During the Centennial year some of our leading geologists in the United States and Canada conceived the happy thought of calling an International Congress of Geologists for the purpose of agreeing upon such important though subsidiary matters as the colors by means of which the different geological formations should be expressed ; the terms that should be applied respectively to these formations; and also upon the far more important problem of the limits and values of these different formations. The first session of this Congress was held in Paris in 1878, the second session in Bologna in 1881, and the third session in Berlin in 1884. The third session found the preliminary difficulties so far cleared away that some definite and tangible results could be attained. After a great deal of free discussion had taken place at Paris and Bologna, during which every one's views were listened to with attention; and a great deal more painstaking scientific work had been accomplished by the International Committees, having before them the objects of unifying the nomenclature of the science, and of preparing a scheme of colors between the second and third sessions of the Congress; and after the provisional results had been subjected to a searching criticism by the Congress in Berlin; it was decided to make an attempt to embody these provisional results in some work which should include as many as possible of the difficulties to

DEMOND The Montana Section held its annual meeting at the Silver Bow Club, Butte, Mont., on Friday, Feb. 7. The technical session was preceded by a dinner at which 54 members and guests were seated. N. B. Braly presided at the dinner and the, business and technical sessions. The officers whose names are noted above were elected for the ensuing year. H. B. Pulsifer presented a paper on The Metallurgy of Aluminum and Magnesium; it was discussed by C. H. Clapp and F. A. Linforth. J. C: Horgan presented a paper on The Manufacture of High Explosives and their Use in Metal Mines; it was discussed by C. W. Morse, J. J. Carrigan, and C. W. Goodale. The matter of reformed spelling as proposed in a circular letter coming from Palo Alto, Calif., was discussed, after which the Secretary was instructed to write to Secretary Stoughton and ask that when the matter is opened for discussion in New York he present the emphatic protest of the Montana Section against the alleged reforms in spelling. The plan recently started for the organization of a Division of Re-search and Statistics in the American Petroleum Institute will probably shortly be consummated. It is proposed to expend $500,000 annually for this research work. The organization's work, as now outlined, pro-vides for a Technical Director, who is to be in general charge of all the work. He is to be assisted by Consulting Technical Experts, who are to be distinguished specialists in the industry and are to serve without pay. In addition, there is to be an advisory committee made up of one representative from the Bureau of Standards, Bureau of Mines, Geo-logical Survey, American Institute of Mining and Metallurgical Engi-neers, Society of Automotive Engineers, National Automobile Chamber, of Commerce, American Society for Testing Materials, American Chem-ical Society, and the National Research Council. This committee is to meet regularly to discuss the problems of the petroleum industry. An engineer and chief economist are to assist the Director.- The econ-omist is to be in charge of statistics, economic phases of the industry, and publicity. It is the intention to centralize in the Institute all infor-mation that may be required by the States or Federal Government, which would be of value to members of the Institute. This includes prices of crude oil, refined products, and natural gas. The engineer of the division is to coordinate the research work to be undertaken by, the subdivisions of production, chemical engineering, utilization, and special research. The Joint Committee (consisting of the chairmen of the several society committees), formed under the authority of the five societies, in order to facilitate the carrying out of the organization of an engineer reserve as part of the military forces of the United States, for which work it was appointed, now begs leave to report as follows: .The Committee has been in personal communication with the Secretary of War, the officers of the General Staff, the officers of the War College, and with the Hon. George E. Chamberlain, Chairman of the Senate Committee on Military Affairs, and the Hon. James Hay, Chairman of the House Committee on Military Affairs. As the result of these interviews there has been incorporated in the draft of the legislation proposed by the Secretary of War and included also in the bills drawn by the committees of the Senate and of the House a provision for the organization of an officers reserve on broad lines, including an engineer reserve. As now drawn these bills provide that an officer shall be commissioned for a period of five years with rank up to and including that of major, after passing such requirements of character and qualifications as shall be prescribed by the President. The bill also provides that a certain amount of duty with pay shall he performed each year by the officers in the reserve. . The Committee is waiting for the Navy Department to formulate its plans for the increase in the naval forces, and as soon as a decision has been reached by that Department and the Committee is in possession of the facts, the Committee will take up the question of the organization of an engineer reserve for the navy, similar to that contemplated for the army.

The results of drilling in Missouri in 1938 are overshadowed by the leasing activity in northern Missouri, which began about the middle of the year. Nothing like it has ever been witnessed by the oil industry. With no production except a minor amount of gas, and with no drilling except in Clay, Platte and Marion Counties, a leasing campaign has embraced most of the counties north of the Missouri River and spread into southern Iowa, southeastern Nebraska and northeastern Kansas. It is reported that nearly all farms that could be leased without payment of a bonus have been leased, mostly on 10-yr. contracts, and at the end of the year a policy of bonus paying is in effect. Many of the major oil companies are leasing in the area and at least 15 of them are represented by scouts. Similarity to the Illinois Basin, low-priced leases and low drilling costs are among the reasons advanced for the leasing activity. Drilling activity in Missouri increased nearly two-thirds over 1937, with a total of 164 completions. The main activity was the extension of the "shoestring" of the so-called Bartlesville gas pool in Jackson County. It now seems that this sand is probably at the horizon of the Burbank sand. A new Squirrel sand oil pool was discovered in Jackson County. Cass County had five oil wells, with 63 bbl. initial production, four gas wells with 542,000 cu. ft. initial open flow, and 15 dry holes. Jackson County had three oil wells, with 24 bbl. initial production, 56 gas wells with 52,021,168 cu. ft. initial open flow and 57 dry holes. In Vernon County seven oil wells, with about 36 bbl. initial production, and two dry holes were completed. The oil production dropped off very quickly. In counties where wildcatting was carried on, new production was found. Clay County had seven dry holes, Hickory and Marion one each; Platte, four and St. Clair, two.

The Committee submits the following report: The General Committee met in the Treasury Building at Washington on Oct. 6 and 7, 1919. At the first meeting, Cornelius P. Kelley was appointed chairman, and Paul Armitage, secretary of the Committee. Subcommittees were appointed on Invested Capital, on Mine Valuation, and on Depletion and Depreciation. These subcommittees were directed to meet separately and to report on Oct. 7 to the General Committee. On Oct. 7, the reports of these committees were submitted to the General Committee and on motion were received and referred to the Executive Committee for its information to be used as it deemed wise. A motion was carried that the Executive Committee be constituted a permanent committee to continue the work of the Committee, with full power to add to and increase its membership; that as thus increased it should constitute a permanent organization to act and cooperate with the Treasury Department in matters of mining taxation under the Federal Income and Excess Profits Tax Laws. Discussion of the paper of N. V. Hansell, presented at the Cleveland Meeting, October, 1912, and published in Bulletin No. 72, December, 1912, pp. 1497 to 1,517. C. Q. PAYNE, New York (communication to the Secretary*) :-Mr. Hansell has presented in his paper a very interesting and valuable summary of the various methods of enriching iron-ores which have been developed during recent years. Particularly striking in this connection is the high degree of enrichment of the concentrates from magnetic iron-ores which is now commercially feasible. Magnetic concentrates containing from 6 7 to 139 per cent. of metallic iron, showing an efficiency of 90 and even 95 per cent. in. their separation, are not now uncommon. Such results exceed those obtained by gravity methods of treatment of all copper-, lead-, and zinc-ores, and are only equaled in the cyaniding of gold-ores and in the flotation treatment of certain copper-ores. It is of interest to note that the-type of magnetic field which is employed in securing these results, in the Gröndal (wet) and the Ball & Norton (dry) systems of treatment is the same in each case : viz., a field of alternating north and south poles. The credit for developing this simple and useful field, which has found so wide an application both in this country and abroad, is due to two American inventors and engineers, Clinton M. Ball and Sheldon Norton. At the same time, it should be noted that part of the improvement in the grade of the magnetic concentrates, especially in the case of the wet treatment of finely mineralized ores, is due to a well-devised scheme of mill-treatment, whereby a rough concentrate is usually obtained as an intermediate product, which is then recrushed and reseparated in obtaining final clean products.

PHOSPHATE occurs in many places in Egypt,. in two main zones: one in Upper Egypt, along the Nile Valley, principally on the right side, and one near the Red Sea coast. In the Nile zone, the principal layers of phosphate rock are to be found: in the mountains east of Mahamid (right side of the valley); in the hills near Sibaiya, also called Sebaieh (both sides); in the hills of Agula, Hagaza and Gurn (right side); and further on, along the cancel road leading from Kena to Kosseir, a few miles east of Legheita's Oasis. Following, that track, after, having crossed the watershed, underlain by rocks like granite, serpentine, porphyry and diabase, one comes again to the Cretaceous formation containing considerable quantities of phosphate, at Gebel Duwi, Gebel Nakheil and Gebel Kosseir El Kadim, not far from the coast. More to the north, in the hills near Safaga Bay (Um El Uettat El Wasif) is another rich bed of the same formation. There are reports of phosphate existing near Suez and in the Sinai peninsula, and possibly some other zones can be traced or discovered in the future. The mines are well developed on the right bank of the Nile at Sharawna (near Sebaieh Station) and along the Red Sea coast, at' Safaga and near Kosseir. Prospecting work has been done at Gebel Duwi, Gebel Gurn, Agula, Hagaza, and near Mahamid. The phosphatic formation in Egypt is quite variable, not only from place to place, but even within small areas. The phosphate is all of Cretaceous age, as is proved by the fossils found in it. It is considered to belong to the Campanian or, more appropriately, to the Maestrichtian series. The principal fossils are: Alectryonia Villei Coq. sp.; Roudereia Auressensis Coq. sp.- R. Drui Mun. Chalm.; Trigonoarca multidentata, Newton.; Cardita libyca, Zittel; Libycoceras Ismäely, Zittel; Nautilus sp.; Ancystrodon libycum Dam.; Corax pristodontus Ag.; Lamma biauriculata Zittel sp. Above the Maestrichtian beds, we have the Danian series, unconformably covered by Lower Eocene beds. Under the phosphate is a grayish marly clay, and beneath this, bluish-gray scaly shales resting on the Nubian sandstone (Santonian).

R. M. Raymond, New York, N. Y.—The filling and drawing down of the overhead material was done at considerable depth, which is not the usual method in which it starts at the surface.. R. J. Mechin.— It is a little more than 1000 ft. at El Bordo. The vein above had been caved practically to the surface and some of the ore had been excavated, using underhand and overhand square-set methods. This was far enough away from the shaft to prevent any bad effects. When the sill floor was taken out, to insure the old cave material following down well, we put chutes in the square sets for several weeks until we were sure that the material from above was moving down; on each level above, several crosscuts were driven into the old fill by which we could see the material coming down and thus be sure it was following the first. We had to dynamite it very little because it was dry and dusty. The only trouble was that timber starting from the old square sets would get across the chute and hang up. R.. M. Raymond.—HOW many floors did you operate at once? R.. J. Mechin.—We would operate one floor through the whole length and prepare for the second. F. W. SperR, Houghton, Mich.—Could you have worked it in steps? R.. J. Mechin.—Yes; but working it all on one floor was much better for ventilation. The passage between steps would tend to become heavy and blocked and, as the passages from the mining floor down are usually filled with ore, there would be no way for the air to pass up. By means of doors and fans, air was driven to the extreme end of the orebody through the stope and up the other end; but it could have been worked in steps. F. W. A survey of the resources of mineral fuels, coal, petroleum and natural gas presupposes a clear distinction between the known amount underground and the "proven reserves"; the'portion that can be economically brought to the surface and made available for utilization. Only a fraction of the coal and petroleum in producing fields is or can be economically brought to the surface and not all of this is economically utilized; also, although practically all the natural gas can be economically recovered and utilized, in actual practice a large part of the total volume that reaches the mouth of the wells is wantonly blown into the air and wasted. It is thus estimated that of the total amount of coal underground about 40 per cent remains unrecovered, or is otherwise wasted, before it reaches the consumer; that only some 25 per cent of the petroleum in proven fields is actually brought to the surface; and that even if practically the entire volume of natural gas can be economically utilized, in actual practice close to 25 per cent of the total produced is now absolutely wasted. And the dissipation of this gas, unwarranted as it is, not only diminishes the gas supply but diminishes also the proven reserves of petroleum from such fields as the Panhandle of Texas, where petroleum and natural gas are produced simultaneously. Many factors affect the estimates of the proven reserves of mineral fuels, such as the capacity and nature of the reservoir, its depth, the quality of the product, the efficiency of recovery, the price of the fuel and its byproducts, etc., etc., but superseding at times all of these in connection with petroleum and natural gas deposits is the effect of "subsoil ownership" on the rate and methods of exploitation of the deposits. As a result it should be a comparatively simple matter to eliminate waste and overproduction, and thereby increase the proven reserves of petroleum and natural gas, in Russia, Iran and Iraq, where the subsoil rights are nationalized, or in any country in which there is or can be quickly established an effective legal control of the underground deposits and the manner of their exploitation. William B. Cogswell, member of the Institute since 1872, died on June 7, 1921, at his home in New York City, after an illness of about six weeks occasioned by an infection of the middle car. Mr. Cogswell is survived by his wife, Mrs. Cora Brownell Cogswell; a son-in-law, and three grandchildren. His first wife died in 1877. William Cogswell was born at Oswego, Sept. 22, 1834, and was taken to Syracuse by his parents when he was four years old. He attended Hamilton Academy and private schools in Syracuse and Seneca Falls. In 1843, he visited England with his parents and brought back a set of drawing instruments, which led to a series of lessons in architecture under Luther Gifford, the only architect in Syracuse at the time. The boy drew many building plans and one set was used for the old Globe Hotel in Syracuse, erected in 1846 and 1847. In 1848, when only 14, he spent a year with a party that was surveying the route of the Syracuse & Oswego R. R. and relaying the tracks of the Utica & Syracuse R. R. He studied civil engineering at the Rensselaer Polytechnic Institute, Troy, for three years, but left that institution in 1852 without receiving his degree. Many years later, in 1884, the degree of C. E. was conferred upon him. During the three years following 1852, Mr. Cogswell served as an apprentice in machine shops at Lawrence, Mass., under the superintendence of John S. Hoadley. About 1856, he was made manager of the machinery department of the Marietta & Cincinnati R. R., at Chili-cothe, Ohio, and three years later became superintendent of the Broadway foundry at St. Louis, Mo. In 1860, in Syracuse, Mr. Cogswell was associated with William A. and A. Avery Sweet in the formation of Sweet Bros. & Co., which later became the Whitman & Barnes Mfg. Co. At the outbreak of the Civil War, Mr. Cogswell received a civilian appointment as mechanical engineer in the United States Navy. During 1860 he was located at Port Royal, S. C., having general supervision over the work of fitting up repair shops at five widely separated stations on the Atlantic seaboard and Gulf of Mexico. In this year his genius and resourcefulness were notably shown. He literally launched a naval machine shop, so that warships could be repaired without leaving, and thereby weakening, blockades against Southern ports. The machine shop was assembled by Mr. Cogswell and shipped by boat to Port Royal. There an old whaler was made over for machine shop purposes and Mr.

TsunashiRo Wada, honorary member of the Institute, died at his residence, Ushigome, in Tokyo, on Dec. 20, 1920, at the age of sixty-four; he was born on March 15, 1856, at Obana in the province of Wakasa. An expert mineralogist, lithologist and geologist, he identified himself throughout his life with the development of the mining interest of this country. Perhaps the most noteworthy of his meritorious services in the public sense was the extension of the Imperial Steel Works at Yawata, anticipating the grim fate that hurled Japan. into a war with Russia in 1904. Educated in the Imperial University of Tokyo by foreign professors, he studied especially mineralogy, lithology and geology. In 1875 he was appointed assistant professor in the Imperial University of Tokyo, and in 1878 entered the service of the Home Department. From 1880 until 1893, Mr. Wada was Director of the Imperial Geological Survey of Japan, during which time he practically laid the foundation of the geological investigation work in Japan. In 1884, he made a trip to Europe by government order to attend the international Congress in Berlin, visiting en route several countries of Europe and America. TsunashiRo Wada, honorary member of the Institute, died at his residence, Ushigome, in Tokyo, on Dec. 20, 1920, at the age of sixty-four; he was born on March 15, 1856, at Obana in the province of Wakasa. An expert mineralogist, lithologist and geologist, he identified himself throughout his life with the development of the mining interest of this country. Perhaps the most noteworthy of his meritorious services in the public sense was the extension of the Imperial Steel Works at Yawata, anticipating the grim fate that hurled Japan. into a war with Russia in 1904. Educated in the Imperial University of Tokyo by foreign professors, he studied especially mineralogy, lithology and geology. In 1875 he was appointed assistant professor in the Imperial University of Tokyo, and in 1878 entered the service of the Home Department. From 1880 until 1893, Mr. Wada was Director of the Imperial Geological Survey of Japan, during which time he practically laid the foundation of the geological investigation work in Japan. In 1884, he made a trip to Europe by government order to attend the international Congress in Berlin, visiting en route several countries of Europe and America. THE Butler Mine property is situated in the vicinity of Pittston, in the Wyoming coal-field of Pennsylvania. The coal has been worked out from the fourteen-foot or Baltimore vein for a number of years on part of the tract, the old chambers remaining open as when originally abandoned. This vein outcrops on the Butler property, and is nowhere more than sixty feet below the surface of the ground on the line of the cut-off to be described. Above the fourteen-foot vein and about, say midway, between it and the surface of the ground, there is another small vein or rider of coal, about twelve inches in thickness. The rock between the two veins is a carbonaceous slate, about twenty-five feet in thickness. Above the smaller vein is a bed of sandstone, varying in thickness, but generally not less than from eight to ten feet. This sandstone is also carbonaceous, but the proportion of carbon is much less than in the slate below. Both rocks have been analyzed, and before the next Institute meeting, the writer hopes to be able to furnish the exact proportions. The sandstone is overlaid with debris up to the surface of the ground. Some time during the spring of 1876, it was found that the coal left in the worked-out mine had been set on fire, and that the fire was gradually spreading. Inquiry developed the fact that the fire had originally been started by a woman, who had taken up her abode in an old tunnel leading into the workings. Owing to some delay in the early attempts made to extinguish the fire, it finally gained such headway that no ordinary means were found to be effectual. Finally, Mr. C. F. Conrad, civil and mining engineer, of Pittston, Penna., was called in as consulting engineer. He advised the making of a thorough cut through such portion of the old workings as had not been reached by the fire. It was found by survey that this cut could be limited to a length of about one thousand two hundred feet, as the vein faulted on both sides, and that the greatest depth of the cut would be about sixty feet. Subsequently it was decided to tunnel part of the way, thus saving the deepest portion of the cut. In 1856-7, there occurred a fire in the same mine. Two stone-walls in V-shape running from the apex of the V towards the outcrop, were built to cut the fire off, and these walls were carried as far as the vein had at that time been worked.
