Under date of Sept. 30, the following open letter was addressed to the Members of the Colorado Section of the American Institute of Min-ing and Metallurgical Engineers by a Colorado Committee: At a meeting of the Colorado Section of the American Institute of Mining and Metallurgical Engineers, held on Friday, Sept. 19, a reso-lution was unanimously passed condemning the Engineers' Licensing Bill passed at the last session of the State Legislature, and requesting the Chairman to appoint a Committee to act in conjunction with the other National Engineering Societies and the Colorado Metal Mining Associa-tion, with a view to securing its repeal at the extra session of the Legis-lature which the Governor has expressed his intention of calling. It may be within your knowledge that the bill in question was passed by the Legislature and signed by the Governor without the knowledge of any of the National Societies, and of few if any of their members. Under its provisions residents of other states cannot even come into this to examine a mine without securing a license, and aliens (among whom are many honored members of, the profession in Colorado) cannot obtain such a license at all. The mining industry in this state needs the coopera-tion of outside engineers, and we should welcome any assistance from them that will tend to develop our resources. To attempt to discourage the activity of visiting engineers will inevitably react on us, and brand the state as being hostile to brains and capital from outside. The difficulty of securing a license will prove a serious handicap to young engineers starting out in the independent practice of their profession. Moreover, a license issued to au engineer qualified in one branch will entitle him to practice in any other: so that the license is apt to mislead the public.

WHEN sulfur is encountered in objectionable amounts, it is regarded as the most trouble-some element for the mine operator to control. It exists in two conditions in iron ores, as sulfide in iron pyrites and as sulfate in gypsum and barite. The sulfate radical (SO,) may also be linked to one or more of the several other elements found in the iron ore compound. The only dependable method for the de-termination of sulfur, particularly when found in the insoluble residue, has been the so-called fusion method. This is a long and tedious process involving several hours for its completion. In looking for a more rapid method which would be .applicable to all iron ores, the writer investigated the work of M. Groger1 who in 1881 showed that by heating pyrite with iron out of contact with air, the pyrite is reduced to iron sulfide and from the latter all of the sulfur will be given off as hydrogen sulfide gas on treat-ment with hydrochloric acid. FeS2 + Fe = 2 FeS FeS + 2 HCl = FeC12 + H2S In 1891 F. P. Treadwell2 not only confirmed the results of M. Groger but also found that iron powder would reduce to sulfide the sulfate radical of any substance, including barite, if not found in excessive quantities. The writer found this to be true and developed a method, in cooperation with F. J. Baker, chief chemist, mining department, of the Cleveland-Cliffs Iron Co., Ishpeming, Mich., for the determination of sulfur in iron ores which is not only very rapid but also accurate. Pure iron ore powder, reduced by hydrogen, gave good results but was found to be very slow in reacting. A high silicon iron with a low sulfur content of 0.012 per cent was found to be. much more active than the pure iron and gave excellent results.

COPPER containing a small amount of arsenic has been used extensively abroad, and a number of reports, particularly those by English workers, have indicated that such copper is better suited for certain uses than high-conductivity copper. Inasmuch as a large percentage of the copper fabricated is used for nonelectrical purposes where high conductivity is not at all essential, it has been suggested that arsenical copper might be at least as suitable as high-conductivity copper for many purposes. An investigation spon-sored by the Calumet & Hecla Consolidated Copper Co. at Battelle Memorial Institute was therefore undertaken with the object of determin-ing the effect of small amounts of arsenic (up to 0.75 per cent) on the properties of copper. In this work the effect of arsenic on the basic properties of tough-pitch and of phosphorized copper have been critically studied and many data collected from laboratory experiments which have been supplemented by mill-scale tests. The results of these tests, with coppers of the type referred to, in the annealed condition and after various degrees of reduction, show that the basic properties of copper are not greatly affected by small amounts of arsenic, an increase in strength being observed with increasing arsenic with no corresponding decrease in ductility. It is well known that the evaluation of material for plastic deforma-tion, on the basis of laboratory tests, may not be directly comparable with its performance in commercial operations. In order, therefore, to substantiate the data obtained at the Institute, the cooperation of the Wolverine Tube Co. was obtained for a series of production tests on the fabrication characteristics of phosphorized arsenical copper in the manu-facture of seamless copper tubing. In these tests the behavior of the arsenical coppers was carefully observed in comparison with that of representative types of phosphorized arsenic-free copper, which were fabricated under the same conditions.

A few weeks ago the Institute lost, by death, from its list of members one who in recent years, by frequent attendance at meetings, by the preparation of papers, and in many other ways, had shown a warm interest in Institute affairs; who had an extensive acquaintance among his fellow-members, and whose memory it is fitting to perpetuate by a permanent record in the volumes of our Transactions. Dr. Byron William Cheever, acting Professor of Metallurgy in the University of Michigan, died at his home in Ann Arbor, on the 6th of March, 1888. He was born September 17th, 1841, in Ellisburg, Jefferson County, New York. In 1844, the family moved to Geneva, Illinois, and thence, in 1857, to Dundee, Michigan. Two years later, a third removal was made to Ann Arbor to take advantage of the educational facilities there offered; and in 1859 the subject of this sketch, with his two brothers, entered the University of Michigan. In 1863, he took the degree of Bachelor of Arts. After a year or two of business life, he entered the medical department of the University, and graduated as Doctor of Medicine in 1867. A taste for scientific work had been developed in him in early life; and, even while carrying on undergraduate and medical studies, his proficiency in chemistry found recognition in his occasional employment as assistant in the University laboratory. The interval between the close of his course in Arts and the commencement of his course in Medicine was also devoted to chemical work, partly in the city of Philadelphia, and partly in the West Indies, where he was employed in the service of a commercial company engaged in the guano trade. Dr. Cheever never took up regular practice as a physician. After receiving his medical diploma he went again to Philadelphia, and for about two years was employed as an analytical and consulting chemist in that city. "Quiet, please!" is the newest directive being thrust at industry by guardians of the environment-with good reason. In countless cases, industrial noise is literally deafening its listeners, and sooner or later the volume must be turned down. Noise control is already mandatory for many companies under a Federal regulation that went on the books when the Walsh-Healey Act was revised last May 20. The new rules impose specific noise limits on any plants supplying the Government with goods under a contract valued at more than $10,000.

Time and again, lives are lost in underground cave-ins only be- cause there is no quick, sure way of locating the victims. When such accidents happen, rescuers must usually depend on the testimony of eye- witnesses for information on the whereabouts of trapped miners. Seldom is this information reliable. The witnesses themselves have just been through a traumatic experience that has distorted or destroyed their sense of time and place. A far more reliable method of finding men underground has recently been developed by the Coal Mining Research Institute of Ostrava, Czechoslovakia. With this system, a miner can be located with adequate precision even if he shows no sign of life. For the system to work, the miner need only have his electric cap lamp somewhere nearby. The system consists of a minute radio transmitter operated by the lamp battery (Fig. 1). This tiny transmitter continuously emits high- frequency electromagnetic waves that can be picked up by a sensitive direction-finder receiver in case of accident.
