It has long been known that minute quantities of foreign substances, when alloyed with steel, are capable of materially altering its physical properties. Thus, half a century ago, Faraday and Stodart, in England, discovered in the famous Indian steel, known as " wootz," small quantities of aluminum, from 0.0728 to 0.693 per cent., and attributed its extraordinarily good quality to the presence of such minute quantities of that metal. Since aluminum is now produced by electrolytic means on a large scale and at low cost, its addition to cast-steel has been frequently recommended of late. Chromium was alloyed with steel fifty years ago by the celebrated French metallurgist, Berthier, of Paris, and has recently been successfully applied to the same purpose by Holtzer, of Terre-Noire. In 1860 titanium was alloyed with crucible steel by Robert Mushet, of Coleford, the alloy containing up to 0.50 per cent. of titanium, which was extracted from Norwegian ilmenite. The titanium-steel was much vaunted by him for its excellent qualities. Rhodium, a very rare metal of the platinum series, was maintained by Berthier to improve steel materially in strength and hardness. Manganese has always been held by Sheffield steel-melters to provide steel with excellent qualities, and this influence was quite recently investigated by H. M. Howe and L. Campredon. Nickel was tried as an addition by Berthier, not to speak of gold, silver and platinum ; and nickel-steel has recently been brought into prominence by J. Riley and others, who recommend it for its great strength and toughness, particularly as material for armor-plates.

ONE particular plant has been chosen to illustrate the various factors in mill design. The problems are general in nature and with various modifications are met in the design of most milling plants. Literature on modern mill design is not extensive and certainly has not kept pace with the rapid advancement in the art of ore beneficiation. Much remains to be investigated, and continued vigilance is required to give the operator and the metallurgist the best layout to meet the industry's changing requirements. The Humboldt project, a joint venture of the Cleveland-Cliffs Iron Co. and the Ford Motor Co., involves an iron ore flotation plant near the town of Humboldt, on the Marquette range of the Michigan Upper Peninsula. A crushing plant, designed for an ultimate capacity of 720 long tons per hr, is followed by a first mill unit of 70 long tons per hr. Future mill units are planned to bring the total mill capacity to 5000 long tons per 24 hr.

Long-chained neutral molecules (decyl alcohol) increase the flotation of corundum with sodium dodecylsulfate and trimethyldodecylammonium chloride as collectors. This phenomenon is postulated to result from coadsorption of the neutral molecules with the collector ions. Flotation and streaming potential experiments have shown that sodium laurate is an effective collector for corundum at more dilute concentrations than sodium dodecylsulfate or sulfonate.1>2 It has been postulated that this phenomenon results from the adsorption of both laurate ions and lauric acid molecules, whereas sodium dodecylsulfate can be adsorbed only as dodecylsulfate ions, since this collector does not hydrolyze under flotation conditions. Similar effects have been observed in alkaline solutions with dodecylammonium chloride and trimethyldodecylammonium chloride as collectors.' If in- creased flotation occurs with the collectors which hydrolyze because of adsorption of the neutral molecules, purposeful addition of long-chained molecules should increase the flotation rate of minerals with such collectors as sodium dodecylsulfate or trimethyldodecylammonium chloride because these long-chained molecules should coadsorb with the collector ions. The effect of neutral molecules on flotation in these cases must depend on an adsorption mechanism which differs from that proposed by Cook for the adsorption of xanthic acid molecules by galena. For neutral molecules to function as collectors in the flotation of insoluble oxide minerals, adsorption of organic ions must first occur to provide a means of anchoring the fatty acid or amine molecules. Without adsorption of collector ions, flotation does not occur even in the presence of large quantities of neutral molecules, as is indicated by the cessation of flotation at low pH values with soaps as collectors or at high pH values with primary amine salts as collectors.' Neutral molecules, such as fatty acids, must be adsorbed through van der Waals attraction between the hydrocarbon chains of the adsorbed soap ions and the hydrocarbon chains of the fatty acid molecules. OPERATIONS of the Braden Copper Co. are in the Chilean Andes, southeast of Santiago. Most remote of the company communities is Sewell, a town of 12,000 people, 7000 ft above sea level at the junction of the Coya and Teniente rivers. Four miles down the Coya River is the smelter town of Caletones, elevation 4500 ft, with a population of about 3000. At the junction of the Coya and Cacha-poal rivers 24 miles below Sewell is Coya, elevation 2500 ft, location of the company's two hydroelectric plants. The principal accounting offices; steel, iron, and brass foundries; railroad shops; and major mechanical repair and fabricating shops are at Rancagua in the central Chilean valley, 44 miles from Sewell. The company owned narrow-gage railroad connects with the Chilean national railroad at Rancagua and above Coya is the only modern means of travel. El Teniente mine at Sewell is the largest underground copper mine in the world. The mill, at the portal of the main tunnel, has a capacity of 34,000 tons of crude ore daily, although production is lower during the winter beacause of electric power restrictions. When operating at capacity the mill produces 2000 tpd of copper concentrates and 32,000 tpd of tailings. Tonnage of tailings is equivalent to about 100,000 tons of pulp at normal water to solid ratio. Because the streams flowing from the Andes in the area of Braden's operations are used for irrigation, it is impossible to dump tailings directly to the river. The tailings pulp must be separated into solids and decanted clear water, and the clear water returned to the same water shed from which the original water was removed. Remaining sands and slime must be deposited in a reservoir where they will not cause trouble to farmers.

MILLER, Canada. The nomination for President has attracted the attention of a large number of members, as is evidenced by the receipt of many hundreds of letters and postcards. Most of these favored either Sidney J. Jennings or Philip N. Moore, each of whom received many cordial endorsements. Such a wide interest on the part of the members is a very wholesome sign, but where there is so much activity it is natural to expect a certain amount of criticism. Some of the letters indicate that the authors feel that the nomination of President should be left entirely to the Committee on Nominations without any effort by the members at large to influence them. Others feel that the nominations are largely controlled by a small group and that the members at large can have little influence. As the result; of the experience of the last few months; a majority of the Committee on Nominations begs leave to suggest that the method of making nominations be changed so that two candidates, at least, for the various offices to be nominated, and suggests that the Directors appoint a committee to investigate this question thoroughly with. a view to making definite recommendations. In accordance with its opinion that the best interests of the Institute would be served by a change in the Constitution, allowing the nomination of two candidates, and in view of the fact that this Committee has no authority to make more than a single nomination for each office, considering the high standing of both Mr. Jennings and Mr. Moore and the large number of members favoring each of these gentlemen, this Committee respectfully suggests the desirability of ,the immediate nomination of Philip N. THE need for geophysicists to adopt a uniform mode of expressing the electrical resistivity of geological formations has been stressed by Dr. A. S. Eve.1 The present paper is to emphasize the point he raised, to bring the weight of disinterested authority to bear on the matter, and to urge the adoption henceforth, save in exceptional cases, of a standard expression for resistivity; all in the hope that the needed reform will thus actually be brought about. The general definition of the resistivity of a material is the resistance in ohms between two opposite faces of a unit cube of that, material. No account need be taken here of the cases in which the unit volume is not a cube, and the units of length and cross-section are different, encountered principally when dealing with metallic conductors such as wires. The idea of the resistance of a unit volume of earth or rock has found expres-sion in geophysical literature in a number of forms and with a variety of units. Fortunately, the metric system has been adhered to in most cases, so ordinarily the meter or the centimeter, usually the latter, has been the measure chosen. The resistivity is then the resistance of a cube of the given rock, or soil, one centimeter on, an edge. This is far from always being the same thing, however, as the resistance of a cubic centimeter. A long thin wire could contain a cubic centimeter and have a high resistance, whereas the same volume formed into a flat plate would have an entirely different, and quite low, resistance between faces. Con-sequently, it is not proper to express resistivity in ohms per cubic centi-meter, inch, etc., as has been done occasionally by .some writers. In an effort to emphasize the idea of cubic volume, some geophysicists, the writer among them, have used the phrase, ohms per centimeter cubed. This is a graphic way of picturing the measure, but is not in favor among highly qualified authorities. In this connection, an appeal was made to the U. S. Bureau of Standards for advice, and the Director, George K. Burgess, kindly replied in detail as to the practice adopted by his Bureau: ." . .' such expressions as ohms per centimeter cubed' or any similar expressions are objectionable, because they certainly carry the implica-tion that the resistivity is found by dividing ohms resistance by the volume in cubic centimeters." During 1936 the Russian oil industry made very satisfactory progress and, while not all difficulties of organization have been ironed out, the country is now assured of a supply of petroleum products in sufficient quantities and of quality demanded by modern motor equipment. The year 1937 promises to better by a wide margin the good showing of 1936. The statistics given in this paper for the first time take into consideration the varying gravities of crude oils of the several Russian oil fields instead of using a flat conversion factor of 7 bbl. per metric ton. It was found from the detailed study that the generally used average conversion factor should be increased from 7 to 7.25 bbl. per metric ton, the figure varying, of course, with the gravity of oil in the individual fields. Crude-oil production during 1936 is estimated at 201,500,000 bbl. as compared with 182,970,000 bbl. produced in 1935, an increase of 9.4 per cent. The greatest increase was again recorded in the Baku district, which increased its production by 10.9 per cent, from 141,257,000 bbl. in 1935 to 158,300,000 in 1936. Grozny district maintained its production at a level of about 23,000,000 bbl., but its old fields continued to decline and production was sustained by the development of newer fields. A great advance was made in drilling speeds and the total footage in 1936 reached 6,694,200 ft. as compared with 4,926,600 ft. drilled in 1935, an increase of 26.4 per cent. In older deep fields, producers were being completed at over 8000 ft.—a great depth for Russian drillers but two years ago. Several major discoveries were made in 1936. Northeast Caucasus.—Izberbash, east from Grozny and on the Caspian Sea, was the outstanding discovery, the initial production of the discovery well being around 3000 bbl. per day from about 5000 ft. The importance of the field is due to the large area of the structure, half of which, however, is under the sea, and also to its strategic location on the shores of the Caspian and near a trunk pipe line to the Grozny refining center. An active development program is being pursued in Izberbash and its 1937 production quota is set at 7,500,000 bbl. A liquid-Freon permeameter suitable for making routine permeability determinations on small plug samples is described. The instrument is characterized by simplicity of design and ease of operation, and can be assembled inexpensively from stock items of laboratory equipment. It combines the unique advantages of both liquid and gas permeam-eters while eliminating many undesirable features of both general classes of instruments. Precision and accuracy of the specific Freon permeability measurements compare favorably with results of conventional liquid and gas permeameters. INTRODUCTION The liquid-Freon permeameter described in this paper was designed and built for special investigations of the properties of petroleum reservoir rocks. However, its unique advantages over conventional gas and liquid permeameters make it eminently suitable for routine use in the core analysis of small plug samples. In general, gas permeameters are very popular because of their simplicity of design and ease of operation. However, apparent gas permeabilities are normally higher than true specific permeabilities unless special corrections for gas-slippage are applied. Since these corrections require two or more measurements at different internal gas pressures, much of the time advantage of the specific gas permeability measurements is lost. Liquid permeability measurements, on the other hand, require no slip correction, but liquid saturation of the sample is time-consuming and difficult to insure. Often, too, the saturating liquid must be extracted or dried from the plug before it can be used for another experiment. The liquid-Freon permeameter described herein retains the inherent accuracy of the liquid permeameter, while affording the speed and ease of operation of the gas permeameter. Freon-12 (dichlorodifluoromethane) is a haloge-nated hydrocarbon, immiscible in the liquid phase with water. It may be considered as an oil phase in laboratory fluid-flow studies. Like butane and propane, it is a gas at normal room temperatures and atmospheric pressure but can be liquefied at moderate pressures. Complete liquid saturation of a plug sample with any of these fluids can be easily achieved by condensing vapors in the sample and operating the permeameter at a pressure above the vapor pressure of the liquid. Freon-12 is superior to butane or propane for permeability measurements only in that it is relatively nontoxic and completely incombustible, and thus presents no fire or explosion hazard. Freon-12 is believed to be completely nonreactive with most petroleum-reservoir rock samples. It volatilizes immediately from a plug on depressurizing to leave a clean, dry sample suitable for subsequent experiments. Thus, the inherent risk of changing physical properties of rock samples by cleaning and drying operations between permeability measurement and subsequent experiments is eliminated. The State Mining Bureau of California under the direction of Fletcher Hamilton, State Mineralogist, is starting a field campaign to report on the economic minerals of California, which have an important industrial and military bearing on the present war situation. Particular interest and value attaches at the present moment to our available supplies of chrome, coal, iron, magnesite, manganese, molybdenum, quicksilver and tungsten. Trained geologists and engineers of the Bureau's staff are being sent, out to obtain information with relation to the latest developments. Advance notices will be sent to the local newspapers, from time to time, of the arrival of the engineers in the various districts. All persons interested in the minerals mentioned are earnestly urged to cooperate with the State Mining Bureau by meeting the field men while in their districts or by communicating direct with the State Mineralogist at his office in the Ferry Building, San Francisco. The State Mining Bureau has just issued Bulletin No. 72 on The Geologic Formations of California. It was written by Prof. James Perrin Smith of Stanford University, and contains a complete bibliography and resume of all of our present knowledge relative to the geological formations occurring in California. It also contains much previously unpublished data, and six tables showing geologic columns. It covers 41 pages.

SUBJECT to formal Board approval in September, AIME dues will continue indefinitely at the present scale of $20 for Members and Associate Members; and $12 for Junior Members for the first six years of such membership, thereafter $17. That is the wish of the Board of Directors and the will of the membership, as expressed in the recent referendum. Though the official returns, as reported by the tellers, are not available as this is written, the data are sufficiently complete to give the results to the nearest percent. The total vote was approximately 93 pct for continuance of the present scale. Metals Branch members voted about 94 pet for continuance; Mining Branch members slightly less than that; and Petroleum Branch members about 91 pct. As in the referendum of 1949, there was no particular difference of opinion on the question of dues as between the three Branches. The percentage of ballots returned was about 61 pct, only slightly more than in the 1949 referendum. But the affirmative vote was much greater, 93 pct against 78 pet in the earlier referendum. Looked at another way, a majority of those to whom ballots were sent, 56 pct, voted to continue the present scale of dues, whereas only 46 1/2 pct of those canvassed voted to raise the dues in the previous referendum. But approximately 600 , members expressed their opinion that the dues should go back to $15 for Members and Associate Members and to $10 and $15 for Junior Members. This is a substantial group of members who either do not think they are getting their money's worth from AIME membership, or believe that a more businesslike conduct of Institute affairs should provide current services at less cost, or believe that more service is being provided for their dues than they need. As to the first point, it is probable that some members are not getting their money's worth. They perhaps have only a fringe interest in. AIME activities, or they do not or cannot participate in such activities at the Local Section, divisional, or national level, so that all they get out of the Institute is the monthly journal, which they do not have time to read. If they did read it intelligently, and acted upon the professional information thus gained, it is difficult to understand how one or more ideas cannot be gained that would be worth $20 to them professionally. But the 600 members who want lower dues offer a challenge to the Directors and to the staff to do a better job; to make Institute membership so rewarding that every. member will be thoroughly satisfied. Twenty 1935 to 1939 dollars are worth only $11.60 now, according to the latest government data, but that makes it all the more necessary for us all to appraise the value of what we buy. To the 93 pct of Institute members who expressed a vote of confidence, so to speak, the staff, and we feel sure the Directors as well, are most appreciative and thankful.

INTRODUCTION Sensitivity analysis is a means of gauging the impact of individual risks on a financing. Key risks can occur in three time periods: - Feasibility, engineering and construction phase; - Start up phase (usually through completion); - Operating phase (post completion). If a company has agreed to cover these risks prior to completion, then less attention will be paid to the sensitivity of the project in the first two time periods. Since the operating phase of the project generates cash for both operations and debt service and generally does not begin until two to six years after the loan is signed, it is wise to look at scenarios other than the projected "base-case" scenario in order to determine the project's capability to operate successfully under a broad range of probable future events. Lenders are compensated at a fixed spread over their borrowing base and generally are not compensated if the project is successful beyond expectation. They are also subject to the loss of principal plus funding costs if the project performs below expectation. Because of this, lenders establish sensitivities around the parameters of conservative projections developed in the project feasibility studies and the cash flows resulting from these projections. The initial cash flow projections should demonstrate the project's ability to meet cash costs, debt service requirements (principal and interest), and still have sufficient cushion to cover contingencies such as strikes, price fluctuations, force majeur situations, etc. (See Schreiber, Chapter 10). The selection of the level of sensitivity analysis to be performed is the result of both objective criteria, including probabilistic analysis applied to the technical parameters, and, of equal importance, subjective criteria applied by the analysts, especially with regard to the economic and financial parameters impacting the project cash flows. RISK SENSITIVITY Assumptions used in the cash flow projections should be realistic. Risks identified by the lenders should be identified and cash flows prepared to assess whether these project risks are acceptable. Typical project risks include the following (see also Chapter 9): - Sufficient reserves - quantity and quality - Product price - Production level - Operating costs - Availability of energy and supplies - Transportation and infrastructure requirements and costs - Interest rate - Completion risks - Tax level - Political risks - Cost over-run risks - Operator experience - Management - Technological risks - Environmental permits and risks - Foreign exchange risks - Insurance coverage - Equity of sponsors - Inflation rate - Capital expenditure during project life In order to see the effect on the cash flow projections, each risk should be analyzed for its impact on the cash flow generating capacity of the project. Sensitivities can be examined to see if the resultant cash flow projection will meet the lenders minimum credit standards. 1.Reserve Sensitivity In general, lenders will not assume the reserve risk. However, it should also be noted that lenders receive loan proposals in which reserves range anywhere from proven to possible. Sensitivities are not generally run for various reserve levels and reserve estimates are either considered acceptable or not acceptable by the lenders.

The income of the Institute is derived from dues, subscriptions to MINING AND METALLURGY and sale of publications. These sources are fortunately supplemented by the interest from invested funds now amounting to over $500,000, a considerable portion constituting endowments for especial purposes. Aside from the medal funds the principal endowments are the James Douglas Fund for support of the Library, the Rocky Mountain Fund and the Seeley W. Mudd M.emoria1 Fund. The income from the two last named is available for the support of research and a variety of other purposes. It is allocated by the Board of Directors upon recommendation of standing committees in each case. An active effort is being made to increase the endowments of the Institute, it being felt that unusual opportunities exist for research and public and professional service through the organization and at a minimum of expense.

Ocean miners seem prepared to commit upwards of $50 million, spread over the next 10 years, to develop a deep ocean capability. More and more large companies, Kennecott, Inco and Tenneco, to name a few, singly or through consortia, are spending money, often big money, to obtain a viable and profitable marine mining industry. Much of the current involvement of the mining industry in the oceans is concerned with either exploration for or engineering studies of manganese nodule deposits and most of it is considered highly proprietary. Thus, the scope of the total effort can only be surmised. The following provide a good indication as to the magnitude of the over-all effort: (1) Hughes Tool Co., Oil Tool Division, announced last March it has been performing engineering studies and ocean surveys (in collaboration with Global Marine, a subsidiary of Tenneco Oil) for the purpose of developing deep ocean mining equipment and techniques. As a result of these studies, Global Marine will build a 35,000-ton prototype deep sea mining ship for Hughes. (2) Deepsea Ventures, Inc. has been "assiduously compiling data on the location. depth, and composi-

Although lateritic ore deposits are relatively flat-lying, surficial ore bodies, the evaluation of lateritic bauxite and nickel deposits is among the most difficult problems confronting an economic geologist. Laterite is a soil formed under tropical conditions resulting in the concentration, within the soil zone, of certain trivalent metals - principally iron and aluminum, but also, locally, nickel and manganese. The soil zone is divided into two parts: (a) the true soil or lateritic zone and (b) the zone of partially altered bed rock or saprolite. Whereas bauxite generally is confined to the lateritic zone, some nickel deposits occur in both the laterite and saprolite zones. The evaluation of bauxite and lateritic nickel deposits thus has both similarities and differences. These ores have been formed by supergene, soil-forming solutions moving downward through zones of widely varying permeability within the weathering rock. Because the permeability varies widely, both vertically and laterally. the extent of weathering may vary greatly within short distances. Because the weathering process varies widely, the degree of metal concentration may also vary widely. It is not at all uncommon for a laterite to change, within a few centimeters, from a virtually valueless rock to a high grade ore. Moreover, the depth of weathering, and hence the depth and form of the ore profile, vary greatly. Obviously, for this type of deposit, a few grab samples or a few drill holes are virtually worthless. The evaluation of such a deposit requires a sophisticated statistical study based on thousands of carefully selected samples. As a rule of thumb, the cost of evaluating a large bauxite or lateritic nickel deposit will be about one cent per ton of ore in the ground. Thus, the cost of evaluating a several hundred million ton deposit may be considerable. The following factors must be considered during the evaluation: Type of Sampling: The best and most reliable samples for the evaluation of lateritic ores are taken along large, vertical channels in hand-dug pits. Where labor costs are high, some form of drilling may be used in place of pitting, but it is always wise to choose a drilling procedure after checking drilling results against a series of pit channel samples. The drilling may not reproduce exactly the results from pit channel samples, but it may be possible to derive a constant correction factor. If the physical character of the laterite varies within the deposit, it may, of course, be necessary to change the type of drilling, the correction factor or both. In some areas, it has been found empirically that augers, chum drills, vacuum drills, rotary drills, or core drills yield satisfactory results. The problem is to find which drilling technique gives results most similar to channel samples through the heterogeneous sequence characterizing the laterite in a given area. In lateritic nickel deposits, the drilling characteristics of the lateritic and saprolitic portions of the deposit are very different. Within the saprolite, the major nickel values are commonly found in weathered zones within less altered boulders - a type of occurrence which makes sampling very difficult.

IN the following pages are described the history and present operations of one of the country's great mining and metallurgical organizations-the United States Smelting Refining and Mining Company. Though the articles are largely of interest to the technical man, the success of the Company as a business enterprise should not be overlooked. Almost immediately following incorporation 42 years ago payment of dividends began and the total to date has been about $140,000,000, roughly half to preferred and half to common shareholders. Founders of the Company were Boston businessmen and financiers interested in such diverse enterprises as shoe machinery manufacture, banking, newspaper publications, and stock brokerage. The legal profession also was represented. The Company is one of the few, among the leaders in the mining industry, that has resisted the urge to move its home office to New York and has always remained in Boston. Perhaps for that reason it has been regarded as a "conservative" company. Conservative or not, it has certainly spread out geographically and it has certainly put its eggs in many baskets. In addition to the precious metals and the major nonferrous metals it has ventured into coal and recently in a small way into the field of oil and gas. It seems to have a predilection for the North American Continent; for in addition to Alaska, Canada, and Mexico it has had important operations in California, Arizona, Nevada, Colorado, New Mexico, and particularly in various districts in Utah.

One of the greatest deterrents to more widespread use of manufactured lightweight aggregate is the fact that no industry-wide standards for its application exist. It is true that ASTM has specifications covering lightweight aggregate, but they are so broad as to be of little assistance in mix design work. Today even an engineer who has worked with one lightweight aggregate may be faced with re-education on his next light- weight concrete job if he is in an area served by another producer. Manufacture of lightweight aggregates has grown with the country, appearing in the patent literature at least as early as 1875, when a patent was issued covering use of burnt clay aggregate as an admixture in manufacture of artificial stone. The widely known Haydite came into the picture prior to 1920 as a result of work by Stephen J. Hayde, and there have been many others since who have contributed significantly to the growth of the industry and its technology.
