An extended investigation by the chief engineer of the Bureau of Mines shows that North Dakota has immense beds of lignite. War conditions have stimulated the use of North Dakota lignite until it is now being used at the rate of 1,000,000 tons annually. This North Dakota lignite is coming into extensive local use and considerable of it is being shipped to various parts of the state. The great problem at the present time is to find a market for the gas, which is the principal-by-product of lignite preparation. Bureau of Mines specialists will complete their reports of the studies of lignite in this country and will then make a recommendation as to the lignite field which is best suited for the establishment of the proposed Government's experimental plant. "Broken eggs cannot be mended."-(Lincoln.) Neither can "cashed in" War Saving Stamps grow to their maturity value.

All of the production for Ecuador during 1940 came from the Santa Elena Peninsula, Province of Guayas; the major portion coming from the Ancon field, which is controlled mostly by Anglo-Ecuadorian Oilfields, Ltd. A small amount was produced from the shallow pumpers and pozos, or oil pits, at Cautivo-Achallan, Carolina, Santa Paula, Concepcion, El Tambo and Mina Tigre. Considerable exploration was carried on in the country during 1940 and numerous concessions were in force, as shown by the accompanyiag map. Anglo-Saxon continued its exploratory work in the Oriente by surface geological methods and some geophysical surveys. It is understood that this concern did considerable airplane mapping. International Petroleum, on its large concessions between the Andes and Pacific Coast, did considerable surface work as well as some geophysical. Our moment of truth is in the offing. When the SME Directory is published in this July issue of [8:] we will know how good or how bad our system is for this computerized Directory. At this writing we have not seen the printout. The SME Directory is designed for maximum utility by the membership but this, of necessity, makes the job complicated. In the alphabetical section, names are listed last name first, followed by codes indicating the class of membership, year of election and divisional interests of each Member. This information is followed by job title, company division, company name and address complete with zip code, or simply by the mailing address of the Member in cases where he either has no company or has not supplied the company information.

The June meeting was held on June 27, 1919, at 9.00 P.M., eight Directors, the Secretary and Assistant Secretary of the Institute, and eleven guests were present. An invitation was extended to Herbert C. Hoover to be a guest on his arrival in the United States. The President was authorized to appoint a committee to obtain a portrait of Herbert C. Hoover. The announcement was made of the receipt of $100,000 from the bequest of Dr. James Douglas, and the Finance Committee was authorized to invest this money and devote the income to the support and maintenance of the Library. The price of the Year Book was established at $2.00. S. A. Taylor was appointed delegate from the Institute to attend the dedication of the buildings of the Bureau of Mines at Pittsburgh. The President was authorized to appoint a committee to confer with the Development Committees of the other Founder Societies. Reports of the Treasurer and Finance Committee were presented and ordered filed.

Previous articles in this column have defined the manpower situation as it. applies to the coal industry. There is at present a shortage of experienced managers, mining engineers, technicians and skilled workers. The extent of this shortage is controversial, but it is sufficiently important to have received the serious attention of coal industry people at all levels. It has also been discussed by union officials, educators, government agencies and trade publications as well as other communications media. Discussion is not enough, however. A plan of action is needed. Some suggestions for such a plan are presented here. First, the coal industry must interest itself in government training programs. The U.S. Government (primarily the Bureau of Mines and HEW) is planning to spend or is spending millions of dollars to educate and train technicians, inspectors, engineers and miners. The new Federal Health and Safety Academy at Beckley, W. Va., for example, will involve an expenditure of $20-30 million for the physical plant alone. There are encouraging signs that the present hierarchy in the Bureau of Mines intends to seek the advice of mining educators on some of these projects, but industry should also demand a voice in the policy to be followed in making these expenditures.

Deposits of cadmia, or impure oxide of zinc, are of common occurrence in the upper parts of blast furnaces using ores containing zinc, and were very common in the charcoal furnaces of Virginia working the brown hematite ores found near the Cadent black slate. (communication to the Secretary*).-In that hart of Mr. Wilson's paper describing the Gilman cut-and-fill system, a few features do not appear to be fully explained. In what way is the waste used for filling obtained? The text mentions that, if waste is encountered when driving the filling raises, these raises are stopped until the fill is needed; that seems to suggest mining the capping for fill, which might make the backs of the stopes had as the stopes approach the top of the ore. If, on the other hand, the fill is brought to the raises in cars, are the crosscuts that are necessary in ore or waste? Is the cost of this fill included in the stoping costs given?

This paper describes the computer-assisted development and implementation of new written examinations for persons desiring to become certified as underground or surface mine electricians in the State of West Virginia under the certification program defined by the WV Department of Mines and the Board of Miner Training, Education and Certification. The procedures used to develop and validate the new certification tests have simplified the administration of the new tests. Future developments in mine electrical work can also be easily incorporated into the certification program by augmenting the existing computerized pool of test questions prior to computer-production of future test forms. Most important, computerization now facilitates continual evaluation of the certification program, to contribute to greater safety in mine electrical work in West Virginia.

It is desired to call the attention of young men who have had technical training and experience to the fact that their abilities can best be put at the service of the country by selecting a branch of service in which their special qualifications will be of the greatest use. The submarine force of the United States Navy requires the services, as officers on board submarines, of young men who have had technical training in mechanical and electrical engineering and who have had experience in these professions. It is intended to enroll a number of such men as provisional ensigns in the Naval Reserve Force, give then a course of instruction in deck duties at Annapolis and a course in submarine work at New London. Those who successfully pass these courses will then be sent on hoard submarines for regular duty. It is requested that any men who desire this duty and who are qualified as below outlined send their names and addresses to the Commander Submarine Force, U. S. S. Chicago, care of Postmaster, New York. Qualifications required: Desire to serve in submarines. Degree of M. E. E. E., or E. M. Two and one-half years' practical experience in profession. PEARL starch, a corn starch prepared with a minimum of alteration, is a good selective depressant for iron oxide minerals.1 From what is known of the complex chemistry of corn starch, there is evidence that it consists of a mixture of saturated giant polymeric molecules, both straight and branch- chained, the constituents consisting of glucose units with hydroxyl radicals as active or polar groups. To add to the existing knowledge of the chemistry of the flotation process, it is desirable to ascertain the effects on the corn starch as an iron oxide depressant when some of the hydroxyl radicals are replaced by other active groups that are common to flotation reagents. The ideal way to carry out this investigation would be to test reagents containing different active groups derived from corn starch. The preparation should be such that the reagents possess the same degree and location of substitution and are ac- companied by little or no degradation of the starch molecules. This, of course, is almost impossible to realize, as it is difficult to control the degree and location of substitution as well as to prevent degradation of the starch molecule during preparation.

In 1981 Ertec Rocky Mountain, Inc. completed a significant development in contemporary planning support; MINEPAK was completed, tested on various properties and offered for license. MINEPAK was one of the first computer systems for ore body analysis and mine planning that - Was designed as an interactive and completely integrated system - Was portable so that it can run on many hardware systems - Was really user friendly - Can run on minicomputers and on some microprocessors - Was built around a data base management system MINEPAK was designed to be a completely general block modeller and it achieved that goal. Since it contained a gridded file type, surfaces could be easily modelled but the system needed extensions to allow layered deposits to be modelled with the same ease as block models. So COALPAK was designed. COALPAK is an extension as well as a modification of MINEPAK. A 'layer' file type was defined and retrofitted into the existing system, new software tools were developed for modelling layered deposits, and tools for strip mining were written.

Samples of copper-lead concentrates from the mine of Cia Minerals Santander, Inc., a Peruvian subsidiary of the St. Joseph Lead Co. were recently subjected to special analysis. This concentrate was known to contain bismuth which, under some circumstances, might have incurred a smelter penalty. In this case, customers for the concentrate accepted it and requested a higher concentration of bismuth. Although chemical analysis would disclose the presence of the metal, it was not possible with equipment available at the mill in Peru to determine the mode of occurrence in the fine grained ores.

UNDERGRADUATES in mining engineering may be prepared for work by giving them sound instruction in the courses generally considered essential to the profession. The industry is not deeply concerned about the details of those courses. The average man in the coal industry does not wish to insist upon a rigid program. Therefore, he differs little from those in the teaching profession-who evidently are not unanimous in their opinions, or all college catalogs would be alike. For the good of the profession, it is just as well that there should be differences in regard to details. It appears that students graduating in mining engineering from the accredited institutions receive similar instruction.

THERE is no question as to the importance of the part played by the retort in modern zinc smelting. A satisfactory retort should have properties that will result in resistance to slagging action and fire cracks, and have no tendency, or at least, only a small tendency, to soften and bend under furnace heat. The life and cost of a retort also are extremely important factors. The trend in zinc smelting during the past few years has been toward longer retorts and higher charge density. This is caused by the fact that the diameter is limited to 9 or 10 in. because of heat penetration difficulties in larger sizes. Consequently, increasing the length of the retort and density of charge offers the only practical means of increasing the amount of zinc produced per retort. The stiffness of a retort perhaps is the most important factor, as slag accumulates in the bottom of a retort which has sagged and very quickly cuts through, often ruining the retorts below. The development of the high-silica retort is a result of the demands made by the trend toward heavy charges.

Introduction The Surface Mining Control and Reclamation Act (PL 95-87) lays a new challenge before the surface mining industry by requiring that prime farmlands must be reclaimed to equivalent or higher levels of yield as nonmined prime farmland in the surrounding area (section 510d). We must now evaluate the situation and plan a mining and reclamation program that will achieve that objective. We must recognize that soil and land needs vary with intended land use and climatic setting. Also, various site conditions determine the potential for constructing a productive soil and the best procedures to accomplish that end. It is necessary to plan the land reconstruction program on a site by site basis in order to achieve the best results. THE mining regulations of British Columbia and Mexico present some features which might well be copied in the United States, if we are to have a complete revision of the laws governing mining titles. 1. First and foremost is the "square" location, which would mean the abolition of extralateral rights. This is a condition in both of the countries above named which has seemed to work no hardship upon any one, and certainly the limitation of underground rights by vertical planes through all lines makes a locator's rights clear. In view of the long and costly litigation which has involved so seriously many of our most important mining districts, it would seem to be the part of wisdom to avoid a repetition of similar trouble on titles of lode mining claims, by the enactment of a law similar to that in force in British Columbia. Objections have been raised by representatives of English companies to the investment of large amounts of money in mining operations in the United States, because of the insecurity of title under the present apex law; and the statement has been made to me personally by one of the largest English operators, that he would never again consent to the purchase of mines in the United States, preferring Mexico with all its revolutionary troubles to the danger of encroachment upon his underground rights by an unscrupulous neighbor. Without going into further argument as to the desirability of the "square location," it should be sufficient to say to those who are inclined to "let well enough alone." and still stick to the "law of the apex" that there have never been any serious objections raised to this feature of the square location in either British Columbia or Mexico. There are well founded and logical reasons for abandoning the doctrine of extralateral rights since it is so difficult of interpretation; the most natural substitute being a law similar to that of British Columbia, giving to each locator an area 1,500 ft. square.
