WHEN the new sulphide plant started to roll at Chuquicamata last July, we broached the matter of looking in on this historic event to Burr Wheeler, then executive vice president of Chile Exploration Co. (Chilex executive offices are housed with the parent company, Anaconda, at 25 Broadway which is 23 hours and 15 minutes closer to the AIME office than the mine, counting air and automobile travel). Mr. Wheeler was at Chuqui when they turned the first shovelful of earth, has an understandable pride and affection in the mine, and kindly offered to make all arrangements. As a guest of Chilex, physical exam, injections, police clearance, passport, and airline reservations on the crack Panagra airline are procured swiftly and almost painlessly. Winter clothes were advised by Mr. Wheeler and D. M. Dunbar, who is the former's assistant and a seasoned Chuqui-ite. Both of these gentlemen obviously prefer Chuqui climate, with 364 days of sunshine, 1 ½ -in. rainfall, rare atmosphere of 10,000 ft elevation, Christmas-time earthquakes, and howling winds through June and July to the vicissitudes of New York weather. The Coastal Range, completely barren of green, thrusts a spur far out into the Pacific creating a crescent-shaped and protected harbor at Antofagasta. Chilex's reception committee in the person of the alert and amiable Bob Condit, assistant port agent, takes care of everything: immigration, interviews by the local press, baggage, transportation, and introduction to Chilean cuisine. The drive up to Chuqui takes about three hours, on the only two lane highway in northern Chile; hard surfaced, with a few kilometers of repair work in progress. We were fortunate to make the trip with manager Charles Brinckerhoff, who arrived the same day at Antofagasta from the seat of government at Santiago where he goes frequently to keep in touch with the company's Santiago office.

THE construction of Norris Dam, built by the Tennessee Valley Authority on the Clinch River, a tributary of the Tennessee River, involved the production of coarse and fine aggregate for approximately 1,000,000 cu. yd. of concrete; A hammer-mill plant for the manufacture of sand from quarried rock was indicated as the most economical method of providing this material. The abrasive character of the feed as compared to the average hammer-mill feed made it necessary to control operations rather closely, and this resulted in the accumulation of many data bearing on production and maintenance. This paper will deal only with three specific sets of data, accompanied by such general infor-mation as miry be necessary to explain the conditions under which they were obtained and followed by discussions on the relation of silica content to hammer wear, comparative costs of slugger and stirrup hammers, and comparative costs of tool-steel and n manganese-steel grate bars.

It has always seemed to me that there is a certain similarity between the work of the mining engineer and that of the doctor of medicine — each has very often to be governed in his actions by conditions which he cannot see. It is not necessary to detail the unseen conditions with which the mining engineer or geologist has to deal—the further extension of ore-bodies, the existence of new ones, the throw of a fault, the probable change in grade' or character of the ore with advance of the workings, are a few of the conditions which the mining engineer has to determine as well as he can from the deductions he is able to make from what he can observe. Just so the physician is often confronted with conditions that he can not observe. Probably less than half of human ills make a manifestation at the surface of the body from which definite and certain conclusions can be drawn. The diagnostician must observe various things and, from these observations in combination, conclude what his course should he to bring about the cure of the trouble. Both professions would be assisted immensely by any agency that would permit them to look below the surface, something that would make more certain the diagnosis which each is called upon to make. The physician has had such an agency since 1895, when Röntgen discovered the X-ray; which, by making possible shadowgraphs of the osseous portion of the human body, advanced immensely the diagnosis of bone lesions Later, with improvement in the technique and more understanding in the interpretation of what the photographic plate shows, other portions of the human anatomy could be examined and at the present time there is hardly an instance of internal disorder to which the aid of the X-ray is not called. Some organs are made opaque by administering mineral substances; in other cases, conclusions are drawn from barely perceptible shadows on the photographic plate. Generally the surgeon's knife is directcd with exactitude to the seat of the trouble and so not only is the difficulty revealed but the necessity for an exploratory operation is averted. Over a long period of time considerable attention has been paid to the chemical properties of the materials entering the iron blast-furnace charge. Infinite care has been used in the selection of materials having the correct chemical composition. Little attention has been paid to the physical properties of either the ore, coke or limestone. Until comparatively recent times the coke as produced, as well as the ore, was charged into the furnace without any attempt to maintain uniformity in physical size. Recently some work has been done along the lines of sizing of coke and in some cases the sizing of ore has been applied. In each instance marked results in the efficiency of operation have been attained. The effect of changing the physical size of the materials entering the burden has been reflected directly in the coke consumption. From the experience of operators and the results of numerous investigations which have been conducted on blast-furnace materials, it may be stated definitely that the physical properties of the materials entering the charge have as much bearing on the efficiency of the process as the chemical properties of these materials. Structure of Sinter On the Continent and more recently in this country iron-ore sinter has been introduced in blast-furnace burdens. The effect of the use of sinter has resulted in a material reduction in the coke consumption and an increase in the capacity of the furnace. The effect of the use of sinter is due undoubtedly to its porosity and to its physical size and, incidentally, to the chemical condition of the iron in the sinter and to the absence of combined water. Compared with Mesabi ores, all sinters are generally larger in size than the ore particles, and the structure of the sinter differs considerably from the structure of the ore. In sinter the mass is porous and open and makes available a great deal of surface for gas contact during the process of reduction. Most ores are relatively dense and nonporous and when the particle size is large the time element required for reduction is materially increased. THE object of the present investigation was to discover a physical basis for rank differentiation of coals, particularly the coals of the Illinois basin. Vitrain1 was selected as the most appropriate coal material to use in the investigation, because of its homogeneity and ease of acquisition and handling. Previous Investigations.-Hoffman and Jenker2 have shown that their index of reflection is a characteristic of coal rank and that the Leitz slit microphotometer may he used in determining the different intensities of reflection. Zhemchuzhnikov3 measured the luster of several Russian coals with a color analyzer and found that the degree of luster was indic-ative of rank. Luster-volatile matter curves based on data from Sucan and Donetz coals were satisfactorily used for determining the rank or volatile content of other coals after the luster strength was determined. In 1934 Fisher4 reported refractive indices of 1.76 for bituminous vitrain and 1.87 for semibituminous vitrain. Investigation of Angle of Polarization.-Early in the present investiga-tion several determinations of the refractive indices of the vitrains were made by immersing the minus 150 plus 200-mesh powder in oils. It was found that all the samples fell within the range 1.6 to 1.8. However, difficulty was encountered in securing oils in this high index range that were closely enough spaced to separate some of the coals. The writers made a number of determinations of the angle of maxi-mum polarization from the polished surfaces of the vitrains and derived their refractive indices by the procedure described in the follow-ing paragraphs.

It seems proper, before describing the plant which has been erected in Rome, N. Y., for the purpose of demonstrating the practicability of my process of refining and desilverizing lead by electrolysis, to state in a few words the principles that govern the process. They are well known to those who have studied electrical science, and to the practical electro-platers of the country, and are briefly these: If we take a plate, or other form, of metal (impure lead in this case), and immerse it in a bath consisting of a solution of the main metal (that which contains the impurities), and also immerse another plate, which shall be a conductor of electricity, in the bath, but separated from the first by the solution, and connect the former plate with the positive pole of the source of electricity, and the other plate with the negative pole, an action will go on in this bath which is called electrolysis. There is first a decomposition of the solution constituting the bath ; then a solution of the metal at the positive pole (called the anode), and a deposition upon the other plate connected with the negative pole. which plate is technically called the cathode. If the bath is properly constituted, and the current of electricity which is passed through the bath is of the proper strength and electro-motive force, the dissolution of the anode and the deposition of the metal upon the cathode will be exactly equivalent. The analysis and synthesis are opposite and equal. If, on the other hand, this solution (called an electrolyte) be not properly constituted, decomposition will go on, but there will be these effects: a superoxidation at the anode and a liberation of free hydrogen at the cathode, which free hydrogen escapes finally in bubbles through the liquid to the surface, and into the atmosphere. ORIGINALLY, mining machines were actuated by purely mechanical mechanisms comprising cams, levers and gear trains, which became more and more complex as demands were made for additional operations that would increase mine tonnage. To simplify these intricate machines, development engineers began utilizing the principles of high-pressure hydraulics long employed for the control of various machine tools. The resulting specificially developed hydraulic systems are now literally the heart of the mining machine. During World War No. 2, very little fundamental change in design was made in existing mining machines, but because of the recognition of the merits of hydraulic application to the machines of war, it is reasonably certain that hydraulics will be applied to mining machines in the future to a much greater extent. This potential future indicates that a more thorough knowledge of hydraulics and its maintenance must be incorporated in mine operation. Contamination of Oil Maintenance of high-pressure hydraulic equipment varies considerably with respect to mine practice and conditions. The success or failure is largely dependent upon the hydraulic fluid and its care. Since all successful hydraulic systems have been designed around the use of mineral oil as the fluid, a complete analysis of this prime factor should be made to make clear the requirements of the fluid in a hydraulic system. Contamination of Oil Manufacturers of mining machinery usually have specified an S.A.E. rating or viscosity index of the, proper mineral oil for use with their respective machines without considering the fact that many oils will meet these specifications but will not give the desired life or efficient operation. Hydraulic fluid should be specified as a good grade of mineral oil, such as turbine oil, having rust and oxidation resistance. It must have high chemical stability, high lubricity, and proper viscosity. These factors will minimize maintenance costs by reducing wear and the consequent replacement of parts, and at the same time will lower costs for the oil by extending its life. Bulk purchases of oil should be limited to small sealed containers provided with a proper pouring spout, thus reducing the possibility of contamination of the oil before it reaches the mining machine. The introduction of foreign matter, such as sand, water, coal dust and residue oil left in filling containers, will cause untold damage and maintenance expense. Sand, being one of the best natural abrasives, will soon wear the close tolerances of the various hydraulic mechanisms to an extent that will necessitate complete replacement. Water is considered normally insoluble in oil, but because of the churning action of a hydraulic system water is broken down to particles so small that they remain in suspension. Separating oil from water may seem simple enough, but in fact, tremendous efforts have gone into this common process problem. The petroleum industry is constantly looking for better ways to separate the emulsion of oil and connate water that is pumped from the ground and its latest development, the electrostatic emulsion separator, may find an important offshoot application in hydrometallurgy. The patent-pending OSX coalescer, developed by C-E Natco, recovers entrained solvent from both raffinate and the pregnant strip liquor. It has already undergone successful testing at the Bluebird copper circuit in Arizona and is currently being prepared for testing at a uranium SX plant.

In most instances the fluids produced from underground reservoirs have been described as they appear at the surface, and usually it has not been necessary to distinguish between surface and reservoir phases. More recently it has become imperative to recognize the fact that changes in phase may occur between the reservoir and the receiving unit. The simple terminology of "wet" and "dry" gases and "crude petroleum oil" served our needs fairly well in the shallow, low-temperature and low-pressure fields. It has been left to the legislatures, regulatory commissions, and courts to decide whether a field is or was a gas field, an oil field, or both. This they have done by direct definition and also by implication. For example, in Texas:' (d) The term "gas well" is any well (a) which produces natural gas not associated or blended with crude petroleum oil at the time of production, or (b) which produces more than one hundred thousand (100,000) cubic feet of natural gas to each barrel of crude petroleum oil from the same producing horizon, or (c) which produces natural gas from a formation or producing horizon productive of gas only encountered in a well bore through which crude petroleum oil is also produced through the inside of another string of casing. (e) The term "oil well" is any well which produces one (1) barrel or more of crude petroleum oil to each one hundred thousand (100,000) cubic feet of natural gas. In the state of Louisiana, the same general result is achieved largely by the following paragraph :* Wells producing both oil and gas shall not waste or blow into the air an amount of gas of more value at three cents per thousand cubic feet, than the market value of the oil recovered. The Commissioner of Conservation shall allow a reasonable time to determine the status of any well. INTRODUCTION The International Finance Corporation (IFC) is affiliated with the International Bank for Reconstruction and Development (World Bank) but operates with a separate staff and funding. It supplements the activities of the Bank by providing, to private business, equity and loans without government guarantees in whatever form and combination most suited to the project. IFC frequently complements the Bank's activities by utilizing, for example, the Bank's public sector infrastructure activities to support IFC's private sector projects. In the case of local financial institutions especially, IFC collaborates with the Bank by providing technical and financial assistance. IFC is the world's largest multilateral organization which finances private sector business in developing countries. IFC's fundamental purpose is to promote the economic development of its developing member countries through the support of the private sector. Of the 124 member countries of IFC, more than 100 are developing countries. Since it began operations in 1956, IFC has been associated with more than 2,000 companies and financial institutions in supporting over 700 business ventures in more than 80 countries. The total capital costs of these projects exceeds $26,000 million. In the 1984 fiscal year, IFC approved 62 projects in 37 countries with a total project cost of $2,473 million. IFC will make investments only if sufficient capital cannot be obtained on reasonable terms from other sources. IFC often serves as the catalyst for a project by encouraging other investors--from inside and outside the host country--to make their own equity investments along with the local sponsor for a particular project. IFC'S SPECIAL ROLE The significance of IFC's role extends beyond just its financing and technical assistance: IFC's capability to raise investor confidence in a project and to help all the participants to arrive at mutually satisfactory investment arrangements is its distinctive character. Direct Investments IFC invests in all types of projects both large and small. Heavy industrial ventures not only supply essential materials and equipment for other domestic enterprises, but also earn foreign exchange through exports. In recent years, increased emphasis has been placed on agriculture and agribusiness products, aquaculture, food and food processing, and other renewable and nonrenewable resources such as metals and energy. At the beginning of the present war, the United States faced the need to multiply its production of magnesium metal almost roo times within the shortest possible period. Urgently needed for construction of military aircraft, incendiary bombs, and other war uses, magnesium was at the top of the list of critical war materials. Up to that time only one Producer, employing Only One process and using One raw material in a single plant, represented this country's entire Production capacity. It was immediately desirable to plan a numher of plants located strategically over the Count'Y and to expand an industry more rapidly and to a greater extent than ever before had been attempted in so short a time. In '939 this American producer, the Dow Chemical .9 was making about 7 million Pounds of magnesium metal. It utilized as a raw material brine containing magnesium chloride, which was pumped from wells in Michigan. The logical ap-preach to certain increased production was to employ the same process on the same raw material in other sections of the United States. In Europe and other countries, different processes had been used and different raw materials were being utilized, but all of the skill and knowledge for production in this country was that of using the Dow type of cell and magnesium chloride as a raw material. The Government was testing other processes, but none then had been proved commercially feasible. Development OF New Process The International Minerals and Chemical Corporation had available a large quantity of magnesium ,chloride at Carls-bad, New Mexico, contained in the end liquor produced from its potash plant sillce the buildng of the plant in 1941 It was the only company mining commercially a magnesium ore and having anything like this quantity of magnesium chloride liquor. The magnesium ore, langbeinite, was being mined from the 800-ft. level for its content of potassium sulphate. This ore, a potassium magnesium sulphate, was reacted in a base exchange plant with potassium chloride to produce potassium sulphate, the discharge liquor having a high content of magnesium chloride. Three potash-producing companies are in the Carlsbad area, but only International has developed and is commercially producing the potash-magnesium ores. The lower, or No. 4, veil, in that area is potassium chloride ore, and is continuous through all the properties. The langbeinite, or No. 2, vein is minable at the International property, but occurs sparsely, if - at in other areas being mined in that vicinity. It is understood that most of the mag. nesium produced] by Germany comes from magnesium and magnesium-potassium ores obtained from potash mines. It was logical for International to pro-pose to make available this magnesium material and to offer its technical staff to design, construct and manage a magnesium plant for the account of the Government. Homeland of the Republic of China, the island of Taiwan looks on the map like a seal, muzzle pointed south, resting complacently on the emerald waters of the China Sea. Any notion of placidness is quickly dispelled by going to that country where the visitor gains the impression of almost violent busyness in tearing up streets, pushing up buildings and tilling the fields. Driving from the airport downtown to Taipei, the capital city, one sees roads, streets and thorough-fares which seethe with bizarre traffic. From water buffaloes to buses, transportation takes every conceivable shape, size and color in between. The load being transported need not conform in any way to the capabilities of the vehicle. Twenty- foot lengths of pipe may be trans- ported on a bicycle. A family of five may go to town on a motor- cycle. Impossible? Count them. The streets and buildings of the city appear unrestrained, or without margins. Shops do not end at the doorway but overflow with a variety of goods onto the sidewalks and into the streets where the marginal traffic, on foot or on wheels, intertwines unconcernedly with the flotsam from the shops. Signs, dry goods, hardware and the continuous hubbub make the view colorful, lighthearted and fascinating. The island is 230 miles long by 75 miles wide with a central mountain spine. To the east, the mountains descend steeply to the ocean whereas to the west, beyond the foothills, there is a broad coastal plain. Only about 25% of the land is suitable for cultivation but the tropical climate permits several harvests a year. At the same time the mountains, which are high enough to sometimes have snow, offer an agreeable change of temperature. In this setting, society has created an economy that is growing at such a rate on all fronts that it would seem to be fairly bursting at the seams.

THE question is often pondered whether the flotation process is still an art or has become a science. The fact is that flotation is a science in so many variables that only art can blend them. It is demonstrable that no less than one hundred variables are involved in any flotation operation, most of them immeasurable on a routine basis. The behavior of every one of them is always governed by orderly and unchanging law, as no man can doubt. There is nothing truly indefinite about that behavior; the only indefiniteness is in our knowledge of it, either in general or from hour to hour in the circuit. In dealing with a simultaneous equation in, say, one hundred variables, all not only affecting the outcome to some degree but many influencing each other as well, it is small wonder that the mineral-dressing profession presents a case history of debate and controversial opinion. The statement of the subject of this symposium-a symposium on flotation machines-seems to delimit and define the matters to be considered and at least the general nature of the conclusions sought. Nevertheless, in such a meeting it is not possible to meditate upon all the variables that do in one way or another affect performance of flotation machines. To attempt it would be much like trying to operate a hundred-ring circus. Perverse variables being what they are, one could expect the elephant in ring 36 to squirt a trunkful of water at the tightrope performer in ring 37 to ruin that artist's act, just as our learning to depress pyrite in the early 1920's ruined the act of the formerly faithful old Callows. HONEST DISAGREEMENTS Selective flotation dates from 1922 or 1923, when several plants established their regular flotation operations on a selective basis. Since then, two decades of efforr have gone into the development of better and better flotation machines. Many have come and gone. The competition has simmered down to perhaps a dozen machines, each one of which is staunchly defended by some operators as being the best for their particular jobs, and as scornfully dismissed by at least a few others elsewhere as being positively the poorest for theirs. These disagreements are honest disagreements, honestly arrived at after plenty of sweat. In many a flotation plant, one machine has been tried out against another under conditions as fair as they could possibly be made. Sometimes the results are on a par but more often one machine shows a consistent and unmistakable margin of superiority over the other. In equally honest and enlightened tests, machine A may win over machine B in one place, and machine B over machine A by as great a margin in another. This paper purposes to identify some of the more prominent reasons why this is so,

ORE control is a matter of planning and supervision based on a foreknowledge of the content and distribution of ore. The Inspiration orebody is predominately a copper-sulphide blanket, overlain by an oxidized zone of copper silicates, copper carbonates, and barren capping. Most of the ore is treated by leaching, and the optimum requirement of this method is the goal toward which the mining schedule is aimed. Both open-pit operations and underground mining are used. The problems of ore control at Inspiration are: 1-maintenance of metallurgical balance, 2-conservation of oxide ore, and 3-mining out of the orebody at an average grade which parallels that of the reserve figure. Prior to the fall of 1926 all of the Inspiration division ores were treated by flotation, but the mixed ores of the Live Oak-Keystone section carried too large a proportion of copper in the form of chrysocolla for satisfactory flotation. For this type of mixed ore the leaching process now in use had been worked out, and the plant was put into operation in the fall of 1926. The process is known as the ferric sulphate leach, and the leaching solvents contain both ferric sulphate and free sulphuric acid. Sulphide copper in the form of chalcocite is leached by the ferric sulphate, and the oxidized copper minerals are dissolved by the sulphuric acid. From the beginning of operations to the present time the plant has treated some 67 thousand tons of ore having an average copper content of 1.142 pet, of which 0.605 pct has been in the form of oxidized copper minerals. The plant is currently being operated at the rate of 11,500 tons per day, 7 days per week. However, this tonnage is produced in 6 days of mine operation. The average current grade is approximately 1 pct copper, of which about 50 pct is present as oxidized or acid-soluble copper. Close control of metallurgical procedures is a vital factor in operation of the plant and is in turn dependent upon careful regulation of feed. An excess of sulphide copper requires the presence of more ferric sulphate in the leaching solvents. On the other hand, an excess of ferric sulphate in the presence of a low sulphide feed seriously reduces the efficiency of electrolytic precipitation in tank house operations. This condition must be avoided at all costs. An additional factor must be considered. It is known that the sulphide content is predominant in the ore which remains in the reserve. To maintain the necessary sulphide-oxide proportion, so that the entire reserve will mine out at both a grade and a sulphide-oxide ratio that will be permissible throughout the remaining life of the property, it is obvious that the oxide reserve must be currently preserved to as great an extent as possible. Fortunately much of the oxide reserve is found in the open-pit operation. This happy circumstance adds flexibility to the procedure and makes it possible to maintain the close regulation necessary to insure best overall results, both mining and metallurgical. The two ore streams from the pit and underground operations join at the coarse-crushing plant, and proper control must be exercised before the ore reaches this point. The open pit is currently providing about 55 pet of the ore and underground operations the balance of production. Both operations are under a single superintendent so that the closely interrelated problems may be more readily controlled. The least flexible of the two producing units is the underground mine, where the mining method is block caving. Although a block of ground may be undercut and developed, characteristics of the material determine its caving action. The ore in the chutes must be drawn. This paper discusses the development of surface coal mine planning programs for a microcomputer. A set of seven programs which were originally written for a large mainframe computer are described. The problems encountered in converting these programs to a micro with 52K of available core storage are discussed. A program for economic evaluation which is currently running on the micro is described and plans to convert other programs to the micro are detailed. In addition, we explain the microcornputer system we have assembled and give the rationale for each component. Problems we have encountered with this system are described for the benefit of others who may follow our path.

Two 6.17-m-diam (20.25-ft) shafts, said to be the largest ever opened with mechanical raise boring techniques, were completed in May and June 1978, at Monterey Coal Co.'s No. 1 mine near Carlinville, Ill. According to the shaft contractor for the project, Frontier-Kemper Constructors, the openings are 60% greater in cross section than the largest previous raise-bored shaft, which had a diameter of 4.85 m (16 ft). Both vertical shafts are 93 m (305 ft) in total depth, with the upper 28-30 m (90-100 ft) sunk and lined by conventional methods through unconsolidated overburden and the remainder mechanically bored through sedimentary rock. The two shafts will be used for service access as well as to augment ventilation.
