ERLE VICTOR DAVELER, who in his application for membership in the Institute in 1909 modestly described himself as "millman," was born at Denver in 1885 and graduated from the University of California in 1907. After a few months' work at gold mills in California he went to Tonopah, where for the next two years he had a varied experience working on pumps, convey- ors, tube-mills and filters. For the following two years he was experimental foreman and metallurgical engineer for the Utah Copper Co. at Garfield. He was sent in 1911 to be assistant superintendent of mills at the Ray. From 1913 to 1917 he was mill superintendent at the striking but unsuccessful experiment in large-scale low-grade gold mining of the Alaska Gold Mines Co.

Six or seven years ago the United States Bureau of Mines started development of instruments for the purpose of accurately measuring the vibrational movement of the earth in the vicinity of quarry blasts. For this work a new type of seismometer has been developed. A number of these have been constructed, the accessory field equipment has been assembled, and approximately 200 field tests of actual quarry, blasts have been made. The results of some of these tests have been published 2/ and others are the subject of two manuscripts now in preparation. So far the attention of the investigation has been centered on ascertaining the characteristics and behavior of the ground vibrations. Occasionally, when opportunity arose, measurements of the vibrations occurring in houses or other structures caused by-quarry blasts were made, but without any attempt at direct correlation or interpretation. During 1936 the National Bureau of Standards conducted some experiments to determine the normal vibrations to which the wells and floors of buildings are subject. Cooperation of the Bureau of Mines was requested in measuring the displace-ment. This afforded an opportunity to study the affect of mechanically induced vibrations end make limited comparison with previous records of vibrations from blasting. This paper deals with the experiments made in cooperation with the Bureau of Standards and includes some comparisons with effects from quarry shots. The results are in the nature of a progress report only, and are not intended to draw definite conclusions. These tests were concerned with the determination of the maximum amplitudes of vibration possible in the floors and walls of a typical dwelling when subjected to commonly experienced vibrations. The dwelling tested was obtained by the National Bureau of Standards. It was a large four-story stucco building, 41 ft. south of the southerly curb of Park Road, in Washington, D.C., which was constructed about 1900 and was supported on overburden. The basement floor elevation was approximately that of the pavement of Park Road, Park Road runs east and west; the front door of the house faced north.

ACQUISITION JUSTIFICATION There are many reasons why companies consider acquisitions as a means to expand their operations. Some wish to reduce the impact of business cycles on their businesses. Others seek firms within the same industry for expansion and increased market share. Still others diversify in order to avoid takeovers. Whatever the reasons or justification, an evaluation of an acquisition candidate should be systematic and thorough. To many financial managers the concept of a systematic acquisition evaluation indicates the need for a regular set of evaluation criteria. While these are available from numerous sources, one basic parameter frequently overlooked is the application of these criteria to an industry which is different from the acquirer. This becomes particularly important when evaluating firms within the mineral industry. The mineral industry is significantly different from other industries to require different valuing techniques. • This paper will present a number of reasons why an acquisition candidate in the mineral industry should be evaluated differently from other acquisitions, including by other mineral firms. Additionally, this paper will review the most appropriate means of valuing a mineral firm. • Firms considering the acquisition of a mineral firm should understand the nature of the industry before ever making a tender offer. Some of the general considerations include the following: • Level of Capital Intensity: In the mid-1980's the start up cost for a gold mine has been between 20-200 million dollars and 500-1,500 million dollars for a bauxite operation. • Global Nature of Competition: Except for certain industrial minerals, most minerals and metals are traded worldwide and many on national exchanges, such as COMEX. • Start-Up Time: Many mining operations in developed and developing countries have long lead times, 7 to 10 years in some cases, prior to the start-up of production. • Long Term Nature of Investment: For most mineral operations payback usually occurs at least 7 years after production has started. Additionally, many mining operations will continue producing for 80-100 years. • High Level of Risk: The number of factors that a mining firm cannot control such as grade, volume, world supply and demand, plus the long payback periods tend to classify mineral firms at a higher than average risk compared to other investments. • Cyclical Nature: The mineral industry is cyclical in nature, experiencing long troughs and explosive peaks, thus making timing a critical issue. • Labor Intensive: Even with the large capital requirements needed to operate a mine, most mines are labor intensive in proportion to their capital equipment. • Location: Obviously, the nature of this industry requires operators to work in difficult locations, frequently far from civilized localities, in poor weather conditions and without proper supply and distribution infrastructure. One of the most important considerations is an understanding of asset replacement and asset value. Unlike manufacturing concerns, firms in the mineral industry are working toward the elimination, through depletion, of their asset base. Product flexibility is not available to a mining operation. A mineral firm basically has two options as its resource base is depleted: 1) replace the asset with new production, or 2) deplete the asset and close down operation, as in the South African gold mining model referred to later in this paper. THE development of the natural resources of any district of any magnitude, inevitably gives rise to many problems off title, usually due to the greatly enhanced value of the land. The development of the mining industry in the Quapaw Agency has been no exception to this general rule. Our problems, how-ever, have not been many or particularly serious. The Quapaws were allotted and patents issued by the United States Government in 1895. These patents contained a restriction against alienation for a pe-riod of twenty-five years. The effect of the restric-tion was to prevent the Indian from selling, leasing, or in any way encumbering his land. The Govern-ment, in a paternalistic spirit, sought to teach the Indian thrift and industry and to insure him a place of residence. This is evidenced by the first Leasing Act passed by Congress, which permitted only incom-petents and those physically disabled to lease their land for either agricultural or mining purposes. The able-bodied Indian was denied the right to lease. It soon became apparent to the Government, how-ever, that this was a mistaken policy, and in 1897 a General Leasing Act was passed by Congress and it was under this act that the mining industry in the Quapaw Agency was developed. The act, reads as follows: "That the allottees of land within the limits of the Qua- paw Agency, Indian Territory, are hereby authorized to lease their lands, or any part thereof, for a term not ex-ceeding three years, for farming or grazing purposes, or ten years for mining or business purposes. And said al-lottees and their lessees and tenants shall have the right to employ such assistants, laborers, and help from time to time as they may deem necessary: Provided, That when-ever it shall be made to appear to the Secretary of the Interior that, by reason of age or disability, any such allottee cannot improve or manage his allotment properly and with benefit to himself, the same may be leased, in the discretion of the Secretary, upon such terms and conditions as shall be prescribed by him. All acts and parts of acts inconsistent with this are hereby repealed." It was the interpretation of this Act that gave rise to our first serious problems. It will be noted that the Act says that "allottees of land" within the limits of the Quapaw Agency are authorized to lease their land. Thus, the first question was presented by the use of the term "allottee," and the question was as to whether or not Congress intended to limit the Quapaw Indian to the leasing of his own allotment or did Congress mean that the term "allottee" was synonym-ous with "Indian" and intend to give the Indian a right to lease both his allotment and his inherited land and was an Indian without an allotment an "allottee" even though he was a member of the Qua-paw tribe and the owner of the Quapaw land by in-heritance, and not being an allottee, could he lease his inherited Quapaw land under the authority granted in this Act?

A process has been developed for recovering the refractory metals chromium (Cr), vanadium (V), molybdenum (Mo), and tungsten (W) in mixed secondary source materials, such as contaminated grinding wastes. The wastes are calcined with sodium carbonate in air to yield water-insoluble oxides of the base metals iron (Fe), nickel (Ni), cobalt (Co), and copper (Cu) and water-soluble salts of the refractory metals. An aqueous leach separates these two classes of metal values. Cobalt, nickel, and copper can be recovered from the oxidic residue by conventional processing methods. The leach solution is purified and then treated to recover the refractory metals. The process can accommodate a wide range of feed compositions and generates a minimum of aqueous effluents.

General Aurelio Blanquet,* the best known of living Mexican soldiers, formerly the trusted friend of Porfirio Diaz and organizer of the old Federal Guard of Mexico City, who as a sergeant commanded the squad that executed sentence on Emperor Maximilian, and. more recently was Minister of War in the Cabinet of Victoriano Huerta, landed in Mexico early in April and joined the forces of Felix Diaz. His landing in the state of Vera Cruz, it was stated, was for the definite purpose of aiding the movement now under way to overthrow Venustiano Carranza and to place in power a government that will be "pro-Ally" in its sympathies and will promulgate and enforce laws that will guarantee the rights of life and property in Mexico. The New York Tinges says of the revolution editorially: "Whatever may be the success of General Aurelio Blanquet's attempt to overthrow the Carranza Government in Mexico, admiration cannot be withheld from the General's publicity manager. No enterprise awning at the overthrow of a Government ever had more favorable and widespread advertising. Felix Diaz, whom Blanquet is going to reinforce, supersede, or overthrow, as the case may be-Mexican precedent in these matters offers opportunity for considerable speculation-has been conducting his revolution, at the old stand for some time, but without much success. But, says General Blanquet's representative, the landing of Blanquet will send a thrill to the heart of every true republican.' Meanwhile a biographical booklet is published, adorned with photo¬graphs illustrating the General's record, including such varied matters as the General in favor, receiving a decoration from Victoriano Huerta, and the General in exile, feeding the birds in Central Park."

This paper presents a reservoir engineering analysis of the performance data for a waterflooding project in the Johnson Lease, South Ward field. This type of engineering analysis adds to the knowledge of the mechanics of water flooding. This study reveals that in general (a) high ultimate areal sweep-out efficiencies (95 to 100 per cent) can be expected, and (b) cross-flow among strata of different permeabilities during the fill-up phase can have an important influence on the behavior and should be dealt with in studying reservoirs for water flooding. The analysis further showed that the recovery predictions based on what was considered a consistent interpretation of core data and logs were low because little contribution was assumed from the low permeability, oil-bearing sand sections which have apparently yielded considerable waterflood oil. This project has yielded in excess of 2 1/2 times as much oil by water flooding as by primary depletion. These very favorable results were achieved without the use of any special injection well completion techniques. However, all of the low permeability material war included in the section open to injection despite its poor estimated primary yield. LEASE PERFORMANCE HISTORY The South Ward field lies in the southeast corner of Ward County near the southern tip of the tremendous Yates trend. Deposition of sand bodies along the seashore reefs during the latter part of the Permian period established what have turned out to be ideal conditions to form a great number of independent productive sands. Probably, these reservoirs in Ward and Winkler counties are providing operators with some of the nation's richest sources of secondary oil reserves through the use of waterflooding techniques. In South Ward field water has been very successfully used to flood oil from the Bennett sand occurring at a depth of about 2,300 to 2,400 ft. About 150 ft above the Bennett sand reservoir, the Grand Falls sand produced gas from a large cap extending over most of the field. The Atlantic Refining Co.'s 320-acre W. D. Johnson lease (Fig. 1) is on the northwest edge of the structure with only gas cap apparently present in the Grand Falls sand. The Bennett sand under this lease is oil productive, however, having a gross sand thickness averaging about 80 ft with a net of 18 ft of fairly clean, highly permeable sand, and about 36 ft of oil-bearing sand with low permeability and high water saturation. The lower permeability sand is interbedded with numerous layers of lime, shale, and anhydrite. Radioactivity logs from 12 wells and cores from two, examples of which are shown in Fig. 2, reveal that the total Bennett sand pore volume is about 71,000 bbl/acre. The estimated initial water saturation averages 41 per cent in the 54 ft of sand considered to contain oil; thus, also considering an estimated 18 per cent oil shrinkage, the lease originally contained about 34,000 bbl of oil per acre. Original pressure was probably about 1,400 psig. PVT correlations indicate that the reservoir fluid was originally saturated with gas. The American water-jacket furnace is the outgrowth of lead-smelting at Eureka, Nev., subsequently developed in Utah and Colorado. Early smelting in Virginia, New England, or the Missouri-Kansas-Illinois district seems to have had no direct influence in the development of this furnace. First Decade, 1870 to 1880. In 1870, the draft-furnace was used in Nevada, coincidentally with the first crude sandstone blast furnaces, which were 2 or 3 ft. sq., with Sturtevant fans or small Roots blowers, and sheet-iron or water-cooled tuyeres. Stetefeldt, Liebenau, Albert Arents, and 0. H. Hahn mere the early metallurgical leaders. Arents's siphon-tap and the re-establishment of the furnace-bosh mere the most important improvements of the decade. Second Decade, 1880 to 1890. At first there were ,many small local plants; but by the time Eureka had reached its maximum production of lead-ore, two custom works (the Eureka and the Richmond) were treating all the ore, the miners having learned the economy of smelting at larger and well-constructed plants. In the early eighties, most of the features of modern practice were already discernible at Salt Lake, Leadville, Denver, and Pueblo. The small square sandstone furnaces had been replaced by rectangular water-jacket furnaces, mostly 36 in. wide, and from 60 to 80 in. long at the tuyeres, which entered between cast-iron water-jackets. Subsequently, Franz Casin, at the Holden works, Denver, put the tuyeres in the middle of the jackets, and many other improvements were made by him and others, so that the cast-iron jacket became the favorite, until the possibility of

THE time is no longer when a man can act as an independent unit; the appreciation of the interdependence of one man upon another has emphasized the importance of the social unit. Epidemics have made us recognize that even a man's health is not distinctly his own to control as he pleases. The physical examination of workmen previous to employment started with an effort to prevent the spread of tuberculosis, for tuberculosis may be .detected in its early stages and cured. But it was soon found that many other diseases were detected and the saving of lives made possible. The physical examination does not mean the elimination of the unfit-on that basis it would utterly fail- but rather the measuring of a man's physical fitness and placing the man where he can do the best for himself, his fellow worker, and the company. Industry as a whole cannot expect to live up to the standard of physical examination set for the army, nor should it expect to do so, for in all branches of industry there are types of work that do not require -the same amount of endurance as does army work, and the placing of men with physical limitations in the work for which they are' capable permits a higher average of physical fitness for the work requiring physical excellence.

Pilot plant test work in 1942 and 1943 showed that by a combination of desliming, fine-size classification, and Sullivan deck concentration it is possible to recover heavy minerals such as cassiterite at least as fine as 10 microns in size. SUFFICIENT testing has been performed with the Dutch State Mines Cyclone for thickening and desliming flotation feed at the concentrator of the National Lead Co., Tahawus, N. Y., to prove its application for this work. It is the purpose of this article to present some of the test results, operational details and advantages of cyclone thickening and classification. The metallurgy of the mill operation was described by Frank R. Milliken, assistant manager of the titanium division.l The present flowsheet for the recovery of ilmenite consists in grinding the crushing plant product in four open-end rod mills in closed circuit with mechanically vibrating screens to approximately -20 mesh. The screen undersize is treated in Crockett magnetic separators which produce three products: magnetic concentrate, nonmagnetic tailing containing ilmenite and gangue, and a Crockett slime overflow. The non- magnetic tailing is classified into eight sizer spigots products and a classifier overflow. The spigot sand products are tabled separately to produce a rough ilmenite concentrate, a middling product and a tailing. The table middlings are returned to Crockett feed. The table concentrate is dewatered and dried and further concentrated on Wetherill magnetic separators to produce the finished ilmenite concentrate.

The Ruth orebody, so far developed, is roughly oval in plan, major and minor axes about 1600 ft. (457 m.) and 1200 ft. (365 m.) respectively, average thickness about 120 ft. (36 m.), and with a general dip of about 15" to the northwest. According to the generally accepted theory, the ore is a secondary enrichment of the porphyry due to leaching in situ by meteoric waters. Copper occurs as chalcocite, chalcocite coating pyrite, and a little chalcopyrite. The leached zone, or capping, covering the ore varies in thickness from 110 to 540 ft. (33 to 164 m.), average about 410 ft. (124 m.). The ore is blue gray in color, and the capping, light yellow to brown. Ore was first discovered in quantity in the workings from the Ruth shaft, now caved. Further development work was done by churn drills, and the outline of the orebody, as stated above, determined in this manner. Drilling is still being carried on. The porphyry area is entirely surrounded by sedimentaries, limestones, and shales; and, in so far as the underground workings have shown, the porphyry itself, the sedimentaries' near the contact, and the country underlying the ore (igneous or sedimentary) is very soft, heavy, and in places swelling ground. All openings have to be carefully and stoutly timbered, and, after once driven, they have to be constantly eased off and repaired. The mine Is at present served by two shafts, the Star Pointer, the main working shaft, a vertical, and the Ingersoll, an incline used for waste and material. The two shafts are about 2600 ft. (792 m.) apart, connected on the 500 level; a connection is now being driven on the 600 level. (Dec., 1917. This connection is now completed.) The 300 level, which is finished, and the 400 level which is nearly completed, are accessible only from the Ingersoll and connections with the 500 level. The 300 level was developed for and mined by the shrinkage stope system, similar to that used successfully in the Ray Consolidated property.

The development of a process for the treatment of telluride concentrates at Emperor Gold Mining Co. Vatukoula, is discussed. The concentrate is produced by flotation in cyanide solution immediately after milling. Two stages of cleaning are employed and a high-grade concentrate is produced usually containing more than 50% of the precious metal. The process developed in the first instance involved batch roasting followed by batch leaching in strong cyanide solution, recovering gold and silver only. The procedure currently employed is chemical oxidation of the tellurides using hypochlorite as the oxidant in a basic solution of a caustic soda and sodium carbonate. After oxidation the gold and silver are recovered by cyanidation. The residue is then leached with sodium sulfide and elemental tellurium precipitated with sodium sulfite.

INTRODUCTION As the world's population expands and nations struggle to better their relative position and standard of living, increased emphasis is being directed to the exploration and production of mineral resources, to the mitigation of natural hazards such as earthquakes and volcanic eruptions, and to geotechnical engineering projects such as high-level nuclear waste disposal, underground military facilities, and transportation tunnels. Several topics are common to all of these endeavors. One is the characterization of the rock mass in situ, including the definition of the initial environment (e.g., temperature, stress, etc.). A second is, depending upon the use of the underground or the desired result, the manner in which the boundary conditions or the environment are to be changed by man. Next, the physicochemical behavior of the rock mass must be measured, or inferred with uncertainty limits placed on this behavior, over the appropriate range of environmental conditions (e.g., temperature, chemistry, etc.) for the application proposed. And last, an appropriate, validated predictive model must be applied to estimate the rock mass response to the perturbation. In the period preceding about 1955, only relatively simple testing of soils and rocks was commonplace, partly because the environment (depth) to which these data were applied was not so extreme as it is at present and partly because less precise predictions of material response were acceptable. Only limited and relatively simple test data seemed to be needed to guide the engineering. At the present time and certainly in the future, as we extend our interaction with the earth's crust to greater depths and impose more extreme perturbations on it, we need a larger body of data, deter- mined under much more complex conditions, in order to make the required predictions. INTRODUCTION The Zinc Corporation, Limited and New Broken Hill Consolidated Limited (ZC/NBHC) mines are situated at Broken Hill, New South Wales, Australia (refer Fig. 1). Both companies are wholly owned subsidiaries of Australian Mining and Smelting Limited (AM&S). Annual production from both mines is 2.3 million tonnes of lead, silver and zinc ore mined by a variety of underground methods. From 1911 to 1968, conventional overhand cut and fill stoping (both open and square set timber) was used almost exclusively, though some trials with shrinkage and sublevel stoping were undertaken. The trial stopes used short holes in conparison with today's sublevel open stopes. Mechanised cut and fill methods with regular rockbolt support were introduced in the early 1960's and undercut and fill stoping replaced square set timber stoping for pillar extraction in the late 1960's. Since 1968, increasing emphasis has been placed on longhole open stoping (LHOS) although some areas of the orebodies are comrnrnitted to the abovemehtioned methods since existing stope development makes it impracticable to change. In 1979, approximately half the total production was mined by LHDS and it is expected that the LHOS proportion will increase in the future. A vertical crater retreat method of longhole mining has also been successfully introduced to replace the undercut and fill stoping of some pillars and it is expected that this stoping method will be used in some future primary ore extraction. This paper reviews the progress of LHOS technology at ZC/NBHC with emphasis on the stope planning and design process and the importance of rock mechanics applications. The objective has been to maximise the primary extraction of the orebody giving due consideration to stability and safety. This has led to the design of a novel sloped wall longhole stoping method which should eliminate the formation of pillars by mining the orebody in a "continuous" manner incorporating a sloped sand interface between the blocks of ore being mined and the previously mined sandfilled stope. The expected results include the complete extract of the orebody without the formation of pillars and with minimal dilution of ore with sandfill. The evolution of the method can be best illustrated by following the mining progress of the relatively new Southern 'B1 Lode orebody at the NBHC mine. GEOLOGY Southern '8' Lode is the southern extension of the 'Bt Lode orebody, which is currently being mined further to the north in ZC/NBHC (refer Fig. 2). The ore block being developed and stoped extends for a vertical height of 90 metres from No. 17 level down to approximately ten metres above No. 19 level. The ore minerals are sphalerite and galena with the zinc:lead ratio averaging approximately 3:l with a minor amount of silver associated with the galena. There is a sharp contact between the ore and the country rock on the footwall and keel, while the hanging wall gradates into medium and low grade material. The gangue is primarily quartz together with garnet, biotite, feldspar, gahnite, sericite and minor apatite. In various horizons within the orebody, grey feldspar, quartz and garnet pegmatites occur as stratiform layers. The ore and country rock are competent with some inconpetent boundaries.

DURING 1932 the amount of geophysical surveying carried out as a part of oil-field development in¬creased, particularly in the Gulf Coast of Texas and Louisiana. Here the most intensive geophysical activity was displayed in the discovery of domes and prospects several years ago, after which there was a period of relative inactivity. This year many of the leases required development and geophysical methods were used to obtain pictures of the detailed structures. These were almost exclusively gravity and reflection-seismograph surveys and for the first time this latter method was generally used by oil operators to construct subsurface contours. The total number of geophysical troops in this territory increased from 16 to 40 during the year.
