As is known to representatives on Engineering Council, the Patents Committee of Council has collaborated with the similar committee of National Research Council in developing a scheme for the improvement of the method of dealing with patents in this country. The staff of the Patent Office is itself actively engaged in this effort. Out of the report prepared by the National Research Council, and approved and adopted by Engineering Council as the report also of its Patents Committee, remedial legislation has taken form. Three hills have been introduced, known as H.R. 5011, a bill to make the Patent Office independent of the Department of the Interior or any other department, and to simplify the procedure of the Courts with reference to assessment of damages or profits for infringement of patents; H.R. 5012, a bill to establish a single Court of Patent Appeals; and H.R. 7010, a bill to increase the force and salaries in the Patent Office. Chairman Charles A. Terry, of the Patents Committee, requests that representatives of Engineering Council write to their congressmen, urging the passage of these hills and so far as convenient, request their friends to do likewise.

IN the metallographic examination of the alloys of iron and silicon, several investigators1-' have reported on the occurrence of an unusual type of etched structure, particularly in the alloys of higher silicon content. This, the so-called "barley shell" structure, has been observed with iron-silicon alloys over a wide range of silicon content, and under certain circumstances it can be seen upon the micro-sections of pure iron. The barley shell structure may be demonstrated most easily with iron-silicon alloys in the range 8 to 20 pct Si after etching in a hydrofluoric acid base etchant. Two etchants which produce the structure are: Corson's reagent, which is 2 parts hydrofluoric acid, 1 part nitric acid, and 2 parts glycerol; and picric acid reagent, which is 1 part hydrofluoric acid and 1 part saturated solution of picric acid in alcohol. Both when freshly prepared and used for etching commercial silicon-iron alloys containing 14 to 16 pct Si, invariably produce the barley shell structure shown in Fig. la. It is now well known that the barley shell structure is a pseudomorph and the true structure of an alloy of this composition consists of a single phase of silico-ferrite together with graphite as shown in Fig. lb. Lower silicon alloys and even pure electrolytic iron may also be etched in the above reagents to give the barley shell provided the etchant has been either: 1—Stored in contact with glass or silica, or 2—used previously for etching an iron containing silicon. Pure iron etched in perfectly pure hydrofluoric acid base etchants free from silicon contamination gives a normal structure free from the barley shells. Therefore, although the hydrofluoric acid in the reagent primarily is responsible for the barley shells, silicon, or its compounds, also must be present, either in the etching reagent or in the specimen. It was of considerable interest to the author to read the paper by Wachtell,? in which the barley shell etch was deliberately used for the identification of the boundaries of high and low silicon areas in diffusion experiments made upon laminate bars of compacted and sintered pure iron and ferrosili-con powders. This method of utilizing the barley shell etch is novel and in the hands of the investigator gave a useful differentiation between the high and low silicon areas in those specimens. For the reasons already given, however, the technique is not to be regarded as of universal application. Misleading results might be obtained, for example, if two or more specimens were etched in the same etchant. Fresh pure reagents only must be used each time. Provided this is done and the investigators are well aware of the limitations of the method, then the barley shell pseudomorph can be made of limited use in distinguishing between higher and lower silicon areas in a microspecimen of a ferrous material. The greatest of care must be exercised in the interpretation of the results which may be regarded as qualitative only and may, in fact, not be specific to silicon alloys.

World consumption of petroleum and related fuels for civil purposes in 1939 was close to 2,024,000,000 bbl., or approximately 110,000,000 bbl. more than in 1938, the United States accounting for 96,000,000 bbl. of the increased amount. With the annexation of Czechoslovakia and part of Poland, civil consurnption in Germany during 1939, notwithstanding sevre rationing in the last four months of the year, was 54,000,000 bbl., or only 1,600,000 bbl. less than in 1938, and domestic production of pctroleum and related fuels was some 34,000,000 bbl. short of civil consumption. The mounting petroleum requirements of the military forces of greater Germany are, of course, not included in these figures of civil consumption. To supply this deficiency Germany now must rely almost exclusively on the Rumanian fields, which in 1939 produced about 35,000,000 bbl in ewes, of the Rumanian civil consumption. However, these fields arc supplying and have supplied for years the oil requirements of the neighboring

The plant, animal, and mineral arts and sciences are interrelated, interdependent, equally distinctive subject-matter fields. The artificial, erroneous, and popular idea that minerals occur in great storehouses in nature's treasure room to be removed at will at fabulous profits is about as correct as the assumption that the farmer's life is one of ease in which the crops spring miraculously from the ground. However, both of these fundament-a1 industries, mining and agriculture, have much in common. The extraction of minerals from the ground and the extraction of plants from the soil for immediate use, or conversion to meat, are fundamental activities and subject to many common economic laws. In other words, in many important basic concepts there is little difference between surface and subsurface crops. The farmer owner working the surface of the earth and the owner of a fraction of the oil or coal rights in the subsurface, from which a small yearly income is derived, are interested in the best management of the land for the mutual benefit of all concerned. Therefore, it is essential that in any planning or political action intended to create a new scheme of things, it should be remembered that one plan must fit all sources of primary wealth, whether coal or wheat, petroleum or milk, iron ore or beef.1 And what basic economic difference is there in the processing of a gallon of petroleum and a bushel of corn?

THIS note reports a determination of the melting point of germanium, and the liquidus of the Ge-Ga alloys; lattice constants of the a phase are given. The alloys were prepared by melting germanium (>20 ohm-cm resistivity) and gallium (99.6 pct) in evacuated silica tubes. The materials (50 to 70 g) were heated at 1000°C, held in the liquid state for about ¾ hr, and then cooled rapidly in the tubes. Points on the liquidus were obtained by thermal analysis which consisted of obtaining time-temperature data during heating and cooling the materials in high purity graphite crucibles and a helium at- mosphere. Temperatures were determined with a Pt—Pt-Rh thermocouple protected by a silica sheath. The couple was calibrated against a National Bureau of Standards calibrated couple and also against the freezing points of copper, silver, aluminum, and the 28.1 wt pct Cu, 71.9 wt pct Ag alloy eutectic. The samples for X-ray analysis were prepared by heating small pieces of the ingots in evacuated glass or quartz tubes at temperatures between 600" and 900°C for periods ranging from 2 hr to 22 days, periods deemed sufficient for equilibrium to be attained, followed by quenching in water. The heat-treated samples were ground to powder for X-ray analysis. The lattice constants of the germanium-rich phase (a) were determined with a baok-reflection focusing camera. Drilling an oil well or most other types of drilling or coring is no longer a simple and uncomplicated operation. Drilling today at depths which exceed 30,000 ft is hazardous and requires personnel with long and varied experience in drilling. It also requires extensive experience and knowledge in the use of materials which are added to the drilling fluid or "mud," more often than not materials utilizing an industrial mineral. The drilling fluid can vary from a simple mixture of water and "mud" to a very sophisticated, scientifically compounded drilling fluid. Industrial Minerals Used in Drilling Fluids Industrial minerals which are commonly used in oilwell drilling and completion are listed on [Table 1]. The most important minerals, determined by sales, are bentonite and barite. The other minerals listed are either used to achieve a specific purpose or are used regularly but in limited quantities. The main suppliers of drilling fluids internationally are Magcobar Div., Dresser Industries, Inc.; Baroid Div., National Lead Co.; IMC Drilling Mud Co., (a subsidiary of International Minerals and Chemicals Corp. and Halliburton Co.) ; and Milchem, a division of Baker Industries. Most of the industrial minerals are found in North America, with barite mines and processing plants located in Nevada, Arkansas, Missouri, and Arizona, and bentonite mines near Graybull, Wyo. Other mines, such as those in Nova Scotia, are capable of shipping to South America and to the European and Middle East countries. Most of the materials processed by any of the suppliers must conform to specifications set by the American Petroleum Institute (API) or the Oil Companies Material Organization (OCMA). These specifications provide for uniform physical and chemical properties of the materials to be sold on the open market.

IT is well known that most of the materials entering into the manufacture of thermocouples are subject to variations in their thermoelectric characteristics, the chief causes of which are: differences in chemical composition; the previous .history, which includes mechanical working, ageing, oxidation, and contamination; and mode of use, such as depth of immersion, etc. In the case of a very extensively use thermoelement, the iron-constantan couple, neither iron nor constantan are absolutely uniform, and a number of checks are made during the process of manufacture. As both are subject to diversion from a standard value, neither, can be used for checking the other. It is, therefore, necessary to find a third metal against, which iron and constantan maybe checked. It was to find such a metal; that the present investigation was undertaken. To be a reliable, checking standard, the metal must possess a fairly high melting point? it must be obtainable in sufficient purity, and it must be uniform and constant with respect to its thermoelectric qualities. The choice is, as a result, limited to a few metals, such as copper, gold, and silver. Copper has the advantage of low cost, which makes it possible to use each wire only once and thus avoid any variations due to continued use, although previous investigators have found1 that continued use does not affect the calibration of a copper-constantan thermocouple. Copper also has the advantage of a large thermal electromotive force against constantan and would be desirable as a checking standard if it could be shown that it possessed the proper thermoelectric characteristics. The investigation, accordingly, resolved itself into three phases: the uniformity of commercial electrolytic copper, the effect of aging and method of annealing, and the calibration of the copper-constantan thermocouple.

In the mining and handling of sulphide ores, some degree of oxidation takes place on the sulphide surfaces, which are exposed to the atmosphere. It is, moreover, well known that the oxidation compounds formed are a factor when such ores are subsequently treated by flotation. Modern operating technique and reagents are capable of contending with this condition to a major degree, provided that the proportions of the reagents used are varied correctly. This is particularly true at the Tennessee Copper Co., where the ore treated contains pyrrhotite in addition to other sulphides. A number of soluble salts, some of which are unstable, can be formed during the oxidation of the sulphide ores. Those unstable salts, whose oxygen requirements are unsatisfied, are constantly changing to more stable forms because oxygen reacts with them during the crushing, grinding and other operations of ore preparation. We add no chemicals of any kid to the ore pulp in its preparation for flotation feed. Consequently the only compounds that are present in the flotation feed are those produced by the natural oxidation of the ore in the presence of air and water. The Tennessee Copper Co. ore is composed of from 60 to 70 per cent sulphides and from 40 to 30 per cent non-sulphide material. It is not the purpose of this paper to discuss the nature of these various oxygen-sulphur compounds nor their effect on flotation, but to describe a method for correcting the effect. Suffice it to say that we have found that the reducing sulphur and oxygen salts have a depressing action on our bulk flotation process.' From long experience we find that the best means of correcting for this variation in our work is to increase or decrease the quantity of xanthate, the promoting agent, as the quantity of the reducing salts increases or decreases. REACTIVE metals are not only those sufficiently radioactive to be used as fuels, such as uranium and thorium, but all metals that will find application in power reactors. It is required of such metals that they be relatively inert or chemically unreactive, dimensionally stable at high temperatures and pressures, and either very absorbent of radioactivity or transparent to it. To gain the right perspective concerning these metals it is necessary at this point to explode some erroneous concepts propounded so often they have become accepted as fact. The first of these is that the great industrial nations, especially the U. S., have reached their pre-eminent position chiefly because they possess abundant mineral resources. Some U. S. mineral economists, echoed by the politicians, have taken this position so often that many of their theories and policies are based on the presence of developed mineral resources as a sine qua non to the country's greatness. Actually the reverse is true- under a social and political system granting free rein to the initiative and creativeness of its people, many hidden mineral resources that otherwise would have lain fallow have been developed into productive enterprises to the benefit of the national industrial economy. Again, once the proper incentive was furnished, other countries have also been able to establish valuable mineral enterprises in recent years; resources long dormant for lack of a proper economic environment suddenly have become valuable and productive. It is possible to name immediately several nations where such domestic economic developments have had favorable repercussions within the last decade. The absence of productive mines in any country is no indication that workable deposits do not exist within its territory.

Production of petroleum in Trinidad during 1938 reached the record figure of 17,737,061 bbl., an increase of approximately two and a quarter million barrels over 1937. The principal development during the year was along the Guapo fault, which extends from Point Ligoure to Coora across the southwest portion of the island. This fault has been proved to be a major factor governing oil accumulation in the area. At the southeast end of the fault the Coora field has been actively developed during the year and already ranks as one of the major productive fields of the island. Approximately seven miles to the northwest, another richly productive area has been developed on the north side of the fault at Los Bajos, while several widely spaced wells along the fault in the intervening area suggest that the whole seven miles betwen Los Bajos and Coora will prove productive. The Penal field was placed on regular production during the early part of the year on completion of a pipe line to the Point Fortin refinery. This is a shallow pumping field with a daily output of 2000 to 1500 bbl. of heavy oil. Down-flank extension of the oil-producing structures of Forest Reserve, Kern and Point Fortin have considerably extended the proven acreages on these structures and exploitation of the deeper Cruse sands on these structures has also materially increased the known reserves. Wildcat drilling has been active in several areas. Four wells have been completed in the Mayaro district; four at Moruga; six at Cedros; six in the Morne Diable area; one at Erin and one at Point Ligoure. Few data are available from these areas, but it is understood that some cncouraging results have been obtained. In the northern basin, north of the Central Range, two locations were spudded in at the end of the year after extensive seismograph surveys. Both these locations are scheduled for depths in excess of 10,000 ft. This northern basin is entirely untested by the drill and the present drilling program is being keenly followed by all operators in Trinidad.

(San Francisco Meeting, September, 1915) IN 1911, we published in the Transactions a brief account of the lateritic alterations of serpentine in eastern Cuba, producing the important iron-ore deposits of the Mayari and Moa districts.1 The special feature of that article was a quantitative treatment of the alterations, based on analyses, to show just what had happened in terms of chemical, mineralogical, and physical changes. Professor Kemp has published an interesting account of these ores, containing additional quantitative observations of his own, tending essentially to confirm the nature of the changes that bad been worked out.2 His discussion suggests to us the desirability of publishing certain additional quantitative data which were not included in our previous article. This seems especially desirable because quantitative measurements of lateritic alterations are rare, and this particular case may be regarded as typical of a fairly wide range of alterations of this kind. At the time of our examination of Mayari and Moa, deposits 29 complete analyses were supplied us by the chemists of the Spanish-American Iron Co., representing a graded series from the unaltered serpentine rock below to the ore at the surface. These analyses are given in the accompanying table. The mineralogical composition of the ores and rocks is comparatively simple and can be easily calculated from the analyses. In Fig. 1 the mineralogical changes from the serpentine rock below to the lateritic iron ore above, based on the analyses, are expressed in terms of weight, assuming alumina to have remained constant during the alteration. It is not easy by mere inspection of this table of analyses to determine what the progressive chemical changes have been in development of the ore. In order to bring this out clearly, the analyses have been graphically represented in Fig. 2 in such a fashion as to show the progressive additions and losses of substances during alteration.

There was less activity in the petroleum industry in Indiana in 1933 than in previous years, owing largely to adverse market conditions. The only development of any consequence was for oil in Perry and Vander-burgh counties in southwestern Indiana, a few gas wells being brought in in Jay County in northeastern Indiana. Indications are that there will be more activity in southwestern Indiana in 1934. Little change may be expected in northeastern Indiana. One hundred and sixty wells were drilled in Indiana in 1933, of which 57 were dry, 44 produced oil, 38 produced gas and 21 either were not completed or information on them was lacking. There were 153 wells abandoned and plugged in 1933, as compared to 205 in 1932. Southwestern Indiana This area centers about Gibson County and is the principal source of oil and gas production in the state. Production is from the Lower Pennsylvanian and Upper Mississippian formations. Oil production for 1932 was approximately 847,000 bbl. and for 1933 was 804,000 bbl. Gas production for 1933 was 942,000,000 cubic feet. The Siosi field, in southwestern Vigo County and northwestern Sullivan County, discovered six years ago, produced approximately 244,000 bbl. in 1932 and 223,000 bbl. in 1933. Production is from Devonian and Silurian formations. The oil is high gravity, but contains considerable sulfur. The Shelburn and other small pools in central Sullivan County produced approximately 68,000 bbl. in 1932 and 2,000 bbl. less in 1933. Production is from one or more of five horizons in the Pottsville and is obtained at 600 to 800 ft. This area also produces approximately 19,000,000 cu. ft. of gas a year, supplying the city of Sullivan. The field is over 20 years old. The Gibson-Pike County area, made up of many small pools, including several in southern Knox and southwestern Daviess counties, produced approximately 486,000 bbl. in 1932 and 450,000 bbl. in 1933. Petroleum production in the Rocky Mountain district during 1929 registered a small decline from that of the previous year, conforming with a gradual decrease in the amount of oil produced during the last few years. A number of causes may be mentioned to account for this result, chiefly overproduction in other regions and the apparent desire of operators in this territory to conform to the policy of proration and retrenchment adopted by special agreement among operators in many of the fields. Unit operation has been adopted to control oil production from the Sundance sands in the Salt Creek field, Wyoming, in line with the general effort to stabilize this phase of the industry and prevent excessive drilling of new wells. Another factor which greatly retarded development in the Rocky Mountain region was the executive order of President Hoover issued in March refusing the award of new prospecting permits to future applicants and threatening cancellation of all existing permits upon which actual drilling had not been done as specified by law. Only four states in the Rocky Mountain region are important oil producers. In 1929 Wyoming led with an average daily output of 52,600 bbl., followed by Montana, with 10,730 bbl.; Colorado, with 6500 bbl., and New Mexico with 2700 bbl. daily average. These states bear the following percentage relation to total production in the Rocky Mountain district: Wyoming, 72; Montana, 15; Colorado, 9; New Mexico, 4., (Table 1.) The total average daily production was approximately 73,000 bbl. and the total production of all four states during the year was 26,534,606 bbl. This is 2.7 per cent. of the total oil production of the United States during this period. FROM the beginning of its activities, the members of the National Production Committee have felt that the following points were essential to the success of its work: The operators must. feel that their operations were not 100 per cent. efficient; that they should be courteous and fair in their treatment of their employees; and that they should set an example of hard work and patriotic interest in increased production. Every move made must appeal to the sense of fairness of all parties concerned. The men must feel that in working more faithfully, and consequently producing more coal, they are rendering a distinct service to their Government in the time of its great need. As the workers feel that greater efficiency on their part results only in greater profits to the operators, the advantage to the operator should be lost sight of, as far as possible, and the advantage to the Government in fighting the war emphasized. Both operators and workers should know that the Government considered increased production an obligation, and opportunity for service, resting on both parties and not on the operators or the workers alone, and that both parties could very much better the efficiency of the pre-war period. Had the committee intimated that it thought the coal shortage was clue entirely to the idleness and inefficiency of the workers, its campaign would have failed, for the men would have resented the charge because only too frequently their efforts to produce more coal were thwarted by bad management; besides the operators would have lacked stimulus to better effort. THE twenty-first birthday of the Rocky Mountain Club will be celebrated on April 11 by the Last Round-up; for, as announced at the annual meet-ing of the American Institute of Mining Engineers in February, the Club and the Institute have voted to con-solidate and formal approval by the court alone re-mains to be secured. The Rocky Mountain Club was organized some years since "to create and maintain good fellowship between the Rocky Mountain members and to further the in-terests of the Rocky Mountain States." From the first, mining men dominated it, as was natural in view of the prominence of mining in the Rocky Mountain region. A series of brilliant annual dinners were held and a site purchased for a clubhouse. A fund was raised to provide a home for the Club. Just as success was as-sured the war came and the members of the Club con-sidered it would be unpatriotic to spend money for such purpose at that time. In a spirit of patriotism the Club funds were devoted to war purposes, especially the Commission for Relief in Belgium and the caring for soldiers going to and returning from the front. So much of the money was used that at the end of the war the project for a clubhouse was out of the question with-out raising a new fund, and since 1923, the Club has been inactive. There is now in its treasury a substan-tial sum. The assets are for the most part the result of contributions made by W. B. Thompson, John Hays Hammond, and Edward H. Clark, all members of the Institute and all of whom wished to see these funds applied in a manner to leave some lasting memorial of the spirit which animated the founders and at the same time perform some useful function in the development of the region in which the Club's interest centered. It was thought that this could best be done through affilia-tion of the Club with the Institute and both organiza-tions have voted for the merger. The Club members not already in the Institute are to have the privilege of a special Rocky Mountain life membership, and the property of the Club is to be used to endow a Rocky Mountain Club fund to be used for purposes in accord with those of both the Institute and the Club and with especial reference to benefiting the Rocky Mountain region.
