GWILLIAM H. CLAMER (Philadelphia, Pa.).-About 16,000 tons of tin is used annually in the production of white metals. The real reason for using the so-called genuine babbitt, which is a high-tin base babbitt, perhaps in the majority of cases, is that tin has always been. a high-priced metal and people naturally believe that what they pay a high price for must be good. Mr. Jones has shown that the common metal, lead, is a superior base for most purposes for Which babbitt metal is used. The addition of lead is often looked upon as adulterant to genuine babbitt, and specifications for this reason rigidly restrict the lead content. A sub-committee of the Society for Testing Materials, at the meeting in June, presented tentative specifications on babbitt metal, in which were included twelve formulas, containing from zero to: 20, per cent. of tin, and several containing from 65 and 92 per cent. PREPARED BY THE PETROLEUM DEPARTMENT OF THE BOARD OF TRADE, LONDON THERE is very little to add to the report printed last year by the Institute as no developments of importance have taken place during the year. The following is a brief note on the various countries: GREAT BRITAIN The United Kingdom is a very small producer of petroleum, practically the whole output being derived from the oil-shale deposits of the Lothians of Scotland. The crude oil produced by distillation of shale in 1922 amounted to 180,000 tons, and the estimated production for 1923 is 207,000 tons. Because of the recent- decline in the market value of petroleum products, the production of oil, from shale can no longer be regarded as remunerative, and the future outlook for the industry is serious unless prices recover. As regards naturally occurring petroleum, the drilling operations undertaken by the Government have now been closed down. Out of the eleven borings undertaken only one, that at Hardstoft in Derbyshire, proved to be a producing well; its output was 125 tons in 1922 and 136 tons in 1923.

The paper by Professors Sun and Mitchell illustrates the value of ultrasonics as a tool for the mineral engineer. In particular, it opens up a number of possibilities to those interested in the field of comminution. The provision of desliming technique, which is thorough as well as rapid, is a distinct contribution, but the data of the paper suggest applications beyond desliming, in that the same treatments may be useful for size determination purposes. Fig. 1 shows that a marked dependence exists between particle size and the height to which it can be elevated by ultrasonic vibrations. While the curves are only extended down to a size of about 100 p, the fact that they appear to be increasing in slope in this range suggests that the separation may be even more marked here. This, we feel, is very strong evidence that a method for fine sizing could be developed to use ultra- sonic waves as the separating force.

A university is a place to build minds and develop leaders. It provides the tools necessary for the development of new ideas which come from the inquisitive mind and is one of the stepping stones to management responsibilities for the truly ambitious. However, it is not always a financially sound investment! Lately, there have been several articles published on the economic advantages of a college education. These articles tend to average wages together according to education and years of service. Their tabulations generally include the chairman of the board, various vice presidents and plant managers and do not reflect the achievement of the average graduate. They consistently fail to include an analysis of the investment a college education requires. In reality, the bright high school graduate would make more real money over a 20-year period if he went directly to work "on the hill" than he would if he graduated from college. Furthermore, he would find little difference between his wages and those of the college graduate in the period from 20-30 years after high school graduation.

ROCK-DRILL steel has an important bearing on costs in many mining operations, both directly and indirectly. Direct factors include such items as shop expense, steel consumed per ton of ore produced, cost of distribution and the dust hazard. The latter, although no specific amount may be assigned to it, is an ever-present problem, and is receiving increased attention as the science of mining progresses. Indirectly drill-steel performance affects consumption of compressed air, maintenance of drills and drilling speed. The latter, in turn, increases or retards the tempo of mining and development. These factors, while not all inclusive, are preponderant in their importance. Thus it is evident that in an extensive operation drill-steel expense may run to many thousands of dollars and that thoughtful research leading toward more efficient practice is warranted. If it be admitted that the use of the metric system of measurement is desirable, and that it will be well, as urged by one of our engineering societies, to show upon all our plans or drawings a metric scale in addition to a scale of inches, then it becomes important to introduce some ready means of drawing these scales. For many present purposes it is quite sufficient to space off and to draw them with the common dividers and the right-line pen, but if the number of drawings made or copied in an engineer's office, and upon which scales must be shown, is more than two or three daily, then some more mechanical or automatic means should be provided. For a great majority of detail drawings, a simple transcript of the surface of a good two-foot rule would answer every purpose, and probably the best comparative showing of the metric scale would be made by drawing a line of millimeters close by the side of the line of sixteenths. The smoker, Monday evening, was an unusual success. It was held in the beautiful gold room of the Congress hotel, which was very elabo-rately decorated with American flags. More than 500 were present. The gallery was filled with ladies, who responded to the request of the song leader and helped in many ways to grace the occasion. The enter-tainment, was a varied one and was original with the Chicago Committee, which deserves great credit for the unusual success of the event. Al-though it was mostly funmaking, Dr. F. B. Cottrell and George S. Rice of the Bureau of Mines gave some very interesting talks, illustrated by flags and moving pictures, of their trip through Europe since the armis-tice. Mr. Rice's talk dealt particularly with the demonstrative coal and iron regions and Doctor Cottrell's was devoted almost solely to that part of his trip in Northern Italy where he was investigating the application of volcanic steam to power purposes. This steam is derived from boracic-acid springs and helium is secured as a byproduct.

A gasoline recovery plant at a refinery is usually considered such a profitable investment, and performs so well apparently, even under conditions of low efficiency, that frequently but little attention is given it to make it perform at top efficiency. Further, there are so many other units in a refinery that demand most of the available attention that the recovery plant is left to shift for itself. "It seems to be doing pretty well so why bother with it," is sometimes the attitude toward it. On the other hand, there is no reason why it should not be placed on the same high plane of efficiency as that of many natural gasoline plants. The two problems, gasoline recovery from natural gas and gasoline recovery from refinery gases, have much in common. At some refineries the gasoline recovery plant produces too much gasoline, because too low a pressure is carried on the gathering lines and the condenser boxes are robbed of gasoline that they can and should take care of, and as a consequence the refiner fools himself into believing that his recovery plant is an extraordinarily fine unit, when on the contrary it may be working at low efficiency insofar as doing its rightful job is concerned.

At its meeting on February 21, 1933, the Board of Directors passed the following resolution defining and expressing the policy of the Institute with respect to official participation or action in controversial matters: WHEREAS, the Board of Directors at its last meeting passed the following resolution: "The Board of Directors, having been appealed to by several Local Sections for advice concerning the attitude and policy of the Institute relating to the endorsement of candidates for public office, the following statement of policy is formulated: "Whereas, the American Institute of Mining and Metallurgical Engineers is organized for purely professional and scientific purposes, and whereas diversity of opinion among its members on partisan or political questions is inevitable, it is the expressed policy of the Institute to refrain from official participation or action in political and semi-political matters." AND WHEREAS, appeals for additional advice have been received: NOW, THEREFORE, IT IS RESOLVED: (1) That the policy of the Institute is to refrain from official participation or action in controversial non-technical economic subjects; further (2) That if any Local Section is in doubt as to the application of this policy to any particular subject, it should communicate with the Secretary of the Institute for advice.

THIS IS a history of a company whose roots run deep into the nation's past and whose field of operations has never been narrowly confined. The men who founded Phelps Dodge were men of initiative and imagination. They were men of strong convictions and upright character. They held fast to the simple virtues and traditions of the days when America was young. This heritage they passed on to their successors. From the very beginning, under such leadership, Phelps Dodge became a company of large affairs. It bought and sold, exported and imported, built factories and organized railroads, converted great forests into lumber, and operated coal and iron mines. Much of the iron, copper, and tin plate used in the United States for a generation was under its control. Its business abroad was extensive enough to warrant the organization of a separate partnership in England. Then, almost half a century after its foundation, the company began to substitute new activities for old and eventually transferred its major operations to the West, primarily to Arizona. Pursuant to notice duly given in accordance with law and the constitution, a special business meeting of the members of the Institute was held at the office of the Institute on June 27, 1919, at 8.30 P.M., 1573 members were present in person or by proxy. On resolution duly made and seconded, the change of name to American Institute of Mining and Metallurgical Engineers, Incorporated, was authorized and the officers of the corporation were instructed to take the necessary steps to accomplish this result. The votes were 1565 in favor of the resolution and 7 against. It was then moved and seconded that the certificate of incorporation be amended to define the purposes for which the corporation was formed as follows: "To promote the arts and sciences connected with the economic production of the useful minerals and metals, and the welfare of those employed in the industries by all lawful means, " etc., etc.-the remainder of the article reading the same. The purpose of this change was to allow the Institute to take any legal means it desires to accomplish the objects mentioned above instead of restricting it within narrow limits. The vote was 1573 in favor of the resolution and none against.

The Sixty-fifth Congress was a "War Congress." Perhaps nothing else than war work should have been expected of it, but it had time and opportunity to do much more. Engineers have good reason for sorrow over the engineering legislation that died merely because there was no opportunity for a vote. The mineral resources of the public lands of the United States are, except the precious metals, locked away from development. For more than eight years there has been an attempt by both the executive and legislative departments of the nation to secure legislation which, under proper conditions and without detriment to the public interest, will open up these lands for development. After eight years of study, argument, conciliation, and compromise, Congress agreed in conference of the two Houses upon a measure satisfactory to it and to the Executive Department and the final draft was passed by the House of Representatives, but in the Senate it was talked to death by Senator LaFollette of Wisconsin. Some of its proponents plan to, reintroduce the bill identically as agreed to in conference into the 66th Congress, where it is hoped that by reason of its peculiar fate in the 65th Congress it will be regarded in the nature of unfinished business and thus receive early consideration and passage.

“IT is decreed by Divine Providence that those who know what they ought to do and then take care to do it properly, for the most part meet ' with good fortune in all. they, undertake; on the other hand, misfortune overtakes the indolent and those who are careless in their work." These are the words of Georgius Agricola. to. those who are engaged in mining, taken from De Re Metallica, Book II, second paragraph. Safety in mining is just that simple, when considered on the basis of the individual. The words imply a .knowledge of what is to be done and how to do it. Armed with this knowledge it is only necessary to proceed with diligence and care to achieve the desired end without personal or financial mishap. Obviously the complication arises in the large company operating numerous mines and the consequent ramifications of company structure embodying management, supervision, engineering, and labor. Agricola stresses later on the importance of supervision and direction by the owners of the mine. We know that this principle is recognized today by the frequency with which the statement is repeated "a safety program must stem from management." People charged with responsibility for safety and management also stress the importance of securing the cooperation of the employees in formulating and carrying . out safe working practices. Safety committees consisting of employees, supervisors, and. representatives of management are recognized as the most practical method of achieving safety consciousness in all levels of mining company organization.

Joseph Hartshorne was born in Philadelphia in 1852. He died Aug. 23, 1918. After graduating from Haverford College, he took a special course in chemistry at the Massachusetts Institute of Technology, and later at the University of Pennsylvania. He started with The Pennsy!vania Steel Co. as an apprentice in 1873, working in the laboratory and mills for two years, and then one year as foreman in the Bessemer Department. Next, he was assistant chemist in the second Geological Survey of Pennsylvania. In 1878, he went to Prance to investigate the Pernot open-hearth furnace for the Cambria Iron Co. Upon his return, he assisted in designing and erecting the plant in Johnstown and was foreman of a turn for one year, and superintendent for the next. In 1881, he became superintendent of the Bessemer and rolling-mill departments. In 1884, he went to Pottstown and also made a trip to Europe to investigate the Bessemer basic process. Upon his return he dcsigned and erected the basic Bessemer plant for the Pottstown Iron Co., and was superintendent there until 1893, when the company failed. Since then he has been a consulting metallurgical engineer, and expert in patent cases. The !most important of the latter was that of Krupp versus Midvsle on the armor-plate patent case, in which he was leading cxpert for Midvale. He was a good linguist, having command of French and German, and a fair knowledge of Italian and Spanish. In all, he made eight professional trips to Europe.

On Jan. 1, the office of the. National Service Committee was established at 502 McLachlen Building, Washington, D. C. The first work was to review current legislative information; which is being continued and good results are accomplished. Whenever matters of importance appear in the Congressional Record, notice thereof with such documents as are germane are forwarded to the members of the committee for their information and advice. The first formal report of the chairman was on the so-called Smith-Howard bill to secure Federal endowment for the establishment of engineering research. The chairman of the Committee, at the request of the Executive Committee of the Engineering Council, appeared before the Senate Committee on Education and Labor for the purpose of opposing those features of the so-called Kenyon bill which would create a practically permanent commission dominated by the Engineering Corps of the Army over all Federal engineering projects as well as state and municipal projects receiving Federal aid. The greater part of the time has been expended in correspondence and consultation on the matter of the establishment of a Department of Public Works. The results of this work lead to the belief that there is much promise of the establishing of such a department by the 66th Congress Hall members of engineering societies, as well as the societies themselves, will unanimously agree on and support a measure, and in order to secure such unanimous support, it will be advisable to call a conference of engineering societies. .

Meeting of Dec. 19, 1913.-The President reported the appointment of the Committee on Junior Members and Affiliated Student Societies, and the Committee on Coal and Coke, which .appointments were approved. The President was authorized to appoint the members of a Committee on Safety and Sanitation. The President appointed the Finance Committee of the Institute as a Committee to audit the accounts of the Treasurer (By-Law V). On the recommendation of the Executive Committee, Charles F. Rand was appointed a representative of this Institute on the Board of Trustees of the United Engineering Society for a term of three years (By-Law XIV of the Institute, By-Law XI of the U.E.S.). The Executive Committee reported that it had passed the following resolutions: That the next summer meeting of the Institute be held at Salt. Lake City during Aug. 10 to 14, 1914, inclusive; That an exchange of .the Bulletin and Transactions be made with the Canadian Bureau of Mines; That a sum of $50 be contributed for the year 1914 to the Commission publishing the Annual Tables of Physical and Chemical Constants; That the Secretary be given power to reduce at his discretion the number of exchanges between the Bulletin and other publications which are not retained as a permanent part of the Library; That the contract for binding Volume XLV of the Transactions be awarded to the Butler, Ward Co., in accordance with their bid of Nov. 21, 1913;

Two types of decline curves are considered and their applications are discussed. The first is the well-known semilogarithmic decline curve having the rate of production plotted on the logarithmic scale and the time on the horizontal scale. The other curve is the percentage of oil in the fluid versus cumulative production, and it is plotted on Cartesian coordinate paper. These curves are illustrated by carefully and adequately labeled graphs. Where conditions permit application of both types of curves for rationally determining the reserves of a well, both should be applied and the most conservative reserve should be chosen. Formulas are given for determining the economic limits. For a semi-l~~arithmic~decline curve the formula is: A = B X C X D X E X F or B = A/C ? D X E X F A = total monthly operating cost (average of past year), B = economic limit in barrels of oil per day, C = days in an average month = 30.4, D = market price of crude per barrel, E = 1-royalty, F = 1-gross production tax, G = water production in barrels per day at the economic limit, H =per cent oil in fluid at economic limit. The economic limit for a per cent oil in the fluid curve is: H = B/B+G X 100 The semilogarithmic decline curve is treated first. Straight-line extrapolations on semilogarithmic paper follow the compound interest compound discount law, hence the ensuing formulas derived from this law may be used in computing reserves for such extrapolations: [1___1/(1+Y)]

IT is generally understood by workers in the field of the crystal struce ture of metallic alloys that terminal solid solutions are of two types, the substitutional and the interstitial. In reviewing the literature, the work of Weiss1 on the crystal structure of the alpha copper-tin alloys wa-encountered, in which a new type of terminal solid solution was proposed. In brief, Weiss' findings showed that the density of the alloys calculated from the side of the unit face-centered cube on the assumption of simple substitution-that is, with four atoms to the unit face-centered cell-was much higher than the density measured directly. It was suggested that the assumption of four atoms to the unit cube is not valid for these alloys, and that each unit cube contained less than four atoms; in other words, that one tin atom replaces more than one copper atom, leaving some atomic positions unoccupied. Such a structure, if verified, would have far-reaching significance in the study of the crystal structure of metallic alloys. It would indicate a complexity in terminal solid solutions not hitherto suspected and might encourage work leading to the discovery of other alloys of the same type, and perhaps to types intermediate between it and the two recognized types. It is of importance, therefore, to reinvestigate these alloys with respect to the type of solid-solution structure obtaining therein.
