Ox completing the filtration of a solution of pig-iron in hydrochloric acid, and after apparently everything had been transferred to the paper, a minute residue was observed remaining in the angle of the beaker in which the solution had been made. This residue had a steel-gray color and metallic luster and was hard and gritty when touched with a glass rod. Placed under a microscope and magnified 400 diameters, the substance was found to be made up almost entirely of opaque cubical crystals with some fragments having the same color and luster as the cubes. The appearance was strikingly like that of a collection of crystals of iron pyrites. The amount of material obtained from ten to twenty grams of borings by solution in dilute hydrochloric acid, and careful decantation from graphite, was barely sufficient for a microscopic slide. A qualitative test of the minute amount of material obtained in this way, showed the presence of considerable titanium. After many fruitless trials by decantation and other methods, sufficient material for quantitative analysis was finally obtained in the following manner: Two hundred and fifty grams of the coarsest possible borings were dissolved in seven liters of hydrochloric acid of sp. gr. 1.03. A solution by the aid of heat took four to five hours. It was allowed to settle, and the clear solution poured off. Great care was taken that none of the material which had settled to the bottom was lost. THE measurement and control of temperatures have assumed positions of great importance in many industries. The manufacturers of byproduct coke and carbureted water gas find that proper temperature control helps to produce a better product and economizes in the use of raw materials. In the manufacture of glass, enameled ware, brass, and high-temperature refractories, temperature control is now regarded as being coordinate in importance with the control of materials used. To control such processes as malleablizing cast iron, and hardening, tempering, and annealing of steel in a manner to meet exacting market requirements has, within recent years, involved the installation of large and expensive pyrometer equipments. In many of these installations, it was necessary not merely to measure but also to record the temperatures over a period of time and thus obtain a record of the entire heat treatment and an effective check on the workmen in charge. In view of the importance of temperature measurement and control in such a wide variety of industries and the necessity for proper supervision of the installation and operation of the outfits, the following questions may be pertinent: What instruction is offered by the engineering colleges and what departments in the colleges are responsible therefor? The latest available catalogs of ten prominent engineering colleges east of the Mississippi River showed courses in high-temperature measurements given by the departments of physics. These courses, in general, were described as comprising classroom and laboratory instruction in the theory of high-temperature measurements, together with exercises in the calibration of the various devices used. In some cases it was stated that consideration would be given, in the courses, to the practical applications in the industries. In only one. college was the course required of all engineering students; in most colleges it was optional; in a few colleges, it was required only of certain groups. EXPERIENCE has shown that certain known natural conditions and other indefinite characteristics combine to make a mining area vulnerable to mountain bumps. Some of the known conditions are heavy overburden, an overlying stratum of strong non-elastic rock, a structurally strong coal seam that does not crush easily and yet is the weakest stratum in the series, and a floor stratum of more than ordinary firmness. The indefinite characteristics could include resistance of top or bottom of a coal seam to lateral flow, effect of immediate top and bottom strata, nature of the coal seam, and other factors about which very little is known. It is in this area that exhaustive study is needed to achieve positive control of the dreaded mountain bump hazard.

A national budget system, which engineers have long regarded as essential to the proper conduct of our fiscal affairs is at last being seriously considered by. Congress and seems likely to be adopted in some form. Several, bills and joint resolutions have already- been introduced but the measure that seems how to attract the 'most attention is H. R. 1201 introduced by. Representative Good, Chairman of the House Committee on Appropriations. This ,bill provides for the creation of a Bureau of the Budget in the office of the President, to which full information shall be furnished by all Departments and other Governmental agencies concerning powers, duties, financial transactions, business method's, etc. A change, is made in the fiscal regulations in that the Departments shall hereafter submit their fiscal estimates to the President instead of to the Secretary of the Treasury, while the latter official shall submit estimates of the public revenues and the condition of the Treasury. Two budgets are, provided for:, The first, or regular, budget shall contain a balanced statement of the resources and liabilities of the Government and the revenues and expenditures, actual or estimated as the case may be, for the preceding, current, and ensuing fiscal years. The President is further, authorized to submit his recommendations as' to how the heeds of the Government should be met, and such further data regarding the financial affairs of the, Government as he deems proper. The second or alternative budget shall make known the essential facts regarding the condition of the Treasury and what, in the opinion of the President. are the revenue, and expenditure needs for the ensuing fiscal year, to be prepared in such form as the President shall deem most appropriate. The bill' abolishes-the offices. of Comptroller of the Treasury and all -the Auditors for the several Departments, and substitutes therefore an Accounting Department, an establishment independent of the Executive Departments, under the direction of newly created officer to be known as the "Comptroller General of the United States" whose powers shall comprise all those now conferred on the Comptroller of the Treasury and the several Auditors and, in addition thereto, the investigation at the seat of Government or elsewhere of all matters relating to the receipt or disbursement of public funds, concerning which report shall be made to Congress at the beginning of each regular session, containing recommendations concerning the legislation deemed necessary to the accurate rendition and settlement of accounts.

Following the usual custom, three meetings are planned for the year. The Mid-Continent meeting will be held at Oklahoma City, Okla., Oct. 7 and 8, and the California meeting is planned for Los Angeles, probably also early in October. A program along the usual lines is under way for the annual New York meeting. Discussion and planning of the year's activity started in March. An effort is under way to secure papers dealing with some overlapping phases of engineering, petroleum geology, geophysics, law, economics, refining, etc. The main reason for attempting a program along these lines is the belief that unusually interesting technical papers can be obtained. The degree of specialization in the technical and related fields has permitted but few individuals to develop a sufficiently comprehensive viewpoint. Also, at times the developments in a particular field are capable of giving great stimulus toward much needed solutions of difficult problems in others fields of activity. With the coming of the period of restriction of production to market demand, many changes have occurred in policy and technique of petroleum production. Some changes have been advances, others have been of retrograde nature. It seems doubtful whether the adjustment to the condition of excess producing capacity has been complete or sound in some major respects. Many changes are in progress and others need to be initiated. The industry has excessive producing capacity so far as immediate market demand is concerned, but reserves for several years hence are generally believed insufficient. Exploration and discovery should go forward but development should proceed with caution and under control. Property rights should be clarified and protected for the new condition— without excessive cost for drilling wells that serve no purpose except that of giving some protection to property rights at the cost of an increased price to the consumer. Under the more steady condition of assured supply for the immediate future, as compared to the hand-to-mouth condition of wide-open production, a greatly advanced technique of development and production is possible and is being developed. Great progress has been made, but much remains to be done. AMONG mining men as well as in the popular mind the conviction has held sway that mining is pre-eminently a western industry. True it is that gold, silver, copper and other metals have made the States of California, Colorado, Montana, Utah. Nevada and Arizona famous. The prominence attained by these States as mineral producers is, however, not measured alone by the money value of the products of their mines. While the metals are without doubt indispensable in industry, the glamour of the precious metals, and the lure of copper, lead and zinc have given to their ore deposits a sentimental interest that often quite out-weighs their commercial importance. Today a great group of more commonplace minerals are finding a place in commerce and industry rivaling that of the metals, but there is little sentiment attached to them, and,. therefore, they attain relatively little publicity. This is the great group of the non-metallic minerals, exclusive of fuels and oils, including stone, sand and gravel, cement, lime, gypsum, asbestos, mica, phos-phate rock and many others. Almost unnoticed they have grown in production to almost unbelievable pro-portions. The estimated value of metal production for 1925 is given as $1,380,000,000, of the non-metals (ex-cluding fuels) $1,294,000,000. The non-metallic industries are not new, many of them date back almost to pre-historic times; but, as the greatest of them (on a tonnage basis) provides raw materials for the construction industries, it required the activities of the present age of construction to bring about their enormous development. Many of them enter manufacturing as well as con-struction. Non-metallic minerals constitute the back-bone of our great chemical industries. While construction and manufacture reach to all parts of the country their widest development has been in the great industrial centers of the eastern Seaboard and the middle West. Consequently the raw materials of mineral origin required for these great industries have attained a remarkable growth in the eastern half of the- United States. In compiling figures of mineral production for 1924, for which more complete data are available than for later years, the surprising fact is brought to light that the non-metallic mineral produc-tion alone of some of the eastern and middle-western States exceeds by a substantial margin the total min-eral production of some of the western States that have been classed as essentially mining States. Thus the non-metallic mineral production, exclusive of coal and petroleum, of the State of Ohio, was approximately $150,000,000; of Pennsylvania $175,000,000; and of New York $107,000,000. For the same year, 1924, the total mineral production of Utah was $84,357,000; of Montana $70,632,000; of Colorado $61,488,000; and of Nevada only $26,226,000. Even Minnesota, with its enormous iron ore production, reached only $107,845,-000, or a sum about equivalent to the non-metallic min-eral production of the State of New York.

WINFIELD SCOTT MORRIS, known from Coast to Coast within the petroleum industry as "Buck" Morris, is and has been for several years an outstanding man in the Petroleum Division of the A.IM.E., so it is most natural to have him as the Chairman of the Division. "Buck" has been such a vociferous promoter of everything TEXAS that most of his friends believe him to be a "Longhorn" by birth-but the records show he was born at Wilmington, N. C., on July 29, 1901. He worked his way through college and graduated from the University of North Carolina in 1924 with a B.S., followed by a C.E. in 1927. His graduation thesis was entitled "De¬sign of a Modern Oil Refinery."

With the workable area of coal prospected and known as to workability and quantity and sampled and tested for desired quality comes the determination of the projection and method of working. The best method will be the one supplying the greatest degree of safety, the most merchantable product, the minimum average cost per ton with the largest yield of recoverable coal. Based on coal elevations, taken at the bottom of the seam on all known outcrop exposures, prospect openings or drill holes, coal contours are made on the map to be used in developing the mining plan. The contour interval should be as close as available information will permit. For general utility in layout of mining, haulage, drainage and ventilation, a map scale of 400 ft. per in. is preferable. In mountainous sections, location of the main out- crop opening or hoisting shaft is often limited by the available railroad route and amount of land level enough for a plant site. In level country, where a tipple and hoisting shaft may be placed at will, choice of the plant site should depend on the minimum average underground haul for the total coal to be worked to the new

While the coal industry in general has been slow in accepting automation, the last few years have seen a myriad of products developed by the private sector. These packages run the full gamut from sophisticated geological information systems to line entry discounted cash flow analyses. This paper is an attempt to unravel the confusion that may exist about mining software. Discussions will highlight major differences between software products (such as block vs. grid models, prefeasibility programs vs. Monte Carlo analyses), briefly discuss known vendors, list known package features and touch on hardware requirements. The paper also focuses on the costs of automation (both software and hardware), possible trade-offs, advantages to in-house systems (vs. timesharing), a recommended review/selection process (including suggested RFP format), a test case procedure, when to bring in a consultant, and staffing considerations.

The purpose of this paper is to introduce the subject of Stress-Corrosion Cracking at the Joint Symposium of the American Society for Testing Materials and the American Institute of Mining and Metallurgical Engineers. In this Symposium we are concerned with spontaneous cracking which results from the combined effect of high, prolonged stress, and corrosive attack. Stress-corrosion cracking may be considered a specific phase of the more general subject of the effect of high constant stresses in accelerating the rate of corrosion of metal products. The kindred subject of corrosion fatigue in which the life of a metal part under repeated stresses is reduced by corrosive attack is not a part of this Symposium. Likewise "creep," the failure of a metal part by high constantly applied stress, in the absence of a corrosive environment, is not to be included. How- ever, corrosive influences may have more effect on creep failures than is sometimes realized. The penetration by molten metals such as often occurs during tinning or soldering operations, or by mercury, frequently causes cracking when the part is stressed. Strictly speaking this is not stress-corrosion cracking. However, the committee has decided that this phenomenon should be included in the Symposium. WHEN metallic materials are deformed plastically, the process may be considered as one in which hardening and recovery occur simultaneously. The net hardening is that produced by deformation in the absence of recovery lessened by recovery during and immediately following deformation. Strain hardening takes place through movements of large groups of atoms acting to a degree as an entity. A complex microstress system is developed. Recovery is a diffusive-type process involving single atoms or, at most, only a few atoms in concerted action. This is accompanied by elastic strain relaxation. Recovery is strongly temperature-dependent. The driving energy for the process resides in thermal fluctuations of the atoms augmented by the energy of the stress field producing the deformation, and by that produced by the deformation. At very low temperatures recovery is essentially absent, or very small. At high temperatures in the hot working range, recovery is so rapid that deformation results in no appreciable net hardening. The interplay of strain-hardening and recovery results in differing end structures depending on the temperature and the strain rate of the process. For example, there is a prominent difference in the spacing of the slip markings and in the detail of X-ray diffraction patterns. High temperatures and slow strain rates favor a wide spacing of slip markings and sharp reflections.',' This suggests that change in rate of the recovery concurrent with deformation modifies to a degree the manner of the deformation. Different slip systems may operate. For very slow rates, the mechanism may, as has been suggested, differ from that of "classical slip." In the experimental work that follows the findings will be interpreted from the point of view developed in this section. Recovery and Electrical Conductivity Electrical conductivity is a sensitive indicator of the state of strain in a material3' * and was used in this investigation. The materials studied in wire form were: OFHC copper, a high purity (99.99 pct) and 2s grade aluminum, and grade A nickel. Wire annealed and initially 0.050 in. in diam was drawn through diamond dies in a simple holder maintained at 25", —75°, or — 195°C. Precautions were taken that for each material all conditions of drawing were the same except the temperature. Electrical resistivity was measured for each condition at 20°C. This was done as soon as practical after drawing to minimize possible room temperature recovery. The data for the four materials are plotted in Fig. 1 in terms of the change in resistivity for drawing at the several temperatures. The effect of temperature of drawing on the increase in resistivity is most pronounced for copper. Drawing at 25°C to 80 pct reduction in area increases the resistivity approximately 2 pct; drawing at —195°C to the same reduction increases the resistivity about 6 pct. The increase in resistivity" & in this metal is due to extra scattering of conduction electrons originating in the lack of orderly arrangement of the atoms induced by the deformation process. Edgar Archibald Collins was born at Truro, Cornwall, Nov. 16; 1877. He was the fifth (and youngest) son of J. H. Collins, a well known Cornish geologist and engineer, who died in 1916. Edgar Collins spent part of his childhood at Rio Tinto, in Spain, and after returning to England was educated at Alleyne's School at Dulwich, near London. His technical training was acquired by practical experience in Cornwall, supplemented by private study and by his father's teaching. This method of training for the work of a mining engineer was preferred by his father to that of the technical schools then available, and judging by its result, was not unsuccessful. It is,-however, noteworthy that all members of the Collins family who were products of this system later sent, or planned to send, their own sons to technical schools. Edgar Collins came to Gilpin County, Colorado, in 1894, and returned there in 1898, after several intermediate years spent in Cornwall. In Colorado he worked, under his brother Arthur, in the California and other mines of the Gilpin County district, and thereby gained a practical skill and experience as a working miner, and a habit of minute observation of vein phenomena, which proved of the greatest value in later years. In 1899 he went to the Smuggler-Union it Telluride, as general assistant to his brother Arthur, and stood the brunt of 3 years of struggle with the Western Federation, gaining a reputation, for quiet courage and sound work under the most difficult conditions. After Arthur Collins' assassination in the Smuggler-Union office, in November, 1902, Edgar left Telluride, and shortly thereafter entered the employment of a syndicate headed by Arthur Winslow, of Boston, to search for and develop new mines. While so engaged he spent several unsuccessful months near Parral, in Mexico, and later visited and sampled the- newly discovered district of Grandpa, afterward known as Goldfield, in Nevada. This led to the acquisition by the Winslow syndicate of the Combination mine, at first under lease and option; and Edgar Collins was placed in charge. The Combination was really the starting point of Goldfield. It was a profitable mine before the discoveries at the Jumbo were made; and while the Combination, being a "Company-account" mine, controlled by a few responsible men, never attracted the publicity that centered around the sensationally profitable leases on the Jumbo and Mohawk, which publicity was used to further the feverish stock-dealings that characterized the new district. The Combination was really the pioneer mine, made the first shipments of rich ore, constructed the first water-line, and built the first mill (designed by F. L. Bosqui, an old friend and associate); and while it pursued a quiet and unobtrusive. career up to the time of its sale to and incorporation with the Goldfield Consolidated, was probably, in ;proportion to the amount of money risked, the most profitable bonanza in the recent history of gold mining.

A dislocation model is constructed for a cylindrical tilt boundary of which the axis of tilt is parallel to the axis of the cylinder. The strain energy per unit area calculated from this model agrees with thut of an infinite vertical wall of edge dislocations. Based on this model, a dislocation mechanism for the shrinking of such a cylindrical boundary is proposed. The power relation between the grain boundary velocity and the driving force is accounted fm by the stress dependence of dislocation velocity. The activation area for grain boundary motion is found to correlate with that .for Creep in aluminum. In the preceding paper' the velocity of a curved grain boundary is found to be a power function of the driving force, [1] where M is the velocity at unit driving force, y is the grain boundary energy, and p is the radius of curvature. This finding adds another nonlinear rate equation to metallurgical phenomena. While a macroscopic theory for the steady state as just presented2 can be used to understand the shape of the moving boundary, such theory usually does not provide any information about the atomistics of the process. It is attempted in this paper to discuss the nonlinear rate equation in terms of a dislocation mechanism. A DISLOCATION MODEL FOR A CYLINDRICAL TILT BOUNDARY Before a dislocation mechanism can be proposed for the motion of a cylindrical tilt boundary, it is necessary to construct a dislocation model for the boundary. For simplicity, a tilt boundary in a simple cubic lattice will be examined. Although this does not represent the situation in aluminum, it is expected that the general features will be similar. The details of the model in the fcc lattice can be constructed when a refinement of the simple model is called for. A cylindrical low angle tilt boundary in a simple cubic lattice is shown in Fig. 1. Two sets of edge dislocations are needed as shown. A schematic representation is shown in Fig. 2(a). In terms of a continuous distribution of dislocations, the density of dislocations n, of Burgers vector b, in the small segment ds of the grain boundary is Similarly the density of dislocations n, of Burgers vector bz in the same segment ds is where is the tilt angle of the grain boundary. Based on this continuous distribution of dislocations in the grain boundary, it can be shown that the interaction between a small segment of the boundary and the rest of it is zero. Furthermore, the stress produced at any point inside or outside the cylinder is also zero. This shows that the model is acceptable in the sense that the boundary has no long-range stresses. Since the model of continuous distribution of dislocations in the grain boundary does not reveal the interactions among individual dislocations, a discrete dislocation model has to be used for such purpose. INTRODUCTION From the point of view of the consumer, the cost of mineral commodities might be viewed as the total price industry pays for mine output. Similarly, the mining company engaged in the ongoing business of finding, developing and operating new mines is concerned very much today with the distribution of all the revenue paid for mine output and not just with its direct or controllable cash costs. In other words, what will the labor force, the supplier of energy, explosives, and reagents, and the supplier of government services, management, capital, and the ore reserves receive for their contribution to production? A significant amount might be categorized as what economic theory classifies as economic rent. Mining companies are finding it increasingly difficult to negotiate concession or work contracts to develop ore reserves in lesser developed countries, just as they find themselves accused of taking excess profits in their own countries. The principal difficulty in reaching mutually satisfactory agreements in many cases is the difficulty in establishing an acceptable distribution of income, in particular the distribution of economic rent. (See Chapter 7). Further, it is logical that the decisions and policies of the interested parties be they government or industry should be and will be influenced by their competitive position relative to determining the distribution of economic rent. The raising of finance for a mining project today may be inhibited by too biased an extraction of economic rent by entities other than the risk takers, the mining companies. ECONOMIC RENT A British economist (Ricardo D. McGraw-Hill, 1955) first proposed the concept of economic rent (See Drechsler, H.D. earlier in this Chapter.) Ricardo pointed out that no rent would be paid until land became scarce. Ricardo also stressed the distinction that the price of farm produce was not higher because of the rent paid on farm land but that the rent or price of more fertile farm land was higher because the price of produce is higher. This led to the concept that economic rent is not a cost and that it is therefore not price determining, but is itself price determined. Economic rent may be viewed as a cost if cost is equated with the concept of payment or distribution of income to any factor used in production. However, if it is a criterion that a payment must be made to the supplier of the factor of production, then economic rent is not truly a cost because it is not necessarily distributed or "paid" to the supplier. Consider the commodity A which occurs in three grades: Al, A2, and A3. Any grade may be used as a substitute for another grade in all of the industrial uses of A. AFTER all, mineral sanctions are not a measure of peace, they are a measure of war, and we must regard them as such. We have had two examples now in the world-first, Italy, and secondly, Japan-where we have applied sanctions. When we got ready to apply sanctions to Italy that would hurt, they went to war. In the Far East, when we applied sanctions against Japan, in the latter part of 1941, there was a quick reaction, and the Japanese bombed Pearl Harbor.
