THE ECONOMIC THEORY It will assist in the understanding of the Resource Rent Tax ("RRT") proposals in Australia if the economic theory behind the tax is briefly explained. The idea goes back to the concept of rent put forward by the nineteenth century economist David Ricardo. His analysis was broadly as follows: A tenant who farms land which is just on the margin of economic viability cannot afford to pay his landlord any rent, because the value of the crop produced by such marginal land is equal to the cost of producing the crop, plus the cost of keeping the tenant alive. There is nothing left out of which to pay rent to landlord. A tenant who farms good land can afford to pay his landlord rent -- but the maximum amount of rent that he can be asked to pay is the excess of the value of the crop produced by the good land over the cost of producing the crop and of keeping the tenant alive. Adapting this theory to the taxation of mining projects, modern economists who favour this system of taxation say that a profitable mining (or resource) project produces rent in the Ricardian sense. The amount of the rent is the excess of the profits by the project over the amount of profit which is required to attract the taxpayer to invest in the project in the first place. This explains why the tax is called "Resource Rent Tax". PAPUA NEW GUINEA PRECEDENT Although Papua New Guinea ("PNG") is now independent of Australia, there are still close links between the two countries, and strong similarities between their respective tax regimes. PNG introduced an Additional Profits Tax ("APT") in 1978. In many respects, Australia's RRT proposals follow the precedent set by PNG1s APT. However, in practical terms, not a great deal can be learned at this stage from PNG's experiences since, according to the writer's understanding, no PNG mining project has yet paid any APT. The Bougainville mine is not liable to APT, being subject to tax under its own separate Act, which contains a different formula. Outline of PNG Additional Profits Tax. PNG has two versions of Additional Profits Tax ("APT) - one applying to general mining, the other to petroleum mining. The two versions are very similar. The general mining version is described below. The tax applies on a licence by licence basis. This means that losses on Licence A cannot be offset against profits on Licence B. Expenditure relating to two or more licences, is apportioned "in such manner as the Chief Controller thinks reasonable". Tax is levied on the "accumulated value of net cash receipts" at the rate of (70 - n)% where n=the rate of income tax. The accumulated value of net cash receipts ("av") is calculated as follows: Calculations commence from the first year in which substantial expenditure was incurred on the construction of facilities for the carrying out of mining operations on the licence. For that year the av consists of the total allowable expenditure to date on that lease. For the second year, the av is the av at the end of year one indexed in accordance with the statutory formula set out below, plus the total allowable expenditure in year 2. For year 3, the av is the av at the end of year 2 adjusted by the index factors, plus the total allowable expenditure in year 3. This process is repeated year after year. When the licence starts to earn revenue, the revenue is deducted from total allowable expenditure for that year. If revenue exceeds total allowable

6.4-1. Principles of Operation. The jet-piercing process is a patented thermal process which depends upon a characteristic of the rock which is termed spallability. In its simplest terms, spalling is considered as decrepitation resulting from differential expansion of rock crystals due to thermally induced stresses. The number of individual properties influencing the spalling characteristics of rock are so numerous and their interaction so complex that the only truly reliable way to ascertain the spallability of rocks under thermal shock conditions is to expose them to these conditions. However, laboratory and field work have determined the principal thermal, physical, and mechanical properties of rock which affect spallability (10, 18). The approximate relationship between spallability and these characteristics is as follows: [ ] where To is the critical temperature at which, it is believed, a rock becomes elastic or sufficiently plastic to prevent further spalling action. Thermal diffusivity takes into account the amount of heat used in saturating the medium itself during the migration of a heat front. The rate and degree of dimensional changes which influence the spalling tendency of the rock will depend upon the characteristic of the heat gradient in the rock. The greater the spalling tendency, the higher the piercing rate. Those properties most favorable to a high degree of spallability are: 1. Large linear thermal expansion at temperatures below 700°C. 2. High thermal diffusivity at temperatures below 400°C. 3. Equigranular interlocking structure with little or no fine-grained clay or mica alteration products. 4. No significant amounts of soft, low-melting, or elastic mineral or materials which yield after thermal decomposition.

A device developed by the U.S. Bureau of Mines for the detection and quenching of coal mine explosions suffers from the inability to discriminate between the light emitted from hydrocarbon combustion and that emitted by electrical sparks and miner's cap lamps1. Since the quenchant device is activated by an internal explosive charge, the possibility of serious injury to nearby personnel demands a detector which can reject false signals. Described herein is a detector which can provide a rapid response signal upon the emission of radiation from hydrocarbon combustion and concurrently reject spurious signals from such sources as sparks and cap lamps. It was suggested that a detector might be developed to operate on the principle of monitoring the radiation intensity emitted from two separate spectral regions and ratioing the intensities2. A series of experiments was conducted for combustion of methane-air mixtures which demonstrate the ability of such a detector to discriminate between combustion and spurious signals. Experimental Apparatus A cylindrical (3.8 in. diam by 12 in.) stainless-steel shock tube test section was used as a combustion chamber. The test section was equipped with quartz windows (2 in. diam) on either side, a piezoelectric pressure transducer, and two steel electrodes. A 10-kv capacitor discharged across the electrodes provided a submicrosecond duration spark to ignite the gas mixture within. The desired partial pressures of methane and air were obtained by using a Wallace and Tiernan 0-800 mm Hg pressure gauge with which pressures could be determined to an accuracy of % mm Hg. THE classification and preparation of non-ferrous scrap metals is a subject of interest to every individual and corporation that employs in its processes of manufacture non-ferrous metals and alloys and accumulates in such manufacture scrap from these materials for disposition in the form of turnings, borings, short ends, punchings, clippings, grindings, washings, etc. All too frequently the disposition of such scrap is left to individuals who have no knowledge of the subject either from a metallurgical or a commercial standpoint, or both. Much money is thus lost which with a little more intelligent effort might be saved, and in this day of fierce competition and small profits such an opportunity cannot be ignored. Steam coal quality is less stringent than metallurgical coal quality. Steam coal is prepared either by cleaning a full-size range of raw coal or cleaning coarse coal only, leaving the fine coal raw. The latter scheme is more cost competitive. It is particularly applicable to US eastern soft coal where low ash coal is concentrated in fine sizes. For raw coal size separation the Rotating Probability Screen, developed by the British Coal Board, may be used for easy change of raw coal separating size, and to avoid screen deck plugging when handling wet and clayey raw coals.

At least three million ounces of placer gold has been mined from hundreds of deposits in the Southwest since the 1600's. Nevada, the most productive state, produced about 1,700,000 oz. Most of the placers are in accumulations of unsorted, coarse, angular gravel in gullies, dry washes, and on hill- sides. The gold is mixed with debris from the adjacent bedrock and is typically concentrated at or near bedrock or on clay layers or caliche-cemented gravels above bedrock. The most extensive and productive placers are thick accumulations of debris in well-defined stream or gully channels, in alluvial fans at the edges of the range fronts, or as thick residuum on hillsides. With very few exceptions, the gold has been transported only a very short distance from the source. Numerous small high-grade gold-quartz veinlets, rather than single large lode deposits, are by far the most common source of placer gold. Most placer mining consisted of small-scale one-or two-man operations using rockers, pans, and sluices when water was available and dry-washing machines when it was not. Where gravels were deep the miner would dig shafts to bedrock and drift along the paystreak. Large-scale operations in the major districts utilized floating or stationary dredges or, more rarely, hydraulicking to mine extensive deposits. An adequate supply of water for efficient concentration of gold has always been a major problem in the Southwest. To overcome this problem, difficult and sometimes ingenious techniques were used-pipelines to carry water for miles to the placer area were constructed, or gravel was hauled to central washing plants where water was available; numerous designs of dry-washing machines were invented. In some districts, attempts to mine the gravels by large- scale operations failed because the gravels were too wet for dry concentration methods, and no water was available for wet methods; or, when water was available, the gravels were too porous to retain sufficient water in the dredging pond.

It is evident that, as the size and weight of cars have increased, the demands on the cast-iron car-wheel have become more and more severe. Fortunately, the factor of safety in the cast-iron wheel, as originally made, was so large that it was only when freight-cars approached the capacity of from 80,000 to 100,000 lb. that the question of wheels began to give some anxiety. A moment's thought will show that, as freight- and passenger-cars have increased in weight and size, a much greater duty is required of the same eight wheels than was formerly the case. In other words, although the cars have increased in capacity from 15 tons to 50 tons each, the number of wheels under a car has not been generally increased. It is true, some cars have been equipped with 12 wheels, but this construction is not the rule. Hence the duty which the wheel must perform has become much more severe, and although it was clearly able to stand some increase, there must evidently be a limit somewhere which cannot be exceeded. Meanwhile, it is the part of wisdom to make better wheels if possible, and accordingly, no little study is now being devoted to the requirements for cast-iron car-wheels; and modifications are being made, both by increasing the weight of the wheel and by improving the quality of the metal of which it is made. MAXIMUM furnace efficiency and close control of final steel composition demand that the steel melter be able to follow closely the variations in the carbon content of the bath. For many years, the fracture test has been used by melters for estimating carbon, because it requires only a very short time to pour a sample into a chill mold, cool it in water, break it with a sledge hammer, and observe the fracture. After long experience gained from the observation of such fractures, most melters are able to estimate the carbon content of steel with amazing accuracy, particularly in the lower carbon ranges. Notwithstanding the utility of the fracture test, there has been widespread interest in other methods for rapid carbon determination to supplement it and to ensure against possible errors in human judgment. Several methods, based upon measurement of magnetic properties as functions of carbon content, have been described in the literature1-6 and have been found to give reasonably reliable results in plant practice when scrap composition is known and controlled. A difficulty encountered in the use of analyzers of the magnetic type is that alloying elements do change the relationship between carbon content and magnetic properties and it becomes necessary to establish calibration curves for all the expected combinations of alloy residuals that are not oxidized in the bath. The work reported here is of an investigation of a method that is independent of alloying elements normally present in constructional steels, being based upon the relatively well-known fact that in plain carbon and low-alloy steels martensitic hardness is a function of carbon content alone. WORK OF OTHER INVESTIGATORS In 1938, Burns, Moore and Archer published a curve7 that showed that the hardness of martensite is a function of carbon from 0.10 to 0.50 per cent and is independent of grain size or alloy content, at least within the range found in constructional S.A.E. compositions. Some of the deeper hardening types investigated, however, contained carbon to a maximum of only 0.20 per cent. Using this principle, Kern8 developed a method of rapid carbon determination for S.A.E. 43xx steels. His procedure consisted of chill-casting a test bar that was large enough to give a surface that could be prepared for Brinell indentations. The test piece was quenched immediately after solidification was complete and hardness readings were taken, so that the carbon content could be read from an experimentally determined curve giving the relationship between as-quenched hardness and carbon. The clay-resources of Colorado are but little known, for the reason that little has been published concerning them, and also on account of the hitherto small demand for clay products in the Rocky Mountain region. At the present day the wares manufactured from clay which are used in Colorado include common and pressed brick, terracotta, sewer-pipe, pottery and refractory articles. Most of these are brought from a considerable distance; but with an increasing demand for such goods in the West and a better knowledge of the available materials, there should be considerable expansion in the clay-working industry of Colorado in the future. The notes here presented are an abstract of those collected by the writer in October, 1896, in a reconnaissance of the clay-bearing formations of Colorado. Clay-bearing Formations. We may roughly divide the clay-bearing formations of Colorado into three groups : 1. Loess and alluvial deposits. 2. Jura-Trias and Cretaceous clays. 3. Tertiary clays. . The loess forms an extensive deposit of large area, though not very thick, extending from north to south across the State, and eastward from the foot-hills. It is generally a very sandy clay, with little plasticity, and is underlain by a gravelly stratum, which determines the workable depth. Clay similar to the loess is found underlying the river terraces in many of the broader valleys, such as those of the Arkansas, Grand River, etc. The Mesozoic formations extend along the eastern edge of the Rocky Mountains, and also occur in some of the deeper valleys tributary to the foot-hill belt. Several methods have been proposed for determining the tensile strength of rock. These have been tried out over the past several years, but the results have been erratic and of doubtful value. The tensile strength of rock is its weakest property, and this property apparently enters into all failure phenomena, whether underground or on the slope of an open pit. Therefore, it is essential that detailed quantitative information is known about the tensile strength of rock if the design engineer is going to select the proper pit slope, pit orientation, or orientation of underground workings so as to give the most economical and safest mining condition. This quantitative information may be used to orient the pit in such a manner as to allow steep slopes along two sides. This information possibly may be used to orient the direction of either underground workings or open pits so as to decrease powder consumption and to increase blasting efficiency. Hence it is of prime importance that a method of determining accurately the tensile strength of rocks be developed. The U. S. Bureau of Mines states' that no standard methods have been proposed by the ASTM for testing the tensile strength of rock. The method described in the Bureau publication is said by them to be unsatisfactory. A similar test that has been used in our laboratory in place of the USBM test is shown in Figs. 1 and 2. h this test the core is placed in a set of grips that has been designed for one particular size core. The grips are designed to distribute the stress around the core if they are tightened correctly. A universal joint or a flexible cable may be used in conjunction with the apparatus to prevent bending or twisting of the specimen. The main difficulty encountered with the system shown is the failure of the specimen within the grips. The possible cause of the failure within the grips may be due to a stress concentration set up by the uneven tightening of the grips. This method can be used only for tests on cores, and even then has been found to be totally unsatisfactory because of the failure within the grips. The U. S. Bureau of Reclamation has been using a test similar to the sketch shown in Fig. 3. Sulfur is cast around each end of the specimen to form a bearing surface and then a ring grip is used to apply a tensile stress. The grips are in contact with the sulfur cast and do not touch the specimen. This method is unsatisfactory, apparently because a large number of the specimens appear to break within the sulfur cast. Professor Wuerker of the University of Illinois uses the test shown in Fig. 4.' Professor Wuerker states2 that this method has given definite and reproducible results with the weakest as well as with the strongest rocks. The test is a supplement in all cases where cores cannot be obtained. The principle and equipment are the same as for the test for tensile strength of hydraulic-cement mortar. Soft

ON Oct. 27, 1941, the Sanitary Water Board of the Commonwealth of Pennsylvania called a meeting of the representatives of the coal operators in the Schuylkill River Basin, and frankly suggested to the operators that they "clean up their house" before someone else came in and did it for them; that they should not emulate the railroads with their "public be damned" policy and its fateful results. It had been four years since the passage of the antipollution law of 1937, a law which exempted silt from collieries until such time as a practical method existed for the removal of their water polluting properties. It had been fifteen long years since Sisler, Frazer and Ashmead concluded that 900 million tons of culm and silt had been deposited in Pennsylvania's streams in the process of preparing five and a half billion tons of anthracite for the world's consumers. Fine coal was being "mined" in the streams by "washeries" and river dredges downstream from the collieries, and silt banks no longer held back the endless black stream entering the Schuylkill at the rate of 350,000 tons per month. The coal operators were apparently working on the outmoded assumption that each ton of fine coal prepared displaced a ton of larger sized, more profitable coal. The meeting between the Sanitary Water Board and the coal operators signaled the beginning of the end of Pennsylvania's pollution problems. As a result a committee was formed at that meeting by the operators to find out what conditions were at each colliery. The Bureau assisted in the indication of methods of measurement and sampling and in the development of forms for reporting the needed data. THE present paper is a continuation of the work on the relationship between the magnetic and the phase transformations in carbon steels during quenching. An account was given by the author in a previous paper It of an investigation of this relationship during a continuous quench. The experimental difficulties then encountered prevented a conclusive proof of the existence or absence of such a relationship. The conclusions of the previous paper were derived indirectly. The present paper deals with the same problem, but the method of attack is modified. The technique developed by Davenport and Bain2 in their well-known study of austenite transformation at subcritical temperature was adopted in the present investigation. They have shown that the austenite to martensite transformation can be caused to proceed at a relatively slow rate by quenching steels into a hot metal bath. Slowing down of the rate of transformation, together with an observation by Lewis3 that a eutectoid steel can be preserved in the nonmagnetic state by such quench-ing, pointed out a possibility of a study of both transformations under more favorable conditions than previously described. The preliminary steps were connected with the technique of the hot bath quench. To study this phase of the present work a modification of the apparatus previously describe1 was used. The modification con-sisted in the use of a hot quenching bath instead of brine, and in fixing the secondary and the primary coils of the apparatus in a stationary position in and around the bath. Tubular specimens, as in the previous investiga-tion, were heated in a suitable furnace to a temperature in the austenitic.

A Vice-President continuously) for the last eleven years, apparently neither his picture nor a biographical sketch ever have adorned these pages and were he forewarned in the present instance he would order us to "forget it." He is a Columbia School of Mines man, Class of '98. He worked underground at Rossland, B. C. for a time, then for a year and a half a. chief engineer of the famous Camp Bird at Ouray, Colo. For three wars he was examining engineer for the Guggenheims and since 1901 has been an independent consulting engineer with experience throughout the Americas.

PREVIOUS study' of simple impact systems indicated that energy required for fracture and size reduction of brittle materials is greatly dependent on the type of loading that is employed. In this regard it was postulated that fracture and size reduction of a brittle specimen might be accomplished by a high velocity impact at an energy level at which a low velocity impact would leave the specimen relatively undamaged. The finite time required to propagate energy away from the point of loading of an impacted object to other parts of the object and to its supports may permit a concentration of energy at the point of impact if the rate of loading is high. Localizing of energy at the point of impact could quickly initiate fractures that would propagate through the impacted material along with the traveling stress waves. As the cracks form, the initially absorbed strain energy would be released and portions of it travel ahead of the wack tips as stress waves. These secondary stress waves, combined with the initial stress waves derived from the impact, would produce high localized strain conditions in front of the fracture zone. The fracture zone would propagate and the specimen shatter. High rates of loading are brought about by short impact times, in turn obtained by employing high velocity projectiles that are of small mass compared to the impacted object. Once again, the United States Congress is debating the minerals depletion allowance. If the past is any indication, the debate will quickly become politicized. Representatives of the densely populated but mineral-poor Northeast will no doubt claim that percentage depletion is sheer robbery of tax dollars perpetrated by corporations to line the pockets of wealthy investors. Many southern and western legislators, on the other hand, will portray the depletion allowance as our only savior from mineral deprivation, blackmail from foreign producers, and a stone-age nonmineral existence. Although this characterization of the usual minerals depletion debate may be overstated, the most unfortunate aspect is that the genuinely important role of the depletion allowance in domestic minerals production is often obscured in congressional hearings. This article will try to provide a basic understanding of the minerals depletion allowance, the underlying rationale, and the increasingly important role the allowance will play in the future. Although the discussions and conclusions can be extended to the metal mining industry in general, most of the examples are drawn from the copper industry.

Conditions at the properties of the Consolidated Coal Co. had reached a point where improvements were almost impractical. The mines, sunk years ago, had shafts and entries so small as to preclude the use of large mine cars. A radical change was necessary in the type of mining and also in the type of mine to accommodate such haulage units. After due consideration, the company decided to enter the field of trackless mining, utilizing belt conveyors and chain-flight conveyors, the belt conveyors to take the long haul, and the chain-flight conveyors to be used for gathering. It was decided not to sink a shaft, hut to drive a slope on an inclination of 17½°, which the company believes to be about the limit on which coal can be carried on a belt without rolling back unduly. Sinking the Slope It was decided, in sinking the slope, to make an opencut until rock was reached, which was some 65 ft. below the surface, and then to drive the slope through an inclined tunnel from that point. In making the open-cut, the schedule called for the removal of about 25,000 cu. yd. of clay, holding the banks on an inclination of one and a half to one, the thought being to make this cut in a minimum of time, put in a reinforced concrete slope, and then back-fill. Difficulty was experienced because the clay was of a sort that was called "subsiding base" material by contractors visiting the job. In other words, a "squeeze" occurred, the pressure causing the floor of the cut to move up just as it does in many mines where the coal is underlain by thick fire clay and inadequate pillars have been left. It was necessary to move the waste banks back from the edge of the cut 700 or 800 ft., and even then the floor could not be controlled, the result being that almost 100,000 cu. yd. of clay was handled before the rock was reached. A concrete slope was then rapidly constructed, using 95 tons of special-shaped reinforcing iron. The floor of this slope was made 30 in. thick at the bottom, and 17 in. thick at the top, the sidewalls being 18 in.

Sinking the Slope It was decided, in sinking the slope, to make an opencut until rock was reached, which was some 65 ft. below the surface, and then to drive the slope through an inclined tunnel from that point. In making the open-cut, the schedule called for the removal of about 25,000 cu. yd. of clay, holding the banks on an inclination of one and a half to one, the thought being to make this cut in a minimum of time, put in a reinforced concrete slope, and then back-fill. Difficulty was experienced because the clay was of a sort that was called "subsiding base" material by contractors visiting the job. In other words, a "squeeze" occurred, the pressure causing the floor of the cut to move up just as it does in many mines where the coal is underlain by thick fire clay and inadequate pillars have been left. It was necessary to move the waste banks back from the edge of the cut 700 or 800 ft., and even then the floor could not be controlled, the result being that almost 100,000 cu. yd. of clay was handled before the rock was reached. A concrete slope was then rapidly constructed, using 95 tons of special-shaped reinforcing iron. The floor of this slope was made 30 in. thick at the bottom, and 17 in. thick at the top, the sidewalls being 18 in.
