THE fact is notable though probably little known that the United States is the only nation obtaining and distributing through its Government bureaus any data pertaining to waste metals and drosses. Some foreign governments do issue reports relating to mine or smelter produc-tion of primary metals, but none gives in scope and detail the information published now by the U. S. Bureau of Mines and formerly by the U. S. Geological Survey; and this is despite the fact that the funds annually allotted for those purposes are insignificant in comparison with allotments for the preparation of data relating to other industries of like importance. The earliest data on the production of metals from secondary sources in the United States were-contained in a press bulletin issued by the U. S. Geological Survey on Jan. 4, 1909. The information published was that for the year 1907 obtained and compiled by C. E. Siebenthal, who was one of the first to visualize the growing importance of the scrap-metal industry. The National Conservation Commission had emphasized its opinion that the known domestic supply of certain kinds of the more important metals was being rapidly marketed and that while there was no immediate cause for concern it was best to conserve such resources. Not only had there been a lamentable lack of any data regarding the quantity of scrap metals available or used but also gross carelessness and indifference in the segregation, collection, and effective use of scrap material. Siebenthal realized that even approximately correct statistics of recoveries from the more important base-metal scrap and drosses were nearly as essential to both producers and consumers as the statistics of the output of primary metals. There were not then nor are there now sufficient funds for complete collection of data, nor was it considered the province of the Geological Survey to do more than determine approximately the recovery of secondary metals for use in supplementing those given for the primary metals. ANY metal which contains even a small percentage of aluminum possesses certain peculiarities of appearance and properties which are exhibited both when the metal is melted and after it solidifies. Pure aluminum, or an alloy containing a small proportion of aluminum, can be melted without flux-except for a layer of charcoal-because a film of aluminum oxide and metal forms at the surface of melted aluminum. Although very thin, this film is air-proof, and it prevents the metal underneath from oxidizing. This oxidized film does not move easily on account of its toughness and high surface tension. One very important point in connection with this process of still casting has not been strongly enough stressed, namely, that the same kind of surface film with the same peculiarities forms over the surface of all melted alloys that contain even a small proportion of aluminum. Experienced foundrymen know how desirable it is to cast aluminum under its "skin" or under the surface of the film which tends to remain still. In the case of red copper, when in fusion, the surface shows pure copper only. This is due to the fact that liquid copper constantly absorbs the copper oxide which forms on the surface. By closely examining melting copper the oxide can be seen dissolving in the bath, and going into solution just as pulverized sugar dissolves in water. When copper is cast in the open, either in wire bars or cakes, the surface of metal exposed to the air is covered by a film of black, oxide that cannot be absorbed by the metal.

IN these days the headlines and spotlight have been focused largely upon the new processes developed and new plants erected to meet the multiplied demands for mineral products required for prosecution of the war. By comparison, the less spectacular achievements of the miner, who is meeting the demand for raw material without which these processes and plants would be useless, have received little attention. Attendance at the mining meetings here reported was small, averaging about 35 to 40, but interest was as keen as ever, and evidenced to your reporter that the miner is no less on the job than is the metallurgist. It is evident that the mine operators are not neglecting any improved methods and practices in their struggle to produce more in the face of diminishing labor supply.

INTRODUCTION WE have shown in the preceding paper that practically all natural oxides of iron contain a determinable percentage of ferrous iron, and in many cases the percentage approaches that in magnetite itself. Some of these oxides are true homogeneous solid solutions. Others are not homogeneous, and can be separated magnetically into fractions. The nature and cause of this inhomogeneity in certain special cases form the subject of the present paper. MAGNETIC FRACTIONATION OF OXIDES OF IRON The magnetic fractionation of a sample of oxide can be conveniently carried out by powdering the material very fine, and exposing it at various distances from the poles of an electromagnet. The magnet that we used was specially designed 1 to give a strong field together with a steep gradient outside of the poles. It is set in a frame, with the pole pieces directed downward. A glass plate can be adjusted at various distances beneath the poles. If the fine iron oxide powder is placed just beneath the glass plate, successive portions of the powder are picked up by the magnetic attraction and are caught against the glass plate, the most magnetic portions being taken up at the greatest distance from the poles. Some natural oxides can thus be separated into several-fractious of different magnetic susceptibilities. Among other natural iron oxides, we examined the powder obtained by crushing some crystals of hematite from Elba.2 We found that

A LUCID, thorough and powerful review of the impact of your tax laws on mining operations has already been presented by Granville S. Borden*. He has brought into focus and relief the pressure-points at which the shoe pinches most, has suggested some remedial measures, and enunciated much sound doctrine about the interrelationship and interplay of taxation policy and mining activity. Under the heading "What Every Lawmaker Should Know", he laid down the fundamental proposition that "the magnitude of our mineral resources varies inversely with the magnitude of the taxes levied upon them." With this, as with his other major premises, all mining men must be in hearty concurrence. There can be no doubt that a flourishing and expansive future for the mining industry in this country, in Canada, or anywhere else will depend on the thoroughness with .which these fundamental propositions are grasped by legislators, by national policy-makers and by public opinion at large.
