The Joint Economic Committee's subcommittee on international payments and exchange has recommended that, following international monetary reforms, the law which prohibits private possession of gold by American citizens be repealed. The subcommittee recommendation called for reforms to enhance the role of special drawing rights in international monetary affairs and downgrade the role of gold. Special drawing rights, also known as "paper gold", are on artificial reserve with the International Monetary Fund (IMF) which distributes them to member nations in proportion to their economic importance in the world economy. The special drawing rights are then used to settle debts between nations in the same manner as gold or currency. The subcommittee said that under the reforms now being discussed special drawing rights would be acceptable in lieu of gold among the member countries of the IMF.

R. E. Carter (General Research Laboratory, Schenec-tady, N. Y.)—Brown, Gaudin, and Loeb in their study of intergranular comminution by heating attempt to find one explanation for all types of rock in terms of the properties of the phases present. The only necessary condition for intergranular cracking by heating is the setting up of high stresses at the grain boundaries. Such stresses may be set up in multiphase isotropic mixtures if the thermal expansions of the phases are different, in non-cubic single phases because of the anisotropy of thermal expansion in the various crys-tallographic directions, and in materials containing quartz because of the a-p' transformation at 575°C. In addition, for intergranular comminution by heating, the cooling and not the heating is most important.

Apropos of metals low in the series illustrated by Dr. Butler's Table 11, it is interesting to note that Cress and Feldman29 reported traces of platinum metals in several samples of alunite. They found, chemically and spectrographically, several traces of platinum, palladium, and rhodium in alunite from Sugar Loaf Peak, near Quartzite, Ariz.; silver, platinum, and rhodium in alunite from Rio Grande County, Colorado; and traces of rubidium and gallium in various samples of alunite. These authors stated that the platinum metals appear to be present as Oxides and suggested deposition by hydrothermal solutions under near-surface conditions. AS described by Heineman,30 the wall rock of the Sugar Loaf alunite veins shows considerable alunitic alteration. Pyrite and hematite are relatively abundant in the wall rock but decrease progressively near the veins. Assays of samples of the Sugar Loaf alunite, run by J. B. Cunningham of the University of Arizona College of Mines, showed traces of silver and 0.002 to 0.004 oz of gold per ton, but the chemical form of the gold and silver in this occurrence remains undetermined.

(Resident Engineer, 1873-75.) SEVERAL statements have been made to the Institute, somewhat detached from each other, as to the cost of some parts of these works, but they have not included any extended description of the. buildings or machinery. The general plan of the work connected with the water supply differs, in some important details, from that which has been common either in the Pittsburgh district or elsewhere, and a somewhat extended description may be of interest to the Institute, in connection with a note of the cost of the work. The plan as a whole, and nearly all the important details, were developed by Mr. William P. Shinn, C.E., the general manager of the Company. The immediate and responsible charge of the work was in the hands of Mr. John C. Lewis, C.E., to whom had been committed all the work of this general description, including the laying-out of the whole of the foundations, the erection of the buildings, and the grading and laying down of the entire railroad system. The continuous operation of the machinery and other fixtures of these waterworks, for more than three years, has fully demonstrated the correctness and economy of the plan adopted. No casualties of any moment have befallen the apparatus, and no improvements have been suggested as important except that the gate at the river end of the conduit should have been made more completely water-tight, so that the whole length of the conduit could be pumped out dry without resort to any temporary dam in the conduit itself. In general terms the works of the Edgar Thomson Company are situated on a plateau, about 52 feet above the low-water level of the Monongahela River, and about 2000 feet from its bank. The site of the works is bordered on one side by Turtle Creek, a small stream which drains a considerable area of coal mining territory. This creek is about 100 feet from the group of buildings which have been erected, but it flows into the Monongahela River at a point, about 1200 feet further up than that selected for the entrance to the water-works conduit. It was ascertained by analysis that the water in the creek contains an important percentage of sulphate of lime, while the water of the river is of unusual purity, in respect of any salts

The fate of generations yet unborn lies in man's hands. Shall it be prosperity, a high standard of living, and the development of spiritual values; or ruin, misery, and a reversion to jungle law? World affairs move in high gear, at high tension, in many directions. Each nation fears the other fellow- races, crosses the white line on curves, skids, takes its half in the center; and the devil take the hindmost. For one, the United States is on the horns of dilemma; it must insure a flow of raw materials of industry and world-wide markets in order that the American people may maintain high standards of living, but the commitments of the United States cannot be fulfilled without trimming present standards of comfort and convenience back to the level of perhaps a quarter of a century ago. A way must be found to retreat without anarchy at home as well as abroad. Everything is relative and all things change, and change is the essence of civilization. It is now clear that man has not kept pace with changes of all kinds, some of them overnight, during the past 50 years. Conventionality has led to stagnation; man now seeks learning of all kinds at an accelerated pace, but men should not be educated beyond their native intelligence for they must be able to apply their education. Chlorite veins in the Silver Star district were of little interest to those who were mining gold and silver in the late 19th century. In 1975 unusually pure magnesian chlorite of the variety clinochlore was identified from a "talc" claim in this district. In 1977 tests by Cyprus Industrial Minerals showed that this chlorite was suitable for use in ceramics. Mining begun in that year continues. These replacement veins of chlorite in Precambrian quartzofeldspathic gneiss differ from nearby metalliferous veins to the northwest in both attitude and mineralogy.

THE use of pyrophoric alloys in ignition devices dates back more than fifty years to a German patent granted to Carl Auer von Welsbach in 1903.' This patent named a composition essentially the same as that used in most present-day cigarette lighter "flints:" 70 pct mischmetal, 30 pct Fe, referred to here as "Auer alloy." Among the few current exceptions to this composition are those "flints" based on titanium or zirconium. The rare-earth metals of which mischmetal is composed are so similar chemically and physically remarkable similarity in their alloying behaviors would be expected. Comparison of the binary phase diagrams2 of these elements with nonrare-earth metals shows that this is true to a striking degree, so much so, in fact, that it appears that a mixture of these elements may be treated as a single component of alloys without fear of serious error. In considering alloys containing mischmetal, therefore, the mixture of rare-earth elements will be referred to merely as "cerium," the predominant element in mischmetal. In polishing cerium alloys for metallographic examination, it was soon discovered that aqueous polishing media were highly corrosive. Free cerium in the alloys acts similarly to calcium (though not quite so rapidly) in evolving bubbles of hydrogen at the metal-water interface; thus, special metallographic techniques are required. THE gravity concentrator of the Hecla Mining Co. was originally constructed in 1888 by the Milwaukee Mining Co., which was operating the Gem of the Mountains mine. It was purchased by the Hecla Mining Co. in 1900, and placed in operation 2 years later. At that time [ ] the capacity was only about 200 tons a day, but many additions and changes in equipment have been made so that the present capacity is about 800 tons. The use of cadmium as a base for bearing metals is one of the most interesting recent developments in this field. It has caused a strong demand for cadmium and a marked rise in its price. It appeared to the authors, therefore, that the situation might be relieved for users if acceptable substitutes could be developed. A preliminary investigation has revealed that to some extent mercury may be substituted for cadmium. Whether its use is justified cannot be stated at this time. Most of the authors' work has indicated that the addition of mercury to alloys of cadmium and nickel detracts from their desirable physical properties; but this work has not been extended to cover service tests, which might reveal that the addition of low percentages of mercury to the cadmium-base alloys would improve their performance. The results of tests made by the authors are therefore briefly summarized for this paper. Table 1 gives the proportions of the metals used in preparing the alloys. After preparation of these alloys, th composition was checked by chemical analysis. Particular care taken to ensure that the nickel content did not vary appreciably from 1 per cent.

Alterations were performed on a previously developed heap leaching model representing sulfuric acid solution leaching of a malachite sandstone ore. The alterations were made in order to approach a more realistic solution to the leaching equations used in the model and to provide a means of obtaining a constant acid con- centration in the model' s simulated heap effluent solutions. This constant acid concentration is desired if the effluent solutions are to be treated in a solvent extraction-electrowinning plant. An economic study was made showing a use of the leaching model for an imaginary heap leach operation. The example illustrates a method of selecting heap leaching parameters if data are available on mining costs, dump costs, capital cost, etc. This was achieved using an incremental investment technique.

ONE of the little-known characteristics of cast' iron, which neverthe-less has an important bearing on results where accuracy in machining-is essential, is the ability of this material to ease up internal strains when. .allowed to remain quiescent for a more or less extended period of time. At seems as if the molecules in such a casting, by virtue of their "mobility,? can adjust their relative positions to an extent sufficient to overcome some of the existing stresses. The following instance will perhaps give a fair idea of the condition a casting may he in when just shaken out of the sand. A very large sheave-wheel, after shaking out, was taken' outdoors to be, cleaned and made ready for turning up. It was leaned against the side of the building, but before much could be done an arm tore apart with a loud report. Investigation showed that the sun had been shining on the upper rim, this adding a slight strain to those already existing within the arm and thus overbalancing the strength of the metal in tension. Had this sheave been kept under cover for a while, or at least until machined, the-strains., would have eased off sufficiently to allow the sun to look upon it without disaster. It will not be necessary to multiply examples. Every engineer knows the danger of water-hammer in pipe lines, particularly if the latter are of cast iron. Every mechanic knows, or should know, that it is not good to strike a fitting that is under steam pressure. It will be necessary to say a few words on the "internal- strains" in castings-the so-called "casting strains" we hear so much about. We all know that to get a casting reasonably true to the dimensions wanted requires a slightly larger pattern. The usual allowance for gray iron is 1/8 in. to the foot (1 cm. per meter) and ¼ in. to the foot (2 cm. per meter) for white iron (all dimensions). This reduction in length, breadth and thickness in a casting is erroneously called "shrinkage." It should be called "contraction," as for practical purposes. it is simply the difference .in dimensions of the casting red-hot and cold.

THE year 1930 in the Ceur d? Alene district was one of curtailment in production. Many of the small properties were closed entirely and only three large. producers, the Bunker Hill & Sullivan, Hecla, and the Morning mines were left producing at capacity. No innovations in milling were evident, but progress was made in reducing costs as is always necessary in times of low metal prices. One new concentrator was constructed, a 500-ton daily capacity selective flotation plant for, the Jack Waite Mining Co. This mill uses coarse crushing, followed by hand sorting, for both a high-grade ship- ping ore and waste. The remainder of the ore leaving the sorting belt is crushed in a new type Traylor reduction crusher to %-in. size and stored in large capacity mill ore-bins. The grinding is done with ball mills, in closed circuit with a Dorr classifier to 75 per cent - 200 mesh. Minerals Separation 24-in. flotation machines are used both for a lead and a zinc concentrate, with double cleaning in each case. The concentrates are dewatered in Dorr thickeners and filtered on Oliver late-type filters.

For twenty years after graduating in the mining course at the University of California, in 1907, he was actively engaged in operating mines and mills in the West. A hydrometallurgical process has been developed for the recovery of high-purity silver from sulfated residues. The process eliminates the high temperature operations ordinarily associated with silver recovery and refining. The crux of the process is a metathetical leach which maintains the sulfate ion concentration at a level which both allows silver nitrate to be freely soluble and simultaneously depresses the solubility of lead nitrate. The subsequent hydrolytic purification of the silver nitrate solution, the recovery of high-purity silver by electrowinning in a diaphragm cell, and the final product purity are discussed.

Retreat mining, using yielding steel friction props, over a 7-year period has been successful at a uranium mine operated by Hecla Mining Co. in southeast Utah. The support system allows good roof control, maximum profit, complete extraction, and good ventilation. Unusual subsidence observations were made in that some of the surface was raised rather than lowered. Longwall mining, commonly practiced in European coal mines, has a potential of broader application because of mechanization possibilities and better roof control and ventilation at greater depths. The Radon mine was one of the first American metal mines to use yielding steel props for supporting the relaxed core of the pressure arch which is induced by retreating longwall mining. Full caving was induced. After more than 7 years of stoping experience, the method has proved very satisfactory for the conditions encountered. The mine and method have been described in references listed in the bibliography. U.S. Bureau of Mines Information Circular 8004 by Wilbert Dare and Philip Lindstrom gives the most information. Stoping experience at this mine indicates that there are many advantages to be gained by using yielding supports; such as in safety, timber cost, roof control, ventilation, ore dilution, and low cost per pound of metal produced. Subsidence measurements show that the surface will rise rather than slump in some areas over the mine. This appears to be an unusual observation and is presented as a new development in subsidence studies. The Radon mine is located 35 miles southeast of Moab, Utah in the north end of the Big Indian mining district in San Juan County. Hecla Mining Co. operated the mine from early 1955 to early 1964 through an operating agreement with Federal Resources, Inc. Development consisted of a 3-compartment, 690-ft shaft, 4 main levels driven on the ore horizon and a haulage level below the ore. Evaluation of physical and economic factors showed that this flat-dipping ore occurrence could be mined by a low-cost coal mining method. The value of the deposit was high and unusual premiums were possible by clean mining. Geochemistry in all its branches is playing G an increasingly important part in the business of mine finding. Although geochemical studies were commenced more than 50 years ago, interest in this subject did not become widespread until the late 1930's when in Scandinavia and the U.S.S.R. a whole series of investigations were initiated. Unfortunately for those in North America, the results of these investigations have only recently become available. In Canada and the U.S. geochemistry as a serious mine finding tool dates back only to the period following World War II. This article deals primarily with soils, which have found widespread acceptance as a useful tool in geochemical prospecting. Actually soils vary greatly in texture, structure, profile, and mineral background. Soil sampling poses no hardship for normal intellects, but it does assume an elementary knowledge of soil science and of the chemical problems involved in determining the absolute and relative amounts of a particular element in any particular soil.
