SINCE the first atomic bomb exploded over Japan, a great deal of speculation has been published about the use of atomic energy instead of coal for the production of power. Atomic energy, in time, may displace coal for this purpose, but atomic energy will not displace coal in supplying chemical raw materials to the rapidly expanding carbon-chemicals market. Modern civilization demands large quantities of carbon compounds and the logical source of many of these is coal. Consequently, many progressive operators are considering the possibilities of the utilization of coal as a chemical raw material as never before. Furthermore, the demand for clean, smokeless, and ashless fuels will continue to increase and the only way to handle coal under those conditions is to take it apart, just as crude petroleum is taken apart. One can readily imagine where the petroleum industry would be now if it had insisted on selling customers only crude oil, perhaps emulsified with a little salt water to correspond to the moisture and mineral matter in raw coal. The time seems to be coming at an accelerated pace when mine operators will find that competing for a highly selective fuel market by producing a larger tonnage at smaller cost will be less profitable than to increase the value of a smaller tonnage many fold by producing something more valuable to industry and civilization than raw coal. For example, about 750,000 tons of carbon black selling for $50 to $60 per ton was produced in the United States in 1945. This tonnage is insignificant compared with the total production of coal in the United States, but a very tidy tonnage, together with the coal necessary to operate the process, for any mine operator fortunate enough to obtain a method of producing a better carbon black from coal. From the point of view of tonnage, the manufacture of coke of various kinds and its by-products is at present the most important source of carbon chemicals from coal. Nearly 20 per cent of the coal mined in this country is used for this purpose. A large proportion of the coke is used for the production of iron and steel, but even in this operation a considerable part of the coke is used for a chemical purpose; that is, the reduction of the ore to metallic iron. In addition, large quantities of coke are used in manufacturing many important products that find their way into the market. POSSIBILITIES OF ACETYLENE One of the important chemicals manufactured from coke is calcium carbide, from which many products are made. One of these is acetylene. This hydrocarbon can also be manufactured from natural gas or from waste oil-refinery gas and' these industries will probably offer competition for the manufacture of acetylene. Prior to the Civil War, there were several small charcoal furnaces for smelting the brown limonite ore that is found, in comparatively small bodies, throughout the central and north-central portions of the state. During the Civil War, these furnaces furnished charcoal iron to the Confederate Government. No attention was paid to the large bodies of lime-bearing hematite ore that now supplies the bulk of the ore used in the various blast-furnace plants of this district until the latter part of the 19th century. Red Mountain, which is the southernmost and one of the smaller ranges of the Appalachian Chain, lying immediately south of the Birmingham and Bessemer, is the principal source of this ore. The orebody outcrops on the northern face, extends through the mountain, and underlies Shades Valley on the southern side. When it was found that these ores could be worked satisfactorily in the blast furnaces, there was a comparatively rapid growth in the blastfurnace industry in the Birmingham district. As these ores are far more refractory than the limonite ores, this blast-furnace development was accompanied by the construction of beehive ovens to carbonize the coal, in order to supply the necessary fuel. The state's production of beehive coke in 1880 was 60,781 tons; ten years later this had increased to 1,072,942 tons; and, in 1897 the production had reached 1,443,017 tons. In 1898, the first byproduct oven built in the state was put in operation. This plant consisted of 120 horizontal-flue Semet-Solvay ovens, three flues in height by thirty flues in length with an average width of 16 in. The plant was constructed by the Semet-Solvay Co., for the Tennessee Coal, Iron & Railroad Co., and was located adjacent to the blast-furnace plant of that company at Ensley. Eastern coalfields have been extensively strip mined. In the past, contour mining left vast areas of post-mining highwalls and benches. Thin seams, which cannot be feasibly mined with conventional methods, quite often contain substantial reserves of high quality coal. Unconventional secondary recovery methods may permit economical production of that coal, increased use of reserves, and provide resources for restoration of orphaned land. Technical and rock mechanics implications of secondary mining methods are discussed to determine their limitations and the objectives of required research.

INTRODUCTION The Overseas Private Investment Corporation ("OPIC") is a U.S. Government agency mandated to promote the economic development of the less developed countries ("LDCs") by assisting U.S. private investment in the Third World. Generally, investment decisions turn on the optimism or pessimism of the private sector's financial analysis of a project, with market price of product a major unknown in a very chancy set of projections. Discussions with American mineral companies, however, show that, more often than not, in developing country projects it is the political risks of investing in mineral exploration and extraction that pose the most serious deterrent to investment. In several of the projects described here, investments would not have been made if OPIC had not been involved providing support to the project sponsors and their funding sources. Clearly it is not OPIC's business to promote U.S. investment in a project which is not commercially viable, but OPIC's programs can neutralize the political uncertainties which act as disincentives to investment in otherwise commercially viable projects. That is to say, OPIC's programs are designed to reinforce market decisions and not distort them. Although OPIC is an independent agency of the U.S. Government, it is managed by a Board of Directors, the majority of whom come from the private sector. This, coupled with the statutory requirement that it be self-sustaining and operate with due regard for the principles of prudent risk management, requires that it operate on a business-like basis. Although established as a development agency, to the business public OPIC is both an insurance company and a lending institution, with two major programs which are available to U.S. investors in the minerals sector: its political risk insurance program and its finance program. Each has been specially tailored to the meet needs of the mining industry. The insurance program provides coverage against four basic types of political risk: Currency Inconvertibility, Expropriation, loss caused by War, Revolution and Insurrection and Interference with Operations as a result of an act of War, Revolution or Insurrection. Coverage against the risks of Civil Strife can be added to both War, Revolution and Insurrection coverage and Interference with Operations. Inconvertibility coverage provides protection against a deterioration in an investor's ability to convert local currency into U.S. dollars. This deterioration can be the result of either active or passive delays. Active delays consist of a change in exchange laws or regulations that leads to inconvertibility delays of 30 days or more. For example, if the exchange regulations at the time of contract execution allow an investor to transfer earnings equal to 18% of its registered capital per annum and the government of the host country later changes the law to allow conversion of only 12%, the insured would convert the 12% transferable under the new exchange regulations with the government foreign exchange authorities, delivering the remaining 6% to OPIC for conversion at 99% of the then prevailing rate of exchange. (OPIC does not cover devaluation risks.) Upon delivery of the local currency to OPIC, normally at the U.S. Embassy in the project country, the insured's account in the U.S. would be credited with dollars. Delays can also result from what is termed passive blockage, which includes administrative delays of more than 60 days (sometimes longer) caused by the bureaucratic tie-ups or pigeonholding of transfer requests, as well as delays suffered simply because the government of the host country does not have sufficient foreign exchange. The transfer procedure is the same as with active blockage - the local currency is delivered to OPIC in the project country and OPIC provides dollars in the United States at the then prevailing rate of exchange. The second coverage -- Expropriation -protects not only against the loss of the investment due to the well-known risks of expropriation, nationalization or confiscation by the host government, but also against

SOLID-STATE transformations at low temperatures are frequently studied by optical metallography. Greninger and ooradian' and Hull and Gar-wood2 have examined the martensitic-type transformations in 0-phase Cu-Zn alloys during continuous cooling below room temperature. The lowest range of temperatures in the apparatus described by these investigators is limited to approximately 110°K. Present studies of reversible first-order phase transitions near liquid-helium temperatures have necessitated the design of a new cold-stage cryo-stat for optical metallography. The features of interest of this instrument are as follows: a) temperatures down to 4.Z°K are obtainable; b) the specimen is always under vacuum, thereby avoiding the condensation of moisture; c) specimens can be rapidly cooled or heated at varying rates, thus permitting studies of transformation hysteresis. Fig. 1 shows the details of the cryostat. All major parts are made of type 304 stainless steel. Both helium and nitrogen cans are Heliarc-welded to the helium filling tube, permitting the use of a common shielding can. Hence, the over-all weight and the area of the evacuated surface are mini- mized. The copper sample holder is screwed into the bottom of the helium can. With the spiraling cost of exploration, all stages of exploration must be optimized. Search theory calculates the optimal distribution of effort by maximizing the probability of discovery under the constraint that the total exploration budget is not exceeded. It may help formulate strategies during the reconnaissance phase of exploration. An incremental optimization analogous to the exact solution of the search problem is introduced. In conjunction with the optimization, various stopping criteria can be defined. The stopping criteria terminate exploration in an area during a particular stage. It does not refer to abandoning exploration. The following stopping criteria were considered: the exploration effort in an area should not exceed a maximum value; the posterior target location probabilities should not be less than a percentage of the initial probabilities; the change in the posterior target location probabilities should not be less than a given value; and the change in the marginal rate of return should not be less than a given value. The incremental optimization and the stopping criteria are used to allocate reconnaissance mapping and sampling effort for phosphorite in the Sinai Peninsula, Egypt.

Laboratory and plant-scale testwork on the extraction of gold from highly refractory antimonial and arsenical concentrates using both direct low-alkalinity pressure cyanidation, and acidic pressure pre-leaching followed by ambient low-alkalinity cyanidation, is described. A novel method for treating effluent solutions containing extremely high concentrations of base metal cyanides, as well as arsenic and antimony compounds, was developed in order to make the process ecologically acceptable.

Spectral reflectance data in the wavelength region of 0.45 to 2.4 µm have been obtained for various rock types and different forms of natural vegetation by means of JPL's portable field reflectance spectrometer. Computer analysis of these data has demonstrated the importance of obtaining remotely sensed spectral data beyond the wave- length region sensed by Landsat. Computer processing techniques have been developed and used for the analysis of these data and their application to a variety of geologic problems.

THE ideal fuel for burning ceramic wares is the one that, among other characteristics, has little or no sulfur. For that reason wood was long considered the most desirable fuel but its high cost has practically eliminated its used except in regions where it is very abundant or other circumstances warrant its choice. The fuels commonly employed are natural and producer gas, oil, and coal. The last named is undoubtedly the most important, not only in this country but abroad. Occasionally anthracite is used but the larger part is bituminous. The quality of the coal used depends on the kind and the value of the products being manufactured. For some materials, such as common brick, hollow block, etc., the quality of the coal is of less importance than in the manufacture of polychrome terra cotta, pottery, porcelain, etc. It is obvious that in burning clays that contain notable amounts of pyrite, marcasite or gypsum, as is the case with many common clays, the sulfur content of the fuel is of much less importance. The permissible amount of sulfur in the coal used will depend on the kind of product being manufactured. "The method of conveying ore from the ore-pocket at the shaft collar to the railroad ore bins, whence it is transported to the reduction works, is by cars with electric haulage.The cut shows the car coupled to the electric locomotive at the moment of dumping into the railroad ore bins.The locomotives used are of several makes, usually having two 12 ½ h-p. motors of a rated draw-bar pull of about 1,200 lbs., using 500 volts D. C. Track gauge is 30 inches, and speed is six miles per hour.The car holds two skip loads-10 tons—and has sides opening outwards the full length of the car, for rapid side-dumping. One man operates car and motor, and loads and unloads the car. The trolley pole runs in both directions without reversing.Loading is clone by operating a valve connected to a compressed air lift, which raises and lowers a gate in the ore-pocket chute, the ore running by gravity into the ore car spotted under the gate of the chute. Dogs hold the sides of the car in place at the bottom, the tops of the sides being hinged, and a hand lever releases the dogs, permitting the sides by the pressure of the ore against them to open at the bottom.With little manual effort one man does the work which was formerly done, when hoisting ore with cars and cage, by 10 men under laborious conditions."

Results of large-scale mining experimentation carried on in Stage II of the Anvil Points Oil Shale Research Program, Rifle, Colo., are reported. After a new adit was excavated, over 500,000 tons of oil shale was extracted during a 13-month period by a modified room and pillar method. Experiments in drilling and blasting headings, benches, and crosscuts are reported. Roof-bolting procedures, loading and hauling, and ventilation design are discussed. Results of the extensive investigations carried out by the cooperative industry group and earlier work by the U.S. Bureau of Mines indicate that mining oil shale is technologically feasible.

The numerous and copious reports of geological surveys made in the lead and zinc region of Wisconsin leave, perhaps, but little room for any original work, or for descriptive details of the nature and origin of the deposits not already given in the exhaustive memoirs of Percival, Whitney, and Chamberlin and their associates. HOWeyer, since the completion of the last survey, in 1879, much more attention has been given than before to the exploration of the ores of zinc, especially of late years, since the region has been better opened up by railways and the zinc industry of the country has assumed large proportions, giving a constantly increasing demand for zinc-ores. A residence of more than a year in the region, and the active direction during that time of mining operations over a considerable area, have familiarized me with the forms and peculiarities of many of the deposits; and it appears probable that some observations upon them, especially from the mining and commercial standpoint, may interest the members of the Institute. A few notes on the structure of the deposits from the mineralogical and chemical standpoints have already been presented by me to the Wisconsin Academy of Arts and Sciences." The presence of lead-ore in the soil at many points along the Mississippi river was well known to the aborigines, and early attracted the attention of the frontier traders, who purchased from the Indians the ore and even lead smelted out by the squaws. The demand for the lead-ore soon increased, and it became one of the early and potent factors determining the settlement of southwestern Wisconsin, and the development of its mining and agricultural resources. The mines of that section, together with those of Missouri and the Mississippi valley, may be said to have been the cradle of mining in the western United States. ANDREW FLETCHER, newly elected Treasurer and Director, has spent his entire mining career in the employ of the St. Joseph Lead Co. and brings to the Institute Board a career rich in financial experience and varied in interest and accomplishment. "Drew" Fletcher was born in New York City on Feb. 6, 1895. After graduating from the Sheffield Scientific School of Yale in 1916 as a mechanical engineer, he became a shipyard mechanic in Wilmington, Del. The next thirteen years saw. him gradually enlarging his responsibilities until he ultimately became the head of the W. & A. Fletcher Co., in Hoboken, N. J., ship repairers. In 1929 his program for merging the Fletcher plant with five other New York shipyards was finally consummated in the formation of the United Dry Docks, Inc., which subsequently was purchased by Bethlehem Steel, with the result that today the old Fletcher yard and organization has been expanded into one of the finest ship repair units in the United States.

At Buffington Station, Gary, Ind., Universal Atlas Cement operates fourteen 8 x 10Y2 x 155-ft cement kilns in mill 6 and two 11 x 360-ft kilns in the Harbor plant. The No. 11 and 12 kilns in mill 6 are equipped with Manitowac recuperator sections. This report describes studies in measuring exterior shell temperatures on several of these kilns and the development of a traveling radiation pyrometer with certain novel features.
