A special war committee of the Engineering Council has been appointed to assist other committees of the United Engineering Societies having to do with the development of the arts and sciences related to warfare. One of the principal functions of this additional committee is to pass upon the probable value of new inventions. The new committee has established headquarters' in the rooms of the Naval Consulting Board in New York City, and has received the franking privilege of the Post Office Department.

Everything from mineral depletion allowances to tax deferments kept the Republican President and the Democratic Congress from settling their differences. When the Seeley W. Mudd Memorial Fund was established in. 1929 the donors mentioned certain types of projects to which preference might be given in selecting those to he financed by the income from the Fund. One suggestion. was that the projects "be of particular benefit to young engineers." This modest little book meets this specification most aptly. It seeks to guide the engineer-particularly the young one-with the least loss of time and effort to the most convenient source of authentic information regarding any topic in which he may at the moment be interested. Knowing the best place to find the literature on a subject is almost as valuable-and far more practicable-than maintaining a library of one's own large enough to provide the information.

INDIVIDUALS and small companies have discovered and brought into production the mining districts of the United States. Hardly an exception comes to mind, save for the disseminated copper properties and the great iron mines. In spite of this fine record that has made possible the industrial greatness of the country, mining by small companies and by individuals has become a vanishing phenomenon. In Nevada, the lair of rugged individualism, there are fewer operating mines and fewer miners than at any time since the 1860's. The situation in other states is nearly as desperate.

C. W. WASHBURNE, New York, N. Y. (communication to the Secretary *).-We are indebted to Mr. Pack for his detailed description of a rapid method of estimating the oil reserves in large fields. Although his method will give only a rough approximation of the reserves, nevertheless it is much more reliable than the saturation method. The saturation method should not be used when any other method is available. The paper describes a generalized method, which is especially useful in estimating the total resources of a Nation or State. Properly it is a method of estimating the oil that can be extracted by common methods within a given period of time. It does not account for

At the meeting of the Board of Directors held Tuesday, Feb. 18, 1919, there were present nineteen Directors and the Secretary of the Institute. The following officers were elected for the year: A. R. Ledoux, first vice-president; George D. Barron, treasurer; Bradley Stoughton, secretary; and the following committees: Executive Committee, Finance Committee, Library Committee, Committee on Papers and Publications, Committe on Membership. The personnel of these committees will be published in the Year Book. A vote of thanks was passed to each officer and member of the several committees that arranged the New York Meeting of the Institute. The meeting dates for the Board were arranged for the year.
