THE Oklahoma legislature recently passed a bill providing for "the creation of an oil and gas department under the jurisdiction of the Corporation Commission, authorizing the. Corporation Commission to appoint a chief oil and gas conservation agent, and conferring exclusive jurisdiction on the Corporation Commission in reference to the conservation of oil and gas, and the inspection of gasoline and oil, the product of crude petroleum, and repealing all acts or parts of acts in conflict therewith and declaring an emergency." Some of the functions of the new bureau include the receiving and filing of all well logs and the direction and supervision of plugging all abandoned oil and gas wells under rules prescribed by the Corporation Commission. The two leading petroleum-producing States of the country, Oklahoma and California, have now established oil and gas bureaus with a staff of inspectors to see that the important rules relating to the conservation of oil and gas are thoroughly enforced. The economic significance and the value of well logs in the conservation work has been recognized and the necessary legal action taken to insure and procure them. William B. Heroy, of the Government Land Classification Board, in a personal communication to the writer, says that the drilling of wells is also regulated by public authority in the Roswell artesian basin in southeastern New Mexico, where a permit must be obtained for the drilling of any well and a certified log of the well recorded with a county official. The method is said to give fairly satisfactory results. In a recent article 1 a National instead of a State Bureau was suggested for collecting and filing well logs. In discussing the paper, L. L. Hutchison characterized such a plan as impractical because the average driller or contractor will often juggle or guess at the log and will not keep the record sufficiently close or accurate, making it necessary to maintain a special man at each well for the sole purpose of obtaining

THE ORDINARY well log is subjected to a great deal of criticism, much of which is well founded. Sometimes, though, the difficulty in interpreting the log is due to the fact that the geologist or engineer using the logs does not know the limitations of the drilling method used. The rotary drill, especially, has inherent limitations that make it difficult, to secure .definite information at all times. The identification of well-defined key beds is about all that can be expected from the rotary log. The formation in a drilled hole, as reported by the driller; has a direct relation to the speed with which the drill makes the hole or to the reaction of the various strata on the bit, called the "feel of the bit." When this is not thoroughly understood by the geologist or engineer endeavoring to interpret the log, the result is an erroneous correlation with other wells or a discarding of the log as worthless. GENERAL TERMS Hard and Soft.-Hard and soft are relative terms. In the case of well logs, they are very misleading as they are used in connection with both resistance to abrasion and resistance to percussion. In technical rock classification, hardness is relative resistance to abrasion. The term brittleness is used in connection with resistance to blows. These terms are misleading to the geologist or engineer who is not familiar with both the cable-tool, or standard tool, method of drilling and the rotary method. In the case of the standard tools, the driller's report of the hardness of the formation is in terms of its resistance to blows. For instance, a cable-tool driller might be able to make from 30 to 50 ft. a tour in a brittle limestone, which he would call soft and at the same time he might call a relatively soft (from a purely mineralogical standpoint) gypsum hard, because it is somewhat elastic and is not readily broken by blows. The rotary driller would reverse the terms. The limestone is hard in that it resists the abrasive action of the bit, while the gypsum might be soft in that it is readily cut by the rotary bit. Kinking in zinc single-crystal tension specimens was observed under conditions of low stress and high temperature. Kinking is discussed in relation to other plastic bending phenomena on the basis of dislocation theory. Experiments on the stress-induced motion of small angle boundaries are reported. KINKING was first reported by Orowan1 as a new deformation mechanism. He observed the phenomenon in cadmium single crystals loaded in compression. Glide lamellae in a local region of the rod were observed to snap over suddenly to a tilted position, resulting in a sudden shortening of the specimen. Between the tilted portion and the rest of the crystal there were fairly sharp boundaries, with the slip plane assuming approximately mirror image positions on opposite sides of these boundaries. Orowan considered the boundaries to be regions where dislocations had concentrated. Hess and Barrett' observed the formation of kinks in critically oriented zinc compression specimens. It was found that the sudden snapping over of the tilted region was not an essential part of the kinking phenomenon but rather was associated with the method of loading. Kinking was explained on the basis of the accepted mechanisms of slip and flexural glide. It was also suggested that a kink can be considered as a special type of deformation band. During a recent investigation of the effect of surface condition on creep of zinc single crystals," a similar phenomenon was observed in crystals which were loaded in tension. The specimens were 0.4 in. diam cylindrical rods with a free length of 4 in. between end connections. All of the crystals were tested at a constant load. adjusted to give an extension rate of approximately 0.05 pct per hr. Kinking, as shown in Fig. 1, occurred in some of the tests performed at temperatures above 200°C. Kinking was observed in specimens varying widely in initial orientation, scattering about a 45" angle between the slip plane and the specimen axis. The condition leading to kinking in tension appeared to be non-uniform distribution of flow along the gage length combined with the restraint imposed by the tensile load. At low temperatures and fast strain rates, the distribution of strain throughout the midsection of tension specimens was generally quite uniform; therefore, bend planes developed only near the ends as described by Miller.4 However, at high temperatures under creep conditions it was difficult to obtain specimens in which the distribution of flow was uniform. Some of the factors which may have caused differences in flow stress along the length of the crystals are: Nonuniform distribution of impurities, accidents of growth (lineage structure), slight bending or other damage during handling, surface conditions, and strain-aging characteristics due to dissolved nitrogen." Plastic flow, once started in a local region, often continued to a relatively large strain before other parts of the gage length became active. Under these conditions a series of kinks, such as those in Fig. 1, were produced. Fig. 2 illustrates how a nonuniform distribution of slip produces bending moments which- are responsible for kink formation. If no plastic bending were to occur while the rod extended by pure slip in two separate sections of the rod, it would assume a shape such as that in Fig. 2a. A specimen having this shape and being subjected to a tension load would have concentrations of stress at the concave surfaces C and lower than average stress would exist at the convex surfaces D. Therefore a bending moment is superimposed on the average stress in the regions between C and D. The positions of potential bend planes under these conditions are shown as dotted lines. Actually no such shape as Fig. 2a develops because plastic bending in the region C-D occurs simultaneously with pure slip in the intervening regions. The observed structure of a tension kink is indicated by Fig. 2b. Perhaps the best approach to an understanding of kinking as well as other related plastic bending phenomena, such as the bend planes discussed by Miller,' cell formation studied by Wood et al.,6 and polygonization,7 is consideration of the dislocation model of a bent lattice. Current theories of the slip process postulate generation or multiplication of dislocations at certain lattice imperfections. THE authors have studied the problem of temper brittleness in steel1 employing an internal friction method. The specimens are in the form of wire, 14 B and S gage (0.064 in diam), 6 in. long. It was very desirable to have an apparatus to test the wire specimens for temper brittleness without making standard notched-bar Izod or Charpy impact tests. Such a device would have two favorable advantages: the first is that no standard impact specimen would be necessary, thus saving time and labor; the second is that there would be a direct correlation with internal friction results, thus eliminating the size factor if standard impact specimens had to be used. A search was made without result to find a commercial apparatus for this purpose. The literature was surveyed to investigate if such a test had been utilized. No such work has been reported in the literature; however, zapffe2 has described an apparatus used for testing for hydrogen embrittlement in

A method to improve the quality of Magmont zinc concentrates to become acceptable feed to an electrolytic zinc refinery is described. The magnesia content of zinc concentrates produced was too high due to particle locking with sphalerite in coarse fractions. Regrinding the concentrates to a very fine particle size and then refloating the sphalerite was chosen to eliminate a sufficient amount of the magnesia to make the concentrates acceptable.

(written discussiont).-For electrical measuring instruments, especially those types that involve the Wheat-stone bridge or potentiometer principle and standards of electrical resist-ance, there has been, for a considerable time, a need for better resistance materials. For a satisfactory resistance material, much depends on the purposes for which it is to be used. For potentiometers and Wheatstone bridges, such as are in more or less general use, and the more common forms of resistance standards, a good quality of manganin answers fairly well. However, it should not be presumed that manganin is considered ideal for the purpose, for in measuring instruments and resistance stand-ards, there is still much to be desired. An experience of more than 10 years in the study of the resistance standards and resistance apparatus shows that manganin resistances change with time in a way that is very annoying and the maintenance of the unit of resistance to the desired accuracy requires an excessive amount of work or may be said to be prac-tically impossible. The changes in resistance are generally most rapid and erratic in resistances of very low and very high values. In resist-ances of low value, the resistance material is often in the form of thin sheets so that the surface is large and usually more or less unprotected from the atmosphere, or the oil in. the case of oil-immersed standards. In resistances of high value, the resistance material is in the form of fine wire and, therefore, the surface is large compared with the cross-section. In resistances of medium value, the surface is less, compared with the cross-section, or better protected, usually by a silk wrapping impregnated with shellac. This suggests that one of the difficulties with manganin is slow surface action or oxidation, even when an effort has been made to protect the surface from such action However, the changes observed cannot all be accounted for on this basis. There are, presumably, also some internal changes in the resistance material even when it has been annealed. Further; the changes in manganin resistances seem to be more or less independent of its electrical properties. In other respects, too, manganin is not ideal.

Methods in colorimetry are based on the assumption that the intensity of the' color of a definite volume .of solution is directly proportional to the quantity of the color-producing substance present. In the preparation and examination of colored solutions there are three ways in which the depth of color may be varied. These variables are : (1) the quantity of' the coloring matter; (2) the quantity of the solvent, or the dilution ; and (3) the thickness or depth of that portion of the solution examined. With these three variables as a basis, three general methods in colorimetry have been devised, all of which have been used in the determination of carbon in steel. In the first method, the quantity of the solution is kept the same for both the unknown steel and the standard, and the sections compared are of equal thickness, while the quantity of the standard is varied until the color obtained is of the same intensity as that produced by a definite quantity of the unknown steel. In laboratories where this method is used there is prepared and kept for permanent use a series of solutions with varying amounts of the standard, representing the percentages of carbon from the lowest to the highest demanded in that laboratory. These standard solutions are kept in bottles or test-tubes of equal diameter, and are arranged in series from the faintest to the most intense color, so that it is a simple matter to find the place of the unknown steel in the series, when the solution is of a definite volume and is contained in a tube of the same diameter as the standard tubes. In 1910 the author was engaged in a qualitative study of the radioactivity of several chemical substances and a few minerals. In the course of the work he studied the mineral allanite (obtained from granite ledges at Topsham, Maine), and found it to be appreciably radio-active. Recently the fact was brought to his attention that the radio-activity of allanite is not well known, although Hon. R. J. Strutt in 1905 published a list of radio-active minerals with their analyses, including allanite from Amherst County, Virginia.' In the work done, a standard type of electroscope was used, and the readings were made with a telescope, fitted with a scale, by means of which the rate of discharge could be readily determined. The natural "leak" of the instrument was carefully determined, and all results corrected accordingly. The method of study was as follows: The material to be tested was finely powdered, and spread over the bottom of a small, inactive pan. The electroscope was then charged, and the pan placed in position. The door of the instrument was closed, and the rate of discharge carefully determined. All results were reduced to common form to permit of comparison. It is to be noted that the materials tested were not used in strictly comparable quantities, such as if 1 g. of each had been used, but about the same quantity of powder was used (in the cases of the solid substances), so that the results are qualitatively accurate. 1. Any society of undergraduates at a technical school, comprising students in any branch of engineering, metallurgy, chemistry, geology, etc., may be recognized by the Board of Directors in its discretion as an Affiliated Student Society, and its name, together with the names of its president and its secretary, may be published in Mining and Metallurgy or the Directory of the Institute. The members of such a society will not be named individually on the membership list of the Institute, but may at any time be proposed for election as Student Associates or Junior Members of the Institute, in the usual way. 2. Membership in an Affiliated Student Society, certified by the official representative thereof, and accompanied by suitable testimony as to character and qualifications, will have special weight with the Membership Committee of the Institute, in its consideration of the proposal of a candidate for membership. The Affiliated Student Societies receive the following privileges: 1. A copy of Mining and Metallurgy free; 2. The use of Employment Service; 3. The use of Mining and Metallurgy for publicity purposes, such as printing notices of their activities, etc.; 4. Assistance in obtaining speakers for their meetings, lists of moving-picture films, etc. To retain the privileges of the Affiliated Student Society, its officers must keep in touch with the Secretary of the Institute and advise him of its activities. The foregoing plan is not confined to students in mining engineering or metallurgy. Any undergraduate society of engineers may avail itself of the privileges offered. Societies desiring to be recognized as Affiliated Student Societies are requested to make application to the Secretary of the Institute, giving particulars as to the nature, membership and officers. The Purpose of this paper is to present an overview of research underway at the Los Alamos Scientific Laboratory to investigate some of the more attractive options for controlling trace element contamination of coal refuse drainages. * The control methods under consideration include chemical and physical methods to immobilize or remove undesirable contaminants prior to refuse disposal, the treatment of refuse disposal sites with attenuating agents to prevent the discharge of contaminated water, and the direct treatment of refuse drainage as it emerges from the refuse disposal site. The results from these laboratory studies suggest that many of these techniques are technically feasible for controlling trace element contamination of refuse dump drainage.

CONSIDERABLE interest has recently been developed in sage-brush oil because of its possible utilization as a flotation agent in the mining industry. A list of some of its physical properties, together with the method used in its extraction, may prove of interest at this time. Something over a year ago, a study of the essential oils in desert plants was begun in the Chemical Laboratory of the University of Nevada. None of the oils so far studied possess properties of special interest to engineers, except the oil of sage, Artemesia tridentate, which has exceptional power as a flotation agent. This plant, known as common sage brush, also called black sage, is widely distributed over the semi-arid West, being found quite generally on most of the dry plains and mountains west of Missouri. The method of extracting the oil followed in these experiments is very simple. The leaves, twigs and small branches are placed in an airtight drum, having a capacity of about 27 cu. ft. Steam is admitted through a number of small openings at the bottom of the retort, and the pressure maintained at 20 to 25 lb. per sq. in. for 3 hr. The escape of the steam from the retort is regulated by allowing it to pass through a stop-cock into a condenser. The water in the receiver is drawn off from time to time and the oil, which is insoluble and floats upon the water, is thus collected. At the end of 2 hr. most of the oil has been driven out, though traces continue to come over for a much longer time. By raising the pressure, the time required could probably be shortened and the yield increased, but the lack of laboratory equipment has prevented the carrying out of this experiment.

The authors give a definition of the various types of corrosion that may affect a metallic conductor buried in the ground, namely: 1. The metallic conductor may be attacked by the surrounding soil. This phenomenon is purely local and is called by them soil corrosiveness. 2. The metallic conductor may connect two regions of the ground when the electrolytes have a different composition. An electrical current will then be generated and certain zones of the conductor will be oxidized. This is autogalvanic corrosion. 3. Stray current may flow in the ground and enter the conductor in certain sections and leave it in others, thus causing oxidization in certain zones; this is electrolytic corrosion. The soil corrosiveness has been studied extensively by the United States Bureau of Standards and the authors give a summary of the work carried out and results obtained along this line. In autogalvanic corrosion it has been shown, by the investigation of buried pipes, that the zones of corrosion are associated with the zones of egress of the electric current (anodic zones). The location of these zones can be determined by measuring at the surface of the ground the difference of potential that exists along the path of the pipe. This work is performed easily and quickly with the apparatus invented by the authors for the exploration of conductive orebodies. The problem of electrolytic corrosion is a difficult one because it is a question of stray current which may vary in direction and intemsity at every instant. Therefore the components of the electrical field must be known at a given station and compared with the components of the clectrical field at another station, at the same moment. This is achieved by a rccording apparatus that will register the variations of the intensity of the electrlc current along two rectangular directions, during several minutes

MAGNESIUM is an exceedingly strategic material but the importance of its production at the time this war started was not realized. Our Government then suddenly became much alive to the need of a tremendous increase in magnesium output, and became a participator in the industry. In this paper an attempt will be made to given an over-all picture of the industry as it has been, and is being, developed. The present war is giving a great acceleration to the use of lighter metals. Development of facilities for production of great tonnages of aluminum and magnesium is bound to bring about some interesting changes in later peace times because costs will be low and production capacities high. As our knowledge of the metallurgy of magnesium alloys increases, this metal will become of vital peacetime importance and will be used in ways we do not now imagine. Household refrigerators, furniture, automobiles, even houses will all be lightened through the use of magnesium.

AMONG the petroleum-producing countries of the world, Roumania occupies the fifth place; in Europe, it occupies second place, coming after Russia. The extraction and the use of petroleum in Roumania, may be trace( as far back as 1856, but the production on an industrial scale started in 1896, when the "Steaua Romana," was formed. From that time until the beginning of the war, the petroleum industry had a rapid growth the number of the producing companies increased to 37, and production FIG. 1.-ROUMANIAN OIL AND GAS FIELDS. increased from 81,571 tons, in 1896, to 1,898,545 tons, in 1912, when the greatest production was reached. In 1916, when the Germans invaded Roumania, the oilfields, at the order of the Allies and under British supervision, were destroyed, to pre vent their exploitation by the Central Powers; the wells were blown in the refineries and the storage tanks burnt, and pipelines put out of order This voluntary destruction, which weakened the resistance of the Central Powers, set back the petroleum industry at least one decade. Reconstruction after the war was slow, because of bad transportation conditions the scarcity of drilling and refining material, the insufficiency of. electric power, and the continuous depreciation of the Roumanian money, which made difficult the buying of the necessary materials for reconstruction.
