EFFORTS made in the year 1930 and in previous years restricted pro-duction in most of the fields of Texas to a point that was satisfactory, at the beginning of 1931, to the majority of producers and buyers. In the Panhandle, North Texas and West Central Texas districts, a few operators with refinery affiliations or contracts either ignored, or by virtue of injunction suits, did not comply with the Railroad Commission's orders, and there was some oil sold at less than posted prices, which, with the Oklahoma City difficulties, caused the first general price reduction. More could have been done perhaps to help the situation on the Gulf Coast and in the Laredo district, but natural advantages are not readily surrendered.

STUDIES of nickel self-diffusion and impurity diffusion in pure metals and alloys have, for the past two decades, employed predominantly the nickel radio-However, because of the low energy of the emitted particle, careful and time-consuming techniques must be used to obtain reproducible measurements. In our studies of nickel diffusion into copper, we have recently used Ni66 [Td1/2: 55 hr; : 0.20 Mev (100 pet)] which decays to it much more suitable as a tracer because of the presence of the high-energy y radiation from the cu66 daughter. Although the half-life of Ni66 is appreciably shorter than that of Ni63, the useful working lifetime of a small quantity, " 10 mc, is about 1 month. preparation bf Ni66. he Nis6 radioisotope was produced at Oak Ridge National Laboratory by means of a double (n,y) reaction:

JAMES ASHWORTH, Livingstone, Alberta, Can. (written discussion*).-About the year 1878, the writer commenced to experiment on safety lamps, the results of which will be found in the Transactions of the North of England Institute of Mining and Mechanical Engineers 1879-1880, the Transactions of the Manchester Geological and Mining Society, and in the technical press. He has also made a careful investigation of the flame caps produced by chemically prepared methane when mixed with air in accurately measured percentages. Before the conclusion of these experiments he personally fitted the hydrogen gas test to a special pat-tern of the Ashworth-Gray patent safety lamp. Later, as pure hydrogen gas was not always available, the writer constructed a safety lamp that would separately burn oil and alcohol; and still later, a somewhat similar lamp to burn alcohol only for specially testing low percentages of methane. This lamp was known As the Ash-worth alcohol safety lamp.

The flotation and, more importantly, the depression of calcite has been extensively studied, especially in terms of collector, pH, and metal ions. A basic laboratory study was undertaken to determine the effect of metal cation, pH, and hydrosol concentration on the flotation of calcite. Results indicate that at constant pH and soluble-silicate and metal-ion concentration, flotation of calcite decreases in the order: [ ] In the case of metal-silicate hydrosols, a higher pH of formation results in higher calcite flotation recovery. Data are insufficient to permit any conclusions regarding the behavior of mono- and trivalent ions. Possible theories to explain the foregoing observations are developed in the paper.

During the year Jan. 1 to Dec. 31, 1916, 962 applications for member-ship in the Institute were received, as compared to 558 during the corresponding period in 1915. The lines along which the Committee has, worked during the year, group themselves under seven principal heads. Large Companies.-Early in the year a letter was addressed to each member of the Institute who is the executive head of an organization, pointing out to him the advantages that would accrue to that organization through having as many of its subordinate members as were qualified participating in the activities of the Institute. This was followed by a second letter to those who made no reply to the first. The response to these letters was very gratifying, 12 new members having been secured at a single plant, and smaller numbers at others. This was effectively supplemented by our President, who wrote the executive heads of some of the largest mining and smelting companies, pointing out to them the advantage to be derived from sending some of the junior members of their staff to attend the Arizona Meeting. One organization sent 24 of its younger men, many of whom were not members of the Institute, but who, subsequently sent in applications for membership. It is to be hoped that the precedent thus set' will be acted 'on in -fuller measure in succeeding years.

RECENTLY, there has been much activity in the field of nucleation of martensitic transformations.'- One of the problems in this field is the calculation of the rate of nucleation (number of plates nucleated per unit untransformed volume per unit time) in terms of observable parameters. Two such observable parameters are the fraction of the length of a straight line which corresponds to the portion of the total length of the line that lies in the martensitic phase and the number of plates intersected by this straight line per unit length of line. Because of the necessity of a valid answer to this problem, the following investigation was undertaken. Although this problem has been treated in the past, a derivation of the relation between the volume and linear fractions of martensite will be described to illustrate the method used in the succeeding analyses. It is assumed that the martensitic plates are in the form of a right circular cylinder having a small height relative to the radius of the base. The volume fraction of martensite is then: fr = lXNl,hjAl [1] where f, is the volume fraction of martensite, and Nij is the number of plates per unit total volume having the area Ai and the height hi. HE application of geology to problems arising A in coal mining engineering and coal preparation has, in general, been somewhat remote, or the geological problems have involved such simple forms of geological knowledge that the attention of specialists in this field has not been commonly thought necessary. Furthermore, the geology of coal beds and coal mining has received but scant attention in our educational system, even in mining education; so that coal mining engineers have become somewhat conditioned against geological thinking. Geologists, on the other hand, have commonly failed to realize that there are geological aspects to coal mining and coal preparation problems. A further reason why geology receives so little consideration in coal mining undertakings in this country lies in the fact that our coal supplies are, or have been thought to be, almost unlimited, have been easily accessible, and very cheaply mined. Conditions have been changing within recent years. Failures can be less easily endured. Great inroads have been made on our bonanza deposits of easily mined coal and the increasing cost of coal and the increasing difficulty of finding it in easily accessible and large quantities places greater and greater importance on accurate information and good technique in exploration. It seems probable, therefore, that the opinions and aid of geologists will be more commonly sought than in the past in the exploration for coal and in the development and operation of coal mines, and analyses of mining conditions, preparation, and utilization.

THE Federal income tax law permits as a deduction in determining net income "in the case of mines, . . . a reasonable allowance for depletion and for depreciation of improvements, according to the, peculiar conditions in each case, based upon cost, including cost of development not otherwise deducted: Provided, that in the case of such properties acquired prior to Mar. 1, 1913, the fair market value of the property (or the taxpayer's interest therein) on that date shall be taken in lieu of cost up to that date." The law provides for a reasonable allowance but the regulations provide for a definite method of computation that possesses more the virtue of simplicity than that of reasonableness. Article 210 of Regulations 45. reads: "When the cost or value as of Mar. 1, 1913, or within 30 days after the date of discovery of the property shall have been determined, and the number of mineral units in the property as of the date of acquisition or valuation shall have been estimated, the division of the former amount by the latter figure will give the unit value for purposes of depletion, and the depletion allowance for the taxable year may be computed by multiplying such unit value by the number of units of mineral extracted during the year." This is simple, but is it reasonable? The intent of the law is clearly that the cost of the ore in the ground shall be considered as part of the cost of the same ore when removed and sold. The regulations fail to carry out that intent, because of the unwarranted assumption that all the ore in the mine cost the same amount per ton. This is what gives the Treasury Department's method its simplicity, but at the same time robs it of its reasonableness because the assumption is contrary to fact.

INTRODUCTION Engineered structures such as mines, shafts and tunnels, and storage caverns for hydrocarbons, chemical s and brine are being built in natural rock salt formations in increasing numbers. In addition, salt formations are being considered as potential hosts for mined, nuclear waste repositories. The popularity of these formations for engineering purposes stems from the many favorable commercial, physical, and thermal characteristics attributed to the material itself. Not only have the formations been stable and free of dissolution for hundreds of millions of years, but the salt is fairly easily mined and has very low permeability, low water content, and high thermal conductivity. Another characteristic of salt is its tendency to flow or creep when subjected to a shear stress. Although this behavior may be desirable in certain instances, it may be detrimental in other instances since the creep rate may be large enough to produce deformations that tend to reduce the volume of storage caverns or to restrict access to mining operations. In either case, the engineer is faced with the problem of accurately predicting the long-term structural deformations under various combinations of stress and temperature and is required to compare these deformations with long-term design criteria. In the laboratory, deformation-versus-time curves obtained at constant stress and temperature show that creep of salt is similar to creep of many other crystal line solids. Figure 1 shows a typical deformation-versus-time curve for salt. When a shear stress is first applied, the rate of deformation is high, but decreases monotonically. This initial behavior is called transient or primary creep. At some time, the deformation rate no longer decreases but continues at a constant rate. This behavior is called steady-state
