R. W. NEWCOMB, New York, N. Y. (written discussion*).-0n page 1712, the middle paragraph states that, in industrial equipment, only the single-step method of automatic regulation has been applied. Quite recently, there has been developed an automatic temperature regulator, operating in conjunction with a pyrometer of the thermoelectric type, in which the control is a slow regulation, with a range capable of regulat-ing valves, dampers, rheostats, or any other rotatable member, through one or more complete revolutions. It can control two valves at the same time, with a fixed definite ratio between them. Aside from those conditions in which it is. necessary to control two valves with a definite ratio one to the other, the greatest advantage that this slow, even control will have over those controls that are either all on or all off, will be for use in connection with processes where a large temperature variation is required, extended over a considerable period of time; that is, where the temperature must be regulated along an in-creasing or decreasing time-temperature curve.

October Meeting of the Institute.-Invitations have been sent to the members of the following societies through the respective Secretaries to attend the October meeting of the Institute and the Dinner which will be given on the evening of Oct. 17 : American Society for Testing Materials, American Iron and Steel Institute, American Society of Mechanical Engineers, American Society. of Civil Engineers, American Institute of Electrical Engineers, . American Foundry men's Association. Members of these Societies have also been invited to contribute to the discussion of the various papers to be presented at the meeting, a revised list of which appears in the notes of the Iron and Steel Committee on p. vi. Many individuals of national and international prominence have also been invited to contribute discussions of these papers, and the response to these invitations has been extremely encouraging.

AMONG electrical manufacturers, interest in the outlook for copper supplies has not diminished despite signs of a healthier market following price decontrol. Reason: Electrical utility industry output is expected to grow at an average annual rate of 6 pct for the next 15 years. A more graphic description of the growth ahead is given in the Eighth Quarterly Report of the Director of Defense Mobilization as follows: "Power generating capability, which amounted to 63 million kw at the time of Korea, now stands at more than 81 million. The established goal for installed capability at the end of 1955 is 116 million kw. Orders already on the books of power equipment manufacturers, if fulfilled on schedule, will bring installed capability to over 123 million kw by the end of 1956-and more orders for equipment are yet to come." These statistics portend an impressive requirement for copper, not only for power plants and distribution lines themselves but for the multitude of industry and domestic end-uses.

Although the role of slope stability has not changed, there have been changes in the mining industry which affect the geotechnician engaged in slope stability studies. The deposits currently being mined or evaluated are technically difficult , capital intensive, and economically marginal. In addition, many mining companies are now either controlled by oil companies or are financing projects through bank loans. The mining investor or decision maker is, therefore, often more sophisticated financially, but less sophisticated in mining terms. The impact of these changes will be to force the geo- technician and mining engineer to attempt to quantify risk and financial implications of a slope design. In conclusion, this paper outlines several questions which mining engineers should be asking those engaged in geotechnical studies and indicates the necessity for the mining engineer and geotechnician to work together and quantify the financial risk associated with a geotechnical design.

This magazine contains articles on a wide variety of subjects, as do most technical magazines. Several years ago the engineering societies of Colorado turned over to the Public Library of Denver their technical libraries and the Public Library now has a Technical Department serving engineers This library has been enlarged and is supported by the state as well as the engineering organizations of Colorado A bimonthly New Books List is sent out from the Technical Department to all engineers on the mailing list. Books will be lent for the cost of transportation The Technical Department endeavors to keep a file of all state and some foreign publications on mining, geology and engineering Effort will be made to borrow from other sources, any publications which are not on file. The Technical Department does research, compiles bibliographies and answers reference questions. DURING the course of the present investigation of alloy phases involving transition metals, phases were found in the systems Os-Ta, Os-W, and Ir-Ta. The (Os, W) phase was also recently reported by Raub.1 Pertinent information is given in Table 1. The approximate composition range of sta- bility was determined metallographically on arc-melted buttons that were annealed 72 hr at 1200°C and water quenched. X-ray powder patterns were obtained with a 114.6 mm diam powder camera using filtered copper radiation. The composition for (Os, W) given by Raub (66 atomic pct W) is in agreement with the composition range reported here. However, the lattice constants reported by Raub are: a0= 9.913±0.007, c/a= 0.515. The reason for the discrepancy between the lattice constants reported by Raub and those given here is not known. Acknowledgments The authors wish to thank M. H. Mueller and H. W. IF it be admitted that the use of the metric system of measurement is desirable, and that it will be well, as urged by one of our engineering societies, to show upon all our plans or drawings a metric scale in addition to a scale of inches, then it becomes important to introduce some ready means of drawing these scales. For many present purposes it is quite sufficient to space off and to draw them with the common dividers and the right-line pen, but if the number of drawings made or copied in an engineer's office, and upon which scales must be shown, is more than two or three daily, then some more mechanical or automatic means should be provided. For a great majority of detail drawings, a simple transcript of the surface of a good two-foot rule would answer every purpose, and probably the best comparative showing of the metric scale would be made by drawing a line of millimeters close by the side of the line of sixteenths. ORE at the Jeffrey mine of Canadian John Mansville at Asbestos, Que., is hoisted by two 12 1/2 - ton capacity aluminum skips, counterbalanced. When the loaded skip reaches the surface it empties, via its sliding door, into a bin. Simultaneously, the skip tender, who operates at the 940 level, loads ore into the alternate skip from a 12 ½ -ton measuring pocket. This done, he sets the skips in motion. Problem: When moisture content of the asbestos ore is high, the ore, unknown to the skip tender, some- times sticks in the dumping skip, preventing complete discharge. Moreover, the sliding skip doors sometimes jam and stay open after the ore is discharged. If a skip in this condition is lowered, the result is either an overflow of ore, or the ore discharges through the open skip door, down the shaft. Spilled ore must then be mucked out of the spill pocket and hoisted in 2-ton cars. Cost is high, time is lost, and the shaft is sometimes damaged. Solution: A television apparatus was installed so that the skip tender might quickly spot improper door operation or hang-ups at the dumping station.

A new departure of unusual importance in Institute annals was in-augurated by the trip of President Philip N. Moore to the Local Sections at Nevada, Southern California, San Francisco, Seattle, Spokane, Montana, Utah, and Colorado. Everywhere the visit of the President was the occasion of an enthusiastic and successful meeting, which is reflected in the account, published under the different Sections in this and other Bulletins. The President also joined the members of the Columbia Section in their visit to Nelson, British Columbia, at the International Mining Convention, which was attended by mining engineers of Canada and the United States. The President of the Canadian Mining Institute, as well as the officers and members of the Western Section also attended this convention. For full particulars we recommend to our readers the ac- count of this very interesting meeting, which is given on another page of this. Bulletin. It is believed that this is the first meeting between the mining engineers of America and any other country since America joined the Allies. The Secretary of the Institute accompanied the President at the first four meetings and was expecting to attend the others also, but was called home by a death in his family.

C. S. Smith has described a method for measuring the relative values of different solid-solid and solid-liquid interfacial tensi0ns. When a polyphase alloy is held at an elevated temperature, individual particles of each phase adjust their shapes and minimize the interfacial energy. Wherever three interfaces meet, the dihedral angles are such that the three interfacial tensions, considered as forces, are in equilibrium. When the angles between three forces in equilibrium at a point are known, it is possible to determine any two in terms of the third. In this way ratios of interfacial tensions have been .obtained. The value of a given interfacial tension ratio was found to be independent of the alloy system from which it was determined. Smith also has employed the method when one of the phases is liquid. When equilibrium is reached with respect to In the course of work on grain growth in high purity aluminum a simple optical method was developed for detecting the presence or absence of preferred orientation in annealed specimens. Last spring the suggestion was made that the national engineering societies offer to assist the War Department in the formation of an engineer reserve in the United States Army. The suggestion was brought to the attention of some of the officers of the Army, who commended it and confirmed the belief that the need of such a reserve was a real one; that the European war had distinctly shown that engineers in time of war are required on a scale never before realized and of great varieties of experience. In our own army no adequate provision is made for great numbers of engineers, for although the corps of engineers is composed of men of the very highest professional proficiency in certain lines it is greatly short of the numerical strength that would be immediately required. Acting on this suggestion, the American Society of Civil Engineers, the American Institute of Mining Engineers, the American Society of Mechanical Engineers, the American Institute of Electrical Engineers and the American Institute of Consulting Engineers appointed committees authorized and directed to take such steps as might be advisable to urge the organization of such a reserve corps as part of the. regular army, and so assist in putting the United States in a better condition of prepared-
