Borehole information is often the only source of information on rock conditions at depth during the stage of feasibility studies of a project, and from this data the rock mechanics engineer would like to make some quantitative estimates of rock mass cohesive strength. While judgement and experience will usually play a paramount role at this stage, simple tools for estimating rock mass cohesive strength would be an asset. In this paper, an approximate technique is suggested for assessing the cohesive strength of a randomly jointed rock mass from borehole data on fracture intensity and intact rock strength.

ELECTROLYTIC zinc produced from sulfate solution and, with pure lead anodes is always contaminated with a small and varying percentage of lead. The purpose of this investigation is to determine the characteristics of several lead alloys and their influence on the products of electrolysis and power consumption. The study of alloyed anodes has been a matter of interest for some years. Tainton, Taylor and Ehrlinger prepared a highly interesting paper1 on this subject a year ago, in which the effects of silver-lead and some ternary alloys of lead-silver-tin were described. The present paper describes a study of various combinations of 10 metals. The general plan of the work provides for the fabrication of the alloyed anode, its adequate conditioning by preparatory electrolytic operation, the production of cathode zinc and its analysis, the determination of the anode polarization, and other features. A list of the anodes tested, showing composition and polarization at various current densities together with the lead assay of the cathode zinc, is shown in Table 1.

SIR HENRY CORT HAROLD CARPENTER, great-great-grandson of Henry Cort, famous as the initiator of iron puddling some 150 years ago, carries on the tradition of an illustrious name. Newest of those elected to the Institute's roster of Honorary Members, Sir Harold is distinguished for his achievements in the field of metallurgy as an investigator, teacher, administrator, organizer, and director of research. His interests in research have been in both the ferrous and non-ferrous fields. His name is particularly honored in its association with the establishment of fundamental con¬stants and of critical ranges of iron and iron alloys, and with original and fundamental studies of the preparation and properties of metal single crystals.

THE oil-producing territory of Peru is confined to the province of Tumbes and the department of Piura, located in the extreme northern end of the republic and adjacent to the southern border of Equador. The first real production came from Zorritos field, located on the shore line and in the province of Tumbes. The production of this territory was soon exceeded by that of the Negritos field, also located along the shore line and in the northwest corner of the department of Piura. Talara, lying a short distance north of the original or early producing area was made the shipping port. This field was developed by the London Pacific Petroleum Co.; it is now-operated by the International Petroleum Ltd. (Toronto, Canada). A little later, the Lobitos field came into prominence; it was first exploited by the Lobitos Oil Co. At present, it is operated by the British Oilfields Ltd. This field is located between Talara, on the south, and Zorritos, on the north. It is now the second largest producing area in the country, the Negritos being by far the largest both in area and production. In other parts of Peru, there have been periods of desultory prospecting, particularly in the department of Puno. This work was carried on in the surrounding region of what,is locally known as the "Pirin" field, developed by the Brown Brothers. It lies between Juliaca, a railway junction point and Lake Titicaca. No favorable results from the latest prospecting have been reported. During the past few months, an opinion has been expressed in various journals that it is doubtful if commercial production will be found in the high plains of the Lake Titicaca region. It is, however, due to the Peruvian oil industry to remember that the Pirin field, although covering but a small area, was a fair producer even under adverse circumstances. If the author's interpretation of the geology of the Titicaca section is correct, certain sections of the high plains will be found to be commercially productive, not-withstanding the unfortunate geographical position from the standpoint of transportation; or its elevation.

AT the December Board meeting, the report of the William Lawrence Saunders Medal Committee, recommending the award of the medal to John Hays Hammond, was received and unanimously approved. The citation is: "For his notable work as an engineer and developer of mines at home and abroad, his industrial leadership and his public services." The medal will be presented as usual during the meeting in February, presumably at the annual dinner at the Waldorf, on Feb. 20. The other medals to be given on the same occasion are the James Douglas, which goes to Paul D. Merica, and the Robert W. Hunt, which is awarded this year to Edgar C. Bain, as already announced. This will be the third award made of the Saunders Medal for "Achievement in Mining," previous recipients having been David W. Brunton in 1927, and Herbert Hoover in 1928. The list is a distinguished one and Mr. Hammond's name is appropriately included. His career is so widely known that it is not necessary to repeat the account, published in MINING AND METALLURGY last April.

As is well known, cast-iron borings are a mixture of small particles of iron with more or less of finely divided graphite, separated from thc surfaces of these small particles during the process of boring. The amount of graphite thus mechanically mixed is, in all cases, quite large enough to cause serious difficulty when the problem is to obtain an average sample of a given lot of borings for carbon determination. This difficulty arises from the necessity of obtaining a uniform mixture of the heavy and comparatively coarse borings with the finely divided and light graphite, and of removing a sample for analysis without disturbing the uniformity of this mixture. It was first sought to overcome this difficulty by having the horings made very fine, so that they might have more nearly the size of the particles of graphite. It was not practicable, however, to secure this uniformity of size, since much of the graphite is in the form of the finest dust. At all events, the duplicate determinations of rarbon in these fine borings, made with every precaution by combustion in oxygen, frequently showed differences too large to be accounted for in arty other way than by imperfect sampling. Very coarse borings were also tried with the idea that the graphite separated from these large and heavy pieces would perhaps be inappreciable ; but it was found that quite enough was separated to vitiate the results. Various methods of mixing were tried, both in the bottle and on glazed paper ; but in all these mixtures it mas found that duplicate samples seldom colitained the same proportion of the mechanically mixed graphite; and when they did, there could be no certainty that it was the true proportion. All this was shown many times over by the failure of duplicates to agree closely, the differencheing sometimes so much as 0.20 per cent. It was finally clear that nothing was to be hoped from these methods. Even if we could secure a perfect mixture containing in every part its due proportion of graphite, it would run a great risk of being destroyed the moment a spatula was inserted to remove a sample: for the least agitation causes some of the graphite to fall through between the coarser borings.

The mining fraternity of North America was grieved and shocked to learn of the death of Dr. Willet G. Miller on Feb. 10, 1925. Doctor Miller was for many years the Provincial Geologist of Ontario and the one who more than any other had contributed by his personal work and the reports of his subordinates to the recent extraordinary mineral development of the Province. Doctor Miller was fifty-eight at the time of his decease. A man of unusually stalwart physique, he seemed destined to many years of useful service. His friends in both the American and Canadian Mining Institutes can with difficulty reconcile themselves to his loss. Doctor Miller was born in 1867 in Port Rowan, Ont., on the shores of Lake Erie. After preparation in the high school of his native town, he entered the University of Toronto and took his bachelor's degree in 1890. He pursued graduate studies in geology at Chicago, Harvard, and Heidelberg Universities. In 1893, he was first appointed lecturer and soon thereafter Professor of Geology in Queens University, Kingston, Ont., a chair which he held until 1902. He was then appointed Provincial Geologist of Ontario and was placed at the head of the Survey which was attached to the Department of Mines. Within the next year, 1903, he performed the service that made him famous. In the summer of 1903, in connection with the building of the Ontario Government Railway toward an objective on James Bay, veins had been noticed by construction parties just north of what is Cobalt Lake today, and in the rocky pass that is now traversed by the main line of the Canadian National Railway en route to Vancouver. The pink stain of cobalt bloom on the vein, known later as La Rose, caught the eye of a workman; in November, Doctor Miller recognized the silver in it, and brought the possibilities of the district to general attention. In December, he published an article in the Engineering and Mining Journal, stating that the veins could be worked at a handsome profit. During the winter and spring, the mining interest awoke, which resulted in the astonishingly productive silver district of Cobalt; but in which, Doctor Miller, because a government official, scrupulously refrained from having any financial interest whatever. Seldom has so high a sense of honor been manifested; and as the result, Doctor Miller commanded confidence and respect to an extraordinary degree. While all of the Southwest Texas fields lie within the Gulf Coastal Plain this area may be divided into three subdivisions—the Coastal Plain zone proper, the Reynosa Escarpment zone, and the interior zone. The Coastal zone includes that strip adjacent to the Gulf of Mexico and . extending inland for a distance of about 60 miles and includes the Palo Blanco, Palangana, Piedras Pintas, Kingsville, Agua Dulce, Saxet, White Point and Refugio fields. The Reynosa Escarpment zone includes a Pliocene overlap over older Tertiary sediments lying west of the Coastal zone. The western margin of the Reynosa formation forms a more or less well-defined westward facing escarpment with which the so-called Reynosa Escarpment fields are indirectly related. These fields include those in eastern Zapata, eastern Webb, western Jim Hogg, western Duval, McMullen, Live Oak, Bee, Goliad and Victoria counties. The interior zone includes these fields west of the Reynosa Escarpment which are not in any way related to it and are on separate types of structure. Production data by fields and wells are shown in Table 1. Roma.—During 1928 the Texas Co. completed two small gas wells at 198 ft. on the Roma Structure near the town of Roma on the Rio Grande in Starr County. This gas is of no commercial importance but was used for fuel in drilling other deep tests on this structure. Three dry holes ranging from 3600 to 4200 ft. were drilled; then their No. 4 Guerra, the fourth deep test, was completed during December as a small producer of 37" Bé. oil from a sand at 3560 to 3590 ft. No production was marketed during December but arrangements were being made to handle the output from this well during 1930. This is the first commercial producer in Starr County. Driscoll.—In 1929, Robert Driscoll discovered gas on his Santa Rosalia Ranch in Duval County while drilling water wells. Two sands were developed, one at 2400 ft. and another at 2936 ft. and several gas wells were completed in each, ranging in volume from 15,000,000 to 40,000,000 cu. ft. and in reservoir pressure from 500 to 1,000 Ib. Early in January of 1929, Mr. Driscoll's No. 14 Fee was completed as a 50-bbl. oil producer at 2894 ft. Two other oil producers were completed early in 1929. The subject of this paper implies three questions: whether regulation is necessary; if so, what sort of regulation is wise; and, finally, by what government the power to regulate is to be exercised. In the year 1937 emphasis falls on the third of those questions. This contrasts with the situation prevailing a dozen years ago, when the question was whether regulation was necessary at all; and with the situation a few months ago, when the third question seemed answered by the Supreme Court decisions on the National Recovery Act, Agricultural Adjustment Act and Guffey Coal Control Act, and by the ratification of the Interstate Oil Compact. It then appeared settled that the State and not the Federal Government possessed the regulatory powers and, granting that conservation measures are a recognized necessity, the problem seemed to be to develop the wisest kind of regulation that the Constitution would permit. Today, by virtue of developments during the first months of 1937, the oil industry is faced again by the question of whether the Federal Government is to have power to control its operations, along with those of the other basic industries. Developments in Governmental Control There have been three recent developments. The dominating one is the President's proposal that he be authorized to increase the size of the Supreme Court to 15 members. The implications of that plan ought to be perfectly plain to the oil industry. This suggestion is made in lieu of offering an amendment to the Constitution, to reverse the Supreme Court decisions mentioned. In those decisions the Court held that production does not constitute commerce, and hence that the Federal power to regulate interstate commerce does not extend to the regulation of production. These holdings were contrary to the Government's contention that the stream of commerce begins in the factory and ends with the consumer and may be regulated at any point from beginning to end. That position was urged in the Government briefs in Amazon Petroleum Co. v. Ryan, defending the petroleum code, and repeated as late as Feb. 10, 1937, in the case of National Labor Relations

The wide grooves formed at the grain boundaries when high purity aluminum is attacked by hydrochloric acid or sodium hydroxide have been attributed by earlier workers to the high energy of the grain boundary material. The effect has been investigated for high-purity AI-Fe alloys with up to 0.055 pct Fe as a function of iron content and heat treatment. It is shown that the explanation given above is untenable, but that the results can be explained on the assumption that iron segregates to the grain boundary in solid solution. IN 1934, Rohrmann¹ showed that aluminum of 99.95 pct purity suffered intercrystalline corrosion when immersed in 10 to 20 pct hydrochloric acid, and that the susceptibility to intercrystalline corrosion depended upon the heat treatment given. The greatest susceptibility was found for specimens quenched from a high temperature (600°C) and the lowest susceptibility for specimens cooled slowly from that temperature. Lacombe and Yannaquis2 have shown that super-pure aluminum (99.9986 pct) annealed at 600°C suffers intercrystalline attack in 10 pct hydrochloric acid and that this attack is intensified by anodic dissolution in the same solution at a current density of 10 milliamperes per sq dm. No difference in extent of intercrystalline attack was found between the 99.993 and 99.986 pct Al, which led the authors to suggest that impurities played only a secondary role in the mechanism of intercrystalline corrosion. It was found, however, that the attack at the grain boundaries depended upon the relative orientation of the grains, large differences in orientation favoring rapid attack. Boundaries where the two neighboring grains were similarly orientated showed high resistance to attack as did boundaries between grains which were in twin relationship. These observations led Lacombe and Yannaquis to suggest that the intercrystalline attack was due to lattice discontinuities present at grain boundaries. Assuming that the grain boundary is a layer three to five atoms thick and has a crystal structure which is a compromise between the two neighboring grains it is clear that the discontinuities will increase with increasing difference in orientation between the neighboring grains and hence the increasing tendency to intercrystalline attack. Roald and Streicher³ investigated the effect of heat treatment of aluminum alloys ranging in purity from 99.2 to 99.998 pct on the corrosion resistance in 20 pct hydrochloric acid and 0.30N sodium hydroxide. They found that in hydrochloric acid the intercrystalline attack appeared to be determined by the type and quantity of impurities present and by the relative orientation of the grains. No difference in the susceptibility to intercrystalline attack was observed between specimens quenched and those furnace cooled, from 575°C. In 0.30N sodium hydroxide some materials exhibited intercrystalline attack, this taking the form of V-notches. Rohrmann¹ offered no explanation for the greater susceptibility to corrosion of material quenched from 600°C. It seems possible that this difference is connected in some way with a different distribution of impurity elements in the quenched and slowly cooled specimens. The fact that Roald and Streicher8 observed no difference between quenched and slowly cooled specimens may possibly be due to differences in either rate of cooling or silicon content or possibly both. Both these would be expected to have an effect on the distribution of impurity elements. Although the rate of cooling used by Rohrmann was slightly more rapid than that used by Roald and Streicher the position cannot be clarified because Rohrmann does not give the silicon content and Roald and Streicher give the silicon contents of only a few of their alloys. That Lacombe and Yannaquis2 found no difference in corrosion behavior attributable to impurities between the two materials they used may be because both were of high purity compared with the aluminum used by Rohrmann.¹ Although they found no difference in the corrosion behavior of their two materials it is possible that the results obtained by Lacombe and Yannaquis may, nevertheless, have been influenced by impurity distribution, since, on the transition lattice theory of grain boundary structure, it would be expected that sparingly soluble impurities would tend to segregate to boundaries where the orientation difference is such that there is a greater density of atomic sites of suitable size to contain them. The term "coal-mine mechanization" is definable in several ways. In its general application it can mean the use of machines instead of manpower in each of the various mining activities necessary for the production of coal—so that under this definition a mine that uses mechanical coal cutters could be classed as a mechanized mine. Common usage, however, insists that a mechanized mine is one in which machines are used for the entire process of mining or extraction and transportation of the coal. For the purpose of this paper, then, the second definition of "coal-mine mechanization" will be used, and practices employed in mines where the greater part of the production is obtained through the use of mechanical loaders and conveyors will form the basis for this discussion. Physical Contact Hazards If we were to group all the hazards that accompany the use of mechanized equipment in a mine, the predominant class would be that which, for want of a better name, might be termed the "physical contact" hazards; that is, all the sources of danger that lead to accidents through physical contact of workmen with machines. A survey of accidents in a group of mechanized mines indicated that this class of hazards may be responsible for more than half the number of accidents in mechanized mining. For example, of 21 mining-machine accidents at one mine, 14 were of the physical contact type; of 14 loading-machine accidents at the same mine, 8 were the result of physical contact. Certain of these hazards are controllable through the use of guards— a guard over the cutting-machine bits when the machine is being trammed from place to place, or a chain or some similar locking device around the cutter chain, so that an accidental blow or push against the bit control will not cause the cutter chain to move. Other hazards, such as the possibility of a loader operator having his foot crushed by a crawler tread, or a brakeman being hit by a loader boom swung too far to one side while a car is being loaded, might be subject to control through the use of guard devices, but the reduction or elimination of all physical contact hazards by such methods does not appear feasible. Every accident of the physical contact type should he investigated to discover whether guards could have prevented it, but often the only way in which to combat these hazards will be through the awakened consciousness of each workman as to the danger that exists if he indulges in unsafe practices. A good approach to control of accidents in any mine is the establishment of a set of safety rules or operating rules. The intent of such rules is to provide guides far the workmen to follow in the operation of equipment. Frequently the workmen have no regard for such rules, and observance is obtained only through compulsion on the part of management. Recent economic and environmental setbacks have not slowed Occidental Oil Shale, Inc.'s program aimed at the commercialization of oil shale. In fact, the firm expects to have a 795 MI (500C) bbl) per day production unit working by the end of 1976. The key to Occidental's ambitious program is an in situ method that extracts the valuable oil by retorting the shale in place. The process will require practically no water and will leave the spent shale in place underground. Additionally, all plant operations are to be located within the mine. These factors thus serve to make the operation attractive from an environmental viewpoint, in contrast to proposed conventional schemes which call for extensive underground mining, crushing and grinding at the surface, and construction of a massive surface retorting facility.

What is the economic basis for direct, continuous particle size measurement and control? First, precise grinding control is necessary to achieve and maintain a specified recovery and throughput. Second, throughput and recovery are direct functions of particle size-and these two factors control the economic performance of the ore concentration process. Third, only size-based control using a particle size and percent solids monitor (PSM) has achieved the necessary precise control. Recovery, throughput and cost can be accurately measured for various concentrator operating conditions if particle size is closely controlled. From such data the economic results of different particle size grind points can be analyzed. This will reveal the best combination of recovery and throughput to meet objectives established by financial management. Predictable, repeatable response to set-point selection is essential if the projected profitability of the mill is to be reached.

ABOUT five years ago the Bureau of Mines began a study, at Minneapolis, of the various methods for beneficiating the low-grade manganese deposits of the Cuyuna range. Several samples of green carbonate slate from the Cuyuna range, containing about 7 pct Mn and about 28 pct Fe, were obtained for this study. The component minerals in the carbonate slate formation were so intimately associated that mineral dressing methods were not suitable for concentrating manganese to a ferrograde product. Although upgrading of manganese and iron minerals has been effected by flotation methods, it appears that manganese cannot be separated from iron except by chemical means. Because the flotation studies at Minneapolis were carried out simultaneously with the hydrometallurgical studies, only crude slate was available for process testing. An important economic consideration in selecting any one of the several chemical methods proposed for recovering ferrograde manganese is the availability of the chemical reagent. Fortunately, large tonnages of sulfur are available on the Cuyuna range in low-grade pyrite and pyrrhotite deposits that are readily concentrated by flotation to a suitable feed for a sulfide roasting furnace as indicated by a Bureau of Mines investigation in 195 0-1951.1 The roasted residue from the sulfide concentrates is a potential source of marketable iron oxide. Therefore, if these sulfide deposits were employed in recovering manganese, utilization of two heretofore unused mineral deposits would be accomplished. Laboratory investigations of several proposed leaching processes were made as a preliminary step in the investigation of hydrometallurgical methods for the treatment of Cuyuna carbonate slate using sulfur as a chemical reagent. From results obtained in the laboratory tests, these leaching processes did not appear entirely suitable for treating Cuyuna carbonate slate. The method developed at the North Central Experiment Station and selected for a more intensive pilot-plant investigation has been termed the differential high-temperature sulfatizing process. Essentially, this sulfatizing process consists of the following steps, described in the order in which the small-scale pilot-plant investigations were made. The first and perhaps most significant step in the process consists of a sulfate roast. Carbonate slate is roasted in an atmosphere of sulfur dioxide gas and air. The overall chemical reaction for converting manganese carbonate to a sulfate at a high temperature in a sulfur dioxide atmosphere follows MnCO8 + SO2 + 1/2 0, = MnSO4 + CO2 (H077°O = —64,180 cal per g mol) .' The need for concentrated sulfuric acid is avoided. Fine grinding is not essential. Removal of carbon dioxide from the slate during roasting produces a more porous structure and permits easier permeation by the sulfatizing gas mixture. The temperature limits for this conversion of manganese have been established as 600" and 850°C. Iron sulfate is unstable and is not formed at these temperatures; phosphorus is not converted to a water-soluble form; and polythionates are not formed. The second step in the process consists simply of a water leach of the sulfatized product. Manganese sulfate in the sulfatized product is dissolved in water. Iron, phosphorus, and calcium remain in the leach residue as water-insoluble products. The third and final step consists of the recovery of ferrograde manganese oxide from manganese sulfate leach solution. Water is evaporated from the leach solution, and impure monohydrate crystals of manganese sulfate are recovered. The Institute has lost a valued member by the death of Eckley B. Coxe, Jr. He bore the name of one who was largely instrumental in founding the Institute, and to whose support and guidance as active member, Vice-President, and President, the Institute owes. much. Eckley B. Coxe, Jr., was the nephew of the late Eckley B. Coxe. He held a large interest in the coal estates owned and developed by his family, and he was thus naturally led to take a continuing interest in mining matters, and for years and up to the time of his death was a full member of the Institute. He died at his residence, Drifton, Pa., on Sept. 20 last, aged 44. He was a member of the class of '93 of the University of Pennsylvania,. of which great institution he was a devoted alumnus. His educational and charitable activities were numerous, but his chief life-work and interest was in archeological investigation and research in Egypt, carried on through the Museum of the University of Pennsylvania of which Museum he was President. The discoveries made by the various expeditions financed and directed by him, and the notable publications issued by his direction and at his expense, chronicling the results, are among the most important researches ever made of buried Egypt. Mr. Coxe was a member of the International Historical Society and of many educational and charitable organizations. By his will, among other bequests, he left $500,000 to the Museum of the University of Pennsylvania and $100,000 to the University, the income of the latter fund to be applied to increasing the salaries of the professors of the Institution. He also left $100,000 to the Children's Hospital of Philadelphia, of which he was a manager, and in addition thereto $10,000 of which the income is to be applied in providing Christmas presents for .the child patients, and in providing an annual dinner for the patients and attendants of the hospital. He bequeathed $50,000 to Leonard Hall, an associate mission of the Episcopal Church, at South Bethlehem, Pa., $25,000 to the Epileptic Hospital and Colony Farm (Philadelphia) ; $50,000 to the Philadelphia Orthopaedic Hospital and Infirmary for Nervous Diseases; $15,000 to the United Charities of Hazleton, Pa., the income to be applied to the salaries of nurses; and $25,000 to the Mining and Mechanical Institute of the Anthracite Coal Region of Pennsylvania, founded by his uncle, Eckley B. Coxe, and of which Eckley B. Coxe, Jr., was an active trustee up to the time of his death. This Institute is known as one of the best preparatory schools for technical education in Pennsylvania, and is mainly devoted to extending an opportunity for education by day and night schools to the boys and young men of the Anthracite Region. Its principal is an alumnus of Lehigh University; it has an able local Board of Trustees, and an Advisory Board consisting of the Provost of the University of Pennsylvania, the President of Lafayette College, and the President of Lehigh University, all three of which institutions have established prize scholarships in the institute. FEW men are as well known to metallurgists or steel men everywhere as this year's Chairman of the Iron and Steel Division. This is evident from the writer's experience some years ago while visiting Krupp's new open-hearth plant near Essen and the Skoda Works at Pilsen. The first question asked there was: "You know Dr. Herty?" Knowing Charlie Herty has advantages, not the least of which is (or was in 1933) a fine lunch with a plethora of good Rhine \vine at Essen and a super- plethora of Pilsener beer at Slioda.

Two very intense sources of electromagnetic radiation are contributing significantly to experimental studies of minerals at high pressures and temperatures: 1) A Q-switched YAG laser is able to produce a pulse of infrared radiation capable of heating a sample under pressures up to 400 kbar in a diamond cell up to temperatures in excess of 4000°C. 2) X-rays from the Cornell High Energy Synchrotron Source (CHESS) are used to obtain diffraction patterns of samples In a diamond cell in less than two minutes, patterns that would require hundreds of hours on a conventional source. The laser heating technique is being used to study the pressure-temperature conditions over which the melting of diamond takes place. In the initial stages of this investigation, diamond has been melted and techniques for detecting the melting have been developed. The intense X-rays from the synchrotron source have been used to examine the mechanism and rate of the pressure-induced phase transformation in Fe2Si04.
