At its meeting on February 21, 1933, the Board of Directors passed the following resolution defining and expressing the policy of the Institute with respect to official participation or action in controversial matters: WHEREAS, the Board of Directors at its last meeting passed the following resolution : "The Board of Directors, having been appealed to by several Local Sections for advice concerning the attitude and policy of the Institute relating to the endorsement of candidates for public office, the following statement of policy is formulated: "Whereas, the American Institute of Miming and Metallurgical Engineers is organized for purely professional and scientific purposes, and whereas diversity of opinion among its members on partisan or political questions is inevitable, it is the ex- pressed policy of the Institute to refrain from official participation or action in political and semi-political matters."

Why, in an age when natural resources are available on a scale heretofore unknown, and when there is an unprecedented need for them to be developed, have would leaders been unable to find solutions which world concert the under-developed nations into developing nations? With investments in natural resources declining relative to world needs, it is necessary to reverse this senseless trend. This article is an examination of the paradox based on worldwide aspects of the mineral development field, and suggests a possible solution.

REVIEW of the literature on hydrogen in steels indicates that inadequate consideration has been given to the influence of temperature gradients on segregation of this element. Even when segregation has been taken into account, the interpretation of the data has been seriously handicapped by incomplete understanding of the mechanism by which it occurred. Recognition of a mechanism which will be described as "thermal segregation" appears to rationalize many of the observed effects so well that it will be reported here with some preliminary experimental evidence. The complete quantitative evaluation of the factors controlling the mechanism will require extensive experimentation. Albert Ludwig Serlo was born February 14, 1824, at Crossen-on-the-Oder. After completing his school-studies and his training as a mining official, he received in 1851 an appointment as Royal Manager of salt-works (Salinenfactor) and member of the Administratioll of Salines at Konigsborn, near Unna, Westphalia. The issue of new regulations for the training of higher State officials in the Department of Mining, Metallurgy and Salines, led him to pass in 1856 a special examination for the rank of Assessor, in consequence of which he was called to Berlin, to serve for a few months as an assistant in the Ministry of Commerce, which had charge of mining, etc. In the same year he became Bergmeister and member of the mining administration at Bochum, Westphalia, and in 1858 Oberbergrath and member of the provincial administration, called the Oberbergamt, having its headquarters located at Dortmund. The death of Privy Councilor Bruno Kerl, on March 25, 1905, terminated a distinguished and useful career. Bruno Kerl was born March 24, 1824, at St. Andreasberg in the Harz, and entered in 1840 the mining school of Claus-thal, where he studied for three years, working at the same time in the mines and stamp-mills. After an additional year of practice in the silver-reduction and iron-works of the Upper Harz, he passed his examination as a metallurgical graduate, and studied for a gear at Göttingen under Wöhler in chemistry, Hausmann in mineralogy, and eminent teachers in other branches. In 1846 he was employed at the Oker works, but very soon left this post, to become a tutor in chemistry, metallurgy, etc., at Clausthal, where he continued to labor until 1867. During this period the Clausthal school became a completely equipped Mining Academy, and Kerl was made in 1862 a full professor. Meanwhile, in addition to the work of instruction, he discharged, simultaneously or successively, the duties of many responsible official positions in the Royal Hanoverian administra-

PROSPECTING for oil in Spain has been going on for many years but only in a very haphazard way and without adequate geological or technical advice. Shallow wells have been drilled in several provinces but, for the most part, they have been doomed to failure from the beginning because of unfavorable geological locations, inadequate drilling equipment inexperienced operators, or lack of sufficient capital. Geologists seem to agree that the most favorable chances for commercial fields are in the northern part of Spain where the petroliferous Triassic beds underlie Cretaceous and Tertiary sediments. The prov-vinces of Santander, Burgos, Alava, Vizcaya, Navarra, and Guipuzcoa seem to offer the most promising localities. Several shallow wells have been drilled near Villamartin about 60 Km. northeast of Cadiz. One of these wells produced a small quantity of light oil but was never operated. The Spanish Government has been drilling on a well in this district for some time, using the Russian free-fall drilling system. The present depth is about 3000 meters. Several years ago the Compania Petrolera Franco-Espanola drilled a well to a depth of about 700 meters near Elorrio, province of Vizcaya. A diamond-core drill was used. The well was located on vertical Cretaceous beds near an igneous dike. The same company, in March, 1923, made a new location about 500 meters away from the first well and the same distance from the dike, in beds dipping about 80°, and is now drilling its No. 2 well. The last depth reported was about 200 meters.

(written discussion?).¬A study of this paper raises a question on which it is hoped Mr. Stork will throw more light; that is, why does an oxygen content generated on poor melting conditions have a deleterious effect on the properties of the iron, while an oxygen content generated by the oxidation of steel scrap in the cupola is beneficial to the strength and chilling ability? In each case the oxygen is absorbed at the same time and place in the process of melting and it is by no means clear why the superiority of semisteel should be assigned solely to its oxygen absorption, when oxygen absorbed without the steel addition is admitted to be injurious. It is not apparent why oxygen caused to be absorbed by the steel addition should not pro-duce the effects of burning, sluggishness, slag inclusions, gas occlusions, etc., the same as oxygen absorbed by the iron in the cupola for any other reason, and it would seen that other factors to which he has not given sufficient emphasis must enter into the author's results. To an impartial reader of this paper, who was most favorably inclined toward J. E. Johnson, Jr.'s theory of the improvement of cast iron by oxygen, the discrepancy in the author's reasoning or statements is difficult to accept, and it is hoped that an explanation will appear in the final discussion.

THE, prices of crude petroleum and its derivatives have shown an upward trend from 1915 to 1920, and a downward trend from 1920 to 1923, see Table 1. Over the former period, oil prices were dominated by the rapidly increasing demands and inflation incident to the war and its aftermath, while over the latter period oil prices were influenced at the outset by deflation and then by the conditions of overproduction that have characterized the past three years. The purpose of this paper is to analyze the broader features of the more recent price movements in the petroleum industry and to relate these features to basic economic conditions in the industry. INDEX NUMBERS OF OIL PRICES The analysis and comparison of price movements may be facilitated by converting actual prices into relative prices, or index numbers, with 1913 taken as a base of 100. In this way, the various price groups are expressed as percentages of the 1913 prices and may thus be readily compared with one another or with the average prices of other commodities similarly expressed. Table 1 gives the index numbers representing the average prices of crude petroleum, gasoline, kerosene, fuel oil, lubricating oils, and all commodities. The last named is the index of all commodities as published by the U. S. Bureau of Labor Statistics and .is widely accepted .as the official measure of the general price level. The index numbers of oil prices were calculated by the writer from weekly quotations published in trade journals.

The Library of the above-named Societies is open from 9 A.M. to 10 P.M. on all week-days, except holidays, from September 1 to June 30, and from 9 A.M. to 6 P.M. during July and August. The Library contains about 55,000 volumes, including sets of technical periodicals and the publications of scientific and technical societies. Members of the Institute, with few exceptions, are forced to spend a portion of their time in localities isolated from sources of information. To these the Library can render valuable service through correspondence; letters requesting information will receive special attention. The Library is prepared to furnish references and copies of articles on mining and metallurgical subjects; to determine the existence of mining maps, and to furnish general information as to the geology and mineral resources of all countries. All communications should be made as definite as possible so that the information received may be what is desired and not include collateral matter which may not be of interest. The time spent in searching for such collateral matter will be saved and the information will be sent more promptly and in more usable shape. The members of the Institute can be of service to the Library by forwarding copies of mining reports, maps privately issued, and similar material, which will be classified, indexed, and made available to other members. Suggestions for additions to the Library, either by purchase or personal solicitation as gifts, will be welcomed. It is hoped that members while in the city will use the Library freely, and assurance is given that most careful service will be rendered to them.

EARLY in November attention was focused on the interchange of views between Paris and Wash- ington with respect to the proposed examination of Germany's capacity to pay. It appeared finally that the limits imposed by the French were too narrow and consequently the conversations were discontinued. In Germany there were stirring events. Hitler, with Ludendorf in the open, attempted a coup d'etat in Bavaria, but failed quickly and ignominiously. The former crown prince re-entered Germany, with the sanction of the republic, and took up his abode at his castle in Silesia. On Nov. 13 Chancellor Stresemann informed repre-sentatives of the Rhineland and the Ruhr that those territories thenceforth must shift for themselves politically, economically and financially, the federal treasury being no longer capable of caring for unem-ployment in the occupied territory. This was equiva-lent to putting the burden of supporting the people of that region upon. France and Belgium. There have been negotiations toward the creation of a Rhenish-Westphalian state, independent of Prussia, but under the sovereignty of the Reich. Failing to receive a vote of confidence at the end of this month, the Stresemann Ministry resigned. President Ebert considers it may be necessary to create a government independent of Parliamentary authority. The Ruhr Industrialists have signed an agreement with France until April 15, 1924 by which they have agreed to pay back coal taxes for the first ten months of this year, and deliver 18 per cent. of their production as reparations until the expiration of the agreement. The British government found itself in a precarious position with respect to support and a dissolution of Parliament was announced, with a general election to occur early in December.

This paper was prepared for the purpose of answering some of the many questions as to why, in the construction of Pennsylvania's Coal Mine Schedule Rating Plan, various factors were, or were not, taken into consideration. Much has been written about merit and schedule rating of industrial risks from an actuarial viewpoint, therefore this phase of the question is taken up only so far as may be necessary in presenting the practical application of the plan now in use. Companies writing fire insurance, about 30 years ago, were the first branch of insurance to use schedule rating; the values assigned their items were largely a matter of judgment. In 1913, the Industrial Commission of Wisconsin evolved the first schedule rating plan to be applied to industrial risks under compensation insurance. Pennsylvania, in 1916, with the inception of its Compensation Act, was the first state to apply the principles of schedule rating to coal mines. A definition of the term "schedule rating" submitted by the writer in a brief to the Safety Committee of the United States Coal Commission is as follows: Schedule rating, as applied to compensation insurance, is an instrument to measure the hazard of known causes of accidents to which employees are exposed in industry and thereby determine an insurance rate commensurate with said hazard. It was first applied to Coal Mining in 1916 in Pennsylvania.' In other words, for a mine operator to insure his employees for injury under the Workmen's Compensation Act, it is necessary that he pay a certain premium based on his payroll. If all mines were assessed the same premium, it would be unfair for the mine with low natural hazard, good safety conditions, and good accident experience to pay the same premium as a mine with bad conditions and experience, therefore schedule rating was introduced.2

The House Committee of the Engineering Societies Building has lent to he members of the three welfare committees a room on the ground floor of the building where they can carry on some of their war activities. Two sewing machines and two knitting machines are installed there and ladies are invited to sew for the Foreign War Relief Committee and knit for the Emergency Committee, which is working for the 27th Engineers, a special mining regiment. The Emergency Committee, Mrs. H. Norman Spicer, Chairman, reports the formation of a committed of 21 members. The organization meeting was held March 7, and plans were made for future activities as follows: A letter was read from Mr. Ingalls asking for 72 sweaters, 72 helmets, 66 pairs of wristlets as well as 772 pairs of socks, 272 being for immediate delivery. To meet this request it was decided to secure the helmets and wristlets from the Navy League, and to undertake the making of the sweaters and socks ourselves. Accordingly Mrs. H. N. Spicer and Mrs. J. H. Devereux were empowered to buy wool in sufficient quantities, and woven material for the 72 sweaters, sending the bills to Mr. Ingalls, who had guaranteed the money from the Engineering and Mining Journal. This was attended to promptly, and the materials were ready for distribution to the committee on March 13. After considerable difficulty, knitting machines for the socks were discovered and the agent came to demonstrate them. Mrs. Spicer gave one to the Committee and Mr. Ingalls has guaranteed the money to buy two when the manufacturers can deliver them. Up to April 6, 130 pairs of socks, machine and hand-knitted, have been handed in-also 68 sweaters, 80 helmets and 90 pairs of wristlets. It has been calculated that it needs five women knitting behind each man at the front to keep him continuously supplied with knitted garments.

AN earthquake caused an upheaval in Japan, started fires which destroyed large parts of Tokio, Yokohama and Hakone, and with tidal waves and other consequences extinguished some 68,000 lives and much property right at the beginning of September." Also on Sept. 1, the Italians, offended by the murder of members of the Albanian frontier commission by Greeks, occupied the Island of Corfu, which was viewed as an act of war by Italy against Greece. An appeal by the Greeks to the League of Nations was flouted by the Italians. One of the consequences of these affairs was to throw discredit upon the League of Nations and to excite doubts whether it would be able to survive. On Sept. 19, Greece made the formal apology to the Allies collectively and following that the Italians with-drew from Corfu. During this month also the embroilment between Italy and Jugoslavia over the matter of Fiume came again into prominence. In Bulgaria there was a communist uprising which was promptly put down by the government. The whole country was put under martial law. On Sept. 13 there began a military revolution at Barcelona, in Spain. On Sept. 14 the king of Spain accepted the revolution and charged the leader with the formation of a new government. Cosgrave was reelected president of the Irish Free State, without there being any disorder. Great Britain paid the remainder of her silver debt to the United States, thus writing finis to the Pitman Act. The position of Germany went from bad to worse during September. The mark has become valueless and the business that is being conducted is largely on a gold basis once more, in terms of dollars and pounds sterling. Chancellor Stresseman announced Sept. 24 that the German government had decided to abandon pas-sive resistance to the French and Belgians immediately and unconditionally.

The price records of seven representative mineral commodities for the 68-year period 1890 through 1957 have been compiled and analyzed for significant trends. When these records are reduced to real prices in terms of dollars of constant purchasing power or to the purchasing power of industrial wages at average rates, a substantial overall fall in prices is revealed. This downtrend contradicts the widely held concept that heavy drafts on a mineral resource must lead to scarcity, reflected in rising prices. Three metals (aluminum, copper, and pig iron), two fuels (bituminous coal and petroleum), and two nonmetals (sulfur and cement) have been chosen because of their pre-eminence in their respective categories, their significance in an industrial economy, and the ready availability of their price records. It might be added that these seven commodities were selected before any price figures were compiled; none was selected or rejected to substantiate any preconceived notions as to price trends. The overall importance of the seven is demonstrated by the fact that, taken together, they composed over three-fourths of the value of all minerals produced in the U. S. in 1957. The first step in the analysis was to reduce the price records to a basis for significant comparisons. Two such comparisons have been made: 1) The quantities of each of the commodities that could have been purchased for an average hour's wage in each year, and 2) the unit price of each commodity through the years in terms of deflated dollars. These data are set forth in the accompanying table and two charts. The quantities of the mineral commodity purchasable with the average wage for one hour's work in all manufacturing industries through 1926 were based on annual average prices and on average annual wage rates determined by Paul H. Douglas and published in his "Real Wages in the United States, 1890-1926." The series was extended through 1957 by the Bureau of Labor Statistics, U. S. Department of Labor. Calculations based on these data show that the average worker could have purchased 1.28 lb of copper with his hourly wage in 1890, whereas his hourly wage would have purchased 8.11 lb in 1957, an increase of 633 pct in the 68-year period. An average hour's wage would have bought 10.85 gal of petroleum in 1890, compared with 33.04 gal in 1957. Even more spectacular is the increase in sulfur, of which 25.25 lb could have been purchased with the 1904 average hourly wage; 223.08 lb were purchasable with the wage in 1957—an increase of 883 pct. Comparable price data for sulfur are not available for years earlier than 1904. For every commodity, the calculations show an improvement in the wage earner's purchasing power in 1957 compared with the early years. Measuring purchasing power in terms of wages does not give an entirely fair picture of the availability of a commodity in an economy. When the efficiency of an economy changes and the balance shifts among such elements as raw-material production, manufacturing, and service trade, the economic significance of an hour's work changes. Partly to meet such criticism, but mostly to present another interesting measure of the response of minerals to changing market conditions, a second set of calculations has been made to deflate unit prices for the seven commodities into terms of 1954 dollars. To accomplish this adjustment to a common 1954 parity, the Gross National Product Price Deflator, developed by the Office of Business Economics, U. S. Department of Commerce, was used. Although the results of these calculations are not as striking as those based on labor's increasing purchasing power, nevertheless the declines outweigh the rises in the prices of the mineral commodities. In terms of these deflated prices, aluminum and sulfur are much cheaper today than in the early years; copper was substantially cheaper in 1957 than in 1890; pig iron and petroleum are little changed; and only bituminous coal and cement have increased substantially. Strangely, the two mineral commodities with the strongest reserve positions are the two to exhibit rising real prices. Now this apparent overall downtrend in prices has taken place during a period of almost fantastic increase in the demand for mineral products. The value of minerals consumed in the world during the period greatly exceeds all mineral consumption up to 1890. A stage has been reached in the U.S. in which 95 pct of the energy used is of mineral origin and in which machines, structures, roadways, communication facilities, and most other elements in the industrial economy are primarily of mineral origin. Even agricultural fertility is maintained, in large measure, by mineral fertilizers. A series published in Minerals Yearbook shows that the value of U. S. mineral products has risen from $615 million in 1890 to $18,000 million in 1957, a 29-fold increase. Even in deflated dollars, the increase has been eightfold, while population has expanded less than threefold. Not only are demands of the industrial nations— the U. S., countries of Western Europe, and Japan— increasing at rapid rates, but those countries with agrarian economies are calling themselves underdeveloped and clamoring to industrialize. The ever-expanding mineral requirements in the U. S. and throughout the world show no abatement. Mineral reserves frequently have been described as wasting assets. Much concern has been shown for future users, who have been pictured as finding themselves on a plundered planet. Conservationists have viewed the future with alarm and have demanded legislation and regulations to reduce the drain on mineral reserves.

How to interpret the composition of rocks has been a question which has caused a great deal of discussion and investigation among geologists and chemists. It is evident that that analysis will give the clearest results, which will give the relative proportion of the different minerals composing the rock as well as the weight of their different constituents. This, however, is a very difficult matter, and in those rocks which seem to the naked eye entirely compact, like obsidian and other rocks of that class, appears to be impossible. Cordier, in the early part of the century, invented a process which is known as the " mechanical analysis of rocks," which is really a method of mechanical preparation, and consists in crushing the rock to a certain fineness, and then, by virtue of their density, washing out the different minerals, so as to make a mineralogical analysis, separating completely the different constituents of the rocks. In the hands of so skilful a man, this was a comparatively easy matter, and Cordier found no difficulty in ascertaining the mineralogical composition of a rock. The ultimate chemical composition was ascertained from the sum of the elements contained in the different materials. In the light of to-day, it is very easy to see that the complete chemical analysis of the rock does not necessarily lead to the explanation of its character. It has been so difficult, however, to have any other kind of analysis made that most chemical examinations have been made as ultimate, and not as mineralogical analyses. The panning out of the different minerals composing the rock, which are often very nearly of the same specific gravity, is so difficult that a person of ordinary mechanical skill is scarcely able to do it; consequently the mechanical analysis which Cordier proposed, and was able himself so skilfully to effect, has never been practiced to any extent. A school was formed in France consisting of a very small number of Cordier's followers, which, in face of the difficulty of acquiring the method, very soon died out as a school, though some of his most skilful followers are still living. THE diffusion and precipitation of carbon and nitrogen in a iron have previously been investigated using the internal friction as a measuring tool.' Most of this work has been done on rather pure iron; no effect was observed which would indicate that either of these phenomena is affected by the rather small amounts of impurity found in these samples of iron. Fastz observed, however, that both the diffusion rate and the aging properties of nitrogen in iron were sensibly changed by the addition of Vz pet Mn. The diffusion rate at a given temperature is reduced and the nucleation of nitrides is apparently changed somewhat. He observed no such changes for carbon in this alloy. Later Dijkstra and Sladek" extended these observations on nitrogen to other alloys of iron. They found that metals other than manganese also influence the behavior of nitrogen in iron; chromium, molybdenum and especially vanadium affect the diffusion and precipitation of nitrogen even more than manganese does. Their results have been verified in all essential details by this author, who finds in addition that small additions of nickel have about the same effect on the diffusion of nitrogen as the same amount of manganese. The present work was undertaken to study the effect on carbon in iron of these alloying elements. The alloys used had two sources. The material used as a "standard" (designated Fe in this paper) in the measurements was some iron supplied by J. K. Stanley, of Westinghouse Electric Corp., who reported 0.01 pct 0, as the only major impurity. He also made up an alloy of 0.26 pct Ni and one of 0.9 pct Mo using this same iron as a base. They were supplied by him in 2 lb billets, which were sawed into rods and cold formed into 0.030 in. wires for measurement. The alloys of chromium, manganese, and vanadium were prepared by the metallurgy section of the Institute for the Study of Metals, University of Chicago, by adding these metals in turn to vacuum melts of National Research Corp. iron. The small castings prepared in this way were also cold formed into 0.030 in. wires. After these wires had been prepared they were decarburized for 30 min at 730°C in wet Hz. After this treatment, no trace of carbon (as measured by internal friction) could be found. All specimens were then carburized for about 15 min at 710°C and water quenched. By this treatment the internal friction at 40°C was raised to a Q-' ~ 0.015. The diffusion of carbon in these alloys was studied by observing the shape and position of the internal friction peak at 0.9 cycles per sec. These measurements were made using a torsional pendulum in a manner described earlier.' The data are plotted in Fig. 1.
