Russia's first "Petaletka'' has ended. Technically it did not succeed but practically it has been a great achievement in the petroleum industry. Out of the chaos of revolution and civil war Russia has developed her oil industry to second place in the world's production. For 1932 production of crude oil is estimated at 150,000,000 bbl. and refined products at 145,000,000 barrels. Russia has been able to give the petroleum industry every advantage that a government can extend to a fast growing industry. She has obtained all of her property by confiscation. Under government ownership, operation and control, her petroleum industry is not handicapped in any way by state rulings or by unnecessary competition in production, refining and marketing. There are no damage suits resulting from offsetting, flooding, repressuring, laying of pipe lines, building of docks or other necessary work. Russian oil fields2 have been easy to develop and operate. They lie advantageously to transportation for foreign markets. The chief disadvantages have been a lack of credit and technical cooperation, but the former is being overcome by the sacrifice of the people. They go without the comforts of life that all salable articles may be exported for the imports of modern machinery. Modern machinery is fast replacing the obsolete and worn-out equipment. Technical cooperation has been difficult because it has been necessary to train thousands of adults to do technical and mechanical work. Great quantities of pipe, tools and electrical equipment were necessary for the rapidly developing fields and refineries. The supplies have been inadequate and the quality poor. This lack of equipment, along with the untrained technical supervision, has been the cause of the proposed quota falling short. Fig. 1 shows the production for 1931 and 1932. During 1932 a large percentage of the oil was produced in the proven fields of the Caucasus.

The equipment of a laboratory in which students are to be trained for practical work in metallurgical chemistry presents many difficulties not encountered in the fitting up of a commercial or works laboratory. At an industrial plant the chemical work required usually demands the frequent repetition of a comparatively limited number of methods. In a steel-works laboratory, for instance, by far the larger part of the work consists in making determinations of the usual impurities found in iron and steel; at a smelter the great bulk of the work is confined to the analysis of ores, slags, mattes, and fuels, which involve the frequent application of perhaps not more than a dozen different methods. In a laboratory of this character, therefore, those operations most frequently applied may each have a certain section set apart and fitted permanently with such apparatus as best facilitates the carrying out of this one operation. The work of a commercial or custom laboratory is perhaps more varied than that of a works laboratory, but the couditions are similar in these respects, that there is usually no great need for economy of space, and that a few skilled workmen are employed to carry the determinations through from beginning to end without interruption. On the other hand, the laboratory of a technical school should be planned on such a scale that a comparatively large number of students may work at the same time, and each desk should be equipped for general metallurgical analysis. In most institutions for technical education the student's program is so arranged that his day is divided among several subjects in the course of study; only a few consecutive hours being devoted to one subject, or spent in one laboratory. A distinguished engineer, the active head of a large mining company, has said that surveying attains the dignity of a profession only in the hands of a few men—the few who know how to keep notes that will be understood by even a novice without further word of explanation. Of all mine-records, survey notes are perhaps the most important. The maps made from them serve as a working-guide, and as framework for other data; and when, from any cause, access to underground workings is shut off, the surveyor's record often becomes invaluable. So seldom docs a surveyor have a chance to check underground surveys by making a closure, that he is compelled to rely on the precision of each step of his work for the accuracy of the final result. When data are fully recorded on the spot, the notes, even in the hands of second parties, become evidence of the care and precision with which the surveying was done. It is worth a great deal to be able to pick up the work of a former surveyor where it was left off, and to be able to carry it forward without rctracing from the beginning. The purpose of this paper is to describe the survey-note system of a mine now under my direction, in which underground surveys had to be relied upon entirely for the proper division of rich ore-bodies between neighbors, thereby placing a premium on accurate surveying and permanent records. In survey-work, it soon turns out that paper is the least item of expense, and that little is gained by trying to economize note-book space. For many purposes it is best to record notes on cards or loose-leaves, which may be left in the office at the end of the day's work, and need not be carried into the mine again, there to become smeared with grime and grease. Among the bills now pending in Congress is one to authorize exploration for and disposition of coal, phosphate, sodium, oil, oil shale, and gas on, public domain. One, to provide protection and government revenue for potash and for zinc ores and products. One to prevent withdrawal of mineral lands from entry and occupancy by law, also to promote, production of quicksilver, tungsten, sulfate, pyrites, and sulfur, and of manganese and manganiferous ores. Three resolutions have been introduced to suspend requirements of annual assessment work on mining claims during year 1919 and one to relieve owners of mining claims mustered into military service.

This contribution illustrates the application of the theory of period doubling to the description of the formation of microcracks in rocks. The fundamental mathematics is described and a method of prediction is proposed. The invariance (universal constants) of a generic microfracturing (damage) process is described. Finally, the method is presented as a deterministic method of predicting the failure of an engineering material while keeping track of the amount of damage that has occured at any point.

First actual production of titanium metal at the newly constructed Henderson, Nev., plant of Titanium Metals Corp. of America occurred in mid-October. Production will be expanded rapidly until the initial goal of 10-tons per day is reached. This will be equivalent to eight times the present world production of titanium metal. W. Eberstady & Co., New York City, has announced plans for construction of a $400 million plant for the manufacture of synthetic liquid fuels from coal in southern Illinois, if the Government will guarantee a minimum price for the gasoline and other products to be produced.

In gassy coal mines, abandoned worked-out areas are natural reservoirs that may contain air- methane mixtures. The quantity of such mixtures is continuously increasing or decreasing as atmospheric pressure falls or rises. This is in accordance with Boyle's Gas Law, which states that the volume of a perfect gas varies inversely with the absolute pressure. In large, open gob areas without a bleeder ventilation system, atmospheric pressure is a static force acting in all directions. Changes in atmospheric pressure may occur rapidly or slowly, but any change will result in a change in the quantity of gob air-methane mixtures.

BECAUSE of the well known relationship between a low atmospheric pressure and increased amounts of methane in coal mines, attempts have been made to find associations between low pressures and coal mine explosions. An early study by F. Able disclaimed this relationship. He found that half the explosions took place during a rising barometer when methane content in a ventilated mine would be decreasing. A more recent study by C. L. Hosler revealed a close relationship between anthracite mine explosions and low atmospheric pressure. Bituminous coal mine explosions, where coal dust as well as methane can be exploded, were found to be more closely associated with a rising pressure following a low barometer than with the falling or low pressure period.

The United States is rapidly approaching an acute shortage of minerals. According to some observers, this situation may even be more severe than the energy crisis because the US consumes nearly 30% of the world's mineral production. With the mounting competition for world mineral supplies, we can no longer take for granted that foreign mineral products will be available to the US as abundantly as in the past. In 1973, US consumption of mineral raw materials was $35 billion. Of this, $7 billion consisted of imports. Without a drastic reorientation towards the mining of domestic mineral resources, the 1973 $7 billion deficit might mushroom to $100 billion by the year 2000. Thus, a return to domestic sources of raw materials will become absolutely necessary-and will be bucking the trend of the past 25 years, characterized by capital investment for growth in multinational overseas mining operations.

The 114th (New York) Meeting of the Institute will be held in the third week of February, 1917. The Committee on Papers and Publications has set Dec: 1, 1916; as the closing date for the receipt of manuscripts intended for this meeting. Manuscripts must be received by the Secretary on or before this date. If they are sent through members of the technical committee they must be sent to those committees enough in advance of the time to be forwarded and in the hands of the Secretary by the time specified. While Dec. 1, 1916, is the final closing date, it is a great advantage to get papers in as much before that time as possible as it enables them to be submitted in proof form to their authors. Papers received on or before Nov. 1, 1916, will, as far as possible, be published in the January Bulletin or earlier, thus giving good distribution among the members in advance of tile meeting. The Institute's records show that the discussion of papers is very rnuch better when they are distributed somewhat in advance of the meeting instead of in the Bulletin which goes out immediately preceding the meeting.

Pronounced non-linear behaviour of mine backfill arises from the influence of confining pressure, cementing agent content, curing time, void ratio and water content. Past research into backfill behaviour under stress is reviewed and related to the needs for constitutive laws which can be integrated into numerical modelling for mine design where structures employ backfill support. A method for representing non-linear backfill behaviour is proposed, which is based upon numerical regression treatment of triaxial laboratory data. The non-linear behaviour observed from a program of laboratory triaxial testing of cemented hydraulic backfill is presented. The particular influence of confining stress and curing duration is high- lighted. The paper concludes by considering the alternative means of accounting for such behaviour in mine design.

AMONG the more interesting peculiarities of plutonium is the brittleness of its room-temperature monoclinic phase, a, since the adjacent higher-temperature phase (transformation temperature, 112C), ß, is also monoclinic but very ductile. Other elements, e.g., tin and manganese, have phases which exhibit similar contrast in plasticity. However, it was considered unusual when the a phase which has less than 0.1 pet tensile elongation' was rolled to 90 pct reduction in thickness at room temperature.' Since brittle behavior often is a structure-sensitive property, but could also be the result of covalent-type bonding, further experiments reported here have been conducted in an attempt to illuminate the problem. Electrorefined plutonium was rolled under various conditions and examined to determine the strain-hardening characteristics and also to determine under what conditions rolling could be performed. The rolling mill had 6.0-in.-diam heatable rolls with a variable roll speed (6.25 to 445 in. per min). Microhardness measurements were taken using a square-base diamond indenter with loads from 50 to 1000 g. The method used for rolling plutonium at room temperature consisted of prior
