Recognizing the fact that the problems of the committee named by the Board to prepare the "official ticket" for officers and Directors of the Institute are various and difficult; and desiring to assist this committee by setting forth some of the principles that should guide the committee and some of the qualifications that should be required of candidates, the following instructions are formulated and the Secretary is directed to publish them in MINING AND METALLURGY concurrently with the publication of the names of each newly appointed Nominating Committee and to send a copy to each member of the Committee.

Senator Smoot recently introduced his bill providing for the leasing of oil and coal lands. This bill provides only for the leasing of these lands from the Government and advocates government ownership of all government coal and oil lands. Under the provision of the bill as now proposed, 50 per cent. of all money received under the measure is to be paid to the state in which the land is located. The money must be used, however, for the construction and maintenance of roads and for schools. The last leasing bill was defeated when it was about to become law largely because of the fact that it allowed the sale of coal lands.

St. Joe Minerals Corp. opened a new $30 million mine and mill at its Balmat-Edwards division in September. It will be the largest single zinc mining operation in the United States. St. Joe expects to produce more than 200,000 tons of zinc concentrates from its combined Balmat-Edwards mines and mills in 1972, equivalent to more than 100,000 tons of zinc metal-20% of U.S. mine production. The company has operated in Northern New York since 1926, having commenced zinc mining with its Edwards mine and mill, 12 miles from Balmat. They will continue to operate at a rate of 31,000 tons of concentrate per year. St. Joe started the Balmat facility in 1930 with two mine shafts and a mill, with a capacity of 2300 tpd.

The purpose of this writing is to make available additional data, not previously published, on the extraction of silica from certain iron ores of Wisconsin and Minnesota and to discuss a possible method of processing. Results of investigations on the extraction of silica from low grade iron ores have been previously presented and discussed in detail in AIME Transactions.1,2 All of the ores investigated are essentially nonmagnetic and consist mainly of hematite, goethite and quartz. Much of the quartz is microcrystalline, particularly in the taconites. The ore from the Cuyuna range contains in addition manganese oxides. John Edward Stead, a past-president of the British Iron and Steel Institute, and an Honorary Member of this Institute since 1906, died at his home at Redcar, Yorkshire, on Oct. 31, 1923, after a long illness. For many years, Mr. Stead had been recognized as a leading authority in chemical and metallurgical matters, particularly those relating to iron; he gave freely of his experience by the contribution of papers to the twenty-eight technical societies in which he retained his membership as recently as 1920. He had been honored with the Doctor's degree by three English universities, and was elected a Fellow of the Royal Society 1219

It might be taken as the engineer's solution of the case, starting with the assumption that steel is steel, while the tendency for a rail to have transverse fissures may, and probably does, depend, in part at least, on conditions met before it reaches the track. Admitting with the author that "brittleness of fracture in all grades of steel is characteristic of fatigue tests" we may yet look farther back to find out, if possible, why some rails and some steels are more prone to have transverse fissures than others, for it has been found that rails from certain heats of steel developed these fissures under a service which

The next meeting of the Institute, the 113th meeting, will he held in Arizona in the latter part of September, 1916. All papers to be presented at this meeting must be published in the September Bulletin or previously. Manuscripts must, therefore, be in the hands of the Secretary of the Institute not later than July 1. In case manuscripts are given by authors to members of technical committees, or others, they must be in the hands of such persons sufficiently in advance so that they may be actually in the hands of the Secretary of the Institute by the date mentioned. In the past, the Secretary has received urgent requests for special consideration regarding manuscripts that come in after the closing date. In view of the obvious unfairness of this, the Committee on Papers and Publications has instructed the Secretary not to accept for presentation at the Arizona Meeting any papers received later than July 1, 1916.

From "Knots and Lashings," of Oct. 10, 1918, the military publication of Canadian Engineers' Training Depot, St. Johns, Que. During the early hours of Sunday morning last (the 6th inst.) there passed from our midst one of the most affable and estimable officers who, during our brief connection with the Depob, it has been our fortune to meet. Sidney A. Lang was born in Ontario in the year 1884 and lived in Toronto for a number of years. He ahtended Toronto University, where he displayed remarkable ability, and after graduating followed the profession of mining engineer. Being young and endowed with the spirit of adventure, he followed his profession in the mines of Chile and Peru; he could speak Spanish fluently. Always a reserved man, of refined tastes, it was difficult to induce him to relate some of his adventures in those countries so shrouded in mystery and romance. He joined the Canadian Engineers in Toronto as a sapper and shortly after came to this Depot.

Colorado School of Mines Scientific Society held its first meeting on Friday evening, Jan. 14.1916. H. C. Parmalee gave an interesting talk on the Loss of Cyanide by Hydrolysis. F. E. BRIBER, Secretary. The School of Mines Society of the University of Minnesota held a meeting on Thursday evening, Jan. 13, 1916, at which Fred A. Jordan gave a talk on Magnetic Concentration of Iron Ores. Mr. Jordan is at present testing the new magnetic concentrator designed at the. School of Mines Experiment Station. This apparatus, if successful, will open up an enormous tonnage of ore on the Cuyuna and Mesabi ranges. ADOLPH DOVRE, President. At the College of Mines, University of Washington, Seattle, 33 mining men, with experience varying from one to 25 years, have enrolled in the 19th Annual Three Months' Short Session. At the annual smoker tendered the Short Session miners by the student branch of the American Institute of Mining Engineers, Capt. R. H. Stretch of the Alaska Bureau, Seattle Chamber of Commerce, delivered an address on The Mineral Belts of Alaska.

IT is the object of the present paper to bring to the notice of members of this Institute, the results of experiments made during the past six months in the manufacture of the alloys of iron and manganese in the blast-furnace. The ores at hand and available for the purpose were brown hematites, containing but a very small percentage of manganese, and various manganese ores containing a small percentage of iron. It is hardly necessary here to call attention to the statements regarding the production of iron-manganese alloys from such ores, which are given by all the well-recognized authorities on metallurgy. Suffice it to say, in a few words, that they hold that the operation is practically impossible, and that in the use of oxides of iron and manganese, mechanically intermixed in the same ore, much difficulty has been found in producing spiegeleisen. Spathic ores, containing manganese chemically combined, are alone recommended for the production of spiegel, and even then it is said that well-managed furnaces produce only about 75 to 80 per cent. of spiegel, the balance of the production being white laminated pig or gray iron.

HENRY M. Howe, Bedford Hills, N. Y (written discussion*).¬Mr. Foley's explanation of this interesting occurrence is perfectly reasonable. Possibly a word explaining the phenomenon more in detail may not be amiss. In the act of solidification each drop as it starts to solidify splits up into a half drop poorer in carbon and another half drop richer in carbon than the drop itself. The half drop poorer in carbon solidifies and attaches itself to-the already solid walls, whereas the half drop richer in carbon remains molten for the excellent reason that it is richer and hence is more fusible than the original drop, and hence in turn is wholly fusible at the existing temperature. Under usual conditions, as when the steel solidifies in a mold of any form, the successive molten half drops thus enriched in carbon remain present and by their enrichment progressively raise the carbon con-tent of the remaining molten mass, out of which successive half drops are continuously solidifying and attaching themselves to the already solid walls. Pollution control will be of utmost importance in the 1970's. In this area, the mineral process engineer has a special competence to understand and remedy many pollution situations. There is an old adage that goes, "Build a better mouse- trap and the world will beat a path to your door." Would that it were so, but the reality of the situation is such that, just as a supplier must sell his machine, a professional man must sell his competence. It is a sad but true fact that mineral processing engineers have not done a very good job in selling their extensive competence in the control of a broad range of pollution problems. Recently one of our students visited a paper pulp mill where he was shown a foam fractionator used to remove paper pulp fibers from plant discharge waters. "Foam fractionator hell, that's a flotation cell!'' was his comment. Ah so, it would appear that large numbers of technical people consider themselves experts on "foam fractionation" Or is it that we have been very remiss in demonstrating the usefulness of our equipment and processes and our professional competence to solve, these pollution problems?

World consumption of petroleum and its substitutes in 1940, which, except for the United States, does not include consumption for military purposes even in peacetime, is estimated at 2,006,000,000 bbl., or approximately 21,000,000 bbl. less than in 1939. As consumption figures for belligerent countries and those affected by the war are unavailable, in order to arrive at a gross approximation the assumption has been made that the rate of civil consumption in these countries has declined 80 per cent since the German occupation or the effect of the war made itself felt. In 1940 the total consumption in the United States increased 94,000,000 bbl. over the previous year, while the civil consumption in the countries directly affected by the war—some of them occupied during the last half of the year—decreased 126,000,000 bbl. In the rest of the world consumption increased II,000,000 bbl., resulting in an over-all decrease in world civil consumption grossly estimated at 21,000,-000 barrels. The Bradford and Richburg oil fields are the only pools where artificially conducted water drives on an extensive scale have been economically successful. Field practice has progressed from the original accidental or intentional circle flood, through the line flood development plan, to the intensive complete development plan, which is the most-recent and generally considered to be the most successful. Of the intensive development plan the five-spot arrangement of wells is the one that has been used most extensively. A further development associated with the latter method is the application of additional hydraulic pressure to that of the hydrostatic head of the column of water in the intake well. In conjunction with this method is the practice of delayed drilling of the oil wells until the water from the intake wells has entered even the less permeable portions of the sand and developed a "bank" of oil at which time all oil wells are drilled as nearly simultaneously as possible. The five-spot pressurc flood with delayed drilling gives more rapid return on investment than any other method. The seven-spot and nine-spot patterns are rarely used. No chemicals, such as sodium carbonate and other so-called flooding agents, are being added to the water at present since the field tests carried on in 1926 gave no positive results. All air and gas drives have been discontinued.
