-other gifts and evidences of, devotion to a great cause-? Every such gift lays responsibilities upon the recipients. Will American engineers grasp not merely, their pecuniary value but also emulate the spirit of fraternity and desire for harmony which have accompanied them? Shall we not work together and with Ambrose Swasey to advance still further the good of mankind, thus to demonstrate an acceptance of our obligations to humanity which is a counterpart in a democracy of the noblesse oblige of aristocratic tradition?

MARCH 15-Industry is rapidly snapping back from another coal crisis, other business news is in general favorable and the outlook through the Spring is by most observers considered quite promising. Most industries report comfortable backlogs of unfilled orders, department store sales in recent weeks have equalled in dollars those of the corresponding period last year, retail sales of automobiles show again over the same period a year ago, and new orders for machine tools are at the highest figures since August 1946. Orders for railway freight cars have shown a very encouraging pickup, with a total of 9385 cars in January and the N. Y. Central alone ordering 4500 in February. Construction continues very active. In January new housing starts totaled 80,000 against 50,000 a year ago and the daily average contract awards, according to the Dodge reports, were 57 pct larger. In the first 22 days of February the increase in awards was 27 pct. Lumber orders since Jan. 1 have run 22 pct above last year. All of these favorable factors bolster the opinion that the upturn in industrial output and employment which began last summer has not yet spent itself and that the setback caused by the strikes will be made up when people get back to work. Only in a few lines are there indications that primary production may be outrunning the consumption of finished goods, although inventory build-up would seem to be rather modest as the National Association of Purchasing Agents reported in February that 78 pct of its members were buying for 60 days or less. Industrial prices as a whole show no significant trend despite the continued alarm over both the immediate and the long-term possibility of inflation caused primarily by the government's increasing expenditure and its inability to balance the budget. A recent advance of 1.9 pct in primary market prices is viewed by some people as the surface symptom of renewed inflation, but even so it is more than two years since the alltime high was reached by the daily index of sensitive commodities in November 1947. Over two years have passed since prices received by farmers hit their peak and about a year and a half since all wholesale prices and the consumer price index touched their highest points in August 1948. The decline in the wholesale price index has been almost continuous, interrupted only twice by slight advances in the monthly figures from February to March 1949, and, later in the year, from August to September. Of course, this continued decline in the last half of 1949 largely reflects a downward movement in farm and food prices. Wholesale prices for commodities other than farm and food leveled out after June and now stand only slightly under the June level. Farm products are down by 22 pct from January and by 18.6 pct from August 1948. Food prices are down only slightly less. Consequently, the farm price support program is in serious trouble and has imposed a heavy financial burden on the Treasury. In those commodities other than farm products only building materials, chemicals and textiles have come down as much as the average, while housefurnishings and metals and their products have fallen hardly at all. Glancing away from the domestic front, the results of the British general election indicated a highly inconvenient situation, that public opinion there is so exactly deadlocked as to divest the victors of much ability to make forceful decisions or create significant policy. It is generally considered that another election in the near future would give substantially the same result. The British people are equally divided and the politicians are not likely to precipitate another appeal to the country until there is manifest reason to believe that external and internal circumstances have changed sufficiently to permit one party or the other to obtain a decisive verdict. Because of the lack of a clear mandate steel nationalization will likely lag in Britain. In the meantime there is considerable discussion going on as to whether the European steel industries as a whole are at a disadvantage in world competition with the American industry. An article in the "Statistical Bulletin" for January of the British Iron and Steel Federation takes issue on this point with the authors of the Geneva report, observing that they wrote before devaluation, and this particular conclusion "has been overtaken by events." The "Bulletin" also contends that the statement was in any case incorrect so far as Britain was concerned, and that it was based on scanty and insufficient evidence. To support the rebuttal a detailed and extensive comparison is made of the home prices of certain steel products in Britain and in other countries of the world. The accompanying table gives a selection of the prices published. It sets out the changed position since devaluation and since the recent increases in American steel prices. These are home market prices; no doubt in competitive export business some of the price levels could be brought closer together at need.

Remarkable as have been the direct results of Danks's puddler, there are some indirect and incidental results, which are well worthy of study for their intrinsic value and suggestiveness. The success of Danks's machine is due mainly to the nature of the lining and the manner in which it is attached to the walls of the revolving chamber. Herein lies Danks's merit and good fortune. Given such a lining, and the success of the machine, as far as puddling iron is concerned, could easily be predicted. Other important results have, however, been obtained with this machine, which, though clearly explicable, were, nevertheless, unanticipated. These are the increased yield of bar-iron over the pig-iron charged, and the elimination of phosphorus, which, though not absolutely complete, is yet more decided than in the case of hand-puddling. As regards the increased yield, this is merely what we have a right to expect if we consider the puddling process to consist in the oxida tion of the carbon and silicon of the pig by the oxygen of the oxide of iron. That this result is attained, nearly to the extent that the theory requires, in Danks's puddler, and has never been more than partially attained by the most careful experiments in band-puddling, points clearly to the fact that the contact of the molten pig-iron with the oxide of iron is much more intimate and complete in the one instance than in the other. The action of puddling in Danks's machine may be considered to be twofold: first, the removal of the carbon, silicon, and phospho rus of the pig, which is the primary object, and, second, the produc tion of wrought iron direct from the ore, which is entirely an inci dental result. Intelligent metallurgists were not long in recognizing in this latter result a fact of deeper import and greater value than the attainment of a perfect puddling process. A new method

THE committee appointed to investigate the application of oxygenated air to the blast' furnace believes, after a careful study of the problem, that this enriched air will increase hearth temperature, tonnage, flexibility of operation, and quality of pig iron made, and that fuel consumption will be decreased. These improvements are supported by theoretical evidence; but a practical trial of the process is necessary to establish more definitely the magnitude of benefits realized. The commercial application, however, may profitably be preceded by a test on a smaller scale. A small furnace will, in general, respond to the enriched air in the same way as a commercial furnace and the magnitude of the benefits to be gained from varying additions of oxygen can be fairly well established at relatively little expense. A new experimental furnace, being built jointly by the Bureau of Mines and the University of Minnesota, at Minneapolis, will have a capacity of about 6 tons and will riot require more than 700 cu. ft. of natural air per minute. Its hearth is 36 in. in diameter and its height about 32 ft. Enough oxygen to enrich the blast to the extent recommended by the committee can be obtained from a small oxygen unit. It might even be cheaper to perform preliminary experiments with tanks of oxygen obtained from regular, dealers. A procedure in making the test that suggests itself is to start with operation on normal air; then to use blast, enriched in several steps. Systematic temperature measurements of the tuyeres, slag, and metal would reveal any changes in hearth temperature. When these changes become large enough, the burden may be gradually increased to just within the breaking point and the furnace brought back to normal, if possible, by the addition of oxygen. Such a test would show what might be expected in the way of a decrease in fuel consumption and the time taken to "straighten up" the furnace by means of oxygen. The new furnace at Minneapolis is so equipped that the furnace process can be observed from the stock line to the iron notch. We have been taking gas samples at various elevations in the furnace to study combustibility of the fuel and the reducing power of the gas. If either of these is affected by removing inert nitrogen, the change can easily be measured.
