IT is well known that one of the cornerstones of economic theory is the so-called law of supply and demand, which, really, is a group of economic laws, one of which may be succinctly stated A rise in price tends, sooner or later, to increase supply. It is the fear that, in the case of petroleum, a limited' natural resource, a point will soon be reached when supply will not respond adequately to price advances, which in recent years has prompted a movement for oil conservation. This movement has lately taken concrete shape in the appointment of 'a Federal Oil Conservation Board by the President. An important aspect of the law of supply and demand is that the supply of any commodity, is not an entity per se, but is a factor of price. Supply, without the specification of, price, has no exact meaning; and, in practice supply cannot be divorced from considerations of price. Mathematically, supply may be expressed by the formula SP, which means that supply varies with price, just as the value of 10 raised to the x power varies with x. In its technical usage, supply is the, quantity of a commodity that is bought currently on the market at a given price. In the case of a natural resource, however, this quantity will eventually depend not alone on price but on the physical volume of the reserve that exists and that, in consequence, can respond to the stimulus of price. If this reserve is fixed in size, we must sooner or later reach a point where supply can no longer respond to price in the usual degree and a permanent shortage will develop which no advance in price can correct, except in so far as higher prices may curtail demand or improve the efficiency of utilization. This statement brings us to the examination of amore fundamental aspect of the law of supply and demand as applied to natural resources; namely, that natural-resource reserves are not fixed in size: just as the current supply of a natural-resource commodity is a function of price, so its reserve is likewise a resultant of price. A sampling technique has been developed for procuring a sample of sinter representative of the entire depth of the sintering bed. The sampling method involves the use of an open-bottom metal basket that rides on the grate of the sintering machine and when removed contains a sample of the sintered product. Additional data have been obtained to indicate that the tumbler test is a suitable means of measuring sinter strength.

Leaching of a granitic rock mass by slightly acid groundwater brings uranium and genetically related ions into solution in groundwater. Uranium and related ions are moved through the vadose zone by groundwater which in turn moves through zones of greatest transmissivity into a deep zone of increased hydrostatic pressure. Cyclic wetting causes the hydrostatic condition to fluctuate causing recycling described by Gruner (op cit). Multiple cycling flushes the uranium ions from rock being leached and moves it via this method to permeable beds-channels-in the deep zone.

THE extent to which geological carbonization has taken place in the process of coal formation is a fundamental factor in all considerations relating to classification, oxidation, deterioration, spontaneous combustion, and especially in all considerations relating to destructive distillation having as an objective the production of marketable coke and by-products. Moreover, it may be readily shown that a. striking relationship exists between the geological decomposition or geological carbonization processes and those artificially produced by heat. It will be generally agreed that the most important accessory to a rail haul operation is the railroad type locomotive crane. The oldest and still most common type is the steam crane, a self-contained steam power plant, coal fired, complete with boom and hoisting machinery and mechanical drive capable of propelling the unit on its own power at speeds up to 15 mph on the level, and hauling, if necessary, a car for transport of the objects being handled. Usually, for greater mobility and safety, this crane and flatcar are moved around the pit by a switcher locomotive. Crane capacities range from 25 to 40 tons, these loads being handled with the shortest radius of boom and with outrigger. Boom lengths are 55 to 60 ft long, usually with heavy lift main blocks at 40 ft boom lengths. Lifting capacities with booms at maximum radius are approximately 20 % of maximum rating. Free capacities, namely without outriggers, range from 65 (at minimum radius) to 55% (at maximum radius) of the above capacity values.

THE British Industrial Fatigue Research Board has issued its annual report covering the year 1925, and a nine-page review of it, by George E. Shepard, was published in this country in the November, 1926, Bulletin of the Society of Industrial Engineers. The report gives results of three different investigations, all of which indicate that rest-pauses, where the spells .of work are 41/2 hr. long or more, not only increase the contentment of the workers, but often bring about an increase in output. A report on the physiology of ventilation is about to be published, and one on the theory of ventilation has been issued. These seem to add but little to the work being done in this country by the Bureau of Mines and the American Society of Heating and Ventilating Engineers. Other studies made are on atmospheric conditions in cotton weaving, on lighting in composing rooms, on repetitive work, the teaching of muscular skill, the energy expenditure in heavy work, the metabolic processes involved in violent exercise, the relation between oxygen intake and lactic acid in the blood, and fatigue in localized groups of muscles. Most of this material is intended for advanced workers in these fields, but will be of interest to engineers who desire to keep up with cur-rent progress in the determination of the facts involved in fatigue resulting from industrial work.

Growing demand for conventional crude oil in North America in the face of diminishing sup- ply is bringing about increased interest in synthetic fuels. With one commercial plant already in full production, another in the planning and engineering stage and still others being seriously considered, the Athabasca tar sands are proving to be a leading center of interest. Here, and in the closely related deposits, reserves in place total over 700 billion barrels.' When and if fully developed, Athabasca tar sands could make both Canada and the United States substantially independent of all off-shore supplies of crude for many years to come. Its product, a high-quality, low-sulfur synthetic crude, is beginning to enter the market place at a most favorable time. Oil Deposit The main body of Athabasca tar sands, about 250 miles northeast of the city of Edmonton, are centered in an area of something over 12,000 sq mi. The deposit runs as high as 250,000 bbl per acre and the average richness is placed at 100,000 bbl per acre. Of the over 700 billion bbl in place, 400 billion bbl of raw oil are considered recoverable from which 300 billion bbl of upgraded synthetic crude are expected to be produced.' In the deeper zones, thermal stimulation is considered the best approach to recovery, while in the shallow areas several surface mining techniques are deemed practical.

The Panhandle area of northwest Texas embraces the northern portion of the Permian Basin of Texas as well as a considerable portion of the western part of the Anadarko Basin of Oklahoma. For the purpose of this report it will include in addition to the 20 counties of the Panhandle proper the two tiers of counties lying to the south, a total area of about 32,000 square miles. Crossing the Texas Panhandle diagonally from northwest to southeast is the Amarillo Arch, related to which is all of the production discovered to date. Oil Production Up to Jan. 1, 1930, the Panhandle has produced about 125,000,000 bbl. of oil. The peak yearly production occurred in 1927, during which period 49,000,000 bbl. were produced. In 1928 the production fell to 25,000,000 bbl., but in 1929, on account of important discoveries in Gray County, the total increased to 31,000,000 bbl. To date Hutchinson County has produced 64 per cent. of the total. Table 1 shows the total yearly production by counties. The present production of the Panhandle is 100,500 bbl. from 1745 wells or an average of 57.6 bbl. per well compared to a production on Jan. 1, 1929, of 59,748 bbl. from 1468 wells or an average of 40.7 bbl. per well. The effect of transition element binary solid solution additions upon the recrystallization temperature of titanium has been investigated. All additions, except columbium and tungsten, raised the recrystallization temperature. A correlation is obtained between the logarithm of the absolute rate of change of recrystallization temperature with atomic percent solute and the number of uuter d shell electrons attributed to the free atom of the solute element in its ground state. The work of Abrahamson, et aL.1-6 on dilute binary solid solution alloys indicated a correlation between the free atom ground state electron configuration of the solute and both the brittle-ductile transition and recrystallization temperature. It is shown in these studies that the number of outer s and d electrons in the solute are of prime importance in determining the absolute rate of change of recrystallization or transition temperature with composition. Furthermore, the limit of initial linearity (in the curve of recrystallization temperature vs at. pct solute) has been shown to be a function of the number of d shell electrons in the solute for dilute iron- and vanadium-base alloys. To date no complete systematic recrystallization study of dilute binary titanium base alloys has been made. This study together with that of zirconium base alloys 6 will provide the data for the comparison of the effect of the same solutes upon two solvents with the same number of outer d shell electrons.

One of the major problems facing today's mining industry is how to manage people and control costs in the underground mine. It is a problem with a solution. Because of the concerted effort to find and mine minerals near the surface, open-pit mine opportunities for certain minerals are becoming more limited; the mining industry will eventually be forced to produce more and more from underground mines in order to obtain those resources necessary to sustain our civilization. Although much technical progress has been made towards solving problems associated with the underground mine, such as - mine design, ventilation, rock support, equipment, and blasting techniques, little has been written on managing mining personnel. Much of what is being taught and practiced today about human relations, motivation, incentives, etc., applies to the underground miner, but the uniqueness of his group dictates a different treatment from that associated with the typical construction worker or factory employee. The difference lies with the kind of man attracted to underground mining and his working environment. Anyone who has had the responsibility of managing an underground mine would agree it is a unique problem.

The strong upward curve of fluorspar consumption continued through 1968, with domestic producers unable to furnish more than 30% of U.S. requirements. Stocks of all grades were quite short at all points during most of 1968. This resulted in price increases as both domestic and foreign producers sought to cover spiralling labor costs. Further increases are probable for 1969. All Illinois mines were closed by strikes in January and February. The strong trend in metallurgical imports reflects the increased use of fluorspar in steelmaking, as new oxygen process steel plants come into production. The growth of use of all fluorocarbon chemicals continues to require additional acid grade fluorspar, with military uses a major factor. Several new aluminum smelting facilities coming into production are adding to the aluminum fluoride needs, bringing further pressure upon the world supply of acid grade fluorspar. The world-wide consumption pressure on all grades of fluorspar is pushing prices up, and no end to the tight supply is in sight, even assuming that all the new projects cited here are finished on schedule.

AT present it is impossible to estimate closely the amount of oil obtainable from a given area of land. However, after the completion of a few properly distributed prospect wells, one can calculate the approximate yield of the sands penetrated, with a probable error of say 50 per cent. Even rough predictions of this kind are of value in, large operations. Without wells upon it, one can never be absolutely certain that an area will produce any oil whatever, and one can only indulge in wild guesses of the probable productive area, before the geological structure has been carefully contoured and the top of the basal water plotted on a map. This requires wells. At times it is desirable to form an idea of the possible yield of oil in advance of drilling, as in cases where the price asked for undeveloped land seems too high, but where the probability of finding oil is furnished by neighboring development, supported by the geology. In such cases the most one can do is to make an estimate of possible maximum yield, which may of course far exceed results, and which is of use mainly in the prevention of excessive initial investment. The method is very significant in a general way, as in regions like the Bighorn Basin, Wyoming, where the productive sands in the Cretaceous shale are so few and so thin and fine that they cannot develop very great production, although the high quality of the oil probably will counterbalance this defect sufficiently to give local profit in favorable areas. Reservoir Capacity of Sands.-The porosity of a stratum is the measure of its maximum reservoir capacity for liquids and gases. The porosity may be determined experimentally and must be used in connection with the total volume of the sand.

HE who enters a mining claim within an Indian reservation of the United States of America acquires no rights thereby, because of the fact that the lands within such Indian reservation are not a part of the public domain, and cannot be located or acquired as mineral land. However, where such an entry is authorized as to a particular reservation by an Act of Congress, such claims as may be entered under such authorization are thereby segregated from the reservation, and the Indian title is extinguished. Under the Choctaw Constitution, any citizen of that nation, in other words any Choctaw Indian, who discovered a coal mine, acquired an exclusive right to all coal within a radius of 1 mile. The laws of the Chickasaw nation provided for the formation of corporations to develop coal and other mines, with authority to contract with others to develop and work the mines. Under these laws, leases were made; but Congress subsequently abrogated all existing leases, prohibited all persons from receiving royalties from such mines, and provided that all coal within the nation should remain the common property of the tribes. Such leases are now expressly prohibited by an Act of Congress (32 United States Statutes at Large, 655). All leases of mineral lands upon Indian reservations must now be made under regulations promulgated by the Secretary of the Interior, and the royalties must be paid into the United States Treasury for the benefit of the tribes. In Canada the Indians have no rights to the royal mines and minerals, and the government can make no stipulation with the Indians which would affect the rights of the Province in which the lands are situated. Therefore, while it is true that under our present law no rights can be acquired to a mining claim within an Indian reservation, it seems to be fully within the authority of Congress to make laws, giving such rights to mineral locators as it may deem necessary or expedient.
