M R. WEIGEL'S present position as Chairman of the Institute's nonmetallics group arises from twenty years of experience in that field, from 1921 to 1926 as mineral technologist for the Bureau of Mines, in Washington, and since then for the Missouri Pacific R.R. Co., with headquarters in St. Louis. This rail- road serves an extensive region in and about the southern central states, from Omaha to the extreme southern tip of Texas, and from southern Illinois to Pueblo, Colorado, and it is Mr. Weigel's job to get as much freight for the road as possible from the mineral industry in this area. Much of the present and potential mineral production is in the non- metallic group.

INTRODUCTION From a tax viewpoint, United States mining companies are at a substantial disadvantage in the international mining area compared with companies in other major capital-exporting countries, according to a 1975 study by Coopers & Lybrand for the American Mining Congress. The study compared the relative tax position of a United States investor with investors from Belgium, Canada, France, Germany, Japan, the Netherlands, Switzerland, and the United Kingdom. The comparison was based on average rates of return realizable by investor companies on four mine-model investments in twelve capital-importing countries. The countries in which these investments were assumed to be made are varied in their tax systems so that a wide range of possibilities was included in the analyses. Each mine model was standard so that the rates of return for each investment by each investor were affected solely by the respective tax systems of the capital-exporting and capital-importing countries. UNITED STATES POSITION The study found that the United States competitive position, in terms of the average rate of return on an overall basis, ranked next to last among the nine capital-exporting countries in the study. Further, the United States overall rate of return is more than 20% below that of the country (Japan) with the highest overall rate of return. On an average return-on-equity basis, the United States' position among the nine investor countries, for each of the mine investments studied, was: copper, eighth; iron ore, sixth; nickel, fifth; manganese, a tie for last place. Figure 1 shows the overall results realized by each capital-exporting country on the basis of average return on equity. [ ] The frequency with which a given capital-exporting country attains the highest or next highest rate of return in a capital-importing country provides further insight and another basis for comparing the tax laws of the capital-exporting countries. Of the situations compared in the study, the United States never attained the highest rate of return, and reached the second and third highest rate of return in only two instances. The tables showing the frequencies of rankings are given in Table 1 for each of the four mine models. In summary, the United States mining company does not have a competitive advantage under the tax rules when competing for mineral concessions in other countries. The United States company, in fact, appears to be at a clear disadvantage. The study also considered the effect of the following recent tax proposals on United States investors in international mining ventures:

WHEN men drive haulage equipment ranging up to 22 tons in an open pit operation, they must live with the realization that their safety is dependent upon the machines they drive and how well they operate them. The hazards inherent in their jobs must be recognized, met, and defeated. It comprises a never ending struggle toward perfection-an almost un- obtainable goal. The Jones & Laughlin Benson Mines, at Adirondack State Park in New York, created a safety program which resulted in only one three day lost time accident from April 1948 to April 1952. At the very start of the program, management of the open-pit operation recognized the hazards existing at Benson. The program was designed to meet each danger. With a knowledge of the problem faced, the process of minimizing each facet was planned along lines of maintenance of equipment and training of personnel. Its success is evident. In the ever-present struggle, care and maintenance of machines and application of experience to new equipment design are mainstays. Truck Haulage Benson produced 2.9 million tons of crude iron ore and 1.6 million tons of waste in 1951. To do the job, truck mileage reached 500,000 miles. The tremendous mileage emphasized to safety planners, the fact that the more work done, the greater the possibility of risk in haulage operations. Instrumenting the aim of the safest equipment possible is a methodical servicing program. Like other segments of the drive, the servicing program is based on greater production with fewer accidents. Every truck is serviced at least once per eight-hr shift. Examination includes inspecting and tightening wheel studs, checking tires, steering apparatus, lights, brakes, wipers, heaters, fire extinguishers, and refueling. A running history of the equipment's operating life is kept in the form of service and maintenance records. Machine operators are constantly on the alert for malfunctioning of units. At the first sign of trouble the truck is returned to the garage for exchange. No truck functioning incorrectly is kept on the line, regardless of its shift check schedule. The program resulted in a reduction of the number of costly overhauls and cut down the number of haulage accidents. Miscellaneous Mobile Equipment Auxiliary units, operating within the pit, have presented definite safety problems. The highest accident rate in the pit occurred on trucks carrying water and bits to the churn mills. The weight and awkwardness of bits and drill stems, combined with remote delivery points were direct causes of numerous accidents. Here, the problem has been one of equipment handling, rather than haulage. All air compressors for secondary drilling are truck mounted, facilitating mobility. In addition to making it easier to move the equipment, truck mounting has eliminated many of the hazards connected with relocating machinery. By making air compressors independent of other units, drilling operations have been speeded up considerably. Unseen rocks in the path of moving vehicles are a constant source of tire damage. At Benson the problem has been met by supplying each loading crew with a bulldozer for cleanup operations. The pitman directs the dozer operation, and when truck drivers back into loading areas, he serves as an extra set of eyes. Modern Truck Garage Provides Drive-Through Service Simplicity is the essence of any preventative maintenance program. At Benson, a modern garage, with a drive-through service bay simplifies servicing. Shift inspection of the 22-ton haulage units is accomplished with minimum delay and maximum thoroughness. Major repair work and periodic overhauls are done in the repair section of the truck garage. Crane facilities for handling heavy assemblies ease the job and add to the safety factor. "The Southern Cross mining district was discovered during the early rush of gold seekers over Montana following the discovery of gold in 1861. Placers were worked near the Atlantic Cable mine in 1866, and soon attention was turned to quartz lode mining. High grade ores were discovered in the North Atlantic claim, adjoining the present Southern Cross group. The early metallurgical treat¬ment of these ores was by means of arrastres, a crude form of amalgamating mill, illustrated on the page opposite. This old arrastre located by the roadside on Warm Springs creek, was built by Barker Bros. in 1879. Further discoveries overtaxed the capacity of this plant, and in 1875 Thomas' Stuart employed a contractor named Jeptha J. Corner to convert the old Wilson & Fifer sawmill located at the Big Spring into an up-to-date gold quartz mill. 'For this trans¬formation Corner received the sum of $1,400.00. The illustrations give a good idea of the nature of its construction. Practically no iron was used in the mill, excepting for the stamps, dies and cams and cam shafts. Whether or not the saving attained reached the limits of present day perfection is not known. There being no steam boilers available, the early prospectors believed in the principle of conservation of fire wood, water power was therefore used, generated by a ""direct-connected"" over-shot wheel. Water for power purposes was supplied by the nearby spring. History fails to record the tonnage treated in this relic of early Montana milling practice.The ores of the Southern Cross district have not proved readily amenable to mill treatment, but being largely composed of iron oxides, they are most desirable fluxing ores for smelter operations. The B. A. & P. Ry. extends into the district. Electric power is furnished by the Flint Creek 'station, three miles distant."

"The pumping of the underground water of the Butte mines is largely done from two central plants of the Anaconda Copper Mining Co. The mines of one part of the mining district are served by a modern and mechanically efficient underground plant at the High Ore mine, and the remaining part by a similar one at the Leonard mine. Properties not affiliated with the A. C. M. Co. have separate pumping plants, although in several instances that company handles the water of outside companies, under which arrangement costly single plants are dispensed with. An extensive system of underground crosscuts and drifts connects these mines to both the main pumping plants, so that either may receive the water from all the mines in case there should be a failure in the other to perform its designed service.Quintuple) vertical electric pumps, 7 inches by 12 inches each, of a capacity of 600 gals. per minute under a head of 1,203 feet, are installed at both the plants. Each pump is direct connected to two 150 h-p. motors using 2,300 volts, the motors being on top of the pumps.At the High Ore plant the power cable of 400,000 c. m. is placed in a nearby shaft, the cable at present being hung from the surface to the 2,200 level. From this cable feeders of 300,000 c. m. are laid in connecting crosscuts to the pumping station at the High Ore shaft.The Leonard motors use 440 volts. The practice of building the pumps with the motors on top requires stations with high roofs, but permits the operation of the pumps if they should be submerged by an unusual flow of water."
