MANY investigators, in their discussions, have reasoned that the ductile-brittle transition in iron could be explained by the intrusion of cleavage into the normal slip process. The purpose of this note is to apply the laws of critical normal stress for cleavage and critical shear stress for slip to explain the orientation and temperature dependence of the ductile-brittle transition in body-centered cubic metals. It will be found that within a certain temperature range, single crystals tested in tension will cleave or slip, depending on their orientation. Pelletizing on a commercial scale is only 10 years old; yet in this period more than 150 million tons of pellets have been produced. Instrumentation and controls have played an important part in the development of an entirely new industry in almost unprecedented time. Initially, most control circuits used in the pelletizing industry were manually operated, since the confidence factor in instruments and controls was quite low at that time. This changed considerably in recent years and improvements in the use of instruments and controls have probably developed more rapidly in pelletizing than in any other metallurgical process. Now, within a decade of the start of commercial operations, the use of manually operated controls has changed and consideration is being given to the utilization of computers for data logging and control purposes.

When Marco Polo visited China in the 13th century, no one knew what black powder was except the Chinese: they knew enough to make dazzling fireworks with it. But the realization that black powder could also do useful work came much later and, like all important discoveries, it altered the course of history. It was in the 14th century that black powder was first used to break rock in a very crude way: there were no drills and the powder was simply poured into cracks and exploded by setting it afire. Because its energy value was pretty low, the need for something more powerful was felt when the industrial revolution arrived.

AT the first meeting of the Institute, a paper was read by Mr. Rothwell, calling attention to the importance of at once considering the great waste of anthracite coal under the present system of mining and preparing that fuel for market, and a committee was appointed to examine and report upon the method now in use. About the time the committee were selected, a general resumption of work, after the long strike, took place in the coal regions, and the members of the committee have not in consequence had as much leisure to devote to the study of the question as its importance de¬mands. In the present preliminary report we shall merely sketch out the plan which we propose to pursue in our investigations, so that when our fellow-members are called upon to assist us in our work by fur¬nishing statistics, etc., they may understand more clearly for what object our inquiries will be made. As one of the most practicable methods of obtaining the informa¬tion requisite for an intelligent consideration of our subject, we pro¬pose to send, from time to time, to members and others interested in the mining of anthracite coal, printed sets of questions relating to points under consideration. We would here impress upon our fellow¬-members the importance of filling up these papers as far as they can from their own knowledge. We would, of course, wish each ques¬tion to be answered as fully as possible, but we do not expect every one to answer them all. IN the course of an investigation directed toward expanding ground-water facilities in Essex and Morris counties, New Jersey, the Board of Water Commissioners of the city of East Orange authorized a seismic-refraction survey1 for the purpose of delineating bedrock topography below unconsolidated overburden. Results of the survey were highly satisfactory and led to the preparation of a comparatively detailed bedrock contour map. Knowledge of the bedrock depth and configuration was an important aid in selection of sites for test drilling. The portion of the East Orange Water Reserve under consideration is in the flood plain of the Passaic River about 10 miles west of Newark, N. J. The flood plain is about 175 ft above mean sea level and is bordered by low hills rising to elevations of approximately 250 ft. The bedrock underlying the Water Reserve consists of sandstone and shale of the Triassic Brunswick formation and is covered everywhere by deposits of unconsolidated glacial outwash sand and gravel, lacustrine clay, and recent river silt as much as 150 ft thick. Yield of wells in the sandstone and shale averages 100 to 200 gpm. Since production wells constructed in the sand and gravel aquifer in the buried river valley shown on the contour map (Fig. 1) yield 300 to 1400 gpm, it was proposed to locate additional production wells in this buried valley, where the yields per well would be maximum.

At present it is impossible to estimate closely the amount of oil obtainable from a given area of land. However, after the completion of a few properly distributed prospect wells, one can calculate the approximate yield of the sands penetrated, with a probable error of say 50 per cent. Even rough predictions of this kind are of value in large operations. Without wells upon it, one can never be absolutely certain that an area will produce any oil whatever, and one can only indulge in wild guesses of the probable productive area, before the geological structure has been carefully contoured and the top of the basal water plotted on a map. This requires wells. At times it is desirable to form an idea of the possible yield of oil in advance of drilling, as in cases where the price asked for undeveloped land seems too high, but where the probability of finding oil is furnished by neighboring development, supported by the geology. In such cases the most one can do is to make an estimate of possible maximum yield, which may of course far exceed results, and which is of use mainly in the prevention of excessive initial investment. The method is very significant in a general way, as in regions like the Bighorn Basin, Wyoming, where the productive sands in the Cretaceous shale are so few and so thin and fine that they cannot develop very great production, although the high quality of the oil probably will counterbalance this defect sufficiently to give local profit in favorable areas. Reservoir Capacity of Sands.—The porosity of a stratum is the measure of its maximum reservoir capacity for liquids and gases. The porosity may be determined experimentally and must be used in connection with the total volume of the sand.

(written discussion ? ).-The only practical method of testing mine air for gas, until recent years, was by the effect of the gas on the flame of the ordinary Davey Lamp, and it is quite surprising how nearly the correct percentage of gas can be deter-mined by many men by observing the behavior of the safety-lamp flame in the different mixtures. Mine foremen frequently guess the percentage of gas to within 0.1 per cent., making certain allowances to cover the dust-laden atmosphere, in which the test was made. It is not meant by this that anthracite dust is explosive, but that its properties increase the length of a fuel cap on an ordinary oil-burning lamp, which, as Prof. -Young contends, increases in height with the proportion of gas and in-creased temperature. Naphtha or benzine-burning lamps have a hotter flame, and, there-fore, are more sensitive so that a smaller percentage of gas can be detected. Some of the fire bosses in this region some years ago preferred the Koehler lamp, while others did not care to use it in their morning examinations. In 1911, when the experimental mine of the Bureau of Mines at Bruce-ton, Pa., was being prepared to be exploded, a large number of mining men went through it to examine the entries, which were lighted by electricity. While so doing, they saw in the face-return-airway a Koehler or Wolfe lamp, that seemed to he burning with difficulty. An investigation showed that the lamp had been filled to overflowing with naphtha and was generating this surplus gas. This shows how easily we can be

Manufacturers of filtering, thickening or clarifying equipment, have been active in developing machines to meet increasingly rigid operator requirements, and the innovations resulting from this effort are moving into commercial applications. In general, the results of these applications are reported to be good. Little has been reported on progress in theory. The growing insistence on the part of pollution control agencies that waste water discharged into streams contain less and less suspended solids is being felt by a broad cross section of industry. A new clarifier, based on the often rediscovered fact that suspended solids settle more rapidly in inclined channels, is being marketed by Neptune MicroFLOC of Corvallis, Ore. This unit employs modules of inclined tubes, mounted in the upper zone of the clarifier, which carry the water flow. These were developed for light solids, such as those encountered in domestic water treatment and in paper mill waste water. In these applications, flow rates up to about three times those permissible in conventional clarifiers are reported to give comparable overflow turbidity. By combining these units with mixed media filters, high clarity may be obtained with minimum capital. Use of such units in the metallurgical industry, particularly where water reuse or effluent quality is important, should grow.

Long pipelines handling suspended solids find wide use throughout the mining industry. In phosphate, iron ore, and clay mining; in hydraulic stripping of overburden; in tailing disposal; and in transferring concentrates between plants pipeline transport may prove cheapest material handling method. One drawback is necessity for providing attendance at booster stations, both for control and for protection of pumping equipment from sudden surges and failures. Thiele Kaolin Co. in Georgia has come up with an installation where instrumentation does this job automatically, efficiently, and economically.

This paper describes the analytical characteristics of Western subbituminous coal and the manner in which these characteristics apply to their use in a utility-sized steam generator. It compares these characteristics with those of typical Midwestern coal and Eastern bituminous coal. The paper also reviews in detail the design considerations that must receive attention when various blends of these three coals, or any combinations thereof, are planned to be used. This research paper describes variations in analytical and utilization characteristics when coals from different origins are blended in order to achieve a predetermined sulfur content for the purpose of predicting sulfur oxides emissions as they affect environmental regulations and the resulting alterations in utilization characteristics such blending would cause, and how such blends of coal would affect a utility-sized steam generator.

Coal mine fires, injuries and electrocutions, and many production delays have resulted from trailing cable splice failures. Research was carried out at The Pennsylvania State University to determine the failure causes and recommended solutions. The study revealed that current splice kit materials are generally adequate with the exceptions of connector flexibility, adhesives bonding, and abrasion characteristics of taped jackets. Research indicated that the most prevalent breakdowns result from workmanship defects. Therefore, guidelines for improved splice construction are reported in detail.

Both water pollution and proposed solid waste disposal regulations have a definite effect on the copper leaching industry and some of the major factors affecting the industry are discussed in this paper. New developments of the NPDES are discussed with emphasis on the ‘toxic’ or priority pollutants, and EPA’s philosophy on the control of these pollutants. The protection of groundwater is the prime aim of RCRA through solid/hazardous waste management. Some of the major elements of the RCRA regulations that will effect the copper leaching industry are discussed.

This paper is the result of a study, in 1919, to determine how much surplus power could be produced through the proper utilization of the entire gas flow from the two furnace stacks at the Federal Furnace Plant, South Chicago, 111. Obviously, the problem was to measure the flow of gas through the main beyond the point where the amount necessary for stove operation mas rermoved. In all probability, blast-furnace gas is the most difficult gas to measure, because of the high moisture and dust content, and the widely fluctuating flow from the furnaces. This wide fluctuation of flow forbids the acceptance of any one group of flow road-ings as indicative of normal operating conditions. A study of the conditions showed that a recording device on gas flow was necessary. As the gas at the point of measurement had passed through met washers, and accordingly was saturated with water and contained considerable dust carried past the scrubbers in the form of sludge, no form of Pitot tube could be used, for this sludge would quickly plug the dynamic. and static holes, spoiling the gage readings. An even more serious objection to the use of Pitot tubes was the impossibility of accurately measuring the cross-sectional area of the gas main on the plane of Pitot-tube installation. Given an absolutely clean gas and a perfectly circular pipe, it would be safe to assume, through measurements of the pipe diameter, that the gas main was of a certain cross-sectional area. But the continual depositing of sludge and the fact that the main mas fabricated from riveted sheets led us to discard the idea of using Pitot tubes for. this service. The Venturi tube mas then considered, and had there been a sufficiently long straight run of gas main to accommodate a tube of the required size (72 by 28 in.) such an installation would very likely have been made. WHEN apparent resistivity data are taken with the symmetrical Wenner 4-electrode spread, a fixed center position is used and readings are taken for values of electrode separation. Basic data consist of apparent resistivity plotted against separation of adjacent electrodes. The interpreter attempts to infer geologic structure, such as the depth to discontinuities and the nature of subsurface earth materials. An earlier paper1 described methods for interpreting resistivity data. All of these involve a severe assumption, namely that the earth in the region of interest consists of horizontal layers, electrically homogeneous and isotropic. The actual earth never satisfies this assumption exactly and may deviate from it so much that none of the above methods can be applied. Attempts in three directions have been made to modify the assumption so that it approaches known geologic complexity more closely.

Throughout the past 40 years we have been drawing inevitably closer to the conclusion that coal will be our chief source of energy. Our reserves of natural gas and petroleum, on which we depend, are dwindling. Knowing that we will soon reach our physically extractable limit of these energy sources. The US government has created many incentives to encourage energy companies to transfer technology and resources from natural gas and petroleum to coal. Such encouragement is stimulated through taxation methods. Coal mining engineers deal mainly with production, which involves planning and design throughout the acquisition, exploration, development, production, and reclamation of a mine. Though taxation is not one of the areas analyzed by the engineer, it should be considered and understood as it is involved in the mine life cycle. This paper will discuss coal taxation in the five stages of mining and will explore certain tax saving decisions.

The German Kaiser is employing the keenest engineering talent of his own and allied empires in his attempt to defeat the world. American employers are paying engineers such attractive salaries that voluntary enlistments of high class technical men in the United-States Army, are below requirements. This deficiency is also probably due in part to the lack of proper information concerning the engineering branch of the service. Few civilians know that it is possible for them to perform in the Engineering Corps almost exactly the same kind of work as that in which they are now engaged. The best results in any organization are obtained only when the energy of every man in it is concentrated along the line for which he is best suited by natural ability, education, and training. It. is more important to have the right man in the right place in our Army, where lives of men are at stake, than it is in any business enterprise. The First Replace meat Regiment of Engineers was organized at Washington Barracks, D. C., on Dec. 14, 1917, with the express idea of accomplishing this. end. Its specific, purpose is to keep all engineering units of the Army at full enlistment strength during the period of this war. This regiment has not only the responsibility of finding men to fill depleted ranks, but it must also fit them to step into the work of trained, efficient and disciplined soldiers. The preliminary work of the recruit is first a thorough training in military drill, for the engineer soldier must be prepared to lay down his shovel and take up his rifle at any time. Infantry drills gradually give way to engineer work and more specific technical training. The. engineer soldiers must know how to tie knots and lashings, to build spar and truss bridges, to construct revetments, dig trenches, place wire entanglements, construct machine-gun emplacements, build pontoon bridges, and to construct roads: They must, also know the methods of demolition, sapping, and mining. Specialized training in lithography, zincography, surveying, mapping, photography, carpentry, blacksmithing, electricity, and machinery, are also given to those qualified for further training in any of these branches. Engineers are called upon to perform such a wide range of work that practically every man with any technical training or mechanical ability can find a place in this organization. Every male citizen in the United States who is physically fit, and between the ages of 18 and 21, and 31 and 40, is eligible to join the regiment by voluntary enlistment.
