The suggestions of the members of the Institute are very much desired by the Committee on Nominations prior to deciding upon its nominations to fill the places of those officers who retire early in 1917. The Committee must make its final report to the Board of Directors early in October. THE first trial of longhole drilling of raises began in June 1949 at the Holden mine, Chelan Div., Howe Sound Co. The cost of this raise was about the same as the average cost of raising by normal methods which was sufficiently encouraging to give the method further trial. At Holden, the Noranda method of blasthole drilling is used except that percussion drills have replaced diamond drills for making blastholes in all but certain special situations. Two thirds of these holes are between 40 and 70 ft long.

This article is interesting because it deals with the fundamentals of grinding in a novel manner. However, it is somewhat reminiscent of Mark Twain's famous evaluation of science as the production of pounds of conjecture from ounces of fact. Extrapolations abound, and some cases they are treated with a seriousness that is undeserved. Tests should undoubtedly be made of wet grinding at supercritical speeds, using smooth mill lining and mill charges of large grinding balls as well as pebbles. However, the performance predicted in the article needs more qualification than it has received.

The discovery of oil in the Powder Wash stricture in northwestern Colorado late in the fall of 1936 is the most important development in Colorado since oil was first discovered in the Moffat dome in the same county in 1923. The Powder Wash structure gives promise of developing into an oil and gas field of major proportions and is of particular interest because the oil was found in Tertiary rocks of Eocene age, which heretofore had been productive in the Rocky Mountain region of gas only, and very few of the many structures of this kind have been tested because it was believed that oil production probably would be confined to rocks of Cretaceous age only, and these were, in most instances, at excessive drilling depths. This paper describes the effects of slurry viscosity on the selection-for-breakage and breakage distribution parameters in the wet grinding of ores. A series of experimental tests were run on laboratory scale ball mills. Slurry viscosities were modified by varying the solids/water ratio with and without the presence of selected chemicals. Very consistent and predictable correlations are shown to exist. The grinding parameters were calculated using a computerized back-calculation technique developed by Klimpel and Austin. Industrial scale circuit calculations and preliminary plant trial data suggest that considerable increases in throughput and/or fineness of grind can be achieved through the judicious use of chemical additives.

At the Atlanta Meeting in October, 1895, a short paper was presented by Mr. R. W. Leonard on the " Assay of Auriferous Ores and Gravels by Amalgamation and the Blow-pipe" (Trans., xxv., 645), embodying the results of some very conclusive tests as to the value of the process. His arguments regarding the desirability of the process appear to be indisputable, but the practicability of the field-outfit used by him is open to question. The Province of Ontario, in which Kingston is situated, is still largely unexplored; and at the Kingstoil School of Mining we give much attention to the instruction of prospectors and the testing of ores. This coal area, and the coal from a limited portion of it, has been known for a long time. In 1817, McClure prepared a geological map to represent the boundaries, and they are not controverted at the present date. In 1834, Richard C. Taylor made a survey and report on portions of the basin. In 1835, Prof. W. B. Rogers was appointed by the State of Virginia to make a geological survey, and made six annual reports in which this area was included; but the reports and maps were not published. R. C. Taylor's Statistics of Coal, published in 1855, gave to the public the details of exploration and production, to date, very perfectly and completely. Daddorw and Bannan's work, Coal, Iron, and Oil, published in 1866, repeated the details before given, and advanced some vague theories respecting the coal-field, but gave no new facts. Macfarlane's work, Coal Regions of America, published in 1873, under the head of " Triassic Coal," chapter 27, gives what is known from existing publications of the position, geology, and production of the field, making

Restrictions on the use of zinc will be a thing off the past in a few months. Government allocations on the metal are also expected to go by the board. Concurrently, action is also expected in reference to lead allocations. Government stockpile goals for zinc have been reached. The International Union of Mine, Mill and Smelter Workers lent support to United Steel Worker demands and at the same time put in their own bid for a 25-cent an hour increase at a meeting held in Denver. While backing the USW, the IUMMSW charged the Steel Workers with membership raiding. There was a time in the early history of man's use of metals when ore could be directly reduced to usable form by the use of fire. In those days the term "milling," or its many synonyms signifying the concentration of an ore's metallic con- tents before smelting, was little known. Centuries later, even before Agricola, or even before the Greek and Roman civilizations, simple means were found to concentrate metallic minerals that possessed special characteristics such as high specific gravity, hardness, magnetic response, or simple appearance. In this way, the art of milling became valuable to civilization because it eliminated most of the cost and labor of transporting and melting the worthless nonmetallic part of an ore. As civilization became more dependent upon metals and solid fuels, the art of ore dressing (one of our synonyms) increased in importance and complexity, until today it has become a gigantic industry firmly based upon a mature but rapidly advancing technology. Technically trained people are needed in growing numbers to serve this industry.

In the good old days of the folklore of the mining industry, grizzled prospectors obtained a few loose dollars from friends and neighbours then wandered off to eventually return with the great discovery which became the core of the new corporate empires. Alternatively, merchant banking barons obtained exclusive rights to just about anything of future value over hugh nation-size territories. Some of this probably still goes on, likely with about the same ineffectiveness and waste of effort and money as in the past. CURRENT CONCERNS IN MINING In today's difficult climate in the mining industry, for that matter in all industry, effectiveness is the vital consideration. Cost effectiveness -- more bang for the buck -- is especially important in such an area of high risk as mineral exploration. And there are other factors to consider. Since minerals are depleting resources, the mining inddustry is constantly confronted with the reality that those resources extracted today must be immediately replaced if a resource enterprise is to continue. And if growth is to be achieved, even more resources must be found to support future expansion. The current and immediately foreseeable climate internationally for the mining industry creates a special need and urgency for aggressive and successful exploration, certainly in Canada, if not also in the United States. Depressed world markets and prices have turned yesterday's economic reserves into today's waste, hopefully to be converted into economic ore again in some distant time. One way of replenishing reserves and maintaining a viable mining industry is to find and develop mines which are economic under short-term depressed price and market conditions. This probably means higher grades. A new copper discovery with the right combination of characteristics to be an attractive investment even at today's pices for copper would still merit development into production. Exploration is the only way to find such mines for the difficult short-term conditions. Another important consideration is that normally many years stretch from the first thought of conducting exploration to production -- in those rare instances where an economic discovery is made. If discoveries are not made today, then there will not be any projects to develop when business conditions are more attrative. This industry and the vast number of skilled professionals who are part of mining, are faced with two key problems that underlie the need for a junior exploration segment. One consideration is how to maintain exploration during those years, indeed eras, of recession and depression. We are in such a time now. Throughout the world, major companies have sharply cut back, if not eliminated completely, exploration expenditures other than what is vitally necessary and easily and inexpensively done at the known and producing deposits. And related to that consideration, even more important today than during happier times, is how to finance such necessary ongoing exploration if major companies and governments back away because of financial stringency. CANADIAN SUCCESS In Canada, such problems are being tackled with a success which is capturing worldwide attention. The ability of mineral explorers to obtain willing, eager, high-risk capital is achieving even more outstanding results than in the past. These results are reflected in the widespread continuing exploration ativity in Canada which even spreads into the United States, with some outstanding discovery successes. Conventional methods of calculating the duty cycle of a mine hoist are awkward in that a number of items must be remembered or that they must be collected together in order to have all the calculated data in one place. A more convenient way is to tabulate all factors involved, permitting a ready evaluation of the problem. An example illustrates the convenience of such a table for either of two types of drums, cylindrical and conical. Assume the following conditions: The hoisting depth is 600 ft. Balanced hoisting is used. The weights of empty skip and ore are 6000 lbs and 12,000 lbs, respectively. Production is 3600 tons per shift. Net hoisting time per shift is six hours with a rest period of eight sec, top and bottom, per trip. Acceleration and retardation are each six sec. The diameter of the drum is seven ft; its face is four ft. The sheave has the same diameter. The equivalent effective weight of the drum reduced to rope center is 15,400 lbs. The weight of each sheave is 2100 lbs. 1 The rope is 1 1/4-in. improved plow steel weighing 2.50 lb per ft.

As the theory and the practice of valuing mines have never been discussed in the Transactions, a paper on the subject may be acceptable, even though not exhaustive. The method here indicated is set forth, not as a model of perfection to be followed absolutely, to the exclusion of any other system based on sound scientific, commercial and equitable principles, but merely as an aid to mining engineers and financiers in estimating the value of mining-property. This paper is intended merely to point out certain financial features of the question, and not at all to go into the theories of the formation of mineral veins, extremely valuable as it must, of course, be to understand the laws of the earth's formation and of its various changes, which are the basis of such important sciences as geology and mineralogy, and highly useful as guides in determining the probable existence and extension of mineral deposits. Financial Elements of Mine- Valuation. The practice of basing the stock-exchange price of mining shares upon reports, periodically received from the mine-captain or manager, stating that in his opinion the mine is " improving " in this or that level, and is worth so much " per fathom," is, of course, absurd. Everybody experienced in metalliferous mining is aware that a mineral vein varies in thickness and also in percentage of metal in different parts of the same mine. According to the practice just indicated, a mine must have had as many values a per fathom " as there have been given reports upon it at intervals during the year,

Use of coal thermal dryers has steadily increased since 1928 when one of the predecessor companies of the present Consolidation Coal Cu. constructed a complete preparation plant with thermal dryers. Today there are about 25 additional preparation plants that, all together, use over 65 individual thermal dryers of almost every type. The thermal dryer is a heat generator and the unit may have a separate furnace or a firebox that is an integral part of the dryer. It is also a materials handling device that allows an intimate mixture of wet coal and hot gases with instrumentation for temperature control and. in some cases, the more difficult flow rate of hot gases. The materials handling portion of the dryer is subject to the normal wear and teal of any similar device plus effects of heat, water vapor, moisture: and, sometimes, acid. With present emphasis on air pollution. most fine coal dryers have wet scrubbers.

Probing a mineralized area with a core drill to find out what's there is fundamentally a simple task, but a costly one. Quite commonly it costs $10, and sometimes more, to extract and assay each foot of drill core obtained. Yet, it is not unusual today to drill hundreds of holes on one mineral property. The initial objective of such probing is almost always simply to determine the potential worth of the ore- body, if any exists, and the question naturally arises: How little sampling is enough for this determination? The mathematics of statistics infer accuracy of estimates largely from the sheer number of samples taken. Mineral exploration usually involves accumulation of large numbers of samples, and thus it is usually not difficult to place narrow confidence limits on either side of the estimated average grade of a sampled orebody. The determination may, or may not, be as accurate as the derivations imply. If it is not, the fault is probably one of misapplication and not with the statistical processes themselves. Un- fortunately, indications are strong that the ordinary statistics of sampling usually cannot be applied to orebody exploration samples with actual attainment of the accuracy of estimate that they express mathematically. For this reason, a more deductive, less mathematical analysis of the sampling may well be worthwhile.

In a mobile crushing unit system trucks are replaced by a conveyor, which results in a continuous, almost fully automated operation with all its attendant advantages. Because of new designs for large mobile crushing units that have been placed on the market, the use of these plants has increased significantly during the last three years. Gains in productivity and reductions in costs are vital to every mine operator, and the shovel-crusher-conveyor system is a powerful tool with which to achieve this goal. New Designs Increase Throughput While Reducing Size The basic concept of the shovel-crusher-conveyor scheme of operations is simple and sound, with the result that domestic operators are showing a growing interest in its application. A number of operators have been using small mobile crushing plants for several years, but large operators, in spite of considerable interest, have not been able to use this system because no mobile crusher capable of crushing 1000-2000 tph of rock loaded by a large shovel (6-12 cu yd) has been available. A suitable crusher must accept rock of the size handled by these large shovels, be simple in design, easily maneuverable, remotely controllable, and have price and maintenance costs not much higher than those for stationary crusher installations.

We are concerned with the destabilizing effects of water inflow and remedies which can be used to reduce that cause. The number of these remedies which have already been demonstrated in mining may be a surprise. Several possible remedies, well known in other work seem worth trial. In saw mines the destabilizing effect of inflow is negligible; in others it can be disaster. Inflow can reduce stability in mining for very nearly, if not all minerals, whether by open pit or under- ground methods. It might cause trouble in saw under water work. As examples of these effects consider hydrostatic pressure on the walls of fractures and ' lubrication' of clay seams. Skin protection by paint or gunite is not likely to help. It is generally necessary to go deeper, for example to drain the ground more effectively or to reduce inflow. The improvement of stability is but one of a score of possible advantages attainable with water control. Most of these advantages would help costs as wet mines go deeper for leaner ore while coping with more restraints and higher costs of per, labor and supplies. Investigation is promising!

INTRODUCTION There is no hard and fast rule on whether functions within a company, diversified or otherwise, should be strongly centralized or decentralized. In all diverse organizations, there are certain basic functions which remain common (or central) to each element of the business, viz: Personnel Management Cash Management Taxation Management Legal Planning Accounting Standards It would follow that each of these common factors requires some supervision at a central level to ensure that overall group objectives are met. It is true that other functions including: Industrial Relations Marketing and Distribution Production Research and Development Purchasing Management Accounting may also be common to each element of the organization. However, there is far less commonality in the degree to which these functions are central to the efficient performance and financial well-being of the business. Role of Operating Units The resources of operating centers may be viewed as a bank of funds, the nature of which can be changed from time to time, but the employment of which must provide for ongoing increases in the net worth of the total enterprise expressed in terms of market values. Operating units are required to continually review products, methods, and opportunities and to monitor avenues for incremental investment--all with a view to attaining the necessary additive net present value of future cash flows of the enterprise. Operating units should be permitted sufficient autonomy to enable the best use to be made of the skills and experience of the people it employs in order to produce a return appropriate to the value of assets employed. Role of Head Office The head office will typically comprise a specialist group--the leaner the better if one strongly adopts the decentralist approach--often acting as Service Centers but also performing a control function in the corporate sense. The head office function is a cost center. It may be instrumental in developing strategies for increasing revenues or reducing costs on a group scale, but it does not generate revenue. Every dollar spent on this function is an extra dollar to be generated by the operating centers in order to achieve an increase in corporate wealth. TREASURY MANAGEMENT Treasury management is concerned with the provision of finance, cash-flow management, and risk analysis. Each decision taken within the enterprise has a cash implication. It follows that a well-integrated central Treasury function can, in all likelihood, produce economic benefits. The degree to which the function should be centralized depends largely upon the unique nature of the operating units it is servicing. Levels of ownership, the calibre of unit operating managers, and the nature and geographic distribution of the business are all factors determining the degree to which the Treasury function is centralized. In the case of Peko-Wallsend, the Treasury Department is small, comprising four people. While divisional cash-flow management is largely decentralized, Treasury is responsible for the daily management of funds surplus to the immediate needs of operating units. This paper constitutes a preliminary report on experimental work done to date on the anode-furnace treatment of blister copper containing relatively high percentages of nickel. The investigation has not been completed but results obtained to date are considered of sufficient interest to warrant publication. Blister copper treated by the Ontario Refining Co. originates from the Copper Cliff smelter of The International Nickel Company of Canada, of which the former is a wholly-owned subsidiary. The blister as received contains from 0.50 to 1.50 per cent Ni, and in this respect differs from that treated by other refineries on this continent. During the anode-furnace treatment, only a portion of the nickel content is removed, and of the amount remaining in the anodes a varying percentage is found in the anode slimes. This necessitates a more extensive treatment than ordinary nickel-free material. Sometimes it is necessary to repeat roasting and leaching operations several times before the nickel colltent is low enough to permit the slimes to proceed to the dorè furnace. This, besides increasing treatment charges, causes greater selenium stack losses and involves a longer tie-up of precious-metal values. Therefore this investigation was undertaken with the aim of determining the factors influencing the diversion of nickel into the anode sludge. From experience it was known that by keeping the nickel content of anodes at 0.55 to 0.60 per cent maximum a relatively satisfartory slime resulted. One avenue of attack therefore was developing improved elimination in the anode-furnace treatment so that the anode content mentioned above was not exceeded. Another angle was to improve the solubility, during electrolysis, of the nickel constituent in the anodes, thus decreasing the percentage diverted to slimes. . It may be mentioned here that nickel dissolving electrochemically and entering the electolyte presents no difficulty from a treatment standpoint. Both of these approaches were studied and are discussed separately below.

Considering the truly wonderful natural resources of the United States, and the variety and extent of uses for hydraulic cement at the present day, it seems strange that the manufacture of the artificial product called Portland cement has not been introduced here. Possibly the reason may be we have in different States of the Union rock deposits from which a cement can be obtained that is as good, and some claim even better, because of a more uniform quality, than the English product after it has been subjected to transportation across the ocean. One of these natural cement-rock deposits is found in the northern part of the city of Buffalo, and its manufacture has been carried on successfully for the past eleven years by the Buffalo Cement co., Mr. L. J. Bennett, President. The quarries cover an area of about two hundred acres, of which only twenty-five acres have been exhausted up to date; and the supply is assured for years to come. One acre yields on an average 80,000 barrels of cement; hence 12,000,000 barrels is a low estimate of what these quarries will yield before they are exhausted. According to the Geology of New York this cement-rock deposit is called the Water-Lime group, and forms in this section the uppermost member of the Upper Silurian. Its outcrop can be traced along the base of the second limestone terrace of Western New York, but at Buffalo a very large part of the overlying Corniferous limestone has been removed by natural agencies, leaving only about eight feet (six feet of rock and two feet of clay) on the top of the cement-rock, and thus furnishing the conditions for successful quarrying at a minimum expense. This rock is really an impure limestone, a mixture, as it were, of the underlying shales of the Onondaga Salt group with the overlying
